This paper investigates the nonlinear vehicle platoon control problems with external disturbances. The quadratic spacing policy is applied into the platoon control, in which the desired intervehicle distance is a quadratic function in terms of the vehicle’s velocities. Comparing with the general constant time headway policy, the QSP is more suitable to the human driving behaviors and can improve the traffic capacity. Then, a novel platoon control scheme is proposed based on the distributed integrated sliding mode. Since the (...) external disturbances are taken into consideration, the sliding mode method is employed to handle the disturbances. Moreover, the stability and string stability of the proposed platoon control system are strictly analyzed. In final, numerical simulations are provided to verify the proposed approaches. (shrink)

How may nations protect their interests in space if its fragility makes military operations there self-defeating? This essay claims nations are in Prisoners Dilemmas on the matter, and applies David Gauthier’s theories about how it is rational to behave morally—cooperatively—in such dilemmas. Currently space-faring nations should i) enter into co-operative space sharing arrangements with other rational nations, ii) exclude—militarily, but with only terrestrial force—nations irrational or existentially opposed to other nations being in space, and iii) incentivize (...) all nations into co-operation by redistributing some space-generated wealth to nations that might otherwise ruin space. Further, since all nations are rationally incentivized to ever greater dependence on space, and since each, by threatening space, can hold hostage its benefits to all, each can demand resolution of terrestrial discontents with other nations. The U.S. military is developing augmented reality (AR) capabilities for use on the battlefield as a means of achieving greater situational awareness. The superimposition of digital data—designed to expand surveillance, enhance geospatial understanding, and facilitate target identification—onto a live view of the battlefield has important implications for virtuous conduct in war: Can the soldier exercise practical wisdom while integrated into a system of militarized legibility? Adopting a virtue ethics perspective, I argue that AR disrupts the soldier’s immersion in the scene (...) such that he is blinded to features beyond those identified in advance by the military’s system of cybernetic judgment. I turn to Michael Walzer’s classic account of the “naked soldier” dilemma to illustrate how AR capabilities radically shrink the bounds within which the soldier can cultivate the capacity for right conduct. By transforming the ambiguous ethical matter of killing an enemy combatant into the straightforward application of a rule, AR hollows out the soldier’s potential for virtuous action. The “smart battlefield” leaves no space for deliberative judgments that transcend the technical and legal determinations already written into the soldier’s view of the scene. (shrink)

Place-based policies tackle grand socio-economic challenges through differentiated, context-sensitive interventions. However, they often run the risk of under- or mis-performing. This work studies how grand challenges translate from policy to cross-sector partnerships through place. By focusing on the place-based policy of regional smart specialization (RIS3), I investigate how the setup of science and technology parks mediates the practices of the actors in the translation chain: a transnational policymaker (macro), a regional broker (meso), and a local partnership which served (...) as prototype for the regional policy (micro level). I document two types of practices—emplacement and space configuration—enacted at each level, and show how their interplay transformed the grand challenge from a cautious ideal at the macro level which balances risk and responsibility, to an optimistic and risk-prone approach at the partnership level. The study contributes to the policy and cross-sector partnerships literatures by documenting a two-sided effect of place-based policy and a consequent risk of ethical reversal, from an early attractor bringing partners together to a later accomplice keeping the partners together despite evident signs of failure. By adopting a strong multimodal approach, I also distinguish four types of multimodal outcomes—ideal type, prototype, virtual model, and lived artifact—which perform the two-sided effect and bring about the risk of reversal. Practical implications include a redistribution of the burden of failure from the CSPs implementing the grand challenges to the institutional fields in which these are bred. (shrink)

Academic integrity determines the trust that society has in the quality of education and the results of scientific research. More broadly, it influences honesty, respect for ethical principles, and the fair behaviour of society members. Accordingly, higher education institutions should have clear, transparent and well-communicated policies to defend academic integrity among all stakeholders. Taking into account the worldwide dependence on digital technologies, online communication channels should be also used for this purpose. Using qualitative content analysis, this paper aims to investigate (...) how academic integrity is framed by Latvian and Lithuanian state-financed universities in online public spaces in relation to the criteria of an exemplary academic integrity policy. Space philosophy offers rich insights in the future and is already well‐developed new branch of philosophy. However, space philosophers still do not pay much attention to a number of bioethical issues that may occur in space. This paper aims to introduce space bioethics, as a