In developed countries, companies are now substantially reliant on the skills and abilities of their leaders to tackle a variety of complex issues. There is a growing consensus that leadership development training and assessment methods should adopt more holistic methodologies, including those associated with the emotional and neuroendocrine aspects of learning. Recent research into the assessment of leadership competencies has proposed the use of objective methods and measurements based on neuroscience. One of the challenges to be faced in the development (...) of a performance-based methodology to measure leadership skills is how to generate real-life situations with triggers that allow us to study management competencies under controlled laboratory conditions. A way to address this question is to take advantage of virtual environments to recreate real-life situations that might arise in performance-based assessments. We propose virtual reality (VR) as a very promising tool to observe various leadership related behavioral patterns during dynamic, complex and realistic situations. By seamlessly embedding assessment methods into virtual learning environments, VR can provide objective assessment methods with high ecological validity. VR also holds unlimited opportunities for leadership training providing subjects with intelligent tutoring systems that adapts situations in real time according to the observed behaviors. (shrink)

The enactive approach to cognition distinctively emphasizes autonomy, adaptivity, agency, meaning, experience, and interaction. Taken together, these principles can provide the new sciences of language with a comprehensive philosophical framework: languaging as adaptive social sense-making. This is a refinement and advancement on Maturana’s idea of languaging as a manner of living. Overcoming limitations in Maturana’s initial formulation of languaging is one of three motivations for this paper. Another is to give a response to skeptics who challenge enactivism to connect “lower-level” (...) sense-making with “higher-order” sophisticated moves like those commonly ascribed to language. Our primary goal is to contribute a positive story developed from the enactive account of social cognition, participatory sense-making. This concept is put into play in two different philosophical models, which respectively chronicle the logical and ontogenetic development of languaging as a particular form of social agency. Languaging emerges from the interplay of coordination and exploration inherent in the primordial tensions of participatory sense-making between individual and interactive norms; it is a practice that transcends the self-other boundary and enables agents to regulate self and other as well as interaction couplings. Linguistic sense-makers are those who negotiate interactive and internalized ways of meta-regulating the moment-to-moment activities of living and cognizing. Sense-makers in enlanguaged environments incorporate sensitivities, roles, and powers into their unique yet intelligible linguistic bodies. We dissolve the problematic dichotomies of high/low, online/offline, and linguistic/nonlinguistic cognition, and we provide new boundary criteria for specifying languaging as a prevalent kind of human social sense-making. The aim is to ground thisdiscussion through an analysis of the character of Callicles who plays therole of sparring partner as it were, testing and challenging Socrates’ positingof philosophy as an end in itself and the best life, and not as a preparationand cultivation for the life of action. The mimetic exchange between Socratesand Callicles stems from their common experience as erotic men. Socrateswill (...) try to elaborate his teaching upon this shared sense of longing. ButCallicles is reluctant. As we will see he grows impatient with Socrates and atsome point refuses to converse, or even listen: his motivation for an activelife animates him, and for this he will need not only courage, but alsophronesis, a political prudence that he aspires to learn from Gorgias, histeacher. I argue that a study of the Nicomachean Ethics and of the Parva Naturalia shows that Aristotle had a notion of attention. This notion captures the common aspects of apparently different phenomena like perceiving something vividly, being distracted by a loud sound or by a musical piece, focusing on a geometrical problem. For Aristotle, these phenomena involve a specific selectivity that is the outcome of the competition between different cognitive stimuli. This selectivity is attention. I argue that Aristotle studied the (...) common aspects of the physiological processes at the basis of attention and its connection with pleasure. His notion can explain perceptual attention and intellectual attention as voluntary or involuntary phenomena. In addition, it sheds light on how attention and enjoyment can enhance our cognitive activities. (shrink)

Ratings and rankings are criticized for being simplistic, obscurantist, inaccurate, and subjective, yet they are becoming an increasingly influential social form. We elaborate the criticisms of ratings and rankings in various fields but go on to argue that analysis should shift its target. The problem that ratings deal with is not observation of an independent world. Instead, the challenge they face is the circularity of second-order observation in which observations must take into account the observations of others. To this purpose (...) they function well enough not because they mirror how things are but because they offer a highly visible reference point to which others are attentive and thereby provide an orientation to navigate uncertainty. The concluding section places the problem of ratings and rankings in a broader historical perspective, contrasting the ranked society to the society of rankings. Responding to uncertainty, ratings and rankings perpetuates rather than eliminates anxiety. (shrink)

