El artículo presenta el análisis de las implicaciones de evaluar la comprensión de lectura y la redacción en pruebas de ingreso a la educación superior, como una consideración necesaria para el desarrollo de una política de competencia comunicativa. Se describe el diseño de un instrumento, partiendo de la concepción sociosemiótica de la lengua, del enfoque metodológico de la comprensión por niveles intra, inter y extratextual, ligado a procesos cognitivos, y la escritura como tecnología. Se incluye, además, un concepto de evaluación (...) enmarcado en el desarrollo de competencia, es decir, los resultados de la prueba se utilizan, por fuera de concepciones deterministas excluyentes, para mostrar un estado de la competencia y las acciones posibles de mejoramiento de la misma. Theories related to cognitive sciences, Human-in-the-loop Cyber-physical systems, data analysis for decision-making, and computational ethics make clear the need to create transdisciplinary learning, research, and application strategies to bring coherence to the paradigm of a truly human-oriented technology. Autonomous objects assume more responsibilities for individual and collective phenomena, they have gradually filtered into routines and require the incorporation of ethical practice into the professions related to the development, modeling, and design of algorithms. To make this possible, it is pertinent and (...) urgent to bring them closer to the problems and approaches of the humanities. Increasingly transdisciplinary research must be part of the construction of systems that provide developers and scientists with the necessary bases to understand the ethical debate and therefore their commitment to society. This article considers two theories as articulating axes: Blumenberg’s, coming from the field of philosophy, for whom the process of technification and especially the implementation of mathematical models in their algorithmic form leads to an emptying of meaning and therefore makes programmers who implement their functions to be alien to the concerns that gave them origin; Daston’s, belonging to the field of the history of science and according to which the division of labor in the processes of technification of the calculation implies a kind of subordination in which those who implement the inventions of a small group of privileged mathematicians ignore the procedures that put them into operation. Given these two theories, the black box models prevalent in AI development, and the urgency of establishing explanatory frameworks for the development of computational ethics, this article exposes the need to give a voice to the cultural history of consciousness for promoting the discussions around the implementation of mathematical algorithms. The paper takes as a reference the different points of view that have emerged around the study of technological ethics, its applicability, management, and design. It criticizes the current state of studies from a humanistic perspective and explains how the historical perspective allows promoting the training of software engineers, developers and creators so that they assume intuitions and moral values in the development of their work. Specifically, it aims to expose how cultural history, applied to the study of consciousness and its phenomena, makes those involved in this technological revolution aware of the effect that they, through their algorithms, have on society in general and on human beings in particular. Considering the transformation of educational scenarios, we recognize the need to train foreign language teachers with high pedagogical, research, and technological skills. This recognition considers the new challenges of education and aligns with the educational discourses and commitments that are shaped by the curricular proposals of foreign language programs in higher education. It is necessary to know the level of competencies of teacher trainers, university lecturers, to identify possible ongoing training needs. This research uses a mixed-methods design with an exploratory-descriptive (...) approach that contributes to the educational instructions to start continuous training plans for their teachers under the policies, global dynamics, and demands of education. The research shows that there are still challenges to confront, as teachers still have opportunities to strengthen their pedagogical, educational, and new technology competencies. This is a challenge that institutions should address in the rigorous implementation of lifelong learning programs. (shrink)

If a state commits injustice, who is responsible for compensating its victims and safeguarding against future wrongdoing? Do the state’s citizens bear this responsibility? Do they all bear it equally? Avia Pasternak's and Holly Lawford-Smith's recent books address these pressing questions. Each book represents a thought-provoking attempt to derive an account of citizen responsibility for state wrongs from an account of state agency understood as group agency. Though the books demonstrate the promise of this approach to produce action-guiding advice for (...) real policymakers, they also demonstrate its limitations—in particular, its lack of attention to social structures. Here, I argue that Pasternak's and Lawford-Smith's views would be enriched by further engagement with the literature on structural injustice, which takes individuals’ perpetuation of social systems (not their implication in acts of group agency) as a central source of their remedial obligations. Through critical engagement with Pasternak and Lawford-Smith, I illustrate how a structural injustice framework could yield more attractive conclusions than a group agency framework in certain cases, better explain non-culpable forms of citizen responsibility, and allow us to theorize citizen responsibility for state action without making questionable claims about the metaphysics or social ontology of group agency. Political theorists have written a great deal about the ethics of “intervention,” defined as states using coercion or force to interfere in foreign societies’ politics. But this work leaves much of global politics un-analyzed—both because non-state actors play an increasingly significant role in it and because its practitioners use many tactics besides force and coercion.We need an ethics of foreign influence to help us navigate the global political arena in all its complexity. Here, I begin to develop a unified theory (...) of the ethics of deliberate attempts to promote justice in foreign societies, whether undertaken by state or non-state actors, and whatever tactics they employ. I identify two important but under-appreciated dimensions along which instances of foreign influence can differ and argue that, once we appreciate the full range of forms foreign influence can take, we’ll see it’s often immune to the common moral objections against intervention. Different peculiarities of the atomic response may appear depending on the intensity and detuning of the driving field providing such level crossing.

