The enrolment of children and adolescents in health research requires that attention to be paid to specific assent and consent requirements such as the age range for seeking assent; conditions for parental consent (and waivers); the age group required to provide written assent; content of assent forms; if separate assent and parental consent forms should be used, consent from emancipated young adults; reconsent at the age of adulthood when a waiver of assent requirements may be appropriate and the conditions for (...) waiving assent requirements. There is however very little available information for researchers and ethics committees on how to navigate these different issues. To provide guidance to research initiatives, the SickleInAfrica consortium conducted a thematic analysis of a sample of research ethics guidelines and procedures in African countries, to identify guidance for assent requirements in health research. The thematic analysis revealed that 12 of 24 African countries specified the age group for which assent is required. The minimum age for written assent varied across the countries. Five countries, Algeria, Botswana, Cameroon, Nigeria and The Democratic Republic of Congo require consent from both parents/family council in certain circumstances. Botswana, Nigeria, South Africa and Uganda have specific assent/consent requirements for research with emancipated minors. South Africa and Algeria requires re-consent at onset of adulthood. Five countries (Botswana, Cameroon, Nigeria, South Africa and Tanzania) specified conditions for waiving assent requirements. The CIOMS and the ICH-GCP guidelines had the most comprehensive information on assent requirements compared to other international guidelines. An interactive map with assent requirements for different African countries is provided. The results show a major gap in national regulations for the inclusion of minors in health research. The SickleInAfrica experience in setting up a multi-country SCD registry in Africa highlights the need for developing and harmonising national and international guidelines on assent and consent requirements for research involving minors. Harmonisation of assent requirements will help facilitate collaborative research across countries. (shrink)

Informed consent is considered by many to be a moral imperative in medical research. However, it is increasingly acknowledged that in many actual instances of consent to participation in medical research, participants do not employ the provided information in their decision to consent, but rather consent based on the trust they hold in the researcher or research enterprise. In this article we explore whether trust-based consent is morally inferior to information-based consent. We analyse the moral values essential to valid consent (...) – autonomy, voluntariness, non-manipulation, and non-exploitation – and assess whether these values are less protected and promoted by consent based on trust than they are by consent based on information. We find that this is not the case, and thus conclude that trust-based consent if not morally inferior to information-based consent. (shrink)

This paper discusses justice as an inherent aspect of life in traditional African societies. It further examines the degree to which constitutions of African countries recognise and promote the traditions and customary practices. It is noted that of late, in the desire to contextualise justice, human rights has to a large extent become the yardstick. This universal idea often creates conflicts with African customary practices which indeed represent the expectations of individuals or groups within such customary traditions. It is therefore (...) possible in the modern context to have customary practices that are at variance with the contents of human rights. The paper cautions that any effort therefore to transform customary practices to fall in line with the universal human rights imbued idea of justice could result in a situation where traditional societies are forced to conform to standards of justice that become impositions. This chapter is a response to the decades of Western skepticism and cynicism regarding the sustainability of democracy in Africa toward the end of the last century as most African countries experienced what political scientists term the third wave of democratization. Focusing on the human rights tradition in Africa, which is given as the main reason for the skepticism, this chapter argues to the contrary that not only is there a vibrant tradition of human rights in Africa with particular reference (...) to the Akan model, but that its existence offers one of the best explanations for the relative success of democracy in Africa from the last century to the recent. The chapter shows further that an objective analysis into the Akan culture will reveal that the Akan conception of human rights which compliments negative rights with positive rights in principle and practice is more relevant and heuristic within African contexts than dominant conceptions of human rights from the Global North. This is seen in its demonstrated potential for facilitating and sustaining African democracies to maturity, despite the pressures from the pandemic and global economic crises. (shrink)

Background There are several psychosocial and ethical issues surrounding the decision to be a living kidney donor. The present study aimed to determine the perceptions of psychosocial and ethical issues that living kidney donors may have, and analyze their psychological characteristics.Methods Face-to-face semi-structured interviews were conducted with 15 donors. Thematic analysis was then performed to categorize the thematic elements of the transcripts. All procedures were approved by the relevant review board.Results Four main categories were identified: Awareness of family dynamics, barriers (...) to a proper understanding, contrasting psychological effects of recipient presence in clinical practice, insufficient information explained in informed consent.Conclusion Donors felt that they took on the “role as a care giver” for the recipient and were less aware of themselves as patients. This is a new concept that has not been shown in previous studies. Donors exist within the recipient and family, and the range of their autonomy may go beyond the traditional concept of autonomy and be rooted in relational autonomy. This study suggested that medical treatment in the presence of the recipient promotes the relational autonomy of the donor. (shrink)

