We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. The theme of the third annual Spring workshop of the HUPO-PSI was proteomics and beyond and its underlying goal was to reach beyond the boundaries of the proteomics community to interact with groups working on the similar issues of developing interchange standards and minimal reporting requirements. Significant developments in many of the HUPO-PSI XML interchange formats, minimal reporting requirements and accompanying controlled vocabularies were reported, with many of these now feeding into the broader efforts of the Functional Genomics Experiment data (...) model and Functional Genomics Ontology ontologies. Motivational and emotional changes across adulthood have a profound impact on cognition. In this registered report, we conducted an experimental investigation of motivational influence on remembering intentions after a delay (prospective memory; PM) in younger, middle-aged, and older adults, using gain- and loss-framing manipulations. The present study examined for the first time whether motivational framing in a PM task has different effects on younger and older adults’ PM performance (N = 180; age range: 18–85 years) in a controlled laboratory setting. Based on lifespan theories of motivation, we assumed that the prevention of losses becomes more relevant with increasing age: We expected that older adults show relatively higher PM performance in a task with loss-related consequences following PM failure than in a task in which successful PM leads to gains. The opposite pattern of performance was expected for younger adults. The findings suggest that the relevance of reward and positive gain-related consequences for successful remembering appears to decrease with age. As hypothesised, a motivational framing × age interaction indicated that age differences in memory performance were smaller with loss-related than gain-related consequences, supporting a loss-prevention view on motivated cognition. Between 1960 and 1999, it was quite common for philosophers to rely almost completely on a priori methods to advance their arguments ; in a recent study by Knobe, the majority of papers sampled from this period used strictly a priori methods. In contrast, in the last decade and a half, many philosophers' strategy for making progress on philosophical questions has changed. Philosophers are now relying more heavily on empirical data—including running their own observational and experimental studies—in order to support (...) their arguments. Without a doubt, part of this shift was due to the rise of experimental philosophy – roughly a methodological approach to addressing philosophical questions wherein the researcher uses psychological methods to investigate the parameters that affect the deployment of philosophically significant concepts. This dissertation raises methodological problems with work in experimental philosophy and then proposes solutions to these problems. My focus in this dissertation is on two subfields in philosophy – epistemology and moral psychology – both of which have witnessed increased uses of psychological methods to investigate philosophical questions. The current Medicare prospective payment system has many positive incentives for hospitals to control costs. Hospitals are increasing outpatient surgery, decreasing admissions, decreasing length of stay, and decreasing use of ancillary services. These are just the effects that Congress and the Health Care Financing Administration hoped for to save the Medicare trust fund. However, there has been evidence of some adverse outcomes including premature discharge, “dumping” sicker patients and patients without insurance, and adverse impact on hospitals with specialty centers. A brief poll of my scientific colleagues confirmed that, to a person, they regard addiction as a disease, whereas most non-science acquaintances consider it to be a failure of willpower. Reconciliation of these polarized views seems difficult and rather than finding a middle path, such as suggested by Foddy and Savulescu. I am an entrenched supporter of the view that addiction can be a disease. I first should declare my position as a card-carrying biologist, holding the view that behavior emanates (...) from the brain and, accordingly, that behavior and emotions result from brain function. This brain function also produces addiction and related behaviors, whereas Foddy and Savulescu seem to credit humans with a greater capacity to choose than biological evidence suggests. The second problem relates to definitions of disease: I argue that there are at least three ways addiction might be considered a disease. 1.? ? ? Addiction is a disease because it results in pathology. For example, hypertension is a disease. Hypertension per se does not cause dysfunction, but leads to pathologically definable conditions such as stroke and myocardial infarction. Smoking, like hypertension, can result in pathologies such as emphysema and cancer. The problem is not smoking per se, or even addiction to nicotine, rather it is the consequent diseases caused by tobacco. Nevertheless, if hypertension is a disease, so is smoking. The question of “choosing‘ to persist with smoking has no bearing on whether it is disease. Whether a person chooses to care for their hypertension or ignore it does not alter the fact that they have hypertension; it is still a disease and it will still harm them. Whether addiction affects the capacity to choose is not relevant because it does not alter the fact that smoking causes pathology and hence is a disease. 2.? ? ? The treatise known as book Lambda of Aristotle’s Metaphysics has become one of the most debated issues of recent scholarship. Aristotle adresses here fundamental questions of his theory of substance, his idea of causes and principles, and his concept of motions. Furthermore, the importance of the text is due to the fact that it contains an outline of what was traditionally understood as Aristotle’s theology.

