The fight for public health primacy in U.S. emergency preparedness and response to COVID-19 centers on which level of government — federal or state — should “call the shots” to quell national emergencies?

While animal rights have been a central topic within moral philosophy since the 1970s, it has remained virtually invisible within political philosophy. This article explores two key reasons for the difficulties in locating animals within political philosophy. First, even if animals are seen as having intrinsic moral status, they are often seen as ultimately distant others or strangers, beyond the bounds of human society. Insofar as political philosophy focuses on the governing of a shared social life, animals are seen as (...) falling outside its remit. Second, even if animals are recognized as members of society, they are seen as lacking the capacities or competences said to be essential for politics, and for membership in the demos. We challenge both assumptions. Many animals live and work alongside us, within an interspecies society, and all members of society should have the right to shape decisions about how that society is governed. From its inception, the COVID-19 pandemic has been a disruptive force on U.S. health care and public health systems. President Biden’s announced termination of the national public health emergency on May 11, 2023 portends a return to normalcy and relief for Americans from the greatest infectious disease scourge the nation has ever faced. In reality, closing out this pandemic presents a tempest of legal and practical complications.

Among the morass of critical issues impacting the results of the midterm elections in 2022 were core public health issues related to health care access, justice, and reforms. Collectively, voters’ communal health and safety concerns dominated outcomes in key races which may shape national, state, and local legal approaches to protecting the public’s health in the modern era.

This essay responds to the Nancean account of presentation, evoked in the opening citation, in order to trace out in Nancy's enquiries a disruption of Husserlian presentation, and a re-thinking of materiality on the edge of classical phenomenology. It stages a non-encounter between the writings of Jean-Luc Nancy and of Jacques Derrida in relation to a third term, the Lacanian conception of the ‘real’. Thereby it can be shown how these writings touch on each other, in response to phenomenology and (...) to psychoanalytical theory, but do not engage. All the same, the claim to be made is that the writings of Nancy and Derrida converge in forming a third option, alongside the secularised phenomenologies of Sartre and Merleau-Ponty and the Christian phenomenologies of Jean-Luc Marion and Michel Henry, by marking up the event of Lacan's reformulation of Freud's psychoanalytical theorising. El siguiente trabajo tiene como objetivo principal describir y analizar la percepción de Manuel Baldomero Ugarte sobre Estados Unidos. Ugarte fue literato y político, pero también fue un pensador interesado por los asuntos internacionales de América Latina. Evidencia de ello son sus propuestas integracionistas y antiimperialistas, en las cuales la presencia de Estados Unidos era evidente. Debido a lo anterior, se estima conveniente explicar qué pensó Ugarte sobre la nación norteamericana, y desde esa perspectiva, contribuir a la discusión sobre tan (...) trascendental intelectual latinoamericano. The purpose of this work is to describe and analyze the perception of Manuel Baldomero Ugarte about the United States. Ugarte was a writer and a politician, but it was also a thinker interested in the Latin America’s international affairs. Testimony of this are his integrationist and anti-imperialist proposals, in which the U.S. presence was evident. Thus, it is considered advisable to explain what he thought about the American nation, and from this perspective, to contribute to the discussion around this important Latin American intellectual. This text presents a new critical awareness of gender in philosophy and religion, suggesting new core concepts at the interface of philosophy and religion, and ethics and epistemology.

