Some scientists suggest that it might be possible to reflect a portion of incoming sunlight back into space to reduce climate change and its impacts. Others argue that such solar radiation management (SRM) geoengineering is inherently incompatible with democracy. In this article, we reject this incompatibility argument. First, we counterargue that technologies such as SRM lack innate political characteristics and predetermined social effects, and that democracy need not be deliberative to serve as a standard for governance. We then rebut each (...) of the argument’s core claims, countering that (1) democratic institutions are sufficiently resilient to manage SRM, (2) opting out of governance decisions is not a fundamental democratic right, (3) SRM may not require an undue degree of technocracy, and (4) its implementation may not concentrate power and promote authoritarianism. Although we reject the incompatibility argument, we do not argue that SRM is necessarily, or even likely to be, democratic in practice. (shrink)

We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. Social thinkers in all fields are faced with one unavoidable question: What does it mean to be human in the 21st century? This ambitious and groundbreaking book provides the first synthesis of historical, philosophical and sociological insights needed to address this question in a thoughtful and creative manner.

The most important and exciting recent development in the philosophy of science is its merging with the sociology of scientific knowledge. Here is the first text book to make this development available.

This paper is about the semantic analysis of referentially opaque verbs like seek and owe that give rise to nonspecific readings. It is argued that Montague's categorization (based on earlier work by Quine) of opaque verbs as properties of quantifiers runs into two serious difficulties: the first problem is that it does not work with opaque verbs like resemble that resist any lexical decomposition of the seek ap try to find kind; the second one is that it wrongly predicts de (...) dicto (i.e. narrow scope) readings due to quantified noun phrases in the object positions of such verbs. It is shown that both difficulties can be overcome by an analysis of opaque verbs as operating on properties. This is a strongly modified version of a paper entitled lsquoDo We Bear Attitudes towards Quantifiers?rsquo that I have presented at conferences in Gosen (Gesellschaft für Sprachwissenschaft), Ithaca (SALT I), and Konstanz (Lexikon). Abstract:The organization is importantly different from both the nation-state and the individual and hence needs its own ethical models and theories, distinct from political and moral theory. To develop a case for organizational ethics, this paper advances arguments in three directions. First, it highlights the growing role of organizations and their distinctive attributes. Second, it illuminates the incongruities between organizations and moral and political philosophy. In this interesting paper, Lavazza and Massimini draw attention to a subset of the ethical issues surrounding the development and potential uses of cerebral organoids. This subset concerns the possibility that cerebral organoids may one day develop phenomenal consciousness, and thereby qualify as conscious subjects—that there may one day be something it is like to be an advanced cerebral organoid. This possibility may feel outlandish. But as Lavazza and Massimini demonstrate, the science of organoids is moving fast, and I agree (...) that the ethical issues now deserve careful scrutiny. The ethical issues are not entirely separate from epistemological issues concerning how certain we could ever be (a) that an organoid is conscious or (b) that regarding any conscious state or process, an organoid is capable of tokening that state or undergoing that process. Lavazza and Massimini’s approach is theory-based—they claim that ‘we need a general theory of consciousness that attempts to explain what experience is and what type of physical systems can have it’. I am not convinced, however, that a theory of consciousness is what we need. Nor am I convinced that detecting the presence of consciousness is the most important moral issue. Let me say a word regarding theories of consciousness first. In general, to the extent that pervasive disagreement characterises expert discussion of some phenomenon P, one should modify one’s credence downward regarding any theory of the nature of P. Abstract:Psychological forces in play across individual, group, and organizational levels of analysis increase the likelihood that people in business organizations will engage in misconduct. Therefore, it is argued, we must turn our attention from dominant normative and empirical trends in business ethics, which revolve around boundaries and constraints, and instead concentrate on methods for promoting ethical behavior in practice, exploiting psychological forces conducive to ethical conduct. This calls for a better understanding of how organizations and their inhabitants function, and, in (...) turn, it points to pragmatic solutions. Ethical conduct can be promoted by (1) normatively justifying vivid aims worthy of pursuit alongside economic objectives, and (2) empirically identifying the conditions and practices that advance those aims in firms. This approach challenges us to bring empirical and normative inquiry together—in ways unsettling to both. It pushes us to move beyond an empirical preoccupation with decision making and judgment, and it requires us to cope with political liberalism’s legitimate qualms about discussions of the good. Civil society organizations attempt to induce corporations to behave in more socially responsible ways, with a view to raising labour standards. A broader way of conceptualizing their efforts to influence the policies and practices of employers is desirable, one centred upon the concept of civil governance. This recognizes that CSOs not only attempt to shape the behaviour of employers through the forging of direct, collaborative relationships, but also try to do so indirectly, with interactions of various kinds