Despite spending more on health care than every other industrialized country, the U.S. ranks 37th in health outcomes. These differences cannot be explained away with differences in age and income, or even with quality of care. And, the rate of growth in health care spending in the U.S. continues to increase. The share of the Gross Domestic Product attributable to health care grew from 9% in 1980 to more than 17% in 2011. Health care costs are projected to account for (...) more than one-fifth of our economy by 2021. Despite spending more and more, the U.S. does not have better health outcomes than other countries. Worse, our increasing spending is largely attributable to preventable conditions. More than 85 cents of every dollar spent on health in the U.S. are spent on the treatment and management of chronic diseases, such as those caused by preventable conditions related to obesity and tobacco use. Across the world, artificial intelligence (AI) technologies are being more widely employed in public sector decision-making and processes as a supposedly neutral and an efficient method for optimizing delivery of services. However, the deployment of these technologies has also prompted investigation into the potentially unanticipated consequences of their introduction, to both positive and negative ends. This paper chooses to focus specifically on the relationship between gender bias and AI, exploring claims of the neutrality of such technologies and how its understanding (...) of bias could influence policy and outcomes. Building on a rich seam of literature from both technological and sociological fields, this article constructs an original framework through which to analyse both the perpetuation and mitigation of gender biases, choosing to categorize AI technologies based on whether their input is text or images. Through the close analysis and pairing of four case studies, the paper thus unites two often disparate approaches to the investigation of bias in technology, revealing the large and varied potential for AI to echo and even amplify existing human bias, while acknowledging the important role AI itself can play in reducing or reversing these effects. The conclusion calls for further collaboration between scholars from the worlds of technology, gender studies and public policy in fully exploring algorithmic accountability as well as in accurately and transparently exploring the potential consequences of the introduction of AI technologies. For millennia, idleness and laziness have been regarded as vices. We're all expected to work to survive and get ahead, and devoting energy to anything but labor and self-improvement can seem like a luxury or a moral failure. Far from questioning this conventional wisdom, modern philosophers have worked hard to develop new reasons to denigrate idleness. This paper critically evaluates what it identifies as ‘the institutional theory of freedom’ developed within recent neo-Hegelian philosophy. While acknowledging the gains made against the Kantian theory of autonomy as detachment it is argued that the institutional theory ultimately undermines the very meaning of practical agency. By tying agency to institutionally sustained recognition it effectively excludes the exercise of practical reason geared toward emancipation from a settled normative order. Adorno's notion of autonomy as resistance is enlisted to develop an account (...) of practical reason that is neither institutionally constrained nor without appropriate consideration of the historical location of the practical agent. ABSTRACT Standard accounts of convention include notions of arbitrariness. But many have conceived of conventionality as an all-or-nothing affair. In this paper, I develop a framework for thinking of conventions as admitting of degrees of arbitrariness. In doing so, I introduce an information-theoretic measure intended to capture the degree to which a solution to a certain social problem could have been otherwise. As the paper argues, this framework can help to improve explanation aimed at the cultural evolution of social traits. (...) According to many philosophical theologians, God is metaphysically simple: there is no real distinction among His attributes or even between attribute and existence itself. Here, I consider only one argument against the simplicity thesis. Its proponents claim that simplicity is incompatible with God’s having created another world, since simplicity entails that God is unchanging across possible worlds. For, they argue, different acts of creation involve different willings, which are distinct intrinsic states. I show that this is mistaken, by sketching an (...) adequate account of reasons-guided activity that does not require distinct intrinsic states of willing corresponding to each possible act of creation. An analysis of how Adorno's "pure" philosophy can be seen to provide a justification of the rationality required by critical theory.

We explain the thesis that human mental states are ontologically emergent aspects of a fundamentally biological organism. We then explore the consequences of this thesis for the identity of a human person over time. As these consequences are not obviously independent of one's general ontology of objects and their properties, we consider four such accounts: transcendent universals, kind-Aristotelianism, immanent universals, and tropes. We suggest there are reasons for emergentists to favor the latter two accounts. We then argue that within such (...) ontologies, emergentism about properties pushes one to the stronger claim that there are emergent individuals, though not individuals which are dual to person's bodies—substance emergentism, but not substance dualism. Why do minority groups tend to be discriminated against when it comes to situations of bargaining and resource division? In this paper, I explore an explanation for this disadvantage that appeals solely to the dynamics of social interaction between minority and majority groups---the cultural Red King effect. As I show, in agent-based models of bargaining between groups, the minority group will tend to get less as a direct result of the fact that they frequently interact with majority group members, while (...) majority group members meet them only rarely. This effect is strengthened by certain psychological phenomenon---risk aversion and in-group preference---is robust on network models, and is strengthened in cases where pre-existing norms are discriminatory. I will also discuss how this effect unifies previous results on the impacts of institutional memory on bargaining between groups. (shrink)