In this contribution to Text Matters, I would like to introduce gender into my feminist response to Paul Ricoeur’s hermeneutic phenomenology of the capable subject. The aim is to make, phenomenologically speaking, “visible” the gendering of this subject in a hermeneutic problematic: that of a subject’s loss of confidence in her own ability to understand herself. Ricoeurian hermeneutics enables us to elucidate the generally hidden dimensions in a phenomenology of lost self-confidence; Ricoeur describes capability as “originally given” to each lived (...) body; but then, something has happened, gone wrong or been concealed in one’s loss of confidence. Ricoeur himself does not ask how the gender or sex of one’s own body affects this loss. So I draw on contemporary feminist debates about the phenomenology of the body, as well as Julia Kristeva’s hermeneutics of the Antigone figure, in order to demonstrate how women might reconfigure the epistemic limits of human capability, revealing themselves as “a horizon” of the political order, for better or worse. Chinese kindergartens’ over 110 years of adaptation of foreign models is a vivid example of how globalization comes into direct contact with Chinese culture and creates cultural hybridities. Learning Stories as a narrative assessment tool to children’s development from New Zealand, has swept China with the endorsement from the professional organizations and local authorities, especially attracting many followers in Beijing. Based on a two-year participatory action research in Beijing, the article examines Learning Stories as policy borrowing, redesigned as an innovative (...) reflection tool for professional learning community which results from processes of mutual influence between the global and the local. The article highlights the importance of culture and context in considering professional development and the ‘fluid’ and dynamic nature of ‘glocalization’ working towards integration of globalization and localization. This article reports on research that examines newly qualified UK nurses’ experiences of implementing their ideals and values in contemporary nursing practice. Findings are presented from questionnaire and interview data from a longitudinal interpretive study of nurses’ trajectories over time. On qualification nurses emerged with a coherent and strong set of espoused ideals around delivering high quality, patient‐centred, holistic and evidence‐based care. These were consistent with the current UK nursing mandate and had been transmitted and reinforced throughout their ‘prequalification’ programmes. (...) The existence of professional and organisational constraints influenced their ability to implement these ideals and values once in practice. Data analysis revealed that within 2 years in practice the newly qualified nurses could be categorised as sustained idealists, compromised idealists, or crushed idealists. The majority experienced frustration and some level of ‘burnout’ as a consequence of their ideals and values being thwarted. This led to disillusionment, ‘job‐hopping’ and, in some cases, a decision to leave the profession. Concern about high-profile ethical lapses by business managers has led to an increasing emphasis on ethics instruction in business schools. Various pedagogical methods are used to expose business students to real-world ethical dilemmas, yet students may not readily grasp the linkages between ethical theories and dilemmas to identify possible ethical solutions. Venn diagrams are a valuable instructional tool in business ethics classes when used with other teaching methodologies such as case studies. We describe how the use of Venn diagrams assists (...) students in visualizing the key points of and the connections between ethical theories and dilemmas to shed light on possible ethical solutions. Examples of teaching exercises are provided along with ideas for future research in the use of Venn diagrams in activating moral imagination and improving ethical reasoning. Overall, positive student reactions to the introduction of Venn diagrams in business ethics classrooms support the use of this methodology. (shrink)

In this paper I explore a “variation” on the “theme” of intuition in the evolution of modern metaphysics. My aim is not to criticize A. W. Moore’s account of intuition as one of two ways by which Bergson makes sense of things (the other way is analysis). Instead I will suggest the significance in extending Bergson’s metaphysics to mystical life as “the ‘very life of things’ into which intuition installs itself.” When the metaphysical drama, in The Evolution of Modern Metaphysics, (...) reaches chapter 16, “Bergson: Metaphysics as Pure Creativity,” Moore expresses astonishment that Bergson could have thought philosophers have ever agreed on aligning “analysis” in science with the impossibility of non-perspectival sense-making and “intuition” in metaphysics with the possibility of absolute (non-perspectival) knowledge. Using a method of intuition, not of analysis, as non-perspectival sense-making is the opposite of what Moore himself finds in other philosophical contributions to modern metaphysics as “a most general attempt to make sense of things.” He takes an influential example: Bernard Williams associates analysis, not intuition, with the possibility of non-perspectival sense-making and absolute knowledge. My response defends Bergsonian intuition in giving it a positive—and, why not, non-perspectival?—role in metaphysics as mystical; that is, as unique and inexpressible life. Moore describes intuition in Bergson as both the faculty and the method for the evolution of new concepts and new ways of making sense of things. I will stress that Bergsonian intuition is “an effort to place oneself into a movement, such as that of philosophy itself,” expressing “what is ‘living in philosophers’ rather than what is ‘fixed and dead in theses.’ ” This mystical life pushes out the limits set up by Kant for metaphysics (and science) by allowing intuition (with analysis) to reach for absolute, non-perspectival knowledge. Over the past decade, teaching and learning in virtual worlds has been at the forefront of many higher education institutions around the world. The DEHub Virtual Worlds Working Group (VWWG) consisting of Australian and New Zealand higher education academics was formed in 2009. These educators are investigating the role that virtual worlds play in the future of education and actively changing the direction of their own teaching practice and curricula. 47 academics reporting on 28 Australian higher education institutions present an (...) overview of how they have changed directions through the effective use of virtual worlds for diverse teaching and learning activities such as business scenarios and virtual excursions, role-play simulations, experimentation and language development. The case studies offer insights into the ways in which institutions are continuing to change directions in their teaching to meet changing demands for innovative teaching, learning and research in virtual worlds. This paper highlights the ways in which the authors are using virtual worlds to create opportunities for rich, immersive and authentic activities that would be difficult or not possible to achieve through more traditional approaches. Instead, we contend that some autistic people may indeed find social interactions to be unmotivating and that this doesn't have to be seen as a problem.

