In developing nations, the implementation of Foundational Identity Systems (FIDS) has optimised service delivery and inclusive economic growth. Cross-border e-government will gain traction as developing countries increasingly look to identity federation and trustworthy interoperability through FIDS for the identification and authentication of identity holders. Despite this potential, the interoperability of FIDS in the African identity ecosystem has not been well-studied. Among the difficulties in this situation are the intricate internal political dynamics that have led to weak institutions, suggesting that FIDS (...) could be used for political purposes; additionally, citizens’ or identity holders’ habitual low trust in the government raises concerns about data security and privacy protection. Similarly, vendor lock-in, cross-system compatibility, and ambiguous legislative rules for data exchange are other concerns. Interoperability is fundamentally necessary as a precondition for e-government services and serves as the foundation for the best possible service delivery in the areas of social security, education, and finance, as well as gender equality as demonstrated by the European Union (EU). Moreover, the integration of cross-border FIDS and an ecosystem of effective data governance will be created by unified data sharing via an interoperable identity system. Thus, in this study, we point to the challenges, opportunities, and requirements for cross-border interoperability in an African setting. Furthermore, we investigated current interoperability solutions such as the EU’s eIDAS and Estonian X-Road and proposed an approach for scoping requirements to achieve a fully functional interoperable identity ecosystem in the African setting. Our findings show that interoperability in the African identity ecosystem is essential for expanding the scope of e-government throughout the continent and for bolstering the smooth authentication and verification of identity holders for inclusive economic growth. Jon Stewart's study is a major re-evaluation of the complex relations between the philosophies of Kierkegaard and Hegel. The standard view on the subject is that Kierkegaard defined himself as explicitly anti-Hegelian, indeed that he viewed Hegel's philosophy with disdain. Jon Stewart shows convincingly that Kierkegaard's criticism was not of Hegel but of a number of contemporary Danish Hegelians. Kierkegaard's own view of Hegel was in fact much more positive to the point where he was directly influenced by some of (...) Hegel's work. Any scholar working in the tradition of Continental philosophy will find this an insightful and provocative book with implications for the subsequent history of philosophy in the twentieth century. In recent years, motivated reasoning has received significant attention across numerous areas of philosophy, including political philosophy, social philosophy, epistemology, moral psychology, philosophy of science, even metaphysics. At the heart of much of this interest is the idea that motivated reasoning (e.g., rationalization, wishful thinking, and self‐deception) is problematic, that it runs afoul of epistemic normativity, or is otherwise irrational. Is motivated reasoning epistemically problematic? Is it always? When it is, what is the nature of the violation? Philosophical projects on (...) motivated reasoning require informed positions on these questions, demanding explicit engagement with fundamental issues about epistemic normativity and the ethics of belief. But attention to this has been limited, thwarting progress on a variety of critical questions. In this paper, I distinguish some of the key issues at play and discuss their interactions. At the end, I offer three methodological recommendations for future research on motivated reasoning. (shrink)

Hyperproof is a system for learning the principles of analytical reasoning and proof construction, consisting of a text and a Macintosh software program. Unlike traditional treatments of first-order logic, Hyperproof combines graphical and sentential information, presenting a set of logical rules for integrating these different forms of information. This strategy allows students to focus on the information content of proofs, rather than the syntactic structure of sentences. Using Hyperproof the student learns to construct proofs of both consequence and nonconsequence using (...) an intuitive proof system that extends the standard set of sentential rules to incorporate information represented graphically. Hyperproof is compatible with various natural-deduction-style proof systems, including the system used in the authors' Language of First-Order Logic. (shrink)

