It is important and urgent to question therelationship between evidence-based medicineand power shifts in health care systems.Although definitions of EBM are phrased as ascientific approach to medicine, EBM is anormative concept: it aims to improve medicineand health care. Both proponents and opponentsuse a normative concept. More particularly,they provide particular views on positions,responsibilities, possibilities, norms andrelationships between professionals, patientgroups, governments and other parties in healthcare and society. From this perspective, wewant to analyse the role of EBM in modernwestern societies. By using (...) citizenshiptheory, we will argue that the role of EBM isnot fixed but depends on the relation betweenstate and society. We will first analyse thefundamental change in western societies duringthe past decades, from modern to post-modernsocieties. Then, we will elaborate a fourfoldmodel of possible relationships between stateand society, and discuss the issue of how EBM mayfit in, by giving some examples of the practiceof EBM in different European countries. On thisbasis, we conclude to consider EBM as a publicforum where proponents and opponents of EBMdiscuss diverse and possibly conflicting waysof changing medicine, health care, and healthpolicy. This requires the incorporation of theperspective of citizens and their socialnetworks, professionals with practical andtacit knowledge, and diverse public views onwhat is regarded as `a good life'. Inasmuch asEBM is expected to be practically relevant, itought to be tied to rather than separated fromthe normative world of emancipated patients anddiverse health care practices. Proponents andopponents of EBM should be prepared to defendthe normative claims and power effects that areinherently tied to any presentation ofevidence. (shrink)

The idea that natural languages shape the way we think in different ways was popularized by Benjamin Whorf, but then fell out of favor for lack of empirical support. But now, a new wave of research has been shifting the tide back toward linguistic relativity. The recent research can be interpreted in different ways, some trivial, some implausibly radical, and some both plausible and interesting. We introduce two theses that would have important implications if true: Habitual Whorfianism and Ontological Whorfianism. (...) The philosophical analysis of chemistry has advanced at such a pace during the last dozen years that the existence of philosophy of chemistry as an autonomous discipline cannot be doubted any more. The present paper will attempt to analyse the experience of philosophy of chemistry at the, so to say, meta-level. Philosophers of chemistry have especially stressed that all sciences need not be similar to physics. They have tried to argue for chemistry as its own type of science and for (...) a pluralistic understanding of science in general. However, when stressing the specific character of chemistry, philosophers do not always analyse the question ‘What is science?’ theoretically. It is obvious that a ‘monistic’ understanding of science should not be based simply on physics as the epitome of science, regarding it as a historical accident that physics has obtained this status. The author’s point is that the philosophical and methodological image of science should not be chosen arbitrarily; instead, it should be theoretically elaborated as an idealization (theoretical model) substantiated on the historical practice of science. It is argued that although physics has, in a sense, justifiably obtained the status of a paradigm of science, chemistry, which is not simply a physical science, but a discipline with a dual character, is also relevant for elaborating a theoretical model of science. The theoretical model of science is a good tool for examining various issues in philosophy of chemistry as well as in philosophy of science or science studies generally. (shrink)

Lying is an important moral phenomenon that most people are affected by on a daily basis—be it in personal relationships, in political debates, or in the form of fake news. Nevertheless, surprisingly little is known about what actually constitutes a lie. According to the traditional definition of lying, a person lies if they explicitly express something they believe to be false. Consequently, it is often assumed that people cannot lie by more indirectly communicating believed‐false claims, for instance by merely conversationally (...) implicating them. In this paper, we subject this claim to an empirical test. In a preregistered study of 300 participants, we investigate how people judge cases of implicit deceptions that would usually be excluded by the traditional definition of lying (i.e., conversational implicatures, presuppositions, and nonverbal actions). Our results show that people do in fact consider it possible to lie by indirect means, suggesting that people have a broader concept of lying than is usually assumed. Moreover, our findings indicate that lie judgments are closely tied to the extent to which agents are perceived as having committed themselves to the believed‐false claims they have communicated. We discuss the implications of our results for the traditional definition of lying and propose a new commitment‐based definition of lying that can account for the findings of our experiment. In reference to the different approaches in philosophy(of medicine) of the nature of (medical) technology,this article introduces the topic of this specialissue of Theoretical Medicine and Bioethics, that is,the way the different forms of medical technologyfunction in everyday medical practice. The authorselaborate on the active role technology plays inshaping our views on disease, illness, and the body,whence in shaping our world.

