Localization and decentralization are frequently presented as good for women. However, the reality is not so clear cut. Local government is the tier that is closest to people, but relationships, structures, and processes of local governance can limit both the space for women’s participation and the policy potential for addressing gender issues. The experience of democratic reform in South Africa is invariably held up as an example of good practice in advancing gender equity in governance. Critically drawing on (...) this experience, the article points out some of the paradoxes for women and gender equity that arise from decentralization strategies and governance at the local level. In the postmodern era, European political philosophy has introduced several concepts. These concepts have ideologically prepared Western countries for decentralization reform. Being still “in process”, reflection on the proper structure of postmodern society is marked by ambiguous and often contradictory ideas. The very view on the state as a de-hierarchical, rhizomorphic and horizontal phenomenon presupposes numerous ways of reforming it. Throughout their histories, European countries have shifted from confrontations, hostilities and rivalries towards new mechanisms of fruitful relationships between civil (...) society and state institutions. Nowadays, many aspects are influencing the elaboration and implementation of strategies on civil society development in different countries. These aspects include the following: different starting conditions; the presence or absence of basic principles of public space development; the possibility of fulfilling civic practices’ potential; the level of political participation. West European countries have managed to create a viable structure to support the development of civil society, as well as maintain a stable dialogue between it and the state. However, the process is still on: effective practices of interaction between them are being developed; conditions for more effective cooperation are being improved; new financial instruments are being created and implemented. All Central and East European countries have a common understanding of civil society as one of the most important actors in developing cooperation with the government. At the same time, they should be able to solve existing essential problems, such as low awareness about global development problems and the population’s unreadiness to meet the immediate objectives of civil society development. Local governance in developing countries demonstrates many problems related to financial sources and good governance of their finances. Local Self-Government (LSG) units in the Republic of North Macedonia are very small which results in a lack of capabilities to raise enough funds to offer delegated services. The local government in the Republic of North Macedonia centralizes almost all public finance. Local budgets depend heavily on state transfers and donations from the central budget. The lack of funds remained a (...) crucial problem even though there were some attempts for the decentralization process. Practically, governments in many of the local governments in North Macedonia could not secure their resources. In this way, they could come with specific charges, but all taxes are decided by the central government. The practice showed that local governments before borrowing needs to be approved by the Ministry of Finance. The Republic of North Macedonia as a potential candidate to join the European Union should make several changes regarding the legislation during the process of accession to benefit from being a small candidate country. The main aim of this paper is to investigate alternative financial sources such are Municipal Bonds, Partnership Sukuk securities, and PPP. Unfortunately, many financial alternatives have not been able to be implemented due to failures in reforms and good financial governance. National governments in almost all developing countries have begun to decentralize policies and decision making related to development, public services, and the environment. Existing research on the subject has enhanced our understanding of the effects of decentralization and thereby has been an effective instrument in the advocacy of decentralization. But most analyses, especially where environmental resources are concerned, have been less attentive to the political coalitions that prompt decentralization and the role of property rights in facilitating the (...) implementation of decentralized decision making. By comparing decentralization in four cases in South Asia—Forest Councils in Kumaon in India, Joint Forest Management in India, the Parks and People Program in Nepal's Terai, and Community Forestry legislation in Nepal—this article provides answers to two questions: When do governments decentralize environmental decision making? and Which types of property rights must be devolved if decentralized decision making is to be effective? Regional market integration in Europe and North America has grown increasingly extensive. This integration has created institutions and structures to guide pancontinental political, economic, and social policies. At the same time, both regions are experiencing pressures of decentralization. These competing trends are transforming relationships between and among business, society, and government. This article compares and contrasts integration in North America and Europe, and discusses the implications of political, economic, and institutional changes in these two regions for business-government (...) relations and the structure and strategic orientation of the corporate public affairs (PA) function. This article reviews recent literature on comparative political economy, business and public policy, and corporate PA, and it presents a conceptual model and research propositions, supported by case illustrations, of how integration and decentralization affect business-government relations and corporate PA in Europe and North America. This article explores how both corporate governance