Information is a force multiplier. Knowledge of the enemy's capability and intentions may be of far more value to a military force than additional troops or firepower. Situation assessment is the ongoing process of inferring relevant information about the forces of concern in a military situation. Relevant information can include force types, firepower, location, and past, present and future course of action. Situation assessment involves the incorporation of uncertain evidence from diverse sources. These include photographs, radar scans, and other forms (...) of image intelligence, or IMINT; electronics intelligence, or ELINT, derived from characteristics (e.g., wavelength) of emissions generated by enemy equipment; communications intelligence, or COMINT, derived from the characteristics of messages sent by the enemy; and reports from human informants (HUMINT). These sources must be combined to form a model of the situation. The sheer volume of data, the ubiquity of uncertainty, the number and complexity of hypotheses to consider, the high-stakes environment, the compressed time frame, and deception and damage from hostile forces, combine to present a staggeringly complex problem. Even if one could formulate a decision problem in reasonable time, explicit determination of an optimal decision policy exceeds any reasonable computational resources. While it is tempting to drop any attempt at rational analysis and rely purely on simple heuristics, we argue that this can lead to catastrophic outcomes. We present an architecture for a ``complex decision machine'' that performs rational deliberation to make decisions in real time. We argue that resource limits require such an architecture to be grounded in simple heuristic reactive processes. We thus argue that both simple heuristics and complex decision machines are required for effective decision making in real time for complex problems. Since 1952, the History of Science Society has been responsible for the substantial human and financial resources required to sustain the journal Isis. The editorial history of Isis has previously been covered by those closely involved with it, but these practitioner histories only occasionally offer insight into the business of running Isis. We have used the Society’s archives to investigate the behind-the-scenes operations of the journal. In 1953, the editor and one assistant had to do everything besides the actual printing. (...) Over the next four decades, this would change dramatically. We consider the people involved in the editorial work (academic volunteers and paid staff), the production and distribution arrangements for Isis, and how this was all financed in the years from George Sarton’s retirement up to the 1990 decision to move to the University of Chicago Press. The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

Oxford and New York: Basil Blackwell, 1988. Pp. viii + 196. $39.95 (hardbound). In describing the role of the human will in salvation, Thomas Aquinas remarks that justification indeed requires an act of human free choice, namely one which takes place when God "infuses the gift of justifying grace in such a way that (...) he simultaneously moves the free will (liberum arbitrium) to accept the gift of grace" (Summa theologiae I-II, 113, 3, c). When they encounter this sort of remark in Aquinas-and parallel remarks can he found across the whole ecumenical tradition of Christian theology-contemporary theologians may well be puzzled by two thirig~..One is Aquinas's evident conviction that an utterly robust view of God's power and sovereignty (such that whatever God wills to happen, happens) is fully compatible with the ascription of genuine and ineradicable freedom to human beings. But perhaps even more striking is the fact that Aquinas apparently takes this compatibility, so problematic for much of modern theology, to be obvious: it occasions no visible perplexity, appeal to mystery, or lengthy explanation, but is simply invoked in passing to help deal with the theological issue under discussion. In this powerfully argued and provocative book, Kathryn Tanner undertakes to clear up both of these perplexities. She develops an original and richly textured account of how Christian thinkers could and can maintain uncompromising accounts of both divine sovereignty and creaturely independence and freedom without falling into incoherence, and she also explains how what was once obvious now so easily seems bafHing. Tanner begins by arguing that the coherence of Christian claims about God and creatures can best be displayed by an explicitly secondorder analysis which aims to lay bare the rules governing well-formed Christian discourse, rather than by constructing a first-order ontological and metaphysical account of the relationship between God and the world. The book explicitly concentrates, " not on what theologians are talking about, but on.the way they are saying it " (p. 11). Tanner undertakes this " semantic ascent," which. she articulates with considerable nuance, partly in order to proceed in a way congruent with powerful recent developments in philosophy (European as well as Anglo8 ~1 BOOK REVIEWS American) and theology, but more basically because she thinks the issue itself demands this kind of treatment. However available in their own right, accounts of the relations between God