The COVID-19 pandemic prompted a nudge for public–private cooperation in healthcare to rapidly cope with limited resource. However, Vietnam’s historical reliance on a public healthcare system, combined with a traditional emphasis on socialization in the Polanyian sense, hindered the swift integration of the private sector. This research investigates path dependency in Vietnam’s public health sector, using theories including path dependency, Karl Polanyi’s double movement with legal analysis method to analyze the interplay of historical decisions, and socialist policies in healthcare. Recognizing (...) these institutional and market governance flaws, a deeper understanding of the role of law becomes vital in crafting strategies for a more resilient and sustainable healthcare system in Vietnam. In this article, Ho Chi Minh City is chosen as a case study due to its notable mix of public–private healthcare facilities and its status as a leading area in infection cases during the third COVID-19 wave. The article suggests that there should be a change in the way public and private sectors work together, one that is more in line with market-driven solutions which requires solid legal framework for cooperation beyond merely mobilizing resources. As a generation of ‘digital natives,’ secondary students who were born from 2002 to 2010 have various approaches to acquiring digital knowledge. Digital literacy and resilience are crucial for them to navigate the digital world as much as the real world; however, these remain under-researched subjects, especially in developing countries. In Vietnam, the education system has put considerable effort into teaching students these skills to promote quality education as part of the United Nations-defined Sustainable Development Goal 4 (SDG4). This issue (...) has proven especially salient amid the COVID−19 pandemic lockdowns, which had obliged most schools to switch to online forms of teaching. This study, which utilizes a dataset of 1061 Vietnamese students taken from the United Nations Educational, Scientific, and Cultural Organization (UNESCO)’s “Digital Kids Asia Pacific (DKAP)” project, employs Bayesian statistics to explore the relationship between the students’ background and their digital abilities. Results show that economic status and parents’ level of education are positively correlated with digital literacy. Students from urban schools have only a slightly higher level of digital literacy than their rural counterparts, suggesting that school location may not be a defining explanatory element in the variation of digital literacy and resilience among Vietnamese students. Students’ digital literacy and, especially resilience, also have associations with their gender. Moreover, as students are digitally literate, they are more likely to be digitally resilient. Following SDG4, i.e., Quality Education, it is advisable for schools, and especially parents, to seriously invest in creating a safe, educational environment to enhance digital literacy among students. The so-called “conciliatory” norm in epistemology and meta-ethics requires that an agent, upon encountering peer disagreement with her judgment, lower her confidence about that judgment. But whether agents actually abide by this norm is unclear. Although confidence is excessively researched in the empirical sciences, possible effects of disagreement on confidence have been understudied. Here, we target this lacuna, reporting a study that measured confidence about moral beliefs before and after exposure to moral discourse about a controversial issue. Our findings indicate (...) that participants do not abide by the conciliatory norm. Neither do they conform to a rival “steadfast” norm that demands their confidence to remain the same. Instead, moral discourse seems to boost confidence. Interestingly, we also find a confidence boost for factual beliefs, and a correlation between the extremity of moral views and confidence. One possible explanation of our findings is that when engaging in moral discourse participants become more extreme in their opinions, which leads them to become more confident about them, or vice versa: they become more confident and in turn more extreme. Although our work provides initial evidence for the former mechanism, further research is needed for a better understanding of confidence and moral discourse. (shrink)

Universities and funders in many countries have been using Journal Impact Factor (JIF) as an indicator for research and grant assessment despite its controversial nature as a statistical representation of scientific quality. This study investigates how the changes of JIF over the years can affect its role in research evaluation and science management by using JIF data from annual Journal Citation Reports (JCR) to illustrate the changes. The descriptive statistics find out an increase in the median JIF for the top (...) 