Discussions of the liberal international order, both inside and outside the academy, tend to take its necessity and desirability for granted. While its specific contours and content are left somewhat open in such debates, the idea that this international order is essential for global peace and stability is left largely unquestioned. What is more, the potential loss or end of this order is often taken to mean a return to anarchy, chaos, and disorder. In this essay, I question the presumed (...) necessity and desirability of the liberal international order that most discussions of it seem to share. By rethinking the international order as processual, emergent, and grounded in the social and political contexts that shape its constitution and operation, I suggest that fears about the crisis of international order are less about international order itself and more about the loss of a specific order. This specific order, I argue, constituted in part through processes of racialization, is not so much a rules-based order of sovereign equality but rather an international order of White sovereignty that secures the domination and rule of some over others, of Whiteness over non-Whiteness. Recognizing the role of White sovereignty in the contemporary international order points toward a need to take seriously calls for abolition. Rather than signifying a return to chaos and disorder, the prospect and promise of abolition represents a call to break free from the constraints of the present order and reach into an as-yet-unimaginable future. Locke usually uses the term “judgment” in a rather narrow but not unusual sense, as referring to the faculty that produces probable opinion or assent.2 His account is explicitly developed in analogy with knowledge, and like knowledge, it is developed in terms of the relation various ideas bear to one another. Whereas knowledge is the perception of the agreement or disagreement of any of our ideas, judgment is the presumption of their agreement or disagreement. Intuitive knowledge is the immediate perception (...) of the agreement or disagreement of two ideas, e.g., white is not black. If we perceive the idea of white, and the idea of black, nothing more is needed to perceive that white and black disagree with respect to identity. We just see or intuit it. Demonstrative knowledge is more complicated. Suppose we have or perceive the idea of the internal angles of a triangle, and also the idea of two right angles. Unless one is a prodigy, we can’t just “see” that these two ideas agree with respect to equality; we require a demonstration. For Locke, such a demonstration requires that we find another idea, such as 180 degrees, so that we can intuit that this idea stands in the relation of equality both to the internal angles of a triangle, and to two right angles. George Yancy gathers white scholarship that dwells on the experience of whiteness as a problem without sidestepping the question’s implications for Black people or people of color. This unprecedented reversion of the “Black problem” narrative challenges contemporary rhetoric of a color-evasive world in a critically engaging and persuasive study.

