It’s common to think that animals think. The cat thinks it is time to be fed, the monkey thinks the dominant is a threat. In order to make sense of what the other animals around us do, we ascribe mental states to them. The cat meows at the door because she wants to be let in. The monkey the monkey fails the test because he doesn’t remember the answer. -/- We explain animal actions in terms of their mental states, just (...) as we do with humans. One of us has argued that our science of animal minds requires that animal behavior be explained in such terms, and this doesn’t lead to a problematic use of folk psychology or anthropomorphism (Andrews 2016, 2020). By “anthropomorphism” we mean the attribution of human psychological, social, or normative properties to non-human animals “usually with the implication it is done without sound justification” (Shettleworth 2010, 477). And by “folk psychology” we mean the commonsense practice of seeing action as caused or accompanied by mental states like belief and desire, emotions, and seeing people in terms of their moods or personality traits, as well as categorizing complex behaviors as examples of grieving, communicating, or teaching (Andrews 2012). Psychologists routinely describe human behaviors in folk psychological terms, so it’s not that the categories are unscientific. The issue with using folk psychology to describe animal behavior is whether observable similarities between human and nonhuman behavior warrants thinking they involve the same psychological kind. The use of folk psychology when talking about animals need not be problematically anthropomorphic, though we need some evidentiary basis for filing animal behavior under some folk psychological category. -/- Despite it being commonplace for humans to attribute thoughts to animals, and there being arguments in favor of doing so in science, the nature of these mental states so many are happy to see in other animals remains unclear. To help bring some focus into the discussion, we will examine the attitude of belief. In this chapter we will examine the various possible statuses of animal beliefs, and the implications of those various views for our folk practice as well as our scientific investigations. (shrink)

Home diagnostic testing is becoming part of the modern medical landscape, but many ethical and policy questions remain unresolved. Most of them first surfaced during the long regulatory deliberations over the home HIV test, the first home test for a contagious illness sold in the United States. Between 1989 and 2012, federal regulators and their consultants debated the ideal metrics for such a test, its benefits, and its potential harms for both individuals and communities. Ultimately, two iterations of the home (...) HIV test were marketed in the United States; neither one of them changed the course of the national HIV epidemic, as hoped. It was October 2014, and Ebola was raging out of control in Guinea, Liberia, and Sierra Leone. Margaret Chan, the World Health Organization's director‐general, defended the organization against charges that its response was late and ineffective: “We are a technical agency, with governments having first priority to take care of their people.” In January 2015, the WHO executive board undertook a systematic reform of the agency's performance, and Chan again offered a defense: I followed protocol, leaving it to the Africa (...) office (AFRO) to respond. Yet the three nations could not possibly have stemmed the outbreak alone, and AFRO was known to be dysfunctional.Ebola represents an inflection point requiring fundamental reform for the WHO. A failure of leadership will impact its status and legitimacy for a generation. Here, I offer five reforms that would transform it and ensure that it fulfills its constitutional mission as “the directing and coordinating authority on international health work.”. (shrink)

The predictive processing account of action, cognition, and perception is one of the most influential approaches to unifying research in cognitive science. However, its promises of grand unification will remain unfulfilled unless the account becomes theoretically robust. In this paper, we focus on empirical commitments of PP, since they are necessary both for its theoretical status to be established and for explanations of individual phenomena to be falsifiable. First, we argue that PP is a varied research tradition, which may employ (...) various kinds of scientific representations, differing in the scope of empirical commitments they entail. Two major perspectives on PP qua cognitive theory may then be distinguished: generalized vs. hierarchical. The first one fails to provide empirical detail, and the latter constrains possible physical implementations. However, we show that even hierarchical PP is insufficiently restrictive to disallow incorrect models and may be adjusted to explain any neurocognitive phenomenon–including non-existent or impossible ones–through flexible adjustments. This renders PP a universal modeling tool with an unrestricted number of degrees of freedom. Therefore, in contrast with declarations of its proponents, it should not be understood as a unifying theoretical perspective, but as a computational framework, possibly informing further theory development in cognitive science. Patients in a minimally conscious state (MCS) fall into a different diagnostic category than patients in the more familiar vegetative states (VS). Not only are MCS patients conscious in some sense, they have a higher chance for recovery than VS patients. Because of these differences, we ostensibly have reason to provide MCS patients with care that goes beyond what we provide to patients with some VS patients. But how to justify this differential treatment? I argue we can’t justify it solely (...) by looking to MCS patients’ actual levels of consciousness. We must look also to the ways in which these patients are potentially conscious. Specifically, I argue that certain sensible and well-regarded policy recommendations cannot be justified by looking solely to patients’ actual levels of consciousness, but that they can be justified by looking to patients’ potential for consciousness. Insofar then as we have prima facie reason to follow the recommendations, we also have prima facie reason to view the potential for consciousness as morally salient. If that is true, however, several important implications follow: first, if the potential for consciousness is morally salient, this translates into actual and pressing obligations to patients with disorders of consciousness generally. Second, if the potential for consciousness is morally salient, this has implications that go beyond our obligations to patients with disorders of consciousness. Indeed, if the potential for consciousness is morally salient, this adds an important layer of complexity to the normative landscape, a layer we may not have sufficiently noticed before. (shrink)

