Linkage of population-based administrative data is a valuable tool for combining detailed individual-level information from different sources for research. While not a substitute for classical studies based on primary data collection, analyses of linked administrative data can answer questions that require large sample sizes or detailed data on hard-to-reach populations, and generate evidence with a high level of external validity and applicability for policy making. There are unique challenges in the appropriate research use of linked administrative data, for example with (...) respect to bias from linkage errors where records cannot be linked or are linked together incorrectly. For confidentiality and other reasons, the separation of data linkage processes and analysis of linked data is generally regarded as best practice. However, the ‘black box’ of data linkage can make it difficult for researchers to judge the reliability of the resulting linked data for their required purposes. This article aims to provide an overview of challenges in linking administrative data for research. We aim to increase understanding of the implications of the data linkage environment and privacy preservation; the linkage process itself and linkage quality and potential bias in linked data. We draw on examples from a number of countries to illustrate a range of approaches for data linkage in different contexts. (shrink)

Research has shown that paternal involvement positively impacts on child health and development. We aimed to develop a conceptual model of dimensions of fatherhood, identify and categorise methods used for linking fathers with their children in administrative data, and map these methods onto the dimensions of fatherhood. We carried out a systematic scoping review to create a conceptual framework of paternal involvement and identify studies exploring the impact of paternal exposures on child health and development outcomes using administrative data. We (...) identified four methods that have been used globally to link fathers and children in administrative data based on family or household identifiers using address data, identifiable information about the father on the child's birth registration, health claims data, and Personal Identification Numbers. We did not identify direct measures of paternal involvement but mapping linkage methods to the framework highlighted possible proxies. The addition of paternal National Health Service numbers to birth notifications presents a way forward in the advancement of fatherhood research using administrative data sources. (shrink)

Over the years, Katie Cannon's students referred to her work in progress as "Katie's canon." Not only does this book represent the canon of Cannon's best work; the book itself directly addresses the issues of canon formation and canon reformation. Cannon canonizes a literary tradition and directly addresses both oppression and liberation of African American women. Now in an expanded 25th-anniversary edition, Katie's Canon still packs firepower.

Internet protocol development is a social process, and resulting protocols are shaped by their developers’ politics and values. This article argues that the work of protocol development poses barriers to developers’ reflection upon values and politics in protocol design. A participant observation of a team developing internet protocols revealed that difficulties defining the stakeholders in an infrastructure and tensions between local and global viewpoints both complicated values reflection. Further, Internet architects tended to equate a core value of interoperability with values (...) neutrality. The article describes how particular work practices within infrastructure development overcame these challenges by engaging developers in praxis: situated, lived experience of the social nature of technology. A few years ago, it was common for philosophers to begin inquiry into hope by noting that the subject has received little attention in the philosophical literature. But our ability to make this claim is quickly coming to an end; hope has been earning increasing recognition in the discipline, with philosophers exploring important questions related to the nature of hope, what makes hope rational, and how hope is connected to human wellbeing and agency. Despite this recent interest, however, there remains (...) very little discussion of the social and political dimensions of hope. My aim in this paper is to demonstrate the importance of a feminist perspective in bringing these dimensions into fuller view. I argue that feminist insights into the relational nature of the self, which call attention to where selves are socially situated in relation to others, enable a richer understanding of the nature and value of hope. While the fundamental laws of physics are time-reversal invariant, most macroscopic processes are irreversible. Given that the fundamental laws are taken to underpin all other processes, how can the fundamental time-symmetry be reconciled with the asymmetry manifest elsewhere? In statistical mechanics, progress can be made with this question. What I dub the ‘Zwanzig–Zeh–Wallace framework’ can be used to construct the irreversible equations of SM from the underlying microdynamics. Yet this framework uses coarse-graining, a procedure that has faced much criticism. I (...) focus on two objections in the literature: claims that coarse-graining makes time-asymmetry ‘illusory’ and ‘anthropocentric’. I argue that these objections arise from an unsatisfactory justification of coarse-graining prevalent in the literature, rather than from coarse-graining itself. This justification relies on the idea of measurement imprecision. By considering the role that abstraction and autonomy play, I provide an alternative justification and offer replies to the illusory and anthropocentric objections. On the 24th June 2015, Feminist Legal Studies and the London School of Economics Law Department hosted an afternoon event with Professor Wendy Brown, Class of 1936 First Professor of Political Science, University of California. Professor Brown kindly agreed to discuss her scholarship on feminist theory, and its relationship to both the law and neoliberalism. The event included an interview by Dr Katie Cruz and a Q&A session, which are presented here in an edited version of the transcript. Sumi (...) Madhock, Professor of Gender Studies, LSE chaired the interview and discussion and introduced Professor Brown’s work. Katie Cruz asked Wendy Brown to reflect upon topics that span her scholarship and activism, including the state of critical, feminist, and Left approaches to rights, neoliberalism, despair and utopianism, and the future of feminist theory and practice in the context of neoliberalism and current debates about intersectionality. Participants in the discussion asked questions on a wide range of issues, including the limits of feminist engagement with law as a tool for social change, the dominance of neoliberalism, imperialist feminism, Islamophobia, secularism, and our attachment to the figure of homo politicus. Privacy is a critical challenge for corporate social responsibility in the mobile device ecosystem. Mobile application firms can collect granular and largely unregulated data about their consumers, and must make ethical decisions about how and whether to collect, store, and share these data. This paper conducts a discourse analysis of mobile application developer forums to discover when and how privacy conversations, as a representative of larger ethical debates, arise during development. It finds that online forums can be useful spaces for (...) ethical deliberations, as developers use these spaces to define, discuss, and justify their values. It also discovers that ethical discussions in mobile development are prompted by work practices which vary considerably between iOS and Android, today’s two major mobile platforms. For educators, regulators, and managers interested in encouraging more ethical discussion and deliberation in mobile development, these work practices provide a valuable point of entry. But while the triggers for privacy conversations are quite different between platforms, ultimately the justifications for privacy are similar. Developers for both platforms use moral and cautionary tales, moral evaluation, and instrumental and technical rationalization to justify and legitimize privacy as a value in mobile development. Understanding these three forms of justification for privacy is useful to educators, regulators, and managers who wish to promote ethical practices in mobile development. (shrink)

