Drug overdose has recently surpassed motor vehicle accidents to become the leading cause of unintentional injury death in the United States. The epidemic is largely driven by opioids such as oxycodone, hydrocodone, and methadone, which kill more Americans than heroin and cocaine combined. The demographics of overdose have changed over the past few decades as well: according to the latest data, the average overdose victim is now a non-Hispanic white man aged 45-54.These deaths — over 16,000 per year — are (...) almost entirely preventable. Opioid overdose kills by slowly depressing respiration, a process that can take several hours. It can be quickly and effectively reversed by the timely administration of naloxone, an opioid antagonist that works by displacing opioids from the brain receptors to which they attach, reversing their depressant effect. Naloxone, also known as Narcan, has many benefits and minimal risks. Although it is a prescription drug, it is not a controlled substance and has no abuse potential. (shrink)

Surveillance in public health is the means by which people who are responsible for preventing or controlling threats to health get the timely, ongoing, and reliable information they need about the occurrence, antecedents, time course, geographic spread, consequences, and nature of these threats among the populations they serve. “Policy surveillance” is the ongoing, systematic collection, analysis, and dissemination of information about laws and other policies of health importance.

For those to whom John Bowring's name means anything, the most likely association with it is the complex and question-begging term ‘Benthamite’. Contemporaries certainly used the term, particularly when they wanted to suggest that his actions were narrowly ideological or theoretical. But to some of Bowring's contemporaries another association served hostile intent almost as well: his Unitarianism.

How should biological behaviour be modelled? A relatively new approach is to investigate problems in neuroethology by building physical robot models of biological sensorimotor systems. The explication and justification of this approach are here placed within a framework for describing and comparing models in the behavioural and biological sciences. First, simulation models – the representation of a hypothesis about a target system – are distinguished from several other relationships also termed “modelling” in discussions of scientific explanation. Seven dimensions on which (...) simulation models can differ are defined and distinctions between them discussed: 1. Relevance: whether the model tests and generates hypotheses applicable to biology. 2. Level: the elemental units of the model in the hierarchy from atoms to societies. 3. Generality: the range of biological systems the model can represent. 4. Abstraction: the complexity, relative to the target, or amount of detail included in the model. 5. Structural accuracy: how well the model represents the actual mechanisms underlying the behaviour. 6. Performance match: to what extent the model behaviour matches the target behaviour. 7. Medium: the physical basis by which the model is implemented. No specific position in the space of models thus defined is the only correct one, but a good modelling methodology should be explicit about its position and the justification for that position. It is argued that in building robot models biological relevance is more effective than loose biological inspiration; multiple levels can be integrated; that generality cannot be assumed but might emerge from studying specific instances; abstraction is better done by simplification than idealisation; accuracy can be approached through iterations of complete systems; that the model should be able to match and predict target behaviour; and that a physical medium can have significant advantages. These arguments reflect the view that biological behaviour needs to be studied and modelled in context, that is, in terms of the real problems faced by real animals in real environments. Recent years have featured a spate of regulatory action pertaining to the development and/or disclosure of corporate governance structures in response to financial scandals resulting in part from governance failures. During the same period, corporate governance activists and institutional investors increasingly have called for increased voluntary governance disclosure. Despite this attention, there have been relatively few comprehensive studies of governance disclosure practices and response to the regulation. In this study, we examine a sample of 50 U.S. firms and their public (...) disclosure packages from 2004. We find a high degree of variability in the presentation and reporting format choices for many elements of the governance structure. This variability includes several items for which disclosure is mandated by regulators or legislative action. In particular, smaller firms offer fewer disclosures pertaining to independence, board selection procedures, and oversight of management (including whistleblowing procedures). There are also trends associated with board characteristics: boards that are less independent offer fewer disclosures of independence and management oversight matters. Moreover, large firms provide more disclosures of independence standards, board selection procedures, audit committee matters, management control systems, other committee matters, and whistleblowing procedures but do not appear to have a strictly superior information environment when compared to smaller firms. The findings raise questions about compliance with regulatory requirements and the degree to which conflicts of interest between managers and directors are being controlled. While there have been notable improvements in the information environment of governance disclosures, there remain structural issues that may possess negative ramifications for stakeholders. (shrink)

