La situation de dénuement dans laquelle se trouvent de nombreux enfants et adolescents migrants isolés en raison d’un manque de protection à leur arrivée en France conduit de nouveaux acteurs à leur venir en aide. Parmi eux, des familles les accueillent au sein de leur foyer, selon des modalités variables. L’article présente une étude qualitative réalisée auprès d’accueillants bénévoles à Marseille. L’analyse des premiers entretiens montre que ces familles apportent aux adolescents accueillis une sécurité matérielle et affective essentielle à leur (...) développement. Néanmoins, l’accueil d’adolescents venus d’ailleurs et ayant été exposés à des expériences traumatiques amène les familles à expérimenter un lien objectal particulièrement complexe, dans un contexte de manque de soutien des institutions sociales supposées accueillir et accompagner ces adolescents. A 1999–2000 national study of U.S. hospitals raised concerns about ethics consultation (EC) practices and catalyzed improvement efforts. To assess how practices have changed since 2000, we administered a 105-item survey to “best informants” in a stratified random sample of 600 U.S. general hospitals. This primary article details the methods for the entire study, then focuses on the 16 items from the prior study. Compared with 2000, the estimated number of case consultations performed annually rose by 94% to 68,000. The (...) median number of consults per hospital was unchanged at 3, but more than doubled for hospitals with 400+ beds. The level of education of EC practitioners was unchanged, while the percentage of hospitals formally evaluating their ECS decreased from 28.0% to 19.1%. The gap between large, teaching hospitals and small, nonteaching hospitals widened since the prior study. We suggest targeting future improvement efforts to hospitals where needs are not being met by current approaches to EC. (shrink)

Purpose/methods: This study investigated the relationship between ethics education and training, and the use and usefulness of ethics resources, confidence in moral decisions, and moral action/activism through a survey of practicing nurses and social workers from four United States (US) census regions. Findings: The sample (n = 1215) was primarily Caucasian (83%), female (85%), well educated (57% with a master's degree). no ethics education at all was reported by 14% of study participants (8% of social workers had no ethics education, (...) versus 23% of nurses), and only 57% of participants had ethics education in their professional educational program. Those with both professional ethics education and in-service or continuing education were more confident in their moral judgments and more likely to use ethics resources and to take moral action. Social workers had more overall education, more ethics education, and higher confidence and moral action scores, and were more likely to use ethics resources than nurses. Conclusion: Ethics education has a significant positive influence on moral confidence, moral action, and use of ethics resources by nurses and social workers. (shrink)

The poor performances of typically developing children younger than 4 in the first-order false-belief task “Maxi and the chocolate” is analyzed from the perspective of conversational pragmatics. An ambiguous question asked by an adult experimenter (perceived as a teacher) can receive different interpretations based on a search for relevance, by which children according to their age attribute different intentions to the questioner, within the limits of their own meta-cognitive knowledge. The adult experimenter tells the child the following story of object-transfer: (...) “Maxi puts his chocolate into the green cupboard before going out to play. In his absence, his mother moves the chocolate from the green cupboard to the blue one.” The child must then predict where Maxi will pick up the chocolate when he returns. To the child, the question from an adult (a knowledgeable person) may seem surprising and can be understood as a question of his own knowledge of the world, rather than on Maxi's mental representations. In our study, without any modification of the initial task, we disambiguate the context of the question by (1) replacing the adult experimenter with a humanoid robot presented as “ignorant” and “slow” but trying to learn and (2) placing the child in the role of a “mentor” (the knowledgeable person). Sixty-two typical children of 3 years-old completed the first-order false belief task “Maxi and the chocolate,” either with a human or with a robot. Results revealed a significantly higher success rate in the robot condition than in the human condition. Thus, young children seem to fail because of the pragmatic difficulty of the first-order task, which causes a difference of interpretation between the young child and the experimenter. (shrink)