The paper analyses and evaluates the linguistic policy of the Court of Justice of the European Union against the background of other multilingual courts and in the light of theories of legal interpretation. Multilingualism has a direct impact upon legal interpretation at the Court, displacing traditional approaches with a hermeneutic paradigm. It also creates challenges to the acceptance of the Court’s case-law in the Member States, which seem to have been adequately tackled by the Court’s idiosyncratic translation policy.

The issue of benefits in international clinical research is highly controversial. Against the background of wide recognition of the need to share benefits of research, the nature of benefits remains strongly contested. Little is known about the perspectives of research populations on this issue and the extent to which research ethics discourses and guidelines are salient to the expectations and aspirations existing on the ground. This exploratory study contributes to filling this void by examining perspectives of people in low-income South (...) African communities on benefits in international clinical research. Twenty-four individuals with and without experience of being involved in clinical research participated in in-depth interviews. Respondents felt that ancillary care should be provided to clinical research participants, while a clinical study conducted in particular community should bring better health to its members through post-trial benefits. Respondents' perspectives were grounded in the perception that the ultimate goal of international clinical research is to improve local health. We argue that perspectives and understandings of the respondents are shaped by local moral traditions rather than clinical research specificities and require attention as valid moral claims. It is necessary to acknowledge such claims and cultural worlds from which they emerge, thus building the foundation for equal and embracing dialogue to bridge different perspectives and handle contradicting expectations. This work proposes an understanding of deductive, default and abductive reasoning as different instances of the same phenomenon: epistemic dynamics. It discusses the main intuitions behind each one of these reasoning processes, and suggest how they can be understood as different epistemic actions that modify an agent’s knowledge and/or beliefs in a different way, making formal the discussion with the use of the dynamic epistemic logic framework. Here, I reply to three commentaries on my recent book, Promoting Justice Across Borders: The Ethics of Reform Intervention. The main topics include the scope of the category “reform intervention,” to what extent it is appropriate to evaluate economic activity using moral criteria, the meaning of collective self-determination and its relationship to democracy, and the limits of toleration as a moral ideal.

Tematem artykułu są zaobserwowane w dyskursie internetowym poglądy osób bezdzietnych z wyboru (BzW) na kwestie wykluczenia. Zwracają one uwagę na wykluczenia kulturowe, których doznają, nie wpisując się w normatywny wzorzec rodziny nuklearnej. Równocześnie przejawiają silnie dyskryminacyjne postawy wobec osób dzietnych – zwłaszcza tych w gorszej sytuacji finansowej. Tekst powstał na podstawie badań prowadzonych w 2019 i 2020 roku w internetowej strefie publicznej (komentarze na blogu Bezdzietnik.pl) oraz prywatnej (facebookowe grupy dedykowane osobom bezdzietnych z wyboru). Appraisal theory assumes that the individual variability of emotional reactions to the same situation is due to individual differences in appraisal. However, the question of how interindividual differences in appraisal come about has been rarely formally addressed. We focus on one of the central dimensions of appraisal—problem-focused coping potential—and attempt to explain individual differences in appraisals along this dimension using self-efficacy theory. We integrate outcome expectancies, self-efficacy expectations, and problem-focused coping potential into a single framework and outline their personality antecedents. (...) Using generalized self-efficacy beliefs as an example, we then discuss the mechanisms underlying the effects of personality dispositions on appraisal and the conditions that moderate their influence. Here, I reply to four commentaries on my recent book, Promoting Justice Across Borders: The Ethics of Reform Intervention. I clarify and extend several topics from the book, including the relationship of ‘reform intervention’ to other ways of promoting global justice, the implications questions of identity and societal membership have for my theory of reform intervention, the status of individuals and collectives in my theory, and how my account of toleration relates to other liberal values and historical practices of toleration.

