Racial and ethnic variables are routinely used in health services research. However, there is a growing debate within nursing and other disciplines about the usefulness of these variables in research. A qualitative study was undertaken (July 2004 – November 2004) to ascertain how researchers conceptualize and operationalize racial and ethnic data. Data were derived from interviews with 33 participants in academic health centers in differing geographic regions. Content analyses extracted manifest and latent meanings to construct categories depicting respondents' understandings of (...) race and ethnicity in research. Race and ethnicity held several meanings but the subtext was often not clear because these terms were not operationalized. Measuring race and ethnicity quantitatively necessitated uniform classifications thus it was often necessary to impose a single racialized identity. Respondents recognized the problems with racial and ethnic variables but the majority still believed these variables were necessary and useful. Several researchers understood that racial and ethnic variables were used in ways that may stigmatize the populations studied. These respondents collected data on variables other than race and ethnicity to ascertain the causes of health differentials. The policy recommendation calls for a shift in thinking about how to use racial and ethnic variables in research. (shrink)

and apply it to various examples of neural plasticity in which input is rerouted intermodally or intramodally to nonstandard cortical targets. In some cases but not others, cortical activity ‘defers’ to the nonstandard sources of input. We ask why, consider some possible explanations, and propose a dynamic sensorimotor hypothesis. We believe that this distinction is important and worthy of further study, both philosophical and empirical, whether or not our hypothesis turns out to be correct. In particular, the question of how (...) the distinction should be explained is linked to explanatory gap issues for consciousness. Comparative and absolute explanatory gaps should be distinguished: why does neural activity in a particular area of cortex have this qualitative expression rather than that, and why does it have any qualitative expression at all? We use the dominance/deference distinction to address the comparative gaps, both intermodal and intramodal. We do so not by inward scrutiny but rather by expanding our gaze to include relations between brain, body and environment. (shrink)

This paper argues that the various approaches to ethics that bioethicists rely on are not adequate to provide effective moral guidance in how to avoid a series of looming human catastrophes (associated with such threats as environmental degradation, war, extreme poverty, and pandemics). It proposes development of a new approach to ethics, dubbed public ethics, that simultaneously investigates moral responsibilities at multiple levels of human organization from the individual to international bodies. It argues that feminist relational theory can provide guidance (...) to development of this new type of ethics, and it warns against obstacles bioethicists face in its pursuit. (shrink)