Objective The establishment of patient-centered measures capable of empirically determining meaningful cognitive change after surgery can significantly improve the medical care of epilepsy patients. Thus, this study aimed to develop reliable change indices (RCIs) and standardized regression-based (SRB) change norms for a comprehensive neuropsychological test battery in the German language. Methods Forty-seven consecutive patients with temporal lobe epilepsy underwent neuropsychological assessments, both before and 12 months after surgery. Practice-effect-adjusted RCIs and SRB change norms for each test score were computed. To (...) assess their usefulness, the presented methods were applied to a clinical sample, and binary logistic regression analyses were conducted to model the odds of achieving improvement in quality of life (QOL) after surgery. Results The determined RCIs at 90% confidence intervals and the SRB equations for each test score included in the test battery are provided. Cohen’s kappa analyses revealed a moderate mean agreement between the two measures, varying from slight to almost perfect agreement across test scores. Using these measures, a negative association between improvement in QOL and decline in verbal memory functions after surgery was detected (adjusted odds ratio = 0.09, p = 0.006). Significance To the best of our knowledge, this study is the first to develop RCIs and SRB change norms necessary for the objective determination of neuropsychological change in a comprehensive test battery in the German language, facilitating the individual monitoring of improvement and decline in each patients’ cognitive functioning and psychosocial situations after epilepsy surgery. The application of the described measures revealed a strong negative association between improvement in QOL and decline in verbal memory functions after surgery. (shrink)

Ethical issues arise for nurses involved in all phases of clinical trials regardless of whether they are caregivers, research nurses, trial co-ordinators or principal investigators. Potential problem areas centre on nurses’ moral obligation related to methodological issues as well as the notions of beneficence/non-maleficence and autonomy. These ethical concerns can be highly upsetting to nurses if they are not addressed, so it is imperative that they are discussed fully prior to the initiation of a trial. Friedrich Waismann (1896–1959) was one of the most gifted students and collaborators of Moritz Schlick. Accepted as a discussion partner by Wittgenstein from 1927 on, he functioned as spokesman for the latter’s ideas in the Schlick Circle, until Wittgenstein’s contact with this most faithful interpreter was broken off in 1935 and not renewed when exile took Waismann to Cambridge. Nonetheless, at Oxford, where he went in 1939, and eventually became Reader in Philosophy of Mathematics (changing later to Philosophy of Science), (...) Waismann made important and independent contributions to analytic philosophy and philosophy of science (for example in relation to probability, causality and linguistic analysis). The full extent of these only became evident later when the larger (unpublished) part of his writings could be studied. His first posthumous work The Principles of Linguistic Philosophy (1965, 2nd edn.1997; German 1976) and his earlier Einführung in das mathematische Denken (1936) have recently proved of fresh interest to the scientific community. This late flowering and new understanding of Waismann’s position is connected with the fact that he somewhat unfairly fell under the shadow of Wittgenstein, his mentor and predecessor. Central to this book about a life and work familiar to few is unpublished and unknown works on causality and probability. These are commented on in this volume, which will also include a publication of new or previously scattered material and an overview of Waismann’s life. (shrink)

