Les programmes d’accompagnement des chômeurs peuvent se lire comme un temps prescrit institutionnellement, mesuré, optimisé, et moins orienté vers la sortie du chômage que vers la réhabilitation de l’employabilité. Nous nous intéressons aux logiques d’action qui président à la construction des normes de calendriers d’accès à l’emploi. Le temps de l’« employabilisation » ainsi défini est caractérisé par des événements dont la durée, le séquençage ou encore l’espacement sont rationnellement organisés. Le temps propre de l’accompagnement et de ses programmes apparaît (...) alors comme un objet de savoirs experts de diverses natures produits par des ingénieurs socio-économiques d’une part et des gestionnaires de l’activité des professionnels de l’emploi d’autre part. ABSTRACT This paper is intended to stimulate debate amongst stakeholders in the international research community on the topic of returning individual genetic research results to study participants. Pharmacogenetics and disease genetics studies are becoming increasingly prevalent, leading to a growing body of information on genetic associations for drug responsiveness and disease susceptibility with the potential to improve health care. Much of these data are presently characterized as exploratory (non‐validated or hypothesis‐generating). There is, however, a trend for research participants to be (...) permitted access to their personal data if they so choose. Researchers, sponsors, patient advocacy groups, ethics committees and regulatory authorities are consequently confronting the issue of whether, and how, study participants might receive their individual results. Noted international ethico‐legal guidelines and public policy positions in Europe and the United States are reviewed for background. The authors offer ‘Points‐to‐Consider’ regarding returning research results in the context of drug development trials based on their knowledge and experience. These considerations include: the clinical relevance of data, laboratory qualifications, informed consent procedures, confidentiality of medical information and the competency of persons providing results to participants. The discussion is framed as a benefit‐to‐risk assessment to balance the potential positive versus negative consequences to participants, while maintaining the integrity and feasibility of conducting genetic research studies. We study the extension of public announcement logic PAL by public assignments, which we call PALA. Just as in the case of PAL, the standard procedure for deciding PALA validity, i.e. the use of so-called reduction axioms to translate PALA formulae into formulae in epistemic logic EL, may lead to exponential growth. In this paper, we show that such a price is not mandatory, for we provide a polynomial translation of PALA into EL. This is based on abbreviations of subformulae (...) by new propositional letters. Such optimal translation also enables us to show the computational complexity of the problem of deciding PALA validity, which turns out to be coNP-complete in the single-agent case and PSPACE-complete in the multiagent case. O presente artigo faz uma reflexão sobre a esfera pública de Jünger Habermas, como uma via de abertura para o debate em todas as dimensões. Objetiva-se apresentar neste trabalho, como o conceito de esfera pública habermasiana pode justificar a atuação do Tribunal de Contas como mecanismo de fiscalização, controle e de construção do mérito administrativo, com foco, nesta pesquisa, para a atuação administrativa nos procedimentos licitatórios. Defende-se que o Tribunal de Contas deve atuar no controle de processos licitatórios, a fim (...) de possibilitar discussões amplas e abertas com os gestores públicos e com toda a sociedade, configurando verdadeira construção da esfera pública, possibilitando gestões ancoradas na moralidade, transparência e democráticas. A partir de tal pesquisa, conclui-se que a Lei nº 14.133, de 01 de abril de 2021, ao afastar o Tribunal de Contas para a terceira linha de defesa dos procedimentos licitatórios prejudica a esfera pública e, por outro lado, sua atuação pedagógica prevista na mesma legislação pode trazer vantagens para a mesma esfera pública. O procedimento metodológico utilizado é o dedutivo, pautada em pesquisa bibliográfica, adotando como marco teórico o conceito habermasiano de esfera pública. (shrink)

Num mundo onde tudo se tornou imagem, parece da maior importância investigar filosoficamente as conexões entre imagens e educação. As imagens-marketing, compondo desejos capturados por um capitalismo que já traz prontos os mundos e seus sentidos, assumiram o status de arte e impregnam tudo - os sentidos, os raciocínios, a imaginação… elas educam. Ora, se é mesmo assim, interessa investigar as relações possíveis entre filosofia e imagem e educação. É o que propõe este dossiê.