In this article I argue that a critical theory of whiteness is necessary, though not sufficient, to the formulation of an adequate explanatory account of the mechanisms of racial oppression in the modern world. In order to explain how whiteness underwrites systems of racial oppression and how it is reproduced, the central functional properties of whiteness are identified. I propose that understanding whiteness as a structuring property of racialized social systems best explains these functional properties. Given the variety of conceptions (...) of whiteness in the literature, the several uses of the term are analysed and it is shown that there is a unifying concept underlying these various senses of whiteness. Lastly, some of the implications of this account of whiteness for anti-racist engagement are considered. I believe that Tom is the proud father of a baby boy. Why do I think his child is a boy? A natural answer might be that I remember that his name is ‘Owen’ which is usually a boy’s name. Here I’ve given information that might be part of a causal explanation of my believing that Tom’s baby is a boy. I do have such a memory and it is largely what sustains my conviction. But I haven’t given you (...) just any causally relevant information, I’ve given my grounds for my belief. I’ve given reasons that might justify me in supposing that Tom’s baby is a boy. Less naturally, the question might be taken as a request for a broader causal explanation of my holding this belief. Appropriate answers might cite all manner of facts concerning the evolution of the human race, why I chose to pursue philosophy and hence came to know Tom, the mechanisms of email transmission, the firing of various neurons, the circumstances of concept formation as a result of which I’m able to grasp the thought that Tom’s baby is a boy, and so on. It is an interesting question what distinguishes the narrower set of answers that I first suggested. I won’t pursue that here. I assume you have a good enough sense of the distinction I’m drawing. We might call the narrower set of answers justifying reasons, the kind of reasons I might cite in justifying my belief. Answers of the first sort are clearly relevant to epistemological evaluation. In assessing whether you know p or are rational in believing it to the degree you do, I will naturally want to consider what reasons you have for your belief. In deliberating myself about whether to believe p, in seeking an answer to the question of whether p, I will naturally consider what reasons or grounds I have to suppose that p. But what I want to focus on here is how explanations of the broader sort bear on such questions as whether to believe p. From a third-person perspective we can ask, ‘In assessing the epistemic status of S’s belief that p, what is the relevance of causal information that lies outside of the realm of justifying reasons?’ From the first-person standpoint we can ask ‘In seeking to answer whether p, how should such causal information affect my deliberations?’ At first it might seem that such broader causal information could have little relevance if any. This article compares and contrasts three claims published in The Review of Metaphysics in recent decades: that there is, according to Aquinas, a difference between “esse as act” and “existence which is the fact of being” (Cornelio Fabro in 1974); that, to the contrary, it is the same “existence” (esse) that is conceptualized both as an “actuality” and as a “fact” (Joseph Owens in 1976); and that there is, indeed, contrary to Owens and as Fabro suggests, a distinction in Aquinas’s (...) writings between “esse as facticity” and “esse as intrinsic actus essendi” (John F. What does it mean to see someone as human, as a member of humankind? What kind of call for justice is it to demand that a group be seen as human beings? This article explores a fundamental kind of injustice: one of perception and how we respond to our perceptions. Drawing on Cavell, Wittgenstein and Rancière, we elucidate “soul blindness” as a distinct and basic form of injustice. Rancière’s police orders and Cavell’s soul blindness are mutually constitutive; the undoing of (...) police orders entails a politics of soul dawning. Soul dawning entails acknowledging the humanity of others without erasing difference. In the concluding section, we consider white obliviousness to the Black Lives Matters (BLM) movement as a case of soul blindness. Part of the political import of BLM is its capacity to illustrate how practices of soul blindness in the United States constitute whiteness in a racialized police order. (shrink)

Single-sided deafness (SSD) or profound unilateral hearing loss obligates the only serviceable ear to capture all acoustic information. This loss of binaural function taxes cognitive resources for accurate listening performance, especially under adverse environments or challenging tasks. We hypothesized that adults with SSD would manifest both functional and structural brain plasticity compared to controls with normal binaural hearing. We evaluated functional alterations using magnetoencephalographic imaging (MEGI) of brain activation during performance of a moderately difficult auditory syllable sequence reproduction task and (...) assessed structural integrity using diffusion tensor magnetic resonance imaging (DTI). MEGI showed the SSD cohort to have increased induced oscillations in the theta band over the left superior temporal cortex and decreased induced gamma band oscillations over the frontal and parietal cortices between 175-475 ms following stimulus onset. DTI showed the SSD cohort to have extensive fractional anisotropy reduction in both auditory and non-auditory tracts and regions. Overlaying functional and structural changes revealed by the two imaging techniques demonstrated close registration of cortical areas and white matter tracts that expressed brain plasticity. Hence, complete loss of input from one ear in adulthood triggers both functional and structural alterations to dorsal temporal and frontal-parietal areas. (shrink)

Let’s say that a philosophical theory is white just in case it treats the perspective of the white (perhaps Western male) as objective.1 The potential dangers of proposing or defending white theories are two-fold. First, if not all of reality is objective, a fact which I take to be established beyond doubt,2 then white theories could well turn out to be false.3 A white theory is unwarranted (and indeed false) when it treats nonobjective reality as (...) objective. Second, by proposing or defending unwarranted white theories one thereby treats the perspective of the non-white as faulty, and this in turn serves to perpetuate the distorted representation of whites as superior to non-whites. As David Owen puts it, [whiteness] serves to underwrite perceptions, understandings, justifications and explanations of the social order that perpetuate distortions in the social system that are a legacy of our nation’s history …what is associated with whiteness becomes defined as natural, normal or mainstream.4 In this chapter I will focus on a particular class of philosophical theories, viz. philosophical theories of color. Abstract:This essay argues for lyric as an anthropomorphic pattern of thought which shapes our readings of poetry and Earth. Theorizing what I call "lyric geology," the essay foregrounds two critical conjunctions: (1) the historical co-emergence of the normative lyric subject and the human species as geologic agent; and (2) the anthropomorphic genealogy of literary criticism called "lyricization" as it dovetails with Sylvia Wynter's account of the "over-representation" of colonial man as "the human itself." Reading across a seemingly eclectic archive—Charles Lyell, (...) Robert Knox, Richard Owen, and a maroon known in the Mauritian imperial archive as Simon—I show how the colonial anthropos as self-consciously theorized in and across the nineteenth century materially effectuates on a planetary scale the very racialized anthropomorphosis fallaciously naturalized as lyric. So understood, man's generic "over-representation" and lyric are co-constitutive projects. Together, they proliferate a human fantasy whose flat speciesism at once reproduces and effaces white supremacist violence and colonial dispossession. (shrink)