50 journals in the JCR, from 29.300 in 2017 to 33.162 in 2019. Moreover, on average, elite journal families have up to 27 journals in the top 50. In the group of journals with a JIF of lower than 1, the proportion has shrunk by 14.53% in the 2015–2019 period. The findings suggest a potential ‘JIF bubble period’ that science policymaker, university, public fund managers, and other stakeholders should pay more attention to JIF as a criterion for quality assessment to ensure more efficient science management. Metacognitive mental states are mental states about mental states. For example, I may be uncertain whether my belief is correct. In social discourse, an interlocutor’s metacognitive certainty may constitute evidence about the reliability of their testimony. For example, if a speaker is certain that their belief is correct, then we may take this as evidence in favour of their belief, or its content. This paper argues that, if metacognitive certainty is genuine evidence, then it is disproportionate evidence for extreme beliefs. (...) In support of the argument, we report findings from five studies with different participant samples, designs, and measures. These studies show that, the more extreme an agent’s belief (positive or negative), the more certain they are about it, and vice versa. This relationship might contribute to moralism, virtue signalling, and polarisation, which in turn may be epistemically and morally problematic. Therefore, we caution against taking metacognitive certainty as genuine evidence. (shrink)

Parental environmental education in early childhood is vital for nurturing environmental awareness and ecological protection. This study investigates how parents’ nature engagement methods influence children’s environmental awareness and participation in protection activities. Using the Bayesian Mindsponge Framework with data from 516 children and their primary caregivers across 23 elementary summer schools in five urban Chinese cities, the findings reveal varying impacts of parental engagement methods. Raising animals and plants is positively associated with environmental awareness (moderate reliability) and protection activities (high (...) reliability). Visiting museums about endangered and extinct species enhances children’s environmental awareness, while learning about insects and their habits improves their participation in protection activities (both high reliability). However, outdoor learning experiences and playing in natural environments (e.g., parks and forests) show ambiguous effects. These results underscore the value of family-centered environmental education, emphasizing the crucial roles of direct nature interactions and providing actionable insights for child-focused environmental policies. Vietnam, with a geographical proximity and a high volume of trade with China, was the first country to record an outbreak of the new Coronavirus disease (COVID-19), caused by the Severe Acute Respiratory Syndrome Coronavirus 2 or SARS-CoV-2. While the country was expected to have a high risk of transmission, as of April 4, 2020—in comparison to attempts to contain the disease around the world—responses from Vietnam are being seen as prompt and effective in protecting the interests of its citizens, (...) with 239 confirmed cases and no fatalities. This study analyzes the situation in terms of Vietnam’s policy response, social media and science journalism. A self-made web crawl engine was used to scan and collect official media news related to COVID-19 between the beginning of January and April 4, yielding a comprehensive dataset of 14,952 news items. The findings shed light on how Vietnam—despite being under-resourced—has demonstrated political readiness to combat the emerging pandemic since the earliest days. Timely communication on any developments of the outbreak from the government and the media, combined with up-to-date research on the new virus by the Vietnamese science community, have altogether provided reliable sources of information. By emphasizing the need for immediate and genuine cooperation between government, civil society and private individuals, the case study offers valuable lessons for other nations concerning not only the concurrent fight against the COVID-19 pandemic but also the overall responses to a public health crisis. Nowadays, the power systems are getting more and more complicated because of the delays introduced by the communication networks. The existence of the delays usually leads to the degradation and/or instability of power system performance. On account of this point, the traditional load frequency control approach for power system sketches a destabilizing impact and an unacceptable system performance. Therefore, this paper proposes a new LFC based on adaptive integral second-order sliding mode control approach for the large-scale power system with communication (...) delays. First, a new linear matrix inequality is derived to ensure the stability of whole power systems using Lyapunov stability theory. Second, an AISOSMC law is designed to ensure the finite time reachability of the system states. To the best of our knowledge, this is the first time the AISOSMC is designed for LFC of the LSPSwCD. In addition, the report of testing results presents that the suggested LFC based on AISOSMC can not only decrease effectively the frequency variation but also make successfully less in mount of power oscillation/fluctuation in tie-line exchange. Wildfires have become an increasing global threat to public health and quality of life. Many countries employ air quality monitoring and reporting systems to mitigate health risks associated with air