Most new drugs are protected by pharmaceutical patents, which give the patent holder exclusive control over that drug’s supply for 20 years. When the patent term expires, the drug becomes available for generic production by any company. The resulting competition typically leads to dramatic reductions in price. In Brazil, generic drugs are on average 40% cheaper than reference or brand-name drugs. In the United States, the Federal Drug Administration reports up to 85% price differences. Consumers in India have witnessed more (...) than 100-fold price reduction for antiretroviral drugs due to generic production. Este artigo atende às provocações dos seres encantados que atuam na construção de nossa Filosofia afro-brasileira estimulando a criação de novas epistemologias através do fazer-negro centrado no mistério, na Força Vital, no diálogo com o Tambor e o Batuque e no poder da Palavra, todos estes saberes ancestrais que preenchem e conduzem nossa formação acadêmica como mulheres e pessoas negro-periféricas. Utilizaremos os termos “Filosofia afro-brasileira” ou ainda “Filosofia negro-brasileira” para tratar desses saberes sem que haja diferenciação entre eles. Somos duas (...) pesquisadoras que trabalham os rastros de africanidade nas expressões artísticas e socioculturais buscando seus sentidos e impactos políticos na contemporaneidade. Através de estudos nas ciências sociais, relações étnico-raciais e do campo artístico, queremos identificar, investigar e registrar a filosofia negro-brasileira, fundante de uma epistemologia proposta por mulheres negras, com base no legado africano e pautada na dialogia entre material e imaterial. Desejamos propor novos olhares para a história dos antepassados e descendentes de africanos, contribuindo para o fortalecimento e re-construção do imaginário social ocidental no sentido da emancipação antirracista. A critical, philosophical engagement of the psychological structures that propagate the continued oppression of women. In this book, the Italian feminist thinker Lea Melandri argues that systemic violence against women has deep psychoanalytic roots. Drawing inspiration from the work of Freud and the psychiatrist and psychoanalyst Elvio Fachinelli, along with feminist practices of consciousness-raising, Melandri demonstrates how male dominance and female subservience are established by society through a binary and oppositional understanding of sex and gender. This understanding—and the oppression and (...) violence against women that results—is inscribed in the psyches of both men and women, and is replicated anew from generation to generation. Melandri analyzes women in media, politics, philosophy, and literature to show how this plays out, and calls for awareness of these deep psychic structures and expectations formed within the dynamics of society and primary family relations. Lea Melandri is one of Italy’s best-known feminist thinkers and activists. She is the author of many books and continues to write and advocate for women’s rights. In 2012, she was awarded by the city of Milan the Ambrogino d’oro, one of the city’s highest honors. O objetivo deste artigo é discutir a ofensa sexual cometida por adolescentes/jovens adultos e as implicações sociais e jurídicas decorrentes. A adolescência é um período em que ocorrem mudanças significativas e a ofensa sexual é uma questão de saúde pública, complexa e multideterminada. Cometer ofensa sexual na faixa etária entre 16-21 anos traz a necessidade de compreensão contextualizada, pois envolve dimensões jurídicas diferenciadas. Trata-se de uma pesquisa documental com os prontuários de cinco adolescentes atendidos em uma instituição de saúde pública. (...) Os dados foram analisados a partir de categorias que conectam as vitimizações a aspectos sociofamiliares e implicações jurídicas. Os resultados apresentaram a polivitimização na história de vida e um ponto limite de virem a lidar com conjunto de regras de criminalização ou de proteção, de enfrentarem contextos jurídicos com legislações diferentes, quando ainda pertencem ao mesmo contexto familiar e à mesma comunidade. O estudo dos fatos e episódios científicos é importante no sentido de possibilitar a compreensão do desenvolvimento das Ciências em contextos tanto do ensino, em diversos níveis, quanto da pesquisa. No entanto, a leitura dessa construção histórica precisa considerar visões de Ciência que superem as perspectivas lineares e neutras sobre a construção do processo de produção científica. Sob tal perspectiva, propõe-se nesse artigo uma releitura do movimento de elaboração do modelo da dupla hélice do DNA a partir do aporte epistemológico (...) de Thomas Kuhn. Entendemos