This paper reports the social and medical characteristics of women resident in Aberdeen city who were sterilized in 195162 and 197152 women were offered sterilization, the majority being lower social class mothers with five or more children who were sterilized concurrently with abortion; the small number of upper social class women had one or two children and were sterilized for medical or obstetric reasons. By 196172, women themselves requested sterilization, the two–three child family was the norm, the proportion of upper (...) social class women continued to increase, and interval sterilization was gaining ground. The term sustainability can be used so liberally within production industries that it becomes meaningless. There is also recognition that for sustainability to be a useful concept, it must be crafted for the context in which it is deployed. A paradox of sustainability, it seems, lies in the conflict between the practical adoptability and context specificity of programs paired with the need for significant change. One response for those grappling with this sustainability challenge has been to adopt flexible approaches to (...) sustainability through the development of technologies and governance processes that focus on benchmarking, monitoring and ongoing change, rather than hard limits and targets. In this paper we elaborate on this point by evaluating how sustainability programs in a transition context can be seen as deliberative platforms and thus actors in governance processes. Through an analysis of the development of a sustainability program deployed in the wine industry in New Zealand, we argue that a widely adopted and clearly defined program can be an asset to democratic environmental governance, if viewed as a shared project. Drawing on interviews with key personnel in the wine industry and reviews of industry literature and media, we suggest that substantiating sustainability can have benefits for environmental governance through the precipitation of distinction and dialogue. We conclude with some suggestions about how to encourage visionary forms of practice and engagement with sustainability programs in ways that can aid their democratic development and expand the reach of their goals. Skyphoi with painted dedications from the Artemision of Epidamnos-Dyrrhachion Among the most abundant material collected in 1970-1971 on the hill of Dautë at Dürres, ancient Epidamnos-Dyrrhachion, there has recently been recognized two inscribed sherds : rims of large skyphoi, carrying dedications respectively to Artemis and to Hekate, painted in a monumental way in an original technique – red figure emphasized in red outline. These inscriptions confirm the recently proposed identification of the sanctuary on the Dautë hill as the Artemision situated (...) at the gates of the city mentio<< ned by Appian (II. 60), a major fix-point for the topography of Epidamnos-Dyrrhachion. To these sherds are compared some further examples of dedications painted in an ostentatious manner, a very rare practice, but which provides precious indications regarding the commissioning of vases destined to be offered as ex-votos. Adaptive evolution is usually assumed to be directed by selective processes, development by instructive processes; evolution involves random genetic changes, development involves induced epigenetic changes. However, these distinctions are no longer unequivocal. Selection of genetic changes is a normal part of development in some organisms, and through the epigenetic system external factors can induce selectable heritable variations. Incorporating the effects of instructive processes into evolutionary thinking alters ideas about the way environmental changes lead to evolutionary change, and about the interplay (...) between genetic and epigenetic systems. This system (...) is not outlined in terms of its organizing principles, but rather in its topography of three superimposed layers. The top layer (which an empiricist would consider foundational) mirrors an “objective” reality and is informed by finehoned observation, whereas the middle layer constitutes an “ideological program” that “attempts to establish a socio-political value system” (p. 2), while the supporting bottom layer offers an “existentialist epistemology.”Despite her stress on systematicity (obsolete since Hegel), Samuels identifies surrealism (particularly the strand deriving from Breton) and existentialism as the formative influences on Celan’s poetics; and she carefully explores the interrelations of these movements of thought with the heritage of French symbolism, and with Dadaism and Marxism. She does not, however, use guiding concepts, such as “epistemology” or “ideology,” in any precise philosophical sense. By “epistemology” she seems to mean a fundamental concern for reality and truth, coupled with the belief that truth is accessible beyond [End Page 382] social constructions of meaning, whereas “ideology” is used in the various senses of revolutionary program, utopian vision, structure of ideas, or even just ideation (as in “On the ideological level, the Holocaust fulfills the surrealist intention of entering the individual’s subconscious,” p. 108).On the basis of her analyses of surrealist and existentialist thought, Samuels examines Celan’s poetry and poetics with a view to his search for an “alter reality” that would transcend, but not negate, the “Holocaust universe.” She first researches Celan’s syntactic structures, such as the “genitive phrase,” the elliptical sentence, or the fragmentation (and recombination) of words, to move on to a discussion of his tropes, which she arranges broadly into “representations of space, time, persons, and actions” (p. 39). Her discussion of Celan’s spatial tropes, particularly of his devastated imaginary landscapes and places of loss (unfortunately “space” and “place” are not distinguished), is especially compelling. It is further enriched, in the final chapter, which seeks to elucidate Celan’s notion of utopia and to locate utopia in art, by reference to the visual work of Tanguy, Ernst, and Magritte.The book as a whole is meticulously researched and includes extensive discussions of the secondary literature, with a slant toward Germanistik rather than philosophy, and with perhaps a particular debt to Marlies Janz. Its weakness is, in a way, tied to its strength: in her discussions of philosophical concepts and movements, Samuels seems to rely largely on (somewhat dated) secondary literature, so that her philosophical understanding is frequently a confused amalgam. For instance, she links Sartre’s in-itself to the Kantian noumenon (p. 20) and goes on to locate it, not only in the “universe,” but also “at the core of the human self,” so that the for-itself contrasts with it as a “superficial” construction, a sort of artifact that needs to be “controlled.” She assimilates the nihilating character of Sartrean consciousness to a “principle of nihilism” that supposedly characterizes existentialism, while nevertheless interpreting Sartre’s humanism as a turn toward “the eternal aspect” of mankind. Heidegger is cast as an existentialist in search of a literalized authenticity, while his critique of Sartrean humanism is simply ignored.In treating Celan’s poetry as systematically coherent and as, in some sense, ideological, Samuels not only disregards the striking stylistic changes that characterize its various phases, but she also does not try to unravel its intricate textual fabric of allusions (notably to Hölderlin and Trakl), to analyze textual structures such as the displaced re-inscription of the date (notably Büchner’s Jänner), or to respond to its unleashing of the semantic energies that lie latent beneath the surface of ordinary language. This article addresses Simon Lohse’s and Daniel Little’s responses to my article “Is Social Ontology Prior to Social Scientific Methodology?.” In that article, I present a pragmatic and deflationary view of the priority of social ontology to social science methodology where social ontology is valued for its ability to promote empirical success and not because it yields knowledge of what furnishes the social world. First, in response to Lohse, I argue that my view is compatible with a role for ontological (...) theorizing in the social sciences. However, the view that results instrumentalizes social ontology. Second, in my response to Little, I argue that the same considerations I made in my article apply to naturalistic attempts to motivate a non-deflationary view, repeating some of the central issues of that article. An important contribution to the burgeoning field of the ethics of recognition, this book examines the contradictions inherent in the very concept of intimacy. Working with a wide variety of philosophical and literary sources, it warns against measuring our relationships against ideal standards, since there is no consummate form of intimacy. After analyzing ten major ways that we aim to establish intimacy with one another, including gift-giving, touching, and fetishes, the book concludes that each fails on its own terms, since (...) intimacy wants something that is impossible. The very concept of intimacy is a superlative one; it aims not just for closeness, but for a closeness beyond closeness. Nevertheless, far from a pessimistic diagnosis of the human condition, this is a meditation on how to live intimately in a world in which intimacy is impossible. Rather than contenting itself with a deconstructive approach, it proposes to treat intimacy dialectically. For all its contradictions, it shows intimacy is central to how we understand ourselves and our relations to others. (shrink)

