Welcome to the 25th volume 1st issue of Cumhuriyet Theology Journal. With this issue, we are excited and happy to be 25 years old. Cumhuriyet Theology Journal has gained a rapid momentum with its format and publishing principles, and managed to attract the attention of the world of science. With the Isnad Citation System developed within the Cumhuriyet Theology Journal and the work-shops held in 2018 and 2019, a number of decisions were taken to increase the publication quality of Theology (...) Field Journals and many of them were implemented. The third workshop was carried out virtual on 26 December 2020 under the name of "Social Sciences Academic Publishing Workshop III" in cooperation with Atatürk High Insti-tution of Culture, Language and History and Sivas Cumhuriyet University. The theme of the workshop was determined as "Refereed Journal Publishing". Preparations for our 4th workshop have begun. In this sense, our journal continues its mission of being both a new ecole and a school with an effort to increase the quality of academic publishing. Moreover, we have also announced the preliminary review form and the review form for the blind review process. We examine Turkish and English titles, summaries, and keywords to make sure that they correspond to the field’s terminology. Furthermore, we require proper nouns and concepts/terms to be written in the reference style of TDV Encyclopaedia of Islam. We also particularly require for the articles to use the Isnad Citation Style. To improve the academic quality of the journal, we have also checked the article up for plagiarism. The articles that are marked with a result above %15 are returned to the authors with a plagiarism report. It might be right to note here that we have been getting more attention from scholarly world day by day with our mission and standards. The journal has received 93 articles between January 1- March 1, 2021 from the academic world. All articles went through the pre-review process to check the referencing and transliteration style before testing them using a plagiarism checker. We then have forwarded the articles that successfully passed the plagiarism check to our reviewers. Following this process, we have been able to offer to you 25 articles three of which are in English at this issue. We are delighted to offer you the various ranges of themes and topics with this new issue. This paper provides a conceptual framework that allows for distinguishing between different kinds of generalisation and applicability. It is argued that generalising models may bring epistemic benefits. They do so if they show that restrictive and unrealistic assumptions do not threaten the credibility of results derived from models. There are two different notions of applicability, generic and specific, which give rise to three different kinds of generalizations. Only generalising a result brings epistemic benefits concerning the truth of model components or (...) results. Abstracting the model and applying the model into new systems are not intrinsically epistemically beneficial in this way. The Dixit-Stiglitz model of monopolistic competition is used as an illustration. (shrink)

The most common argument against the use of rational choice models outside economics is that they make unrealistic assumptions about individual behavior. We argue that whether the falsity of assumptions matters in a given model depends on which factors are explanatorily relevant. Since the explanatory factors may vary from application to application, effective criticism of economic model building should be based on model-specific arguments showing how the result really depends on the false assumptions. However, some modeling results in imperialistic applications (...) are relatively robust with respect to unrealistic assumptions. Like other mathematically intensive sciences, economics is becoming increasingly computerized. Despite the extent of the computation, however, there is very little true simulation. Simple computation is a form of theory articulation, whereas true simulation is analogous to an experimental procedure. Successful computation is faithful to an underlying mathematical model, whereas successful simulation directly mimics a process or a system. The computer is seen as a legitimate tool in economics only when traditional analytical solutions cannot be derived, i.e., only as a (...) purely computational aid. We argue that true simulation is seldom practiced because it does not fit the conception of understanding inherent in mainstream economics. According to this conception, understanding is constituted by analytical derivation from a set of fundamental economic axioms. We articulate this conception using the concept of economists' perfect model. Since the deductive links between the assumptions and the consequences are not transparent in ‘bottom‐up’ generative microsimulations, microsimulations cannot correspond to the perfect model and economists do not therefore consider them viable candidates for generating theories that enhance economic understanding. Robustness may increase the degree to which the robust result is indirectly confirmed if it is shown to depend on confirmed rather than disconfirmed assumptions. Although increasing the weight with which existing evidence indirectly confirms it in such a case, robustness may also be irrelevant for confirmation, or may even disconfirm. Whether or not it confirms depends on the available data and on what other results have already been established.

