Cet article fait valoir que la recherche sur le développement international devrait être soumise à la surveillance des comités d’éthique de la recherche dans les pays où les données seront collectées. Cela inclut les personnes ayant un statut qui leur permet de se soustraire des lignes directrices ou des politiques d’éthique, telles que les personnes engagées par des organisations non gouvernementales. L’argument repose sur une compréhension de la justice sociale qui reconnaît que ne pas rechercher l’approbation éthique au niveau local (...) peut être un affront au mouvement de décolonisation et peut entraîner des dommages directs importants pour les participants. La supervision éthique au niveau local favorise une meilleure prise en compte des législations locales, des règlements, des priorités et du contexte. Par exemple, un comité d’éthique de la recherche local est souvent mieux placé qu’un comité étranger pour évaluer si un projet proposé comporte des risques spécifiques au contexte donné. En outre, le fait de soumettre un projet à un comité d’éthique de la recherche local permet de reconnaître la légitimité des autorités locales, prenant ainsi position contre l’histoire de la perte de pouvoir en lien avec la colonisation. La supervision locale permet d’accroître la responsabilité des chercheurs travaillant à l’étranger : si l’autorité locale et l’adaptation au contexte spécifique doivent être respectées, il doit y avoir des mécanismes pour s’assurer que la recherche qui ne satisfait pas à ces exigences ne peut avoir lieu. Les objections fondées sur la capacité limitée de supervision dans certains pays et sur les préoccupations liées à la politisation du processus d’évaluation sont abordées. Enfin, les rôles et les responsabilités des différentes parties prenantes dans la mise en œuvre d’une plus grande supervision éthique au niveau local sont définis. (shrink)

Courage is a basic virtue to any heroic society. It is the defining virtue of the aristocratic warrior in the Iliad. It came with a set of other related virtues, all functioning in a social setting unique to that heroic era. However, as society evolved beyond the heroics of war to the civility of settled city–states, courage would be reviewed and redefined. In fact the whole virtue complex would undergo fundamental changes. Still later, when from out of the cities philosophers (...) rose, they would, in their commitment to a higher justice or righteousness than what the city had to offer to date, submit courage to a third critique and transformation. In this paper, we argue that there are patterns of innovation occurring in less economically developed countries (LEDCs) that have been historically overlooked by the innovation studies literature, including the literature on innovation systems and the triple helix. This paper briefly surveys cases in agriculture, banking, biomedicine and information and communications technologies that demonstrate organizational, scientific and technological innovation in Africa, South Asia, and Brazil. In particular, we track new developments in two distinctive patterns within LEDCs: (1) civil society as (...) a site of innovation and; (2) innovation through appropriation. By systematically uncovering patterns of innovation in LEDCs, science and technology policy scholars may make new theoretical gains in innovation studies that can potentially contribute to innovation policies in the global South. To contribute to the continuing challenge of explaining how managers identify stakeholders and assess their salience, in this article, we chronicle the history, assess the impact, and evaluate the possibilities opened by Mitchell, Agle, and Wood (MAW-1997). We do so through two types of qualitative analysis, and also through utilizing a quantitative network analysis tool. The first qualitative analysis categorizes the major contributions of the most influential papers succeeding MAW-1997; the second identifies and compares the relevant issues with MAW-1997 at (...) the time of initial publication and today. We apply main path analysis, a quantitative tool, to map how this scholarly domain has evolved. These three analyses robustly depict the impact of MAW-1997 and the ensuing scholarly conversation, and they enable us to illustrate the current state and trajectory of stakeholder identification and salience scholarship. We close by discussing pressing topics related to the broader body of stakeholder theory literature. (shrink)

