Decentring the Avant-Garde presents a collection of articles dealing with the topography of the avant-garde. The focus is on different responses to avant-garde aesthetics in regions traditionally depicted as cultural, geographical and linguistic peripheries. Avant-garde activities in the periphery have to date mostly been described in terms of a passive reception of new artistic trends and currents originating in cultural centres such as Paris or Berlin. Contesting this traditional view, Decentring the Avant-Garde highlights the importance of analysing the avant-garde in (...) the periphery in terms of an active appropriation of avant-garde aesthetics within different cultural, ideological and historical settings. A broad collection of case studies discusses the activities of movements and artists in various regions in Europe and beyond. This article takes a critical approach to emotion regulation suggesting that the concept needs supplementing with a relational position on the generation and restraint of emotion. I chart the relational approach to emotion, challenging the “two-step” model of emotion regulation. From this, a more interdisciplinary approach to emotion is developed using concepts from social science to show the limits of instrumental, individualistic, and cognitivist orientations in the psychology of emotion regulation, centred on appraisal theory. Using a social interactionist approach I (...) develop an ontological position in which social relations form the fundamental contexts in which emotions are generated, toned, and restrained, so that regulation is decentred and seen as just one moment or aspect in the relational patterning of emotion. Localization and decentralization are frequently presented as good for women. However, the reality is not so clear cut. Local government is the tier that is closest to people, but relationships, structures, and processes of local governance can limit both the space for women’s participation and the policy potential for addressing gender issues. The experience of democratic reform in South Africa is invariably held up as an example of good practice in advancing gender equity in governance. Critically drawing on this (...) experience, the article points out some of the paradoxes for women and gender equity that arise from decentralization strategies and governance at the local level. Decentralization is predicted to increase popular participation in all processes, and especially decision-making at the local level. Through the analysis of interview data and secondary information, this claim was tested in five districts in Ghana. The evidence showed that contrary to theory, formal and informal procedures for participation are inadequate and irregular. Although the spaces for participation have been established and expanded, these are dominated by males with educated and professional backgrounds as well as the rich and influential with (...) access to power at the center. Women, the poor and disabled as well as people from rural peripheries are excluded from the process. Their exclusion is attributable to gender-insensitive decentralization policy, lack of socio-economic resources, low educational attainment, cultural practices, and patronage politics. The paper concludes that decentralization cannot compel the predicted level of participation unless these structural conditions inhibiting engagement and empowerment of especially marginalized groups are addressed. Our present situation of anthropogenic ecological disaster calls on Western philosophy in general, and Frankfurt School critical theory in particular, to reconsider some long-standing, entrenched assumptions concerning what it means to be a human agent and to relate to other agents. In my article, I take up the challenge in dialogue with the idea of critical theory articulated by Max Horkheimer in the 1930s. My overall concern is to contribute to on-going efforts to decentre Frankfurt School critical theory in multiple (...) dimensions. With the help of Horkheimer, I seek to show that this theoretical tradition has itself an important contribution to make to the endeavour. In Section 1, I argue that the methodology he advocates for critique of society offers a view of the relationship between the human mind and reality, as well as of humans with other humans, that avoids dogmatic rigidity and is hospitable towards mutual learning through engagement with other philosophical and cultural traditions. In Section 2, I consider the more specific challenge of anthropocentrism, suggesting the need for a more differentiated account of this. While critical theory is unavoidably anthropocentric in certain respects, it could avoid more pernicious forms of anthropocentrism that establish epistemic and ethical hierarchies between humans and other-than-human entities and that conceive of ethical validity as a purely human construction, with no independence of human needs and concerns. This article explores how both corporate governance and corporate social responsibility can be improved by using insights from complexity theory. Complexity theory reveals that decentralized governance architecture is required for firms to absorb competently the increased intricacies, variety of variables, and objectives introduced by CSR. The current predominant form of centralized governance based on command-and-control hierarchies copes with complexities by reducing data inputs. This approach results in firms reducing their objectives, concerns, and insights about CSR. Firms with a decentralized “network” (...) form of governance architecture are used to illustrate how the data inputs of each manager can be reduced through the decomposition of decision-making labor to improve the capability of the firm to intelligently absorb and manage complexity. Network governance also introduces a division of powers with stakeholders to facilitate information flow and strengthen incentives to manage the enterprise to enhance both shareholder value and CSR. This special issue brings together a diverse set of cases from Asia with the aim of decentring established historical narratives about science diplomacy. With a critical perspective bringing together the bodies of literature in the fields of the History of Science, Technology and Medicine (STM) and critical Asian Studies, we argue that these cases foreground a geopolitical history with multiple forms of sovereignty – often contested ones – and a range of political institutions and actors that enables us to revisit (...) science diplomacy as a means for understanding the relationship between science and international affairs. In doing so, the articles in this issue consciously eschew the normative ‘centring’ of superpowers or Western imperial powers as the primary actors, focusing instead on the agency and subjectivity of actors within Asia, many of whom were prominent in their respective local contexts. Additionally, we argue that the cases presented here, which examine issues from across science, technology, medicine and the environment, collectively demonstrate the further need for the ‘science’ in ‘science diplomacy’ to be interpreted more broadly, incorporating as it does many aspects of human engagement with the material world. Most forms of egalitarian theory impose on government to redress the inequalities of fortune that result from bad luck. This Article takes issue with the various forms of this large claim, and argues that decentralized forms of assistance are likely in the long run to do better by the very standards by which egalitarians justify their own program. The alleviation of poverty depends in the first instance on increases in wealth that can only come through private innovation and technological advances. (...) These have in fact produced major improvements in overall well-being, with disproportionate advances for the poor. But if one starts with Dworkin’s unsustainable distinction between option and brute luck, or Nussbaum and Sen’s capability theory, then no egalitarian theory can deliver on the promise to level differences in wealth without seriously compromising overall levels of social welfare. By expanding the scope of government regulation, these proposals open the door to selfish political forces whose political clout ensures that ill-conceived programs, such as the Americans with Disabilities Act, frustrate the very goals they hope to achieve. State intervention to redistribute resources should be understood as a last resort for dealing with problems of ill fortune. (shrink)