Kenneth Arrowia seuraten Lagerspetz pitää sosiaalisen valinnan teorian suurimpana vahvuutena sitä, että sen tuloksia voidaan käyttää monissa erilaisissa yhteyksissä. Minä taas pidän teorian suurimpana heikkoutena sen vaikeutta: tutkijat eivät ole päässeet yhteisymmärrykseen erityisesti ns. epärelevanttien vaihtoehtojen riippumattomuusehdon tulkinnasta ja muotoilusta. Lagerspetz hyväksyy kirjassaan nähdäkseni seuraavat väitteet: kaikki demokraattiset äänestyssäännöt rikkovat riippumattomuusehtoa, mutta että tuo ehto on silti normatiivisesti perusteltu. Arrow’n ehdot ovat intuitiivisesti ottaen hyväksyttävissä. Koska riippumattomuusehdon rikkoutumisesta seuraa strategista äänestämistä (...) ja strateginen äänestäminen on normatiivisesti katsottuna ei-toivottavaa tai jopa moraalisesti kyseenalaista, strategisen äänestämisen poissulkeminen olisi paras mahdollinen argumentti riippumattomuusehdon puolesta. Lisäksi säännöt jotka toteuttavat riippumattomuusehdon ovat immuuneja strategiselle käyttäytymiselle. Derivational robustness may increase the degree to which various pieces of evidence indirectly confirm a robust result. There are two ways in which this increase may come about. First, if one can show that a result is robust, and that the various individual models used to derive it also have other confirmed results, these other results may indirectly confirm the robust result. Confirmation derives from the fact that data not known to bear on a result are shown to be relevant (...) when it is shown to be robust. Second, robustness may increase the degree to which the robust result is indirectly confirmed if it increases the weight with which existing evidence indirectly confirms it. This may happen when it strengthens the connection between the core and the robust result by showing that auxiliaries are not responsible for the result. (shrink)

Coordination of a power system with the phasor measurement devices in real time on the load and generation sides is carried out within the context of smart grid studies. Power systems equipped with information systems in a smart grid pace with external security threats. Developing a smart grid which can resist against cyber threats is considered indispensable for the uninterrupted operation. In this study, a two-way secure communication methodology underpinned by a chaos-based encryption algorithm for PMU devices is proposed. The (...) proposed system uses the IEEE-14 busbar system on which the optimum PMU placement has been installed. The proposed hyperchaotic system-based encryption method is applied as a new security methodology among PMU devices. The success of results is evaluated by the completeness of data exchange, durations, the complexity of encryption-decryption processes, and strength of cryptography using a microcomputer-based implementation. The results show that the proposed microcomputer-based encryption algorithms can be directly embedded as encryption hardware units into PMU and PDC devices which have very fast signal processing capabilities taking into considerations the acceptable delay time for power system protection and measuring applications and quality metering applications which is 2 ms and 10 ms, respectively. While proposed algorithms can be used in TCP or UDP over IP-based IEEE C37.118, IEC 61850, and IEC 61850-90-5 communication frameworks, they can also be embedded into electronic cards, smartcards, or smart tokens which are utilized for authentication among smart grid components. In the history of Islam, many scholars who have contributed to Islamic sciences both with their works and their thoughts have been attributed to teşeyyuʻ (being inclined to Shi'ism). Dārakutnī (d. 385/995) is one of the scholars who were subjected to this accusation. Dārakutnī, who was considered one of the leading ḥadīth reciters of his period with his strong memory and deep understanding, wrote many works showing his competence in the science of ḥadīth He was also given the title of (...) “Amīr al-mu’minīn fi’l-hadīs”, a title bestowed upon very few people. The background behind Dārakutnī’s accusation of teşeyyuʻ is that he memorized the poems of Sayyid al-Himyerî (d. 173/789), a Shiite poet. In this article, the allegation of teşeyyu' attributed to Dārakutnī has been examined and the information that constitutes the source of the said accusation against him has been examined and whether this accusation has been handled on a solid basis has been examined. As a result of the research conducted on both Dārakutnī’s own words and works and the Ahl al-Sunnah and Shia rijāl literature, it was concluded that the accusation of teşeyyu' directed against Dārakutnī was merely an allegation and was not based on a scientific basis. In the research, the information in the relevant sources was examined and an attempt was made to present the information obtained in an objective manner. (shrink)

