AI-driven decisions can draw data from virtually any area of your life to make a decision about virtually any other area of your life. That creates fairness issues. Effective regulation to ensure fairness requires that AI systems be transparent. That is, regulators must have sufficient access to the factors that explain and justify the decisions. One approach to transparency is to require that systems be explainable, as that concept is understood in computer science. A system is explainable if one can (...) provide a human-understandable explanation of why it makes any particular prediction. Explainability should not be equated with transparency. To address transparency and characterize its relation to explainability, we define transparency for a regulatory purpose. A system is transparent for a regulatory purpose (r-transparent) when and only when regulators have an explanation, adequate for that purpose, of why it yields the predictions it does. Explainability remains relevant to transparency but turns out to be neither necessary nor sufficient for it. The concepts of explainability and r-transparency combine to yield four possibilities: explainable and either r-transparent or not; and not explainable and either not r-transparent or r-transparent. Combining r-transparency with ideas from the Harvard computer scientist Cynthia Dwork, we propose four requirements on AI systems. (shrink)

Can the characters in Black Mirror survive the loss of their bodies? This chapter considers what happens to characters like Greta in White Christmas, Clayton in Black Museum, and Yorkie in San Junipero when artificial models are made of their minds. One possibility is that the original characters persist in cookie form, without their bodies, but retaining the essence of who they originally were. Another possibility is that cookies cannot replicate a person's essence: instead, each time a cookie is created, (...) a new, entirely distinct person comes into being. All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. David Sloan Wilson has recently revived the idea of a group mind as an application of group selectionist thinking to cognition. Central to my discussion of this idea is the distinction between the claim that groups have a psychology and what I call the social manifestation thesis-a thesis about the psychology of individuals. Contemporary work on this topic has confused these two theses. Dual review of George Levine’s Darwin Loves You and David Sloan Wilson’s Evolution for Everyone.) American Scientist. (Vol. 95, November-December, pp. 528-531, 2007).

We present a one per cent measurement of the cosmic distance scale from the detections of the baryon acoustic oscillations in the clustering of galaxies from the Baryon Oscillation Spectroscopic Survey, which is part of the Sloan Digital Sky Survey III. Our results come from the Data Release 11 sample, containing nearly one million galaxies and covering approximately 8500 square degrees and the redshift range 0.2 < z < 0.7. We also compare these results with those from the publicly released (...) DR9 and DR10 samples. Assuming a concordance Λ cold dark matter cosmological model, the DR11 sample covers a volume of 13 Gpc3 and is the largest region of the Universe ever surveyed at this density. We measure the correlation function and power spectrum, including density-field reconstruction of the BAO feature. The acoustic features are detected at a significance of over 7σ in both the correlation function and power spectrum. Fitting for the position of the acoustic features measures the distance relative to the sound horizon at the drag epoch, rd, which has a value of rd,fid = 149.28 Mpc in our fiducial cosmology. We find DV = at z = 0.32 and DV = at z = 0.57. At 1.0 per cent, this latter measure is the most precise distance constraint ever obtained from a galaxy survey. Separating the clustering along and transverse to the line of sight yields measurements at z = 0.57 of DA = and H =. Our measurements of the distance scale are in good agreement with previous BAO measurements and with the predictions from cosmic microwave background data for a spatially flat CDM model with a cosmological constant. © 2014 The Author Published by Oxford University Press on behalf of the Royal Astronomical Society. In the second half of their recent, critically acclaimed book Unto Others: The Evolution and Psychology of Unselfish Behavior , Elliott Sober and David Sloan Wilson discuss psychological hedonism. This is the view that avoiding our own pain and increasing our own pleasure are the only ultimate motives people have. They argue that none of the traditional philosophical arguments against this view are good, and they go on to present theirownevolutionary biological argument against it. Interestingly, the first half of their (...) book, which is a defense of group selectionism, has received almost all of the attention of those people who have published reactions to the book. No one has published a detailed reaction to the argument of the latter half of the book. In this article, the author explains and critically discusses their evolutionary biological argument against psychological hedonism, concluding that in its current form it is not strong enough to support its conclusion. However, the author goes on to argue that despite recent criticisms of Robert Nozick’s experience-machine argument, it is still a good argument against psychological hedonism. In support of the latter point, the author responds to the objections of Sober and Wilson and to the more recent criticisms offered by Matthew Silverstein. This fresh and original book argues that the central questions in Hegel's practical philosophy are the central questions in modern accounts of freedom: What is freedom, or what would it be to act freely? Is it possible so to act? And how important is leading a free life? Robert Pippin argues that the core of Hegel's answers is a social theory of agency, the view that agency is not exclusively a matter of the self-relation and self-determination of an individual (...) but requires the right sort of engagement with and recognition by others. Using a detailed analysis of key Hegelian texts, he develops this interpretation to reveal the bearing of Hegel's claims on many contemporary issues, including much-discussed core problems in the liberal democratic tradition. Creationists have acquired a more sophisticated intellectual arsenal. This book reveals the insubstantiality of their arguments. Creationism is no longer the simple notion it once was taken to be. Its new advocates have become more sophisticated in how they present their views, speaking of "intelligent design" rather than "creation science" and aiming their arguments against the naturalistic philosophical method that underlies science, proposing to replace it with a "theistic science." The creationism controversy is not just about the status of Darwinian (...) evolution—it is a clash of religious and philosophical worldviews, for a common underlying fear among Creationists is that evolution undermines both the basis of morality as they understand it and the possibility of purpose in life. In Tower of Babel, philosopher Robert T. Pennock compares the views of the new creationists with those of the old and reveals the insubstantiality of their arguments. One of Pennock's major innovations is to turn from biological evolution to the less charged subject of linguistic evolution, which has strong theoretical parallels with biological evolution, both in content and in the sort of evidence scientists use to draw conclusions about origins. Of course, an evolutionary view of language does conflict with the Bible, which says that God created the variety of languages at one time as punishment for the Tower of Babel. Several chapters deal with the work of Phillip Johnson, a highly influential leader of the new Creationists. Against his and other views, Pennock explains how science uses naturalism and discusses the relationship between factual and moral issues in the creationism-evolution controversy. The book also includes a discussion of Darwin's own shift from creationist to evolutionist and an extended argument for keeping private religious beliefs separate from public scientific knowledge. In the last 60,000 years humans have expanded across the globe and now occupy a wider range than any other terrestrial species. Our ability to successfully adapt to such a diverse range of habitats is often explained in terms of our cognitive ability. Humans have relatively bigger brains and more computing power than other animals and this allows us to figure out how to live in a wide range of environments. Here we argue that humans may be smarter than other (...) creatures, but none of us is nearly smart enough to acquire all of the information necessary to survive in any single habitat. In even the simplest foraging societies, people depend on a vast array of tools, detailed bodies of local knowledge, and complex social arrangements, and often do not understand why these tools, beliefs, and behaviors are adaptive. We owe our success to our uniquely-developed ability to learn from others. This capacity enables humans to gradually accumulate information across generations, and develop well-adapted tools, beliefs, and practices that are too complex for any single individual to invent during their lifetime. This paper uses an "admissible set semantics" to treat quantification in quantified modal logics. The truth condition for the universal quantifier states that a universally quantified statement (x)A(x) is true at a world w if and only if there is some proposition true at that world that entails every instance of A(x). It is shown that, for any canonical propositional modal logic the corresponding admissible set semantics characterises the quantified version of that modal logic.