and creatures cast in first-order metaphysical language are, theologians of quite different conviction have often maintained, veiled in a certain inevitable obscurity which limits their explanatory value; one cannot " reconcile God's agency with the creature's active powers through any material explanation of the actual mechanism found in some ' causal joint ' between the two" (p. 26; Thomas's way of putting this point, as Tanner is aware, is to say that we have no modus significandi for descriptions in divinis [see p. 12]). By contrast, the rules for coherent Christian discourse about God and creatures, if we can find any, can be stated with comparative clarity and precision: they will be straightforward directives to speak in certain ways and not in others. Moreover, the problems in speaking coherently about divine power and the contingent independence of creatures are not confined to a particular scheme of firstorder theological concepts and judgments but recur across a wide range of differing schemes; correlatively, if we can isolate second-order rules for Christian discourse about God and creatures those rules " may structure very different theological schemes, schemes distinguished by their first-order claims by vocabulary, philosophical frames of reference etc." (p. 29). The failure of psychiatry to validate its diagnostic constructs is often attributed to the prioritizing of reliability over validity in the structure and content of the Diagnostic and Statistical Manual of Mental Disorders. Here I argue that in fact what has retarded biomedical approaches to psychopathology is unwarranted optimism about diagnostic discrimination: the assumption that our diagnostic tests group patients together in ways that allow for relevant facts about mental disorder to be discovered. I consider the Research Domain Criteria framework (...) as a new paradigm for classifying objects of psychiatric research that solves some of the challenges brought on by this assumption. (shrink)

The book’s rejection of positivism and its advocacy of pluralism were to have a profound influence in the flowering of work methodology that has taken place in economics in the decade since its publication. This edition contains a new preface outlining the major developments in the area since the book’s first appearance. The book provides the first comprehensive treatment of twentieth century (...) philosophy of science which emphasizes the issues relevant to economics. It proceeds to demonstrate this relevance by reviewing some of the key debates in the area. Having concluded that positivism has to be rejected, the author examines possible alternative bases for economic methodology. The intent of this thesis is to unravel some of the tangles which are encountered when one tries to define and explain freedom. There are actually two main arguments. The first is that freedom is to be defined relatively to the attaining of integration within oneself and with the world. The second is that a metaphysical framework significantly different from that which is typically used in debates regarding the possibility of freedom must be found, if an appropriate explanation of freedom (...) is to be given. The purpose is not to take sides with any of the dominant theories. Rather, it is to point towards what I consider to be a more fruitful way of understanding freedom. ;The thesis has a dominantly negative tone, since it is, for the most part, a criticism of the more popular views on freedom. It is argued that most definitions are one-sided or unintelligible and that most debates on freedom are based on inappropriate assumptions about the nature of personal power and about the sorts of conditions that are necessary for freedom to be possible. ;Despite its predominantly critical component, the thesis has a constructive component as well. The attempt is made to construct a definition for freedom. The definition, in a sense, announces itself as the process of eliminating and refining the popular definitions proceeds. Further, as explanations are eliminated and refined, one can begin to understand what sort of framework is needed in order to give an adequate account of freedom. In the end, I propose that freedom is to be defined as the attainment of an integrated personality and of a harmony with the world. Moreover, freedom can be explained only by using a modified concept of causality and of the self as having substance-like qualities. (shrink)

This paper imagines what the liberatory possibilities of (full) ectogenesis are, insofar as it separates woman from female reproductive function. Even before use with human infants, ectogenesis productively disrupts the biological paradigm underlying current gender categories and divisions of labour. I begin by presenting a theory of women’s oppression drawn from the radical feminisms of the 1960s, which sees oppression as deeply rooted in biology. On this view, oppressive social meanings are overlaid upon biology and body, as artefacts of culture (...) and history. I then argue that ectogenesis should be pursued to replace two modes of assisted gestation that can be seen as outgrowths of oppressive assumptions about women's function, ectogenesis should be pursued to replace two modes of assisted gestation. These are gestational surrogacy and uterine transplant, which arise partly from