The use of algorithmic prediction in insurance is regarded as the beginning of a new era, because it promises to personalise insurance policies and premiums on the basis of individual behaviour and level of risk. The core idea is that the price of the policy would no longer refer to the calculated uncertainty of a pool of policyholders, with the consequence that everyone would have to pay only for her real exposure to risk. For insurance, however, uncertainty is not only (...) a problem – shared uncertainty is a resource. The availability of individual risk information could undermine the principle of risk-pooling and risk-spreading on which insurance is based. The article examines this disruptive change first by exploring the possible consequences of the use of predictive algorithms to set insurance premiums. Will it endanger the principle of mutualisation of risks, producing new forms of discrimination and exclusion from coverage? In a second step, we analyse how the relationship between the insurer and the policyholder changes when the customer knows that the company has voluminous, and continuously updated, data about her real behaviour. Bioethics is a field in which innovation is required to help prevent and respond to zoonotic diseases with the potential to cause epidemics and pandemics. Some of the developments necessary to fight pandemics, such as COVID-19 vaccines, require public debate on the benefits and risks of individual choice versus responsibility to society. While these debates are necessary, a more fundamental ethical innovation to rebalance human, animal, and environmental interests is also needed. One Health (OH) can be characterized as a strategy (...) that recognizes and promotes the synergy between human, animal, and environmental health. Yet, despite the recognition that these entities are interdependent, there is a pronounced inequality in the power relations between human, non-human animal, and the environmental interests which threatens the well-being of all. Until OH can ensure the moral status of animals and the environment and thereby the equal consideration of these interests, it will struggle to protect non-human interests and, as a result, human health. To create a sustainable health system requires a renewed concept of justice that is ecocentric in nature and an application of OH that is flexible and responsive to different ethical interests (e.g., person-centred care and physician responsibilities). Ultimately, to save themselves, humans must now think beyond themselves. Bioethics must assume a key role in supporting the developments required to create and maintain relationships able to sustain environmental and human health. (shrink)

Purpose This systematic review aims to identify factors that influence parents’ decisions regarding pediatric diagnostic and predictive genetic testing (DT/PT). Factors are integrated into a conceptual model of decision-making. Implications for genetic counseling, research, and ethics are derived. Methods PubMed, PsychInfo, WebofScience and references of related reviews were searched for original publications between 2000 and 2023. Extracted factors were categorized into an existing model. Results Of 5843 publications, 56 met inclusion criteria. The included studies differentiate between DT, traditional, and expanded (...) PT and describe factors impacting parental decisions on both to have the child genetically tested and to be informed about additional findings. Factors included: 1. benefits/hopes, 2. worries/concerns, 3. values and beliefs, 4. individual circumstances, and 5. emotional states. Conclusion Our work extends an existing empirical decision model of family decisions about genome sequencing to genetic testing in pediatrics in general, adding the categories “individual circumstances” and “emotional states”. The factors can be further integrated into the Health Belief Model; the importance of emotional states is reflected in dual-process theories, such as Fuzzy Trace Theory. Research is required on emotional states, differences between DT and PT, parents’ decisions about result disclosure, and dyadic variables as decision-making predictors. (shrink)

In this article, I consider the possibility of interpreting Hegel’s dialectic as dialetheism. After a first basic recapitulation about the meaning of the words ‘dialetheism’ and ‘dialectic’ and a consideration of Priest’s own account of the relation between dialectical and dialetheic logic in 1989, I discuss some controversial issues, not directly considered by Priest. As a matter of fact, the reflection on paraconsistent logics and dialetheism has enormously grown in recent years. In addition, the reception of Hegel’s logic and metaphysics (...) has also impressively improved. So I suggest that the discussion about the binomial dialectic/dialetheism should be reopened, on these new bases. (shrink)

