An international legal agreement governing the global antimicrobial commons would represent the strongest commitment mechanism for achieving collective action on antimicrobial resistance (AMR). Since AMR has important similarities to climate change—both are common pool resource challenges that require massive, long-term political commitments—the first article in this special issue draws lessons from various climate agreements that could be applicable for developing a grand bargain on AMR. We consider the similarities and differences between the Paris Climate Agreement and current governance structures for (...) AMR, and identify the merits and challenges associated with different international forums for developing a long-term international agreement on AMR. To be effective, fair, and feasible, an enduring legal agreement on AMR will require a combination of universal, differentiated, and individualized requirements, nationally determined contributions that are regularly reviewed and ratcheted up in level of ambition, a regular independent scientific stocktake to support evidence informed policymaking, and a concrete global goal to rally support. Antimicrobial resistance (AMR) is an urgent threat to global public health and development. Mitigating this threat requires substantial short-term action on key AMR priorities. While international legal agreements are the strongest mechanism for ensuring collaboration among countries, negotiating new international agreements can be a slow process. In the second article in this special issue, we consider whether harnessing existing international legal agreements offers an opportunity to increase collective action on AMR goals in the short-term. We highlight ten AMR priorities and (...) several strategies for achieving these goals using existing “legal hooks” that draw on elements of international environmental, trade and health laws governing related matters that could be used as they exist or revised to include AMR. We also consider the institutional mandates of international authorities to highlight areas where additional steps could be taken on AMR without constitutional changes. Overall, we identify 37 possible mechanisms to strengthen AMR governance using the International Health Regulations, the Agreement on the Application of Sanitary and Phytosanitary Measures, the Agreement on Trade-Related Aspects of Intellectual Property Rights, the Agreement on Technical Barriers to Trade, the International Convention on the Harmonized Commodity Description and Coding System, and the Basel, Rotterdam, and Stockholm conventions. Although we identify many shorter-term opportunities for addressing AMR using existing legal hooks, none of these options are capable of comprehensively addressing all global governance challenges related to AMR, such that they should be pursued simultaneously with longer-term approaches including a dedicated international legal agreement on AMR. Recent years have witnessed a renewed scholarly interest in David Hume’s History of England (1754–1762), and this essay adds to that interest by analyzing the sources that Hume used in the History. Unfortunately, Hume did not provide a bibliography or guide to those sources, and no scholar has produced one since. We have been preparing a bibliography for publication and the following essay is a preliminary view of some of what it will show. We report on our experiences in a participatory design project to develop ICTs in a hospital ward working with deliberate self-harm patients. This project involves the creation and constant re-creation of socio-technical ensembles that satisfy the various, changing and often contradictory and conflicting needs in this context. Such systems are shaped in locally meaningful ways but nevertheless reach beyond their immediate context to gain wider importance and to be integrated with the larger environment.

Hume’s History of England has received a good deal of attention over the years, but no one has ever systematically studied his sources.1 Instead, scholars have worried about Hume’s biases, his portraits of figures like Charles I, and his alleged scorn for mere antiquarianism, which resulted in a readable but superficial history. The most exciting monograph dealing with his History of England in recent years sees it as a step in the process which led to nineteenth-century historicism. We distinguish between literal and metaphorical applications of Bayesian models. When intended literally, an isomorphism exists between the elements of representation assumed by the rational analysis and the mechanism that implements the computation. Thus, observation of the implementation can externally validate assumptions underlying the rational analysis. In other applications, no such isomorphism exists, so it is not clear how the assumptions that allow a Bayesian model to fit data can be independently validated.