Global ignorance about Africa continues to sustain inappropriate global interventions to resolve public health crises, often with disastrous consequences. To explain why this continues to happen, I marshal two theorems that predict basic statistical properties, called ‘the doctrinal paradox’ and ‘the discursive dilemma’, which underlie scientific consensus formation and evidence-based decision making on a global scale. These mathematical results illuminate the epistemic and material injustices committed by the protocols of medical research conducted at the highest level of global knowledge production (...) in the service of international humanitarian aid for Africans. These social choice theorems reveal that a global scientific consensus projecting claims and proposing policies about Africa’s disease burden is likely to yield a low degree of reliability, in that the probability of its accuracy is less than chance. The solution to this anomaly is to remove from the global scientific agenda the statistically unrealisable demand of satisfying too many multinational corporate and foreign governments’ priorities as equally entitled to benefit from the knowledge produced to improve Africa’s public health sector. Instead, foreign funding targeted to support medical science and policy in Africa should be directed by those specialists in situ who are most familiar with their own national health challenges and potential solutions, rather than relying upon foreign decision makers to interpret Africa’s emergency public health care needs. Several philosophers have attempted to identify how it is that “social structure” can explain phenomena. Some of the most prominent of these philosophers have posited that what we call “social structures” are sets of constraints acting on individuals that guide and regulate their actions, either coercing agents into making choices, raising the probability that they will make certain choices, or making those actions reasonable or rational. Others have argued that social structures are factors that “program” for social outcomes. Examining historical (...) work in quantitative sociology, I argue that both views are too narrow. I present Peter Blau’s distinction between microstructure and macrostructure, articulate their differences, and then argue that for some social scientific questions, macrostructural explanations are better positioned to supply answers. Macrostructural explanations abstract away from the relata between individuals and so do not involve constraints. Further, macrostructural explanations draw on facts about population structure, and so do not fit the form of programming explanations. I motivate this category of explanation by considering social scientific research that comports with macrostructural explanation. (shrink)

In his collection of articles, "Where Are We Now - The Epidemic as Politics", Giorgio Agamben appears to make some very startling (if not downright outrageous) claims concerning the political situation in Italy and elsewhere in Europe during the Covid-19 pandemic. In this piece [in German] I analyse how these claims are rooted in the philosophy of Agamben's "Homo sacer" project. Focussing on three central notions (Schmitt's "state of exception", Foucault's "biopolitics", and Agamben's very own "bare life"), I show how (...) Agamben's illegitimate identification of the bare life with the subject of biopolitics leads to the derailment of his theory as well as to some of the grave political misjudgments he makes regarding the pandemic.