This article explores evolutionary debunking arguments as they arise in metaethics against moral realism and in philosophy of religion against naturalism. Both literatures have independently grappled with the question of which beliefs one may use to respond to a potential defeater. In this article, I show how the literature on the argument against naturalism can help clarify and bring progress to the literature on moral realism with respect to this question. Astrophysics is often cast as an observational science, devoid of traditional experiments, along with astronomy and cosmology. Yet, a thriving field of experimental research exists called laboratory astrophysics. How should we make sense of this apparent tension? I argue that approaching the epistemology of astrophysics by attending to the production of empirical data and the aims of the research better illuminates both the successes and challenges of empirical research in astrophysics than evaluating the epistemology of astrophysics according to the presence (...) or absence of experiments. Background independence begins life as an informal property that a physical theory might have, often glossed as 'doesn't posit a fixed spacetime background'. Interest in trying to offer a precise account of background independence has been sparked by the pronouncements of several theorists working on quantum gravity that background independence embodies in some sense an essential discovery of the General Theory of Relativity, and a feature we should strive to carry forward to future physical theories. This paper has two goals. (...) The first is to investigate what a world must be like in order to be truly described by a background independent theory given extant accounts of background independence. The second is to argue that there are no non-empirical reasons to be more confident in theories that satisfy extant accounts of background independence than in theories that don't. The paper concludes by drawing a general moral about a way in which focussing primarily on mathematical formulations of our physical theories can adversely affect debates in the metaphysics of physics. Many democratic countries have failed to stand up to the challenge presented by the COVID-19 pandemic. I argue that the collective response to the pandemic has been incapacitated by an ‘epistemic crisis’, (i.e., a breakdown in the social division of epistemic labor) that led to a failure of citizens’ beliefs to converge towards a shared perception of the situation. Neither a paucity of relevant expert knowledge nor democratic citizens’ irrationality is required for the crisis to emerge. In particular, I highlight (...) three obstacles capable of preventing relevant expert testimony from gaining democratic legitimacy necessary for an effective policy response: 1) the proper domain of expertise is uncertain; 2) regular citizens’ meta-expertise – (i.e., ability to discriminate among the putative experts based on their relative epistemic merit) – is not efficacious enough to trigger truth-convergence of the public opinion; 3) the prominent sources of third-party meta-expertise lack credibility due to their conflicts of interest. Since the first two problems appear irresolvable, I propose that the search for a path towards preclusion of future epistemic crises concentrates on upgrading the institutional fundament for meta-expertise provision. Social epistemology plays a vital role in this search, but its close cooperation with other disciplines is a must. (shrink)

The thesis of multiple realisation that Borsboom et al. are relying on should not be taken for granted. In dissolving the apparent multiple realisation, the reductionist research strategies in psychopathology research (the Research Domain Criteria [RDoC] framework, in particular) are bound to lead to eliminativism rather than reductionism. Therefore, Borsboom et al. seem to be aiming at a wrong target.