Globalization and rapid information processes that are inherent in today's post-pandemic society, contributing to the reorganization of the authorities of many countries and their contacts with regions, local territorial units or civil society. Such changes, first of all, provide for delegation of authority at the level of regional and local authorities. However, many developing and today position their own society as post-modern, continue to be in a state of disunity of the branches of government, with a high level of corruption (...) and abuse of official position, improper distribution of resources, inappropriate tax system and incompetent provision of services by relevant authorities. This affects the relevance of studying foreign experience in building a rational, effective, balanced public administration system, the leading place in which in almost all developed countries is the decentralization of the state and, above all, the executive branch. The foreign experience of the successful implementation of decentralization reforms is investigated. The main characteristics inherent in the decentralization of power in European countries are given, including in the context of the existence of a pandemic. The features of decentralization of power in France, the UK, Germany and other countries are highlighted. It is substantiated that the experience of decentralization reforms in each country is unique and reflects the specifics of the development of a particular country, and therefore it is impractical to introduce foreign experience without taking into account the particular economic and political development of a particular country. In this paper, we investigate the model of decentralized groupwise e-commerce through regional chains combined with edge computing algorithms and design and implement it. A blockchain-based architecture for remote sensing resource and service transactions is proposed. The architecture utilizes the characteristics of nontamperable and traceable data on the blockchain to solve the problem of mutual distrust between the transaction parties, uses MongoDB for data retrieval and filtering to solve the problem that it is difficult to query flexibly on the blockchain, (...) uses the file platform to save public resources to solve the problem that it is very expensive or even infeasible to store images or large texts in the blockchain, and ensures remote sensing resources and services related to the effective storage of images and description texts. The Ethernet features are described and analyzed to assess their suitability as a technical basis for the corresponding solutions. To assess the ability of the Ethernet-based system to solve solvable problems, its practical use cases are analyzed. The results of the analysis show that five main issues need to be addressed when applying Ethernet to e-commerce, namely, low scalability, lack of distributed storage, lack of convenience, reliability, and functional integrity. To exploit the idea of using blockchain technology to solve complex problems and to overcome the challenges identified in the existing Ethernet-based implementation solutions, an optimization idea is proposed by creating a multiblockchain architecture based multimodule solution in the Ethernet framework. Does the centralization of the Web change both the diffusion of knowledge and the philosophical definition of knowledge itself? By exploring the origins of the Semantic Web in the philosophy of Carnap and of Google’s machine learning approach in Heidegger, we demonstrate that competing philosophical schools are deeply embedded in artificial intelligence and its evolution in the Web. Humankind faces a wide range of threats to its security and safety, from terrorist groups and cybercriminals to disease pandemics and climate change. All these threats share one characteristic: they are constantly changing. Decision-makers can never be sure whether the next tropical storm will be as violent as the last, or whether Taliban insurgents will use a roadside improvised explosive device or a suicide bomber for their next attack. Therefore, many of our security systems — those that are resistant to (...) change, or that try to eliminate all risk — are doomed. Firewalls have failed to protect computers from hackers for 40 years; screening airline passengers for liquids didn't prevent Umar Abdulmutallab from taking a powdered incendiary onto a plane; and so cumbersome is the military procurement cycle that heavy armoured vehicles designed to repel improvised explosive attacks were deployed in Iraq a full three years after soldiers had identified the need. Autonomous AI agents present transformative opportunities and significant governance challenges. Existing frameworks, such as the EU AI Act and the NIST AI Risk Management Framework, fall short of addressing the complexities of these agents, which are capable of independent decision-making, learning, and adaptation. To bridge these gaps, we propose the ETHOS (Ethical Technology and Holistic Oversight System) framework—a decentralized governance (DeGov) model leveraging Web3 technologies, including blockchain, smart contracts, and decentralized autonomous organizations (DAOs). ETHOS establishes a global registry for AI (...) agents, enabling dynamic risk classification, proportional oversight, and automated compliance monitoring through tools like soulbound tokens and zero-knowledge proofs. Furthermore, the framework incorporates decentralized justice systems for transparent dispute resolution and introduces AI-specific legal entities to manage limited liability, supported by mandatory insurance to ensure financial accountability and incentivize ethical design. By integrating philosophical principles of rationality, ethical grounding, and goal alignment, ETHOS aims to create a robust research agenda for promoting trust, transparency, and participatory governance. This innovative framework offers a scalable and inclusive strategy for regulating AI agents, balancing innovation with ethical responsibility to meet the demands of an AI-driven future. (shrink)