It is a commonplace that Frege thought ordinary language to be seriously defective. Yet his remarks about ordinary language are not always unflattering. Comparing the relation between his formal language and ordinary language to the relation between the microscope and the eye, Frege remarked: ‘[the eye], because of the range of its applicability and because of the ease with which it can adapt itself to the most varied circumstances, has a great superiority over the microscope’. The point, of course, is (...) that, for Frege, the deficiencies of ordinary language arise in connection with the scientific endeavour: ordinary language is not an acceptable medium in which to pursue truth. As he goes on to observe: ‘… viewed as an optical instrument [the eye] reveals many imperfections … as soon as scientific purposes place strong requirements upon sharpness of resolution, the eye proves to be inadequate. On the other hand, the microscope is perfectly suited for just such purposes’. (shrink)

This paper examines six cross-sector partnerships in South Africa and Zambia. These partnerships were part of a research study undertaken between 2003 and 2005 and were selected because of their potential to contribute to poverty reduction in their respective countries. This paper examines the context in which the partnerships were established, their governance and accountability mechanisms and the engagement and participation of the partners and the intended beneficiaries in the partnerships. We argue that a partnership approach which has proven successful (...) in one context can be used as a valuable learning resource. However, a partnership's work, which includes all aspects of the partnership and its activities, cannot necessarily be transferred directly to another partnership without a thorough and locally informed analysis of the context in which it is implemented. In addition, we suggest that it is difficult to assess whether the good intentions behind partnerships were translated into real benefits for target groups as effective monitoring and evaluation procedures were not in place in the partnerships studied. Similarly, the absence of regularised governance and accountability systems in partnerships made it difficult to support partner and beneficiary participation and engagement. We conclude that there is a need to move beyond a 'one-size-fits-all' approach to partnerships and that partnership replication should focus more strongly on the transfer of learning about partnership processes instead of simply copying partnership activities. Moreover, the development of stronger mechanisms for assessing and ensuring accountability towards both partners and intended beneficiaries is required if partnerships are to meet their intended objectives. The end of the Cold War brought about a new wave of proliferation of market economy and democracy. Both are spreading through purposeful efforts of Western exporters and Eastern importers as well as by way of example. These generally positive processes are not, however, without considerable negative side effects and setbacks. The article considers three pairs of dialectical contradictions: parallel democratization and introduction of free markets, democratization and liberalism, and democratization and nationalism. Naïve, hypocritical, and pragmatic approaches to democracy promotion, (...) as well as factors facilitating or hindering democratization (sometimes making it impossible) of specific societies, are analyzed. One of the central problems is the question of absolute or relative (contingent on time, space, and other factors) universality of democracy. The article concludes that democracy has to be mainly demand-driven, not supply-induced. It also considers to what extent external efforts can compensate for the weaknesses of domestic facilitators and what happens when there are attempts to export democracy to societies that are not ready for that. The chapter contributes to the debate on Dōgen’s theory of time by discussing key concepts of the Shōbōgenzō’s “Uji” fascicle in a broader context, comparing them with other cases of usage in the entire work, their provenance in the tradition of Zen thought, as well as with their possible translational equivalents and their connotations in the Western tradition. A central claim for which I argue is that a presentist reading of the fascicle (as well as other related passages in Dōgen’s (...) work) leaves the fewest of the cryptic passages unexplained. It does this while blending seamlessly with Dōgen’s other claims about reality, language, our ways to understand them, and praxis.I begin, however, by touching on the much-discussed issue of Dōgen’s relationship with philosophy, arguing that it is incorrect to exclude non-Western traditions from the domain of philosophy because of particular features that certain canonically recognised Western thinkers and texts also possess. The issue is important, because it legitimates a register of reading of texts such as Dōgen’s in a way that places them in dialogue with ideas that they have historically had no connection with. And it also enables us to use them in contexts for which they have no historical relevance — something that treating them solely as subject matter for the history of ideas would not let us do. In this paper, the elaboration of the concept of practical realist philosophy of science which began in the author's previous papers is continued. It is argued that practical realism is opposed to standard scientific realism, on the one hand, and antirealism, on the other. Standard scientific realism is challengeable due to its abstract character, as being isolated from practice. It is based on a metaphysical-ontological presupposition which raises the problem of the God's Eye point of view (as it was called (...) by Hilary Putnam). Joseph Rouse's conception of science as practice, Sami Pihlström's pragmatic realism, and even Ilkka Niiniluoto's critical scientific realism are interpreted as practical realist conceptions. Pihlström suggests that the contemporary scientific realist should be prepared to accept the pragmatically naturalized Kantian transcendental perspective on realism. It is argued, however, that this realistically naturalized Kantianism can be nothing more than practical realism, as originated by Karl Marx. (shrink)