and corporate social responsibility can be improved by using insights from complexity theory. Complexity theory reveals that decentralized governance architecture is required for firms to absorb competently the increased intricacies, variety of variables, and objectives introduced by CSR. The current predominant form of centralized governance based on command-and-control hierarchies copes with complexities by reducing data inputs. This approach results in firms reducing their objectives, concerns, and insights about CSR. Firms with a decentralized “network” (...) form of governance architecture are used to illustrate how the data inputs of each manager can be reduced through the decomposition of decision-making labor to improve the capability of the firm to intelligently absorb and manage complexity. Network governance also introduces a division of powers with stakeholders to facilitate information flow and strengthen incentives to manage the enterprise to enhance both shareholder value and CSR. Current approaches to AI governance often fall short in anticipating a future where AI agents manage critical tasks, such as financial operations, administrative functions, and beyond. As AI agents may eventually delegate tasks among themselves to optimize efficiency, understanding the foundational principles of human value exchange could offer insights into how AI-driven economies might operate. Just as trust and value exchange are central to human interactions in open marketplaces, they may also be critical for enabling secure and efficient interactions among (...) AI agents. While cryptocurrencies could serve as the foundation for monetizing value exchange in a collaboration and delegation dynamic among AI agents, a critical question remains: how can these agents reliably determine whom to trust, and how can humans ensure meaningful oversight and control as an economy of AI agents scales and evolves? This paper is a call for a collective exploration of cryptoeconomic incentives, which can help design decentralized governance systems that allow AI agents to autonomously interact and exchange value while ensuring human oversight via progressive decentralization. Toward this end, I propose a research agenda to address the question of agent-to-agent trust using AgentBound Tokens (ABTs)—non-transferable, non-fungible tokens uniquely tied to individual AI agents, akin to Soulbound tokens for humans in Web3. By staking ABTs as collateral for autonomous actions within an agent-to-agent network via a proof-of-stake mechanism, agents may be incentivized towards ethical behavior, and penalties for misconduct are automatically enforced. The article emphasizes the importance of the Charter of Local Self-Government to the Lithuanian national legal system. Lithuania has ratified the Charter, not only acknowledged, but also committed to implement its provisions. The Charter consists of 13 items representing the essence of local self-government, which sets the content and is the principal purpose of local public. The principles should be not only a declaratory move into the national legal system, but also recognized as a state’s obligation to follow (...) them. The article analyzes the content of the Charter principles, their incorporation level in the national legal system. During the study noted that between the executive and local authorities are the differences of interpreting and dysfunctions implemented a few principles of the Charter: subsidiary and decentralization, local government financial autonomy and the freedom of formation executive local bodies. We will not try here to attempt a complete comparison of decentralized local government in France and Japan together with their respective impact on economic development, but rather to focus on some points which appear to be of particular significance for further reflection in order to learn from both cases.

The shift from government to governance has become a starting point for many studies of contemporary policy-making and democracy. Practices of Freedom takes a different approach, calling into question this dominant narrative and taking the variety, hybridity and dispersion of social and political practices as its focus of analysis. Artificial intelligence (AI) is often used to predict human behavior, thus potentially posing limitations to individuals’ and collectives’ freedom to act. AI's most controversial and contested applications range from targeted advertisements to crime prevention, including the suppression of civil disorder. Scholars and civil society watchdogs are discussing the oppressive dangers of AI being used by centralized institutions, like governments or private corporations. Some suggest that AI gives asymmetrical power to governments, compared to their citizens. On the other hand, civil protests (...) often rely on distributed networks of activists without centralized leadership or planning. Civil protests create an adversarial tension between centralized and decentralized intelligence, opening the question of how distributed human networks can collectively adapt and outperform a hostile centralized AI trying to anticipate and control their activities. This paper leverages multi-agent reinforcement learning to simulate dynamics within a human–machine hybrid society. We ask how decentralized intelligent agents can collectively adapt when competing with a centralized predictive algorithm, wherein prediction involves suppressing coordination. In particular, we investigate an adversarial game between a collective of individual learners and a central predictive algorithm, each trained through deep Q-learning. We compare different predictive architectures and showcase conditions in which the adversarial nature of this dynamic pushes each intelligence to increase its behavioral complexity to outperform its counterpart. We further show that a shared predictive algorithm drives decentralized agents to align their behavior. This work sheds light on the totalitarian danger posed by AI and provides evidence that decentrally organized humans can