This article gives a survey of the position of migrant workers in the Belgian labor market and social security system. Total employment of migrants has increased from 114,000 in 1954 to 224,900 in 1970.In contrast to overall employment in the Belgian economy, it went on climbing till 1978, up to a 245,900 level. Beyond this year, forecasts point at a slight decrease. Since WWII, the gravity point of the sectoral division of migrant workers has shifted from minig and industry, to (...) industry and tertiary activities. The share of industry in the employment of migrants bas remained relatively stable, in contrast to the tertiary sector, that witnessed a considerable expansion. However, the latter has not contributed substantially to the quality level of the average guest worker's job.On the whole, there is a strong correspondence between the unstable position of migrants in the labor market and their demographic characteristics on one side, their participation in the social security system on the other side. Their young family structure is reflected in a high share in family allowances and a limited appeal to pension funds. Statistical analysis at the aggregate level does not point at discriminatory practices vis-à-vis migrants and their families in social security ; but at thedisaggregate level and through the inspection of laws, regulations and international conventions, it appears that non-EEC nationals, with an unstable professional career, do not have the same rights as Belgians or EEC-citizens having a confortable position in the labor market and the social security system. In order to guarantee the rights of the farmer, the author suggests to establish a citizenship entitling to full social security rights after five years of regular residence in Belgium. (shrink)

The aim of this study was to explore stakeholder perceptions of the contribution of an Automatic Milking System (AMS) to sustainable development of organic dairy production in Denmark and the Netherlands. In addition, reasons for the current difference in AMS use on organic dairy farms between both countries were explored. To answer above mentioned aims, farmers and advisors in both countries were interviewed using a focus group approach. Questions of the interviews were based on a literature review on sustainability issues (...) affected by introduction of AMS. Participants expressed no moral problems regarding AMS use. They, however, pointed out uncertainty about the economic gain, difficulties with grazing, adaptation problems to technology, and image problems towards consumers. The latter results from a reduction in grazing time affecting both animal welfare and product quality. The participants did not recognize eutrophication, as result of high stocking density on farmstead lots, as a problem caused by AMS. The milk quality problem related to AMS use, although acknowledged as crucial towards consumers, was not prioritized very highly, especially not by the farmers in both countries. All groups were, however, unanimous in their perception of how important image was as far as the consumers are concerned. The perception analysis revealed that Dutch participants were more concerned about the economic payoff of AMS use, and showed more reluctance towards enlargement than Danish ones. In addition, they acknowledged the small-scale naturalness of organic production. We argue that for scientists and science communicators to build usable knowledge for various publics, they require social and political capital, skills in boundary work, and ethical acuity. Drawing on the context of communicating seasonal climate predictions to farmers in Australia, we detail four key issues that scientists and science communicators would do well to reflect upon in order to become effective and ethical intermediaries. These issues relate to the boundary work used to link science and values and thereby construct (...) public identities, emplacement, that is, the importance of situating knowledge in relation to the places with which people identify, personal and organizational processes of reflexivity, and the challenges of developing and maintaining the social and political capital necessary to simultaneously represent people’s identities and lifeworlds and the climate systems that affect them. Through a discourse analysis of in-depth interviews with Australian agro-climatologists, we suggest that three distinct “modes of extension” are apparent, namely, discursive, conceptual, and contextual. Our participants used these three modes interdependently to create knowledge that has salience, credibility, and legitimacy. They thereby generated new narratives of place, practice, and identity for Australian agriculture. (shrink)