We report on an interview-based study of decision-making capacity in two classes of patients suffering from depression. Developing a method of second-person hermeneutic phenomenology, we articulate the distinctive combination of temporal agility and temporal inability characteristic of the experience of severely depressed patients. We argue that a cluster of decision-specific temporal abilities is a critical element of decision-making capacity, and we show that loss of these abilities is a risk factor distinguishing severely depressed patients from mildly/moderately depressed patients. Agonism emerged three decades ago as an assault on the overemphasis in political theory on justice and consensus. It has now become the norm. But its character and relation to core values of democracy are not as unproblematic today as is often thought, an issue that becomes more pressing as contemporary politics increasingly seem locked into notions of unrelenting conflict between “friends” and “enemies.” This essay traces alternative ontological roots and ethical implications of agonism, distinguishing between “imperializing” and “tempered” modes. The former, exemplified in the popular Schmitt-Mouffe formulation, is shown to be fundamentally flawed in its failure to conceive politics in a fashion that does not allow the dynamic of friend–enemy to imperially trump appeals to democratic norms. In a world of insurgent white nationalism in democratic polities, this is no small fault. “Tempered” agonists, such as William Connolly and Bonnie Honig, offer ontologies where democratic norms can gain traction. Despite the admirable qualities of these alternatives, their formulations are nevertheless not fully persuasive. The difficulty lies in their underarticulated accounts of equality. I suggest an alternative formulation of agonism that embraces a central role for the idea of the moral equality of voice, a value that resides in the seam between notions of difference, resistance, and conflict emphasized by agonists, on the one hand, and the idea of fairness emphasized by notions of democratic justice, on the other. In a world of people fleeing from civil wars, state failure, and environmental disasters, these are ethically and politically pressing questions. In this book, David Owen reveals how the contemporary politics of refuge is structured by two rival historical pictures of refugees. In Measuring the Immeasurable Mind: Where Contemporary Neuroscience Meets the Aristotelian Tradition, Matthew Owen argues that despite its nonphysical character, it is possible to empirically detect and measure consciousness. -/- Toward the end of the previous century, the neuroscience of consciousness set its roots and sprouted within a materialist milieu that reduced the mind to matter. Several decades later, dualism is being dusted off and reconsidered. Although some may see this revival as a threat to consciousness science aimed at (...) measuring the conscious mind, Owen argues that measuring consciousness, along with the medical benefits of such measurements, is not ruled out by consciousness being nonphysical. Owen proposes the Mind-Body Powers model of neural correlates of consciousness, which is informed by Aristotelian causation and a substance dualist view of human nature inspired by Thomas Aquinas, who often followed Aristotle. In addition to explaining why there are neural correlates of consciousness, the model provides a philosophical foundation for empirically discerning and quantifying consciousness. En route to presenting and applying the Mind-Body Powers model to neurobiology, Owen rebuts longstanding objections to dualism related to the mind-body problem. With scholarly precision and readable clarity, Owen applies an oft forgotten yet richly developed historical vantage point to contemporary cognitive neuroscience. (shrink)