overcome its risks by developing increasingly complex coordination strategies. For centuries, philosophers, political scientists, and jurists have struggled to understand the possibilities for justice and peace among a multiplicity of sovereign states. Like Dante, who sought to organize the world under the authority of the Holy Roman Empire, many theorists have tried to explain how sovereign states should be governed to ensure stability and peace in the absence of any established higher authority. Theories of World Governance traces the various conceptual approaches to world harmony from the close of the (...) Middle Ages to today. Considering the immediate problems of order in a decentralized world community, Cornelius F. Murphy, Jr., outlines what he believes are the essential long-term conditions for world peace. Covering a wide range of disciplines -- from theology and philosophy to jurisprudence, ethics, and sociology -- Murphy explores how theorists have reflected upon the necessary components of an effective global order. At the outset, the thought of Christian Europe was shaped by a belief in a natural order established by the Creator of the universe. However, with the advent of the Enlightenment, the connections between the human and the transcendent were severed. There was a movement from a theocentric understanding of the powers of the human mind to an intellectual outlook that blurred the distinctions between the divine and human. This study in the history of ideas examines the profound effects of the fundamental shift from transcendence to immanence upon the development of international theory. Murphy discusses the thought of Leibniz, Wolff, Kant, Hegel, and Phillip Allott, among others. The study concludes with an extended reflection on the importanceof a sound political philosophy to the future well-being of the global community. Possible improvements in the existing arrangements, such as reform of the United Nations, are discussed. Murphy suggests that in order for a society of sovereign states to be transformed into a world political community, human rights and self-governance within states must first be strengthened and, at the same time, individuals of all states must begin to realize their responsibilities toward the whole human family. Globalization and rapid information processes that are inherent in today's post-pandemic society, contributing to the reorganization of the authorities of many countries and their contacts with regions, local territorial units or civil society. Such changes, first of all, provide for delegation of authority at the level of regional and local authorities. However, many developing and today position their own society as post-modern, continue to be in a state of disunity of the branches of government, with a high level of (...) corruption and abuse of official position, improper distribution of resources, inappropriate tax system and incompetent provision of services by relevant authorities. This affects the relevance of studying foreign experience in building a rational, effective, balanced public administration system, the leading place in which in almost all developed countries is the decentralization of the state and, above all, the executive branch. The foreign experience of the successful implementation of decentralization reforms is investigated. The main characteristics inherent in the decentralization of power in European countries are given, including in the context of the existence of a pandemic. The features of decentralization of power in France, the UK, Germany and other countries are highlighted. It is substantiated that the experience of decentralization reforms in each country is unique and reflects the specifics of the development of a particular country, and therefore it is impractical to introduce foreign experience without taking into account the particular economic and political development of a particular country. China does not have a federalist system of government. Nevertheless, with deepening reform and openness, China's political system in terms of central–local relations is functioning more and more like federalism. Federalism as a functioning system in China has been understudied. This paper defines the political system existing in China as defacto federalism, and attempts to explore the sources and dynamics of this defacto federalism. China's defacto federalism was mainly driven by two related factors, i.e. decentralization and globalization. This study considers cultural crowdfunding as a heterogeneous system that allows money and attention to flow from backers to founders of cultural projects in diverse cultural sectors and focuses on the nature of the standards governing it. It analyzes Kickstarter’s corporate blog since the platform’s launch and finds indications that social media practices are increasingly naturalized as integral to crowdfunding and that social media architectures are increasingly adopted by the crowdfunding platform. This, I argue, has a potential exclusionary effect. At (...) the same time, the analysis finds evidence that Kickstarter is striving to develop an independent capacity to set aesthetic standards, which might moderate that effect and help constitute crowdfunding as an alternative decentralized arena for the funding of culture. This article analyzes the decentralization/participation program implemented by the Frente Amplio in the municipal government of Montevideo. Based on original surveys, interviews, and direct observation, the article argues that the DP program contributed to improvements in city services by providing the government with better information about citizens' needs and preferences, but failed to boost civic engagement among city residents because the channels of participation offered did not convince average citizens that their input in public forums would have (...) a significant impact on governmental decisions. The concept of governance initially emerged in the field of economics and business management with the objective of achieving greater efficiency. It was