new branch in space philosophy, space ethics and space policy, to the philosophical and bioethical discourse. The basic issues discussed in space bioethics include—but are not limited (...) to—human reproduction in space and human enhancement for space. This paper concludes that the new space bioethics should be a feminist new bioethics that is free from many of the historical biases associated with a male‐centred perspective in philosophy and bioethics. The broad aim of this paper is to track the evolution of adult literacy policy in the UK across three decades, highlighting convergences between policy phases and the promotion of democratic learning spaces. It is anchored onto the argument that, although it is generally accepted that democratic learning spaces are perceived as beneficial to adult literacy learners, policy has often deterred its promotion and, therefore, implementation. The paper identifies three block phases of adult literacy development: the seventies (...) to mid-eighties, the mid-eighties to mid-nineties and the mid-nineties to the Moser Committees. The features of each of these phases are highlighted to map out convergences and divergences to the ethos of democratic learning spaces. The paper argues that, with the evolution of policy in adult literacy, the ethos of democratic learning space continuously diminished, such that as policy evolved year on year, the principle of democratic learning space found itself at counterpoint to policy. We draw on two theoretical frameworks, the NLS view of literacy and Bourdieu’s capital framework to explain these divergences and conclude that the dominant perception of literacy and the prioritised capital in the context of policy appear to limit the vestiges of democratic learning spaces. Despite successful transplantation outcomes in Europe, uncontrolled organ donation after circulatory determination of death has essentially been a non-starter in North America. In this paper, I identify and explore a set of interesting, ethics-related considerations that are of relevance to this organ donation-transplantation practice. Development strategy of using modern portfolio theory focused on the short term. However, macroeconomic uncertainty and geopolitical environment makes their use ineffective. And challenge is to provide a reasonable balance between the short and long term profitability. Another issue, which is to some extent related to the previous observation is the absence in most matrices strategic recommendations for non-standard "behavior" of business units with dynamic analysis. This applies to the use of a relatively new tool matrix approach to development strategies (...) the company and its strategic business units - SPACE-analysis that also takes into account not forecasts of changes in the environment impact on the company. The aim of this paper is to develop methods of portfolio analysis on the basis of SPACE-dynamic analysis and formation of the list of possible strategic initiatives for definite basic trajectories of its strategic business units energy holding DTEK. Methods. SPACE-analysis, analytic hierarchy process, expert analysis. Results. The authors proposed a methodological approach to the implementation of dynamic SPACE-analysis company. The technique involves a strategic segmentation of the company, the formation of an expert group to assess reliable energy holding the current forecast period and on four aspects of SPACE-analysis. Also, using the analytic hierarchy determined by weighting the partial evaluation criteria. Methodology offers a "weighting" expert estimates within a particular group of partial criteria: sectors to "competitive advantage" and "stability branch" scale ratings is positive. The next phase involves the construction of vectors for the current and projected state holding that can be placed in one of four quadrants. Each quadrant has 4 basic strategic trajectory states, they can also be interpreted as a strategic gaps. In other words diagnosis of trajectories allows to identify and evaluate strategic gaps company or its individual business units according to specific criteria and receive partial numerical values of generalized gaps on key evaluation criteria. Conclusions. The authors matrix formed strategic decisions SPACE-dynamic analysis. The article graphically interpreted SPACE-analysis for the energy holding in three strategic business units. The study offers an integrated approach to the definition of policy recommendations for each strategic unit based on an analysis of superposition defined basic trajectories. S-trajectory or S-vectors can be represented as the sum of two vectors : numbers and appropriate call intensity factors relevant basic trajectories since their values determine the degree of contribution of each of these basic paths in the integrated S-vector is a vector strategic set of strategic business units to achieve strategic objectives, transfered into numerical form by partial criteria by expert predictive testing. These coefficients also make it possible to calculate the value of integrated strategic gaps generalized criteria. (shrink)

