Globalization and rapid information processes that are inherent in today's post-pandemic society, contributing to the reorganization of the authorities of many countries and their contacts with regions, local territorial units or civil society. Such changes, first of all, provide for delegation of authority at the level of regional and local authorities. However, many developing and today position their own society as post-modern, continue to be in a state of disunity of the branches of government, with a high level of corruption (...) and abuse of official position, improper distribution of resources, inappropriate tax system and incompetent provision of services by relevant authorities. This affects the relevance of studying foreign experience in building a rational, effective, balanced public administration system, the leading place in which in almost all developed countries is the decentralization of the state and, above all, the executive branch. The foreign experience of the successful implementation of decentralization reforms is investigated. The main characteristics inherent in the decentralization of power in European countries are given, including in the context of the existence of a pandemic. The features of decentralization of power in France, the UK, Germany and other countries are highlighted. It is substantiated that the experience of decentralization reforms in each country is unique and reflects the specifics of the development of a particular country, and therefore it is impractical to introduce foreign experience without taking into account the particular economic and political development of a particular country. Veritism, the position that truth is necessary for epistemic acceptability, seems to be in tension with the observation that much of our best science is not, strictly speaking, true when interpreted literally. This generates a paradox: truth is necessary for epistemic acceptability; the claims of science have to be taken literally; much of what science produces is not literally true and yet it is acceptable. We frame Elgin’s project in True Enough as being motivated by, and offering a particular resolution (...) to, this paradox. We discuss the paradox with a focus on scientific models and argue that there is another resolution available which is compatible with retaining veritism: rejecting the idea that scientific models should be interpreted literally. There are two theoretical approaches in statistical mechanics, one associated with Boltzmann and the other with Gibbs. The theoretical apparatus of the two approaches offer distinct descriptions of the same physical system with no obvious way to translate the concepts of one formalism into those of the other. This raises the question of the status of one approach vis-à-vis the other. We answer this question by arguing that the Boltzmannian approach is a fundamental theory while Gibbsian statistical mechanics is an (...) effective theory, and we describe circumstances under which Gibbsian calculations coincide with the Boltzmannian results. We then point out that regarding GSM as an effective theory has important repercussions for a number of projects, in particular attempts to turn GSM into a nonequilibrium theory. (shrink)

This study investigates the negative influence of consumer’s perceptions of online retailer’s deceptive practices on consumer’s relational variables. Also, the moderating role of product type, consumer’s attitude toward the Internet, and consumer’s demographics in the deception-relational outcomes link is considered. Data from 398 online consumers revealed that satisfaction totally mediated the influence of deception on loyalty. Furthermore, the deception-satisfaction link was moderated by all the hypothesized variables. Interestingly, a direct effect of deception on loyalty was found among more educated consumers, (...) consumers who had a more positive attitude toward the Internet and consumers who had purchased a physical product. Our reply to Fabian Freyenhagen’s article “Was ist orthodoxe Kritische Theorie?” (DZPhil 65.3 [2017], 456-469) raises the question whether his proposal that Critical Theory only “be adequately and appropriately critical” without a program of justification spares the search for any general criteria. Answering negatively we conversely want to recall, particularly with regard to Horkheimers’s and Adornos’s Dialectic of Enlightment as well as Habermas‘s concept of an emancipatory interest, that such a criterion as a normative foundation of critique is crucial not (...) only for systematical purposes, but also recognised as necessary in this respect by Adorno, who Freyenhagen wants to play off against programs of justification. Critical Theory needs to be clear in this respect. Against this background we are questioning Freyenhagen‘s recourse to an “interest in abolishing social injustice” as the “only criterion for Critical Theory.” Because Freyenhagen ignores the fact that Critical Theory has been understood by its representatives in a twofold manner – as a theoretical program of justification for one and secondly as a cultural diagnosis – his plea for an orthodox Critical Theory is endangered by decisionism. Chile needs to diversify its energy supply, and should establish policies that encourage the production and use of biofuels. The demand for energy resources increases with population growth and industrial development, making it urgent to find green alternatives to minimize the impacts of greenhouse gas emissions of traditional fuels. However, it is required that sophisticated strategies consider all externalities from the production of biofuels and should be established on the basis of protecting the environment, reducing GHG emissions and to avoid (...) violating human rights. This article presents the Chilean reality, based on ethical principles that should be guarded to regulate the bioenergy market. These principles are: human rights, environmental sustainability, climate change mitigation, right to a fair reward, and equitable distribution. It is concluded that in Chile the concentration of land and water for the development of extractive industries; and for agricultural and forestry purposes, contradicts the principle of human rights. The unequal distribution of income is also highlighted as part of a cycle of social injustice, with a high Gini coefficient . However, the policy of biofuels can be strengthened with the early use of second generation feedstock, the introduction of fair trade and regulation by the state to encourage participation of small farmers, and allows a position for Chile at the forefront of bioenergy production. Recent theoretical and empirical studies tend to highlight the prominent role that time plays in society, in a context of changing rhythms of work, the ageing of the European population and changing family structures. In this contribution I analyse the way time is used for leisure in Romania and situate it in the European context. I highlight the time use for creative and leisure activities in respect with gender, following the hypothesis that leisure is an important dimension of gender gap. (...) It was used factor analysis to observe the differences existing in time use for leisure in respect with occupational status, marital status and education. (shrink)

