The combination of increased availability of large amounts of fine-grained human behavioral data and advances in machine learning is presiding over a growing reliance on algorithms to address complex societal problems. Algorithmic decision-making processes might lead to more objective and thus potentially fairer decisions than those made by humans who may be influenced by greed, prejudice, fatigue, or hunger. However, algorithmic decision-making has been criticized for its potential to enhance discrimination, information and power asymmetry, and opacity. In this paper, we (...) provide an overview of available technical solutions to enhance fairness, accountability, and transparency in algorithmic decision-making. We also highlight the criticality and urgency to engage multi-disciplinary teams of researchers, practitioners, policy-makers, and citizens to co-develop, deploy, and evaluate in the real-world algorithmic decision-making processes designed to maximize fairness and transparency. In doing so, we describe the Open Algortihms project as a step towards realizing the vision of a world where data and algorithms are used as lenses and levers in support of democracy and development. Qu'est-ce au juste que le mental? Les nouvelles "sciences de l'esprit" ne paraissent pas avoir de doute sur la réponse : c'est ce qu'il y a dans la boîte crânienne. L'idée que le mental puisse être autre chose que le côté "interne" d'une métaphore qui l'oppose à de l'externe, et qu'à ce titre il puisse s'avérer intrinsèquement social, leur paraît incongrue. C'est pourtant cette idée que le présent ouvrage s'applique à défendre. Il élabore une conception sociale du mental, en prenant (...) appui sur les courants de recherche qui, en philosophie et en sciences humaines et sociales, ont souligné, tant d'un point de vue conceptuel qu'empirique, l'imbrication du social et du mental. Cette élaboration passe par une clarification des deux concepts. D'un côté, il est nécessaire de remédier au rétrécissement du social non seulement par les sciences cognitives, mais aussi par une partie des sciences sociales. De l'autre, il faut proposer une nouvelle compréhension de ce que l'on entend par mental. La conception esquissée est une conception qu'on peut qualifier d'adverbiale : "mental" est un concept opératoire qui qualifie une modalité de l'action d'agents appartenant à une société. (shrink)

Political enunciation remains an enigma as long as it is considered from the standpoint of information transfer. It remains as unintelligible as religious talk. The paper explores the specificty of this regime and especially the strange link it has with the canonical definition of enunciation in linguistics and semiotics. The ‘political circle’ is reconstituted and thus also the reasons why a ‘transparent’ or ‘rational'political speech act destroys the very conditions of group formation.

Résumé La publication de l’ Enquête sur les modes d’existence (La découverte 2012), peut être quelque peu éclairée par un bref retour en arrière sur les étapes successives de cette anthropologie des Modernes commencée un quart de siècle auparavant. L’article reprend donc le cheminement intellectuel, commencé avec l’exégèse biblique puis continué dans « l’exégèse » des sciences et des techniques, qui a mené peu à peu à la présente enquête.

Technology is epistemology’s poor relative. It still carries the baggage of a definition of matter handed down to it by another odd definition of scientific activity. The consequence is that many descriptions of “things” have nothing “thingly” about them. They are simply “objects” mistaken for things. Hence the necessity of a new descriptive style that circumvents the limits of the materialist definition of material existence. This is a review of the book Metaética: algumas tendências. The book contains papers of three important philosophers in this subject, Peter Railton, Allan Gibbard and Stephen Darwall. Since this book has been published, the study of metaethics has been improved in Brazil. In this review we describe the main aspects of the book, focusing on Railton’s ideas.

Meu objetivo nesse trabalho é apresentar uma linha distinta de interpretação do problema moral em duas das principais obras do jovem Kant, a saber, a Investigação sobre a Evidência e as Observações sobre o Sentimento do Belo e do Sublime. Em contraposição à leitura tradicional, tento mostrar que, ao analisar a relação entre os aspectos formais e materiais da moralidade, somos capazes de constatar que existe, de fato, uma demanda racional subjacente ao problema ético nesse contexto. Isso mostra, por conseguinte, (...) que ao invés de representar uma mera reprodução da moral britânica, esses escritos retratam um momento de transição no qual Kant se liberta em grande medida da influência escolástica, para investigar mais profundamente o conceito primário de obrigação moral.
