Background. Africa has seen an increase in the number of health research projects being conducted on the continent, particularly clinical trials. Ideally, this should be accompanied by a commensurate improvement in research ethics review capacity to competently provide the much-required research ethics oversight. Unfortunately, this is not the case in many African countries, which are still grappling with weak research ethics oversight capacity, not only at national level but also at institutional level. Objectives. To describe the proposal by Kenya’s national (...) research ethics regulatory authority, the National Commission for Science Technology and Innovation (NACOSTI), to build the capacity of its National Scientific and Ethics Committee (NSEC), tasked with providing the required research ethics oversight in the country. Methods. This is the proposal submitted by NACOSTI to the European and Developing Countries Clinical Trials Partnership for funding of a project entitled ‘Strengthening Research Ethics and Oversight in Kenya’ (STReK). It describes the activities involved to strengthen the NSEC to provide the required research ethics in the country, and to build the research ethics capacity of research ethics committees (RECs) it has accredited, through training and mentorship programmes, to enable them to efficiently review research proposals. Results. Proposed activities of the project are presented. Implementation of the activities described is ongoing. Conclusion. Lessons learnt in this regard may be of benefit to other research ethics regulatory authorities in resource-constrained countries aiming to strengthen their research ethics oversight capacity. Given the dominance of 'cognitivist' theories of emotion in the philosophy, neurobiology, and cognitive science of emotion, we have witnessed a move away from attempts to pit reason and emotion against each other. In addition to the transmission of the science of hadith from the Eastern Islamic world to the west, particularly to Andalusia, a rich literature also developed in Andalusia. Therefore, the development of the science of hadith and hadith methodology in the Andalusian region and the impact of scholars from that region on these sciences is an important issue that deserves attention. This article examines how the intellectual atmosphere of Andalusia was enriched by the hadith works that came from the East (...) and the scholarly activity these works generated. It also addresses the hadith methodology literature that emerged in the Andalusian region and the reflections of this literature in the hadith methodology works of the From this perspective, the study first briefly highlights the hadith and hadith methodology literature that reached Andalusia from the Mashriq region, followed by the works written by Andalusian scholars that contributed to the hadith methodology literature. Subsequently, the influence of hadith methodology works by hadith scholars from the Eastern Islamic world on Andalusian literature is examined. Furthermore, the study evaluates how Andalusian scholars were referenced in the Mashriq hadith methodology literature and their influence on these works. Through this analysis, the interaction between the Mashriq and Andalusian regions within the context of hadith methodology is demonstrated. The contribution of Andalusian scholars to the hadith literature by enriching the knowledge and expertise they received from the East with their interpretations and original works increased the importance of the region in the Islamic world. Additionally, the influence of the hadith methodology works written in Andalusia on Eastern literature reveals the reciprocal nature of cultural interaction. (shrink)

Arguments in support of a Citizens' Income often focus on the freedom from fear, anxiety, and uncertainty such an initiative would offer. Arguments against a Citizens' Income often assert that without fear, individuals would not be motivated to work. These arguments, however, are made without consideration of the empirical or theoretical research we have on fear. In this paper, I draw on the philosophy and cognitive science of fear to evaluate whether either argument can deliver what its proponents want.

Early in the fourth century Constantine made Christianity the religion of the Roman Empire, and at once had reason to regret his having done so; for now not only the Church but the state was convulsed by controversies about the Holy Trinity. These controversies raged for over two hundred years, after which the bishops found new intellectual outlets, if not more rational ones, for their animosities. But Trinitarian trouble was not dead, only sleeping. The Great Schism of the eleventh and (...) twelfth centuries, which split the Western from the Eastern Church, took place, on its theological side, over a question concerning the Trinity. This was, of course, that most famous of all theological questions, the question of the procession of the Holy Ghost, or of the filioque. The Orthodox theory was that the Holy Ghost proceeds from the Father alone. The Western bishops, however, were equally adamant that the Holy Ghost proceeds from the Father filioque - 'and the Son'. Within the framework of Neurological Positivism this article describes how brain algorithms are translated into mathematics in ontogeny and in culture. The purpose is to address seemingly contradictory research findings that suggest that while mathematical axioms are innate, they are not the direct result of processes of selection. It is proposed that self-referencing feedback processes of maximum-power evolution guide the construction of algorithmic isomorphies between preadapted brain algorithms and mathematics. It is concluded that maximum-power evolution as described in NP offers (...) mechanisms that make sense of findings that suggest that mathematical axioms are innate, yet not directly the result of selection as traditionally understood. It is concluded also that these mechanisms provide insight into the often intuitive nature of mathematical discovery. (shrink)

This book presents three of the works of Abdu'l-Bahá, son of the founder of the Bahá'i Faith, dealing with social and political issues.00In 'The Secret of Divine Civilization' (1875) Abdu'l-Bahá supports the administrative and broader social reforms of Mirzá Hosayn Khán, but looks mainly for organic reform through the efforts of Iranian intellectuals to waken and educate the masses. In this work, Abdu'l-Bahá gives virtuous and progressive Islamic clerics a leading role among these intellectuals, indeed most of his appeals are (...) directed specifically to them. 'A Traveller's Narrative' (1889/90) is an authoritative statement of the broad lines of Bahá'i social and political thinking. 'The Art of Governance' (1892/93) was written as Iran entered a pre-revolutionary phase, and ideas that we recognise today as the precursors of political Islam were spreading. It sets out the principles underlying the ideal relationship between religion and politics and between the government and the people.00In addition to presenting the first parallel text translations of these works, the Persian texts incorporate notes on variants in the early published sources. Upshot: Eigenform is a precondition for distinction and distinction is a precondition for eigenform. While my target article discussed eigenform and reflexivity, it could just as well have discussed distinctions and the emergence of distinctions. This theme was implicit in many of the comments. We make this circularity explicit for the sake of a deeper understanding.
