Back in October 2015 I had the opportunity to chair the book launch for all three works discussed in this review essay. At the event, Shirley Anne Tate said, “Black feminist theory is the theory”. The comment referred to how it is not ‘just’ that Black feminist theory is typically marginalised within institutional contexts and academic scholarship, ‘even’ within critical, feminist and poststructural work, but also to highlight the capacity of Black feminist scholarship to unpick and destabilise the known and (...) knowable in ways that are profoundly ontological, and which offer potential routes to meaningful social change through the hard task of working across difference. The three books reviewed here by Shirley Anne Tate, Suryia Nayak and Shona Hunter are theoretically rich and complex in breadth, scope and range, drawing on extensive Black feminist scholarship, as well as critical race, critical feminist, psychosocial, psychoanalytic, postcolonial, decolonial and poststructural approaches. Each book is embedded in everyday practices and social processes, offering multi-layered movement across different spatial-social and affective scales in ways that allow ‘big’ insights to emerge from the locatedness and particularity of human experience. They are reviewed in turn and some concluding comments identify important commonalities across the texts. (shrink)

Can we deploy creative practices to critically address the fatal interlocking of global surveillance technologies, neo-colonial expansionism, environmental degradation and the lethal threat of drone warfare? Throughout the following conversation, Shona Illingworth and Anthony Downey examine these and other questions in relation to the recent publication of Topologies of Air (Sternberg Press and The Power Plant, 2022). Edited by Downey, the book includes discussion and documentation of two major bodies of work by Illingworth, including Topologies of Air (2021) and (...) Lesions in the Landscape (2015), alongside an extended series of essays that analyse the psychological and environmental impact of military, industrial and corporate transformations of airspace and outer space. Employing interdisciplinary research and collaborative processes, Illingworth’s practice, as detailed in the discussion below, uses creative methodologies to visualize and interrogate this proliferating exploitation of airspace. The conversation between Illingworth and Downey also outlines the work of the Airspace Tribunal, an ongoing series of public hearings that brings together diverse disciplines, methodologies, knowledge and lived experiences to propose a new human right that will counter the colonization of the sky and, in time, protect individuals, communities and ecologies from ever-increasing threats from above. IntroductionInternational sharing of health data opens the door to the study of the so-called ‘Big Data’, which holds great promise for improving patient-centred care. Failure of recent data sharing initiatives indicates an urgent need to invest in societal trust in researchers and institutions. Key to an informed understanding of such a ‘social license’ is identifying the views patients and the public may hold with regard to data sharing for health research.MethodsWe performed a narrative review of the empirical evidence addressing patients’ (...) and public views and attitudes towards the use of health data for research purposes. The literature databases PubMed, Embase, Scopus and Google Scholar were searched in April 2019 to identify relevant publications. Patients’ and public attitudes were extracted from selected references and thematically categorised.ResultsTwenty-seven papers were included for review, including both qualitative and quantitative studies and systematic reviews. Results suggest widespread—though conditional—support among patients and the public for data sharing for health research. Despite the fact that participants recognise actual or potential benefits of data research, they expressed concerns about breaches of confidentiality and potential abuses of the data. Studies showed agreement on the following conditions: value, privacy, risk minimisation, data security, transparency, control, information, trust, responsibility and accountability.ConclusionsOur results indicate that a social license for data-intensive health research cannot simply be presumed. To strengthen the social license, identified conditions ought to be operationalised in a governance framework that incorporates the diverse patient and public values, needs and interests. (shrink)