This article presents a fresh perspective on the interplay among visual, verbal, and auditory modalities, positing that these modalities, as semogenic resources, compete to express dynamic meanings. The theoretical paradigm emphasizes that whether a modality or an element within a modality gets or loses semantic status, it will elicit an additional layer of social meaning to depict a comprehensive picture of a story together with an explicit semiotic meaning. The article adopts a qualitative method to analyze the data, which are (...) drawn from The Good Wife and My Roommate is a Gumiho and annotated in ELAN 6.3. It was found that modal competition can shed light on the dynamic meaning-making processes in semiotic and societal orientations. Modal competition may distort space and time of different stories, and reconstruct a different discursive spatio-temporal dimension in the TV world. It can diversify the dynamic orientations from New to Given in visual, verbal, and auditory texts of multimodal discourses to tell stories. Modal competition provides a lens to understand the multidimensional reality and to appreciate the aesthetics of a modern TV series. (shrink)

This paper investigates a distributed coordination control for a class of high-order uncertain multiagent systems. Under the framework of iterative learning control, a novel fully distributed learning protocol is devised for the coordination problem of MASs including time-varying parameter uncertainties as well as actuator saturations. Meanwhile, the learning updating laws of various parameters are proposed. Utilizing Lyapunov theory and combining with Graph theory, the proposed algorithm can make each follower track a leader completely over a limited time interval even though (...) each follower is without knowing the dynamics of the leader. Moreover, the extension to formation control is made. The validity and feasibility of the algorithm are verified conclusively by two examples. (shrink)