This paper maintains that, for all his ethical interests, his philosophical and theological essays, political treatises and linguistic studies, Dante was primarily a poet; a poet who, moreover, believed that poetry could change the world, and that the Comedy must be read, first, as a poem. This is not a trivial point, because the Comedy remains a text that is endlessly fascinating to philosophers and theologians as well as moralists who read it for its philosophy, theology and ethics and who (...) sometimes fail to see that a poet's imagination, even one as egregiously rational as Dante's, is synthetic rather than analytic. This paper offers an examination of the moral universe of the Comedy, paying particular attention to his presentation of the virtues. It endeavours to show how Dante's entry into the moral universe is by way of beauty through the operation of love, and considers how, for Dante, the inevitability of beauty, when properly understood, opens out on to truth and goodness, which, in turn, fold back upon beauty as the Beatific Vision is reached. Werner Jaeger (1888–1961) was at his time the most brilliant and the most influential German classicist. His most important project was a tripartite study that he finally published under the title of Paideia. Die Formung des griechischen Menschen (1933–1947). Paideia was much more than a detailed scholarly book on pedagogy in the ancient world. It was an attempt to interpret the history of ancient thought—from Homeric epics to Attic tragedy and Platonic philosophy—as rooted in the intention to educate (or rather (...) to ‘form’) human beings. And it was the attempt to contribute to a contemporary German movement called ‘Third Humanism’. In this article, I give a critical overview of this work, its strengths and its shortcomings. (shrink)

In his classic paper on social costs, social scientist R. H. Coase has argued that in a world without transaction costs in the "buying and selling," of social benefits and damages, resource allocation would be unaffected by a change in the apportioning of liabilities. That is, whether or not a social nuisance-causer must pay damages to those to whom he is a nuisance, will not, in an efficient economy with no transaction costs, have any effect on resource allocation. In this (...) paper, the author intends to show that there is a certain class of nuisances that are not amenable to Coasean solutions even if one grants Coase 's intuitive notions of prudence and rationality, it is considered these situations only in the short term, and considerations of equity are ignored. This class of nuisances comprises certain of those instances in which the interests of a tenant are not identical with those of his landlord. In lieu of an abstract, here is a brief excerpt of the content:Journal of the History of Ideas 63.2 (2002) 303-321 [Access article in PDF] "The Peak on Which Abraham Stands": The Pregnant Moment of Søren Kierkegaard's Fear and Trembling Lasse Horne Kjaeldgaard When Søren Kierkegaard in the 1840s began his one-man crusade against the predominant philosophy of his time and place—the right Hegelianism that was en vogue among his contemporaries in Copenhagen—he chose his weapons with great circumspection. The indirect (...) form of communication, which he later advocated in more direct terms in his "Point of View," 1 was not only a maieutic means that helped the reader conceive of the latent and strictly private messages of the texts; it was also a strategy for Kierkegaard's undercover assaults on the Hegelian turn of the Geistesleben around him. By interweaving many of the Hegelian platitudes and self-confident pronouncements that circulated in the intellectual life of the day into the pseudonymous writings, Kierkegaard contested them with parody rather than argumentation. This is the local background against which these texts are structured and to which they are addressed