Pragmatic trials aim to directly inform health care decision-making through the collection of so-called ‘real world data’ from observations of comparative treatment effects in clinical practice. In order to ensure the applicability and feasibility of a pragmatic trial, design features may be necessary that deviate from standard research ethics requirements. Examples are traditional requirements to seek written informed consent and to perform extensive data and safety monitoring. Proposals for deviations from standard research ethics practice have resulted in controversy about their (...) ethical acceptability. One of the justifications for altered procedures is the allegedly high social value of pragmatic trials. In order to properly operationalize the concept in the ethical assessment of pragmatic trial designs, specification is warranted. We identified three determinants from common claims about a pragmatic trial's social value: the extent to which the research question has real world relevance, the trial design's ability to generate a real world answer and the probability of direct uptake of the results by decision-makers in practice. Subsequently, we discuss how these determinants should be applied to the practice of pragmatic trials, and to what extent they might be applicable to explanatory trials. (shrink)

Large-scale linkage of international clinical datasets could lead to unique insights into disease aetiology and facilitate treatment evaluation and drug development. Hereto, multi-stakeholder consortia are currently designing several disease-specific translational research platforms to enable international health data sharing. Despite the recent adoption of the EU General Data Protection Regulation, the procedures for how to govern responsible data sharing in such projects are not at all spelled out yet. In search of a first, basic outline of an ethical governance framework, we (...) set out to explore relevant ethical principles and norms. We performed a systematic review of literature and ethical guidelines for principles and norms pertaining to data sharing for international health research. We observed an abundance of principles and norms with considerable convergence at the aggregate level of four overarching themes: societal benefits and value; distribution of risks, benefits and burdens; respect for individuals and groups; and public trust and engagement. However, at the level of principles and norms we identified substantial variation in the phrasing and level of detail, the number and content of norms considered necessary to protect a principle, and the contextual approaches in which principles and norms are used. While providing some helpful leads for further work on a coherent governance framework for data sharing, the current collection of principles and norms prompts important questions about how to streamline terminology regarding de-identification and how to harmonise the identified principles and norms into a coherent governance framework that promotes data sharing while securing public trust. Purpose – The purpose of this study is to explore Australian public and stakeholders views towards the regulation of the Internet and its content. The federal government called for submissions addressing their proposal, and this paper analyses these submissions for themes and provides clarity as to the Australian public and stakeholders key concerns in regards to the proposed policy. Design/methodology/approach – The paper uses a qualitative approach to analyse the public consultations to the Australian Federal Government. These documents are coded (...) and analysed to determine negative and positive viewpoints. Findings – The research has shown, based upon the analysis of the consultation, that there was no public support for any of the measures put forward, that the Australian Federal Government in its response has not recognised this public feedback and instead has only utilised some of the qualitative feedback obtained through the public consultation process to try to justify its case to proceed with its proposals. Research limitations/implications – The study is focussed on Australia. Practical implications – The paper analyses a proposed national approach to filtering the content of the Internet and discussed the public reaction to such an approach. Social implications – The paper looks at how different parts of Australian society view Internet filtering in a positive or negative manner. Originality/value – The only study that directly looks at the viewpoint of the Australian public. (shrink)

Working retrospectively in an uncertain field of knowledge, physicians are engaged in an interpretive practice that is guided by couterweighted, competing, sometimes paradoxical maxims. When you hear hoofbeats, don't think zebras, is the chief of these, the epitome of medicine's practical wisdom, its hermeneutic rule. The accumulated and contradictory wisdom distilled in clinical maxims arises necessarily from the case-based nature of medical practice and the narrative rationality that good practice requires. That these maxims all have their opposites enforces in students (...) and physicians a practical skepticism that encourages them to question their expectations, interrupt patterns, and adjust to new developments as a case unfolds. Yet medicine resolutely ignores both the maxims and the tension between the practical reasoning they represent and the claim that medicine is a science. Indeed, resolute epistemological naivete is part of medicine's accommodation to uncertainty; counterweighted, competing, apparently paradoxical (but always situational) rules enable physicians simultaneously to express and to ignore the practical reason that characterizes their practice. This article develops an interdisciplinary theoretical method for assessing the environmental values articulated and practised by dispersive or ‘mobile’ film production practices, aiming toward applicable strategies to make media practices more environmentally conscientious and sustainable. Providing a social and environmental study of the local relational values, political economy and ecosystem ramifications of runaway productions and film incentive programmes, this study draws on contemporary international green production practices as entryways into environmentally positive film industry change. Offering an overview of the potential (...) use of a relational values approach to media production cultures, the essay uses two opposing models (the Michigan film incentive and the underwater cinematography culture of South Florida) in order to assess the political dynamics, social consequences and environmental threats of Hollywood's mobile practices – as well as their potential as sites, beyond Hollywood, to converge environmental values with local media culture. Widescopism, as I call it, holds that names are synonymous with descriptions that are required to take wide scope over modal adverbs. Scott Soames has recently argued that Widescopism is false. He identifies an argument that is valid but which, he claims, a defender of Widescopism must say has true premises and a false conclusion. I argue, first, that a defender of Widescopism need not in fact say that the target arguments conclusion is false. Soames argument that she must confuses, (...) I claim, modal adverbs and modal predicates. I then argue that even if she did reject the conclusion, she could nonetheless hold that the target arguments first premise is ambiguous as between a true reading, on which the argument is invalid, and a false reading, on which the argument is valid. I conclude that Soames argument against Widescopism fails. (shrink)