The paper examines the metaphorical expressions derived from anim ‘face’ in Akan, a major language in Ghana. It analyses and discusses face metaphoric expressions in relation with the universal concept analysed by Face Theory. The paper projects this concept onto the Akan cultural system and looks at how the concept is used in Akan communicative interaction. The sociolinguistics and pragmatics of anim are considered. This paper contributes to the discussion on methodological decolonisation in business ethics research by illustrating how local epistemologies can shape methodology. Historically, business ethics research has been dominated by Western methodologies, which have been argued to be restrictive and limit contextually relevant theorising in non-Western contexts. Over the past decade, scholarship has called for more diversity in research methods and epistemologies. This paper regards arguments founded along neatly divided universalist versus contextualised methodologies as a false dilemma. Instead, we explore how (...) _ubuntu_, a sub-Saharan African epistemology, can contribute as a complementary epistemology and methodology to interpretivism when conducting business ethics research in sub-Saharan Africa. The paper discusses four aspects—research agenda, access, power relations, and context-sensitive methods—that highlight practical ways in which _ubuntu_ epistemology, with its communitarian and relational underpinnings, can enhance business ethics research. We illustrate that methodological decolonisation can be achieved by fusing relevant elements of local epistemologies and methodologies and conventional methodologies to generate context-relevant research approaches. The existence of philosophy as an academic discipline in African universities has been jeopardized by a growing skepticism regarding the value of contemporary African philosophy. First, it is argued that the discipline is either a Western ideology or an instrument of that ideology for the entrenchment of Western imperialism in Africa. Further, it is argued that as a discipline philosophy is too removed from reality to be of any relevance towards development. In short, the discipline should be rejected from African (...) universities for being either counterproductive or nonproductive to the process of development. ;It is the conclusion of this dissertation that both skeptical arguments lack plausibility, and that contemporary African philosophy is neither an ideology, an instrument of any ideology, nor a luxury even for the poorest countries of Africa. The first argument is refuted by arguing that the characteristics of philosophy, such as its critical epistemological attitude, rigorous methodology, and open-ended conclusions, as well as its logical status as a second-order activity that reflects critically on all disciplines including itself, are too incompatible with the corresponding characteristics of the pejorative Marxist sense of ideology presupposed by the critics. ;The second argument is refuted by arguing that contemporary African philosophy, like its Western counterpart, cultivates critical thinking skills, creativity, problem-solving skills, and certain liberal attitudes, all of which promote morality, the democratic way of life, and scientific thinking. In support of this argument a formal representation of the dilemma of development, a new theory of development, and a new ideology for developing countries are projected and defended against their relevant alternatives as the best means for dissolving the dilemma and for achieving accelerated successful development in Africa. ;My counter-arguments are supported by showing how contemporary African philosophers are facilitating the process of development through their analyses and prescriptions for transcending cultural barriers to a general orientation to science. Abstract ‘PLATO’S THEORY OF CHANGE: A POPPERIAN RECONSTRUCTION AND ITS SIGNIFICANCE FOR TRADITIONAL AND EMERGING DEMOCRACIES,’ The International Journal of Applied Philosophy, Vol 8 Winter/Spring 1994, No.2. -/- This paper argues that in the midst of the unprecedented actual and potential socio-political and economic changes and transformations in our world toward the end of the 20th Century, the need for some philosophical grounding and guidance has become an imperative if only to avoid a global disaster or change for its own (...) sake. The changes cited include the collapse of the Soviet hegemony and the emergence of pro-democracy movements throughout in Eastern Europe, Latin America, South East Asia, and Africa including the post-Apartheid South Africa. Other changes mentioned include the integration of EEC members into a political unit, the threats from international terrorism, the increasing socio-economic gap and anti-Black racism in the US, and the changes promised by the new US President, Bill Clinton. The paper initiates discussion about the prospect for such a philosophical grounding and guidance by focusing on Plato’s Theory of Change and the possibility of utilizing it as a fulcrum for the ongoing global changes. Following Karl Popper’s lead, (in The Open Society and Its Enemies Vol .I, The Spell of Plato) Plato’s Theory is critiqued on account of its inherent historicism, totalitarianism, and social injustice. Unlike Popper who stops at the criticism however, this paper proceeds with a reconstruction of Plato’s Theory of Change in the light of the criticism as well as the criticism of Popper’s own inaccurate representation of Plato’s Theory. The new theory of change, aptly called, The Plato-Popper Theory of Change is applied to analyzing and theoretically solving or minimizing some of the problems within traditional democracies like the US and Emerging democracies in the Third World. Finally, the paper also presents a challenge to professional philosophers, especially those skilled in ethics and socio-political philosophy, to shift their focus from solving the abstract problems in some possible worlds to solving the real problems of this world in which we live and die. The limbus is a narrow band of tissue that encircles the cornea, the transparent ‘window’ into the eye. The outermost layer of the cornea is the epithelium, which is necessary for clear vision. The limbus acts as a ‘reservoir’ for limbal stem cells which maintain and regenerate the corneal epithelium. It also functions as a barrier to the conjunctiva and its blood vessels. Limbal stem cell deficiency is a general term for diseases which are characterised by the impairment of the (...) limbus, limbal stem cells and their ability to replenish the corneal epithelium through proliferation and differentiation. Consequently, sufferers experience chronic pain and progressive blindness. This paper will highlight the salient milestones of limbal stem cell biology and potential future treatments for limbal stem cell deficiency. (shrink)