Educational provision and activity takes place within spaces ranging from a room at home or in a school to a campus to an administrative area which could be a state within a country, a whole country or a group of countries. Such spaces are known as geographical surfaces. Policy makers call upon researchers from the natural and social sciences to collaborate for the responsible development and deployment of innovations. Collaborations are projected to enhance both the technical quality of innovations, and the extent to which relevant social and ethical considerations are integrated into their development. This could make these innovations more socially robust and responsible, particularly in new and emerging scientific and technological fields, such as synthetic biology and nanotechnology. Some researchers from both fields have embarked on (...) collaborative research activities, using various Technology Assessment approaches and Socio-Technical Integration Research activities such as Midstream Modulation. Still, practical experience of collaborations in industry is limited, while much may be expected from industry in terms of socially responsible innovation development. Experience in and guidelines on how to set up and manage such collaborations are not easily available. Having carried out various collaborative research activities in industry ourselves, we aim to share in this paper our experiences in setting up and working in such collaborations. We highlight the possibilities and boundaries in setting up and managing collaborations, and discuss how we have experienced the emergence of ‘collaborative spaces.’ Hopefully our findings can facilitate and encourage others to set up collaborative research endeavours. Human space exploration requires massive budgets every fiscal year. Especially under severe financial constraint conditions, governments are forced to justify to society why spending so much tax revenue for human space exploration is worth the cost. The value of human space exploration might be estimated in many ways, but its social significance and cost-effectiveness are two key ways to gauge that worth. Since these measures should be applied country by country because sociopolitical conditions differ in each country (...) and must be taken into consideration, the study on the social significance of human space exploration must take the coloration of a case-study. This paper, focusing on the case of Japan with surveying Japanese literary and national documents as well as taking its sociopolitical conditions into account, examines the social significance of human space exploration. -/- First, we give an overview of the circumstances surrounding Japan's human space exploration program. Derived from the statements of such relevant parties as scholars, journalists, policy makers, and astronauts, this overview indicates that the main concerns about human space exploration in Japan are its social significance and cost-effectiveness (Section 1). Next, an overview of behavioral science—an essential field for human space exploration (referred to in this paper as space behavioral science) that provides support for astronauts—is presented from the perspective of stress research in isolated and confined environments (Section 2). We then give two examples of where such knowledge from space behavioral science research has been applied to terrestrial isolated and confined environments. One is JAXA’s support in 2009 for people who were vulnerable to infection by a new strain of flu and accordingly placed in an isolated and confined facility under the Infectious Disease Law and the Quarantine Law. The other is NASA's support in 2010 for Chilean mine workers who were trapped 700 m underground after a mining accident (Section 3). Based on these case studies, we illustrate the further social utility of such knowledge through a discussion of potential applications in other situations in Japan. Focusing on Japan for its geographical and social features in being an earthquake-prone archipelago and having the world's preeminent aging society, we show that refugees living in evacuation centers and people in an elderly-elderly homecare situation pose socially problematic situations specific to Japan. We then argue that space behavioral scientific knowledge can be applied to support people under these and other isolated and confined environments in various ways (Section 4). Finally, we demonstrate that such an application can be understood as an ethical contribution to Japanese society and that this contribution can be embedded in Japan's space policy (Section 5). We conclude that human space exploration can be a socially significant and cost-effective endeavor that is worthy of tax revenue expenditures because space behavioral science is highly likely to provide unique and useful knowledge to help address various social problems concerning terrestrial isolated and confined environments and support people in sufferings there. Consumption has emerged as an important historical subject, with most scholars explaining it as a vehicle for therapeutic regeneration, community formation, or economic policy. This work all but ignores how consumption begins with changes to the material world, to physical nature. While environmental historians have something important, even unique, to say about consumption, the split between materialist and cultural analyses within the field has dulled its ability to study consumption as a process and phenomenon that unfolds over space (...) and time. By borrowing techniques from geography and ecology, environmental historians can analyze how space is socially produced through time, an insight that can help to connect material and cultural change in a sustained manner. Spatial histories can also unmask the relationships between production and consumption, and nature and culture, and thereby transcend and subvert seemingly fixed boundaries, from the local to the global. They can also further propel environmental historians into new realms of inquiry, such as international trade and the human body. Historicizing the spaces of consumption may also help to foster a more radical and democratic environmentalism, especially in developed nations, by compelling environmentalists to reassess the distancing effects of consumption upon their politics and attitudes toward those who produce commodities and consumer goods. The main burden