This book considers traditional public economy theory of public goods provision as oversimplified, because it is state centered and fiscally focused.

Video surveillance is an omnipresent phenomenon in today’s metropolitan life. Mainly intended to solve crimes, to prevent them by realtime-monitoring or simply as a deterrent, video surveillance has also become interesting in economical contexts; e.g. to create customer profiles and analyse patterns of their shopping behaviour. The extensive use of video surveillance is challenged by legal claims and societal norms like not putting everybody under generalised suspicion or not recording people without their consent. In this work we propose a technological (...) solution to balance the positive and negative effects of video surveillance. With automatic image recognition algorithms on the rise, we suggest to use that technology to not just automatically identify people but blacken their images. This blackening is done with a cryptographic procedure allowing to revoke it with an appropriate key. Many of the legal and ethical objections to video surveillance could thereby be accommodated. In commercial scenarios, the operator of a customer profiling program could offer enticements for voluntarily renouncing one’s anonymity. Customers could e.g. wear a small infrared LED to signal their agreement to being tracked. After explaining the implementation details, this work outlines a multidisciplinary discussion incorporating an economic, ethical and legal viewpoint. (shrink)

This roundtable discussion is based on an online symposium – The Promise of Photography: Scale, Measure and Proportion in a Conflicted Visual Milieu – which took place on 17 September 2021. Since its inception, photography has promised to set things to scale, to grant them measure and proportion, a series of promises that have also entailed moments of irrationality or conflict that persist in and continue to shape the era of global networked digital imaging technologies. The symposium started out from (...) the diagnosis that, whilst photography continues to promise an ordered, proportionate and measured world in which things can be set to their proper scale, it also acts in many ways as an agent of dismeasure, disproportion and the unscalable. In light of this, the roundtable discussion presented here examines a range of different meanings that scale, measure and proportion have accrued in the photographic context and sets out to explore conceptual frameworks and research methodologies through which the current situation might be understood. It is well-established that party identity biases the processing of political information and the evaluation of political actors. This is presumed to avoid cognitive dissonance and achieve positive affect. What happens, however, when individuals diverge from this pattern and do make identity-inconsistent evaluations of political actors – how does this translate into positive and negative emotions toward the candidates? The paper addresses this question using large-N data from the main televised debate of the 2017 German national election by combining survey (...) responses with viewer perceptions measured during the debate. The findings suggest that candidate ratings made during the debate have different valence depending on a person’s party identity. Strikingly, a stronger party identity does not mean a reduced impact of identity-inconsistent evaluations on emotional responses toward a candidate. Rather, only evaluations in accordance with one’s party identity, and hence with lower information value, show a reduced effect on emotional responses. (shrink)