ser este um contexto importante que permeia a formação científica, tanto na educação básica quanto no ensino superior, no campo das Ciências Biológicas e que os conceitos desenvolvidos a partir da elaboração do modelo da dupla hélice são basilares para a compreensão de conhecimentos relacionados à genética, citologia, evolução, dentre outros. No processo de revisitar esse recorte histórico, identificamos os embates teóricos entre pesquisadores de diversos campos, a competição e o consenso como elementos que mobilizam a busca de respostas na concretização de um novo paradigma. Dessa forma, a dinamicidade da Ciência se mostra presente rejeitando a ideia do dado pronto e valorizando o processo no qual o conhecimento se constrói. Propomos que este seja um exercício de reflexão considerando-se que revisitar a história da Ciência a partir de diferentes perspectivas epistemológicas pode propiciar aos sujeitos novos olhares em um devir que descortine conceitos construídos de maneira dinâmica por homens e mulheres que, entre ires e vires, dão significado aos fenômenos que nos rodeiam. In this article, we shed light on the emergence, diffusion, and use of socio-technological future visions. The artificial intelligence future vision of the German federal government is examined and juxtaposed with the respective news media coverage of the German media. By means of a content analysis of frames, it is demonstrated how the German government strategically uses its AI future vision to uphold the status quo. The German media largely adapt the government´s frames and do not integrate alternative future narratives (...) into the public debate. These findings are substantiated in the framing of AI futures in policy documents of the German government and articles of four different German newspapers. It is shown how the German past is mirrored in the German AI future envisioned by the government, safeguarding the present power constellation that is marked by a close unity of politics and industry. The German media partly expose the government´s frames and call for future visions that include fundamentally different political designs less influenced by the power structures of the past and present. A number of philosophers claim that reflection on the subjective or phenomenal character of conscious experience reveals the universal involvement of a certain feature—‘for-me-ness’, or ‘mine-ness’, or ‘a sense of mine-ness’—whose presence is often overlooked or denied. The first half of this chapter canvasses several possible interpretations of these phrases, identifies some ways in which their use tends to be problematically equivocal, and ends with a clear and minimal statement of what the feature is supposed to be. The second half (...) questions some of the grounds on which the universality of this feature has been upheld in recent analytic work, addressing both a cluster of explanatory motivations (appealing to immunity to error though misidentification, epistemic asymmetry, and ease of judgment or reportability) and a more direct descriptive or conceptual case for this view. Many challenges to economic and social well-being require close collaboration between business, government, and civil-society actors. In this context, the involvement of multiple companies rather than a single company may enhance such cross-sector social partnerships’ outcomes. However, extant literature cautions about the tensions arising from companies’ competitive interests and the detrimental effects on the CSSP’s social outcome. Similarly, studies analyzing simultaneous collaboration and competition suggest shielding off competitive elements from the collaboration. Based on insights into two multi-company CSSPs, we conversely (...) find that government and NGO partnership managers deliberately leveraged competition through the CSSP design. They used similar segmentation mechanisms to enhance CSSP contributions, but differed in the way they integrated collaborative and competitive elements, leading to sustained corporate commitment in one CSSP and unmet promises in the other. These insights expose the paradoxical nature of coopetition at the interface of social and economic goals, and advance current research by indicating competition’s positive effects and the respective partnership design implications. On this basis, our study helps reveal and better understand sustainability-related tensions and opportunities at the inter-organizational level. (shrink)