Chinese Buddhist thought is more than a case of “Indianization” or “Sinicization,” and even less, “Distortion.” Chinese Buddhist thought should be grasped, first, in its own terms and only then in terms of the possible influences or confluences that flowed into it. The present article will seek to look into the concept of “Suchness vasana” (perfumation by the Buddhist absolute, Suchness, upon avidya, ignorance) as used by the Huayan school in China. Then it will show how, in the elaboration of (...) this idea, Fazang, the key patriarch of the Huayan school, apparently drew on a mode of thought that is derived from the Yijing, the Book of Changes. It is in the nature of the present article that only the Chinese influence will be underlined and that the Indian contributions to the formation of a theory of a “dynamic Suchness” will only be briefly touched upon. Scholars have long noticed the Daoist influence of Chinese Buddhological thinking, especially within the Ch'an and the Hua-yen circles. However, too often scholars only suggest impressionistic parallels, between, say, the book Laozi and the Platform Sutra of the Sixth Patriarch or between Mencian humanism (“Every man can be Sage Yao and Shun”) and the idea that “Every man can be Buddha.” Such presentations of Chinese influence bypass the various problems involved in the long and thorny history of conflict, compromise, mutual self-discovery, and fertilization between the two cultural traditions. The present article will try to be much more concrete by documenting and analyzing the series of incidents that led to a datable innovation on Fazang's part. (shrink)

Science studies scholars often study up to high-tech elites who produce and design scientific knowledge and technology. Methodological tension begins when you pair a desire to study down to less economically developed countries, with the desire to study up to high-tech elites within them. This becomes further complicated when the ethnographer and his/her informants share professional interests and credentials. In these situations, the researcher has high status because of geopolitical privilege. However, the researcher is neither a high-tech elite nor a (...) local cultural elite. How might the ethnographer successfully access and navigate field sites imbued with these unseen power differentials? There are currently no visual mapping tools to enhance the process of reflexivity by feminist ethnographers, as they consider their globally embedded multiple, hierarchical, and situated positionality. This reflection methodology piece provides a tool to consider this phenomenon, as it exists across the Global North/south divide of power. Such a tool would be useful to northern ethnographers to better strategize ethics and access while avoiding complicity with structures of inequality and empowering their southern interlocutors. A dual-processing model of moral whistleblowing in organizations is proposed. In this theory paper, moral whistleblowing is described as a unique type of whistleblowing that is undertaken by individuals that see themselves as moral agents and are primarily motivated to blow the whistle by a sense of moral duty. At the individual level, the model expands on traditional, rational models of whistleblowing by exploring how moral intuition and deliberative reasoning processes might interact to influence the whistleblowing behavior of moral agents. Given the growing public concern and attention placed on cases of research misconduct, government agencies and research institutions have increased their efforts to develop and improve ethics education programs for scientists. The present study sought to assess the impact of these increased efforts by sampling empirical studies published since the year 2000. Studies published prior to 2000 examined in other meta-analytic work were also included to provide a baseline for assessing gains in ethics training effectiveness over time. In total, this (...) quantitative review consisted of 66 empirical studies, 106 ethics courses, 150 effect sizes, and 10,069 training participants. Overall, the findings indicated that ethics instruction resulted in sizable benefits to participants and has improved considerably within the last decade. A number of specific findings also emerged regarding moderators of instructional effectiveness. Recommendations are discussed for improving the development, delivery, and evaluation of ethics instruction in the sciences. (shrink)

Consider the set of inferences that are acceptable to use in all our theory building endeavors. Call this set of inferences the universal theory building toolkit, or just ’the toolkit’ for short. It is clear that the toolkit is tightly connected to logic in a variety of ways. Beall, for example, has argued that logic just is the toolkit. This paper avoids making a stand on that issue and instead investigates reasons for thinking that, logic or not, the toolkit is (...) substructural. It is presented as a dialogue for the simple reason that it summarizes a range of dialogues on this subject that the author has had with various folks over the past few years. The method I use to investigate the toolkit is inspired in both philosophical and technical details by Alasdair Urquhart’s work on semantics for relevance logics from the early 1970s. (shrink)

Social learning has been shown to be an evolutionarily adaptive strategy, but it can be implemented via many different cognitive mechanisms. The adaptive advantage of social learning depends crucially on the ability of each learner to obtain relevant and accurate information from informants. The source of informants’ knowledge is a particularly important cue for evaluating advice from multiple informants; if the informants share the source of their information or have obtained their information from each other, then their testimony is statistically (...) dependent and may be less reliable than testimony from informants who do not share information. In this study, we use a Bayesian model to determine how rational learners should incorporate the effects of shared information when learning from other people, conducting three experiments that examine whether human learners behave similarly. We find that people are sensitive to a number of different patterns of dependency, supporting the use of a sophisticated strategy for social learning that goes beyond copying the majority, and broadening the situations in which social learning is likely to be an adaptive strategy. Human nature being what it is, individuals engaging in unlawful activity will often seek to avoid having their misconduct detected by law enforcement. This article provides the first legal analysis of what are termed detection avoidance measures, and evaluates whether, and how, they should be subject to criminalization.

