Government has played a pervasive and largely overlooked role in journalists' ethical decision making. Federal Communications Commission (FCC) rules governing program content, and a libel law system run amok, are only two wats government influences journalists' behavior. This substitution of government ethics for private ethics creates minimum standards of conduct rather than challenging journalists to an ethical ideal. More subtly, government erects structural barriers to the development of the very technologies (like cable TV) that can offer journalists a more ethically (...) hospitable environment. In the information age, ethicists will need to be aware of, and wary of, government attempts to control development of the very media that hold the greatest ethical promise. (shrink)

However there exists function π such that the set DEF(N,π,∣), or, equivalently, $\mathrm{DEF}(\mathbb{N},\pi,\bullet)$ is not equal to $\mathrm{DEF}(\mathbb{N},+,\bullet)$ . Nevertheless, in all cases (...) there is an $\{\pi,\bullet\}$ -definable and hence also {π,∣}-definable structure over N which is isomorphic to $\langle\mathbb{N},+,\bullet\rangle$ . Hence theories TH(N,π,∣) and $\mathrm{TH}(\mathbb{N},\pi,\bullet)$ are undecidable. The binary relation of equipotence between two positive integers saying that they have equal number of prime divisors is not definable within the divisibility lattice over positive integers. We prove it first by comparing the lower bound of the computational complexity of the additive theory of positive integers and of the upper bound of the computational complexity of the theory of the mentioned lattice. In this paper, we are concerned with the development of a general set theory using the single axiom version of Leśniewski’s mereology. The specification of mereology, and further of Tarski’s geometry of solids will rely on the Calculus of Inductive Constructions (CIC). In the first part, we provide a specification of Leśniewski’s mereology as a model for an atomless Boolean algebra using Clay’s ideas. In the second part, we interpret Leśniewski’s mereology in monadic second-order logic using names and develop a (...) full version of mereology referred to as CIC-based Monadic Mereology (λ-MM) allowing an expressive theory while involving only two axioms. In the third part, we propose a modeling of Tarski’s solid geometry relying on λ-MM. It is intended to serve as a basis for spatial reasoning. Outpatient services are increasingly recognised as an important component of health care provision and may be improved through the application of modern management techniques. We have performed a time and role audit of consultation and waiting times in two medical clinics using different queuing systems: namely, a serial processing clinic where patients wait in a single queue and a quasi-parallel processing clinic where patients are directed to the shortest queue to maintain clinic flow. Data collected were used to construct a (...) computer simulation of patient flows in clinic. Assessment of patient satisfaction in the clinic process was determined using a self-administered questionnaire. Mean waiting time was shorter in the quasi-parallel processing clinic: 26 (SD 17) minutes compared with 36(24) minutes in the serial processing clinic. In the serial processing clinic 61% of patients waited more than 30 minutes compared with 41% in the quasi-parallel processing clinic. In the serial processing clinic 8% of 142 patients surveyed complained of the time spent waiting. The computer simulation we produced was able to determine waiting times with different clinic structures. The simulation showed that reductions in waiting time up to 30% might be achieved by changing our serial processing clinic to a quasi-parallel processing one. Performance of medical outpatient clinics can be improved by examining and changing clinic management. Computer simulation of outpatient clinics offers a means of assessing the impact of such changes on waiting time in clinic and on waiting lists. (shrink)

In many animal species, the early development of the embryo follows a stereotypic pattern of cell cleavage, lineage allocation and generation of tissue asymmetry leading to delineation of the body plan with three primary embryonic axes. The mammalian embryo has been regarded as an exception and primary body axes of the mouse embryo were thought to develop after implantation. However, recent findings have challenged this view. Asymmetry in the fertilised oocyte, as defined by the position of the second polar body (...) and the sperm entry point, can be correlated with the orientation of the animal–vegetal and the embryonic–abembryonic axes in the preimplantation blastocyst. Studies of the pattern of morphogenetic movement of cells and genetic activity in the peri‐implantation embryo suggest that the animal–vegetal axis of the blastocyst might presage the orientation of the anterior–posterior axis of the gastrula. This suggests that the asymmetry of the zygote that is established at fertilisation and early cleavage has a lasting impact on the delineation of body axes during embryogenesis. In the domain of ontology design as well as in Knowledge Representation, modeling universals is a challenging problem.Most approaches that have addressed this problem rely on Description Logics (DLs) but many difficulties remain, due to under-constrained representation which reduces the inferences that can be drawn and further causes problems in expressiveness. In mathematical logic and program checking, type theories have proved to be appealing but, so far they have not been applied in the formalization of ontologies. To bridge this gap, (...) we present in this paper a theory for representing ontologies in a dependently typed framework which relies on strong formal foundations including both a constructive logic and a functional type system. The language of this theory defines in a precise way what ontological primitives such as classes, relations, properties, etc., and thereof roles, are. The first part of the paper details how these primitives are defined and used within the theory. In a second part, we focus on the formalization of the role primitive. A review of significant role properties leads to the specification of a role profile and most of the remaining work details through numerous examples, how the proposed theory is able to fully satisfy this profile. It is demonstrated that dependent types can model several non-trivial aspects of roles including a formal solution for generalization hierarchies, identity criteria for roles and other contributions. A discussion is given on how the theory is able to cope with many of the constraints inherent in a good role representation. (shrink)