subsequently extended to the field of government management. In many countries, governance has become a topic of great importance as a result of the implementation of decentralization policies and the extension of popular participation in land use plans in the search for sustainable development. The study, developed in the Decentralized Autonomous Government of Portoviejo canton (...) in the province of Manabí, had as its primary objective the verification of the knowledge of governance among decision-makers and other socially involved actors in the canton's land use plan in the search for sustainable local development. This was achieved through an analysis of the Plan, conceived and applied with the intention of fostering cohesion among the policies implemented. The study employed a combination of theoretical and empirical methods. The theoretical approach involved a review and analysis of the literature on the subject, while the empirical approach involved data collection through questionnaires administered to socially involved actors. This approach enabled the researchers to gain insights into the perceptions and experiences of these actors, and to assess the effectiveness of various governance practices. (shrink)

Of the three strategies available for managing common property resources (CPR)—centralized control, privatization and local management—this essay focuses on the last, which has proven quite effective in various settings throughout the Third World, with the key to success being local ability to control access to the resource. The major factors at issue in the Sundarbans situation are: historically external pressure on the forest; currently dense population in adjacent areas; a land distribution even more unequal than the norm in Bangladesh; and (...) a decentralized local government structure initiated in the mid-1980s. The first three factors have encouraged the local population to view this CRP as a frontier to be exploited,rather than as a resource to be preservedfor sustained yield. Thus to the extent that the new local government structure proves to be democratic and responsive to popular needs, it would most likely accelerate destruction of the Sundarbans, using the area as a cheap and easy way to provide some livelihood to the rural poor and landless. Accordingly, decentralization cannot be a viable strategy for preserving this unique forest resource; only a strong central control can ensure its survival into the next century. (shrink)

Most forms of egalitarian theory impose on government to redress the inequalities of fortune that result from bad luck. This Article takes issue with the various forms of this large claim, and argues that decentralized forms of assistance are likely in the long run to do better by the very standards by which egalitarians justify their own program. The alleviation of poverty depends in the first instance on increases in wealth that can only come through private innovation and technological (...) advances. These have in fact produced major improvements in overall well-being, with disproportionate advances for the poor. But if one starts with Dworkin’s unsustainable distinction between option and brute luck, or Nussbaum and Sen’s capability theory, then no egalitarian theory can deliver on the promise to level differences in wealth without seriously compromising overall levels of social welfare. By expanding the scope of government regulation, these proposals open the door to selfish political forces whose political clout ensures that ill-conceived programs, such as the Americans with Disabilities Act, frustrate the very goals they hope to achieve. State intervention to redistribute resources should be understood as a last resort for dealing with problems of ill fortune. (shrink)

The study aims to analyze the political mechanisms essential for the effective realization of Sustainable Development Goals (SDGs) within the local government framework. The research employs a mixed-method approach, combining qualitative and quantitative analyses to evaluate the interaction between local self-government bodies (LSGs) and businesses, improving investment resources, and directing investment capital towards human resources. The study reveals that the peculiarities of implementing SDGs in Ukraine involve ensuring the stabilizing and distributive functions of the state, which contribute to (...) stimulating economic growth and efficient resource allocation. A new paradigm of local self-government is proposed, characterized by minimal state intervention in regional economies.The results highlight the importance of decentralization and the empowerment of local authorities, aiming to enhance the efficiency and responsiveness of local governance. The study identifies that fostering closer collaboration between local governments and businesses creates a conducive environment for economic development and innovation. Human capital development, through directing investment capital towards education, training, and skill development, is found to enhance the productivity and competitiveness of the local workforce, attracting more investment and creating new job opportunities.The research underscores the significance of international cooperation in achieving SDGs, encouraging local enterprises to engage in international projects and partnerships to leverage global expertise and resources. Innovative financing mechanisms, including public-private partnerships and impact investing, are proposed to support local development initiatives, aiming to reduce dependency on state budgets and enhance financial sustainability.Theoretical implications suggest that the proposed model can be applied to other regions with similar economic and governance structures. Practically, the study offers actionable insights for policymakers and local governments to design strategies for sustainable local development. The originality of the research lies in its comprehensive approach, integrating political, economic, and social dimensions of sustainable development at the local level.Further research should explore the long-term impacts of these mechanisms and address potential limitations related to varying regional contexts. Advancements in technology are shifting the ways that biomedical data are collected, managed, and used. The pervasiveness of connected devices is expanding the types of information that are defined as ‘health data.’ Additionally, cloud-based mechanisms for data collection and distribution are shifting biomedical research away from traditional infrastructure towards a more distributed and interconnected ecosystem. This shift provides an opportunity for us to reimagine the roles of scientists and participants in health research, with the potential to more meaningfully engage in (...) partnership across the research process. At the same time, these emerging practices present a potential to expose research participants to unanticipated and unintended consequences. Social norms and policy can help to mitigate these risks, but their development is often slow relative to the pace of technological advances and, as such, they can become reactive rather than prospective. As an alternative, the integrated development of data governance structures within technological advancements, supports their effective implementation, evaluation and evolution in a manner that can balance the benefits and risks of biomedical researcher in a decentralized ecosystem. News about personal data breaches or data abusive practices, such as Cambridge Analytica, has questioned the trustworthiness of certain actors in the control of personal data. Innovations in the field of personal information management systems to address this issue have regained traction in recent years, also coinciding with the emergence of new decentralized technologies. However, only with ethically and legally responsible developments will the mistakes of the past be avoided. This contribution explores how current data management schemes are insufficient to (...) adequately safeguard data subjects, and in particular, it focuses on making these data flows transparent to provide an adequate level of accountability. To showcase this, and with the goal of enhancing transparency to foster trust, this paper investigates solutions for standardizing machine-readable policies to express personal data processing activities and their application to decentralized personal data stores as an example of ethical, legal, and technical responsible innovation in this field. With technologies like machine learning and data analytics being deployed as privileged means to improve how contemporary bureaucracies work, many governments around the world have turned to artificial intelligence as a tool of statecraft. In that context, our paper uses Canada as a critical case to investigate the relationship between ideals of good government and good technology. We do so through not one, but two Trudeaus—celebrity Prime Minister Justin Trudeau (2015—…) and his equally famous father, former Prime Minister Pierre (...) Elliott Trudeau (1968–1979, 1980–1984). Both shared a similar interest in new ideas and practices of both intelligent government and artificial intelligence. Influenced by Marshall McLuhan and his media theory, Pierre Elliott Trudeau deployed new communication technologies to restore centralized control in an otherwise decentralized state. Partly successful, he left his son with an informationally inclined political legacy, which decades later animated Justin Trudeau's own turn toward Big Data and artificial intelligence. Compared with one another, these two visions for both government and artificial intelligence illustrate the broader tensions between cybernetic and neoliberal approaches to government, which inform how new technologies are conceived of, and adopted, as political ones. As this article argues, Canada offers a paradigmatic case for how artificial intelligence is as much shaped by theories of government as by investments and innovations in computing research, which together delimit the contours of intelligence by defining which technical systems, people, and organizations come to be recognized as its privileged bearers. At present, the Chinese government is trying to resolve various social contradictions, such as people’s ever-growing need for a better life and unbalanced and inadequate development. To do so, urban governance practices including holistic governance, decentralized and interconnected governance, multiple participatory governance, and smart governance have been developed in China. Urban smart governance supported by mobile Internet, the Internet of Things, quantum computing, big data, artificial intelligence, and other information technologies has also entered the field of vision of academics (...) and administrators. However, the research and practice on the integration of organizational structure and smart governance technology for urban governance in China are still insufficient. Hence, this paper proposes the design of the organizational structure of an urban smart governance platform and presents the “1 + N” integrated smart information platform and the “power-sharing linkage, one-center and dual-track” platform construction command system. In this system, the functional module of the information platform for smart urban governance is elaborated. This paper contributes to promoting the modernization of China’s urban governance capacity, which can enhance social equity and social order, promote social democracy and rule of law, and enhance the efficiency of urban governance. Thomas Lyson argued that civic markets were possible and could have positive impacts on rural development. Increasingly local governments are being forced into market-based governance regimes of privatization, decentralization and free trade. This article explores the impacts of these trends on rural local governments in the US. These market trends can erode civic foundations, but recent data show local governments are balancing markets with civic concerns and giving increased attention to citizen interests in the service delivery process.

