The article continues the discussion “Can "national philosophy" be understood as a strictly defined object of research?” initiated in volumeXXX of Sententiae. Analyzing Tomasz Mróz’ book “Selected Issues in the History of Polish Philosophy” (2016), the authors compare the problems of historiography of Polish and Ukrainian philosophy. The authors believe that Mróz’ bookoffers an interesting perspective of comparative study of national philosophical traditions, the idea of which was suggested earlier by Vasyl Lisovy. The authors focus on the heuristic potential of (...) the Mróz’ analysis of discussions concerning possible distinction between the terms “Polish philosophy“ and “philosophy in Poland” and his studies of Plato's reception in Poland. Such analysis allows us to raise several questions: (1) are the studies of “Polish philosophy” and “philosophy in Poland” not mutuallyexclusive, but, on the contrary, complementary genres of historiography of national philosophy? (2) howtodistinguish in the analysisof the reception of a certain philosophical doctrine in national philosophy things pertaining to the history of this philosophy as a whole, from things pertaining to the history of development of the doctrine itself? The role of governments in business and society research has remained underexplored, and recent studies have called for further investigations of mechanisms of government intervention. In response to this call, this article studies how nation branding communication can govern businesses toward sustainability by providing qualifications for sustainable business, legitimizing these qualifications, and attaching national aspirations to business conduct that meets these qualifications. A comparative exploratory analysis of the nation branding materials of Denmark and Finland shows that while the two (...) class='Hi'>nations qualify business sustainability in similar ways, differences exist in the legitimization of business sustainability and the national aspirations attached to sustainable business conduct. Both countries emphasize principles of efficiency and renewability in their sustainability qualifications. However, while Finland clearly seeks to attract firms to the local business environment to increase exports and improve the local economy, Denmark ascribes more heterogeneous value to sustainable business. This paper describes a 'structural typology' to assist in the analysis of ways in which policy-makers in one country explore educational provision in another and seek to 'borrow' from it. In this analysis we look specifically at England's 'cross-national attraction' to education in Germany over the past 200 years. The paper aims to provide an analytical programme to use in comparative education and to facilitate exploration of the importance of context in shaping educational phenomena.