in multiple and very subtle ways. That also goes for that of the pseudonymous writings which has become the best known but which may also be regarded as the most private and most secretive of them all, Fear and Trembling, published pseudonymously in 1843.Secrecy, silence, and unspeakable messages are abundantly thematized in Fear and Trembling, as one could expect from the name of the narrator, Johannes de Silentio. Silentio is a prominent member of the choir of pseudonymous figures Kierkegaard invented to communicate indirectly with his audience and in [End Page 303] the name of which he published his most celebrated works. The silence that Silentio speaks of is that of Abraham of the Old Testament, who was commanded by God to sacrifice his only son on Mount Moriah. Although Genesis 22 includes fragments of the dialogue between Abraham and Isaac on their way to the mountain, Silentio insists that Abraham remained silent on the essential issue: the command he acts upon. The unmediated message Abraham had received from God could not be conveyed, and he was therefore barred from communication and bereft of his community as he journeyed to the Mountain. Yet Silentio's discourse upon this silence in Fear and Trembling has given impetus to innumerable pages of commentary. The questions and answers he poses in his reflections upon Abraham's ordeal have called for critical attention and controversy since the time of its publication. His obsession with the biblical narrative certainly seems to have been passed on to many readers of Fear and Trembling, which, a recent commentator has remarked, "continues to haunt us like no other of [Kierkegaard's] writings." 2 So far, it would seem, then, that Kierkegaard was right when he predicted, in an undated journal entry, that "Fear and Trembling will be enough to immortalise my name." It has indeed been "read and translated into foreign languages," as he foresaw it would. 3Even so, what has passed unnoticed in its long history of reception is the significance of the titles that the manuscript text bore before it came to be called Fear and Trembling. On the title page the definitive appellation is placed together with two alternatives with less suggestion of pathos: "Movements and Postures" (Bevægelser og Stillinger) and "Between-each-other" (Mellemhver-andre). 4 Not much can be discerned from these unpeculiar phrases in isolation. Fourteen healthy children (13.8±2.2 years, range 10 to 16; M:F=5:9) received 30 Hz intermittent theta burst transcranial magnetic stimulation (iTBS) with a stimulation intensity of 70% of resting motor threshold (RMT) with a total of 300 (iTBS300) pulses. All volunteers were free of neurologic, psychiatric and serious medical illnesses, not taking any neuropsychiatric medications, and did not have any contraindications to Transcranial Magnetic Stimulation. Changes in the mean amplitudes of motor-evoked potentials from baseline following iTBS were expressed as a ratio (...) and assessed from 1 to 10 minutes (BLOCK1) and 1 to 30 minutes (BLOCK2) using repeated-measures analysis of variance. All 14 subjects completed iTBS300 over the dominant primary motor cortex (M1) without any clinically reported adverse events. ITBS300 produced significant M1 facilitation (F5,65=3.165, p=0.01) at BLOCK1 and trend level M1 facilitation at BLOCK2 (F10,129=1.69, p=0.089). Although iTBS300 (stimulation duration of 92 seconds at 70% RMT) delivered over M1 in typically developed children was well-tolerated and produced on average significant facilitatory changes in cortical excitability, the post-iTBS300 neurophysiologic response was variable in our small sample. ITBS300-induced changes may represent a potential neuroplastic biomarker in healthy children and those with neuro-genetic or neuro-psychiatric disorders. However, a larger sample size is needed to address safety and concerns of response variability. (shrink)