A decentralized adaptive control based on human linguistic is investigated to learn human behaviors for multiple robotic manipulators. Many experts’ words or sentences can be transferred into the control actions by employing membership functions in robot systems, which can be synthesized fuzzy controller by employing reasoning mechanism. For the unknown model dynamical robot manipulators, one adjustable parameter that relates to the approximation accuracy of fuzzy logic systems is introduced at first, which be utilized to deal with the unknown dynamics of (...) robot manipulators. Switching fuzzy adaptive controller is designed to overcome the limitation of logic structure that the number of adaptive laws only focus on fuzzy rules in conventional fuzzy logic systems. Another advantage of this design method is that the control with human linguistic extend the semi-global stability to global stability. Finally, effectiveness of the developed control design scheme has been shown in simulation example. (shrink)

This chapter looks to the broad consequences of the theory of fairness advanced in this book to questions of social reform. The traditional spectrum of political attitudes that ranges from the utilitarian left to the libertarian right is rejected in favor of a more realistic opposition between the neofeudal societies in which we currently live, and the prospect of fairer and freer societies that could be created by a planned program of decentralization which is identified with the whiggery that (...) inspired the Glorious Revolution of 1688 and the Declaration of Independence of 1776. Local governance in developing countries demonstrates many problems related to financial sources and good governance of their finances. Local Self-Government (LSG) units in the Republic of North Macedonia are very small which results in a lack of capabilities to raise enough funds to offer delegated services. The local government in the Republic of North Macedonia centralizes almost all public finance. Local budgets depend heavily on state transfers and donations from the central budget. The lack of funds remained a crucial problem (...) even though there were some attempts for the decentralization process. Practically, governments in many of the local governments in North Macedonia could not secure their resources. In this way, they could come with specific charges, but all taxes are decided by the central government. The practice showed that local governments before borrowing needs to be approved by the Ministry of Finance. The Republic of North Macedonia as a potential candidate to join the European Union should make several changes regarding the legislation during the process of accession to benefit from being a small candidate country. The main aim of this paper is to investigate alternative financial sources such are Municipal Bonds, Partnership Sukuk securities, and PPP. Unfortunately, many financial alternatives have not been able to be implemented due to failures in reforms and good financial governance. But they remain an open opportunity for developing a local government in the future. (shrink)