of this paper is to point up what are considered to be serious shortcomings in Barrow's [1] argument that the ‘philosophically competent’ head should control a school's curriculum policy. At the same time, whilst exigencies of space prohibit a comprehensive defence of ‘participatory decision-making’ and its pertinence for schools [2], it will be argued that curriculum policy is best controlled by governing bodies of the type proposed by the Taylor Committee [3], given, of course, (...) that such bodies must operate within a framework of national and local authority policy. This book aims to contribute significantly to the understanding of issues of value which repeatedly emerge in interdisciplinary discussions on space and society. Although a recurring feature of discussions about space in the humanities, the treatment of value questions has tended to be patchy, of uneven quality and even, on occasion, idiosyncratic rather than drawing upon a close familiarity with state-of-the-art ethical theory. One of the volume's aims is to promote a more robust and theoretically informed approach to (...) the ethical dimension of discussions on space and society. While the contributions are written in a manner which is accessible across disciplines, the book still withstands scrutiny by those whose work is primarily on ethics. At the same time it allows academics across a range of disciplines an insight into current approaches toward how the work of ethics gets done. The paper introduces a concept of a ‘negotiated space’ to describe university researchers’ attempts to balance pragmatically, continually and dynamically over time, their own agency and autonomy in the selection of research topics and pursuit of scientific research to filter out the explicit steering and tacit signals of external research funding agencies and university strategies and policies. We develop this concept to explore the degree of autonomy researchers in fact have in this process and draw on semi-structured interview material (...) with research group leaders in Finland and the UK, in the former in seven research fields, in the latter in two fields. First, the analysis reveals that topic selection is strongly filtered by the intra-scientific factors. In topic selection researchers have more leeway, a broader negotiated space than in research content, that is, in the ways in which they pursue their research, which are more affected by funding opportunities and other contextual matters. Second, the ways which affect researchers’ agency include individual- and more aggregate-level acts and factors: at the individual level, researchers resort to different strategies to create a negotiated space, but at the more aggregate level field-specific factors play a role. In fields with multiple funding opportunities, which we call ‘shopping mall’ fields, researchers can have a broader negotiated space than in fields where funding is more based on ‘lottery’. In the latter, the researchers’ negotiated space is narrow and contingent on the outcome of the funders’ decisions. (shrink)

The paper is an attempt to analyse the benefits that remote work could bring in the development of the country. It is organized in three parts. In the first part it engages with the concept of public policy, how it is shaped and should be done to make visible problems that need to be addressed. The second part analysis the benefits of teleworking and potential models for city organization and population distribution to support country development. The last part analyses (...) the case of Albania to discover that remote work, demography, and country development are concepts not yet analyzed in connection for exploring the benefits they could bring. The paper concludes that government should invest in developing human resources in the field of digitalization, so that the number of employees who could telework and companies that could use that expertise is increased. In this way, companies and staff do not necessarily need to locate in the capital or big cities but could locate in medium size cities and periphery. This would contribute to the development of currently neglected areas and decrease living expenses in big cities, making thus more affordable the life for the low-income workers. In doing so, not only the living conditions will improve but the gap between centre and periphery will narrow down and lead to a better distribution of economic benefits across country. (shrink)

«Youth policy» as an independent term is defined in the scientific literature in the 1960s., which in many ways «was associated with the formation of youth as an independent social force and its self-determination in the socio-political space». By the 1970s XX century youth policy in the vast majority of developed countries is transforming an independent direction of national policy. Youth is a complex, multidimensional and rather controversial social phenomenon. Modern youth acts as the most active (...) and mobile social group, which requires special attention from state institutions in need of socialization and adaptation. At the same time, it is youth that is increasingly viewed today as the most important and promising part of society. It is no accident that already in the mid-60s of the XX century, in the practical activities of a number of international institutions, in particular the UN, a specialized area of cooperation began to develop, in the field of education and social support for the young generation. It should be noted that in the world there are more than 1 billion 800 million young people under the age of 25, which emphasizes the importance of effective youth policy by members of the international community. In the post-bipolar period, youth policy has become one of the priority