Contemporary societies are often “polarized”, in the sense that sub-groups within these societies hold stably opposing beliefs, even when there is a fact of the matter. Extant models of polarization do not capture the idea that some beliefs are true and others false. Here we present a model, based on the network epistemology framework of Bala and Goyal, 784–811 1998), in which polarization emerges even though agents gather evidence about their beliefs, and true belief yields a pay-off advantage. As we (...) discuss, these results are especially relevant to polarization in scientific communities, for these reasons. The key mechanism that generates polarization involves treating evidence generated by other agents as uncertain when their beliefs are relatively different from one’s own. (shrink)

Vague predicates, those that exhibit borderline cases, pose a persistent problem for philosophers and logicians. Although they are ubiquitous in natural language, when used in a logical context, vague predicates lead to contradiction. This paper will address a question that is intimately related to this problem. Given their inherent imprecision, why do vague predicates arise in the first place? I discuss a variation of the signaling game where the state space is treated as contiguous, i.e., endowed with a metric that (...) captures a similarity relation over states. This added structure is manifested in payoffs that reward approximate coordination between sender and receiver as well as perfect coordination. I evolve these games using a variation of Herrnstein reinforcement learning that better reflects the generalizing learning strategies real-world actors use in situations where states of the world are similar. In these simulations, signaling can develop very quickly, and the signals are vague in much the way ordinary language predicates are vague—they each exclusively apply to certain items, but for some transition period both signals apply to varying degrees. Moreover, I show that under certain parameter values, in particular when state spaces are large and time is limited, learning generalization of this sort yields strategies with higher payoffs than standard Herrnstein reinforcement learning. These models may then help explain why the phenomenon of vagueness arises in natural language: the learning strategies that allow actors to quickly and effectively develop signaling conventions in contiguous state spaces make it unavoidable. “Free Will” is a philosophical term of art for a particular sort of capacity of rational agents to choose a course of action from among various alternatives. Which sort is the free will sort is what all the fuss is about. (And what a fuss it has been: philosophers have debated this question for over two millenia, and just about every major philosopher has had something to say about it.) Most philosophers suppose that the concept of free will is very (...) closely connected to the concept of moral responsibility. Acting with free will, on such views, is just to satisfy the metaphysical requirement on being responsible for one's action. (Clearly, there will also be epistemic conditions on responsibility as well, such as being aware—or failing that, being culpably unaware—of relevant alternatives to one's action and of the alternatives' moral significance.) But the significance of free will is not exhausted by its connection to moral responsibility. Free will also appears to be a condition on desert for one's accomplishments (why sustained effort and creative work are praiseworthy); on the autonomy and dignity of persons; and on the value we accord to love and friendship. Over the last several years, a number of philosophers have advanced formal versions of certain traditional arguments for the incompatibility of human freedom with causal determinism and for the incompatibility of human freedom with infallible divine foreknowledge. Common to all of these is some form of a principle governing the transfer of a species of alethic necessity (TPN). More recently, a few clear and compelling counterexamples to TNP (and a variant of it) have begun to surface in the literature. These (...) attacks on TNP are developed along somewhat different lines (and were apparently worked out independently of each other). I will show that despite the differences in presentation, however, all of the compelling counterexamples that have been offered turn on a common (and overlooked) basic feature. Once this feature is recognized, I suggest, one is naturally led to restrict the principle in a way that renders it immune to these counterexamples. (I further argue that the restriction I suggest has independent justification.) I then go on to consider two further attempts to show the invalidity of TNP for power necessity, ones that would not be forestalled by my restriction on TNP, and I argue that they are unsuccessful. In a final section, I compare my modified version of TNP for power necessity with a principle suggested in Ginet (1990). (shrink)

In this paper, I examine some main threads of the identification stage of Scotus's project in the fourth chapter of De Primo, where he tries to show that a first efficient cause must have the attributes of simplicity, intellect, will, and infinity. Many philosophers are favorably disposed towards one or another argument such as Scotus's (e.g., the cosmological argument from contingency) purporting to show that there is an absolutely first efficient cause. How far can Scotus take us from this starting (...) point towards the ultimate aim of establishing the existence of a being more recognizably identifiable as God? (shrink)