This paper presents a study of gatekeeping in the U.S. political blog “Daily Kos.” Open online collectives like Daily Kos use relational mechanisms, such as gatekeeping, to manage organizational boundaries and filter the contributions of participants. However, neither prior theories of gatekeeping nor the existing analyses of open online collectives account for the character or implications of gatekeeping in the Daily Kos community. Using qualitative evidence as well as statistical analysis of a large sample of comment threads on the site (...) from 2008, I argue that gatekeeping on Daily Kos takes centralized and decentralized forms, and that both modes depend critically on relational boundary work among site participants. Centralized gatekeeping proceeds through actions by high-status members of the community. Decentralized gatekeeping, by contrast, consists of more numerous and small-scale interactions between community members, who filter and moderate each other’s participation. Both forms of gatekeeping enhance the ability of site leaders and incumbent community members to regulate access to privileges and agenda-setting responsibilities on the site. These findings imply that the egalitarian ethos of open online collectives exists in tension with the mechanisms through which participation and status inequalities emerge among participants. How collectives engaged in mobilization and discursive production resolve this tension will shape the long-term impact of online participation and blogs on the political and public spheres. (shrink)

The shift from government to governance has become a starting point for many studies of contemporary policy-making and democracy. Practices of Freedom takes a different approach, calling into question this dominant narrative and taking the variety, hybridity and dispersion of social and political practices as its focus of analysis. This paper investigates how intuitions about scientific discovery using artificial intelligence can be used to improve our understanding of scientific discovery more generally. Traditional accounts of discovery have been agent-centred: they place emphasis on identifying a specific agent who is responsible for conducting all, or at least the important part, of a discovery process. We argue that these accounts experience difficulties capturing scientific discovery involving AI and that similar issues arise for human discovery. We propose an alternative, collective-centred view as (...) superior for understanding discovery, with and without AI. This view maintains that discovery is performed by a collective of agents and entities, each making contributions that differ in significance and character, and that attributing credit for discovery depends on various finer-grained properties of the contributions made. Detailing its conceptual resources, we argue that this view is considerably more compelling than its agent-centred alternative. Considering and responding to several theoretical and practical challenges, we point to concrete avenues for further developing the view we propose. (shrink)

This article gives a new explanation for the phenomenon of subcontracting. A model in which a principal contracts two agents who work in a sequence on a project, have soft information and can collude is considered. Side-contracts between agents can be signed at any stage of the game. It is shown that in this setting both a decentralized contracting structure, in which contracting of the agents at the initial production stage is delegated to the agent at the final production stage, (...) and a centralized structure, in which the principal directly contracts both agents, can be superior for the principal. The article derives the conditions under which this holds. The results give an explanation for recently observed tendencies in public procurement of design and construction activities. (shrink)

It is now widely accepted that Research & Development in nanotechnology and biotechnology should be accompanied by research programs in ethics. This paper first critically assesses the initiatives that characterize this “ethical turn” by clarifying its underlying philosophical assump-tions and its consequences. Current trends in nanoethics enhance the concern for responsibility and develop an attitude of prudence. However nanoethics focused as it is on designers’ responsibility, reinvigorates the anthropocentric modern ideal of man as the lord of nature and master of (...) the future. Technological objects are viewed only as means for human needs and sources of profit. An alternative approach to nanoethics considers artefacts as individual entities with a life of their own and takes into account the specificities of the nanoworld. (shrink)

Blockchain is a pioneering technology that allows the creation of innovative information exchange ecosystems thanks to unique properties, such as immutability, distribution and transparency. By combining this technology with the emergent internet of things (IoT), many innovative business models can be created. The main objective of this work is to present the design and an initial implementation of a decentralized rental system that takes advantage of smart contracts developed on a public blockchain, combined with the potential of the IoT and (...) its intimate relationship with cyber-physical systems. The logic to be implemented in the blockchain is applied in this paper by using the Ethereum programming language, so that the developed application covers the entire car rental process offered in traditional web applications, but adding more autonomy, functionalities and ease of use for both lessees and lessors. Following Ethereum application development guidelines, all business logic is located in the smart contracts implemented in the network, where they can be used to control the car rental system. While this is a work in progress, the results obtained in the first proof of concept have been very promising. (shrink)