areas of state policy of most developed countries. A striking example in this regard is the activities of the countries of the European Union (EU) and its structures. Europe is making significant efforts to create a single space in which not only common political institutions, but common values for all Europeans should be formed. And in this process, it is youth that acts as the key object on which measures are aimed at the formation of a pan-European identity. In recent years, the European Union has significantly stepped up youth policy. Its mechanisms were developed (open coordination method), special institutions were formed. It seems extremely relevant to analyze the EU’s activities in this direction, to consider concrete steps taken at the European level to consolidate measures in the field of youth policy. Despite the fact that integration processes in Europe continue, nevertheless, a number of problems have already been accumulated there today, the success of the entire European project will depend on the solution of these problems. In many ways, these problems are connected precisely with the young generation of Europeans, to whom the EU leadership has special hopes. As noted in a recent communiqué of the European Commission, “social and human capital of youth is one of the greatest European assets of the future». Among the studies affecting various aspects of working with young people, one can single out works of S.V. Aleshchenko, V.P. Baskov, Yu.R. Vyshnevskyi, Yu.V. Volkov, T.I. Zaslavskaia, I.M. Ylynskyi, E.Sh. Kamaldynova, A.I., Kovalova, O.A. Koriakovtseva, V.T. Lysovskyi, V.A. Lukov, O.A. Rozhnov, B.A. Ruchkin, S.K. Savin, V.I. Chuprov and several other authors. However, the young generation of Europeans faces serious challenges. The growth of unemployment, absenteeism, deprivation, the growth of radicalism, cultural indifference (including religious) – main youth problems that today require urgent solutions. Moreover, in different EU countries, these problems have varying degrees of severity. Continued heterogeneity continues to be a serious obstacle to pan-European unity. It is likely that youth policy may be another very painful issue for the future of the EU. Thus, it seems necessary to analyze the national and supranational levels of youth policy in the European Union in order to identify their degree of coherence, common goal-setting and specific implementation methods. Political thought, from Aristotle to Lefebvre, has placed importance on the control of space as an activity of political power. Extraordinary measures taken by global policy-makers since the early 2020s as part of efforts to to combat the pandemic have included mass lock-downs, closed borders, social distancing and other forms of spatial control. Importantly, spaces dedicated to religious worship (churches, etc.) were subjected to extraordinary regulation. In the exercise of this new control of space, social control has (...) played an important role (obligation to declare one’s health condition, incitement to denounce offenders...) fostered by the authorities through various means of new social education, generating new social habits in terms of the management of space. Religious freedom and the autonomy of the Church thus faced new challenges as a result of the extraordinary control of religious space by civil power and the pressure of social control. The new forms of control incorporated into our habits deserve to be critically reviewed in our search for true spaces of freedom that are not sacrificed in the name of supposed science. (shrink)

Purpose – The purpose of this paper is to explain how abstract space of the State – universally and specifically within the context of Middle Eastern cities – aims to homogenise the city and eliminate any anomaly that threatens its power structure. Design/methodology/approach – Through a historical and discourse analysis of these policies and processes in the two case studies, this paper presents a contextualised reading of Lefebvre’s concept of abstract space and process of abstraction in relation to (...) the alienation of political public spaces. Findings – The paper proposes that regardless of these homogenising strategies being applied universally, they fail to respond to contextual particularities and therefore they – in a contradictory manner – may themselves produce a space of resistance and difference. Originality/value – This paper focusses on Iran, the case of Tehran and Turkey, the case of Taksim Square and Gezi Park in Istanbul. Recent policies and strategies have been proposed and implemented to reduce, alienate and possibly neutralise the impacts of urban and political protests in these cities and socio-political contexts. This article identifies power, subjectivity, and practices of freedom as neglected but significant elements for understanding the ethics of social entrepreneurship. While the ethics of social entrepreneurship is typically conceptualized in conjunction with innate properties or moral commitments of the individual, we problematize this view based on its presupposition of an essentialist conception of the authentic subject. We offer, based on Foucault’s ethical oeuvre, a practice-based alternative which sees ethics as being exercised through a critical and creative dealing with the (...) limits imposed by power, notably as they pertain to the conditioning of the neoliberal subject. To this end, we first draw on prior research which looks at how practitioners of social enterprises engage with government policies that demand that they should act and think more like prototypical entrepreneurs. Instead of simply endorsing the kind of entrepreneurial subjectivity implied in prevailing policies, our results indicate that practitioners are