This proposal introduces a novel decision-making framework to advance safe economic activities in cyberspace. We focus on identifying anomalies within crypto-asset trading, recognized as potential sources of criminal activity, severely undermining the credibility of such assets. Detecting and mitigating such anomalies holds significant societal implications, particularly in fostering trust within blockchain networks. We aim to bolster the “social trust” inherent to blockchain technology by facilitating informed economic activities in cyberspace. To achieve this, we propose integrating two artificial intelligence (AI) systems (...) into a blockchain-based decentralized autonomous organization (DAO). The first AI application involves amalgamating various anomaly indicators, spanning from cluster coefficient, entropy, triangular motif analysis, correlation tensor analysis, loop component by Hodge decomposition, loop causality detection, network classification using graph Laplacian, and persistent homology analysis, into a comprehensive indicator using a Boltzmann machine. The second AI application entails deploying conversational AI to guide and support traders, aiding them in making informed trading decisions. This system is designed to alert DAO members to anomalies based on the integrated indicators, especially during massive price fluctuations. We operate under the assumption of close collaboration between governments, experts, traders, system developers, and operators to effectively organize DAOs. The primary technical challenge in our proposal lies in developing a wallet assisted by an intelligent software agent capable of safe interactions with traders within a unified DAO. With this organization, we envision fostering a global economic ecosystem where physical and cyber worlds converge, allowing democratic economic participation. (shrink)

This paper sets out the way in which economists think about the role of government in the affairs of persons, and to indicate how Christian affections might bear on such questions. As economics sees it, the central issue at stake here revolves around the working properties of two alternative mechanisms for reaching social decisions-the decentralized mechanism characteristic of markets on the one hand; and the centralized or “collective” mechanisms characteristic of politics, on the other. This issue is itself an (...) analytic one, on which the Christian qua Christian would seem to have little to contribute. However, it may be that the terms in which economists think about the role of government are defective, or too narrow-or that the criteria of evaluation that economists have in mind are at odds with important themes in Christian Thinking. I have tried to suggest in what ways this might be so, and thereby the areas where dialogue between Christian and economist might most effectively be joined. (shrink)

In this article I examine corporate social reporting as a form of New Governance regulation termed “democratic experimentalism.” Due to the challenges of regulating the behavior of corporations on issues related to sustainable economic development, New Governance regulation—which has a focus on decentralized, participatory, problem-solving-based approaches to regulation—is presented as an option to traditional command-and-control regulation. By examining the role of social reporting under a New Governance approach, I set out three necessary requirements for social reporting to be effective: disclosure, (...) dialogue with stakeholders, and the moral development of the corporation. I then assess current social reporting practices against these requirements and find significant problems. In response, I propose one option for solving those problems, and encourage future researchers to consider the demands of these three requirements and the possible trade-offs between them when attempting to find ways to improve social reporting practices. Revolutionary developments in economics are rare. The conservative bias of the field and its enshrined knowledge make it difficult to introduce new ideas not in line with received theory. Happiness research, however, has the potential to change economics substantially in the future. Its findings, which are gradually being taken into account in standard economics, can be considered revolutionary in three respects: the measurement of experienced utility using psychologists' tools for measuring subjective well-being; new insights into how human beings value goods (...) and services and social conditions that include consideration of such non-material values as autonomy and social relations; and policy consequences of these new insights that suggest different ways for government to affect individual well-being. In Happiness, emphasizing empirical evidence rather than theoretical conjectures, Bruno Frey substantiates these three revolutionary claims for happiness research. The central question of this book is whether the assignment of government functions to the individual jurisdictions in a federal state can ensure an optimal allocation of resources and a fair income distribution. The analysis thereby gives a new answer to the old question about the optimal degree of fiscal decentralization