The fifteen essays collected here explore America's distinctive form of agrarianism: where individualism, democracy, and a seemingly endless frontier transcended European quarrels over "commons" versus "containment." These values also helped forge our indigenous philosophy—pragmatism—and it is the confluence of these two distinctive American forms that intrigues each of these authors.The essays fall roughly into three groups: 1) historical queries whose connection to pragmatism is marginal, 2) expositions of the agrarian roots of pragmatism, and 3) estimates of the influence of classical pragmatism on the recent rise of neoagrarianism. The first category offers sparkling essays by Charles Taliaferro, James Campbell, Paul B. Thompson, Robert S. Corrington, and Douglas R. Anderson. Together these scholars sketch a history from colonial times to the mid-twentieth century—from Jefferson's "noble agrarian" to the agony of reconstruction, which hastened the split between Northern transcendentalists and Southern romantics. There are some surprises: Franklin outshines even Jefferson with his balanced vision of self-improvement and community weal, and Jefferson's correspondent Crèvecoueur emerges as a visionary who foresaw farming as a wholesome and integrated way of life a century before Emerson and Thoreau. Thomas C. Hilde finds an engagingly pragmatic notion of community in Josiah Royce, and Richard E. Hart discovers Dewey's sense of concrete experience in the novels of John Steinbeck. The contributions of neglected figures such as Francois Quesnay, Liberty Hyde Bailey, John Brewster, and A Whitney Griswold are also recovered.Turning to the second group, though obviously an irresistible title the notion that classical pragmatism is robustly "rooted" in agrarianism is slightly disingenuous. Peirce and James have no direct ties to agrarianism. And though Dewey's themes of innovation, social intelligence, community, and a conception of experience broadly inclusive of organisms and environments reflect obvious affinities, they do not show that pragmatism grew directly from or is a variant of agrarianism. Montmarquet finds a Deweyan respect for an encompassing "situation," a unity of fact and value in stark opposition to the "corporate" mentality of specialization and success measured in economic gain alone. For Jeffrey Burkhardt, land grant universities must renew their original commitment to the family farm by distancing themselves from the forces of positivism and scientism—the technocrats and bio-chemical engineers who have imperiled both the land and the communities who depend upon it. Neither Montmarquette nor Burkhardt are looking for handouts, or for a return to the "idyllic" life of the one-horse plow. They emphasize moral training and a combination of practices designed to support the sustainability of the smaller farm in a competitive marketplace.One author compares the mention of agrarianism in philosophical discourse to committing a rude act in public. Clearly, however, mere "respectability" is not enough. If the contributors to this volume are correct, agrarianism is a lantern that may illuminate our ongoing search for wholeness and integrity. The modernization of agriculture in Northern countries has led to a loss of crop diversity, as well as a loss of knowledge, know-how and rights of farmers regarding on-farm seed breeding. In France, the Réseau Semences Paysannes (RSP) brings together collectives of actors (farmers, bakers, citizens, gardeners) mobilized in a quest to reclaim these aspects. Within the framework of the decentralized participatory breeding program conducted in collaboration with INRAE, farmers have co-constructed knowledge in terms of dynamic management of heterogeneous wheat (...) populations. Yet, as the RSP network grows, these actors face new types of challenges regarding collective action. To address them, we proposed to consider peasant seeds as « common unknowns » rather than « common goods » and we adapted and applied an innovative design approach drawing upon the KCP (Knowledge-Concept-Proposals) method. This approach consisted in implementing, from 2019 to 2021, five decentralized design workshops with local seed breeding collectives. The replication of design workshops in different contexts provided a framework for interaction among RSP members, allowed the sharing of both scientific and experiential knowledge. Noteworthily, it fostered the generation of many proposals for enhancing collective action, and led to the development of operational proposals with a view to implement them in the future. This methodology-oriented paper mainly describes the decentralized design approach implemented, its outputs and outcomes, as well as its interests and limits in the context of crop diversity management. It also analyses how the workshop outputs enriches previous works in the field; in particular how such a participatory design approach leads to produce original operational solutions to respond to challenges identified in the literature. In the early twentieth century, the United States Department of Agriculture (USDA) funded international expeditions with the aim of finding plant specimens for introduction into the agricultural landscape and the new experimental projects in hybridization. One such agricultural explorer, noted for his eponymous lemon, was Frank Nicholas Meyer, an immigrant from the Netherlands whose expeditions in Asia have brought to the United States celebrated fruit and toxic weeds. Neither professional botanists nor farmers, plant hunters like Meyer worked by taking (...) advantage of historical allegiances to academic programs, while leaning on the authority of their newer national institutions. In addition to plants, through photographs that transposed Chinese landscapes to U.S. environmental counterparts, Meyer contributed to the imagination of the agricultural promise of the American West. The era of these plant explorers has ended but their material trace remains in a variety of spaces and modes of existence that have hitherto been disregarded. Reading Meyer’s letters shows the authority and discipline behind his transformation from gardener’s apprentice to professional plant collector. I argue that photographs and plants are understudied material traces that enable historians to re-examine the means by which credit was received, given, and exchanged. By drawing together these traces, I chart the continued importance of exploration and collection in the twentieth century and show the epistemic continuity between nineteenth-century natural history and twentieth-century experimental science. PC Wars: Politics and Theory in the Academy addresses the very issue of political correctness and the current skirmishes in the culture wars. This paper discusses an example of social policy argumentation from an opinion of the 2007 majority among the German National Ethics Council. It is employed to problematize argument reconstruction with respect to the Informal Logic quality criteria relevance, sufficiency, acceptability. The main thesis is conditional and rather weak: If the RSA criteria are sub-stitutes for the notion of soundness, then—next to premise-truth and validity—they also substitute recon-structive charity.