In this paper, I offer a model of ethical choice based on the theory of planned behavior (Ajzen, 1991), multiattribute utility theory (Baron, 2000), and moral emotions (Haidt, 2003) that is an alternative to and provides more detail than the moral judgment process that is within Rest’s model. I suggest this ethical choice model better describes the ethical judgment process by incorporating compensatory judgment, specifying the use of deontological and teleological reasoning, and accounting for the influence of moral emotions. En el presente artículo intentaré desarrollar algunas glosas marginales a un comentario de Walter Benjamin sobre el poema de Bertold Brecht “Del niño que no quería bañarse”. El comentario de Benjamin parte del gusto por la mugre para recuperar el pensamiento de Charles Fourier y su perspectiva de un trabajo lúdico. Intentaré mostrar cómo, a partir de la recepción del pensamiento de Fourier, el comentario de Benjamin sobre el poema de Brecht establece profundos vínculos entre la liberación del trabajo y (...) la transformación radical del vínculo de los seres humanos con los no humanos. Este vínculo permitirá proponer interesantes diálogos entre el pensamiento benjaminiano, la tradición utópica socialista, los nuevos materialismos y el pensamiento ecológico. (shrink)

This article questions the reason behind ethics in caregiving services for people with serious intellectual disabilities, the reasons changes have taken place in medicine, in the kinds of illnesses, social changes and changes in how hospitality is envisioned, which lead us to reconsider the usual way of doing things, the traditional morals on which their treatment has been based. However, the traditional ways of dealing with those disabled individuals have also become obsolete and are ethically reproachable: based on charity and (...) beneficence, goodwill and paternalism, if not on ignorance and vulnerability. In The Course of Recognition, Paul Ricœur pays special attention to Honneth’s social theory, on the one hand, because it is devoted to the important issue of the struggles for recognition and, on the other hand, because Axel Honneth proposes a convincing neo-Hegelian conception of social justice. However, while adhering to Honneth’s project, Ricœur establishes a dialectical relationship between love and justice, in order to correct an inherent defect of Anerkennung. The reference to agápē would provide the only way out (...) of the endless struggle, by demonstrating that human beings are capable of mutual recognition through the social practice of gift/counter-gift. Ricœur presents agápē as a simple add-on to the Honnethian project. The present paper returns to this assertion, and demonstrates that, on the contrary, the use of agápē alters the struggles for recognition, and does not help us to arrive at a conception of social justice, which is capable of revealing experiences of injustice and combatting them.