in a federal state. It shows that fiscal decentralization is a method to disclose the preferences of currently living and future generations for local public goods, to (...) limit the size of the government, and to avoid excessive public debt finance. While the allocative branch of the government benefits from fiscal decentralization, it is difficult to obtain a distribution of incomes that differs from the outcome that the market brings along. In an important sense fiscal federalism model can be seen as a normative model whose aim is ideological. Its argument about costs and benefits of decentralization in government is based on the fact that decentralization allows better matching of public good supply and increases social welfare. But this is not true. Fiscal federalism model is a collection of old ideas that suggest that this organizational process generally increases efficiency in the allocation branch of the budget, but the (...) possibility that negative externalities and inter institutional spill-overs, when taken into account, makes this proposition false. It is the opposite process, centralization, which causes positive externalities in the allocation to arise, satisfies the ends of political economy, stabilization and distribution, and decreases the size of government. Decentralized autonomous organizations (DAOs) are a new, rapidly-growing class of organizations governed by smart contracts. Here we describe how researchers can contribute to the emerging science of DAOs and other digitally-constituted organizations. From granular privacy primitives to mechanism designs to model laws, we identify high-impact problems in the DAO ecosystem where existing gaps might be tackled through a new data set or by applying tools and ideas from existing research fields such as political science, computer science, economics, law, and organizational (...) science. Our recommendations encompass exciting research questions as well as promising business opportunities. This article describes and proposes the “environmental subsidiarity principle” as a guiding ethical value in forestry governance. Different trends in environmental management such as local participation, decentralization or global governance have emerged in the last two decades at the global, national and local level. This article suggests that the conscious or unconscious application of subsidiarity has been the ruling principle that has allocated the level at which tasks have been assigned to different agents. Based on this hypothesis this paper (...) describes the principle of subsidiarity and its application to environmental policies within forest governance and proposes the “environmental subsidiarity” principle as a critical conceptual tool for sustainable resource management. The paper explains as an example how “environmental subsidiarity” is the key principle that can link payment for ecosystem services (PES) with environmental public policies and applies this principle with all its political consequences to reducing emissions from deforestation and forest degradation, and enhancing forest carbon stocks in developing countries (REDD+) architecture. It concludes by showing how the adoption of “environmental subsidiarity” as a ethical principle could help to maximize benefits to all stakeholders involved in PES schemes such as REDD+. (shrink)

There are two leading narratives of governance. One is a neoliberal one about markets that is inspired by rational choice. The other is a story about networks associated with institutionalism in political science. This paper argues that both rational choice and institutionalism rely on assumptions about our ability to readoff people’s beliefs from objective social facts about them, and yet that these assumptions are untenable given the philosophical critique of positivism. Hence, we need to modify our leading theories and narratives (...) of governance. We need to decenter them. The paper then explores the distinctive answers a decentered theory of governance would give to questions such as: Is governance new? Is governance a vague metaphor? Is governance uniform? How does governance change? And is governance failure inevitable? Finally, the paper explores some of the consequences of decentered theory has for how we might think about policy formation and democracy.Il existe deux histoires majeures de la gouvernance. La première, d’inspiration néolibérale, s’ intéresse aux marchés et se fonde sur les choix rationnels. La seconde s’intéresse aux réseaux relevant de l’institutionnalisme en science politique. Deleuze has suggested that Spinoza and Foucault share common concerns, particularly the notion of immanence and their mutual hostility to theories of subjective intentionality and contract-based theories of state power. This article explores these shared concerns. On the one hand Foucault's view of governmentality and its re-theorization of power, sovereignty and resistance provide insights into how humans are constituted as individualized subjects and how populations are formed as subject to specific regimes or mentalities of government. On the other, Spinoza (...) was concerned with how humans organized themselves into communities capable of