Throughout Europe, science and technology policy within the environmental field is currently in a process of transformation, which has been characterised by many observers as ecological modernisation. Emphasis is being given to preventive principles and so-called cleaner technologies in the quest for a more sustainable development. Each European country has, however, adapted the new doctrines and practices in distinctive ways. The main aim of the paper is to show how contemporary policies have been shaped by history, more specifically, by institutional (...) and cognitive traditions, and by national policy styles. By comparing 'ecological modernisation ' in Sweden and Denmark, we attempt to indicate how such national cultural differences affect the ways in which science and technology policies in the environmental field are formulated and implemented. The approach to analysing population ageing and its impacts on the economy has evolved in recent years. There is increasing interest in the development and use of products and services related to gerontechnology as well as other social innovations that may be considered as central parts of the "silver economy." However, the concept of silver economy is still being formed and requires detailed research. This article proposes a typology of models of the silver economy in the European Union at the (...) national and regional levels. This typology was created by comparing the Active Ageing Index to the typology of varieties and cultures of capitalism and typology of the welfare states. Legal studies and consequently legal history focus on constitutional documents, believing in a nominalist autonomy of constitutional semantics.Reconsidering Constitutional Formation in the late 18th and 19th century, kept historic constitutions from being simply log-books for political experts through a functional approach to the interdependencies between constitution and public discourse. Sovereignty had to be 'believed' by the subjects and the political élites. Such a communicative orientation of constitutional processesbecame palpable in the 'religious' affinities of the constitutional preambles. They were held as (...) 'creeds' of a new order, not only due to their occasional recourse to divine authority, but rather due to the claim for eternal validity contexts of constitutional guarantees. The communication dependency of constitutions was of less concern in terms of the preamble than the constituents' big worries about government organisation. Their indecisiveness between monarchical and popular sovereignty was established through the discrediting of the Republic in the Jacobean reign of terror and the 'renaissance' of the monarchy in the military resistance against the French revolutionary and later Napoleonic campaigns. The constitutional formation as a legal act of constituting could therefore defend the monarchy from the threat of the people (Albertine Statute 1848), could be a legal decision of a national constituent assembly (Belgian Constitution 1831), could borrow from the old liberties (Polish May Constitution 1791) or try to remain in between by referring to the Nation as sovereign (French September Constitution 1791, Cádiz Constitution 1812). Common to all contexts is the use of national sovereignty as a legal starting point. The consequent differentiation between constituent and constituted power manages to justify the self-commitment of political power in legal terms. National sovereignty is the synonym for the juridification of sovereignty by means of the constitution. The novelty of the constitutions of the late 18th and 19th century is the normativity, the positivity of the constitutional law as one unified law, to be the measure for the legality of all other law. The responses of a convenience sample of 83 secondary preservice and preeducation students in three university classes were compared to each other and to a national sample of 1,492 adults on a national poll of science knowledge. The results of the data analyses using simple ANOVA and two-tailed t tests indicated that preservice secondary science teachers in a secondary science methods class are significantly more science literate than preeducation majors and the na tional sample. They were not significantly more science (...) literate than preservice and in-service science teachers in an environmental science methods class. Chemistry majors were significantly more science lit erate than other science and health majors. Additional comparisons between males and females, graduates and undergraduates, and older and younger (younger than 28) students indicated males, graduates, and older students are significantly more science literate than females, undergraduates, and younger students. Although international research is increasing in volume and importance, there remains a dearth of knowledge on similarities and differences in “national human research ethics”, that is, national ethical guidelines, Institutional Review Boards, and research stakeholder’ ethical attitudes and behaviors. We begin to address this situation by reporting upon our experiences in conducting a multinational study into the mental health of children who had a parent/carer in prison. The study was conducted in 4 countries: Germany, Great Britain, Romania, and Sweden. Data (...) on NHREs were gathered via a questionnaire survey, two ethics-related seminars, and ongoing contact between members of the research consortium. There was correspondence but even more so divergence between countries in the availability of NEGs and IRBs and in researcher’ EABs. Differences in NHREs have implications particularly in terms of harmonization but also for ethical philosophy and practice and for research integrity. (shrink)

This book is a revised translation of two works by Miroslav Hroch, which together form a pioneering comparative analysis of the various struggles for national identity in nineteenth-century Europe. It is concerned with the decisive phase of 'national renaissance', when small groups of committed patriots successfully generated mass support. When and why was their propaganda effective? The author attempts to answer this fundamental question by locating the patriots within the contemporary social structure, and uses data derived from many different nationalisms. (...) The work is divided into three sections; a theoretical examination of the origins of nationalism and nation-hood, a quantitative survey of the social and territorial structure of the patriots of eight representative national movements, and a comparative analysis of the social and professional groups that formed the milieu of patriotism. The paper aims to clarify and develop some of the issues raised by S. Rudenko & S. Yosypenko who reviewed the author’s book Selected Issues in the History of Polish Philosophy. It focuses mostly on methodological questions in the historiography of national philosophies, and on interdisciplinary approach which is presented as useful and fruitful for researching less influential philosophical traditions.