pollution, including wildfire smoke. This study investigates the factors influencing individuals’ sensitivity to air quality information, specifically their likelihood of reducing or ceasing outdoor activities in response to air quality ratings, with a focus on wildfire smoke exposure in the western United States. Using the Bayesian Mindsponge Framework (BMF) analytics, the (...) study analyzed data from 2,237 participants in the Boise Metropolitan Area of Idaho and Boise State University. The findings reveal that women, older individuals, and those with higher educational levels are more likely to reduce outdoor activities at lower unhealthy AQI levels (the lowest being ‘good air quality,’ while the highest being ‘hazardous air quality’), while individuals with higher incomes are less responsive. Women and older adults, in particular, are even more likely to eliminate all outdoor activities. Additionally, individuals who perceive wildfire smoke as more severe than other natural disasters are more inclined to reduce or eliminate outdoor activities at lower unhealthy air quality levels. Experiences of wildfire smoke-related illness—either personally or within their households—further amplify this effect. These findings highlight the importance of localized, context-specific approaches to AQI dissemination and wildfire smoke risk communication to build resilience and safeguard public health in the face of escalating wildfire challenges driven by climate change. Parental influence plays a crucial role in shaping children’s behaviors. While several studies have examined parents’ roles in fostering children’s sustainable habits, they often treat parental influence as a single construct, overlooking the distinct roles of fathers and mothers, as well as the influence of cultural values and norms. This study explores the distinct roles of Chinese fathers and mothers in shaping children’s waste reusing and recycling behaviors. Using Bayesian Mindsponge Framework analytics, the study analyzed responses from 516 children and (...) their corresponding caregivers (either fathers or mothers) from 23 elementary summer schools across five major urban cities in China. The analysis revealed that mothers were central agents of influence, with their recycling behavior and mother-child engagement showing positive and highly reliable associations with children’s waste reusing and recycling practices. The impact of mothers’ recycling behaviors was further amplified by children’s frequency of perceiving their mother’s waste reusing and recycling actions. Meanwhile, fathers’ direct engagement and role modeling (when their actions were frequently perceived by their children) also positively influenced children’s behaviors. Still, these effects were less reliable than those of mothers. These findings suggest that policymakers and educators should design interventions that leverage mothers’ natural role as influencers while actively encouraging greater involvement from fathers in environmental education. Folklore has a critical role as a cultural transmitter, all the while being a socially accepted medium for the expressions of culturally contradicting wishes and conducts. In this study of Vietnamese folktales, through the use of Bayesian multilevel modeling and the Markov chain Monte Carlo technique, we offer empirical evidence for how the interplay between religious teachings (Confucianism, Buddhism, and Taoism) and deviant behaviors (lying and violence) could affect a folktale’s outcome. The findings indicate that characters who lie and/or commit (...) violent acts tend to have bad endings, as intuition would dictate, but when they are associated with any of the above Three Teachings, the final endings may vary. Positive outcomes are seen in cases where characters associated with Confucianism lie and characters associated with Buddhism act violently. The results supplement the worldwide literature on discrepancies between folklore and real-life conduct, as well as on the contradictory human behaviors vis-à-vis religious teachings. Overall, the study highlights the complexity of human decision-making, especially beyond the folklore realm. (shrink)

The digital era brings various benefits to adolescents. However, operating on the digital environment without sufficient knowledge and skills will expose them to multiple types of risks, especially in the country with low digital safety education rate like Vietnam. The current study examines factors that can contribute to cultivating adolescents’ digital resilience using the information-processing reasoning of the Mindsponge Theory. A UNESCO dataset of 1061 Vietnamese high school students was analyzed using the Bayesian Mindsponge Framework analytics. It is found that (...) adolescents’ daily Internet usage frequency, parents’ Internet safety guidance, and teachers’ safety guidance are positively associated with digital resilience. However, the effects of parents’ and teachers’ Internet safety guidance on digital resilience are conditional on the daily Internet usage frequency. Parents’ guidance only enhances adolescents’ digital resilience if they use the Internet less than four hours per day. In contrast, the positive effect of teachers’ guidance on adolescents’ digital resilience becomes