Introduction. The article highlights the role and trends of urban development in a single regional space. The authors consider the industrial region, where the economic centers are the cities of monospecialization (metallurgy, mechanical engineering), which form the settlement framework of the regional economic system. At the same time, the connectivity of the regional space was determined by the contacts of cities in infrastructure areas and the possibilities of agglomeration formations. The authors analyze the urban environment of cities in the region, (...) which revealed common problems for them in organizing urban space. It was shown that the competition of cities for a person can be won by offering the population more comfortable working and living conditions, a variety of social services, and the possibility of using agglomeration effects. Scientific novelty of the research. The peculiarity of the author’s research was a new approach to urbanization as an urban way of life, extended to a set of cities of different status and population in the region. At the same time, the zones of attraction and concentration of business and social activity were connected with large cities and centers of agglomerations of the region, which ensure the joint use of resources, transport, and social infrastructure. The purpose of the article is to Identify constraints and opportunities for developing cities in a single regional space, taking into account their connectivity and interaction. Methods. The authors use the information base: statistical data, scientific literature, and expert assessments to clarify the conceptual tools of the research and to analyze the demographic situation in the cities-centers of agglomeration associations of the region. The authors present the assessment of the state of the urban environment, and reveal the disproportions in its organization. The research approaches are tested on the example of the cities of the Chelyabinsk region. (shrink)

This book addresses the urgent need for a large and systematic analysis of current interdisciplinary (ID) research and practice. It demonstrates how ID is essentially a cognitive phenomenon, something different from the frivolous and inconsequential attempt of trying to overcome the disciplinary competencies and exigencies. By ID, the authors show that it is a manifestation of the transversal rationality that underlies current scientific activity. It is the very progress of specialized disciplines that requires interdisciplinary new research practices and new forms (...) of articulation between domains, something that has a strong impact on the traditional disciplinary structure of scientific and educational institutions. Divided into two parts, the book presents a conceptual framework as well as several case studies on ID practices. The book aims at covering three main themes. It contributes to the stabilization of ID meaning and characterizes the main ID theorizations which have been proposed until now. It builds an innovative and broad understanding of the several ID determinations as an essentially cognitive phenomenon and of its institutional implications at the level of disciplinary structures and curricular organization. Finally, it distinguishes and maps the diversity of ID procedures and practices which are being used and tested by contemporary scientific and educational institutions. The purpose of the article is to study the influence of Nazi experiments on the formation of ideas about the ethos of science in the field of biomedicine. It is shown that the idea of discrediting a value-neutral science was often confronted with the resistance of the scientists themselves, who, in different contexts of condemning Nazi crimes, appealed to the fact that they acted for the good of science, and even of all mankind. The article discusses the strategy of American (...) lawyers adopted at the Nuremberg Trials aimed at demonstrating the perversity of Nazi crimes in the field of biomedicine both ethically and scientifically. In addition, an analysis of individual materials of the Nuremberg process was carried out, which made it possible to give an idea of the scientific and linguistic design of the human body (name correction strategy) as a “correct” scientific object with desired properties. The article considers the influence of the data obtained on Nazi crimes on the formation of the content of the Nuremberg Code and the design of the principle of informed consent in biomedicine. Ethical aspects related to the further use of Nazi scientific data are also considered. In conclusion, the problem of the formation of scientific knowledge in non-violence mode is articulated. The article deals with the philosophical problem field of modern neuroethics. The general idea of the state of modern neuroethics is given and it is shown that research in this area encompasses both fundamental problems that classically belonged to the field of philosophy research (for example, such as the problem of psychophysical dualism, the physical bases of consciousness, freedom of will and its interrelation with brain activity) and problems with applied orientation, explicating the ethical-social and legal dimension of innovation development (...) in the field of neuroscience and actualizing the analysis of their social risks. It is shown that the development of neuro-ethics in the modern world became possible thanks to a special way of functioning of modern science, which was called the technology of science and to the development of the phenomenon of technological development ethification, which in practical terms was expressed in the study of the problem of the correspondence of the results of innovative scientific and technical projects to the interests of various social groups, their expectations and values, and also helped to determine the status of new technologies in relation to social reality. The article gives an idea of the existing normative field necessary for the development of neuro-ethics. On the basis of using the resource of discourse analysis of R. Harre, who singled out personal grammar (P-grammar), organism grammar (O-grammars) and molecular grammar (M-grammar), a philosophical analysis of such a problem of modern neuroethics as brain death was carried out. Also was given a structural description of new biotechnogenic identities of human being. The conclusion is drawn that the concept of brain death is an example of the conventional nature of scientific truth, the formation of which is influenced by various socio-cultural and economic factors. In the context of the development of neuroscience and the emergence of new methods of brain regeneration, it can be rethought. (shrink)