Psychological essentialism is an intuitive folk belief positing that certain categories have a non-obvious inner “essence” that gives rise to observable features. Although this belief most commonly characterizes natural kind categories, I argue that psychological essentialism can also be extended in important ways to artifact concepts. Specifically, concepts of individual artifacts include the non-obvious feature of object history, which is evident when making judgments regarding authenticity and ownership. Classic examples include famous works of art (e.g., the Mona Lisa is authentic (...) because of its provenance), but ordinary artifacts likewise receive value from their history (e.g., a worn and tattered blanket may have special value if it was one’s childhood possession). Moreover, in some cases, object history may be thought to have causal effects on individual artifacts, much as an animal essence has causal effects. I review empirical support for these claims and consider the implications for both artifact concepts and essentialism. This perspective suggests that artifact concepts cannot be contained in a theoretical framework that focuses exclusively on similarity or even function. Furthermore, although there are significant differences between essentialism of natural kinds and essentialism of artifact individuals, the commonalities suggest that psychological essentialism may not derive from folk biology but instead may reflect more domain-general perspectives on the world. This introductory chapter explains the coverage of this book, which is about animal rationality and mental processing in animals. This book discusses the theoretical issues and distinctions that bear on attributions of rationality to animals and draws some contrasts between rationality and certain other traits of animals to determine the relationships between them. It explores the relations between behaviour and the processes that explain behaviour, and the senses in which animal behaviour might be rational in virtue of features other than (...) classical reasoning processes on the human model. -/- . I defend the view that we should not overintellectualize the mind. Nonhuman animals can occupy islands of practical rationality: they can have contextbound reasons for action even though they lack full conceptual abilities. Holism and the possibility of mistake are required for such reasons to be the agent's reasons, but these requirements can be met in the absence of inferential promiscuity. Empirical work with animals is used to illustrate the possibility that reasons for action could be bound to symbolic or (...) social contexts, and connections are made to simulationist accounts of cognitive skills. In reworking a variety of biological concepts, Developmental Systems Theory (DST) has made frequent use of parity of reasoning. We have done this to show, for instance, that factors that have similar sorts of impact on a developing organism tend nevertheless to be invested with quite different causal importance. We have made similar arguments about evolutionary processes. Together, these analyses have allowed DST not only to cut through some age-old muddles about the nature of development, but also to effect a (...) long-delayed reintegration of development into evolutionary theory. Our penchant for causal symmetry, however (or 'causal democracy', as it has recently been termed), has sometimes been misunderstood. This paper shows that causal symmetry is neither a platitude about multiple influences nor a denial of useful distinctions, but a powerful way of exposing hidden assumptions and opening up traditional formulations to fruitful change. Among the thousands of Hellenistic hemispherical relief bowls found on Delos is a small collection of Athenian bowls, isolated by Alfred Laumonier in the course of his work on the much larger corpus of Ionian bowls. All major decorative types are present, with long‑petal bowls in the majority. The imagery largely matches that of bowls found in Athens, but some new stamps are documented. Many fragments can be attributed to specific workshops. The fragments throw new light on the production process, (...) documenting a previously unsuspected step in that process and offering evidence for the export of molds for the production of “Attic” bowls elsewhere. Although some of the bowls arrived on the island before 167, most were imported later, and the opening of this new market may have had an impact on the development of the Athenian industry. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:“Can They Do This?” Dealing with Moral Distress after Third–Party Termination of the Doctor–Patient RelationshipSusan McCammonNot so long ago, a storm badly damaged the tertiary care hospital in which I practice surgical oncology. In the aftermath of the storm, the institution determined it was no longer able to provide unreimbursed cancer care, and many of my patients were terminated by a form letter from the hospital. The helplessness and (...) outrage that I experienced when I was first handed one of these letters, crumpled from the damp fist of one of my patients, was immense, and frightening in its unfamiliarity: “Can they do this?” I asked repeatedly, ascending a hierarchy of authority, which was increasingly reticent and then elusive. In short, the answer was “yes.”While this decision was made by the administration, its enactment was delegated to the physicians. Thus, not only were the physicians not involved in the decision to terminate their patients, they shouldered the burden of telling their patients that they would no longer be treated. The reason given—storm devastation—was contradicted by the orderly flow of insured patients in and out of unaffected clinics and hospitals.In those months, when the operating rooms were closed, I took to the road and learned about hospice and palliative care medicine on the ground. I drove from city to smaller city to the devastated countryside, locating my patients and providing all the care that I could with only my hands and mind and heart. I struggled with the limitations of the health care system and worked to rebuild a sustainable infrastructure at my own institution, all while trying to come to terms with bioethicist Haavi Morreim’s (1995) caution that “... it is not the physician who owes the resources at all. He cannot owe what others own and control, because moral obligations can only be assigned to those capable of fulfilling them” (p. 87).In considering my experience of moral distress over this period of time, I have reflected on the different connotations of the word, “practice.” I grappled with the philosophical terms “practice,” “praxis,” and “phronesis,” and I questioned their relevance to the word, as used in my professional life. However, in struggling to understand my moral obligations after the storm, when I was learning to do what I could, even when I couldn’t do what I felt like I should, I reconsidered. The elements of immersion, repetition, particularity, and utility that pervade this language of philosophers and artists turned out to be what preserved my ability [End Page 109] to practice medicine in a space holding only patient and practitioner.Many of the patients that I take care of are very poor. Many more are working but uninsured. This is a result of both their risk factors and the demographics and resources in my geographic catchment area. Their access to care was disrupted after a natural disaster and concerted efforts to reestablish it have not succeeded. Since then, I have learned how to tell people that they will die of cancer because they don’t have enough money. This is not a skill I was taught in medical school. I can talk about death, imminent or not, feared or anticipated. I can talk about unresectable tumors, treatments that have more risk than benefit (or no benefit at all), suffering beyond what has yet been experienced or imagined, helplessness, futility and grief. I could be neither surgeon nor oncologist without some facility with these. But I was unprepared for this move from medical to economic “can’t,” the nexus where an institutional “won’t” becomes a personal “can’t.”I should say here that I was not blind to the expense and technological hype of the American medico–industrial complex or our systematic marginalization of public health or the ever–present cries for health care reform. I understood that I was a steward and that I served both the individual and the society and had at my disposal what I was told were limited resources. We recognize a paradox of power and promise in the context of legislative and organizational changes in nurse regulation which poses constraints on nursing's capacity to bring voice and influence to pressing matters of healthcare and public policy. The profession is at an important crossroads wherein leaders must be well informed in political, economic and legislative trends to harness the profession's power while also navigating forces that may put at risk its central mission to serve society. We present a critical (...) policy analysis of the impact of recent regulatory trends on what the International Council of Nurses considers nursing's three ‘pillars’ – the profession of nursing, socioeconomic welfare of nurses and nurse regulation. Themes surfacing from this analysis include regulatory discontinuity, a tightening of regulatory control, and an increasingly managerial governance culture. These themes illuminate insights and strategies required to renew and revitalize the social mandate of our profession amidst a climate of urgency in the questioning of nurse scholars with respect to the future of the profession. At this historic juncture, nurses must clearly understand the implications of legislative and organizational regulatory changes to ensure the profession contributes to full capacity in achieving health and health equity globally. Generic noun phrases (e.g. 'bats live in caves') provide a window onto human concepts. They refer to categories as 'kinds rather than as sets of individuals. Although kind concepts are often assumed to be universal, generic expression varies considerably across languages. For example, marking of generics is less obligatory and overt in Mandarin than in English. How do universal conceptual biases interact with language-specific differences in how generics are conveyed? In three studies, we examined adults' generics in English and Mandarin (...) Chinese. The data include child-directed speech from caregivers interacting with their 19-23-month-old children. Examples of generics include: 'baby birds eat worms' (English) and da4 lao3shu3 yao3 bu4 yao3 ren2 ('do big rats bite people or not?') (Mandarin). Generic noun phrases were reliably identified in both languages, although they occurred more than twice as frequently in English as in Mandarin. In both languages, generic usage was domain-specific, with generic noun phrases used most frequently to refer to animals. This domain effect was specific to generics, as non-generic noun phrases were used most frequently for artifacts in both languages. In sum, we argue for universal properties of 'kind' concepts that are expressed with linguistically different constructions. However, the frequency of expression may be influenced by the manner in which generics are expressed in the language. (shrink)