Among the fields of music study, ethnomusicology has wrestled most self-consciously with matters of representation. Since its inception in the late nineteenth century as vergleischende Musikwissenschaft [comparative musicology] and throughout its turbulent history, ethnomusicology has been centrally and vitally concerned with at least three basic issues and their numerous ramifications. First is the problem of locating disciplinary boundaries: is ethnomusicology a subfield of musicology, does it belong under anthropology or ethnology, or is it an autonomous discipline?1 Second is the problem (...) of translation: what factors influence the attempt to translate the reality of other musical cultures into audio and visual recordings, verbal accounts, and transcriptions in musical notation? This book examines the labour standards provisions in a number of Regional and Bilateral Trade Agreements, and assesses the potential of using the relevant clauses in these trade agreements as a benchmark for a multilateral approach. Based on the lessons learned from the Regional model, the book proposes a Global Labour and Trade Framework Agreement (GLTFA) combined with a joint ILO/WTO enforcement mechanism to resolve the contentious issue of the link between the CLS and international trade. The history of the (...) linkage between the Core Labour Standards (CLS) and international trade dates back roughly 150 years, and has recently become one of the most vexing issues facing policy-makers. At the heart of the debate is the question whether or not trade sanctions should be imposed on countries that do not respect the CLS as embodied in multilateral conventions administered by the International Labour Organization (ILO). Concretely, this would entail inserting a social clause in the World Trade Organization (WTO) rules, and would trigger the imposition of sanctions on those countries that do not adhere to the CLS. I analyse the political, economic, and cultural circumstances that have given rise to persistent political disputes about race (known colloquially as “the culture war”) among a subset of Americans. I argue that they point to a deep tension between widely held normative aspirations and pervasive and readily observable material facts about our society. The characterological pathologies this gives rise to are discussed, and a normatively preferable path forward for an individual attempting to reconcile themselves to the current social order is (...) suggested. On balance, Africa generally has made some progress in good governance under liberal, multiparty democracy in the past two or three decades. But there are well‐noted, wide‐ranging dysfunctions in governance, which inhibit human development and fulfilment. Several papers have been published, which propose various solutions to the dysfunctions. Among them are proposals for types of all‐inclusive democratic politics. I examine a couple of these proposals and conclude that they generate formidable feasibility challenges, even for the types of democracy they advocate. (...) This paper focuses on Ghana, but with a thrust intended to have import for the sustainability of democracy across Africa. The argument is basically that the operating democratic constitutions in Africa provide a normatively desirable liberal, multiparty democracy, which promises a reasonably good life for all without exception; but practice has resulted in enduring, multiple deprivations and low standards of living for millions of citizens. The reason for the undesirably wide gap between the ideal and the practice is not because multiparty democracy is inconsistent with African traditions or is otherwise not good for Africans, as some scholars claim, but because of those who tend to run it—their general incompetence, including or marked by their intellectual and ethical inability to rise above partisan limitations and failure to leverage the efficiencies of the free market system. The proposed solution for Ghana, intended to eliminate or significantly mitigate the dysfunctions just mentioned and to sustain the multiparty democracy, is to redesign the National Development Planning Commission (NPDC), a constitutional organ which serves the partisan executive, into a robust, non‐partisan, independent institution, anchored on the principles of separation of powers and checks and balances, to enable it to do at least the following two things: (a) to produce, with representation from key stakeholders, including political parties, technocratically objective, competent, efficient and accountable rolling and all‐inclusive National Development Plans (NDPs) in place of vote‐inspired and partisan manifestoes, with budgets approved by parliament; and (b) to monitor, evaluate and report on the governing party's implementation of the NDPs to parliament. Democracy will become sustainable as the general quality of lives grows steadily under the continuous implementation of all‐inclusive NDPs, which are to be crafted to efficiently and sustainably deliver public goods and services that serve district, regional and the common needs and interests of all Ghanaians rather than the interests of the few and powerful or, at best, of majorities. Social scientists use many different methods, and there are often substantial disagreements about which method is appropriate for a given research question. In response to this uncertainty about the relative merits of different methods, W. E. B. Du Bois advocated for and applied “methodological triangulation”. This is to use multiple methods simultaneously in the belief that, where one is uncertain about the reliability of any given method, if multiple methods yield the same answer that answer is confirmed more strongly than (...) it could have been by any single method. Against this, methodological purists believe that one should choose a single appropriate method and stick with it. Using tools from voting theory, we show Du Boisian methodological triangulation to be more likely to yield the correct answer than purism, assuming the scientist is subject to some degree of diffidence about the relative merits of the various methods. This holds even when in fact only one of the methods is appropriate for the given research question. (shrink)

Critical race theorists and standpoint epistemologists argue that agents who are members of dominant social groups are often in a state of ignorance about the extent of their social dominance, where this ignorance is explained by these agents' membership in a socially dominant group (e.g., Mills 2007). To illustrate this claim bluntly, it is argued: 1) that many white men do not know the extent of their social dominance, 2) that they remain ignorant as to the extent of their dominant (...) social position even where this information is freely attainable, and 3) that this ignorance is due in part to the fact that they are white men. We argue that on Buchak's (2010, 2013) model of risk averse instrumental rationality, ignorance of one's privileges can be rational. This argument yields a new account of elite-group ignorance, why it may occur, and how it might be alleviated. (shrink)