This paper addresses bioethics in the context of the coronavirus disease 2019 (COVID‐19) pandemic. The Introduction (Section 1) highlights that at the field's inception, infectiousness was not front and center. Instead, infectious disease was widely perceived as having been conquered. This made it possible for bioethicists to center values such as individual autonomy, informed consent, and a statist conception of justice. Section 2 urges shifting to values more fitting for the moment the world is in. To find these, it directs (...) attention to the Global South, and in particular, Africa, and to the values of ubuntu, solidarity, dignity, kinship, and humility. The paper concludes (in Section 3) that 21st‐century challenges facing bioethics are increasingly global, and calls on bioethicists themselves to be more globally inclusive in their approaches. This paper elucidates some features of law that generally go overlooked in collective bargaining. Using examples from collective bargaining agreements at universities in Florida, we unearth how assumptions about the nature of law (championed by the conservative legal movement) may undermine the ability for unions to influence the material working conditions at their universities. We believe negotiators need to reject these assumptions, and embrace an approach to ‘bargaining as pedagogy,’ which emphasizes the need for faculty and administrators alike to arrive (...) at shared understandings of what the law means (be it the collective bargaining agreement, university policy, or state statute). Many scientists have expressed concerns about potential catastrophic risks associated with new technologies. But expressing concern is one thing, identifying serious candidates another. Such risks are likely to be novel, rare, and difficult to study; data will be scarce, making speculation necessary. Scientists who raise such concerns may face disapproval not only as doomsayers, but also for their unconventional views. Yet the costs of false negatives in these cases -- of wrongly dismissing warnings about catastrophic risks -- are by definition (...) very high. For these reasons, aspects of the methodology and culture of science, such as its attitude to epistemic risk and to unconventional views, are relevant to the challenges of managing extreme technological risks. In this piece I discuss these issues with reference to a real-world example that shares many of the same features, that of so-called 'cold fusion'. (shrink)

Seeking useful ways to respond to the Covid‐19 pandemic, bioethicists have been tempted to claim for themselves what Alasdair MacIntyre characterized in After Virtue as the moral fiction of managerial expertise. They have been eager to offer a wide range of policy prescriptions, presenting themselves as bureaucratic managers and suggesting an expertise that bioethics may not in fact be able to offer. This was evident, for example, in the petition published by The Hastings Center in March 2020. The pandemic could (...) foster a more hopeful future for bioethics if it were to focus attention less on policy decisions that belong to all citizens and more on some of the most basic moral questions that life presents and with which bioethics has always dealt—including, surely, the virtues needed in order to live well in a time of pandemic. There has developed since around the end of the Second World War, a body of writing that has become known as the Philosophy of Technology. This writing now includes work by those who can be identified as "seminal thinkers," as well as developments of their original ideas, and fresh work and commentary on specific issues, to produce what is now a quite wide ranging body of literature. This chapter is primarily a descriptive one that summarizes the general field with an (...) eye to its significance for teaching and teachers, highlighting some perennial issues in educational thought and practice that the literature of Philosophy of Technology invites us to revisit. We are, however, also invited to reconsider a perennial debate in education, one that originates in the dialogues between Socrates and the Sophists of Classical Greece and which can be understood in terms of many of the themes of Philosophy of Technology, and of this, volume. Moreover, it suggests why that debate must be re-engaged in societies governed by advanced technology, and how the activity of teaching and the role of the teacher as a "reflective practitioner" are critical factors in that re-engagement. Thus, description provides the background for both analytic and critical dimensions of the Chapter. (shrink)

