This paper reviews development research and policies on freshwater fish in South and Southeast Asia. We conduct a systematic review of academic literature from three major science-based policy institutions to analyze development research and policies that have accompanied the ongoing transition from freshwater capture fisheries to aquaculture in the region. Using a ‘food fish system’ framework allows for the identification and systematic comparison of assumptions underpinning dominant development policies. We analyze the interrelations between the production, provisioning, and consumption of wild (...) and farmed fish and demonstrate a shift toward food fish systems thinking in the sampled literature. We discuss gaps and weaknesses in the literature, as identified through the application of the food fish systems framework and present an agenda for future research aimed at securing the potential of fish as food. Democracy is commonly associated with political equality and/or majority rule. This essay shows that these three ideas are conceptually separate, so the transition from any one to another stands in need of further substantive argument, which is not always adequately given. It does this by offering an alternative decision-making mechanism, called lottery voting, in which all individuals cast votes for their preferred options but, instead of these being counted, one is randomly selected and that vote determines the outcome. In medical ethics, a large body of work exists on the virtues that enable good medical practice. Medical virtue ethics singles out a number of virtues of the good doctor for attention; among others, these include empathy, care, truthfulness, and justice. According to medical ethicists like Pellegrino and Thomasma, however, phronesis, or “practical wisdom,” occupies a special place among these virtues. In this paper, I consider intellectualist and anti-intellectualist approaches to knowledge-how and propose a third solution: a virtue-based account of knowledge-how. I sketch the advantages of a virtue-based account of knowledge-how and consider whether we should prefer a reliabilist or a responsibilist virtue-account of knowledge-how. I argue that only a responsibilist account will maintain the crucial distinction between knowing how to do something and merely being able to do it. Such an account, I hold, must incorporate ‘learning how to do (...) something’ as an essential part. Drawing on an argument by Craig, I hold that the function of the concept of knowing how is to mark out practical experts whom one can trust either to perform an action on one's behalf, or to teach one how to perform that action oneself. The best way to identify practical experts, I hold, is to discover what they have learned about performing the action in question. In arguing for the importance of the concept ‘learning’ to the field of knowledge-how, I argue for a new connection between the philosophy of education and virtue epistemology. (shrink)

Strategies to increase influenza vaccination rates have typically targeted healthcare professionals and individuals in various high-risk groups such as the elderly. We argue that they should focus on increasing vaccination rates in children. Because children suffer higher influenza incidence rates than any other demographic group, and are major drivers of seasonal influenza epidemics, we argue that influenza vaccination strategies that serve to increase uptake rates in children are likely to be more effective in reducing influenza-related morbidity and mortality than those (...) targeting HCPs or the elderly. This is true even though influenza-related morbidity and mortality amongst children are low, except in the very young. Further, we argue that there are no decisive reasons to suppose that children-focused strategies are less ethically acceptable than elderly or HCP-focused strategies. (shrink)

It is frequently claimed that panpsychism is unable in principle to generate evidence or predictions. After exploring how this impasse owes to panpsychism's commitment to brute physicalism, I argue that organismic panpsychism (OP) can retain this commitment and yet be empirical in principle. I then explore ways in which OP can be defended against a range of objections. These objections primarily relate to OP's metaphysics, its dependency on string theory, and its appeal to future states of science. Aristotle claims that human beings are by nature political animals. We might think there is a way for non-Aristotelians to affirm something like this—that human beings are political, though not by nature in the Aristotelian sense. It is not clear, however, precisely what this amounts to. In this paper, I try to explain what the claim that human beings are political animals might mean. I also consider what it would it look like to defend this claim, which I call the (...) normative political animal thesis. I argue that this thesis cannot be given a general defense. Successful arguments for the normative political animal thesis must be made within particular ethical frameworks. To illustrate what such an argument might look like, I sketch a defense of the normative political animal thesis within a roughly Lockean rights theory, where its adoption seems especially promising. It has traditionally been assumed that organ donation must be altruistic, though the necessity of altruistic motivations has recently been questioned. Few, however, have questioned whether altruism is always a good motive. This paper considers the possibility that excessive altruism, or self-abnegation, may be intrinsically bad. How this may be so is illustrated with reference to Tom Hurka’s account of the value of attitudes, which suggests that disproportionate love of one’s own good—either excessive or deficient—is intrinsically bad. Whether or not (...) we accept the details of this account, recognising that altruistic motivations may be intrinsically bad has important implications for organ procurement. One possible response is to say that we should take further measures to ensure that donors have good motives—that they are altruistic is no longer enough. An alternative is to say that, since altruistic donation need not be intrinsically good, we have less reason to object to other motivations. (shrink)