with the state (...) being integral. Drawing on evidence derived from UK-based CSOs involved in work and employment relations, four types of civil governance are identified and characterized. By elaborating the concept of civil governance, and demonstrating how different types of civil governance operate, the research extends our knowledge and understanding of how CSOs, as increasingly prominent actors in the field of work and employment relations, operate within, and contribute to, systems of labour governance. This paper begins by consider a straightforward question in the metaphysics and morality of markets: Are there cases in which it is morally permissible to freely give x (i.e. without exchange for valuable consideration), but impermissible to give x in exchange for valuable consideration? To address this question, this paper raises the issue of the difference between giving freely and giving in exchange for valuable consideration. It argues that the distinction lies in whether the receipt of valuable consideration acts as (...) a reason for the giver. If S receiving some valuable consideration for x is not a reason for S to give x, then x is not engaging in an exchange. This illuminates the discussion around the morality of markets. Instead of supposing that x transforms when it is exchanged (rather than given), the difference can be assessed in terms of the giver’s reasons. As such, S freely giving x may be morally permissible and S exchanging x impermissible if S taking a valuable consideration as a reason makes the act wrong. The paper illustrates this with cases where individuals may give x only for certain reasons, and therefore are not permitted to exchange x. Finally, the paper concludes with an analysis of how this approach to analyzing exchange can contribute to the discussion of the metaphysics of markets, and create a fine-grained analysis of the different varieties of impermissible exchanges in terms of the moral analyses we do for other acts; it connects the discussion of the morality of giving and exchanging some x to the morality of other actions, and giving their permissibility in terms of justificatory reasons, consequences, etc. In doing so, the paper represents a contribution to the broader discussion of the morality of markets by illustrating a way to develop an analysis of the morality of exchanges (an important constituent of markets). This analysis circumvents approaches in the metaphysics of markets that have raised skepticism, e.g. certain goods transform when placed on a market. While compatible with claims about transformative goods, this theory allows for an explanation of moral prohibitions against certain kinds of exchange only on the basis of the justificatory reasons of the agents involved in the exchange; this is a much more stable metaphysical base from which to evaluate the morality of markets and exchanges. Over the past decades commercial and academic market researchers have studied consumers through a range of different methods including surveys, focus groups, or interviews. More recently, some have turned to the growing field of neuroscience to understand consumers. Neuromarketing employs brain imaging, scanning, or other brain measurement technologies to capture consumers’ responses to marketing stimuli and to circumvent the “problem” of relying on consumers’ self-reports. This paper presents findings of an ethnographic study of neuromarketing research practices in one neuromarketing consultancy. (...) Our access to the minutiae of commercial neuromarketing research provides important insights into how neuromarketers silence the neuromarketing test subject in their experiments and presentations and how they introduce the brain as an unimpeachable witness. This enables us conceptually to reconsider the role of witnesses in the achievement of scientific credibility, as prominently discussed in science and technology studies. Specifically, we probe the role witnesses and silences play in establishing and maintaining credibility in and for “commercial research laboratories.” We propose three themes that have wider relevance for STS researchers and require further attention when studying newly emerging research fields and practices that straddle science and its commercial application. ABSTRACTAlthough Schmitt’s enthusiastic conversion to National Socialism is well known, his short history of the German Kaiserreich, published in 1934, remains neglected in Anglophone scholarship. This article contextualizes Schmitt’s narrative through the National Socialist conception of history and its accompanying teleology leading to the formation of the Third Reich. By placing Schmitt’s historical text in conversation with his earlier Staat, Bewegung, Volk, this article argues that Schmitt appropriated the history of the Kaiserreich to construct liberalism as a social pathology which (...) could only be cured through the ‘concrete state theory’ he outlined in Staat, Bewegung, Volk. Furthermore, this article argues that Schmitt’s history relied heavily on propagandistic clichés of the Third Reich and thereby functioned as a rhetorical legitimation of Hitler’s rise to power. This paper adds temporal logic to public announcement logic (PAL) and dynamic epistemic logic (DEL). By adding a previous-time operator to PAL, we express in the language statements concerning the muddy children puzzle and sum and product. We also express a true statement that an agent’s beliefs about another agent’s knowledge flipped twice, and use a sound proof system to prove this statement. Adding a next-time operator to PAL, we provide formulas that express that belief revision does not take place (...) in PAL. We also discuss relationships between announcements and the new knowledge agents thus acquire; such relationships are related to learning and to Fitch’s paradox. We also show how inverse programs and hybrid logic each can be used to help determine whether or not an arbitrary structure represents the play of a game. We then add a past-time operator to DEL, and discuss the importance of adding yet another component to the language in order to prove completeness. (shrink)