Author analyzes the phenomenon of commoditization of human body in the context of the scientific development. It is argued that since the start of the development of biotechnologies human body has become a very attractive object for economic «investments» in the majority of developed countries. Author considers some anthropological foundations of the body commodification problem and some classifications of the relationships between individuals, science and society. The following dimensions of these relationships are examined in the paper: 1) an opposition of (...) the individual and science; 2) an altruistic dimension; 3) a compensatory dimension. The “oppositional" dimension describes science as an institute that is not focused on the benefits of a certain person through the in- strumentalization and commoditization of corporality but is aimed to find the solution to some common social problems. Within the second (altruistic) dimension the individual seeks to make a contribution to the development of science and has no objection against the use of his biomaterials. A shady side of the altruistic dimension is the so-called “false altruism": a person is encouraged to donate biomaterials without any information about some possible risks and dangers for his health as well as about commercial interest of the researchers. The compensatory dimension comes from the material or moral damage compensation to the individual or his relatives for the use of his/her body (cells, substances, body parts) for biotechnological purposes. Introduction. On the territory of the Chelyabinsk region there are 16 single-industry towns, the labor market and employment of which depend on the socio-economic situation of the single-industry enterprise. This state of matters results in the growth of unemployment, decrease in the level of human capital, the population’s life quality, and the loss of scientific and production potential. According to the authors, developing the theoretical foundations of the labor market and employment digital transformation in a single-industry town will make it (...) possible to find alternative ways of employing the population in order to improve regional policy on the labor and employment market. The purpose of the study is to develop the theoretical foundations of the labor market and employment digital transformation in a monotown. Methods. The authors use the following scientific methods: system analysis, comparison, description, generalization, systematization, formalization, analysis of sources, etc. The scientific novelty of the research consists in defining the concepts «digital transformation of the labor market of a monotown», «digital platform of the labor market»; in determining changes in the elements of a monotown labor market structure in the processes of digital transformation; in determining the subjects, objects of the labor market digital transformation; in developing a comparative characteristic of the traditional labor market and the labor market of Industry 4.0 monocity; in developing recommendations for the digital transformation of the labor market of a monotown in order to improve the regional employment policy. Results and conclusions. As a result of analyzing the structure of the population’s employment in single-industry towns of the Chelyabinsk region, the authors determine quantitative transformations in the number of the residing population, the average number of employees towards its reduction; the authors characterize the average monthly salary of workers in organizations of single-industry towns as unstable. The analysis of unemployment shows that there is a tendency for the number of youth among the unemployed to grow, at the same time, hidden unemployment is decreasing; in general, the unemployment rate in single-industry towns is higher than in the Chelyabinsk region for the entire study period. The analysis shows that it is necessary to search for alternative ways of employing the population, of decreasing the unemployment rate, which made it possible to develop theoretical foundations for transforming the labor market and employment of a single-industry town. Introduction. Developing human potential, improving the population’s life quality of the regions are the unconditional priorities of the regional socio-economic policy. The implementation of such priorities requires an objective assessment of the existing socio-economic situation of the Russian Federation’s constituent entities, an analysis of the conditions for regional development, a search for economic growth drivers, and the development of effective mechanisms for implementing priorities. The designated issues are in the area of scientists’ and specialists’ close attention, whose range of scientific (...) research and applied practices is constantly replenished. In this regard, the article expands the understanding of the complexity of the regions’ socio-economic and technological development, and various aspects of the processes of regional development are considered on the basis of the proposed model, the essence of which is represented by the triad “conditions-factors-results”. Within the framework of the proposed triad, «conditions» were determined by the socio-economic situation of the region, scientific, technological and digital «factors» were considered as drivers of development; and “results” were investigated through social parameters that reflect the level of human development. Taking into account the importance of achieving social results in the framework of technological development, studies aimed at studying the interdependence of the processes of technological transformation and human development seem to be very timely and relevant. Purpose. Reveal the mutual influence of the scientific and technical potential and the level of digitalization of the territory, as factors of socio-economic development, on the human potential of the region. Methods. For the study, a statistical