Genetic testing poses fundamental questions for insurance. Testing can predict a low probability of future illness and disability, which can help promote the insurability of individuals with a family history of genetic risk, but it can also invite insurers to reject applicants, increase premiums, exclude people with certain illnesses and disabilities, and otherwise adjust the underwriting processes for individuals with certain genotypes. In the workplace, these issues may cause employers who offer or pay for insurance to alter their hiring behavior, (...) either by selecting those with desirable genetic makeup or rejecting, dismissing, or reassigning those who carry an unwanted risk, ultimately threatening employability and the safety net that insurance is intended to provide. Crowdsourcing has attracted increasing attention as a means to enlist online participants in organisational activities. In this paper, we examine crowdsourcing from the perspective of its ethical use in the support of open innovation taking a broader system view of its use. Crowdsourcing has the potential to improve access to knowledge, skills, and creativity in a cost-effective manner but raises a number of ethical dilemmas. The paper discusses the ethical issues related to knowledge exchange, economics, and relational aspects of crowdsourcing. (...) A guiding framework drawn from the ethics literature is proposed to guide the ethical use of crowdsourcing. A major problem is that crowdsourcing is viewed in a piecemeal fashion and separate from other organisational processes. The trend for organisations to be more digitally collaborative is explored in relation to the need for greater awareness of crowdsourcing implications. (shrink)

In this paper I discuss the relationship between model, theories, and laws in the practice of experimental scale modeling. The methodology of experimental scale modeling, also known as physical similarity, differs markedly from that of other kinds of models in ways that are important to issues in philosophy of science. Scale models are not discussed in much depth in mainstream philosophy of science. In this paper, I examine how scale models are used in making inferences. The main question I address (...) in this talk is ``How are fundamental laws involved in the construction of, and inferences drawn from, experimental scale models?'' We shall see that there is a refreshing alternative to the mainstream view that models can serve only as intermediaries between theory and experiment. Using the methodology of scale models, one can use observations on one piece of the world to make inferences about another piece of the world, without involving an intermediate abstract model about which one reasons. The philosophical significance of that point to philosophy of science is that the method of physical similarity, which provides the basis for inferences based upon scale models, is a qualitatively different way in which fundamental laws can be used in analogical reasoning that is truly informative. Finally, as this method provides a formal basis for case-based reasoning, it may be helpful in formalizing methods used in some of the so-called ``special sciences''. (shrink)