This year is being celebrated by a large number of our fellow-countrymen as the centenary of a movement, associated with the name of the University of Oxford, of which, although in its first stage it might easily be mistaken—and has often been mistaken—for a mere wave of theological and ecclesiastical reaction within the Established Church of England, the attentive historian of the nineteenth century must take account as in fact a very powerful influence in the religious and, no less really (...) though to a less degree, in the social and political life of the whole nation. Considerable, however, as is the importance which may justly be attributed in other respects to what is known as the Oxford Movement, the professed student of philosophy may be excused if he is chiefly struck by the apparent remoteness of its original leaders from the currents of speculative thought characteristic of the period in which it began its course. There were perhaps among them only two who can be named as contributors to philosophical literature in the technical sense now commonly borne by the term “philosophical”; and the contributions even of these two can scarcely be said to have taken their place among the works to which an ordinary teacher of philosophy would be likely to direct the attention of his pupils. To these two, however, John Henry Newman and William George Ward, I propose to devote here a few pages which may be found not without interest to readers of Philosophy. (shrink)

Hoping is an integral part of what it is to be human, and its significance for education has been widely noted. Hope is, however, a contested category of human experience and getting to grips with its characteristics and dynamics is a difficult task. The paper argues that hope is not a singular undifferentiated experience and is best understood as a socially mediated human capacity with varying affective, cognitive and behavioural dimensions. Drawing on the philosophy, theology and psychology of hope, five (...) modes of hoping are outlined: patient, critical, sound, resolute and transformative. The key aim of the paper is to illustrate how different modes of hoping are associated with different pedagogical strategies. Phrased differently, the paper seeks to delineate a range of pedagogies of hope. The phrase ‘pedagogy of hope’ is very much associated with critical theory—one thinks instantly of, for example, Paulo Freire, Henry Giroux or bell hooks. There are many pedagogies of hope, however, and an explicitly conservative text such as William Bennett’s Book of Virtues has as strong a claim to the title as Freire’s radical and utopian ideas. A broader argument, therefore, is that there is nothing inherently radical or subversive about a pedagogy of hope. Pedagogies of hope can serve to reproduce social relations as well as to transform them. (shrink)

Many of us have lately been reading, hearing or listening in to the present Master of Trinity's Presidential Address to the British Association's meeting at Oxford; and perhaps some reflexions suggested thereby may not be out of place in this number of Philosophy.

This paper addresses the notorious logic and semantic difficulties encountered by Lévinas in articulating his ethics of alterity. Tracing the philosophical genesis of this question in Descartes and Heidegger, it recognises Lévinas's claim that there can be no ontological foundation for ethics because ontology would reduce ethics to a form of mathematical ratio. Lévinas is unwilling to deny his phenomenological experience of a desire for goodness and unable to deny his despair at his ontological alienation from the good and so (...) he is driven to seek an irrational link between the human being and a metaphysical ‘good beyond being’. Retrieving an ancient gnostic neo-Platonist working of the same problem from the work of Hans Jonas, the paper reconsiders Lévinas's reading of Plato, specifically his understanding of Socrates’ exposition of erosin the Phaedo, in order to illustrate how his ethics of alterity may allow the human being to refer irrationally to the good beyond being. Corporate social responsibility (CSR) is a dramatically expanding area of activity for managers and academics. Consumer demand for responsibly produced and fair trade goods is swelling, resulting in increased demands for CSR activity and information. Assets under professional management and invested with a social responsibility focus have also grown dramatically over the last 10 years. Investors choosing social responsibility investment strategies require access to information not provided through traditional financial statements and analyses. At the same time, a group of mainstream (...) institutional investors has encouraged a movement to incorporate environmental, social, and governance information into equity analysis, and multi-stakeholder groups have supported enhanced business reporting on these issues. The majority of research in this area has been performed on European and Australian firms. We expand on this literature by exploring the CSR disclosure practices of a size- and industry-stratified sample of 50 publicly traded U.S. firms, performing a content analysis on the complete identifiable public information portfolio provided by these firms during 2004. CSR activity was disclosed by most firms in the sample, and was included in nearly half of public disclosures made during that year by the sample firms. Areas of particular emphasis are community matters, health and safety, diversity and human resources (HR) matters, and environmental programs. The primary venues of disclosure are mass media releases such as corporate websites and press releases, followed closely by disclosures contained in mandatory filings. Consistent with prior research, we identify industry effects in terms of content, emphasis, and reporting format choices. Unlike prior research, we can offer only mixed evidence on the existence of a size effect. The disclosure frequency and emphasis is significantly different for the largest one-fifth of the firms, but no identifiable trends are present within the rest of the sample. There are, however, identifiable size effects with respect to reporting format choice. Use of websites is positively related to firm size, while the use of mandatory filings is negatively related to firm size. Finally, and also consistent with prior literature, we document a generally self-laudatory tone in the content of CSR disclosures for the sample firms. (shrink)