Arash Abizadeh has recently argued that political communities have no right to close their borders unilaterally, since by doing so they subject outsiders to coercion which lacks democratic justification. His conclusion is that any legitimate regime of border controls must be justified to outsiders. David Miller has sought to defend closed borders by distinguishing between coercion and prevention and arguing that the latter does not require democratic justification. This paper explores a different route, arguing firstly that the requirements of democracy (...) do not provide us with practical guidance unless we also consider other values, such as rights, and secondly that being subject to coercion does not entitle one to democratic justification. These arguments suggest that Abizadeh is wrong to hold closed borders in need of democratic justification. (shrink)

Douglas Diekema influentially argues that interference with parental decisions is not in fact guided by the child’s best interests, but rather by a more permissive standard, which he calls the harm principle. This article first seeks to clarify this alternative position and defend it against certain existing criticisms, before offering a new criticism and alternative. This ‘harm principle’ has been criticized for (i) lack of adequate moral grounding, and (ii) being as indeterminate as the best interest standard that it seeks (...) to replace. I argue that these are not serious problems. I take Diekema’s negative point to be right—our actual standard for intervention is not literally the best interests of the child—but I disagree with his proposed replacement. First, Diekema’s proposed harm threshold should be more carefully distinguished from Mill’s harm principle. Second, there is no reason to assume that the standard for permissible intervention coincides with the threshold for harm (or serious harm). Thus, I propose that the best alternative to the best interests standard is not a harm principle, but rather a sufficiency threshold between adequate (or ‘good enough’) and inadequate (or ‘substandard’) parenting. Christopher Nolan’s seems a spy thriller in which a government operative saves the world. As others have noted, it is in a larger sense about climate change—even though it mentions it but once. Where the film has been dismissed as not saying anything substantial, or even read as promoting an activist message, I argue it is most coherently interpreted as a reactionary defense of the status quo. The film is about a war between the present and future, its heroes those (...) who beat back time travelers trying to prevent us from destroying the planet. If audiences are not passive recipients of propaganda, but critical and cognitive, then blockbusters need to distract them from unavowable larger meanings by redirecting interpretive energies into the details; plot holes are not a bug, but a feature. The meticulous, puzzle-box construction of Nolan’s films, which encourages elaborate fan theorizing, distracts both viewers and Nolan himself from their ideological content. (shrink)

He argues that there is something of our prosaic, everyday difficulty with words in the ineffable reality of the philosophers and theologians, just as there is something unformulable, and finally mysterious in the prosaic, everyday successes and failures of words.