: An open-ended questionnaire elicited concepts of virtue and duty, and ethical language and priorities from commercial fishers and residents of ports in the Republic of Ireland. Respondents came from viable and stressed fisheries and from nontraditional and traditional natural resources communities (including one in Gaeltacht). In reporting the characteristics of a "good" fisher, viable fisheries emphasized virtues such as work ethic, respect for the crew, and respect for the sea. The responses from stressed fisheries materialized virtue, and decreased emphasis (...) on interpersonal relationships while increasing emphasis on owning a large vessel, investing, and being greedy. Most noble actions primarily concerned rescues and sharing equipment and time in difficult circumstances. Worst actions concerned physical damage to gear, persons, or to the marine environment. Respondents personified the sea, and used similar vocabulary to express care for people and for marine organisms. Although respondents from all communities thought over-fishing and illegal fishing were threats to the fishery, respondents from viable fisheries were more likely to believe they could take personal conservation action to protect the fishery, while those from stressed fisheries despaired of personal protective action and believed that nothing could be done, or that excluding the foreign fleets was necessary for Irish fisheries to recover. European Community policies often conflict with the norms of traditional, artisanal fishers. (shrink)

A body of psychological data casts doubt on the idea of character traits. As a result, some conclude that situations determine action. This view, situationism, undercuts our conception of the individual as responsible for actions. Moreover, the situationist argues that virtue theories, because they emphasize character, are most vulnerable to this attack. At its extreme, situationists hold that there are no character traits of the sort virtue theory requires. I argue, however, that the virtue theorist can answer this critique. Their (...) response elucidates the ordinary process of moral development and reveals that the human good is partly constituted by social context. The situationist, mistaken about the virtues, makes an important point: situations have a substantial bearing on our abilities to be morally good and to flourish. But accepting this need not undermine the virtue theorist’s view because human beings can learn to be sensitive to morally salient aspects of situations. (shrink)

The first section of this paper explains why assessing the worth of expert testimony poses special epistemological difficulties. The second traces the history of the various rules and procedures by means of which the U.S. legal system has tried to ensure, or at least control, the quality of the expert testimony on which it so often relies—from the Frye Rule, the Federal Rules of Evidence, and the Daubert trilogy to recent constitutional cases regarding the appearance of forensic witnesses in court (...) and experiments with court-appointed experts and scientific education for judges. The third and final section suggests some lessons to be learned from the limited success of these efforts, and explores what might be better strategies going forward. (shrink)

The best interests principle is commonly utilized in acute care settings to assist with decision making about life-saving and life-sustaining treatment. This ethical principle demands that the decision maker refers to some conception of quality of life that is relevant to the individual patient. The aim of this article is to describe the factors that are required to be incorporated into an account of quality of life that will provide a morally justifiable basis for making a judgement about the future (...) quality of life, and therefore the best interests, of critically ill patients who are mentally incompetent. This account consists of three major components - pain and suffering, body functioning, and autonomy - and is applicable in situations where very limited information is available to guide decision making. This framework helps to make decisions about the provision of life-saving treatment that are as consistent as possible in all patient situations. (shrink)

Realism is multiply ambiguous. The central concern of Part 1 of this paper is to distinguish several of its many senses — four (Theoretical Realism, Cumulative Realism, Progressive Realism and Optimistic Realism) in which it refers to theses about the status of scientific theories, and five (Minimal Realism, Ambitious Absolutism, Transcendentalism, Nidealism, Scholastic Realism) in which it refers to theses about the nature of truth or truth-bearers. Because Realism has these several, largely independent, senses, the conventional wisdom that Tarski's theory (...) of truth supports realism, and that the Meaning-Variance thesis undermines it, needs re-evaluation. The concern of the rest of the paper is to sort out in which senses the conventional wisdom, with respect to Tarski's theory (Part 2) and the Meaning-Variance thesis (Part 3), is correct. (shrink)