Aristotle is a political scientist and a student of biology. Political science, in his view, is concerned with the human good and thus it includes the study of ethics. He approaches many subjects from the perspective of both political science and biology: the virtues, the function of humans, and the political nature of humans. In light of the overlap between the two disciplines, I look at whether or not Aristotle’s views in biology influence or explain some of his theses in (...) political science. I show that we should not seek a unified answer to this question, for the relationship between the two disciplines varies depending on the topic. In some cases, e.g. the nature of the human function, the biological background is likely to be endorsed as one of the presuppositions of the ethical enquiry. In other cases, e.g. the study of social hierarchies, even though the ethical works and the biological works come to similar conclusions, it is hard to establish that the biological approach is intended to provide support to the ethico-political approach. In conclusion, I show that Aristotle’s political science and his biology are in conflict at least in two important cases: his account of justice towards non-human animals and his exhortation to contemplate. Previous research has found that funding disparities are driven by applications’ final impact scores and that only a portion of the black/white funding gap can be explained by bibliometrics and topic choice. Using National Institutes of Health R01 applications for council years 2014–2016, we examine assigned reviewers’ preliminary overall impact and criterion scores to evaluate whether racial disparities in impact scores can be explained by application and applicant characteristics. We hypothesize that differences in commensuration—the process of combining criterion scores into (...) overall impact scores—disadvantage black applicants. Using multilevel models and matching on key variables including career stage, gender, and area of science, we find little evidence for racial disparities emerging in the process of combining preliminary criterion scores into preliminary overall impact scores. Instead, preliminary criterion scores fully account for racial disparities—yet do not explain all of the variability—in preliminary overall impact scores. (shrink)

We define proof nets for cyclic multiplicative linear logic as edge bi-coloured graphs. Our characterization is purely graph theoretical and works without further complication for proof nets with cuts, which are usually harder to handle in the non-commutative case. This also provides a new characterization of the proof nets for the Lambek calculus (with the empty sequence) which simply are a restriction on the formulas to be considered (which are asked to be intuitionistic).

Prompted by our commentators, we take this response as an opportunity to clarify the premises, attitudes, and methods of our enactive approach to human languaging. We highlight the need to recognize that any investigation, particularly one into language, is always a concretely situated and self-grounding activity; our attitude as researchers is one of knowing as engagement with our subject matter. Our task, formulating the missing categories that can bridge embodied cognitive science with language research, requires avoiding premature abstractions and clarifying (...) the multiple circularities at play. Our chosen method is dialectical, which has prompted several interesting observations that we respond to, particularly with respect to what this method means for enactive epistemology and ontology. We also clarify the important question of how best to conceive of the variety of social skills we progressively identify with our method and are at play in human languaging. Are these skills socially constituted or just socially learned? The difference, again, leads to a clarification that acts, skills, actors, and interactions are to be conceived as co-emerging categories. We illustrate some of these points with a discussion of an example of aspects of the model at play in a study of gift giving in China. (shrink)

Whoever paid the bill at the restaurant last night, will clearly remember doing it. Independently from the type of action, it is a common experience that being the agent provides a special strength to our memories. Even if it is generally agreed that personal memories (episodic memory) rely on separate neural substrates with respect to general knowledge (semantic memory), little is known on the nature of the link between memory and the sense of agency. In the present paper, we review (...) results from two experiments investigating the effects of agency on both explicit and implicit memory traces. Performance of normal subjects is compared to that of schizophrenic patients in order to explore the role of awareness of action on memory. It is proposed that reliable first-person information is necessary to create a stable and coherent motor memory trace. (shrink)

Post-truth politics comes forward as a challenge to the credibility of science through its association with skepticism and denialism about scientific approaches and findings. While debates over the nature of facts and the social character of scientific knowledge have mainly taken place in an academic setting, the current concerns about science skepticism have connected them to wider social issues. This chapter will examine this question with the focus on biomedical and physiological sciences and cast doubt on the claim that particular (...) strands of research from the ‘science wars’ period have enabled post-truth politics. Exploring the backdrop of controversies over the objectivity of science and relativism, I will show that the causes of the erosion of trust in science are better traced to socio-economic conditions that feed into legitimate distrust in science alongside other institutions. I will further argue that, quite paradoxically for the critics of relativism, construing science as social and sketching out ways of producing knowledge relevant to those who have good reasons for skepticism and distrust can help counter post-truth politics. This article examines how specific realist and projectivist versions of manipulability theories of causation deal with the problem of objectivity. Does an agent-dependent concept of manipulability imply that conflicting causal claims made by agents with different capacities can come out as true? In defence of the projectivist stance taken by the agency view, I argue that if the agent’s perspective is shown to be uniform across different agents, then the truth-values of causal claims do not vary arbitrarily and, thus, reach (...) a satisfactory level of objectivity. My argument connects Price’s considerations on the situation of deliberation, whose structure, common to all agents, is the same with respect to both decision making and causal claims on a concept inspired by Douglas’s classification of objectivity of thought processes: the perspective of the detached agent. I further argue that, despite his agent-independent concept of intervention, Woodward’s claim of a stronger objectivity standard cannot be achieved, as the relativity of causal concepts to a variable set brings about the issue of the agent’s choice of variables. Consequently, a more permissive objectivity standard applies to both views. (shrink)