stronger when the students spend more time on the Internet (more than 1 hour). Based on these findings, we suggest that adolescents can learn to minimize risks and protect themselves by exposing more to the digital environment. Parents’ and teachers’ supports are important in enhancing adolescents’ capability to deal with digital threats, but types of supports need to be carefully considered to avoid reverse impacts on adolescents’ resilience. For centuries, fiction—particularly fables—has seamlessly combined storytelling, moral lessons, and societal reflections to engage readers on both emotional and intellectual levels. Despite extensive research on the benefits of reading and the emotional responses it evokes, a critical gap remains in understanding what drives readers to form deep emotional connections with specific works. This study seeks to identify the characteristics of a book that foster such connections. Using Bayesian Mindsponge Framework analytics, we analyzed a dataset of 129 Amazon reviews of Wild (...) Wise Weird, a collection of 42 fables that intertwine traditional storytelling with contemporary sensibilities, offering life lessons, humor, and social commentary. Of these reviews, approximately 66% expressed love for the book. The findings reveal that readers who describe the book as unique, whimsical, quirky, or innovative are more likely to express affection for it. Similarly, readers who are drawn to the book’s illustrations and characters tend to form stronger emotional connections. The cultural richness and representativeness of the book also emerged as significant factors in fostering readers’ love. The book successfully captures and conveys the depth, charm, and moral essence of Vietnamese culture to a global audience. Readers have expressed heartfelt gratitude after engaging with the book, underscoring its success in fostering meaningful emotional connections. Thus, insights from this analysis offer actionable recommendations for stakeholders in the literary ecosystem, from authors and publishers to marketers, to enhance readers’ emotional attachment and commitment to books. United Nations’ Sustainable Development Goals 4 Quality Education has highlighted major challenges for all nations to ensure inclusive and equitable quality access to education, facilities for children, and young adults. The SDG4 is even more important for developing nations as receiving proper education or vocational training, especially in science and technology, means a foundational step in improving other aspects of their citizens’ lives. However, the extant scientific literature about STEM education still lacks focus on developing countries, even more so in (...) the rural area. Using a dataset of 4967 observations of junior high school students from a rural area in a transition economy, the article employs the Bayesian approach to identify the interaction between gender, socioeconomic status, and students’ STEM academic achievements. The results report gender has little association with STEM academic achievements; however, female students (αa_Sex[2] = 2.83) appear to have achieved better results than their male counterparts (αa_Sex[1] = 2.68). Families with better economic status, parents with a high level of education (βb(EduMot) = 0.07), or non-manual jobs (αa_SexPJ[4] = 3.25) are found to be correlated with better study results. On the contrary, students with zero (βb(OnlyChi) = -0.14) or more than two siblings (βb(NumberofChi) = -0.01) are correlated with lower study results compared to those with only one sibling. These results imply the importance of providing women with opportunities for better education. Policymakers should also consider maintaining family size so the parents can provide their resources to each child equally. (shrink)

This article explores the religious dimensions of Confucianism during the Ly-Tran dynasties (1009-1400 AD) in Vietnam, a period marked by significant sociopolitical and cultural transitions. Initially introduced as a moral and ethical philosophy from China, Confucianism underwent a complex process of localization, blending with indigenous Vietnamese beliefs and practices as well as Buddhism and Taoism. Through historical records, literary works, and ritual practices documented in “The Complete Annals of Đại Việt” and other classical texts, this study delves into how (...) Confucianism not only served as a guiding principle for governance, education, and social norms but also manifested religious aspects that influenced spiritual and religious life in Vietnam. The religious aspects of Confucianism during this era are evident in several key areas. Firstly, the concept of Heaven (Tian) and the Mandate of Heaven played a crucial role in legitimizing royal authority, with rulers and Confucian scholars frequently invoking divine will to justify political actions and social order. This sacralization of monarchy underpinned by Confucian ideals facilitated the integration of Confucianism into Vietnamese spiritual life. Secondly, the incorporation of Confucian rituals and practices, such as the Heaven Worship Ceremony (Tế Giao) and the veneration of Confucius and other sages at the Temple of Literature, highlights the religious dimensions of Confucian practice, emphasizing reverence, filial