Based on empirical data from a qualitative study, this paper explores the complexity of ‘real world’ management in Hong Kong’s public sector, as contrasted with various paradigmatic claims under ‘new public management’ (NPM). A plurality of sub-worlds within the broad public sector is identified, which makes the management roles and responsibilities much less ‘homogenised’ than depicted in NPM exhortations. The instrumental rationality underpinning NPM is identified as too restrictive in understanding the way in which public managers reach decisions. When the (...) daily challenges of reconciling values and practices arising from the complexities of politics, policies and service delivery are considered it is necessary to incorporate ideas related to procedural and expressive rationality to fully appreciate the nature of management in public organisations. "Anselm of Canterbury gave the first modal "ontological" argument for God's existence. Yet, despite its distinct originality, philosophers have mostly avoided the question of what modal concepts the argument uses, and whether Anselm's metaphysics entitles him to use them. Here, Brian Leftow sets out Anselm's modal metaphysics. He argues that Anselm has an "absolute", "broadly logical", or "metaphysical" modal concept, and that his metaphysics provides acceptable truth makers for claims in this modality. He shows that his modal argument is (...) committed to the Brouwer system of modal logic, and defends the claim that Brouwer is part of the logic of "absolute" or "metaphysical" modality. The central thesis of this paper is that fake news and related phenomena serve as defeaters for knowledge transmission via journalistic channels. This explains how they pose a threat to democracy; and it points the way to determining how to address this threat. Democracy is both intrinsically and instrumentally good provided the electorate has knowledge (however partial and distributed) of the common good and the means of achieving it. Since journalism provides such knowledge, those who value democracy have a reason (...) to protect it. Hostile agents, however, can undermine both the effectiveness of democratic decision-making and faith in democracy itself, by deliberately promulgating fake news and hyper-partisan views; moreover, these effects can come about unintentionally on social media. I conclude that we may need to change, not just the way we process information online, but also the informational environment in which we operate. (shrink)

A deep and precise introduction to the philosophy of religion that is also remarkably clear and insightful. The author has a conversation with the student and uses concrete examples to explain often abstract concepts and issues.

The “terrible” existential truths about the human situation raise Schopenhauer's question: why continue living at all? Nietzsche's answer is that only viewed in terms of aesthetic values can life itself be “justified”. But how could the fact that life exemplifies aesthetic value restore our attachment to life in the face of these terrible existential truths? I suggest that there are two keys to understanding Nietzsche's answer: first, his assimilation of aesthetic pleasure to a kind of sublimated sexual pleasure; and second, (...) his psychological thesis that powerful affects neutralize pain, and thus can “seduce” the sufferer back to life. Life can supply the requisite kind of aesthetic pleasure only if it features what I call the “spectacle of genius,” the spectacle represented by the likes of Beethoven, Goethe, and Napoleon. Since such geniuses are not possible in a culture dominated by “morality”, the critique of morality is essential to the restoration of an affective attachment to life. (shrink)

In large, impersonal moral orders many of us wish to maintain good will toward our fellow citizens only if we are reasonably sure they will maintain good will toward us. The mutual maintaining of good will, then, requires that we somehow communicate our intentions to one another. But how do we actually do this? The current paper argues that when we engage in moral responsibility practices—that is, when we express our reactive attitudes by blaming, praising, and resenting—we communicate a desire (...) to maintain good will to those in the community we are imbedded in. Participating in such practices alone will not get the job done, though, for expressions of our reactive attitudes are often what economists call cheap talk. But when we praise and blame in cases of moral diversity, expressions of our reactive attitudes act as costly signals capable of solving our social dilemma. (shrink)