Theories of emotion have often maintained artificial boundaries: for instance, that cognition and emotion are separable, and that an emotion concept is separable from the emotional events that comprise its category (e.g. “fear” is distinct from instances of fear). Over the past several years, research has dissolved these artificial boundaries, suggesting instead that conceptual construction is a domain-general process—a process by which the brain makes meaning of the world. The brain constructs emotion concepts, but also cognitions and perceptions, all in (...) the service of guiding action. In this view, concepts are multimodal constructions, dynamically prepared from a set of highly variable instances. This approach obviates old questions (e.g. how does cognition regulate emotion?) but generates new ones (e.g. how does a brain learn emotion concepts?). In this paper, we review this constructionist, predictive coding account of emotion, considering its implications for health and well-being, culture and development. (shrink)

There is growing consensus that teaching computer ethics is important, but there is little consensus on how to do so. One unmet challenge is increasing the capacity of computing students to make decisions about the ethical challenges embedded in their technical work. This paper reports on the design, testing, and evaluation of an educational simulation to meet this challenge. The privacy by design simulation enables more relevant and effective computer ethics education by letting students experience and make decisions about common (...) ethical challenges encountered in real-world work environments. This paper describes the process of incorporating empirical observations of ethical questions in computing into an online simulation and an in-person board game. We employed theValues at Playframework to transform empirical observations of design into a playable educational experience. First, we conducted qualitative research to discover when and how values levers—practices that encourage values discussions during technology development—occur during the design of new mobile applications. We then translated these findings into gameplay elements, including the goals, roles, and elements of surprise incorporated into a simulation. We ran the online simulation in five undergraduate computer and information science classes. Based on this experience, we created a more accessible board game, which we tested in two undergraduate classes and two professional workshops. We evaluated the effectiveness of both the online simulation and the board game using two methods: a pre/post-test of moral sensitivity based on the Defining Issues Test, and a questionnaire evaluating student experience. We found that converting real-world ethical challenges into a playable simulation increased student’s reported interest in ethical issues in technology, and that students identified the role-playing activity as relevant to their technical coursework. This demonstrates that roleplaying can emphasize ethical decision-making as a relevant component of technical work. (shrink)