For some years now, Michael Bergmann has urged a dilemma against internalist theories of epistemic justification. For reasons I explain below, some epistemologists have thought that Michael Huemer’s principle of Phenomenal Conservatism can split the horns of Bergmann’s dilemma. Bergmann has recently argued, however, that PC must inevitably, like all other internalist views, fall prey to his dilemma. In this paper, I explain the nature of Bergmann’s dilemma and his reasons for thinking that PC cannot escape it before arguing that (...) he is mistaken: PC can indeed split its horns. (shrink)

Relevant logics infamously have the property that they only validate a conditional when some propositional variable is shared between its antecedent and consequent. This property has been strengthened in a variety of ways over the last half-century. Two of the more famous of these strengthenings are the strong variable sharing property and the depth relevance property. In this paper I demonstrate that an appropriate class of relevant logics has a property that might naturally be characterized as the supremum of these (...) two properties. I also show how to use this fact to demonstrate that these logics seem to be constructive in previously unknown ways. (shrink)

Formal symptoms of relevance usually concern the propositional variables shared between the antecedent and the consequent of provable conditionals. Among the most famous results about such symptoms are Belnap’s early results showing that for sublogics of the strong relevant logic R, provable conditionals share a signed variable between antecedent and consequent. For logics weaker than R stronger variable sharing results are available. In 1984, Ross Brady gave one well-known example of such a result. As a corollary to the main result (...) of the paper, we give a very simple proof of a related but strictly stronger result. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Hume Studies Volume XXII, Number 1, April 1996, pp. 193-202 Why Hume Wasn't an Atheist: A Reply to Andre BERYL LOGAN In a recent issue of Hume Studies,1 Shane Andre argues that, as Hume's position on theism can be read primarily from Philo's position in the Dialogues Concerning Natural Religion, and since Philo's position in the Dialogues is one of "limited theism," Hume was also a "limited theist" (...) and therefore not an atheist. According to Andre, a "limited theist" is one like Epicurus, "who denied, not that the Gods exist, but that they intervene in human affairs" and, he continues, "...at least in philosophical circles, the term 'atheist' is generally restricted to people who disbelieve any form of theism, and this is the sense in which I propose to enquire whether Hume was an atheist" (142). Andre's claim then is that Hume is not an atheist in this latter sense, but is a limited theist in the former sense. This is shown in "three major objections to standard theism" in the Dialogues: those addressing the Argument from Design and the problem of evil, as well as the lack of debate on whether or not God exists. Philo's criticisms of the Argument from Design amount to the claim that, "not that there is no God, but that, if there is a God," empirical evidence cannot show that God has any of the traditional characteristics of wisdom, power or goodness. The "proper conclusion" of Philo's argument from evil does not concern God's existence, but establishes that God is "limited in some important respect." Philo's "limited theism" is expressed in his ambivalent attitude toward Cleanthes' Argument from Design in Part 12 ("that the cause or causes of order in the universe probably bear some remote analogy to human Beryl Logan is at the Department of Philosophy, Scarborough College, University of Toronto, 1265 Military Trail, Scarborough, Ontario MlC 1A4, Canada, email: logan@lake.'scar.utoronto.ca 194 Beryl Logan intelligence"). In sum, Philo and Cleanthes never debate God's existence, and they accept a limited Deity, therefore they hold positions of limited theism, therefore Philo is not an atheist. While I agree with Andre's conclusion that Hume is not an atheist, I will show in this paper first, that the interpretation which provides his means for arriving at this conclusion is not consistent with the text and faces a number of difficulties, and second, that the sense in which Hume is a limited theist has to do with the limitations of human reason and experience, and not with God's limited nature. My criticisms of Andre's position will be directed at three points in his argument: (1) his claim for Philo's theism based on Philo's lack of scepticism about God's existence; (2) what he regards to be the "proper conclusion" (153) to the problem of evil, as this directly influences his view of Philo's scepticism and the nature of the Deity; and (3) his view that Philo's theism is to be found in his acceptance of the Argument from Design (Philo's limited theism). My arguments will centre upon the "suspense of judgement," and where and how this.mental stance is used by Hume in the arguments of the Dialogues.2 Scepticism about God's Existence Andre claims that the arguments in the Dialogues are directed only to God's nature and do not address God's existence in spite of the fact that Cleanthes concludes his Argument from Design by claiming that the data in the world provide conclusive analogical support for the existence and (human-like) intelligence of the (traditional) Deity.3 Cleanthes' anthropomorphic Argument from Design purports to "prove" that the world has an intelligent divine designer just like machines have intelligent human designers and the only difference between the causes based on the effects is one of degree and not one of kind: the designer of the world is far grander than the designer of a computer because the world is more complex than a computer. I would urge, though, that Philo's scepticism is directed at both aspects of the Argument... (shrink)