Transgender healthcare faces a dilemma. On the one hand, access to certain medical interventions, including hormone treatments or surgeries, where desired, may be beneficial or even vital for some gender dysphoric trans people. But on the other hand, access to medical interventions typically requires a diagnosis, which, in turn, seems to imply the existence of a pathological state—something that many transgender people reject as a false and stigmatizing characterization of their experience or identity. In this paper we argue that developments (...) from the human enhancement debate can help clarify or resolve some of the conceptual and ethical entanglements arising from the apparent conflict between seeking medicine while not necessarily suffering from a pathology or disorder. Specifically, we focus on the welfarist account of human enhancement and argue it can provide a useful conceptual framework for thinking about some of the more contentious disagreements about access to transgender healthcare services. Why do utterances of counterfactual conditionals typically, but not universally, convey the message that their antecedents are false? I demonstrate that two common theoretical commitments–commitment to the existence of scalar implicature and of informative presupposition—can be supplemented with an independently motivated theory of the presuppositions of competing conditional alternatives to jointly predict this information when and only when it appears. The view works best if indicative and counterfactual conditionals have a closely related semantics, so I conclude by undermining two familiar (...) arguments for a nonunified semantics of indicative and counterfactual conditionals. I examine three kinds of criticism directed at philosophical genealogy. I call these substantive, performative, and semantic. I turn my attention to a particular substantive criticism that one may launch against essay two of On the Genealogy of Morals that turns on how Nietzsche answers “the time-crunch problem”. On the surface, there is evidence to suggest that Nietzsche accepts a false scientific theory, namely, Lamarck’s Inheritability Thesis, in order to account for the growth of a new human “organ”—morality. I demonstrate (...) that the passages interpreted by some scholars to prove that Nietzsche is a Lamarckian can be reinterpreted along Darwinian lines. I demonstrate that Nietzsche hits upon the right drivers of phenotypical change in humans, namely, torture and enclosures (e.g., walls of early states), but misinterprets their true impact. Nietzsche believes that these technologies are responsible for producing what I call “culture-serving memory” and the bad conscience by causing emotions that once were expressed outwardly to turn inward causing the “psychological digestion” of the human animal. In reality, however, these mechanisms are conducive to breeding a particular type of individual, namely, one who is docile, by introducing artificial and unconscious selective pressures into the environment of early humans. In showing that Nietzsche’s genealogical account of memory and bad conscience is not underpinned on a false scientific theory and is consistent with Neo-Darwinism, I deflect a potentially fatal blow regarding the veracity of Nietzsche’s genealogies. -/- . Social Epistemology, as formulated by Steve Fuller, is based on the suggestion that rational knowledge policy must be held accountable to ‘brute facts’ about the nature of our human cognitive pursuits, whatever these may be. One difficulty for Fuller concerns the conception of the social which underwrites social epistemology. I argue that social epistemology conflates the social with human psychological properties that are available for public scrutiny and, accordingly, that social epistemology is best viewed as a brand of psychologism. Though (...) Fuller's proposal signifies an important step in the ongoing attempt by scholars to eradicate the last traces of Descartes' epistemological device of a disembodiedres cogitans, I conclude that his conception of the social is too weak to serve as the basis for a socially-embedded discipline in anything but name only. This paper presents three studies exploring the relationship between emotional responses to classic cognitive developmental moral dilemmas and moral reasoning indices as measured by the Defining Issues Test (DIT). Each study indicated that certain moral dilemmas elicit varying levels of anger and sadness as compared to a neutral baseline. In each study, decreased moral reasoning was observed in those instances where reports in both sadness and anger were high following a dilemma. This did not occur, however, in those instances where (...) only sadness or anger was high following a dilemma. Affective inductions prior to taking the DIT (study 3) did not impact trends beyond that found for individual moral dilemmas in studies 1 and 2. Although certain dilemmas elicited affective states that temporarily influenced reasoning, in general participants? reasoning levels stayed consistent across dilemmas. Results are discussed in terms of the role of affect on the moral judgment process. (shrink)

Extremism about Demands is the view that morality is significantly more demanding than prevailing common-sense morality acknowledges. This view is not widely held, despite the powerful advocacy on its behalf by philosophers such as Peter Singer, Shelly Kagan, Peter Unger, and G.A. Cohen. Most philosophers have remained attracted to some version of Moderation about Demands, which holds that the behavior of typical well-off people is permissible, including the ways that such people tend to employ their economic and other resources. It (...) is difficult to resist the conclusion that proponents of Extremism have not taken sufficiently seriously the central convictions that motivate the Moderate view. -/- This dissertation offers an improved defense of Extremism about Demands. At its center is an argument that appeals dialectically to requirements of justice that Moderates themselves already implicitly accept. Specifically, I claim that any plausible set of Moderate moral principles will, when applied to a world like ours, yield demands on typical well-off people that far exceed the demands of common-sense morality. -/- My argument has two cruxes. The first is the idea that our concern for justice is at least partially grounded in a concern for individuals’ interests, broadly construed. The other is a principle that I call Injustice entails Obligations, which says that we are collectively subject to requirements of justice that, if fully complied with, would ensure the transition from current injustice to a just state of affairs. Any view that is compatible with both the interest-based view of (part of) our concern for justice and Injustice entails Obligations will, I argue, require sacrifices from typical well-off people that substantially exceed what prevailing common-sense morality requires of them. -/- Moderates typically emphasize the idea that each person has an important interest in pursuing the projects, plans, relationships, and commitments that are most important to her. But they also believe that acceptable Moderate principles will properly balance this idea with the idea that from a properly impartial perspective everyone, and everyone's interests, are equally morally important. Because Moderates accept the latter idea, they are already committed to thinking that in a just world, everyone would have a sufficient minimum share of society’s resources. I argue that even if we limit our focus to distributive justice in a single society such as the United States, and even if we assume that distributive justice requires only a sufficient minimum, the extent to which the status quo must be transformed in order for justice to be achieved is still too great to be compatible with Moderate demands on typical well-off people. -/- There are a number of ways to try to argue that Moderate principles and Injustice entails Obligations are compatible with Moderation about Demands. For instance, it might be argued that all or nearly all of the demands to sacrifice in order to promote justice can be assigned to the super-rich, rather than to typical well-off people. Or it might be argued that the sacrifices of a single well-off person cannot be required because they amount to a mere “drop in the bucket” relative to what needs to be done in order to fully achieve justice. I show that such arguments fail. -/- The argument that I consider in greatest detail derives from John Rawls’s view that the principles of justice apply to the institutions of the “basic structure of society,” and do not apply directly to the conduct of individuals. If this “Institutionalism” is right, then it cannot be the case that individuals are obligated to promote justice directly in the way that I suggest they are. Furthermore, it might seem that a view that assigns all of the burdens of promoting justice to the basic structure satisfies the imperative to transition from injustice to justice, since if the relevant institutions were to begin doing everything that the Rawlsian view says they ought to be doing, the requirements of justice would be met. I argue, however, that there is no understanding of Institutionalism on which it is itself consistent with the following desiderata: Moderate principles, and the associated interest-based view of (part of) the ground of our concern for justice; Injustice entails Obligations; and Moderate demands. So, Institutionalism cannot make Moderate principles and Injustice entails Obligations compatible with Moderate demands. -/- Moderate principles and Injustice entails Obligations, then, remain incompatible with Moderation about Demands. Since there are compelling reasons to accept both Moderate principles and In justice entails Obligations, I conclude that we must reject Moderation about Demands. The obligations that justice places on typical well-off people are substantially more extensive than is acknowledged by prevailing common-sense morality. (shrink)