This paper examines the globalization process of German core export metalworking industries, to show how the globalization of national corporations has different effects on domestic economies. Contrary to the prevalent views on the globalization of production, this paper holds that the outcomes and patterns of globalization vary, due mainly to the politics of the main actors inside and outside corporations. This paper compares Germany’s negotiated globalization with U.S. employer unilateralism. In most U.S. corporations, employers decide how to globalize based on (...) the short-term perspective of shareholder value. By contrast, in Germany, main industrial actors—including employers, works councils, and trade unions—collectively negotiate how to globalize. In this conflict-laden process of collective negotiation, German actors have created a political compromise that combines the upgrading of domestic production with globalizing overseas, whereas Americans have failed to do so. Furthermore, this paper emphasizes that divergent patterns of globalization are not predetermined by national institutions. To the contrary, the successful outcomes in German globalization come mainly from actors’ proactive readjustments in their traditional model of industrial relations, creating new practices, such as active union involvement in company-level bargaining, and the democratic bottom-up process instead of the traditional top-down process of negotiation. Academic and public debate is continuing about whether digital nomadism, a new Internet-enabled phenomenon in which digital workers adopt a neo-nomadic global lifestyle, represents ‘real’ emancipation for knowledge workers—or if it is, instead, the opposite. Based on a field study of digital nomadism, and accepting a pluralist approach to emancipation, we analyse the ‘emancipatory project(s)’ that digital nomads engage in. This analysis, following Weberian idealtypes, employs a tripartite structure: unsatisfactory conditions (what people want to overcome); emancipatory means (actions taken); and (...) emancipatory ends (desired outcomes). We critically compare digital nomadism to the traditional descriptions of emancipatory projects in nation-state contexts, as found in prior literature, using the same analytical framework. Juxtaposing these idealtypes, we discuss similarities and differences and analyse their inherent assumptions, logics and ethical stances. We conclude that digital nomadism generates an emancipation that is very much ‘real’ for digital nomads, whose experience cannot be disregarded, but with a ‘postmodern’ ethos that is at odds with modernity and its ethos originating from the Enlightenment. This paper introduces the objectives and basic approach of a collaborative comparative research project on the introduction of national electronic Identity Management Systems (eIDMS) in Member States of the European Union. Altogether eight country case studies have been produced in two waves by researchers in the respective countries, which will be presented in the following articles in this special issue. The studies adopt a common conceptual framework and use the same terminology, which will be presented in this introduction, just as (...) the reasoning for the selection of the particular countries under investigation. The conceptual framework combines elements of actor centred institutionalism with path analysis, looking for path continuation, change or creation in the transition from the previous IDMS to an electronic one and explaining this as choices of actors in certain contexts. Information on the reasons for these choices in the first four cases has been collected from in depth interviews with key actors and in the four other cases from official documents. As the subject of this research is the transition of national identity management systems only countries have been included in which a national ID and a civil registry already exist before the introduction of the electronic elements, thus excluding the UK. Comparative risk assessment is playing an ever-increasing role in environmental policy priority setting, as manifested in national and numerous subnational comparative risk projects. It is widely accepted that public values, interests, and concerns should play an important role in CRA. However, the philosophical basis for public involvement in CRA has not been adequately explored, nor have comparative risk projects always made explicit their rationales for public involvement. How did revolutions facilitate empires’ transition to nation-states? This article compares the Bolshevik and the Chinese Communist Revolutions. It conceptualizes this Soviet–Sino comparison through three dimensions of nation-building: separating from a universal community, building a national cultural core and overcoming internal ethnopolitics. Both socialist regimes accommodated the nation-state model by fusing centralized control with limited autonomy for ethnic minorities. Yet, whereas the Soviet Union claimed to be a universal union of nation-states, which was supposed to keep accepting new members until (...) it covered the entire globe, the People’s Republic of China resembled a typical nation-state that preserved multiethnicity and enclosed borders under the title of the ‘Chinese Nation’. In analyzing the influence of revolutions, this article probes three relations: inter-revolution, revolution–society and revolution–counterrevolution. Arising after the Bolsheviks as a follower-revolution, the Chinese Communist Party (CCP) was confined to a national component of the USSR’s global communism project. This shaped the CCP’s enclosed geographical activity space, Han-dominated ethnic composition and the consciousness of national liberation. The CCP’s mobilization covered far wider social strata than the Bolsheviks’ had, which engendered stronger manpower and motivation to transform the traditional culture into a national culture. Being weak at its borderlands, the CCP was cautious about the doctrine of ‘national self-determination’, not daring to make it a geopolitical weapon for revolution export as the Bolsheviks had done in founding the Soviet Union. Owing to each of these differences in revolutionary trajectories, the CCP was more receptive to ‘China’ than the Bolsheviks were to ‘Russia’, and this led to two distinctive ways of reorganizing empires into nation-states. Since the Supreme Court of New Jersey decided the Quinlan case a quarter of a century ago, three American Supreme Court decisions and a host of state appellate decisions have addressed end-of-life issues. These decisions, as well as legislation addressing the same issues, have prompted a torrent of law journal articles analyzing every aspect of end-of-life law. In recent years, moreover, a number of law review articles, many published in this journal, have also specifically addressed legal issues raised by palliative (...) care. Much less is known in the United States, however, as to how other countries address these issues. Reflection on the experience and analysis of other nations may give Americans a better understanding of their own experience, as well as suggest improvements to their present way of dealing with the difficult problems in this area.This article offers a conceptual and comparative analysis of major legal issues relating to end-of-life treatment and to the treatment of pain in a number of countries. In particular, it focuses on the law of Australia, Canada, the United Kingdom, Poland, France, the Netherlands, Germany, and Japan. (shrink)