Reality exists independently of human observers, but does the same apply to its structure? Realist ontologies usually assume so: according to them, the world consists of objects, these have properties and enter into relations with each other, more or less as we are accustomed to think of them. Against this view, Rein Raud develops a radical process ontology that does not credit any vantage point, any scale or speed of being, any range of cognitive faculties with the privilege to (...) judge how the world ‘really’ is. In his view, what we think of as objects are recast as fields of constitutive tensions, cross-sections of processes, never in complete balance but always striving for it and always reconfiguring themselves accordingly. The human self is also understood as a fluctuating field, not limited to the mind but distributed all over the body and reaching out into its environment, with different constituents of the process constantly vying for control. The need for such a process philosophy has often been voiced, but rarely has there been an effort to develop it in a systematic and rigourous manner that leads to original accounts of identity, continuity, time, change, causality, agency and other topics. Throughout his new book, Raud engages with an unusually broad range of philosophical schools and debates, from New Materialism and Object-Oriented Ontology to both phenomenological and analytical philosophy of mind, from feminist philosophy of science to neurophilosophy and social ontology. Being in Flux will be of interest to students and scholars in philosophy and the humanities generally and to anyone interested in current debates about realism, materialism and ontology. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Philosophies versus Philosophy:In Defense of a Flexible DefinitionRein RaudIt is strange that no one has taken up Carine Defoort's clearly formulated and timely argument about the intercultural tensions in interpreting what philosophy is, although the issue deserves at least a roundtable, if not an international conference.1 I doubt that this is because there is a general consensus that the matter is now settled, and I would therefore like to (...) develop the argument a bit further and offer a few additional factors to consider. It is also obvious that the problem is not limited to the subject of Chinese philosophy alone: all traditions of thought from all over the world, but most notably the Indian, Islamic, and Japanese heritages, are affected by the positions we adopt. As in most debates about the commensurability of cultural traditions, we can find differences when we look for them, and similarities if these are what we would like to see, so the "conflict of sensitivities"2 is also a matter of attitudes. My own position is that regardless of what we prefer to call the practice of deeper thought (and 'philosophy' is a very good name), it would be extremely useful for all of its participants, whatever their origin and upbringing, to find a common denominator for them to be able to exchange ideas and mutually enrich each other on its basis. In what follows I shall try to sketch a perspective from which this could, in my opinion, be theoretically grounded.Four PositionsDefoort has identified four possible points of view on the problem of whether classical Chinese thought could or should be called 'philosophy,' which could be summarized as follows.1. Chinese classical thought is not philosophy, because it does not satisfy the conditions of philosophy as it is generally and traditionally understood in the West.2. Chinese classical thought is philosophy, because it reveals the necessary characteristics if analyzed with the help of an appropriate (Western-type) observation language.3. Chinese classical thought can be called philosophy, but only if we redefine philosophy in order to accommodate some of its nontypical or clearly deviant features.4. Chinese classical thought should not be called philosophy, because philosophy is a culturally closed Western phenomenon with a limited scope and incapable of understanding fundamentally different modes of thought. [End Page 618]If we dismiss the birthright variety of the first position, we could label it essentialist, and its weakest point is certainly that Western philosophy has not remained unchanged during the course of history. It is highly doubtful that Socrates, Diogenes, scholastics, Nietzsche, and Gareth Evans could all be members of the same set if the same strict criteria were applied to all periods and all cultural settings in the same way, and, as Defoort herself stresses,3 the fact that seventeenth-century Jesuits (the basis of whose original worldview, we should think, was much farther from the Chinese than ours) had no problem in calling Chinese thought philosophy should show us that the paradigm shift of the thing called 'philosophy' has occurred in the West and is, so to speak, our problem and not theirs.Now, it is also possible that in some circles even some prominent names in the Western tradition do not qualify as real philosophers, in the sense in which Hegel was treated by Bertrand Russell4 and Heidegger was dismissed by Alfred Ayer5 in their respective histories of philosophy (while they nevertheless felt compelled to include chapters or passages on them). A definition of philosophy that puts forward such criteria that a considerable number of thinkers would have to remain outside its borders should be labeled sectarian-and it can still be met, even if ever less often, in some analytical schools of philosophy. It is my conviction, however, that in our globalizing world any definition that would leave non-European philosophy outside the borders of 'philosophy proper' should be considered sectarian in nature. In one of his essays on art, Dutch author and essayist Joost Zwagerman reflects on the work of South African artist Marlene Dumas. Zwagerman addresses in particular Dumas' My Mother Before She Became My Mother, painted 3 years after her mother died. In his reflections, Zwagerman proposes an interpretation of Dumas' work. He suggests that Dumas, in her art, does not accept the omnipotence of death. Maybe against better judgement, but Dumas keeps creating images that not only illustrate the desire (...) for meaning but also embody this desire. The image and the desire for meaning merge in Dumas' paintings. The painting itself becomes an autonomous 'desire machine', according to Zwagerman. In this article, a theological reading of Zwagerman's own posthumously published volume of poetry, 'Wakend over God', is presented, with