The paper is about the connection between logic and discrimination, with special focus on Plumwood’s ideas in her groundbreaking article ‘The Politics of Reason. Towards a Feminist Logic’ (1993). Although Plumwood’s paper is not focused on the notion of discrimination, what she writes is useful for illuminating some basic mechanisms of thought that are at the basis of discriminatory practices. After an introductory section about the concepts of logic and discrimination and their possible interconnections, I present Plumwood’s ideas in 1993 (...) with a special focus on their relevance for understanding the nature of discrimination. More specifically, I use examples of discriminatory practices that make the connection between logical operations and oppression envisaged by Plumwood clear. I focus especially on two questions: Can logic produce discrimination? Can logic contribute to the fight against discrimination? If so, how? (shrink)

The search for origins of human linguistic behavior is a consuming project in many fields. Philosophers drawing on studies of animal behavior are working to revise some of the standard cognitive requirements in hopes of linking the origins of human language to non-human animal communication. This work depends on updates to Grice’s theory of communicative intention and Millikan’s teleosemantics. Yet the classic idea of speaker meaning on which these new projects rest presupposes coherent, stable, individual, internal, and prior intention as (...) a cognitive or mental state, which is also the framework presupposed in theory of mind. This framework neglects the co-authored nature of communicative intentions and is thereby at odds with enactivist views of cognition. In this paper we draw on the idea of participatory sense-making alongside research on non-human animal communication to identify _utterances—_co-authored meaningful acts—as the token of communicative activity cross-species. Utterances by our definition are expressive, relational, and work without mindreading. In closing we propose the possibility of dialogical subjectivity, and engage with animal studies to show that some species exhibit its traits. (shrink)

This paper argues that there are notable similarities between Collingwood’s method of investigating absolute presuppositions and contemporary strands of pragmatism, focusing on two areas - the critique of realism and causation. It is first argued that there are methodological similarities between Collingwood’s argument against realism and his Kantian-inspired critique of metaphysics, and Putnam’s critique of externalism. Regarding causation, it is argued that Collingwood’s view and Price’s pragmatist approach have a common method – investigating causation in the context of specific human (...) practices. Both authors place causation in the framework of scientific inquiry as opposed to making it the subject of the inquiry itself. Thus, Collingwood’s work proves to be in line with current metaphilosophical debates, particularly in the philosophy of science. (shrink)