An accelerating rate of systemic, structural and institutional convergences leads to the transformation of world educational space. A comparative study makes possible to analyse at a systems level both philosophy of education as systematic scientific knowledge and education as a system. Philosophy attempts not only to comprehend the existing system and to formulate values for the educational system of the future, but also to generalize and compare existing experience. But “experience” has different meanings. First, it indicates the concrete, urgent experience (...) of reality and contains the components of sensory receptions and sensations, their spiritualizing senses, an entire conceptual complex, and also accumulated habits, skills, and knowledge. From the other side, it is understood as a component of social-historical existence, including the storage, creation and transfer of cultural senses, objectified in the standards and values, in lingual and objective forms; this means that an educational experience is the axiological basis of education, its value-purposeful characteristics. Philosophy of education is an independent specific field of knowledge adequately reflecting conceptual, theoretic-methodological and practical trends of education. It has global, national and local level of its reflection. Comparative investigation in philosophy of education is a comparison of such levels and explanation of their interaction. Themain methodological question is the extent to which it is expedient to use the achievements of foreign experience in educational theory and practice in another country. Comparative study makes it possible to pass from descriptions to the answer to more fundamental questions: to explanation and development of reasons. (shrink)

In this article, the insertion of a two-staged highly interesting question in an online, survey-based field experiment is shown to produce better survey completion rate (i.e., decreases completion refusal by 8%) and sample representativeness (increases the number of moderate answer patterns by 12%) than a typical (same) highly interesting question at the beginning of a survey only. Using nonparametric tests and subgroup probability analysis, measured effects include survey completion rates, response bias and reported demographic differences. In regards to sample representativeness, (...) the results also raise questions about the sensitivity of the conventional practice of comparing early to late respondent means scores as a method of investigating nonresponse bias in marketing research. Alternative approaches to measuring potential non-response bias are compared with the tradition of comparing early-wave verses late-wave mean respondent differences. The results indicate that the conventional mean test fails to identify differences in nonresponse bias; the scores of highly interested or opposed respondents in the first waves produce equivalent means to the scores of the less interested or opposed respondents in the latter wave between the surveys (e.g., 1's and 5's vs. 2's and 4's, both averaging to 3's) that are identifiable through kurtosis and probability analysis. I compare three sorts of case in which philosophers have argued that we cannot assert the Law of Excluded Middle for statements of identity. Adherents of Smooth Infinitesimal Analysis deny that Excluded Middle holds for statements saying that an infinitesimal is identical with zero. Derek Parfit contended that, in certain sci-fi scenarios, the Law does not hold for some statements of personal identity. He also claimed that it fails for the statement ‘England in 1065 was the same nation as England (...) in 1067’. I argue that none of these cases poses a serious threat to Excluded Middle. My analysis of the last example casts doubt on the principle of the Determinacy of Distinctness. While David Wiggins's ‘conceptualist realism’ provides a metaphysics which can dispense with that principle, it leaves no house-room for infinitesimals. (shrink)

In May 2023, Reset Dialogues on Civilizations organized the international conference ‘Nationalism, Nation-Building, and the Decline of Empires’ in Dublin. The purpose was to gather a group of historians, political scientists, theorists, philosophers, and experts who could grasp the significant trends, over the long term, in nationalism, nation-building, and imperial issues and could create a forum for dialogue that would compare different, and in many ways related, contexts, defining the challenges of the contemporary politics in the international scene.