This article concerns freedom and financial markets. First, I consider the republican case for liberalization, extending Robert Taylor’s economic model of republicanism to financial markets. This case adopts what I call a “philosopher-king” approach to political theory, arguing by reference an ideal or first-best set of policies or reforms. Then, I investigate the negative externalities of several decades of financial market liberalization, including the erosion of political accountability and the growing concentration of political and economic power in the hands of (...) those best suited to profit from the rise of finance. From this “political economy” perspective, the impact of liberalization is clear: we paid for greater access to credit with political and economic domination. In republican terms, we traded freedom for credit. My analysis, moreover, has implications for republican debates on freedom and the market. In second-best worlds, where reforms will almost certainly be incremental, shaping the balance of power in ways that impact future policy, judging reforms by reference to a vision of domination-free markets will often suggest policies that make individuals less free. The political economy approach is far more relevant to debates about which economic institutions further or hinder freedom as non-domination. (shrink)

This paper is an investigation into the possibility of institutional agency and proceeds via the elaboration of two, nested claims. First, if genuine agency is attributable to certain social institutions, it would not be the full-blown, intentional agency that characterizes human activity, but would rather fall under a minimal modality of agency. Moreover, since enactivists aim to articulate minimal conceptions of agency that are applicable across the sphere of the living, this suggests that such accounts of minimal agency might additionally (...) be brought to bear onto some institutions. The second claim concerns which of two ideally typical enactivist accounts of minimal agency can more promisingly be applied to our institutions. Where some enactivists endorse a Jonasian account of minimal agency, which stresses a protentive, forward-looking orientation to a self-persistence goal, other enactivists apply a retentive ideal type of minimal agency, the norms of which are founded on a backward-looking responsiveness to precedent. By way of a critical analysis of structural functionalism, I argue that the retentive approach better explains the kind of agency that would be expressed by some institutions. I also claim that some philosophers, including Christian List, Philip Pettit and Ronald Dworkin, have independently come to the conclusion that institutional agency is retentive agency. (shrink)

"Thinking like a lawyer" is a phrase familiar to every law student, and the development of these analytical skills are, of course, essential. In this essay, however, I reflect on the value of a more expansive approach to professional formation. I argue that legal education best serves students, the bar, and the society when it takes seriously the importance of moral imagination, interpersonal relationships, and personal wellness.