gendered, pronatalist, and geneticist norms. These practices are supported by assumptions about women’s identity and value. Pursuing technologies such as ectogenesis, which weaken the presumed link between biology and gender, is beneficial to (trans-inclusionary radical) feminist aims, as part of a broad project of challenging dominant power relations resting on and maintaining gender categories. By allowing the conceptual separation of female reproductive function from ‘woman’, ectogenesis raises questions about how we determine who counts in this gender identity, and also how we value those who claim the identity ‘woman’. I conclude that ectogenesis has the potential to challenge traditional patriarchal family structures, and thence all other male-dominated structures (of work, education, cultural production), allowing a reimagining of the family and society in more radical ways than we have yet achieved. Defeasible rules are said to allow for the following two-staged sequence, viz., that p → q and yet p & r → not-q. This is puzzling because in the logic of conditionals the sufficiency of p for q cannot normally be undermined if one adds to the antecedent a further proposition r. Critics argue that the better approach to comprehending defeasibility is explicitly to represent the limiting factor r in a single-stage articulation of the rule, viz., as p & not-r (...) → q. This is a more complete statement of the rule; where the old rule announced, confidently and without qualification, that in circumstances or class of cases p consequence q follows, the new rule admits from the outset that q only follows if we add the qualifier that limits the antecedent circumstances to the smaller class of cases p & not-r. This is not only more complete, the critics argue, it is also a more accurate or truthful statement of the rule. The rule p → q, articulated at the first stage of the defeasible process, is only a pretender encountered along the way to this more complete truth. In this paper I show how, and why, contrary to the critics, the process of private law adjudication supports the multi-staged structure and representation of defeasible legal rules. What matters when one party makes a claim against another party is not so much that the claim is true (or even that it is advanced as a legitimate claim under the rule that is most likely to be true), but rather that the claim is of the sort that the party can justifiably say is true. The latter, at least, is what carries the plaintiff past the initial burden of proof, and what calls for the defendant to reply if the plaintiff is not to carry the day. I illustrate the argument by way of the court’s reluctance in a tort case to entertain a purely statistical basis for a plaintiff’s claim that the defendant has caused her injury. Rather, the court will insist on direct evidence that appears to arise out of the particular circumstances of the case as the plaintiff alleges them to be, and even if, as a purely statistical matter, the latter sort of claim is less likely to be true than the claim grounded in pure statistical likelihood. I relate this argument for defeasible rules (and against rules that are more truthful) to some important arguments offered by the philosopher Stephen Darwall in his recent book The Second Person Viewpoint. Private law’s defeasible rules, I argue, capture the special respect (and interpersonal accountability) that attaches only to rights arising out of “second personal” claiming (and counterclaiming) and which are not realizable merely as a matter of “third personal” (moral) truth. In the paper “An archeology of corruption in medicine”, Miles Little, Wendy Lipworth, and Ian Kerridge present an account of corruption and describe its prevalent forms in medicine. In presenting an individual-focused account of corruption found within “social entities”, Little et al. argue that these entities are corruptible by nature and that certain individuals are prone to take advantage of the corruptibility of social entities to pursue their own ends. The authors state that this is not preventable, so the way (...) to remedy corruption is via management and, where necessary, punishment. This commentary will briefly lay out the key features and functions of corruption as presented by Little et al., before providing a critical discussion that will focus on whether corruptibility is a necessary feature of social entities. I will propose that it is not a necessary feature, though it may frequently arise where individualistic values are unchecked. Corruption can be prevented within social entities by enhancing structures that direct toward virtue and which promote and reward cooperation instead of competition. (shrink)