There is a natural story about what logic is that sees it as tied up with two operations: a ‘throw things into a bag’ operation and a ‘closure’ operation. In a pair of recent papers, Jc Beall has fleshed out the account of logic this leaves us with in more detail. Using Beall’s exposition as a guide, this paper points out some problems with taking the second operation to be closure in the usual sense. After pointing out these problems, I (...) then turn to fixing them in a restricted case and modulo a few simplifying assumptions. In a followup paper, the simplifications and restrictions will be removed. (shrink)

The alphabet effect that showed that codified law, alphabetic writing, monotheism, abstract science and deductive logic are interlinked, first proposed by McLuhan and Logan, is revisited. Marshall and Eric McLuhan’s insight that alphabetic writing led to the separation of figure and ground and their interplay, as well as the emergence of visual space, are reviewed and shown to be two additional effects of the alphabet. We then identify more additional new components of the alphabet effect by demonstrating that alphabetic (...) writing also gave rise to Duality, and reductionism or the linear sequential relationship of causes followed by effects. We then review McLuhan’s claim that electrically configured information reversed the dominance of visual space over acoustic space and led to the reversals of cause and effect, and figure and ground. We then demonstrate that General System Theory first formulated by Ludwig von Bertalanffy, which also includes chaos theory, complexity theory and emergence and Jakob von Uexküll’s notion of umwelt also entail the reversal of many aspects of the alphabet effect such as the reversals of cause and effect, and figure and ground. In this presentation, I will seek to put into perspective the philosophy and theology of the Seraphic Doctor, St. Bonaventure. I will argue that to understand the thought of St. Bonaventure, one has to understand his Franciscan vocation and the exemplary role of the Seraphic Father, St. Francis. This pattern becomes evident when one looks closer at St. Bonaventure’s (1) exemplary causation, (2) divine illumination theory, (3) and crown of affectivity. Throughout these three topics, it is also my goal to (...) elaborate upon St. Bonaventure’s philosophy by (1) analyzing the respective philosophers who St. Bonaventure responded to (i.e. Aristotle, Plato, St. Augustine, St. Thomas) and (2) contextualizing him among the great Christian thinkers of his time (i.e. St. Thomas and St. Albert). Food security and food self-sufficiency are important regional goals for the Southern African Development Coordination Conference (SADCC). In the long run, success in these areas would reduce the incidence of drought-related mass starvation and the epidemic of malnutrition and undernutrition that exists among some tribal groups. For food production to improve, the governments must commit themselves to increasing the access of peasant farmers to critical agricultural inputs. If they do not take proper action in this area of development planning, domestic (...) food production is likely to stagnate or decline. This study is a broad examination of the relationship between government expenditures on imported inputs and the performance of the domestic food subsector. Because much data on government spending and agricultural production in Africa are unavailable, and those in published form are of suspect validity, the study is undertaken largely as a conceptual overview. The empirical analyses are conducted, therefore, largely to provide a staging ground for the conceptual arguments. (shrink)