a specific interest in art, death and God. The sacramental hermeneutics of Richard Kearney and the theopoetics of John Caputo are brought into the conversation to elicit the dimensions of faith and religion in Zwagerman's own 'desire machine'. The author concentrates on the period of approximately 1960–1990, when he himself was engaged in the field, i.e. the time before 1960 is not included. The aim of this paper is not to provide an overview of the individual philosophers in Estonia (...) at the time and their works, but to give a more general description of the philosophy of the Soviet era. The Soviet and the East European philosophy of the time have received rather little critical treatment in literature in English. However, a few general overviews trying to prove that this Soviet and East European philosophical legacy is worth studying have still been published. This paper is focused on the question what kind of philosophical researches it was possible to engage oneself in under the abnormal conditions at the time and whether some starting points and problem issues in theseresearches might be viable also today. Estonian experience confirms the general conclusion of these authors who, analyzing the legacy of Marxism, have found that although Marxism is nowadays—not to mention how it existed in the Soviet totalitarian regime—mainly not considered a serious philosophy but rather an ideological basis of a failed political doctrine, it has nevertheless quite something to offer when treated in a more depoliticized manner, in the general context of philosophical quests. Nõukogude ja selleagset Ida-Euroopa filosoofiat on ingliskeelses kirjanduses üsna vähe kriitiliselt uuritud. Üksikuid ülevaateteoseid, milles on püütud näidata, etsee Nõukogude ja Ida-Euroopa filosoofiline pärand väärib uurimist, on siiski ilmunud. The present study examines cross-cultural differences in people’s concept of lying with regard to the question of whether lying requires an agent to _say_ something they believe to be false. While prominent philosophical views maintain that lying entails that a person explicitly expresses a believed-false claim, recent research suggests that people’s concept of lying might also include certain kinds of deception that are communicated more indirectly. An important drawback of previous empirical work on this topic is that only few studies (...) have investigated people’s concept of lying in non-Western samples. In the present study, we compare people’s intuitions about lying with indirect deceptions (i.e., presuppositions, conversational implicatures, and non-verbal actions) in a sample of _N_ = 255 participants from Russia and _N_ = 300 participants from the United Kingdom. Our findings show a strong degree of similarity between lie ratings of participants from Russia and the United Kingdom, with both samples holding it possible for agents to lie with deceptive statements and actions that do not involve the agent _saying_ something they believe to be false. Cet article aborde les stratégies professionnelles des femmes libres dans une société esclavagiste, Bourbon (La Réunion) en 1847, confrontée à la nécessité d’introduire le travail libre. Dans ce contexte, les femme sont perçues comme actrices du changement social. L’augmentation des déclarations de l’activité de couturière révèle aussi l’appropriation de nouvelles valeurs, soumises cependant aux contraintes du genre et de l’environnement servile.

The analysis of the reciprocal relations of the discipline of philosophy and other cultural phenomena requires a few disclaimers. First of all, the characterization of philosophy as a cultural phenomenon along with literature, music and theater, or culinary arts, fashions and sports, rejects claims that philosophy somehow relates to absolute truths which transcend the limits of any particular cultural context and mean the same things for anyone who manages to reach the heights and/or depths necessary for that purpose. This also (...) entails that any pursuit of philosophy, including Buddhist philosophy in Japan, is only possible within the network of textualities and cultural practices that surround it, and the people engaged in it relate to the cultural codes and institutions of their environment just as they relate to the internal rules of their philosophy and its received heritage. Secondly, we have to acknowledge two major aspects in approaching any cultural phenomenon, namely, its texts and its practice. The texts produced by the people engaged in, say, philosophy or literature or cooking are distinct from, yet always related to, the practical aspects of that phenomenon, which determine who produces these texts, how and why they are produced, and how they are used and disseminated. Alternatively, seen from the aspect of practice, texts are a sort of by-product of what people do; for example, reciting Buddhist sutras does not imply a deep understanding of their semantic, textual, and philosophical content. Both of these aspects are equally relevant to the phenomenon as a whole, and neither can be sufficiently analyzed without the knowledge of the other. In this article, I will focus on some key categories and issues mainly as they have been reflected in the domain of literature, especially since it can be argued that literature is the filter through which Buddhist influence, and its philosophical aspect, in particular, has been mediated to other spheres of culture. One of the most characteristic features of the philosophy of Dōgen is his idiosyncratic use of language, in particular, the replacement of expected semantic connections between two adjacent Chinese characters with improbable, but grammatically possible ones, from which new philosophical concepts are then derived. The article places this writing technique in the context of the linguistic changes that were taking place both in China and Japan at the time of Dōgen's writing as well as the general attitude of Chan/zen thinkers (...) toward language, arguing that the Chan/zen critique was not pointed to language as such, but its reified and alienated forms. Dōgen's concept-making could accordingly be seen as an effort to keep language ‘alive.’ The article offers two possible ways of interpreting his concepts: they can either be seen as relativisations of the mainstream reading norms, or as the creation of total semantic links in which all the existing ways of linking two characters are simultaneously possible.