Decentralizing Knowledges examines the way modern western thought has attempted to bring all knowledge under its own order, a process of placing all thinking into a single colonial system and looks at the way that this centering process might be undone. The contributors present a complex, multiple and uneven set of decentering processes, that gradually open thinking to what has been excluded, whether that exclusion was gender, race, or sexuality based, or indigenous or culturally different. The collection makes a case (...) for "epistemic decentralizing," or the redistribution and reorientation of resources, institutional support, and authority to peripheral actors, emphasizing the agency to produce new knowledge. The book's theoretical and empirical analyses provide a comprehensive overview of the complex processes required to challenge mainstream thinking, as well as the contending nature of the initiatives analyzed. Decentralizing Knowledges clearly points out that the processes of decentering and decentralization are useful analytical tools to account for widely documented epistemic asymmetries in the social sciences and humanities. Regional market integration in Europe and North America has grown increasingly extensive. This integration has created institutions and structures to guide pancontinental political, economic, and social policies. At the same time, both regions are experiencing pressures of decentralization. These competing trends are transforming relationships between and among business, society, and government. This article compares and contrasts integration in North America and Europe, and discusses the implications of political, economic, and institutional changes in these two regions for business-government relations and (...) the structure and strategic orientation of the corporate public affairs (PA) function. This article reviews recent literature on comparative political economy, business and public policy, and corporate PA, and it presents a conceptual model and research propositions, supported by case illustrations, of how integration and decentralization affect business-government relations and corporate PA in Europe and North America. Decentralized clinical trials (DCTs) have the potential to advance the conduct of clinical trials, but raise several ethical issues, including obtaining valid informed consent. The debate on the ethical issues resulting from digitalization is predominantly focused on direct risks relating to for example data protection, safety, and data quality. We submit however, that a broader view on ethical aspects of DCTs is needed to touch upon the new challenges that come with the DCT practice. Digitalization has impacts that go beyond (...) its direct purposes, by shaping behaviors, experiences, social relations, and values. We examine four elements of the informed consent procedure that are affected by DCTs, while taking these soft impacts of technologies into account: (i) informing participants and testing understanding, (ii) freedoms in relation to responsibilities and burdens, (iii) trust in participant-researcher relations, and (iv) impacts on the concept of privacy. Our analysis reveals that a broad view is key for optimal conduct of DCTs. In addition, it provides insight into the ethical impacts of DCTs on informed consent. Technologies such as DCTs potentially have profound impacts which are not immediately addressed by the existing regulatory frameworks, but nonetheless important to recognize. These findings can guide future practices of DCTs to foster the important values of clinical research in this novel approach for conducting clinical trials. (shrink)

정체성 정치를 연구하는 것은 지배 또는 주류 문화와는 다른 문화적 정체성을 지닌 여성, 성적 소수자, 장애자, 소수 민족이나 인종, 그리고 비정규노동자와 이주노동자도 역시 인간 존재로서 도덕적으로 평등하고, 똑같이 존중과 관심을 받아야 하기 때문에, 종속적 카스트로 서 무시되거나 비하되어서는 안 된다는 사회 정의적 관심 때문이다. 그렇기 때문에 정체성 정치는 단순히 우리 사회에서 주변화 되고 소외된 민족, 인종, 여성 등과 같은 소수자들의 역 할과 권리에 더 많은 관심을 기울이고, 그들의 정체성을 인정하는 것을 의미한다. 따라서 이 러한 목표를 구체화하기 위해 우리는 우선, 탈이데올로기 (...) 시대에서 빈번하게 일어나는 정체 성의 갈등이 역사 문화적 과정을 통해 어떻게 형성되며, 정치적 차원에서 어떻게 표현되는 가를 이해해야 할 것이다. 둘째, 다문화주의 시대에서 정체성이 어떻게 왜곡되고 변형되며, 또한 어떻게 재현되는가를 급진 민주주의적 관점에서 해석할 필요가 있다. 셋째, 정체성을 문화정치적으로 재구성해서 정체성의 새로운 얼굴, 곧 억압 없는 정체성을 세계시민주의 관 점에서 모색할 필요가 있다. 이 논문은, 특정 집단이 자신의 정체성을 재현함으로써 자신의 문화적 가치를 표현하지만, 동시에 다른 집단의 정체성과 충동함으로써 긴장과 갈등, 심지어 폭력을 낳을 수 있음에 주목한다. 심대한 다원주의 사회에서 상이한 가치관을 지닌 개인들이 하나의 정치공동체에서 평화로운 공존을 하기 위해서는, 한편으로는 동일성을 강요하는 억압 체계를 비판적으로 분석하고, 다른 한편으로는 정체성 정치의 이중성 효과, 즉 해방적 기능 과 폭력적 기능을 복합적으로 성찰하고자 한다. 나아가, 정체성 정치를 탈중심화된 시민권 개념에 의해 억압과 폭력으로부터 해방시킬 수 있는지 그 가능성을 모색하고자 한다.