Research indicates that actors who intentionally bring about harmful consequences are blamed more for their actions than those who do so unintentionally. However, in many instances of harmful behavior, intentions are ambiguous. The Culpable Control Model of Blame (CCM) predicts that the degree to which an actor is blamed for causing a harmful outcome is strongly influenced by information about the actor’s character, motives, or desires and that initial blame assessments impact important blame-related criteria such as judgements regarding the actor’s (...) intent. Deviant causal sequences, those in which negative outcomes occur in ways that the actor did not foresee, are highly unlikely, or are coerced, include circumstances that could mitigate assignment of blame. Such sequences provide a test of predictions derived from the CCM. Findings of three studies supported a model in which participants ascribed greater blame to an actor with opprobrious character, motives, or desires, which, in turn, affected judgments of a main criterion related to intent, and, in the last step, accounted for ascriptions of intent. These findings support the CCM’s contention that blame-reactions to an actor and outcome influence judgments about criteria, such as intent, that are often considered to be determinants rather than consequences of blame. Citizen event reporting (CER) attempts to leverage the eyes and ears of a large population of citizen sensors to increase the amount of information available to decision makers. When deployed in an environment that includes hostile elements, foes can exploit the system to exert indirect control over the response infrastructure. We use an agent-based model to relate the utility of responses to population composition, citizen behavior, and decision strategy, and measure the result in terms of a force multiplier. We show (...) that CER can lead to positive force multipliers even with a majority of hostile elements in the population. When reporter identity is known, a reputation system that keeps track of trustworthy reporters can further increase the force multipliers. (shrink)

The presence of vegetation on railway tracks threatens track safety and longevity. However, vegetation inspections in Sweden are currently being carried out manually. Manually inspecting vegetation is very slow and time consuming. Maintaining an even quality standard is also very difficult. A machine vision-based approach is therefore proposed to emulate the visual abilities of the human inspector. Work aimed at detecting vegetation on railway tracks has been split into two main phases. The first phase is aimed at detecting vegetation on (...) the tracks using appropriate image analysis techniques. The second phase is aimed at detecting the rails in the image to determine the cover of vegetation that is present between the rails as opposed to vegetation present outside the rails. Results achieved in the current work indicate that the machine vision approach has performed reasonably well in detecting the presence/absence of vegetation on railway tracks when compared with a human operator. Background: Psychological abuse of older people is difficult to recognise; specifically, nursing home residents have been documented to be at higher risk of psychological abuse during daily care, such as during feeding. Healthcare professionals adopt positive and negative verbal prompts to maintain residents’ eating independence; however, negative prompts’ purposes and implications have never been discussed to date. Research aims: To critically analyse negative verbal prompts given during mealtimes as forms of abuse of older individuals and violation of ethical principles. Research (...) design: This is a secondary analysis of three cases of negative prompts that emerged in a large descriptive study based upon focus group methodology and involving 13 nursing homes and 54 healthcare professionals. Participants and research context: This study included 3 out of 13 nursing homes caring for residents with moderate/severe functional dependence in self-feeding mainly due to dementia; in these nursing homes, we conducted three focus groups and 13 healthcare professionals participated. Ethical considerations: This study was conducted in accordance with the Human Subject Research Ethics Committee guidelines after being approved by the Review Board of the Trust. Findings: With the intent of maintaining self-feeding independence, negative verbal prompts have been reported as being used by nursing home teams. By critically analysing these negative prompts, it turned out they could trigger intimidation, depression and anxiety and thus could be considered as forms of abuse; moreover, negative prompts can threaten the ethical principles of (1) autonomy using a paternalist approach, (2) beneficence and non-maleficence as with the intent to act in the best interests of residents (to maintain self-feeding independence) they are harmed in their dignity and (3) justice, given that residents who received negative prompts are treated differently from those who received positive prompts. Discussion: Eating should be a pleasant experience with a positive impact on physiological, psychological and social well-being. However, negative prompting can lead to abuse and violation of basic ethical principles, destroying the healthcare professional resident and relative relationships strongly dependent on trust. This thought-provoking book discusses the concept of progress in economics and investigates whether any advance has been made in its different spheres of research. While Roger was an old soul from an older world, this association arises from Roger's adherence to the kind of "become who you are" eccentricity celebrated by Henry David Thoreau and other sages who remind each of us to "step to the music" of "a different drummer."When visiting the bristlecones, one is impressed by the various odd poses struck by each tree. When, after thirty years, Roger became an emeritus professor at Duke and relocated to the San Francisco Bay Area, he found himself in a much more hospitable setting.It may seem strange to draw out this comparison of Roger and those ancient White Mountain