In order to do this he takes as examples certain cultural theorists—most obviously Foucault and Bourdieu—whose work is strongly underpinned by an emphasis on the relation between discourse and practice. He offers a detailed consideration and critique of their theories of practice and the tactics those theorists use to escape the theory/practice dichotomy.In the first two paragraphs of “Theories of the Art of Practice,” Certeau identifies the two points which, taken together, constitute the broad narrative of this section of Practice. The first relates to the theoretical basis from which we can approach practice. “Everyday practices,” he writes:depend on a vast ensemble which is difficult to delimit but which we may provisionally designate as an ensemble of procedures. The latter are schemas of operations and of technical manipulations. On the basis of some recent and fundamental analyses (those of Foucault, Bourdieu, Vernant and Détienne, and others) it is possible, if not to define them, at least to clarify their functioning relative to discourse (or to “ideology,” as Foucault puts it), to the acquired (Bourdieu’s habitus), and to the form of time we call an occasion (the kairos discussed by Vernant and Détienne). In this analysis Jane Blanken-Webb extends Elliot Eisner's account of how learning in the arts contributes to the creation of mind. Drawing on the psychoanalytic theory of D. W. Winnicott, Blanken-Webb argues that the acts of meaning making to which Eisner attends rely on a prior developmental achievement — namely, the establishment of self-in-relation-to-world. This prior development is important to recognize in order to appreciate all that is at stake and at play within acts of meaning making. To (...) demonstrate this, Blanken-Webb points to reverberations of an earlier process of psychological differentiation embedded within such acts that are crucial for aesthetic experience and that carry on a continual process of refinement of self-in-relation-to-world. While Eisner has a great deal to offer regarding the importance of providing students access to multiple forms of representation, this perspective adds that in doing so we are expanding on a foundation of self-in-relation-to-world, thus facilitating an educational unfolding that is much deeper than we typically recognize. Where has the Western attraction to the study and practice of shamanic techniques brought us? Where might it take us? In what ways have our Western biases and philosophical underpinnings influenced and changed how shamanism is practiced, both in the West and in the traditional cultures out of which they emerged? Is it time to stop using the umbrella term “shamanism” to refer to such diverse cross-cultural practices? What are our responsibilities, both as researchers and as spiritual seekers? In this (...) conversation, researcher-authors Stephan Beyer, Stanley Krippner, and Hillary S. Webb discuss their work in field and consider some of the ramifications of the Western world's intellectual and spiritual fascination with shamanic practices. Special attention is paid to the language used to describe these techniques and their practitioners, the developing relationship between researchers and cultural participants, and the ethical implications of merging what are often very distinct worldviews. In the first part of this article I propose to describe two strongly contrasted situations in the world of thought, one of fifty years ago and the other of to-day. In the second I shall submit to my readers some reflections suggested by the contrast between the two.

Through a critique and analysis of technological dystopian literature, specifically Brave New World, 1984, and The Machine Stops, a humanizing framework analyzing the promise and responsibility of a liberal education is constructed. Through this framework we visualize agency as the central goal of education, buoyed by the development of independent thinking, affective engagement, and recognition of socio-cultural and historical contexts. Modern education must prepare learners to manage, apply, evaluate, synthesize, analyze information and knowledge and creatively contribute back to the world (...) of information. (shrink)

The quality of corporate disclosures has drawn increasing levels of criticism from Congress and the SEC. A subject of particularly intense scrutiny and action is the Management’s Discussion and Analysis (MD&A). This narrative, intended to provide an inside perspective on the reported results of the firm, is particularly important when attempting to evaluate the investment prospects of the marginal or poorly performing firm. However, managers may restrict the information content of the disclosure, raising potential concerns about ethical behavior. In this (...) study, we employ a proprietary instrument to measure the quality of MD&A disclosures for a sample of firms entering financial distress. We evaluate the disclosure behavior of these firms in an effort to determine whether changes in the disclosure appear to be motivated primarily by economic or ethical concerns. We find, on average, that firms increase disclosure quality in the year of initial distress. However, sustained increases in disclosure quality are limited to firms that subsequently recover from the distress. The results suggest that observed changes in disclosure are driven primarily by economic considerations, rather than ethical ones, especially in good economic times. (shrink)