Considering his status as the best fighter on the Trojan side, Hector’s flight in “Iliad” 22.131-7 is unexpected and surprising, even though Hector is never overtly reproached for his reaction. This article proposes a psychological explanation for Hector’s behaviour, drawing on recent insights concerning combat stress reaction (CSR) and post-traumatic stress disorder (PTSD): Hector does not flee from fear of death, but from the “Wind of Hate”, i. e. the terror felt when confronted with direct and personal aggression. An examination (...) of the actions of Achilles in the “Iliad” supports this conclusion, for Achilles exhibits behaviour which would qualify for a diagnosis of antisocial personality disorder. The intense personal hatred of Achilles is sufficient to shock Hector into flight, even if he ultimately recovers and heroically faces Achilles in battle. Thus, the scene bears testimony to the “Iliad”’s understanding of the universal human experiences of warfare and aggression. (shrink)

Trenton Merricks has recently argued that substance dualist accounts of embodiment and humanness do not cohere well with the Incarnation. He has also claimed that physicalism about human persons avoids this problem, which should lead Christians to be physicalists. In this paper, I argue that there are plausible dualist accounts of embodiment and humanness that avoid his objections. Furthermore, I argue that physicalism is inconsistent with the Incarnation.

South Africa has the highest rate of foetal alcohol syndrome (FAS) in the world. The problem of alcohol abuse in pregnancy has very deep historical roots that are intertwined with the injustices of both apartheid and pre-apartheid colonialism. Much of the research that is being done in these communities is focused on identifying the epidemiological variables associated with these patterns of alcohol abuse. The underlying reasons as to why these patterns continue seem to remain largely obscured from view. In this (...) article, I apply the theory proposed by Powers and Faden of social justice as a ‘moral foundation for public health and health policy’ to the problem of FAS in South Africa. The objective of this application is two-fold: first, to critically explore the additional insights and alternative perspectives to the problem of FAS that this approach may provide and second, to assess the utility of the theory when applied directly to a specific public health problem. I conclude by noting that although this approach could result in the kind of ‘public health scope creep’ that has been criticized by various authors, it does provide fresh insights to the problem of FAS in South Africa. On July 2021, the UK High Court of Justice heard the Case CO/2066/2020 on the application of Heidi Crowter who lives with Down’s syndrome, and Máire Lea-Wilson whose son Aidan has Down’s syndrome. Crowter and Lea-Wilson, with the support of the disability rights campaign, ‘Don’t Screen Us Out’, have been taking legal action against the Secretary of State for Health and Social Care (the UK Government) for a review of the 1967 Abortion Act: the removal of section 1(1)(d) making termination (...) of pregnancy lawful for ‘severe’ fetal indications detected after 24 weeks' gestation. On 23 September 2021, the High Court dismissed the claim. This action came at a time when non-invasive prenatal testing (NIPT) was introduced into the NHS England Fetal Anomaly Screening Programme for the trisomies 21, 13 and 18. The implementation of NIPT has been heavily criticised, in particular by ‘Don’t Screen Us Out’ campaigners, for increasing fetal selection and discrimination of people living with disabilities. The case of Crowter and Lea-Wilson echoes debates in other European countries such as in France and Germany, where the introduction of NIPT in the public healthcare system has provoked equally vehement public reactions and discussions. The comparison between these three countries allows contextualising the public discourses around NIPT and the ground for termination of pregnancy in relation to different socio-cultural and political contexts. We examine how each country, and particularly England, deals with the conflict between the principles of promoting the rights of people living with disabilities and preserving women’s reproductive autonomy. In this essay, it is argued that Leibniz’s theodicy is even stronger than it might first appear, but only if we also take into account his super-essentialism, the view that every property of a substance is essential to it, and theory of compossibility, the notion that possible worlds are intrinsically possible just in case they are compossible—that is, they are internally consistent. After describing how we should understand these principles in Leibniz’s thought, I argue that although there are obvious cases (...) of evil in the best of all possible worlds, if such cases of evil did not occur, then the overall goodness of the actual world be diminished. Due to the unique nature of his solution to the problem of evil, Leibniz remains an important interlocutor even today in metaphysics, theology, and philosophy of religion. (shrink)

The protagonist of the wildly popular recent video game, The Last of Us, makes a difficult decision at the end of the game by refusing to sacrifice his surrogate daughter so that scientists could try to find a cure for a disease that has devastated humanity for decades. I will take seriously The Last of Us as a piece of moral philosophy and argue that Joel has been interpreted as a villain primarily because many understand morality in terms of a (...) consequentialist or deontological framework. On those frameworks, Joel could be interpreted as a villain because he is not acting in a way that maximizes the good on the one hand or not acting in a way consistent with the universal moral law on the other. Against this interpretation, I argue that Joel’s actions are morally justified based on a view articulated here called teleological particularism. On this view, an agent is morally justified in their actions if and only if the action is in conformity with a role they occupy. It is teleological because it demands that we consider the roles, goals, and purposes of each individual, and it is particularist because it recognizes that those very roles, goals, and purposes can change from subject to subject, time to time, and culture to culture. The role of “father” demands that he protect and provide for the child, and that the father helps the child become autonomous. Joel’s role then demands that he put his child’s interests even above the interests of the rest of humanity, even if those interests are absolutely dire. According to teleological particularism then, Joel is not a villain and his actions in defense of Ellie are permissible. (shrink)