L’intérêt public est au cœur de la sémantique politique : le syntagme est omniprésent dans les pratiques discursives du droit et de l’administration publics ainsi que dans les discours rhétoriques et polémiques des acteurs du débat public. Pourtant, s’il constitue un élément de langage fondamental, son contenu a rarement été défini : ce sont les usages à travers le temps qui peuvent en indiquer le sens, mais ce sens, pour n’avoir pas été explicitement posé, demeure nécessairement incertain et peut varier (...) selon les contextes, les énonciateurs et les destinataires à qui il est adressé.La difficulté sémantique tient à l’apposition quasiment oxymorique du terme d’« intérêt » – qui, logiquement, devrait être relatif à chaque individu – et de celui de « public » uni, uniforme et homogène. Sur quel fondement comment peut-on dégager un contenu objectif à l’expression? Peut-il être suffisamment précis et solide pour être le fondement de la légitimité politique, peut-il être le critère pour déterminer si la réalisation d’une politique publique est justifiée ou pas? L’imprécision sémantique empêche-t-elle d’établir l’existence d’un concept politique d’intérêt commun? C’est donc le statut épistémologique de l’intérêt public qu’il convient de questionner in fine : il nous faut déterminer de quel type d’objet épistémologique il s’agit pour saisir à quelles fins il est manipulé dans les pratiques discursives. Il s’agira dans cet article de développer la thèse selon laquelle l’intérêt public n’est pas un concept scientifique à proprement parler, ni une catégorie, ni même une expérience politique pure, il est éventuellement un concept au sens politique du terme, à comprendre comme une structure langagière, une fiction régulatrice toujours en cours de formation, historiquement élaborée en réponse à une anthropologie rationnelle. Pour cela, on mettra en évidence, dans un premier moment, l’absence de définition du prétendu concept d’intérêt public. Dans un second temps, nous expliquerons sa persistance paradoxale non seulement dans les discours politiques mais aussi dans les discours théoriques en revenant sur les étapes les plus importantes de la généalogie du concept. Finalement, nous pourrons développer les difficultés que suppose la qualification épistémologique de la notion « d’intérêt public » et proposer une interprétation de son statut. (shrink)

While Dicer plays an important antiviral role through the RNAi pathway in plants and invertebrates, its contribution to antiviral immunity in vertebrates and more specifically mammals is more controversial. The apparent limited RNAi activity in mammalian cells has been attributed to the reduced long dsRNA processive activity of mammalian Dicer, as well as a functional incompatibility between the RNAi and IFN pathways. Why Dicer has lost this antiviral activity in the profit of the IFN pathway is still unclear. We propose (...) that the primary direct antiviral activity of Dicer has been functionally replaced by other sensors in the IFN pathway, leading to its specialization toward microRNA maturation. As a result, Dicer can regulate the innate immune response and prevent basal activation of the IFN pathway in mammals. Here, we discuss this hypothesis, highlighting how the adaptation of the helicase domain of mammalian Dicer may be key to this process. (shrink)

Models of category learning have been extensively studied in cognitive science and primarily tested on perceptual abstractions or artificial stimuli. In this paper, we focus on categories acquired from natural language stimuli, that is, words. We present a Bayesian model that, unlike previous work, learns both categories and their features in a single process. We model category induction as two interrelated subproblems: the acquisition of features that discriminate among categories, and the grouping of concepts into categories based on those features. Our model learns categories incrementally using particle filters, a sequential Monte Carlo method commonly used for approximate probabilistic inference that sequentially integrates newly observed data and can be viewed as a plausible mechanism for human learning. Experimental results show that our incremental learner obtains meaningful categories which yield a closer fit to behavioral data compared to related models while at the same time acquiring features which characterize the learned categories. This paper comments on Richard Bourke's Hegel and World Revolutions, focusing on its analysis of Hegel's relevance for debates on revolution, freedom, and the Enlightenment. While agreeing with Bourke's call for critically engaging with Hegel's ideas rather than dismissing them outright, the paper raises some questions concerning Bourke's reconstruction of Hegel's interpretation of Kant, his account of the French Revolution, and the impact of Hegel's work on contemporary debates.