Bu makalede Erken dönem Eş‘ariyye’de dakîku’l-kelâm konusu izah edilmeye çalışılacaktır. Kelâm ilminin sistematik hale gelişinden itibaren konuları genellikle dakîku’l-kelâm ve celîlu’l-kelâm şeklinde ikili bir tasnifle ele alınmıştır. Dakîku’l-kelâm, konusu itibariyle âlem, âlemin unsurları, cevher, araz, cisim gibi fizik alanına tekabül ederken celîlu’l-kelâm ise uluhiyyet, nübüvvet ve sem’iyyât ile ilişkili olan metafizik alana tekabül etmektedir. Hicrî dördüncü asırda teşekkül eden Eş‘arî kelâm okulu varlık konusu başta olmak üzere fizik ve metafizik konuları sistematik bir şekilde ele almıştır. Erken dönem Eş‘arî kelâmında kelâm (...) ilminin fizik alanına tekabül eden dakîku’l-kelâm konularına epeyce yer verilmiştir. Bu çalışmada amacımız erken dönem Eş‘ariyye’nin Allah-âlem ilişkisi, âlemin hudûsu ve unsurları, cisim, cevher ve araz gibi meseleleri içeren dakîku’l-kelâm anlayışını sunmaktır. Allah-âlem ilişkisini ele almada daha önceleri Mu‘tezile tarafından kullanılan kelâm atomculuğunun Eş‘arî kelâmında da benimsenip benimsenmediğine değinilecektir. Aynı şekilde Âlemin işleyişinde bir zorunluluğun olup olmadığı meselesini konu edinen illiyet/nedensellik tartışmaları da ele alınacaktır. Bu çalışmanın erken dönem Eş‘arî kelâmının dakîku’l-kelâm alanındaki özgünlüğünü ortaya koymasını ve yeni çalışmalara kapı aralayarak literatüre bir katkı sunmasını umuyoruz. It is argued in this paper that amalgamating confirmation from various sources is relevantly different from social-choice contexts, and that proving an impossibility theorem for aggregating confirmation measures directs attention to irrelevant issues.

This paper studies the welfare consequences of strategic voting in two commonly used parliamentary agendas by comparing the average utilities obtained in simulated voting under two behavioural assumptions: expected utility maximising behaviour and sincere behaviour. The average utility obtained in simulations is higher with expected utility maximising behaviour than with sincere voting behaviour under a broad range of assumptions. Strategic voting increases welfare particularly if the distribution of preference intensities correlates with voter types.

A review of Donald Katzner's book on economic modelling is provided. In addition to characterising the book, I give critical comments on the distinction between primary and secondary assumptions.

We claim that the process of theoretical model refinement in economics is best characterised as robustness analysis: the systematic examination of the robustness of modelling results with respect to particular modelling assumptions. We argue that this practise has epistemic value by extending William Wimsatt's account of robustness analysis as triangulation via independent means of determination. For economists robustness analysis is a crucial methodological strategy because their models are often based on idealisations and abstractions, and it is usually difficult to tell (...) which idealisations are truly harmful. This book provides the first comprehensive and critical examination of Mäki's realist philosophy of economics.

Arrow's Independence of Irrelevant Alternatives (IIA) has been under criticism for decades for not taking account of preference intensities. Computer-simulation results by Aki Lehtinen concerning strategic voting under various voting rules show that this intensity argument does not need to rest on mere intuition. Voters may express intensities by voting strategically, and that this has beneficial aggregate-level consequences: utilitarian efficiency is higher if voters engage in strategic behaviour than if they always vote sincerely. Strategic voting is thus unambiguously beneficial under (...) a utilitarian evaluation of outcomes. What has been considered the main argument for IIA turns out to be one against it. This paper assesses the implications of these results for interpretations of Arrow's theorem and the Gibbard-Satterthwaite theorem in a discussion on the methodological and philosophical arguments concerning preference intensities and IIA. Bu makalede, Mevlana’nın görüşlerine özel atıfla, bir erdemsizlik örneği olarak vefasızlık üzerinde durulmaktadır.

This paper provides a philosophical critique of social choice theory insofar as it deals with the normative evaluation of voting and voting rules. I will argue that the very method of evaluating voting rules in terms of whether they satisfy various conditions is deeply problematic because introducing strategic behaviour leads to a violation of any condition that makes a difference between voting rules. I also argue that it is legitimate to make interpersonal comparisons of utilities in voting theory. Combining a (...) realistic account of voters’ behaviour with a utilitarian evaluation of the outcomes then leads to the judgment that strategic voting is beneficial. If it is, then Arrow's theorem does not have far-reaching consequences for democracy because one of its conditions is not normatively acceptable. (shrink)

Interoperability across data sets is a key challenge for quantitative histopathological imaging. There is a need for an ontology that can support effective merging of pathological image data with associated clinical and demographic data. To foster organized, cross-disciplinary, information-driven collaborations in the pathological imaging field, we propose to develop an ontology to represent imaging data and methods used in pathological imaging and analysis, and call it Quantitative Histopathological Imaging Ontology – QHIO. We apply QHIO to breast cancer hot-spot detection with (...) the goal of enhancing reliability of detection by promoting the sharing of data between image analysts. (shrink)

The institutional model as delineated by classical Public Administration has limited utility for public administration in the developing countries. There are unlikely to be any uniform structural remedies foradministrative defects in those countries. Similar relationships do not have similar consequences in different contexts. An increased awareness along these lines led to the emergence of Development Administration- an effort to relate structures to goals - and Comparative Public Administration - analysis of administrative structures in their own societal contexts. The basic argument (...) of the present articles is that despite our increased sophistication on these matters the relevance in Development Administration cannot be obtained if one relies only on theoretical knowledge. It is noted that in Development Administration thinking must descend from the heights of systematic theory to the open country of praxis. (shrink)