This is a review essay of Lagasnerie, Judge and Punish and Fassin, The Will to Punish. It explores the way that these two books challenge conventional thinking about the relationship between crime and punishment.

The Phenomenal Self (PS) is widely considered to be dependent on body representations, whereas the Narrative Self (NS) is generally thought to rely on abstract cognitive representations. The concept of the Bodily Social Self (BSS) might play an important role in explaining how the high level cognitive self-representations enabling the NS might emerge from the bodily basis of the PS. First, the phenomenal self (PS) and narrative self (NS), are briefly examined. Next, the BSS is defined and its potential for (...) explaining aspects of social cognition is explored. The minimal requirements for a BSS are considered, before reviewing empirical evidence regarding the development of the BSS over the first year of life. Finally, evidence on the involvement of the body in social distinctions between self and other is reviewed to illustrate how the BSS is affected by both the bottom up effects of multisensory stimulation and the top down effects of social identification. Given its non-invasive nature, there is increasing interest in the use of transcutaneous vagus nerve stimulation across basic, translational and clinical research. Contemporaneously, tVNS can be achieved by stimulating either the auricular branch or the cervical bundle of the vagus nerve, referred to as transcutaneous auricular vagus nerve stimulation and transcutaneous cervical VNS, respectively. In order to advance the field in a systematic manner, studies using these technologies need to adequately report sufficient methodological detail to enable comparison of results between (...) studies, replication of studies, as well as enhancing study participant safety. We systematically reviewed the existing tVNS literature to evaluate current reporting practices. Based on this review, and consensus among participating authors, we propose a set of minimal reporting items to guide future tVNS studies. The suggested items address specific technical aspects of the device and stimulation parameters. We also cover general recommendations including inclusion and exclusion criteria for participants, outcome parameters and the detailed reporting of side effects. Furthermore, we review strategies used to identify the optimal stimulation parameters for a given research setting and summarize ongoing developments in animal research with potential implications for the application of tVNS in humans. Finally, we discuss the potential of tVNS in future research as well as the associated challenges across several disciplines in research and clinical practice. (shrink)

Medicine and its allied health sciences have for too long been peripherally involved in work on human rights. Fifty years ago, the door to greater involvement was opened by Article 25 of the Universal Declaration of Human Rights, which underlined social and economic rights: “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care and necessary social services, and the right to security in (...) the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.”. This article focuses on the question of the function of imitation and whether current accounts of imitative function are consistent with our knowledge about imitation's origins. We first review theories of imitative origin concluding that empirical evidence suggests that imitation arises from domain‐general learning mechanisms. Next, we lay out a selective account of function that allows normative functions to be ascribed to learned behaviours. We then describe and review four accounts of the function of imitation before evaluating the relationship between (...) the claim that imitation arises out of domain‐general learning mechanisms and theories of the function of imitation. We propose, following Clark, that generative models also play a central role in the perception and interpretation of linguistic signals. The data explanation approach provides a rationale for the role of prediction in language processing and unifies a number of phenomena, including multiple-cue integration, adaptation effects, and cortical responses to violations of linguistic expectations.

In this paper, we argue that lack of access to the fruits of modern medicine and the science that informs it is an important and neglected topic within bioethics and medical ethics. This is especially clear to those working in what are now termed 'resource-poor settings'- to those working, in plain language, among populations living in dire poverty. We draw on our experience with infectious diseases in some of the poorest communities in the world to interrogate the central imperatives of (...) bioethics and medical ethics. AIDS, tuberculosis, and malaria are the three leading infectious killers of adults in the world today. Because each disease is treatable with already available therapies, the lack of access to medical care is widely perceived in heavily disease-burdened areas as constituting an ethical and moral dilemma. In settings in which research on these diseases are conducted but there is little in the way of therapy, there is much talk of first world diagnostics and third world therapeutics. Here we call for the 'resocialising' of ethics. To resocialise medical ethics will involve using the socialising disciplines to contextualise fully ethical dilemmas in settings of poverty and, a related gambit, the systematic participation of the destitute sick. Clinical research across steep gradients also needs to be linked with the interventions that are demanded by the poor and otherwise marginalised. We conclude that medical ethics must grapple more persistently with the growing problem posed by the yawning 'outcome gap' between rich and poor. (shrink)

The aim of this paper is to argue that update semantics is a natural framework for contextually restricted quantification, and to illustrate its use in the analysis of anaphoric definite descriptions and certain other anaphoric terms.