What is the fundamental nature of the physical universe? This paper generates new insights into this question through examining how brute fact metaphysics intersects with our best cosmological theories of the universe’s origin. To do this, I first make the case that fundamental physical things are – by necessity – ontologically brute. Ontological bruteness, I maintain, provides a rationale for the counterfactual claim that there is no reason why a fundamental has one physical identity rather than another. The paper then (...) gives an overview of modern cosmology. This empirically oriented analysis is enjoined to a metaphysical argument that – since science’s candidate fundamentals are impermissibly complex – we can appeal to brute fact metaphysics to meaningfully entertain the possibility of simpler fundamentals. The paper then investigates a particular simple fundamental I take to be most plausible: consciousness (understood as the intrinsic nature of matter). This discussion draws on cosmic-level evolution and panpsychism. While I remain agnostic about whether consciousness’ instantiation in fundamental-level physics and cosmology will be empirically verified, the paper draws attention to a number of emerging experimental paradigms that can – at least in principle – contribute to this project. In Bernard Stiegler’s Automatic Society Volume 1: The Future of Work, ‘the impossible’ and ‘the improbable’ appear as explicit parts of his political project. In his philosophy of technology, the impossible highlights the structural incompleteness that technics imparts to human existence. This article will trace how Stiegler draws on the work of Maurice Blanchot to produce this conjunction between technics and indetermination, and explore its political ramifications. This will show that rather than being a recent aspect of Stiegler’s work, the (...) political use of the impossible brings Blanchot’s subterranean influence to the fore. After briefly reconstructing Blanchot’s understanding of language, impersonality, and writing, it will be shown that Stiegler shifts Blanchot’s emphasis from the impossible to technical practices of the improbable. Stiegler follows an anthropological line where the experience of the impossible becomes a more general understanding of the experience of improbability through technical structures. Stiegler’s reading of Blanchot is central in his break with the place of the impossible in the politics of resistance advocated by post-structuralism, allowing him to support a politics of invention which makes space for the improbable within a large-scale politics of technicity, rather than privileging indeterminacy itself. From examinations of prehistoric burial to understanding post-industrial spaces and heritage practices, the writing of Gilles Deleuze and Felix Guattari is gaining increasing importance within archaeological thought. Their concept of 'assemblages' allows us to explore the past in new ways, by placing an emphasis on difference rather than similarity, on fluidity rather stasis and unpredictability rather than reproduceable models. Assemblage Thought and Archaeology applies the notion of assemblage to specific archaeological case studies, ranging from early urbanism in Mesopotamia to 19th (...) century military fortifications. It introduces the concept of assemblage within the context of the wider 'material turn' in the social sciences, examines its implications for studying materials and objects and urban settlements, and explores its consequences for the practice of archaeological research and heritage management. This innovative book will be of particular interest to postgraduate students of archaeological theory and researchers looking to understand this latest trend in archaeological thought, although the case studies will also have appeal to those whose work focusses on material culture, settlement archaeology and archaeological practice. ABSTRACT This paper examines the ‘voluntarism’ challenge for achieving testimonial justice and advocates the virtue of just acceptance of testimony as the right target for efforts to alleviate testimonial injustice. First, we review the credibility deficit case of interpersonal testimonial injustice and explain how the doxastic voluntarism problem poses a challenge to redressing such testimonial injustice. Specifically, the voluntarism problem seems to rule out straightforward control over what and whom people believe; thus, the solution to the problem of testimonial injustice (...) cannot lie in voluntarily self-correcting unjust credibility judgements and replacing them with just testimonial beliefs. Second, we identify three distinctive characteristics of acceptance of testimony, as distinct from belief, and argue that, while it might be difficult to form credibility judgements completely voluntarily, it is easier to control one’s attitude of acceptance towards a speaker’s testimony. We hold that shifting focus from testimonial belief to acceptance can overcome the problem of (synchronic) involuntarism about testimonial belief. Third, we articulate a vision of a virtue of just acceptance of testimony that can move a hearer to collect the right evidence to reliably find the answer to whether a speaker’s testimony is true. Finally, we demonstrate that encouraging people to take a virtuous attitude of just acceptance towards a speaker’s testimony forms the basis of a remedial vision of education that can play a distinctive role in fostering the virtue of just acceptance aimed at testimonial justice. Heidegger's Being and Time is an underappreciated venue for pursuing work on the role narrative plays in self‐understanding and self‐constitution, and existing work misses Heidegger's most interesting contribution. Implicit in his account of Dasein (an individual human person) is a notion of the narrative self more compelling than those now on offer. Bringing together an adaptive interpretation of Heidegger's notion of “thrown projection”, Wolfgang Iser's account of “the wandering viewpoint”, and more recent Anglo‐American work on the narrative self, I argue (...) that we read our ongoing existences in the same way that, mid‐story, we read a narrative. Reading is a better master metaphor than authorship, narration, plot, or character to guide investigations of narrative's relation to the self. It is not merely a metaphor, however, as the hermeneutic structures involved in interpreting existence and a narrative from the middle are the same. (shrink)

In an earlier article, I argued that David Estlund's notion of ‘normative consent’ could provide justification for an opt-out system of organ donation that does not involve presumptions about the deceased donor's consent. Where it would be wrong of someone to refuse their consent, then the fact that they have not actually given it is irrelevant, though an explicit denial of consent may still be binding. My argument has recently been criticised by Potts et al, who argue that such a (...) policy would involve taking organs from people whose organs should not be taken and would be a recipe for totalitarianism. The present response seeks to rebut both the ethical and political objections. I argue that people can indeed be under a moral obligation to donate their organs, even if they are not technically dead at the time and their donation does not save anyone else's life. Moreover, I argue that an opt-out system—unlike mandatory donation—is not totalitarian because it preserves the right of individuals to act morally wrongly, by opting out when they have no good moral reason to do so. The policy I propose is neither immoral nor totalitarian. (shrink)

Van Gelder presents the distinction between dynamical systems and digital computers as the core issue of current developments in cognitive science. We think this distinction is much less important than a reassessment of cognition as a neurally, bodily, and environmentally embedded process. Embedded cognition lines up naturally with dynamical models, but it would also stand if combined with classic computation.