piety, and the moral obligations of rulers and subjects alike. Moreover, the article discusses how Confucianism interacted with and was influenced by Buddhism and Taoism, leading to a syncretic religious landscape in Vietnam. This interaction is illustrated through the blending of Confucian principles with Buddhist and Taoist ideals, affecting notions of kingship, governance, and the cosmological order. In conclusion, the religious aspect of Confucianism during the Ly-Tran dynasties significantly contributed to the shaping of Vietnamese identity, governance, and cultural heritage. By examining the religious dimensions of Confucianism, this article provides a more nuanced understanding of its role in Vietnamese society, highlighting the complex interplay between philosophy, religion, and politics in historical Vietnam. Geht es um die Frage, welche Faktoren zur Akzeptanz und Verbreitung von Verschwörungserzählungen beitragen, so verweist die Forschungsliteratur zur Erklärung oft auf sehr allgemeine Bedürfnisse, die in der Regel als anthropologische Gegebenheiten aufgefasst werden, wie etwa das Bedürfnis nach Sinngebung und Orientierung. Der vorliegende Artikel weist auf die möglichen Probleme einer anthropologischen Verkürzung der Sachlage bei solchen Erklärungsansätzen hin und formuliert einen genealogischen Ansatz, der es erlaubt, jene Bedürfnisse, die den Verschwörungsglauben begünstigen, als Resultat eines historisch voraussetzungsreichen Subjektivierungsprozesses zu begreifen. Zur Beschreibung jenes Prozesses werden in Auseinandersetzung mit Nietzsches Genealogie der Moral insbesondere die Motive des Ressentiments und der Schuld als Triebkräfte herangezogen, die insbesondere unter säkularen Bedingungen Projektionsweisen befördern, auf denen Verschwörungserzählungen beruhen. Qualitative validation consists in showing that a model is able to mimic available observed data. In population level biological models, the available data frequently represent a group status, such as pool testing, rather than the individual statuses. They are aggregated. Our objective was to explore an approach for qualitative validation of a model with aggregated data and to apply it to validate a stochastic model simulating the bovine viral-diarrhoea virus (BVDV) spread within a dairy cattle herd. Repeated measures of the (...) level of BVDV-specific antibodies in the bulk-tank milk (total milk production of a herd) were used to summarise the BVDV herd status. First, a domain of validation was defined to ensure a comparison restricted to dynamics of pathogen spread well identified among observed aggregated data (new herd infection with a wide BVDV spread). For simulations, scenarios were defined and simulation outputs at the individual animal level were aggregated at the herd level using an aggregation function. Comparison was done only for observed data and simulated aggregated outputs that were in the domain of validation. The validity of our BVDV model was not rejected. Drawbacks and ways of improvement of the approach are discussed. (shrink)

The purpose of this paper is to provide a model linking enforcement of institutional environment and reform of corporate governance of firms. It is argued that in the context of weak enforcement environment in transition economies, institutional factors in securities markets are effective in shifting corporate governance model of the privatised firms towards a market-based model that ensures a sustainable economic performance. The empirical study in the Vietnamese securities market supports this argument.

This article aims at conceptualising the notion of embarrassment as a negativistic figure of thought that takes the experience of one’s own non-sovereignty as a starting point and emphasises an engagement with situations of not-knowing. This consideration is clarified in discussion with the figure of Socrates or with the philosophical attitude of Socrates. Because the negativistic thrust of the conceptualisation undertaken is reminiscent of irony, the paper then addresses the question of what distinguishes embarrassment understood as a figure of thought (...) from irony. For this purpose, Kierkegaard’s reading of Socratic irony is drawn upon. It is shown that irony is inherently a negativism, which in the last consequence aims at a retention of rights; but this is exactly what embarrassment avoids, because, as the article shows, it is not a negativism of strength, but of weakness. This paper investigates whether the impact of PCAOB Rule 3211 on the quality and cost of audit services differs between female and male audit partners. We find that the improvement of audit quality is more pronounced for female audit partners than male partners after Rule 3211 adoption. Female audit partners are also associated with higher increases in fees and report lags than male counterparts after the adoption of Rule 3211. Further, we find that the presence of female CFOs attenuate the (...) audit fees and report lag increases in the post-adoption periods. Overall, our findings confirm the importance of the gender effect on audit outcomes, which needs further consideration by standard setters. Our study also provides empirical evidence of the benefits of gender equality in the workplace. (shrink)