Resentment, as it is currently understood in the philosophical literature, is individual. That is, it is anger about a moral injury done to oneself. But in some cases, resentment responds to systemic harms and injustices rather than direct moral injuries. The purpose of this paper is to move beyond individualistic conceptions of resentment to develop an account of collective resentment that better captures the character and effects of the emotion in these cases. I use the example of indigenous and settler (...) Canadians’ reciprocal resentments in response to the Indian Residential Schools and continuing political disagreements as an example of a context in which understanding collective resentment is important. The search for the statistical mechanical underpinning of thermodynamic irreversibility has so far focussed on the spontaneous approach to equilibrium. But this is the search for the underpinning of what Brown and Uffink have dubbed the ‘minus first law’ of thermodynamics. In contrast, the second law tells us that certain interventions on equilibrium states render the initial state ‘irrecoverable’. In this article, I discuss the unusual nature of processes in thermodynamics, and the type of irreversibility that the second law embodies. (...) I then search for the microscopic underpinning or statistical mechanical ‘reductive basis’ of the second law of thermodynamics by taking a functionalist strategy. First, I outline the functional role of the thermodynamic entropy: for a thermally isolated system, the thermodynamic entropy is constant in quasi-static processes, but increasing in non-quasi-static processes. I then search for the statistical mechanical quantity that plays this role—rather than the role of the traditional ‘holy grail’ as described by Callender. She had been told that there was no cure for her cancer, and at the point of meeting her, very little was able to (...) be done to manage her symptoms.As a mother of a young daughter, I was humbled by the question she asked me. Her daughter was 12 and was just beginning to learn about becoming a woman. The anticipatory grief of not having the opportunities to care for one's own children in the crucial moments of their development was devastating to S. Her ability to name what she grieves the most was profoundly sad to me and the other team members who witnessed it.As a palliative care chaplain, I am used to sad and tragic cases, but this one felt different. S and I had [End Page 80] a lot in common. I am also 38, married to my high school sweetheart, and I have a son and a daughter. Of course, it was not just these reasons that I felt a connection to S. It was also the tangible despair I felt when I was with her. As a chaplain, I am trained to meet people where they are and not to hurry them from a place of despair and anguish. I visited with S nine different times and watched the progression of her existential distress. Her distress was not always linear. Some days, it took a backseat and other days, it was front and center, but I was there to be a witness to whatever she was thinking and feeling, and a lot of times, it was inexpressible grief.S did not want to meet with "palliative care" initially. She was terrified of her diagnosis and believed that there were treatments that would give her back the life she desired. She was fierce and determined. S was also religious and believed that there was a miraculous cure for her that would allow her the time she desired to spend with her children and her husband. S was a softball mom and loved to watch her daughter play. While in the hospital, she missed many games, and this weighed on her.Along with being an athlete, S's daughter was very artistic and made S a bouquet of paper flowers. Each flower contained an encouraging phrase. S opened one while I was in her room. She had lost her hair, much of her body weight, and was wearing a hospital gown, but when she opened the flower, her daughter had written, "You are beautiful, Mom." In that moment, two 38-year-old women understood that beauty transcends outward appearances. S was beautiful: her story, her life, and her courage.S loved to walk around the hallway of her unit. I think she felt if she could keep moving, she could stay alive. She was able to take a walk outside a few times while she was inpatient and getting fresh air was very positive to her. These walks not only gave her the ability to widen her environmental space, but they also gave her space to think and consider the difficult situation she was faced with. I accompanied her on one of her walks. It was while we walked next to each other that she was able to finally share with me that she was afraid. She told me that the fear of not getting home, and the fear of death was overwhelming. I find that sometimes people can be vulnerable when they are not feeling interrogated by a medical team staring at them as they lay in a hospital bed. The "normal" activity of taking a walk and being side-by-side humanized the experience and I think S felt that at that moment, she could talk to me human-to-human—like friend-to-friend.When S finally decided to go home on hospice, I collected some legacy project supplies. In recent years, avowal has become increasingly central to the trans practice of gender. In this paper, I argue such avowal-based practices represent an attempt to escape the limitations and vulnerabilities of our bodies. But I also argue that this strategy is costly. For in draining the body of any relation to gender, we risk depriving ourselves of what is most valuable about our lives with gender in the first place.