Esta investigación analiza la presencia del discurso eurocéntrico en los manuales de Historia del Arte de Bachillerato desde una dimensión sociogenética. La muestra se compone de ejemplares pertenecientes a editoriales españolas de alcance nacional (Anaya, ECIR, Ediciones Ruiz, SM, Teide y Vicens Vives) en una cronología que comprende los distintos periodos por los que ha atravesado la materia entre 1953 y 2006. El estudio deriva de la aplicación de un guion de análisis documental que contempla, entre sus variables, la construcción (...) de identidades. Los resultados muestran la presencia y resistencia sociohistórica del discurso eurocéntrico en los manuales de Historia del Arte analizados, tendiéndose con ello a la construcción, reproducción y esencialización de identidades etnocéntricas. De este modo, para ahondar en la formación de una ciudadanía crítica, se hace necesario replantear los enfoques y las finalidades que fundamentan el relato de la Historia del Arte escolar en recursos como el que nos ocupa en este trabajo. Russians and Westerners access, process and communicate information in different ways. Whilst Westerners favour detailed analysis of subject matter, Russians tend to focus on certain components that are, in their view, significant. This disparity makes it difficult to achieve constructive dialogues between Western and Russian stakeholders contributing to cross-cultural communication problems. The author claims that the difference in the ways Russians and Westerners negotiate information is a significant cultural difference between Russia and West rather than an irritating (and in principle (...) amenable) lack of analytical skills on the Russian partners’ part. Understanding the reasons behind the Russian-specific approaches to dealing with information would be a positive step towards a more effective cross-cultural communication, important in business situations and essential in diplomacy. This paper investigates how an introductory philosophy course influences the moral and political development of undergraduate students in a Liberal Arts university in Central Asia. Within a context of rapid changes characteristic of transitional societies—reflected in the organization of higher education—philosophy provides students with the means to reason about moral and political values in a way that overcomes the old ideological tenets as well as contemporary reluctance to theoretical inquiry. Studying philosophy provides a remedy for deficiencies in both secondary and (...) higher education, by improving general reading and reasoning skills, that enable the development of moral reasoning. Furthermore, familiarity with major works of moral and political philosophy can help students comprehend the patterns of social change, as well as surmount the issue of unsatisfactory theoretical foundations for social science. The current predominant conception of human rights implies that human beings have objective intrinsic value. In this paper, we defend that there is no satisfactory justification of this claim. In spite of the great variety of theories aimed at explaining objective intrinsic value, all of them share one common problematic feature: they pass from a non-evaluative proposition to an evaluative proposition by asserting that a certain entity has intrinsic value in virtue of having certain non-evaluative features. This is a step (...) that cannot be justified. In light of this negative result, we offer a radically different approach to intrinsic value. Our proposal reinterprets the claim that human beings have intrinsic value in terms of a commitment to value human beings intrinsically. This commitment provides both objective practical reasons for, and a rational explanation of, efforts aimed at defending and promoting human rights, without need to appeal to the existence of objective intrinsic value. Aristotle’s works on natural science show that he was aware of the affective powers of colour. At De an. 421a13, for example, he writes that hard-eyed animals can only discriminate between frightening and non-frightening colours. In the Nicomachean Ethics, furthermore, colours are the source of pleasures and delight. These pleasures, unlike the pleasures of touch and taste, neither corrupt us nor make us wiser. Aristotle’s views on the affective powers of colours raise a question about the limits he seems to (...) place on the affective powers of pictures at De an. 427b15-24, where he implies that pictures do not affect us immediately. In this paper, I examine the contrast between the affective powers of colour and the affective powers of pictures. I argue that colours can give rise to pleasure and pain in themselves and generate emotions incidentally. Similarly, pictures can please us or affect us in themselves and incidentally. In light of this account, I suggest that, on a plausible reading of De an. 427b15-24, the affective powers of pictures as mimetic objects are not immediate because they require an intervening cause in order to be effective. The representations of pictures and statues affect us either with the mediation of deception or with the mediation of interpretation. (shrink)

In this paper, I examine Hegel’s and Priest’s answers to three questions: “What is logic?” “Can logic be revised?” “If so, how is this done?” Considering that the two views are separated by more than 150 years in which logic has experienced its perhaps most radical revolution, the two accounts are surprisingly close. Both authors admit different meanings of “logic”. In both accounts what could be called a metaphysical concept of logic plays an important role. Moreover, both authors hold that (...) logic as theory can be revised. Yet the two conceptions also differ in some relevant respect. (shrink)

During the French Revolution, obstetrics underwent substantial transformations in practice, teaching, and the physical spaces where it was conducted. The revolutionary authorities implemented reforms in French medical institutions that promoted an instrument-centred style and the dissemination of novel surgical techniques in obstetrics. The selection of professors for the obstetrics chair at the newly established École de santé and the appointment of chiefs for the new maternity ward in Paris favoured proponents of a mechanistic approach to labour assistance. This essay explores (...) the theoretical principles and societal pressures that guided these transformative reforms and the remarkable changes they introduced in healthcare and in the practise of medicine and surgery. Furthermore, it examines the consolidation of new epistemological, ethical, and professional boundaries within the context of late eighteenth-century French obstetrics. A critical section of this study focuses on the debate ignited by the contemporaries who voiced concerns that the rise of surgical interventions on pregnant women's bodies might result in unwarranted violence, in a diminishing of midwives’ roles, and in a departure from the tradition of natural childbirth. These controversies among obstetricians highlight significant contradictions within the Revolutionary medical reforms. (shrink)