pines, but when I first met those trees in the summer of 1998, they set a standard for authenticity that came to mind whenever Roger and I interacted. His extravagant accomplishments as a teacher, scholar, and person who lived a life of genuine service to others were attained through the real work of daily spiritual practice, critical reflection, and adherence to the truths—always plural for Roger—of which he had been convinced. IntroductionCognitive impairment is a highly prevalent non-motor feature of Parkinson’s disease. A better understanding of the underlying pathophysiology may help in identifying therapeutic targets to prevent or treat dementia. This study sought to identify metabolic alterations in the prefrontal cortex, a key region for cognitive functioning that has been implicated in cognitive dysfunction in PD.MethodsProton Magnetic Resonance Spectroscopy was used to investigate metabolic changes in the PFC of a cohort of cognitively normal individuals without PD, as well as PD participants (...) with either normal cognition, mild cognitive impairment, or dementia. Ratios to Creatine resonance were obtained for glutamate, glutamine and glutamate combined, N-acetylaspartate, myoinositol, and total choline, and correlated with cognitive scores across multiple domains administered to the PD participants only.ResultsWhen individuals retain cognitive capabilities, the presence of Parkinson’s disease does not create metabolic disturbances in the PFC. However, when cognitive symptoms are present, PFC Glu/Cre ratios decrease with significant differences between the PD-NC and PPD groups. In addition, Glu/Cre ratios and memory scores were marginally associated, but not after Bonferroni correction.ConclusionThese preliminary findings indicate that fluctuations in prefrontal glutamate may constitute a biomarker for the progression of cognitive impairments in PD. We caution for larger MRS investigations of carefully defined PD groups. (shrink)

The natural biological process that causes microbes to become resistant to antimicrobial drugs presents a complex social challenge requiring more effective and sustainable management of the global antimicrobial commons—the common pool of effective antimicrobials. This special issue of Health Care Analysis explores the potential of two legal approaches—one long-term and one short-term—for managing the antimicrobial commons. This essay introduces a Common Knowledge symposium on the relationship between texts (for instance, musical scores or dramatic scripts) and performance in the arts by drawing out its implications for the interpretation of publicly consequential texts (such as constitutions, legal statutes, and canon law). Arguing that judges and clerics could learn much from studying the work of Philip Gossett and other practitioners of textual criticism in the arts, the essay suggests that a wider array of choices exists for legal interpretation (...) than the usual alternative between originalism or literalism, on the one hand, and intuitionism, on the other hand. Contributions to the symposium (titled “Between Text and Performance”) emphasize what Roger Moseley calls “improvisatory fluency in historical idioms,” and this introduction recommends that jurists develop for the law the kind of “ear” that musicians must have when a score invites or demands improvisation. Although his writings on philosophical aesthetics have shown him to be a leading authority in the field, his defence of political conservatism has marked him out in academic circles as Public Enemy Number One. Contrary to orthodox opinion, however, Roger Scruton is a human being, and Gentle Regrets contains the proof of it - a quiet, witty but also serious (...) and moving account of the ways in which life brought him to think what he thinks, and to be what he is. Aristotle's Nicomachean Ethics, based on lectures that he gave in Athens in the fourth century BCE, is one of the most significant works in moral philosophy, and has profoundly influenced the whole course of subsequent philosophical endeavour. It is soundly located within a philosophical tradition, but its argument differs markedly from those of Plato and Socrates in its emphasis on the exercise - as opposed to the mere possession - of virtue as the key to human happiness, offering seminal discussions (...) of ethical issues that are practical in their intent. Topics covered include the role of luck in human wellbeing, moral education, responsibility, courage, justice, moral weakness, friendship and pleasure. This accessible new translation by Roger Crisp follows the Greek text closely and also provides a non-Greek-reader with the flavour of the original. From Peirce, a sign represents something other than itself, an object, for some third; from Deleuze, a sign can create and erase an object, for some third. He makes this claim in the cinema books, without detailed explication. It is a fleeting reference to the Peircean triad developed in his semiotics; moreover, references to “objects” in Deleuze’s discussions of signs in his other work are often generic. In this essay, I explain what it means in Deleuze’s semiotics for a sign (...) to create and erase its object. My method is to use the perspective of the object in the semiotic triad to compare Deleuze and Peirce’s semiotics. Deleuze’s sign that creates and erases its object marks a clear departure from Peirce’s semiotics. For Deleuze, like Peirce, an acquaintance with the object independent of the action of the sign is necessary for semiotics. Of most significance is that for Peirce, thinking with signs necessarily involves modifying prior knowledge of the object – meaning one’s conception of the object is a version of what was already known; while for Deleuze, thinking with signs can involve producing ideas at a second remove from the object – in turn, creating and erasing new object(s). Ultimately, this essay contributes to research on Deleuze’s cinema books by undertaking a detailed reading of a part of his discussion that has not been analyzed. Furthermore, in producing Deleuze’s concept of a sign that creates and erases its object, this essay reminds us how we think – andcouldthink – with signs, reaffirming the importance of semiotic analysis for discussion about thinking with signs. Finally, this essay contributes to scholarship on Deleuze’s and Peirce’s semiotics. (shrink)