mostly reluctant to identify themselves with the invocation of governmental power, often rejecting the subjectivity offered to them by discourse. Conceiving these acts of resistance as emblematic of how social entrepreneurs practice ethics by retaining a skeptical attitude toward attempts that seek to determine who they should be and how they should live, we introduce three vignettes that illustrate how practices of freedom relate to critique, the care for others, and reflected choice. We conclude that a practice-based approach of ethics can advance our understanding of how social entrepreneurs actively produce conditions of freedom for themselves as well as for others without supposing a ‘true self’ or a utopian space of liberty beyond power. Insofar as the postcolonial project is one of the elaboration of "the plurality of modernity, and the agency multiplying its forms", my project is a contribution to this larger one in the form of a postcolonial theory of multiculturalism (Ashcroft, 2009, p. 85). Drawing from minority standpoints, arguments, and narratives, I focus on the lives and perspectives of a few broad groups in particular: indigenous peoples in Canada, Muslim women, and East Asian "immigrant" minorities. I take up a critical theory (...) approach to framing multicultural theory and the questions it asks from the standpoints of minorities themselves, foregrounding the challenges and perspectives of racialized groups for whom their ethno-culture is morally salient and central to their own understanding of their identities and aims. This framework draws on the insights of feminist theorists of deliberative democracy but also departs from them in the crucial respect of affirming a conception of culture and identity that accepts some basic "communitarian" ideas of morality and culture, while conceiving these within a postcolonial project of cultural reclamation rather than a republican framework of the public sphere. My project is organized into two parts: The first section systematically critiques the dominant liberal multiculturalist model based on Canadian multicultural policy and theorized by Kymlicka, which is oriented by the liberal state's perspective in its aims of integrating minorities. In the first chapter, I reject his universalist principle of liberal neutrality as the standard for justice in favour of a pluralist democratic standard that accommodates "thin" theories of the good. In the second and third chapters, I reformulate Kymlicka's categories of "national minorities" and "polyethnic minorities" respectively in order to take account of postcolonial indigenous sovereignty and the transnational scope of ethnic identity. The second section develops a pluralist account of agency in its descriptive (Chapter 4), normative (Chapter 5), and prescriptive (Chapter 6) aspects (Deveaux 2006 p. 179). This is developed as a constructive critique of liberal standards of autonomy, particularly feminist proposals for a standard of procedural autonomy, as unable to adequately describe and assess heteronomous agency. This article explores the question of the efficacy of state-level food sovereignty projects for democratizing local control over food systems by examining the case of Nicaragua, where the Ortega administration adopted food sovereignty into policy. The main task of food sovereignty is to transform the power relations that govern food systems. This article builds on the previous work of food sovereignty scholars by arguing that devolving power to local territories is necessary but insufficient for deepening democracy, and rather must (...) be coupled with broader transformations in state-society relations. In particular, it argues that how power is exercised in different sites and scales of decision-making is critical for gauging the extent to which local democratic control of food systems is realized. This study examines the implementation of two models of food governance that emerged in Nicaragua in the years immediately following Ortega’s election in 2007. It finds that while the two models created opportunities to deepen democracy, the state’s lack of support for autonomous citizen mobilization and their attempts to co-opt spaces for participatory democratic governance have strongly contributed to the failure of these mechanisms to enhance local control over food systems. The rapid penetration of information technology in our lives, the growing demand for electronic resources in addition to traditional forms of publication in accordance with the demands of the information society directly makes the replenishment of library collections, especially university, electronic resources. necessity. From this point of view, the realization of library policy is relevant. Currently, modern library collections are completed with traditional print resources, as well as electronic resources according to the requirements of the time. The replenishment of (...) library collections is a continuous process carried out in the direction of meeting the ever-growing information needs of users. In general, the process of acquisition of electronic resources provides access to the world information market, providing convenient, easy search and retrieval of information without limitations in time and space. It is during this process that the basic principles of acquisition should be taken into account. In particular, the information needs of university users should be analyzed, the typology of readers should be studied, attention should be paid to the issues of technical support in order to provide access to electronic resources. From this aspect the article deals with the main criteria of selection and evaluation, which are important to take into account in the process of collecting the funds of the university library with electronic resources. At the same time, the importance of the policy of completing electronic resources and the main principles of this policy are widely explained. (shrink)