In the modern age, the political secret has acquired a bad reputation. With modern democracy’s ideal of transparency, political secrecy is identified with political crime or corruption. The article argues that this repression of secrecy in modern democracies falls short of a substantial understanding of the structure and workings of political secrecy. By outlining a genealogy of political secrecy, it elucidates the logic as well as the blind spots of a current culture of secrecy. It focuses on two fundamental logics (...) of secrecy, deduced from the Latin terms ‘ arcanum’ and ‘ secretum’. Whereas the logic of arcanum regards secrecy as a legitimate dimension of government, a modern logic of secretum is marked by an inextricable dialectics between the withdrawal and communication of knowledge, between secrecy and publicity. Here, the secret is not so much a piece of withheld knowledge as a ‘secrecy effect’ that binds the realm of secrecy to the public sphere by a dialectics of permanent suspicion and scandal. Instead of falling into the trap of this ‘secrecy effect’ it is worth taking a closer look at the tradition of thought on the arcana imperii, from Tacitus to early modern doctrines of raison d’état to Carl Schmitt. What this tradition deals with is the functionality of secrecy and its complicated relation to the law. The arcana tradition elaborates the crucial point of secrecy: its potential, but also its profound ambivalence. Secrecy opens up a discretionary space of action exempt from the rule of law, and, according to Carl Schmitt, ignores the law so as to allow it to become effective. Secrecy serves to protect and stabilize the state, but at the same time it opens a space of exception from the rule of law that breeds violence, corruption and oppression. Instead of seeing secrecy as the opposite of a political culture of transparency, it is more productive to regard secrecy as transparency's complement – a counterpart, however, that is marked by the profound paradox of being both a consolidation of and a threat to democracy. It is crucial to understand how it has come about, where its antagonistic worldview, its nativism, its illiberalism and its anti-pluralism will take us, and how we should seek to fend off this threat to liberal democracy. In particular, what could liberal answers look like? -/- This book is a collection of essays written by young and senior scholars in various fields from philosophy to economics. Part I explores populism’s nature and (...) causes, shedding light on the lure of sovereignty, the perceived representation gap and the process of radicalization, and human psychology. Part II is dedicated to observations inside the political arena, pitting liberalism and populism in a historical perspective, analyzing the risk of democratic backsliding, and asking how liberals should navigate the political need to make compromises. In Part III, the focus turns to liberal responses such as rules-based public deliberation, a liberal ethics attending to civic virtues, improved representation through the blockchain, and polycentric migration policies. The sociolinguistic spotlight has focused on the history, extent, and implications of the prescriptively sanctioned use of man and he for sex-neutral reference—he/man language in Martyna ’s term. Bare singular and simple indefinite man in exemplify this use, while the bare singulars in yield the male-specific meaning exhibited by the man or that man.

Moral psychologists have shown that people’s past moral experiences can affect their subsequent moral decisions. One prominent finding in this line of research is that when people make a judgment about the Trolley dilemma after considering the Footbridge dilemma, they are significantly less likely to decide it is acceptable to redirect a train to save five people. Additionally, this ordering effect is asymmetrical, as making a judgment about the Trolley dilemma has little to no effect on people’s judgments about the (...) Footbridge dilemma. We argue that this asymmetry is the result of a difference in how each dilemma affects people’s beliefs about the importance of saving lives. In two experiments, we show that considering the Footbridge dilemma disconfirms these beliefs, while considering the Trolley dilemma does not significantly affect them. Consistent with predictions of sequential learning models, our findings offer a clear and parsimonious account of the asymmetry in the ordering effect. (shrink)

Background In the UK, the solidaristic character of the NHS makes it one of the most trusted public institutions. In recent years, the introduction of data-driven technologies in healthcare has opened up the space for collaborations with private digital companies seeking access to patient data. However, these collaborations appear to challenge the public’s trust in the. Main text In this paper we explore how the opening of the healthcare sector to private digital companies challenges the existing social contract and the (...) NHS’s solidaristic character, and impacts on public trust. We start by critically discussing different examples of partnerships between the NHS and private companies that collect and use data. We then analyse the relationship between trust and solidarity, and investigate how this relationship changes in the context of digital companies entering the healthcare system. Finally, we show ways for the NHS to maintain public trust by putting in place a solidarity grounded partnership model with companies seeking to access patient data. Such a model would need to serve collective interests through, for example, securing preferential access to goods and services, providing health benefits, and monitoring data access. Conclusion A solidarity grounded partnership model will help establish a social contract or licence that responds to the public’s expectations and to principles of a solidaristic healthcare system. J. Baird Callicott has proposed two second-order principles which he believes can be used to settle conflicts between his land ethic and traditional human morality. The first of these proposes that ethical obligations arising from “more venerable and intimate” communities should take precedence over those arising from “more recently emerged and impersonal” communities, while the second proposes that “stronger” interests should take precedence over “weaker” ones. Callicott’s first second-order principle fails to specify unambiguously which communities’ obligations should take precedence because (...) he has failed to provide a clear description of how we are to identify and compare communities. In order for his second second-order principle to be useful, a good deal more work needs to be done to spell out what is meant by describing certain interests as “stronger” than others, particularly with respect to holistic entities. While the project of fleshing out a description of the strengths of interests for holistic entities may present an interesting and fruitful challenge, the prospects for providing a description of community identification of the sort that Callicott requires are much dimmer.