Comparative Education examines the common problems facing education systems around the world as the result of global economic, social, and cultural forces. Issues related to the governance, financing, provision, processes, and outcomes of education systems for differently situated social groups are described and analyzed in specific regional, national, and local contexts.

While empirical studies of research ethics and integrity are increasingly common, few have aimed at national scope, and even fewer at current results from Central and Eastern Europe. This article introduces the results of the first national research integrity survey in Estonia, which included all research-performing organisations in Estonia, was inclusive of all disciplines and all levels of experience. A web-based survey was developed and carried out in Estonia with a call sent to all accredited Estonian research institutions. The results (...) indicate that the vast majority (89%) of respondents consider research ethics and integrity issues important and view falsification, fabrication, and plagiarism (FFPs) as the most severe forms of misconduct. Self-reporting of FFPs is generally comparable to levels published in other studies (6.2%). Gift authorship (41%) and hampering the work of a colleague (32%) were problematic practices most noticed among colleagues. At the same time, two of the noticed questionable research practices (QRPs) – salami-slicing and misuse of research funding – were seen as less severe, hinting at the existence of counter-norms that career advancement rules and structural factors like funding policies may encourage. The availability of research ethics and integrity guidelines was considered good. Ethical aspects of studying potentially stigmatising data in a very small research community are discussed in the article and results are analysed through counter-norms and normative dissonance frames. The damage caused by non-military aircraft to persons or property on the ground has long been a subject of international concern. Two key conventions were established to regulate liability arising from such damage: the 1952 Rome Convention, commonly known as the Rome Convention on “Damage Caused by Foreign Aircraft to Third Parties on the Surface,” and, later, the Montreal Convention of 2009, formally known as the “Convention on Compensation for Damage Caused by Aircraft to Third Parties.” The Montreal Convention was (...) a result of the signatory states to the Rome Convention recognizing the need to review and update certain provisions. Both the United Arab Emirates and the Kingdom of Saudi Arabia are signatories to this convention. While international regulations play a significant role, domestic legislation is equally critical. It is therefore incumbent upon nations to enact clear legal provisions to regulate the liability of aviation investors for damage caused by aircraft to third parties on the ground, from a national legal perspective. This study addresses an issue of critical importance, namely the need for precise regulations that clarify the conditions of an aviation investor’s liability for damage to third parties on the ground within the national legal frameworks of the UAE and Saudi Arabia. Through comparative analysis, this research seeks to address the legislative gaps found in the UAE’s Civil Aviation Law No. 20 of 1991 on this matter. (shrink)

In the article three tragedies: ‘The Battle of Arminius‘ by Christian Dietrich Grabbe, ‘Nibelungs‘ by Friedrich Hebbel, ‘The Ring of the Nibelung‘ by Richard Wagner are considered. The aim of this paper is to investigate how history reception and mythological material correlates with the idea of national identity. The comparative-historical, typological and historical-genetic methods are applied in this publication. The genres of historical, philosophical and mythological tragedy became the most popular genres in the socio-political conditions in the 30s of the (...) 19th century in Germany. Grabbe underlines the idea of the presence of the ‘local‘ regional history within the framework of the ‘big‘ and significant one. Grabbe paid attention to the historical process and historical figures, not to any particular historical event. In his last work, tragedy ‘The Battle of Arminius‘, Grabbe showed his understanding of the country’s historical origins and the creation of a national myth. F. Hebbel and R. Wagner comprehend the images and motifs of Norse mythology as a universal model of human existence. While interpreting the story of Nibelungs, F. Hebbel notes not only its national roots but its universal source; he models the image of the world through the prism of the microcosm of Burgundians/Nibelungs. Wagner’s tetralogy is not so much an interpretation as a creation of the ‘new myth‘. The images of Arminius and Siegfried have the features of the archaic primal forefather, ‘cultural hero‘ of the nation, who intimately related with Nature and home ground. Myth and mythological history are not only the tools of attainment of national identity but the means of reversion the modern man to the lost harmony of the Universe, which pertains to the mythological mind. Increasingly the business environment is tending toward a global economy. The current study compares the results of the Attitudes Towards Business Ethics Questionnaire (ATBEQ) reported in the literature for samples from the United States of America, Israel, Western Australia, and South Africa to a new sample (n = 125) from Turkey. The results indicate that while there are some shared views towards business ethics across countries, significant differences do exist between Turkey and each of the other countries in the study. Similarities and differences are discussed in terms of the countries' ratings on the Corruption Perceptions Index (as reported by the Internet Center for Corruption Research) and Hofstede's Theory of International Cultures. Recommendations for managers interacting with employees from differing countries are provided. (shrink)