While humans have made enormous progress in the exploration and exploitation of Earth, exploration of outer space remains beyond current human capabilities. The principal challenges lie in current space technology and engineering which includes the protection of astronauts from the hazards of working and living in the space environment. These challenges may lead to a paradoxical situation where progress in space technology and the ability to ensure acceptable risk/benefit for human space exploration becomes dissociated and (...) the rate of scientific discovery declines. In this paper, we discuss the predominant challenges of the space environment for human health and argue that development and deployment of a human enhancement policy, initially confined to astronauts – for the purpose of future human space programmes is a rational solution to these challenges. This article enquires into the value of 'concepts' as a framework for the school curriculum by questioning their contribution towards our responsibilities for thinking about the earth. I take Derrida's deconstructive reading of Plato's Timaeus to show how spaces in meaning can be revealed, and more transgressive ways of knowing invited in. Derrida's Kh ra marks the opportunity for something new, productive and unforeseeable to arise as the play of traces unfurls. A deconstructive reading of the geography national curriculum (...) class='Hi'>policy exposes the impracticality and impossibility of following the text as a definitive scheme and basis for curriculum planning. The paper ends with a spacing of a real place for the geography curriculum by appropriating four different ways of knowing Whitby, a harbour town in north-east England, outside the conceptual scheme. The paper contrasts an approach that is essentially general, conceptual and at the level of the plan, map or net, with a deconstructive approach that welcomes in other, more ethically responsible and imaginative meanings. Effective stakeholder engagement and inclusive governance are essential for effective and equitable ocean management. However, few cross-national studies have been conducted to examine how stakeholders’ economic and cultural benefit perceptions influence their support level for policies focused on ocean preservation. The current study aims to fill this gap by employing the Bayesian Mindsponge Framework (BMF) analytics on a dataset of 709 stakeholders from 42 countries, a part of the MaCoBioS project funded by the European Commission H2020. We found that economic (...) and cultural benefit perceptions are generally negatively associated with the policy support level. Regarding economic aspects, stakeholders considering transportation and shipping, renewable energy generation, and oil and gas provision as the most crucial benefits their countries’ oceans provide tend to obtain less support for policies focusing on ocean preservation. Meanwhile, for cultural aspects, perceiving recreation and tourism, aesthetic pleasure, mental health and well-being support, and sense of identity provision as the most important benefits provided by the country’s ocean are negatively associated with the policy support level. The perceived economic, cultural, and environmental tradeoffs when supporting policies focused on ocean preservation were discussed. Recommendations for improving the effective management of multi-use marine space are also provided to reduce the perceived competing interests among stakeholders. (shrink)

The views of parents and staff about physical and symbolic space and its effects on ethical clinical practice are reported. Researchers observed four neonatal intensive care units (NICUs) in southern England, and interviewed 40 senior staff and the parents of 80 babies. The adults' concerns include: how space affects the sharing of information and responsibility for the babies; respect and welcoming policies; access, freedom of movement and accessibility of staff; family friendly space and privacy; aesthetic values; and (...) 'baby-led' space. The paper concludes that abstract principles of respect for autonomy and attitudes towards the baby's biological and personal space take on practical embodied meanings in clinical spaces and practices. NICU design and aesthetics convey powerful ethical messages of welcome or exclusion that endorse or undermine partnerships between staff and parents. Gorbachev, stated it at the Extraordinary March Plenum of the Central Committee, it is now vital to reach agreement "on an immediate end to the arms race—particularly nuclear arms—on earth and the banning of it in space.".

This article was initiated by our discomfort regarding recent policy developments in Nordic early childhood education (ECE) where previous decades’ policies on creating solidarity, equality and universal access to social welfare and promoting democratic participation are seemingly waning. While from a global perspective, these policies might seem inclusive and democratic, if understood within the context of Nordic policy frames and broader policy changes in Sweden and Denmark, their undemocratic coercive moves and racist undertones become visible. By focusing (...) on the intersections of language and place in selected policies, we respond to the questions: ‘what is the problem represented to be’ and ‘what are the solutions offered?’ (Bacchi, Citation2012). We argue for the urgency of further research as the identified policy shifts indicate the prevalence of a more virulent form of nationalism in the Nordic ECE space threatening its Nordic democratic values.