This article explores the justification of states' territorial rights. It starts by introducing three questions that all current theories of territorial rights attempt to answer: how to justify the right to settle, the right to exclude, and the right to settle and exclude with reference to a particular territory. It proposes a ‘permissive’ theory of territorial rights, arguing that the citizens of each state are entitled to the particular territory they collectively occupy, if and only if they are also politically (...) committed to the establishment of a global political authority realizing just reciprocal relations. The article is developed by introducing some key features of the permissive theory and by explaining how such an account addresses the questions of settlement, exclusion and particularity in ways that significantly improve on existing rival accounts (most prominently: acquisition theories, legitimacy-based theories and nationalist theories). heories of embodied cognition (e.g., Perceptual Symbol Systems Theory; Barsalou, 1999, 2009) suggest that modality specific simulations underlie the representation of concepts. Supporting evidence comes from modality switch costs: participants are slower to verify a property in one modality (e.g., auditory, BLENDER-loud) after verifying a property in a different modality (e.g., gustatory, CRANBERRIES-tart) compared to the same modality (e.g., LEAVES-rustling, Pecher et al., 2003). Similarly, modality switching costs lead to a modulation of the N400 effect in event-related potentials (ERPs; Collins (...) et al., 2011; Hald et al., 2011). This effect of modality switching has also been shown to interact with the veracity of the sentence (Hald et al., 2011). The current ERP study further explores the role of modality match/mismatch on the processing of veracity as well as negation (sentences containing “not”). Our results indicate a modulation in the ERP based on modality and veracity, plus an interaction. The evidence supports the idea that modality specific simula- tions occur during language processing, and furthermore suggest that these simulations alter the processing of negation. (shrink)

In clinical practice, evidence suggests that teaching ethics using normative ethical theory has little influence on the ethical actions of providers in practice. Thus, new training methods are needed that improve clinician response to ethical problems. A sensemaking approach to ethics training has demonstrated promise as an evidence-based pedagogical method to improve ethical reasoning and response. Project ECHO is theoretically linked to improved sensemaking. This study examines the effectiveness of ECHO and training in use of sensemaking approaches to ethical response (...) by clinicians. A quasi-experimental design study using univariate linear regression was used to examine the effect of the three types of ethics training on ethical response self-efficacy scores, while controlling for participant characteristics of years in practice, discipline and sex. We found evidence that training in sensemaking through participation in ECHO promotes improved ethical response self-efficacy of clinicians. However, results also suggest that a traditional ECHO format that does not explicitly introduce sensemaking strategies into the training does not result in the same learning outcomes as measured through an ethical response self-efficacy survey. This study found important preliminary results to support use of sensemaking approaches in clinical ethics training. (shrink)

This essay compares the thoughts of Kant and Marx on revolution. It focuses in particular on two issues: the contribution of revolutionary enthusiasm to the cause of emancipatory political agents and its educative role in illustrating the possibility of progress for future generations. In both cases, it is argued, the defence of revolution is offered in the context of illustrating the possibility of moral progress for the species, even if not for individual human beings, and brings out the centrality of (...) collective agency in moving toward universal moral goals. Discussing the implications of these points is of significant historical interest: it allows us to defend an interpretation of Kant’s political thought which is sensitive to the material conditions of historical development and to rescue Marx from an amoral reading of his philosophy of history. Reflecting on the role and preconditions of transformative collective agency is also of normative interest: it allows us to better evaluate the significance of political events that, firstly, re-shape the boundaries of political feasibility and, secondly, play a crucial educative role in motivating future progressive initiatives. While there is extensive literature on both the expansion of human rights and solidarity movements, and on micro-solidarity and violent actions, here I ask what is the relationship between human rights, micro-solidarity and social action? Based on a case study of structured, face-to-face dialogue group encounters in the Israeli/Palestinian context, I draw on Randall Collins’s interaction ritual chain theory to demonstrate why emotional energy and the ritualization of historical narratives have very limited potential to translate into human rights-based moral actions. (...) Instead, I suggest, these encounters produce micro-solidarity that ascribes additional weight to ethnic categories, serving to polarize and homogenize groups along ethnic lines. (shrink)