The impact of machine learning in healthcare on patient informed consent is now the subject of significant inquiry in bioethics. However, the topic has predominantly been considered in the context of black box diagnostic or treatment recommendation algorithms. The impact of machine learning involved in healthcare resource allocation on patient consent remains undertheorized. This paper will establish where patient consent is relevant in healthcare resource allocation, before exploring the impact on informed consent from the introduction of black box machine learning (...) into resource allocation. It will then consider the arguments for informing patients about the use of machine learning in resource allocation, before exploring the challenge of whether individual patients could principally contest algorithmic prioritization decisions involving black box machine learning. Finally, this paper will examine how different forms of opacity in machine learning involved in resource allocation could be a barrier to patient consent to clinical decision-making in different healthcare contexts. Latinos comprise the largest minority group in the U.S. and 63 percent are foreign-born. An educational gap exists between Latinos in the U.S. and other groups in the U.S. Lower educational attainment has ramifications for labor market and other socioeconomic outcomes. Factors involving family context have best explained the educational gap, along with English proficiency and migration history. This study, using the Census long-form data, explores the role of socio-economic background, ethnicity, and migration history on educational outcomes of Latinos in (...) the Midwest, an area that is experiencing recent growth in its Latino population. Results indicate that these factors do impinge negatively on academic achievement of Latino and Non-Hispanic black youth. In order to be more effective in alleviating the achievement gap, multicultural education must not only incorporate culture and inclusion, but also a true understanding of the factors and circumstances that impact youth achievement and how these impact achievement. Michel Serres proposes that we reform our relation to the non-human world by striking a new contract to extend democratic rights and legal protections to nature. Following Serres’s lead, this has for the most part been understood in strictly legal terms. In this paper, I will show that the natural contract also has a narrative dimension, and moreover that taking this into account reveals an engagement with the Principle of Sufficient Reason that puts the relation of the natural contract with (...) law in a new light. The natural contract appears not as a standalone, law-based response to the climate emergency but as part of an ongoing rational practice that involves the law, the sciences, and a wider narrative exploration of the human and the non-human. After outlining Serres’s proposal for a natural contract, I will look briefly to his account of Lucretius in The Birth of Physics where both narrative and contract play an important part. Law is treated as a regularity arising from the connection between events, and further as a form of equilibrium modelled on the most advanced knowledge available. Serres’s discussion of Leibniz’s Principle of Sufficient Reason in The Natural Contract shows that the composition of such an equilibrium is both narrative and rational. (shrink)

Drawing on modern physics and ancient metaphysics, Stephen H. Webb constructs a philosophy of Christian materialism based on the unity of matter and spirit in the incarnation.

In this essay, P. Taylor Webb and Kalervo N. Gulson argue that educational policy is a spatial process and that implementation processes in particular produce crucial emergent geographies for policy research. Webb and Gulson describe how emergent geographies are produced when policy folds actors through senses and enactments of policy. The idea that policy is sensed and enacted is developed into the concept of a policy intension that extends approaches to spatial and, in particular, micropolitical analyses in policy (...) research. Webb and Gulson conclude by discussing cartographical methods that better map the geographies of subjectivity produced through policy intensions. (shrink)

In an interesting article on Kierkegaard and the “Existential” Philosophy, contributed to the number of Philosophy for July 1941, Miss Dorothy Emmet counselled her readers to make themselves acquainted with the Journals of the famous Danish thinker, now rendered accessible to Englishmen ignorant of his language by the translation of Mr. Dru. I have taken her advice and am grateful to her for it. I am not indeed convinced that this self-revelation of a remarkable personality can be ranked among the (...) great autobiographies of the world. It seems to me to fall, if only on account of its lack of unity as a work of literary art, below the standard which such an estimate of it would imply. But it is undoubtedly both impressive in itself and important in view of the influence which its author, little known in his lifetime beyond a circle of the parochial narrowness of which he was painfully conscious, has come, long after his death, to exert upon the spiritual and intellectual life of Europe to-day. The present article, however, will not be concerned with the exposition or criticism of this or other writings of Kierkegaard, but with thoughts, more or less suggested by my reading of him, respecting the notion of God and its significance for philosophy. It is widely acknowledged that hoping is an integral part of what it is to be human. The present article strives to make sense of the myriad competing conceptions of hope that have emerged over the past half-century. Two problems with the literature are highlighted. First, discussions of hope tend to take place within rather than between disciplines. Second, hope is often taken to be an undifferentiated experience. In order to address the first problem, the article takes an interdisciplinary approach, (...) drawing on research from the fields of philosophy, anthropology, psychology, theology and politics. In order to address the second problem, the article proposes that hope be regarded as a human universal that can be experienced in different modes. A variety of theories and models of hope are discussed, including those offered by Marcel, Dauenhauer, Bloch, Moltmann, Bovens, Pettit, Snyder, Rorty and Gutiérrez. While many of these claim to have identified the characteristics of hope, it is argued that each captures something about a particular mode of hoping. The theories and models are integrated into a framework comprising five modes of hoping: patient, critical, estimative, resolute and utopian. Examining hope in this way, as a human universal that can be experienced in different modes, may help us see the varying conceptions that presently exist within the human sciences not as conflicting, nor even as competing, but rather as complementary.