analysis was used based on data from Rosstat, Moscow School of Management Skolkovo, RIA Rating; correlation analysis; methods of comparative analysis, rating, grouping and positioning of regions. The scientific novelty of the research consists in the developed model of regional development, the content of which is described by the triad “conditions-factorsresults”. The conditions of regional development are considered as opportunities to achieve the set goal, factors - as catalysts for technological development of territories, results - as an increase in human potential. At the same time, the model has reproductive characteristics, since it provides for direct and feedback connections, namely: the achieved «results» affect and change the «conditions» that form the updated «factors», which in turn generate new «results». The resulting cumulative effect of the technological development of the regions is converted into the strengthening and development of human potential. Results and Conclusions. The authors conducted a study on the influence of integral indicators of the socioeconomic situation of regions, the level of scientific and technical potential and digitalization on the human development index of the regions of the Ural and Siberian federal districts. The comparison of the regions was carried out both separately for each federal district and jointly for all regions of the two districts. The grouping and positioning of regions in the study of the triad «conditions-factors-results» made it possible to identify the strongest regions where a favorable socio-economic situation, high digital and scientific and technical potential contribute to the development of human potential. In contrast, less prosperous regions (from the standpoint of conditions and factors of technological development) are not capable of a technological breakthrough and are limited in their impact on human potential. The unevenness of digital development and the scientific and technical potential of the regions was established, and the leading regions and outsider regions characterized by unequal opportunities for technological development were identified. The positioning of the regions made it possible to identify groups for which measures are needed to expand opportunities for technological development. The influence of the level of digitalization and scientific and technical potential on the human development index was established, which made it possible to identify regions, one of which is advisable to be included in interregional interaction (partnerships) to enhance the use of their specific capabilities, while others - to overcome the lag in the studied areas of development. Emerging evidence suggests that DNA topology plays an instructive role in cell fate control through regulation of gene expression. Transcription produces torsional stress, and the resultant supercoiling of the DNA molecule generates an array of secondary structures. In turn, local DNA architecture is harnessed by the cell, acting within sensory feedback mechanisms to mediate transcriptional output. MYC is a potent oncogene, which is upregulated in the majority of cancers; thus numerous studies have focused on detailed understanding of its regulation. Dissection (...) of regulatory regions within the MYC promoter provided the first hint that intimate feedback between DNA topology and associated DNA remodeling proteins is critical for moderating transcription. As evidence of such regulation is also found in the context of many other genes, here we expand on the prototypical example of the MYC promoter, and also explore DNA architecture in a genome-wide context as a global mechanism of transcriptional control. Torsional stress, and supercoiling generated by transcription, shape the topology of DNA. Furthermore, the resultant secondary DNA structures and their interacting partners provide feedback to regulate gene expression. Emerging evidence suggests these mechanisms, identified through analysis of the MYC promoter, are applicable genome-wide. (shrink)

The article provides an overview of the key events and ideas associated with contemporary Russian ethics, as well as of publications significant to the theory of the discipline and the most sustained discussions. Notwithstanding the wide variety of topics, sets of problems, and ways of philosophizing that have emerged over the last two decades, this period is primarily characterised by a gradual conceptual polarisation and the development of two irreconcilable trends based on manifestly opposed foundations: the idea of the absoluteness (...) of both morality and the individual responsible act, on the one hand, and the de-absolutisation of morality with individuals considered in actual situations of choice, on the other. The nature of the relationship between clinical investigator and research participant continues to be contested. The related discussions have largely focused on the doctor-researcher dichotomy thought to permeate the work of a clinical investigator with research participants, whom in turn occupy two corresponding roles: patient and subject. This paper contributes to current debates on the topic by providing a voice to research participants, whose perspectives have been largely invisible. It draws on 42 in-depth interviews conducted in Ghana and South Africa (...) with respondents at different stages of involvement in clinical research, ranging from no experience in clinical research to enrollment in several clinical trials. The perspectives of all respondents were largely congruent and rooted in the common view that clinical research contributed to the improvement of local health. They went beyond the researcher/participant versus doctor/patient dichotomy, long established in research ethics, and preferred to view participants and investigators as partners working together to find ways to address local health needs. The conceptualization of investigator-participant relations as a partnership reinforced expectations of care, transparency and accountability, which were viewed as necessary expressions of mutuality and respect within equal collaborations. It is important to engage with these views in order to avoid antagonizing societal expectations and to build up long-term public trust, crucial for the continuous operation of clinical research.