In 2023, Beall and Ficara present what they call Hegelian conjunctions. A Hegelian conjunction is a true conjunction of contradictory opposites in which the conjuncts, separately taken, are untrue and for which simplification fails. The analysis in Beall & Ficara History and Philosophy of Logic 44 (2) 119-131, 2023 is important for various reasons. First, for overcoming the deleterious state of estrangement between two ways of conceiving and practicing logic, the “dialectical” or “continental” and the “analytical” one. Second, for strengthening (...) a new, promising way of conceiving conjunction in paraconsistency (d’Agostini Synthese 199, 6845 6874, 2021). Yet it needs an enlargement, mainly in two dimensions, a hermeneutical and a logical one. The former concerns the textual basis used by Beall and Ficara for motivating their account (the focus of their analysis is a small part of the early Hegelian fragment on Vereinigung – unification/conjunction). The latter is the semantics proposed by Beall and Ficara. In this paper, I focus on the first dimension, in the conviction that the condition for making the chief formal characteristics of dialectics (the logical dimension) clearer is a grasp of the Hegelian fragment in its entirety and complexity. The fragment is crucial for thinking about the logic, metaphysics and epistemology of true contradictions. Yet it counts as obscure. My aim is to make its content more accessible, and to present its relevance for conjunctive paraconsistency. (shrink)

The article examines the system of engineering education in European countries, analyzing the formation of polytechnical education in France on the example of l'École Polytechnique (the Polytechnic School of Paris), which became the foundation of the French educational model and influenced the subsequent development of engineering education not only in France but also in Europe. The article also highlights the process of preparing engineering professionals in Germany, one of the features of which was the introduction of vocational training. It was (...) a type of study separate from the general system, with funding coming from local budgets or private sponsors. This strengthened the role of technical universities, which focused not only on the transmission of accumulated knowledge but also on fostering motivation for learning and scientific activities. The curricula of technical universities gradually expanded to include components of physics, mechanics, mathematics, and chemistry. (shrink)

My contribution deals directly with the problem of Kant’s apparent commitment to pan- aestheticism, which is in particular attached to the task of explaining the possibility of the free play of the faculties. The aim is to provide an overview of the ways in which this problem can be confronted and eventually solved. In this regard, one way to deal with this problem consists in revisiting the assumption that the free play of the faculties is to be understood as simply (...) occurring without presupposing any concept. By contrast, one can fully endorse Kant’s commitment to pan- aestheticism and hence focus on how Kant’s account explains the fact that one does not actually experience everything as beautiful. Both of these alternatives, I firmly reject. By remarking upon the merely reflecting status of judgments of taste, I explain why Kant’s account of taste does not lend itself to pan-aestheticism. Introduction. Improving control and supervisory activities on the basis of introducing risk-oriented approaches is an urgent area of public administration reforms both in Russia and abroad. Traditionally, assessing the effectiveness of this area is carried out on the basis of the state control intensity indicators (the number of inspections), and assessing risks in controlled areas is carried out on the basis of statistical indicators, partially dependent on state control bodies. To obtain a balanced assessment of the state control effectiveness and (...) efficiency, it is important to take into account other data sources reflecting the citizens’ and the business community position. The purpose of the study is to conduct a comprehensive assessment of the effectiveness and efficiency of sanitary and epidemiological surveillance on the basis of both statistical data and the results of sociological studies reflecting the position of citizens and business. Methods. The authors suggest their own methods for comprehensive assessment of the effectiveness and efficiency of state control. The scientific novelty of the study consists in a comprehensive assessment of the effectiveness and efficiency of sanitary and epidemiological surveillance, taking into account various data sources and making it possible to assess the progress of implementing the reform of state control in this area. Results. The results of the study indicate, in general, an increase in the effectiveness and budgetary efficiency of sanitary and epidemiological surveillance over the last years of the reform implementation. At the same time, at the level of intermediate and immediate results, there are multidirectional trends, and the growth in the total costs of business and the state is ahead of the growth in the results achieved. Conclusions. The use of the authors’ comprehensive methodology for assessing the effectiveness and efficiency of state control makes it possible to obtain reliable data characterizing the actual state of things in the area under consideration. Further improving the efficiency and effectiveness of sanitary and epidemiological surveillance requires expanding the scope of applying risk-oriented approaches and improving the quality of considering the appeals of the citizens who faced with risks of wrongdoing.