These are, first, the tendency to seek some kind of participatory relationship with nature and the universe conceived in quasi-animistic terms, which represents a kind of reversion to a much older, much more primitive way of conceiving the world and man's place in it, and has led to all (...) kinds of mysticism. Spice is also peppered throughout the Old Testament.2 The Song of Solomon recites: “Thy plants are an orchard of pomegranates, with pleasant fruits; camphire, with spikearion 28.1 spring/summer 2020 2 a vexed pharmacopeia nard and saffron; calamus and cinnamon, with all trees of frankincense; myrrh and aloes, with all the chief spices.”3 Every one of these fruits, plants and spices remained popular in the West throughout antiquity, into the Middle Ages, and beyond. As early as 3000 bc, trade routes had connected the Mediterranean to the near east. Courtesy of this “Spice Road,” ancient Mediterranean civilizations had access to a wide range of horseradishes, mustards, peppers, gingers and other spices. The Greeks and Romans had a special relationship with black pepper—so much so that four out of five recipes in Apicius’s famous 1st century cookbook4 called for a sprinkling of this sometimes-costly commodity. It is perhaps not coincidental that black pepper contains heat-producing alkaloids very similar to those found in New World chili peppers. Much has been written about the important role of chilis in South and Central American culture—a region that, by the Middle Ages, was in many respects the equal of Europe in “artistic sensibility, social complexity, and political organization.”5 The habanero and its capsainoid cousins were at the heart of the culinary and ceremonial customs of Mesoamerica, their biting heat and florid livery an apt metaphor for the “extravagant feats of human butchery”6 —very much in the tradition of the spectacular venationes of ancient Rome—for which the Aztecs at least were well known. To what extent was hot spice also a significant part of the culinary, medical and cultural landscape of the Old World? At a conference hosted by the Institute for Digital Archaeology at the University of Oxford last December, experts from Europe and North America examined the literary, historical, archaeological and scientific evidence around these questions. Their inquiry received a boost from new and rapidly developing techniques for examining the physical evidence of ancient diet and food production—laboratory techniques not available even five years ago. There was also fresh medical evidence to consider: significant research is being done in the area of chemosensation in the context of spicy foods. This Roger Michel, Alexy Karenowska, George Altshuler, Matthew Cobb 3 includes trying to understand how different so-called “TRP channels” in the nervous system process spice information— in particular, the connection between spice and endorphin levels. It appears that many of the hot spices available in antiquity could potentially trigger the same TRP channels as the capsaicin-charged Mesoamerican peppers. This creates a nice connection between old and new world spice that helps to explain and contextualize both. However, in the end, firm conclusions at the Oxford conference were scarce. It quickly became clear that more work, a greater diversity of viewpoints, better refined questions, and a change of venue were required to make additional progress. Social opposition to instituted policies and practices marks the sites of resistance that populate the contemporary political landscape. Animated by the prospects of a better and more just world, the emancipatory ambitions of social and political movements bring to the fore discrepancies between ideologically congealed power relations and habits of thought and the subversive function of utopian expectations. Paul Ricoeur reminds us that our participation in society is invariably punctuated by our experiences of reality’s noncongruence with imaginative alternatives we can (...) project and upon which we can act. After explaining how literary fictions open spaces for reworking reality, I set out the imagination’s analogous power on the political plane. The struggles with which social and political movements are engaged seek to transform established conventions. Hence, like literary works, these movements aim at refashioning the existing order of reality from within. Protest movements attest to how struggles for recognition combat systemic injustices by holding out the prospect of a different and better future. Consequently, these movements exemplify the power that springs from individuals acting in consort, as evidenced by recent protests against the Trump administration. Conversely, violence destroys power. In view of the way that future expectations animate the force of the present, I therefore argue that dystopic representations of authoritarian regimes in Margret Atwood’s The Handmaid’s Tale and George Orwell’s 1984 fulfill a critical, social function as apocalyptic harbingers of political corruption and deceit. As such, these dystopian novels intensify the force that the present has as a time of crisis and decision. (shrink)

In this paper we consider the use of cases in medical ethics research and teaching. To date, there has been little discussion about the consent or confidentiality requirements that ought to govern the use of cases in these areas. This is in marked contrast to the requirements for consent to publish cases in clinical journals, or to use personal information in research. There are a number of reasons why it might be difficult to obtain consent to use cases in ethics. (...) Many cases concern people who are incompetent, and thus unable to give consent. Often the material is of a sensitive nature, it is not clear who should give consent, or the ethicist has no access to those involved. We argue that the use of cases in ethics research and teaching can be justified by appeal to the public interest argument, and suggest a number of areas for discussion and clarification. (shrink)