According to the PubMed resource from the U.S. National Library of Medicine, over 750,000 scientific articles have been published in the ~5000 biomedical journals worldwide in the year 2007 alone. The vast majority of these publications include results from hypothesis-driven experimentation in overlapping biomedical research domains. Unfortunately, the sheer volume of information being generated by the biomedical research enterprise has made it virtually impossible for investigators to stay aware of the latest findings in their domain of interest, let alone to (...) be able to assimilate and mine data from related investigations for purposes of meta-analysis. While computers have the potential for assisting investigators in the extraction, management and analysis of these data, information contained in the traditional journal publication is still largely unstructured, free-text descriptions of study design, experimental application and results interpretation, making it difficult for computers to gain access to the content of what is being conveyed without significant manual intervention. In order to circumvent these roadblocks and make the most of the output from the biomedical research enterprise, a variety of related standards in knowledge representation are being developed, proposed and adopted in the biomedical community. In this chapter, we will explore the current status of efforts to develop minimum information standards for the representation of a biomedical experiment, ontologies composed of shared vocabularies assembled into subsumption hierarchical structures, and extensible relational data models that link the information components together in a machine-readable and human-useable framework for data mining purposes. It is nearly universally presumed that redistribution can be carried out effectively only at the national or even global level, because local redistribution will be negated through personal mobility: recipients will move to high-paying jurisdictions while taxpayers will move away from those jurisdictions. To avoid this situation requires redistribution to be concentrated at national and not at local levels. In contrast to this standard line of argument, we explore how redistribution might be carried out more effectively at local levels than (...) at the national level. To explain this reversal from standard analytical implications, we integrate three concepts that are not present in the standard analysis. These concepts are the Samaritan’s dilemma, co-production, and polycentricity. It is interaction among these three concepts that reverses the implications of the standard analysis of redistribution. This book uses an incidence approach to look at the economic repercussions of birth defects. The authors investigate eighteen of the most clinically significant birth defects affecting 35,000 newborns each year in our country. Their assessments suggest that the annual cost of these eighteen birth defects, together, is more than eight billion dollars . The authors describe in detail their methodology and data sources while providing thorough accounts of each of the eighteen birth defects. Waitzman, Scheffler, and Romano break new (...) ground by using reports from the California Birth Defects Monitoring Program in order to provide cost estimates. They illustrate to the reader how cost estimates of specific birth defects can be used to justify prevention interventions and strategies. Despite the challenges associated with virtually mediated communication, remote collaboration is a defining characteristic of online multiplayer gaming communities. Inspired by the teamwork exhibited by players in first-person shooter games, this study investigated the verbal and behavioral coordination of four-player teams playing a cooperative online video game. The game, Desert Herding, involved teams consisting of three ground players and one drone operator tasked to locate, corral, and contain evasive robot agents scattered across a large desert environment. Ground players could move (...) throughout the environment, while the drone operator’s role was akin to that of a “spectator” with a bird’s-eye view, with access to veridical information of the locations of teammates and the to-be-corralled agents. Categorical recurrence quantification analysis was used to measure the communication dynamics of teams as they completed the task. Demands on coordination were manipulated by varying the ground players’ ability to observe the environment with the use of game “fog.” Results show that catRQA was sensitive to changes to task visibility, with reductions in task visibility reorganizing how participants conversed during the game to maintain team situation awareness. The results are discussed in the context of future work that can address how team coordination can be augmented with the inclusion of artificial agents, as synthetic teammates. (shrink)