In this paper 1 1 This is a version of a paper originally presented at ArgMAS 2014. we address some limitations with proposals concerning an argumentation scheme for practical reasoning grounded on action-based alternating transition systems augmented with values. In particular, we extend the machinery to enable the proper representation of, and ability to reason with, goals. This allows the more satisfactory representation of certain critical questions, and the means to explicitly record differences between agents as to what will count (...) as the fulfillment of goals and the promotion of values. It also allows us to express desires in terms of values, and to make plain the relation between a change in circumstances and the promotion and demotion of values. KATIE McSHANE | : Taking the Fifth Assessment Report of the Intergovernmental Panel on Climate Change as representative, I argue that animal ethics has been neglected in the assessment of climate policy. While effects on ecosystem services, biodiversity, and human welfare are all catalogued quite carefully, there is no consideration at all of the effects of climate change on the welfare of animals. This omission, I argue, should bother us, for animal welfare is not adequately captured by assessments of (...) ecosystem services, biodiversity, or human welfare. After describing the paper’s assumptions and discussing the role of the IPCC’s Assessment Reports in climate policy, I consider the presentation of climate impacts in the IPCC’s Fifth Assessment Report, noting the aspects of animal welfare that are considered there, and comparing the report’s treatment of animal welfare to its treatment of human welfare. Next, I argue that the concepts of ecosystem services, biodiversity, and human welfare do not adequately capture the welfare of animals. Finally, I discuss concerns about human responsibility for animal welfare and the practicality of including considerations of animal welfare among the climate impacts studied by the IPCC. | : En prenant le Cinquième Rapport d’évaluation du Groupe d’experts intergouvernemental sur l’évolution du climat à titre de cas représentatif, je soutiens que l’éthique animale a été négligée dans l’évaluation de la politique climatique. In this paper we describe the impact that Walton’s conception of argumentation schemes had on AI and Law research. We will discuss developments in argumentation in AI and Law before Walton’s schemes became known in that community, and the issues that were current in that work. We will then show how Walton’s schemes provided a means of addressing all of those issues, and so supplied a unifying perspective from which to view argumentation in AI and Law.

In this paper we consider persuasion in the context of practical reasoning, and discuss the problems associated with construing reasoning about actions in a manner similar to reasoning about beliefs. We propose a perspective on practical reasoning as presumptive justification of a course of action, along with critical questions of this justification, building on the account of Walton. From this perspective, we articulate an interaction protocol, which we call PARMA, for dialogues over proposed actions based on this theory. We outline (...) an axiomatic semantics for the PARMA Protocol, and discuss two implementations which use this protocol to mediate a discussion between humans. We then show how our proposal can be made computational within the framework of agents based on the Belief-Desire-Intention model, and illustrate this proposal with an example debate within a multi agent system. This article argues that common intuitions regarding (a) the specialness of ‘use-novel’ data for confirmation and (b) that this specialness implies the ‘no-double-counting rule’, which says that data used in ‘constructing’ (calibrating) a model cannot also play a role in confirming the model’s predictions, are too crude. The intuitions in question are pertinent in all the sciences, but we appeal to a climate science case study to illustrate what is at stake. Our strategy is to analyse the intuitive claims in (...) light of prominent accounts of confirmation of model predictions. We show that on the Bayesian account of confirmation, and also on the standard classical hypothesis-testing account, claims (a) and (b) are not generally true; but for some select cases, it is possible to distinguish data used for calibration from use-novel data, where only the latter confirm. The more specialized classical model-selection methods, on the other hand, uphold a nuanced version of claim (a), but this comes apart from (b), which must be rejected in favour of a more refined account of the relationship between calibration and confirmation. Thus, depending on the framework of confirmation, either the scope or the simplicity of the intuitive position must be revised. (shrink)

This paper explores what is meant by ‘loss and damage’ within the area of climate policy focused on loss and damage. I present two possible understandings of loss and damage, one of which connects it to harm and one of which connects it to value. In both cases, I argue that the best contemporary philosophical understandings of these concepts suggest a much broader range of losses and damages than is currently being considered within the usual discussions in this area. I (...) argue that a broader understanding of loss and damage would allow a more complete assessment of potential climate impacts. I conclude by offering recommendations for evaluating loss and damage according to this broader understanding. (shrink)

The distinction between action persuasion dialogues and deliberation dialogues is not always obvious at first sight. In this paper, we provide a characterisation of both types of dialogues that draws out the distinctive features of each. It is important to recognise the distinctions since participants in both types of dialogues will have different aims, which in turn affects whether a successful outcome can be reached. Such dialogues are typically conducted by exchanging arguments for and against certain options. The moves of (...) the dialogue are designed to facilitate such exchanges. In particular, we show how the pre- and post-conditions for the use of particular moves in the dialogues are very different depending upon whether they are used as part of a persuasion over action or a deliberation dialogue. We draw out the distinctions with reference to a running example that we also present as a logic program in order to give a clear characterisation of the two types of dialogues, which is intended to enable them to be used more effectively within systems requiring automated communication. Recently in environmental ethics some theorists have advocated narrative accounts of value, according to which the value of environmental goods is given by the role that they play in our narratives. I first sketch the basic theoretical features of a narrative accounts of value and then go on to raise some problems for such views. I claim that they require an evaluative standard in order to distinguish the valuable from the merely valued and that the project of constructing such a (...) standard faces significant problems. I conclude by questioning whether narrative accounts of value really offer advantages over other pluralistic and context-sensitive accounts of value. (shrink)