The French feminist philosopher Michèle Le Doeuff has taught us something about “the collectivity,” which she discovers in women’s struggle for access to the philosophical, but also about “the unknown” and “the unthought.” It is the unthought which will matter most to what I intend to say today about a fundamental ignorance on which speaker vulnerability is built. On International Women’s Day, it seems appropriate to speak about – or, at least, to evoke – the silencing which has been imposed (...) on women by an oppressive form of ignorance. My question is: how do our resounding voices as women – on 8 March 2016 – avoid what feminist philosophers have distinguished as wilful forms of silencing? Silencing exploits vulnerability; and speaker vulnerability is an exposure either to violence or affection, in its dependence on an audience. My response seeks to undo the silencing of women by transforming an ignorance of vulnerability into a distinctively ethical avowal. To see the significance of this undoing, we will consider how our contemporary global world reduces vulnerability to an openness to violence, ignoring what has been unthought: an openness to affection. A wilful ignorance of vulnerability develops not as a lack of knowledge but its disavowal – on which various forms of oppression are built. An active disavowal of thinking (the unthought) is the other side of a striving for invulnerability; and this striving is encouraged by a social world which remains ignorant of its own wounding, as well as its own potential for ethical relations in vulnerability. Like la mauvaise foi of the French existentialist, invulnerability is a form of self-deception; and those who claim it embrace ignorance of their own and others’ vulnerability too. (shrink)

Feminist philosophy of religion as a subject of study has developed in recent years because of the identification and exposure of explicit sexism in much of the traditional philosophical thinking about religion. This struggle with a discipline shaped almost exclusively by men has led feminist philosophers to redress the problematic biases of gender, race, class and sexual orientation of the subject. In referendum elections, voters are often required to register simultaneous votes on multiple proposals. The separability problem occurs when a voter’s preferred outcome on one proposal depends on the outcomes of other proposals. This type of interdependence can lead to unsatisfactory or even paradoxical election outcomes, such as a winning outcome that is the last choice of every voter. Here we propose an iterative voting scheme that allows voters to revise their voting strategies based on the outcomes of previous iterations. (...) In 1966, island biogeographer Sherwin Carlquist published a list of 24 principles governing long-distance dispersal and evolution on islands. The 24 principles describe many aspects of island biology, from long-distance dispersal and establishment to community change and assemblage. Although this was an active period for island biogeography, other models and research garnered much more attention than did Carlquist’s. In this review, over 40 years of support for or against Carlquist’s principles is presented. Recent work has supported most of the 24 (...) principles, and improved methodologies have generally substantiated his initial claims. However, Carlquist’s original work and ideas remain relatively under-represented in the biogeographic literature. Use of philosophical model domains provides one explanation as to why Carlquist’s work has received little attention. Carlquist’s principles are largely natural history tests, and don’t translate well into the theoretical, design of preserves, or the experimental domains—whereas other competing models do well in such domains. Consumption of sugar-sweetened beverages contributes to multiple health problems including obesity, diabetes, and tooth decay, especially among children. Excise taxation has been proven efficacious in changing purchasing behaviors related to tobacco use with resulting improvements in public health outcomes. Similar taxes applied to SSBs are starting to take hold internationally and domestically. SSB taxes have been proposed in over 30 U.S. jurisdictions since 2009, but only Berkeley has passed and implemented one to date. Given empirical evidence of their effectiveness, governments (...) should consider implementation of SSB excise taxes based on uniform definitions of SSBs and other factors. (shrink)

Relationships with international students can be beneficial to higher education in terms of financial and human resources. For this reason, establishing and maintaining such relationships are usually pre-eminent concerns. In this study, we extended the application of the disconfirmation expectation model by incorporating components from subjective task value to predict the loyalty of international students toward their host countries. On a sample of 410 Vietnamese students enrolled in establishments of higher education in over 15 countries across the globe, we employed (...) structural equation model to construct the conceptual model. Our empirical findings revealed that while the roles of satisfaction and disconfirmation are still important as direct and indirect antecedents of international student loyalty, its most powerful predictors are the three components of subjective task value: attainment, utility and intrinsic. These insights result in a number of implications for actors on the higher ducation scene, such as heads of institutions and policy makers. (shrink)