Recent work on skin-brain thesis suggests the possibility of empirical evidence that empiricism is false. It implies that early animals need no traditional sensory receptors to be engaged in cognitive activity. The neural structure required to coordinate extensive sheets of contractile tissue for motility provides the starting point for a new multicellular organized form of sensing. Moving a body by muscle contraction provides the basis for a multicellular organization that is sensitive to external surface structure at the scale of the (...) animal body. In other words, the nervous system first evolved for action, not for receiving sensory input. Thus, sensory input is not required for minimal cognition; only action is. The whole body of an organism, in particular its highly specific animal sensorimotor organization, reflects the bodily and environmental spatiotemporal structure. The skin-brain thesis suggests that, in contrast to empiricist claims that cognition is constituted by sensory systems, cognition may be also constituted by action-oriented feedback mechanisms. Instead of positing the reflex arc as the elementary building block of nervous systems, it proposes that endogenous motor activity is crucial for cognitive processes. In the paper, I discuss the issue whether the skin-brain thesis and its supporting evidence can be really used to overthrow the main tenet of empiricism empirically, by pointing out to cognizing agents that fail to have any sensory apparatus. The Black Panther Party was founded to bridge the radical theorizing that swept college campuses in the mid-1960s and the lumpen proletariat abandoned by the so-called ‘Great Society’. However, shortly thereafter, Newton began to harshly criticize the academic Left in general for their drive to find ‘a set of actions and a set of principles that are easy to identify and are absolute.’ This article reconstructs Newton’s critique of progressive movements grounded primarily in academic debates, as well as his conception (...) of vanguard political theory. Newton’s grasp of revolution as a gradual, open, and above all dialectical process, not only provides a corrective to many dominant academic accounts of the nature of progressive change but, more importantly, it also grounds an emancipatory philosophy that can direct collective struggle, precisely because it remains grounded in the imperfect and internally conflicted lives of those whose freedom is to be won through it. Civics and Moral Educationwas implemented as a new moral education programme in Singapore schools in 1992. This paper argues that the underlying theme is that of citizenship training and that new measures are under way to strengthen the capacity of the school system to transmit national values for economic and political socialisation. The motives and motivation for retaining a formal moral education programme have remained strong. A discussion of the structure and content of key modules in Civics and Moral Education (...) shows how curriculum writers have attempted to integrate separate strands of civics and moral education from earlier programmes and present them in a less divisive manner. The paper also assesses the impact of the written civics and moral education programme on teachers and pupils, and the way in which strategies have been used by curriculum agencies to overcome possible obstacles at the curriculum implementation phase. This paper examines the recent UK House of Commons Health Committee report on the Influence of the Pharmaceutical Industry in relation to its findings and recommendations concerning access to medicines, and in particular the continuance of cost effectiveness or reference pricing. This mechanism of bargaining down the price of drugs on social justice grounds recently has been targeted by the US Department of Commerce as an unjustifiable non-tariff barrier to trade that should be eliminated in all OECD countries. Concerns have (...) been raised that certain provisions in the AUSFTA may have been designed to achieve this end, in defiance of norms of democratic legitimacy, moral responsibility and the international right to health. Zionism needs a fundamental overhaul given both the collapse of the Oslo-initiated peace process and the erosion of liberal values in Israeli society. There is no better guide than Hannah Arendt for such an undertaking. On the one hand, she provided a searing diagnosis of mainstream Zionism’s foundational shortcomings, which persist to the present. One is a creed that assumes an eternal anti-Semitism. Two is a corresponding insular nationalism, which rejects affirmative engagement with the outside. On the other hand, Arendt (...) articulated an affirmative humanist Zionism based on three elements. First, is a Jewish self-determination aimed at cultural enrichment and emancipation. Second, is an outward-oriented Zionism that embraces internationalism. Third, is substantive coexistence with Palestinians based on an innovative alternative to the homogenous nation-state model. This article retrieves and updates Arendt’s humanist Zionism. I emphasize her plea to confront Zionism’s pathologies, break from an insular nationalist mindset, and foster new political channels for attaining genuine reconciliation between Israelis and Palestinians. Tax law is a technical area of law which does not seem to be culturally specific. It is thus seen as easily transferable between different societies and cultures. However, tax law is also based on definitions and notions which are not universal. So, is tax law universal or particular? Is it indeed easily transferable between different societies? And in what ways does tax law reflect ethnic or cultural rather than economic differences? This Article seeks to answer these questions by analyzing (...) one specific example — the history of income tax legislation in Mandatory Palestine. This history reveals the dual nature of income taxation. On the one hand, the Income Tax Ordinance which was enacted by the British in Palestine in 1941 was based on a one-size-fits-all colonial model, and the lawyers involved in its enactment, in Palestine and in the Colonial Office in London, made relatively little effort to adapt it to local conditions. On the other hand, other actors — the officials, politicians and businessmen involved in the initial debate about the imposition of income taxation in Palestine in the 1930s, and the administrators involved in the application of the specific rules of the Ordinance after it was enacted in the 1940s — were aware of the need to adapt the law to the specific conditions of Palestine. Thus, while on a formal level the Ordinance seems to represent a process in which the tax law of Palestine converged with that of other British colonies, once we expand our framework and examine not just law in the books, but also law in action, and actors such as politicians and administrators, we discover that particular local conditions were an important factor in the enactment and application of the Palestine Income Tax Ordinance. The study of the process of transplantation, the Article concludes, should therefore focus not only on the formal norms being transplanted, but also on the role of the different non-legal actors involved in the process. To fully understand human language, an evolved trait that develops in the young without formal instruction, it must be possible to observe language that has not been influenced by instruction. But in modern societies, much of the language that is used, and most of the language that is measured, is confounded by literacy and academic training. This diverts empirical attention from natural habits of speech, causing theorists to miss critical features of linguistic practice. To dramatize this point, I examine data (...) from a special population––the canal boat children of early twentieth century England––whose language developed without academic influence, but was evaluated using instruments designed primarily for academic use. These data, taken together with related research, suggest that formal instruction can convert language from a purely biological trait that was selected, to a talent that was instructed, while altering the users of language themselves. I then review research indicating that formal instruction can also mask or distort inter-sexual differences in the social applications of language, a significant handicap to evolutionary theorizing. I conclude that if biological theories of language are to succeed, they must explain the spontaneous speaking practices of naturally behaving individuals. (shrink)