This paper argues that despite recent tendencies to minimize the differences between Posidonius and the Early Stoics, there are some important aspects of Stoic ethics in which Posidonius deviated from the orthodox doctrine. According to two passages in Diogenes Laertius, Posidonius counted health and wealth among the goods and held that virtue alone is insufficient for happiness. While Kidd in his commentary dismissed this report as spurious, there are good reasons to take Diogenes’ remarks seriously. Through a careful analysis of (...) the sources, in particular of Galen's De placitis Hippocratis et Platonis, this article offers a new interpretation of Posidonius’ ethics. It sheds light on Posidonius’ theory of virtues and shows that Posidonius must have granted a special status to things like health and wealth even if he did not regard them as genuine goods. This article challenges E.P. Thompson's definition of ‘moral economy’ as a traditional consensus of crowd rights that were swept away by market forces. Instead, it suggests that the concept has the potential of improving the understanding of modern civil society. Moral economy was a term invented in the eighteenth century to describe many things. Thompson's approach reflects only a minor part of this conceptual history. His understanding of moral economy is conditioned by a dichotomous view of history and by the (...) acceptance of a model according to which modern economy is not subject to moral concerns. It is on principle problematic to confine a term conjoining two concepts as general as ‘moral’ and ‘economy’ to a specific historical and social setting. Recent approaches that frame moral economy as an emotively defined order of morals are also misleading since they do not address economic issues in the way they are commonly understood. Der theoretische Kontext, aus dem die frühromantische, vor allem von Friedrich Schlegel und Friedrich von Hardenberg repräsentierte Denkform hervorgeht, ist bekanntlich die Philosophie des sogenannten deutschen Idealismus, namentlich die Transzendentalphilosophie Kants und Fichtes. Die Forschung vertritt nicht selten die These einer stringenten Kritik Fichtes durch die Frühromantik, welche schließlich zur Verabschiedung des Begriffs vom »Ich« im Sinne eines Fundaments aller Philosophie geführt habe. Der frühromantische Ansatz, so wird oftmals angenommen, gewinne sein Profil dadurch, daß er einen dem Denken unzugänglichen Bewußtseinsgrund (...) postuliere, während Fichte den Status der Absolutheit letztlich für das Selbstbewußtsein beanspruche. Fichte unterscheidet jedoch sehr wohl zwischen dem »empirischen Ich« und einer nur mittels methodischer Reflexion erschließbaren Instanz, die das empirische Ich begründet und der deshalb keinerlei Form von Bewußtsein zukommen kann. Die Romantiker entwickeln vielmehr aus der mit Fichte weitgehend geteilten transzendentalen Theorie des Absoluten Konsequenzen für das Philosophieren, die dann zwar eklatant von Fichte abweichen, aber auch dabei noch Einsichten der Wissenschaftslehre treu bleiben. The relative age effect is associated with advantages in competitive sports. While the RAE in elite male soccer reveals a skewed birthdate distribution in relation to a certain cut-off date, research of RAE in elite female soccer is affected by small number of samples and conflicting results. The purpose of this study was to investigate the RAE in elite adult German soccer regarding gender and competition level. The sample comprised 680 female and 1,083 male players of the two top German (...) leagues during the 2019/20 season and German national teams. Differences between the observed and expected birthdate distributions were analyzed using chi-square statistics and effect sizes followed by calculating odds ratios. Results showed a statistically significant RAE with small effect size across all players included for both genders. The identified RAE was based on an over-representation of players born at the beginning of the year. According to gender and competition level, RAEs were more pronounced in German male soccer. While significant RAEs were found among males in the first two leagues, the RAE of females was more pronounced in the second league. The analysis of RAE regarding the national teams revealed a statistically significant RAE with large effect size for only the youngest investigated age group of male players. Our data show an RAE in female and male German adult soccer, which could be accompanied by a loss of valuable elite players during the youth phase of the career. Consequently, the pool of talented players at the adult level would be limited. (shrink)

The ascendency of executive power in the presence of weak parliamentary and societal control has given rise to a need for deliberative forms of diplomacy in international relations. As Denmark, Finland, Iceland, Norway, and Sweden regularly include members of parliament, party representatives, and representatives of civil society in their delegations to the General Assembly of the United Nations, does this imply that a Nordic model exists? This book reviews the practice of these countries and finds that the role of societal (...) representatives has diminished from participating members of delegations to mere observers. The Nordic examples illuminate the difficulties of achieving international governance through the practice of deliberative democracy. This study investigates the ethical use of Big Data and Artificial Intelligence (AI) technologies (BD + AI)—using an empirical approach. The paper categorises the current literature and presents a multi-case study of 'on-the-ground' ethical issues that uses qualitative tools to analyse findings from ten targeted case-studies from a range of domains. The analysis coalesces identified singular ethical issues, (from the literature), into clusters to offer a comparison with the proposed classification in the literature. The results show that despite the variety (...) of different social domains, fields, and applications of AI, there is overlap and correlation between the organisations’ ethical concerns. This more detailed understanding of ethics in AI + BD is required to ensure that the multitude of suggested ways of addressing them can be targeted and succeed in mitigating the pertinent ethical issues that are often discussed in the literature. The placozoan Trichoplax adhaerens is a tiny hairy plate and more simply organized than any other living metazoan. After its original description by F.E. Schulze in 1883, it attracted attention as a potential model for the ancestral state of metazoan organization, the “Urmetazoon”. Trichoplax lacks any kind of symmetry, organs, nerve cells, muscle cells, basal lamina, and extracellular matrix. Furthermore, the placozoan genome is the smallest (not secondarily reduced) genome of all metazoan genomes. It harbors a remarkably rich diversity of (...) genes and has been considered the best living surrogate for a metazoan ancestor genome. The phylum Placozoa presently harbors three formally described species, while several dozen “cryptic” species are yet awaiting their description. The phylogenetic position of placozoans has recently become a contested arena for modern phylogenetic analyses and view‐driven claims. Trichoplax offers unique prospects for understanding the minimal requirements of metazoan animal organization and their corresponding malfunctions. (shrink)