This paper describes a class of idealized models that illuminate minimal conditions for inequity. Some such models will track the actual causal factors that generate real world inequity. Others may not. Whether or not these models do track these real-world factors is irrelevant to the epistemic role they play in showing that minimal commonplace factors are enough to generate inequity. In such cases, it is the fact that the model does not fit the world that makes it a particularly powerful (...) argumentative tool. As I will argue, this epistemic role is a particularly important one when it comes to modeling inequity, because such models are often also aimed at interventions to stop it. Given this, it is crucial to know if we intervene on the current causes of inequity, what other, common social factors might continue to contribute to it. (shrink)

The case of Kafka stands at the very centre of Adorno’s articulation of modernist mimesis. His main study of Kafka is the long and complex essay “Notes on Kafka” (1953), which he republished in the collection Prisms (1955). But numerous references to Kafka are found throughout his unfinished masterpiece, Aesthetic Theory (first published in 1970) and in the four part collection of essays, Notes to Literature.

I In the first of these passages, Philo is denying that the existence of "a very powerful, wise, and benevolent Deity" can justifiably be inferred from the facts of good and evil present to our experience. But power, wisdom, and benevolence are essential qualities of the God of traditional theism, thus Philo is here denying that the existence of such a being can justifiably be inferred from the empirical evidence of good and evil. The other passages show us Philo going further than this, indeed all the way to what seems to be a preference for moral atheism. The term is J. C. A. Gaskin's, and he defines it thus: "[moral atheism] will be [the position of] anyone who denies the existence of any god having moral attributes."2 In the second and third passages specifically, this prima facie preference is absolute ("[t]he whole presents nothing but the idea of a blind nature... without discernment" and "the original source of all things is entirely indifferent," respectively), while it is relative and more cautiously expressed in the fourth passage. And the fifth passage says at least as much as the first and perhaps as much as the second and third. Yet Philo very early in the book declares himself a skeptic on such metaphysical topics as "the origin of worlds" (DNR, 132), "the existence and properties of spirits" (DNR, 135), "the powers and operations of one universal spirit, existing without beginning and without end; omnipotent, omniscient, immutable, infinite" (DNR, 135). The principal reason he gives is the "weakness, blindness, and narrow limits of human reason... even in subjects of common life and practice" (DNR, 131). Considering these limits, surely it is very likely that "we have... got quite beyond the reach of our faculties" (DNR, 135) if and when we turn to such metaphysical topics as those he just listed. On these matters, which "run wide of common life... [t]he mind must remain in suspense... and it is that very suspense or balance, which is the triumph of skepticism" (DNR, 135-6). This provocative book refurbishes the traditional account of freedom of will as reasons-guided "agent" causation, situating its account within a general metaphysics. O'Connor's discussion of the general concept of causation and of ontological reductionism v. emergence will specially interest metaphysicians and philosophers of mind.

Using evolutionary game theory, I consider how guilt can provide individual fitness benefits to actors both before and after bad behavior. This supplements recent work by philosophers on the evolution of guilt with a more complete picture of the relevant selection pressures.

The author argues that Quijano’s conceptualization of race within the theory of coloniality of power is limited and theoretically insufficient given its lack of elaboration regarding the role of anti-Blackness in Spanish colonization. This article contrasts the idea of coloniality of power with Cedric Robinson’s elaboration of racial capitalism to demonstrates how Robinson has a more complex and historically rich analysis of race that centers the expansion of racial capitalism with the invention of the Negro subject. The article closes with (...) an attempt to bridge the history of anti-Blackness and the idea of coloniality using Sylvia Wynter’s adaptation of the idea of coloniality, which is attentive to the Portuguese expeditions prior to Columbus and how coloniality disproportionally affected people of African descent in the Américas. Using the symbiotic sustainability model as a framework, this research investigates how many and with which businesses top nonprofit organizations report partnerships. We examined the websites of the 122 largest, most recognizable U.S. nonprofits. These websites included information about 2,418 business–nonprofit partnerships with 1,707 unique businesses. The results suggest key differences with previous research on how U.S. Fortune 500 companies report B2N partnerships. Leading nonprofits report more B2N partnerships than U.S. Fortune 500 companies do. Furthermore, nonprofits do not maintain industry (...) exclusivity in reporting B2N partnerships, like their business counterparts do. Finally, social issue industries do not exert the same isomorphic pressures on B2N partnerships that economic industries do. New propositions that extend the symbiotic sustainability model are presented to account for nonprofits’ unique goals for capital accumulation in B2N partnering and the industry characteristics.