Somados a esses atributos, destaca-se o fato de ele ter sido um pensador que transmitiu à humanidade numerosos conceitos perspicazes, dentre os quais a doutrina da "retificação de nomes" (正名 - zhèng míng). Esta doutrina, que tem caráter profundo, abrangente e metódico, procura resgatar a sociedade de um estado de caos para um estado (...) de ordem através da aplicação dos princípios da governabilidade benigna e através das virtudes. Nos tempos atuais, teríamos grandes ganhos humanos se conseguíssemos enxergar para além das suas falhas e encampar seus valores. Passado o tempo, nota-se que o pensamento de Confúcio sobre a rectificação de nomes ainda ostenta sua importância e serve como uma lição útil no avanço do desenvolvimento nacional das gentes. Vietnam has seen fast-rising debts, both domestic and external, in recent years. This paperreviews the literature on credit market in Vietnam, providing an up-to-date take on the domesticlending and borrowing landscape. The study highlights the strong demand for credit in both therural and urban areas, the ubiquity of informal lenders, the recent popularity of consumer financecompanies, as well as the government’s attempts to rein in its swelling public debt. Given thehigh level of borrowing, which is fueled by consumerism and geopolitics, (...) it is inevitable that theamount of debt will soon be higher than the saving of the borrowers. Unlike the conventional wisdom that creditors have more bargaining power over the borrowers, we suggest that—albeitlacking a quantitative estimation—when the debts pile up so high that the borrowers could not repay, the power dynamics may reverse. In this new politics of debt, the lenders fear to lose the money's worth and continue to lend and feed the insolvent debtors. The result is a toxic lending/borrowing market and profound lessons, from which the developing world could learn. (shrink)

Alongside the immense potential of artificial intelligence (AI) are new (...) security loopholes and more complex information security risks. As society is still trying to transition to a new phase to adapt to technological changes, the AI revolution continues to unfold, necessitating a reconsideration of the trajectory of societal transformation as it could exacerbate the aforementioned information security risks. Specifically, how should society evolve to keep pace with the transformative impact of the current AI technology wave? Climate change has become one of the most pressing problems that can threaten the existence and development of humans around the globe. Almost all climate scientists have agreed that climate change is happening and is caused mainly by greenhouse gas emissions induced by anthropogenic activities. However, some groups still deny this fact or do not believe that climate change results from human activities. In this essay I argue that Christian political participation as envisioned by those I term “Augustinian democrats”—a group of Protestant ethicists following a path cleared by Jeffrey Stout’s 2004 Democracy and Tradition—is founded upon an elegantly rendered political ontology, but leaves incomplete a description of the practical task and place of the church. My contention is that this incompletely developed practical task is not accidental to the manner in which these Augustinians complete the speculative, ontological task. The completion of the (...) speculative task combined with the incompletion of the practical task, I conclude, nevertheless results in a hybrid and especially interesting picture of personhood that points to an understanding of Protestantism as the attempt to recover human individuality within Christianity. We present our method for tackling a legal case retrieval task by introducing our method of encoding documents by summarizing them into continuous vector space via our phrase scoring framework utilizing deep neural networks. On the other hand, we explore the benefits from combining lexical features and latent features generated with neural networks. Our experiments show that lexical features and latent features generated with neural networks complement each other to improve the retrieval system performance. Furthermore, our experimental results suggest the (...) importance of case summarization in different aspects: using provided summaries and performing encoded summarization. This study investigates the effect of each component of CEO compensation, including cash-based component (salary and bonus), equity-based component (stock grant and stock option), and other perks on disclosure of corporate social responsibility (CSR) information of global firms. The study uses 2SLS IV estimation method and a sample of 580 US-based firms in a seven-year period. The study finds that equity-based remuneration has a significant and positive impact on a firm's CSR disclosure while CEO salary, bonus, and other perquisites have (...) significant detrimental effects on CSR disclosure. The paper indicates that a CEO's motivation for CSR reporting might arise from stock grant and option; meanwhile, salary, bonus and other perks could demotivate the CEO in this regard. Our findings offer insight into designing CEO compensation packages to meet shareholders' interests and stakeholders' expectations for a sustainable business. (shrink)