Aristotle’s account of epistēmē is foundationalist. In contrast, the web of dialectical argumentation that constitutes justification for scientific principles is coherentist. Aristotle’s account of explanation is structurally parallel to the argument for a foundationalist account of justification. He accepts the first argument but his coherentist accounts of justification indicate that he would not accept the second. Where is the disanalogy? For Aristotle, the intelligibility of a demonstrative premise is the cause of the intelligibility of a demonstrated conclusion and causation is (...) asymmetric. Within the Posterior Analytics itself, Aristotle does not account for this, but elsewhere he develops the resources for doing so: the cause is what acts on a substrate to actualize a potential in that substrate, resulting in the effect. On the other hand, it may well happen that two propositions entail each other, in which case one may as well justify the one on the basis of the other as vice versa. (shrink)

Recent developments, both in the cognitive sciences and in world events, bring special emphasis to the study of morality. The cognitive sciences, spanning neurology, psychology, and computational intelligence, offer substantial ad- vances in understanding the origins and purposes of morality. Meanwhile, world events urge the timely synthesis of these insights with traditional ac- counts that can be easily assimilated and practically employed to augment moral judgment, both to solve current problems and to direct future action. The object of the following (...) paper is to present such a synthesis in the form of a model of moral cognition, the ACTWith model of conscience. The purpose of the model is twofold. One, the ACTWith model is intended to shed light on personal moral dispositions, and to provide a tool for actual human moral agents in the refinement of their moral lives. As such, it relies on the power of personal introspection, bolstered by the careful study of moral exemplars available to all persons in all cultures in the form of literary or religious fig- ures, if not in the form of contemporary peers and especially leadership. Two, the ACTWith model is intended as a minimum architecture for fully func- tional artificial morality. As such, it is essentially amodal, implementation non-specific and is developed in the form of an information processing control system. There are given as few hard points in this system as necessary for moral function, and these are themselves taken from review of actual human cognitive processes, thereby intentionally capturing as closely as possible what is expected of moral action and reaction by human beings. Only in satisfying these untutored intuitions should an artificial agent ever be properly regarded as moral, at least in the general population of existing moral agents. Thus, the ACTWith model is intended as a guide both for individual moral develop- ment and for the development of artificial moral agents as future technology permits. (shrink)

This article argues that the practical difficulties and normative dilemmas at stake in the European refugee crisis as a crisis of EU integration extend beyond refugee policies into what we may call ‘the citizenship regime’ of the European Union in ways that are consequential for refugees, member states, and the European Union. It advances arguments for the relatively rapid access to citizenship of refugees, demonstrates that this norm has at least some acknowledgment in the policies of EU member states and (...) considers what further differentiation of refugees from other classes of migrant might be a part of developing a just and legitimate Common European Asylum Regime. The success of digital COVID-19 contact tracing requires a strategy that successfully addresses the digital divide—inequitable access to technology such as smartphones. Lack of access both undermines the degree of social benefit achieved by the use of tracing apps, and exacerbates existing social and health inequities because those who lack access are likely to already be disadvantaged. Recently, Singapore has introduced portable tracing wearables (with the same functionality as a contact tracing app) to address the equity gap and promote public (...) health. We argue that governments have an ethical obligation to ensure fair access to the protective benefits of contract tracing during the pandemic and that wearables are an effective way of addressing some important equity issues. The most contentious issues about contact tracing apps have been the potential infringements of privacy and individual liberty, especially where the use of apps or other technology (such as wearables or QR codes) is required for access to certain spaces. Here we argue that wearables, as opposed to apps alone, will make a digital contact tracing mandate more practical and explain some conditions under which such a mandate would be justified. We focus on Singapore as a case study that has recently deployed contact tracing wearables nationally, but also reference debate about wearables in Australia and New Zealand. Our analysis will be relevant to counties trialling similar portable tracing wearables. (shrink)

This paper examines Ronald Dworkin's claim that the right to free speech does not include a right to circumstances that encourage citizens to speak nor a right to competent and sympathetic understanding on the part of listeners. Drawing on familiar arguments for the existence of other human rights, the paper challenges Dworkin's claim. Even if, however, the challenge fails and it is not possible to show that there is such a right, that is not the end of the story. It (...) is argued that democratic societies should try to foster conditions in which citizens are encouraged to speak and are listened to sympathetically in the interests of the well-being and flourishing of the polity.