Stewart Cohen argues that basic knowledge is problematic, as it implies that subjects can acquire knowledge or justified beliefs about certain matters in ways that are supposedly too easy. Cohen raises two versions of the problem of easy knowledge, one involving the principle of closure and the other track-record style bootstrapping reasoning. In this paper I confront the problem of easy knowledge from the perspective of epistemological disjunctivism about perception. I argue that disjunctivism can do a better job than dogmatism (...) at responding to the version of the problem involving closure. I also argue that while disjunctivism would permit subjects to bootstrap their way to justified beliefs about the reliability of their perceptual powers, the disjunctivist can distinguish in a principled manner between this sort of bootstrapping and instances of it that we should agree are objectionable. This paper will ask whether the legal status presently afforded to nonhuman animals ought to influence regulatory debates concerning human cerebral organoids. The New York Courts recently refused to grant a writ of habeas corpus to Happy the Elephant as she was property rather than a legal person while at the same time accepting that she is a moral patient deserving of rights protection. An undesirable situation has therefore arisen in which the law holds a being with moral status to (...) be incapable of benefitting from legal redress due to their legal status as property.The author argues that this is something that we ought to avoid when designing the regulatory framework which will govern the use of human cerebral organoids. Yet, a difference exists in that, whereas the judges already accept Happy is a moral patient, there is presently no consensus around the moral status of organoids. This paper will consider whether human cerebral organoids have passed the moral threshold of sentience. If they have, or are close to doing so, regulators ought to consider their legal status in advance so as to ensure that adequate limitations are placed on this usage so as to avoid unethical practices. Quantitative health risk assessment is a procedure for estimating the likelihood that exposure to environmental contaminants will produce certain adverse health effects, most commonly cancer. One instance of its use has been a California air toxics public “right-to-know” law. This article examines the ways in which credible health risk measurements were produced and challenged during the implementation of the California public policy. Fieldwork and documentary analysis finds that stakeholders negotiated within the formal constraints of the risk assessment procedures but still (...) expressed their competing visions for the implementation of the risk communication policy. The abstract results of the method were contextualized according to different time frames and allocations of uncertainty. Furthermore, the article demonstrates that the political process privileged consistency of measurement over accuracy, revealing political negotiations at a fundamentally technical level. The struggle and variation in interpretations can be explained best by the demand to organize the program around the discordant values of democratic accountability and technical efficiency. (shrink)

Specifically, we introduce two constructive set theories BCST and CST and prove that they are sound and complete with respect to models in categories with certain structure. Specifically, basic categories of classes and categories of classes are axiomatized and shown to provide models of the aforementioned set theories. This paper provides a sound and complete proof system for a language that adds to Dynamic Epistemic Logic a discrete previous-time operator as well as single symbol formulas that partially reveal the most recent event that occurred. The completeness theorem is by filtration followed by model unraveling and other model transformations. Decidability follows from the completeness proof. The degree to which it is important to include the additional single symbol formulas is addressed in a discussion about the difficulties of the (...) completeness for a language that only adds the previous-time operator to DEL. Research in Science and Technology Studies (STS) tends to presume that intellectual and political radicalism go hand in hand. One would therefore expect that the most intellectually radical movement in the field relates critically to its social conditions. However, this is not the case, as demonstrated by the trajectory of the Parisian School of STS spearheaded by Michel Callon and Bruno Latour. Their position, "actor-network theory," turns out to be little more than a strategic adaptation to the democratization of expertise (...) and the decline of the strong nation-state in France over the past 25 years. This article provides a prehistory of this client-driven, contract-based research culture in U.S. sociology of the 1960s, followed by specific features of French philosophical and political culture that have bred the distinctive tenets of actor-network theory. Insofar as actor-network theory has become the main paradigm for contemporary STS research, it reflects a field that dodges normative commitments in order to maintain a user-friendly presence.