Kok?Chor Tan argues for a conception of Liberal Cosmopolitanism that seeks to reconcile ideals of global justice and national partiality. I provide two objections to his luck egalitarian model of global justice: first, it fails to provide adequate space for legitimate cultural variation with respect to the understanding of and valuing of natural resources; and second, that its account of ideas of collective responsibility is restricted to a point at which it becomes unrecognizable and inefficacious. Si le concept husserlien de passivité a fasciné toute une génération de philosophes (Merleau-Ponty, Landgrebe, Levinas, Henry), il a rarement fait l'objet d'une étude qui adopte la perspective du fondateur de la phénoménologie. Sa célébrité a comme masqué sa spécificité, créant une sorte de doctrine officielle de la passivité qui a, en fin de compte, peu de choses à voir avec la pensée et les intentions de Husserl. En effet, là où les phénoménologues contemporains voient dans la passivité la zone (...) d'ombre où le programme d'une phénoménologie transcendantale et subjective s'effondrerait, Husserl considère, de son côté, qu'elle appartient sans reste à la sphère de la constitution et qu'elle consolide par conséquent son transcendantalisme. Loin d'être un domaine de sens irréductible à la rationalité, elle représente même le fondement des opérations de la pensée catégoriale. C'est en son sein que doivent être cherchées les « sources » des formes supérieures de la logique. Toute passive et préconsciente qu'elle soit, l'expérience antéprédicative appartient sans reste pour Husserl au sujet transcendantal et ne le destitue donc pas de sa position centrale et primordiale. Ce travail s'attache ainsi à suivre cette genèse du catégorial à partir de l'expérience passive et à montrer qu'elle entre dans le projet général, qui a été toujours celui de Husserl, d'asseoir la phénoménologie transcendantale sur le socle originaire de l'expérience du monde. There have been calls for some time for a new approach to public health in the United Kingdom and beyond. This is consequent on the recognition and acceptance that health problems often have a complex and multi-faceted aetiology. At the same time, policies which utilise insights from research in behavioural economics and psychology have gained prominence on the political agenda. The relationship between the social determinants of health and behavioural science in health policy has not hitherto been explored. Given the (...) on-going presence of strategies based on findings from behavioural science in policy-making on the political agenda, an examination of this is warranted. This paper begins by looking at the place of the SDoH within public health, before outlining, in brief, the recent drive towards utilising behavioural science to formulate law and public policy. We then examine the relationship between this and the SDoH. We argue that behavioural public health policy is, to a certain extent, blind to the social and other determinants of health. In section three, we examine ways in which such policies may perpetuate and/or exacerbate health inequities and social injustices. We argue that problems in this respect may be compounded by assumptions and practices which are built into some behavioural science methodologies. We also argue that incremental individual gains may not be enough. As such, population-level measures are sometimes necessary. In section four we defend this contention, arguing that an equitable and justifiable public health requires such measures. (shrink)

In this article, I focus on two problematic aspects of British health-promotion campaigns regarding feeding children, particularly regarding breastfeeding and obesity. The first of these is that health-promotion campaigns around “lifestyle” issues dehumanize mothers with their imagery or text, stemming from the ongoing undervaluing and objectification of mothers and women. Public health-promotion instrumentalizes mothers as necessary components in achieving its aims, while at the same time undermining their agency as persons and interlocutors by tying “mother” to particular images. This has (...) a double effect: first, it excludes mothers who do not fit the campaign picture of a mother; second, it encloses those who do fit the picture into an objectified image of motherhood that is defined by and subject to the dominant white, heteropatriarchal gaze. The second problem is that campaigns place unjustified demands on mothers, which stem from a misinterpretation of the maternal duty to benefit. I argue that nutrition-related health concerns regarding children are improperly framed as individual failures of maternal duty, rather than as failures of a system to function correctly. These arguments ultimately support shifting the focus of responsibility for issues around childhood nutrition away from mothers and back toward policymakers. (shrink)

The sixteenth-century reckoning with extra-European peoples and cultures occurred at precisely the same moment that humanists were increasingly preoccupied with the daily life, material culture, and lived religion of classical antiquity. Leading figures in sixteenth-century antiquarianism took an abiding interest in ethnographic accounts of contemporary peoples and even produced such accounts. This article examines how sixteenth-century readers and scholars placed bodies of literature on ancient and modern customs in dialogue with one another. While scholars have long appreciated that ethnographic and (...) travel writing were deeply mediated by the study of antiquity, that mediation cut both ways. This article addresses the question of how ethnographic descriptions of modern peoples shaped sixteenth-century understandings of the customs and lived religion of antiquity. The writings of merchants and humanists testify to the ways in which the practices of ethnographic writing helped to shape travellers’ and readers’ appreciation of the cultural alterity of classical antiquity.