From Arthur Schopenhauer we can glean a characteristically moody perspective on the primordial condition of speaking and being spoken. Focusing on his dualistic view of the embodied subject as having to contend with the forces of both Will and presentation, in this article I argue that his philosophy construes communication as a sort of weird ventriloquism. Drawing on François Cooren’s proposed method of ‘ventriloqual analysis’, I re-examine Schopenhauer’s subject as a being that both animates and is animated by his strange (...) dark noumena. Bearing witness to this eerie metaphysical stagecraft, his concept of Will becomes synonymous with a will to communicate, which manifests itself through the voice of the speech actor and allows us to think about his ontology and ethics from a different rhetorical perspective. After defining presentism, I consider four arguments that presentism and divine atemporality are incompatible. I identify an assumption common to the four, ask what reason there is to consider it true, and argue against it.

Normal perception involves conscious experience of the world. What I call the Content View, (CV), attempts to account for this in terms of the representational content of perception (Brewer, 2011, esp. ch. 4). I offer a new argument here against this view. Ascription of personal level content, either conceptual or nonconceptual, depends on the idea that determinate predicational information is conveyed to the subject. This determinate predication depends upon the exercise of certain personal level capacities for categorization and discrimination. (...) Exercise of such personal level capacities depends in turn upon conscious selective attention. Yet conscious visual acquaintance with the world is the prior ground for the possibility of any such conscious selective attention. Acquaintance obtains throughout the visual field: where conscious attention is not actually directed as well as where it is. So acquaintance does not depend upon conscious selective attention. Thus, acquaintance is not sufficient for the exercise of the relevant personal level capacities. Exercise of these capacities is nevertheless necessary for personal level content. Therefore visual acquaintance cannot be understood in terms of perceptual content: basic conscious experience of the world is not a matter of anything like the predication involved in perceptual content. It is rather the relational ground for the possibility of such predication. (shrink)

I show how the Bayesian machinery can illuminate the rational search for alternative explanations of currently inexplicable, improbable data, and in particular how it can illuminate the rational search for a secular explanation of the origins of life and of the fine-tuning of the universe.

This paper explores the terms ‘mentor’ and ‘mentoring’ in a broad general sense of an ‘experienced and trusted advisor’, and then in more specific professional settings. The author quotes a wide range of sources and references, and then turns his attention to what might be understood by ‘Christian mentoring’, firstly by drawing on Paul’s writings to illustrate possible qualities and virtues for the mentoring process. Then, following the example of writers from range of disciplines, he outlines a transformational and reformational (...) view of mentoring that he infers from a Christian world-view of the grand narrative of Creation-Fall-Redemption-Consummation. Having described what a possible Christian perspective on mentoring might look like for workers in wider society, the author turns his attention to mentoring in church life. The view of Thomas Aquinas that we can only know what God is not, rather than what he is, is discussed. The first part of the chapter outlines Aquinas’ basic position on this matter in relation to his theological background and the range of human knowledge. It then goes on to discuss the doctrine of divine simplicity, first giving the reasoning behind this, and then giving the details of Aquinas’ view on the matter. This is that God is pure form (...) and he is his nature, so that the substance of God is his existence. Although God may be unknowable and incomprehensible, he is still there. (shrink)