In this article, I use a Marxist feminist methodology to map the organisation of migrant sex workers’ socially reproductive paid and unpaid labour in one city and country of arrival, London, UK. I argue that unfree and ‘free’ labour exists on a continuum of capitalist relations of production, which are gendered, racialised, and legal. It is within these relations that various actors implement, and migrant sex workers contest, unfree labour practices not limited to the most extreme forms. My analysis reveals (...) that many migrant sex workers have very limited ‘freedom’. This is in stark contrast to the classical liberal claim of sex worker rights activists and academics that the vast majority of migrant sex workers are free, and therefore not coerced, exploited or trafficked. I then consider whether the emerging labour approach to trafficking could help achieve ‘freedom’ for migrant sex workers. Advocates argue that anti-trafficking efforts must, and can, be refocused on extending minimum labour and social protections to all vulnerable workers. I argue that this approach is disconnected from material interests and history. Rather, migrant sex workers, sex worker rights activists, and all migrant and citizen workers and activists globally must collectively organise against ‘labour unfreedom’ and hence for meaningful control over their labour and lives. ABSTRACTModern Kantians often address the conception of Kant as ‘cold hearted rationalist’ by arguing that there is a place, in Kantian moral theory, for the emotions. This theme of reconciling Kantianism with the emotions is concurrent with a recent interest, on the part of some Kantians, in issues pertaining to character education. This paper will argue that Kantianism has much to offer character education; in particular, inclusiveness of those who might have difficulty experiencing appropriate moral emotion. In this paper we apply a general account of practical reasoning to arguing about legal cases. In particular, we provide a reconstruction of the reasoning of the majority and dissenting opinions for a particular well-known case from property law. This is done through the use of Belief-Desire-Intention (BDI) agents to replicate the contrasting views involved in the actual decision. This reconstruction suggests that the reasoning involved can be separated into three distinct levels: factual and normative levels and a level connecting (...) the two, with conclusions at one level forming premises at the next. We begin by summarising our general approach, which uses instantiations of an argumentation scheme to provide presumptive justifications for actions, and critical questions to identify arguments which attack these justifications. These arguments and attacks are organised into argumentation frameworks to identify the status of individual arguments. We then discuss the levels of reasoning that occur in this reconstruction and the properties and significance of each of these levels. We illustrate the different levels with short examples and also include a discussion of the role of precedents within these levels of reasoning. (shrink)

In attempting to provide protection to individuals and communities, childhood immunization has benefits that far outweigh disease risks. However, some parents decide not to immunize their children with some or all vaccines for reasons including lack of trust in governments, health professionals, and vaccine manufacturers. This article employs a theoretical analysis of trust and distrust to explore how twenty-seven parents with a history of vaccine rejection in two Australian cities view the expert systems central to vaccination policy and practice. Our (...) data show how perceptions of the profit motive generate distrust in the expert systems pertaining to vaccination. Our participants perceived that pharmaceutical companies had a pernicious influence over the systems driving vaccination: research, health professionals, and government. Accordingly, they saw vaccine recommendations in conflict with the interests of their child and “the system” underscored by malign intent, even if individual representatives of this system were not equally tainted. This perspective was common to parents who declined all vaccines and those who accepted some. We regard the differences between these parents—and indeed the differences between vaccine decliners and those whose Western medical epistemology informs reflexive trust—as arising from the internalization of countering views, which facilitates nuance. Online debates typically possess a large number of argumentative comments. Most readers who would like to see which comments are winning arguments often only read a part of the debate. Many platforms that host such debates allow for the comments to be sorted, say from the earliest to latest. How can argumentation theory be used to evaluate the effectiveness of such policies of sorting comments, in terms of the actually winning arguments displayed to a reader who may not have read (...) the whole debate? We devise a pipeline that captures an online debate tree as a bipolar argumentation framework (BAF), which is sorted depending on the policy, giving a sequence of induced sub-BAFs representing how and how much of the debate has been read. Each sub-BAF has its own set of winning arguments, which can be quantitatively compared to the set of winning arguments of the whole BAF. We apply this pipeline to evaluate policies on Kialo debates, where it is shown that reading comments from most to least liked, on average, displays more winners than reading comments earliest first. Therefore, in Kialo, reading comments from most to least liked is on average more effective than reading from the earliest to the most recent. (shrink)