The United Nations General Assembly in September 2021 will bring countries together at a critical time for marshalling collective action to tackle the global environmental crisis. They will meet again at the biodiversity summit in Kunming, China, and the climate conference 26) in Glasgow, UK. Ahead of these pivotal meetings, we—the editors of health journals worldwide—call for urgent action to keep average global temperature increases below 1.5°C, halt the destruction of nature (...) and protect health. Health is already being harmed by global temperature increases and the destruction of the natural world, a state of affairs health professionals have been bringing attention to for decades.1 The science is unequivocal; a global increase of 1.5°C above the preindustrial average and the continued loss of biodiversity risk catastrophic harm to health that will be impossible to reverse.2 3 Despite the world’s necessary preoccupation with COVID-19, we cannot wait for the pandemic to pass to rapidly reduce emissions. Reflecting the severity of the moment, this editorial appears in health journals across the world. We are united in recognising that only fundamental and equitable changes to societies will reverse our current trajectory. The risks to health of increases above 1.5°C are now well established.2 Indeed, no temperature rise is ‘safe’. In the past 20 years, heat-related mortality among people aged over 65 has increased by more than 50%.4 Higher temperatures have brought increased dehydration and renal function loss, dermatological malignancies, tropical infections, adverse mental health outcomes, pregnancy complications, allergies, and cardiovascular and pulmonary morbidity and mortality.5 6 Harms disproportionately affect the most vulnerable, including children, older populations, ethnic minorities, poorer communities and those with underlying health problems.2 4 Global heating is also contributing to the decline in …. In a recent contribution to Learning for Democracy, Richard Bailey argues that Thomas Kuhn advocated an indoctrinatory model of science education, which is fundamentally authority-based. While agreeing with Bailey’s conclusion, this article suggests that Kuhn was attempting to solve an important problem which Bailey only touches on – how to ensure that science students do not become hypercritical. It continues by offering a critical rationalist solution to this problem, arguing that paradigms qua exemplars should be historical problem-solving episodes, rather (...) than model solutions to puzzles. This paper explores the metaphysical system developed in Richard Bentley’s 1692 Boyle Lectures. The lectures are notable for their attempt to argue that developments in natural philosophy, including Newton’s Principia, could bolster natural theology. The paper explores Bentley’s matter theory focusing on his commitment to a particular form of mechanism and his rejection of occult qualities. It then examines his views on the nature of divine omnipotence. Finally, it turns to his understanding of gravitational attraction. While some recent commentators (...) have argued for a “superaddition” interpretation of gravitation in Bentley, this paper argues for an “occasionalist” interpretation. The argument proceeds on the basis of both textual considerations and considerations stemming from the systematic interpretation of Bentley’s metaphysics developed earlier in the paper. (shrink)

If temperature does not vary from one generation from to the next but its value is crucial for the development of particular phenotypic characteristics, a long-term change in its value may trigger major evolutionary changes of the organism. If a bird's nest maintains the critical temperature, then a statement that the bird is the nest's way of making another nest is as helpful as accounts couched in terms of genes' intentions. However, the language of intentions rests on different evidence and (...) assumptions from causal language and the languages are not interchangeable. Understanding ontogeny in causal terms requires explanations that are made as simple as possible but not so simple that they become completely unrealistic. (shrink)

The article considers a particular case of Richard Kearney's characteristic hermeneutical exploration of `the possible' as an `imaginative' way of casting light upon philosophical issues. This particular case is his recent hermeneutical and phenomenological consideration of `Otherness' in the context of philosophy of religion. This consideration, strongly influenced by philosophers such as Heidegger, Levinas, Ricoeur and Derrida, is developed in two of his recent works Strangers, Gods and Monsters and The God Who May Be . The article examines how (...) he seeks to navigate an interpretation of divine otherness as an ethical appeal which escapes the dilemma of a God either so transcendent as to be anonymous or so immanent as to be a mere projection. It outlines how, rejecting onto-theology in favour of eschatology, Kearney envisages the divine as an ethically enabling possibility. This possibility, he claims, enables us to achieve, beyond our own intrinsic resources, an ethical order of justice and love through which the kingdom of God — the God Who May Be — is accomplished. There is a co-relativity between the divine as enabling possibility and humanity which accomplishes this possibility. It investigates the way in which Kearney seeks to legitimize, within a phenomenological frame of reference, an experiential affirmation of this conception of divine transcendence as eschatological possibility. It argues that this phenomenological consideration needs to be qualified and complemented by certain metaphysical considerations which Kearney disputes.