It is currently common practice in social and business research, to lift concepts and theories from one country context—and extending the validity of the results—using them in another. This paper discusses the question relating to such generalisability in the context of global, innovative industries. Statistical methods are applied to compare results of a quantitative investigation of firm life-cycle theory between two developed countries. Such comparison implemented with statistical rigour on a quantitative basis is not common, and difficult to execute. Results (...) show that even though life-cycle theory has been found meaningful and valid on both country-specific populations, the quantitative comparison of these results has highlighted a substantial amount of statistically significant differences. This leads to the conclusion that extension of social theory between various country contexts needs to consider a variety of contextual parameters, cautioning computer scientists offering solutions to various problems around the world coming from their own, unique, country-specific perspectives to keep an open mind. This article provides a comparative and interpretative analysis of the emerging projects in Latin America after the crisis of the neoliberal modernity project. It offers a critical interpretation of the current tendencies in Latin American politics at the national level, while suggesting some hints to understand the current neoliberal crisis in Western countries after Trump’s electoral triumph. The purpose is to figure out the collective meanings behind the new national projects in Latin America (postcolonial indigeneity, confrontational populism, defective neoliberalism, and (...) social liberalism) that are constructing a new regional order. The work examines how the neoliberal modernity project came to be dominant in the late 1980s, only to enter into a period of crisis in the current century. That crisis, in turn, provides the basis for exploring four different alternative projects of modernity, based on the kind of rationality and agency promoted by them. (shrink)

Comparative study of two languages of different structures has both theoretical and practical significance, enables somebody to identify similar and distinctive features, find universals and unique, helps to penetrate deeper into the inner workings of each of the compared languages and understand their national identity. The subject of our comparative study are languages of different structures - Russian and Bashkir languages - the first refers to a group of inflected, the second - to the group of agglutinative languages. Comparative research (...) of languages of different structures can be carried out in two aspects: theoretical and linguistic. In the first case, the analysis of language material is subjected without restriction at all levels of the language system. Data from these studies can be used in the creation of comparative descriptive grammars in lexicographical work and in the translation business. In the second case only microlanguage is matched, which is represented in the lexical and grammatical minimum of studied second language. Materials of such a compressed comparative analysis used in the practice of language teaching, mainly in teaching a second, non-native language. When a comparative study of languages in linguistic aspect is important direction of comparisons - what language is elected as the original one. Since the formation of national-Russian bilingualism is the subject of study of Russian language, as the source, it is desirable to choose Russian language. In this case, the reference point is the absorption of funds Russian as a second language. Materials of comparative study of two languages gives a clear idea of what linguistic phenomena and their symptoms are identical in them, what is only partially overlap, what is completely different. This knowledge will help to consciously manage the impact of native language on the studied non-native Russian language. The author has made the attempt to develop conceptual issues of systems approach to comparative criminological studies. The article deals with “bedrock” of criminology (and comparative criminology) as interdisciplinary science. In this article, the systems approach to comparative criminological studies has been defined. The author argues that practically all modern sciences are designed according to systems approach. Analysis of scientific literature enabled the author to state that systems approach was/is applied to the studies of political systems, legal systems, criminal legal (...) systems, criminal justice systems, penitentiary systems, and other systems. Standing out that “systems theory” as one of scientific approaches has made a considerable influence on criminology, the author considers the systems approach in criminology to be hosted and necessary. Considering three basic assumptions of systems approach, the author believes in the existence of “criminological systems”. The author has conducted a profound analysis of “criminological system” from the point of view of “systems theory”. He argues that the definition of criminological system and its features allow getting a general conception of system and the definition of such features on the level of a country allows getting the idea of its “national criminological system”. Also, the author supports the idea of existence of “criminological system” elements, such as “criminological outlook”, “criminological legislation”, “criminological practice”, “criminological security”. The interrelation between the elements of “criminological system” and other systems (and their elements) is discovered. Results of the author’s analysis will be significant in the development of modern criminology in the context of science globalisation. (shrink)