self-government. In particular, his idea of immanent causality was crucial because central to his ideas of freedom and power. We argue that Spinoza's approach to power and causality prefigures ideas developed by Foucault in his theory of governmentality, especially with respect to his biopolitical rethinking of power and resistance. This book, which develops a fresh perspective on political life in France, past and present, illustrates more generally an exciting approach to modern political phenomena, from the point of view of anthropology. The biblical authors provided lessons beyond the religious sphere, addressing the shared duties of religion and state in developing human virtue, the proper relationships between God, government and the people, and the best forms of government to achieve these objectives. This study maintains that China's system of economic planning tends to mitigate the trade-off between economic growth and equity that has been found to prevail in the early stages of development in most less developed countries. The analysis focuses on the Chinese leadership's attempt to improve economic efficiency by decentralizing economic management without encouraging, as a consequence, increased economic inequality among different regions. By examining the budgetary and planning process, focusing in particular on the fiscal relations between the centre and (...) the far-reaching degree of resource redistribution undertaken by the central government through its control of interprovincial and intersectoral resource transfers. ABSTRACTIlya Somin's Democracy and Political Ignorance proposes an original, epistemic argument for decentralizing and downsizing democratic government. Somin's argument does not produce a plausible real-world program for government reform, nor does he exhaust the universe of what voting is for, or possible democratic solutions to the epistemic problem of rational ignorance and cognitive limitation. But his proposal is of considerable interest as an advance in political theory. The historical example of the classical Greek world of decentralized authority and (...) small city-states suggests that democracy does benefit, in epistemic ways, from decentralization, reduced scale, and simplification of procedural rules. We critically discuss the impact of sustainable development initiatives in Kerala, India, on biodiversity and on women farmers in the matrilineal Adivasi community of the Kurichya-tribe in Wayanad. By contextualizing development programs regarding the specifically gendered access to land, division of labor, distribution of knowledge and decision-making power, we situate our analysis within the theoretical framework of feminist political ecology. We first outline women’s gaining of social and political space in local self-government institutions and then critically discuss the impacts (...) of women’s farming groups. Decentralization and development programs have aimed at empowering women and reducing poverty through improved food security. However, little success has materialized, as patriarchal power structures concerning decision-making processes as well as control over the most valuable resources and traditional knowledge have been maintained. Whereas women’s self-help groups in Kerala have enhanced their position, women’s farming groups, by contrast, have brought little betterment. In some cases they have even downsized women’s management and knowledge of resources related to agriculture and do not integrate or enhance Kurichya women’s knowledge. As some women are now introducing high-yielding rice seeds and fertilizer and as it is impossible for them to control land and get access to traditional rice seeds—the domain of men—we contest the notion of women being considered the preservers of agrobiodiversity. We argue, rather, that the construction and transformation of ecological traditional knowledge is highly dependent on the gendered multi-scaled power structures of state and community. (shrink)

This article considers the government, opinion leaders, and Internet users to be a system for correcting false information, and it considers the problem of correcting false information that arises in the aftermath of major emergencies. We use optimal control theory and differential game theory to construct differential game models of decentralized decision-making, centralized decision-making, and subsidized decision-making. The solutions to these models and their numerical simulations show that the government, opinion leaders, and Internet users exercise cost-subsidized decision-making instead (...) of decentralized decision-making. The equilibrium strategies, local optimal benefits, and overall optimal benefits of the system achieve Pareto improvement. Given the goal of maximizing the benefits to the system under centralized decision-making, the equilibrium results are Pareto-optimal. The research here provides a theoretical basis for dealing with the mechanism of correcting false information arising from major emergencies, and our conclusions provide methodological support for the government to effectively deal with such scenarios. Alexis de Tocqueville is recognized as one of the most important nineteenth-century historians.