How do we know what nations intend when they wage war? Scholars of the just war tradition have tended to assume that belligerent nations intend whatever their heads of state say they intend. But this confuses descriptions of intentions—only some of them sincere—with intentions themselves. In truth, intentions are much more action‐oriented and embodied than scholars have so far realized. Nor have scholars of the just war tradition adequately reckoned with the corporate character of national intentions. In order to remedy (...) this, I draw upon the insights of both neuroscience and the scholarly subfield known as “cognitive sports psychology” in order to craft a robustly embodied and adequately corporate account of a nation’s wartime intentions. But we cannot simply plug this new understanding of intention into existing formulations of what qualifies as a just war. Assessments of national intentions will remain overly verbal and insufficiently corporate as long as scholars split war into the three phases of jus ad bellum, jus in bello, and jus post bellum. Because intention is action‐oriented, we cannot know what a nation intends until it has acted; intention unfolds across all phases of war and therefore cannot be fully known until a war is finished. When once-successful physical theories are abandoned, common wisdom has it that their characteristic theoretical entities are abandoned with them: examples include phlogiston, light rays, Newtonian forces, Euclidean space. But sometimes a theory sees ongoing use, despite being superseded. What should scientific realists say about the characteristic entities of the theories in such cases? The standard answer is that these ‘theoretical relicts’ are merely useful fictions. In this paper we offer a different answer. We start by distinguishing horizontal reduction (in which (...) a superseded theory approximates the successor theory) from vertical reduction (in which a higher-level theory abstracts away from the lower-level theory, but nonetheless can be constructed from it); these are usually regarded as having different ontological consequences. We describe a ‘verticalization’ procedure which transforms horizontal reductions into vertical reductions. The resulting verticalized theories are abstractions rather than approximations, with restricted domains. We identify a sense in which the higher-level theory describes distinct subject matters from the lower-level theory, enabling in certain cases the higher-level theory to retain distinctive explanatory power even in the presence of reduction. We suggest that theoretical entities from superseded theories should be retained in a scientific realist worldview just when, reinterpreted as higher-level abstractions, those theories and their characteristic entities continue to perform distinctive explanatory work in providing the best explanation for less-fundamental phenomena of interest. These gestures recur across images, live performances, and videos, becoming recognizable acts of resistance leveled at injustices based on a number of categories, including race, gender, class, religion, and politics.

In "Amelioration and Inclusion: Gender Identity and the Concept of Woman," Katharine Jenkins argues that Sally Haslanger's focal analysis of gender problematically excludes nonpassing trans women from the category "woman." However, Jenkins does not explain why this exclusion contradicts the feminist aims of Haslanger's account. In this paper, I advance two arguments that suggest that a trans-inclusive account of "woman" is crucial to the aims of feminism. I claim that the aims of feminism are to understand and combat women's oppression. (...) First, I argue that denial of trans identities reinforces cultural ideas that perpetuate both transphobic violence and sexual violence against women. Consequently, a feminist account of "woman" that fails to respect trans identities indirectly contributes to the oppression of women. Second, I prove that nonpassing trans women are oppressed as women through the internalization of sexual objectification. I then conclude that an account of "woman" that excludes nonpassing trans women cannot successfully advance a complete understanding of women's oppression. (shrink)

The WHO recently made news by apparently advising couples in Zika affected areas to delay pregnancy. On closer inspection, however, it is not so clear what advice was actually being offered in their interim guidance regarding the prevention of the sexual transmission of Zika. In this paper, we lay out a framework for considering the ethical issues that arise in the context of advising and use it to evaluate the WHO guidance. We argue that advising is not merely an informative (...) act. The choices that agencies make in how and whom they advise are ethical choices with practical implications; these choices change not only how people ought to think about their options but also how they indeed ought to act. While we focus on these interim guidance updates from the WHO, the framework we provide can shed light more generally on the ethical issues surrounding advising in other public health contexts.