This paper provides the first systematic epistemological account of simulated data in empirical science. We focus on the epistemic issues modelers face when they generate simulated data to solve problems with empirical datasets, research tools, or experiments. We argue that for simulated data to count as epistemically reliable, a simulation model does not have to mimic its target. Instead, some models take empirical data as a target, and simulated data may successfully mimic such a target even if the model does (...) not. We show how to distinguish between simulated and empirical data, and we also offer a definition of simulation that can accommodate Monte Carlo models. We shed light on the epistemology of simulated data by providing a taxonomy of four different mimicking relations that differ concerning the nature of the relation or relata. We illustrate mimicking relations with examples from different sciences. This paper criticises the Waltonian fictional view for misconstruing the role of imagination in scientific modelling, and for failing to provide an adequate account of the epistemology of modelling. It is argued that the central notions of prescribed imagination, props and principles of generation should be abandoned because they confuse more than clarify the philosophy of modelling. It is argued that the epistemic credibility of inferences in modelling require that results are explicitly derived with model descriptions in a proof, but (...) since prescribed imagination does not guarantee that any actual inferences are made, principles of indirect generation cannot determine the content of a model. An alternative epistemic account of model content is proposed, and it is shown that the Waltonian fictional view does not have resources to accommodate the practices in which such content is determined. This critique highlights the limitations of using concepts from fiction theory in scientific modelling, suggesting that the Waltonian fictional view obscures rather than clarifies modelling practices. Although nature of science and nature of scientific inquiry are related to each other, they are differentiated as NOS is being more related to the product of scientific inquiry which is scientific knowledge whereas NOSI is more related to the process of SI. Lederman et al. determined eight NOSI aspects for K-16 context. In this study, a science camp was conducted to teach scientific inquiry and NOSI to 24 6th and 7th graders. The core of the program was guided inquiry (...) in nature. The children working in small groups under guidance of science advisors conducted four guided-inquiries in the nature in morning sessions on nearby plants, animals, water, and soil. NOSI aspects were made explicit during and at the end of each inquiry session. Views about scientific inquiry questionnaire was applied as pre- and post-test. The results of the study showed that children developed in all eight NOSI aspects, but higher developments were observed in “scientific investigations all begin with a question” and “there is no single scientific method,” and “explanations are developed from data and what is already known” aspects. It was concluded that the science camp program was effective in teaching NOSI. (shrink)

Following an established tradition, the current special issue collects five articles that originate from papers presented at the IX Conference of the International Network for Economic Method. The conference took place in Helsinki on 1–3 September 2011 and was hosted by TINT (Trends and Tensions in Intellectual Integration), University of Helsinki. The conference was successful both in terms of the number of participants and the quality of the presentations. Although the sample of papers that made it to this special issue (...) is relatively small, we think that it is representative of some of the major contemporary currents in the wider field of the philosophy and methodology of economics. The papers examine both long-debated and more recent issues. (shrink)

This paper contributes to the philosophical accounts of generalisation in formal modelling by introducing a conceptual framework that allows for recognising generalisations that are epistemically beneficial in the sense of contributing to the truth of a model result or component. The framework is useful for modellers themselves because it is shown how to recognise different kinds of generalisation on the basis of changes in model descriptions. Since epistemically beneficial generalisations usually de-idealise the model, the paper proposes a reformulation of the (...) well-known distinction between abstraction and idealisation. A reformulated notion of abstraction is needed because the extant accounts yield wrong judgments when model-modifications introduce implicit assumptions. (shrink)

Erdem üzerine çözümleme yapmanın temel bir gereği, bilimsel ve teknolojik gelişmelerin hızla yükseldiği günümüzde varlığı iyiden iyiye gözlemlenen ahlaktan kopuk bir yaşantı içinde oluşun rahatlıkla duyumsanır hale gelmesidir. Erdeme ilişkin bir çözümleme, ister alanlararası genişleme ister kavram zenginliği üzerinden yapılmış olsun, erdemin, ahlaki yaşantıda, duyarlılık gösterilmesi gereken temel bir kavram olduğuna işaret eder. Bu durum, kendini, Mevlana’nın erdeme ilişkin yaptığı çözümlemelerde oldukça güçlü bir biçimde duyumsatır. Bizim bu yazıda öncelediğimiz temel bir hedef, Mevlana’nın görüşleri ışığında, alanlararası genişleme üzerinden yapılacak bir (...) erdem çözümlemesinin ahlakı yaşantıyı duyarlı hale getirmeye sağlayacağı katkıdır.