This paper investigates the interaction between language, culture, body and emotions. It is an aspect of cognitive semantics that discusses the Akan somatic nature of their body and therefore have existing lexical items, idioms and proverbs to comment on “wellbeing”. It is based on Conceptual Metaphor Theory by Lakoff and Johnson (1980) and Ethnopragmatics by Goddard (2006). A great parts of Akan expressions for “wellbeing” are tapped from body parts through their physical, cognitive, and emotional representations. The nature of the (...) derived semantic patterns and how the Akans consider these somatic expressions, idioms and proverbs as important aspects of their language and culture are discussed. This paper argues that “wellbeing” as an emotion is transitional like a pendulum; one can be enjoying aspects of “wellbeing” for a moment and be in “distress” and “depression” a moment later. This article addresses greetings as one of the most frequent linguistic interactional routines among the Akan of Ghana. The article will look at the functions, situations, and the major forms of Akan greetings. The article will highlight the major functions of greetings such as the creation of social relationship, commitment to one another in social encounters and manifestation of an individual's communicative competence. It discusses the taxonomy of Akan greetings in terms of formality, periods, events and activities. The article further (...) looks at the changes in greetings in the Akan modern society. Philosophers of science debate the proper role of non-epistemic value judgements in scientific reasoning. Many modern authors oppose the value free ideal, claiming that we should not even try to get scientists to eliminate all such non-epistemic value judgements from their reasoning. W. E. B. Du Bois, on the other hand, has a defence of the value free ideal in science that is rooted in a conception of the proper place of science in a democracy. In particular, Du Bois argues (...) that the value free ideal must be upheld in order to, first, retain public trust in science and, second, ensure that those best placed to make use of scientifically acquired information are able to do so. This latter argument turns out to relate Du Bois’ position on the value free ideal in science to his defence of epistemic democracy. In this essay I elaborate, motivate, and relate to the modern debate, Du Bois’ under-appreciated defence of the value free ideal. (shrink)

Preferably scientific investigations would promote true rather than false beliefs. The phenomenon of fraud represents a standing challenge to this veritistic ideal. When scientists publish fraudulent results they knowingly enter falsehoods into the information stream of science. Recognition of this challenge has prompted calls for scientists to more consciously adopt the veritistic ideal in their own work. In this paper I argue against such promotion of the veritistic ideal. It turns out that a sincere desire on the part of scientists (...) to see the truth propagated may well promote more fraud rather than less. (shrink)

Prepublication peer review should be abolished. We consider the effects that such a change will have on the social structure of science, paying particular attention to the changed incentive structure and the likely effects on the behaviour of individual scientists. We evaluate these changes from the perspective of epistemic consequentialism. We find that where the effects of abolishing prepublication peer review can be evaluated with a reasonable level of confidence based on presently available evidence, they are either positive or neutral. Jennifer Lackey makes the case that non-summativist accounts of group belief cannot adequately account for an important difference between group lies and group belief. Since non-summativist accounts fail to do this, she argues that they ought be rejected and that we should seek an account of group belief which can do better by this standard. I briefly summarize Lackey’s argument, to give a sense of the role I see the central desideratum playing, and outline her arguments for that desideratum. I (...) then critique one of the positive arguments she offers for the desideratum, briefly outlining the notion of explication and why I think it would not license the appeal to the Group Lie Desideratum that Lackey’s argument depends upon. This leads me to reflections on the broader project of analysing notions of group belief, and the role I think such endeavours can or ought to play in social epistemology more broadly. (shrink)

We argue that the main results of scientific papers may appropriately be published even if they are false, unjustified, and not believed to be true or justified by their author. To defend this claim we draw upon the literature studying the norms of assertion, and consider how they would apply if one attempted to hold claims made in scientific papers to their strictures, as assertions and discovery claims in scientific papers seem naturally analogous. We first use a case study of (...) William H. Bragg’s early 20th century work in physics to demonstrate that successful science has in fact violated these norms. We then argue that features of the social epistemic arrangement of science which are necessary for its long run success require that we do not hold claims of scientific results to their standards. We end by making a suggestion about the norms that it would be appropriate to hold scientific claims to, along with an explanation of why the social epistemology of science—considered as an instance of collective inquiry—would require such apparently lax norms for claims to be put forward. Social scientists report difficulties in drawing out testable predictions from the literature on intersectionality theory. We alleviate that difficulty by showing that some characteristic claims of the intersectionality literature can be interpreted causally. The formalism of graphical causal modeling allows claims about the causal effects of occupying intersecting identity categories to be clearly represented and submitted to empirical testing. After outlining this causal interpretation of intersectional theory, we address some concerns that have been expressed in the literature claiming that membership (...) in demographic categories can have causal effects.