This book considers the relation between language and thought. Robert Wardy explores this huge topic by analyzing linguistic relativism with reference to a Chinese translation of Aristotle's Categories. He addresses some key questions, such as, do the basic structures of language shape the major thought patterns of its native speakers? Could philosophy be guided and constrained by the language in which it is done? And does Aristotle survive rendition into Chinese intact? A summation of research on the structure and function of the brain presents new ideas on how the human mind evolved in adaptation to a world that no longer exists.

Understanding cooperation and punishment in small-scale societies is crucial for explaining the origins of human cooperation. We studied warfare among the Turkana, a politically uncentralized, egalitarian, nomadic pastoral society in East Africa. Based on a representative sample of 88 recent raids, we show that the Turkana sustain costly cooperation in combat at a remarkably large scale, at least in part, through punishment of free-riders. Raiding parties comprised several hundred warriors and participants are not kin or day-to-day interactants. Warriors incur substantial (...) risk of death and produce collective benefits. In this chapter, I present an interpretation of the first twenty or so sections of the Philosophical Investigations. My presentation has three parts. First, I briefly compare and contrast Wittgenstein’s philosophical intentions in the Investigations with his intentions in the earlier Tractatus Logico-Philosophicus. Second, against that first backdrop, I explicate Wittgenstein’s famous thesis that meaning is use. Third and finally, against that second backdrop, I unpack Wittgenstein’s opening argument for the meaning-is-use thesis. This opening argument is a philosophical roadmap for (...) his other arguments in support of the meaning-is-use thesis, in the pregnant sense that the basic concepts and strategies he later deploys are already etched into it and guide his further moves. Wittgenstein's philosophy of religion, as found in his brief remarks on religious belief and on magic, is as controversial as his philosophy of mathematics and his philosophy of mind. In fact, many scholars who tend to follow Wittgenstein in these latter areas are reluctant to accept what he has to say about religious belief and related topics. Wittgenstein seems to insulate religion from standard forms of rational criticism, and this is unacceptable to many philosophers who think they have good reasons (...) for rejecting any form of theism.