The defeat of Germany and Japan in 1945 required historians in both countries to reevaluate the past to make sense of national catastrophe. Sebastian Conrad's The Quest for the Lost Nation analyzes this process comparatively in the context of allied military occupation and the Cold War to reveal how historians in both countries coped with a discredited national history and gradually salvaged a national identity. He pays special attention to the role of social, discursive, and transnational contexts that shaped this (...) process to highlight the different courses that the politics of the past took in postwar Germany and Japan. The picture that emerges of German and Japanese historiography and the respective attempts to come to terms with the past is at odds with the conventional narrative that usually praises West German historians and society for having come to terms with their dark past, as opposed to postwar Japan, which is usually regarded as having fallen short by comparison. There was in fact far more critical historiographical engagement with the past in Japan than in West Germany in the 1950s. Reasons for the divergent evolution of the politics of the past in Germany and Japan should not be sought in the peculiarities of postwar national history but rather in an entangled transnational context of defeat, occupation, and the Cold War, whose effects played out differently in each country. These conclusions and others reveal some of the opportunities and special challenges of comparative transnational history. (shrink)

This paper compares the four national electronic Identity Management Systems (eIDMS), which have been described in the previous chapters. The section Similarities and differences between four national eIDMS will highlight the differences between these systems conceived as socio-technical systems with regard to the eID itself, the eID cards as tokens, the authentication processes as well as the procedures for distribution and personalisation, the support provided for installing the technology and any provider-related regulation. The section A three-fold path dependency , according (...) to the conceptual framework presented in the introductory chapter to this special issue, compares the new electronic systems with the previous ones in each country, in order to assess the continuation or changes with regard to the organisational, technological and regulatory path of development. The following sections explain the differences between the paths chosen and the path-related changes by analysing the actor constellation of the institutional actors, in particular the policy field and the power structure, as well as the context in which the policy makers made their choices, looking at privacy and Staatsverständnis in particular. Finally the diffusion and usage of the eID function will be compared and analysed, discussing to what extent the new institution has made a contribution to solving the policy problem it was developed for, e.g. providing a stronger authentication in order to meet security concerns regarding e-government and e-commerce transactions and avoiding new privacy infringements. Using grounded theory, the explanations provided have the status of generalisations derived from the four cases. They have to be considered as hypotheses, which will be checked for other countries in the following papers of this special issue. The comparison of the four cases in this article shows a high degree of path dependency. Most of the differences between the new systems are just a continuation of differences between the previous systems although they are to solve the same problem and can draw on the same technologies. But most astonishing is the finding that these differences between the systems do not influence diffusion and use of the eID function in the respective countries. (shrink)

The link between formal education and the formation of national attachment is widely acknowledged. Yet, research on teachers’ national attachment is still relatively rare. Based on a comparative analysis of survey data obtained from 281 Berlin and London state secondary school head teachers, this paper proposes a multivariate model in which notions of national identity, levels of national pride and levels of supranational attachment represent predictors of national attachment. The respective statistical analyses reveal striking cross‐national similarities in terms of the (...) individual and joint explanatory impact of these predictors. Other findings concern correlations between different notions of Britishness/Germanness and levels of national attachment, the relationship between national and supranational attachment, and associations between national pride and national attachment.