The essays in this provocative collection survey and assess institutional arrangements that offer possible alternatives to capitalism as it exists today. The point of departure agreed upon by the contributors is that on the one hand, capitalism produces unemployment, a lack of autonomy in the workplace, and massive income inequalities; while on the other, central socialist planning is characterized by underemployment, inefficiency, and bureaucracy. In Part I of the volume, various alternatives are proposed: profit-sharing systems, capitalism combined with some central (...) planning, worker-owned firms in a market economy into a centrally planned economy, as has occurred recently in Hungary. Part II provides a theoretical analysis and assessment of these systems. This book is the first to cover such a wide range of subjects as central planning, market socialism, and profit sharing. At the end of her book, Pragmatism and Social Hope, Judith Green asks why one should want to spend time on expanding opportunities for participation in democratic governance (248). The reason, according to her, is a desire that a "deeper rationality of human spirit" would direct decision-making in the world. We are currently captives of economic/military/political rationality, according to her. Only through participatory democracy, or "second-strand democracy" can the spell be broken (195). Although this does not become apparent until one (...) has read a good deal of the book, the author is primarily interested in democratic participation as a way to "deepen" democracy. This article offers a reading of the effect of exchange on subjectivity. Two modes of exchange are discussed: commodity-exchange and gift-exchange. Following Marx, Simmel, Lukács, and Bewes, commodity exchange is argued to be detrimental to subjectivity insofar as it leads to abstract, mediated social relationships, and reifies the subject. Debates around the notion and application of reification are investigated. The anthropological insight of Mauss on gift-exchange is introduced and used to challenge elements of the thesis of reification and process of (...) on-going commodification. Gift-exchange is argued to perpetuate concrete, immediate social relations. Critical attention is drawn to the gift as critique of the commodity. My interrogation suggests that there is a problem because the gift is often over-idealized in much gift discourse and figures as a binary opposite to the commodity. This is especially the case with one of the leading contemporary theorists on the gift, Jacques Godbout. Themes that support the notion of the gift, such as family and community bonds, reciprocity, and ‘face to face’ relations, are often taken for granted as being fully enabling. On the other hand commodity exchange is perceived as being exclusively disabling. The article begins to challenge this thinking. (shrink)

The essays in this volume, first published in 1986, examine the philosophical foundations of social choice theory. This field, a modern and sophisticated outgrowth of welfare economics, is best known for a series of impossibility theorems, of which the first and most crucial was proved by Kenneth Arrow in 1950. That has often been taken to show the impossibility of democracy as a procedure for making collective decisions. However, this interpretation is challenged by several of the contributors here. Other central (...) issues discussed in the volume include the possibility of making interpersonal comparisons of utility, the question of whether all preferences are equally to be valued, and the normative individualism underlying the theoretical tradition. Criticisms of social choice theory are advanced and suggestions for alternative approaches are developed. (shrink)

This paper considers a recent criticism of the physical possibility of supertasks which involves Achilles’s staccato run. It is held that the criticism fails and that the underlying fallacy can be linked with interesting developments in the modern literature on physical supertasks.

The article addresses the potential impact of functional brain imaging (functional magnetic resonance imaging and positron-emission tomography) on surrogate end-of-life decision-making in light of varying state-law definitions of consciousness, some of which define awareness behaviorally and others functionally. The article concludes that, in light of admonitions by neuroscientists that functional brain imaging cannot yet replace behavioral evaluation to determine the existence of consciousness, state legislatures, courts and drafters of written advance healthcare directives should consider treating behavior, not function, as the (...) touchstone for end-of-life decision-making. Until approximately twenty years ago, advances in the study of human genetics had little influence on the practice of medicine. In the 1980s, this changed dramatically with the mapping of the altered genes that cause cystic fibrosis and Huntington disease. In just a few years, these discoveries led to DNA-based tests that enabled clinicians to determine whether prospective parents were carriers of CF or whether an individual carried the Huntington gene and, as a result, would almost certainly develop the disease.Observers (...) interested in the social and economic implications of genetic technology realized that such genetic tests could be used by insurance companies to predict which insurance applicants were likely to become ill or even die from these diseases. This article discusses the effects of the OECD Convention on Combating the Bribery of Foreign Public Officials, which was signed in 1997 and is due to be implemented by the signatory nation‐states this year. The Convention represents the expansion of legal measures to combat the bribery of foreign public officials by individuals or corporations, and it has been accompanied by the Organisation of American States’ Convention Against Corruption. Previously the Foreign Corrupt Practices Act , which applied only to United States (...) individuals or corporations, ‘stood alone in the world as a legal barrier to transnational bribery’ . This article proceeds in stages to evaluate implications of the Convention. Firstly the Convention is placed in the context of the increased focus on transnational business bribery in recent years. Second, the main points of the Convention are outlined. Third, the issues and problems posed by the Convention for business are discussed. Finally some themes regarding enforcement by the relevant authorities are outlined. (shrink)