In their development of causal decision theory, Allan Gibbard and William Harper advocate a particular method for calculating the expected utility of an action, a method based upon the probabilities of certain counterfactuals. Gibbard and Harper then employ their method to support a two-box solution to Newcomb’s paradox. This paper argues against some of Gibbard and Harper’s key claims concerning the truth-values and probabilities of counterfactuals involved in expected utility calculations, thereby disputing their analysis of Newcomb’s Paradox. If we are (...) right, then Gibbard and Harper’s method of calculating expected utility does not adequately represent rational choice. (shrink)

Whether there is a general moral obligation to obey the law, often referred to as ‘political obligation’, is an enduring question in contemporary legal and political philosophy. Theories are continually being formulated, criticized, and reformulated as theorists attempt to settle this issue. However, there yet remains no general consensus as to whether any theory successfully answers this question in either the affirmative or the negative. I propose the legal doctrine of quasi-contract as a candidate for making sense of this persistent (...) issue. While the duty to reciprocate and the principle of reasonable expectations each falls short when independently advanced as a theory of political obligation, quasi-contract, which combines reciprocity, reasonable expectations, and additional moral considerations, is able to establish a satisfactory account of political obligation. In this essay, I draw out some implications of a position called “Wittgensteinian Quasi-Fideism” for the theory and practice of interreligious communication. After setting out the main tenets of that position, I articulate what its theoretical and practical implications in this area would be if it were true. I thereby sketch a new, Wittgensteinian model of interreligious communication, concluding with a number of suggestions as to some points of focus for further work in this area.

This paper examines the debate that has arisen in connection with J. L. Schellenberg's work on divine hiddenness. It singles out as especially deserving of attention Paul Moser's proposal that the debate distinguish more clearly between classical theism and Hebraic theisms. This worthwhile proposal, I argue, will be unlikely to exert its full potential influence upon the debate unless certain features of Christian incarnation belief are recognized and addressed in connection with it.

In this article, we explore various arguments against the traditional distinction between episodic and semantic memory based on the metaphysical phenomenon of transitional gradation. Transitional gradation occurs when two candidate kinds A and B grade into one another along a continuum according to their characteristic properties. We review two kinds of arguments—from the gradual semanticization of episodic memories as they are consolidated, and from the composition of episodic memories during storage and recall from semantic memories—that predict the proliferation of such (...) transitional forms. We further explain why the distinction cannot be saved from the challenges of transitional gradation by appealing to distinct underlying memory structures and applying our perspective to the impasse over research into ‘episodic-like’ memory in non-human animals. On the whole, we recommend replacing the distinction with a dynamic life cycle of memory in which a variety of transitional forms will proliferate, and illustrate the utility of this perspective by tying together recent trends in animal episodic memory research and recommending productive future directions.