Church's simple theory of types is a system of higher-order logic in which functions are assumed to be total. We present in this paper a version of Church's system called PF in which functions may be partial. The semantics of PF, which is based on Henkin's general-models semantics, allows terms to be nondenoting but requires formulas to always denote a standard truth value. We prove that PF is complete with respect to its semantics. The reasoning mechanism in PF for partial (...) functions corresponds closely to mathematical practice, and the formulation of PF adheres tightly to the framework of Church's system. (shrink)

Moral philosophers generally regard pacifism with disdain. Forty years ago, Jan Narveson called it a "bizarre and vaguely ludicrous" doctrine, and that assessment is, in some form or other, still common today. Few contemporary ethicists self-identify as pacifists, and in peace and war studies, just war theory is now the standard. That standard perpetuates the stereotype of pacifism as naïve and wrongheaded. The only way to make nonviolent commitments respectable under the prevailing view is by subsuming them under just war (...) logic, as in John Lango's recent appeal for nonviolent interventionism. In brief, just war theory dominates the discourse. What makes this dominance problematic is that just war theory systematically misconstrues and caricatures the pacifist position. Pacifist commitments can only be properly understood when the lenses of just war theory are put aside. Only then is it possible to understand why pacifism appears ridiculous in the literature. Although several theories of online syntactic processing assume the parallel activation of multiple syntactic representations, evidence supporting simultaneous activation has been inconclusive. Here, the continuous and non‐ballistic properties of computer mouse movements are exploited, by recording their streaming x, y coordinates to procure evidence regarding parallel versus serial processing. Participants heard structurally ambiguous sentences while viewing scenes with properties either supporting or not supporting the difficult modifier interpretation. The curvatures of the elicited trajectories revealed both an effect of visual context (...) and graded competition between simultaneously active syntactic representations. The results are discussed in the context of 3 major groups of theories within the domain of sentence processing. (shrink)

In contemporary philosophy of religion, the doctrine of omniscience is typically rendered propositionally, as the claim that God knows all true propositions (and believes none that are false). But feminist work makes clear what even the analytic tradition sometimes confesses, namely, that propositional knowledge is quite limited in scope. The adequacy of propositional conceptions of omniscience is therefore in question. This paper draws on the work of feminist epistemologists to articulate alternative renderings of omniscience which remedy the deficiencies of the (...) traditional formulation. (shrink)

The poem delivered by Agamemnon in the opening fragment of Petronius’ Satyrica contains an allusion to Horace’s Satires that connects the novel with a nexus of passages where authors deploy river imagery in statements of literary polemic. Agamemnon’s poem is united with the poet Eumolpus’ stylistic manifesto by a recurrence of river imagery; once more, allusions to Horace in Eumolpus’ speech open on to histories of rivalry and poetics. These passages encourage us to follow Petronius’ signals in reading these connected (...) window allusions, enabling Petronius to position himself as a self-conscious heir to literary traditions in multiple genres. The k-provability for an axiomatic system A is to determine, given an integer k 1 and a formula in the language of A, whether or not there is a proof of in A containing at most k lines. In this paper we develop a unification-theoretic method for investigating the k-provability problem for Parikh systems, which are first-order axiomatic systems that contain a finite number of axiom schemata and a finite number of rules of inference. We show that the k-provability problem (...) for a Parikh system reduces to a unification problem that is essentially the unification problem for second-order terms. By solving various subproblems of this unification problem , we solve the k- probability problem for a variety of Parikh systems, including several formulations of Peano arithmetic. Our method for investigating the k-provability problem employs algorithms that compute and characterize unifiers. We give some examples of how these algorithms can be used to solve complexity problems other than the k-provability problem. (shrink)

In July 1993, the Scottish Highlands Centre for Human Caring sponsored a conference with the title Exploring the Spirituality in Caring. The papers given at the conference and included in this volume are offered as a contribution to the debate that must take place in nursing and in the wider context of health care provision. Ann Bradshaw's paper puts the debate in context arguing that nursing is fundamentally a loving response to the human being created in the image of God.
