To realize the coordinated and sustainable development of hydropower projects and regional society, comprehensively evaluating hydropower projects’ influence is critical. Usually, hydropower project development has an impact on environmental geology and social and regional cultural development. Based on comprehensive consideration of complicated geological conditions, fragile ecological environment, resettlement of reservoir area, and other factors of future hydropower development in each country, we have constructed a comprehensive evaluation index system of hydropower projects, including 4 first-level indicators of social economy, environment, safety, (...) and fairness, which contain 26 second-level indicators. To solve the problem that existing models cannot evaluate dynamic nonlinear optimization, a projection pursuit model is constructed by using rough set reduction theory to simplify the index. Then, an accelerated genetic algorithm based on real number coding is used to solve the model and empirical study is carried out with the Y hydropower station as a sample. The evaluation results show that the evaluation index system and assessment model constructed in our paper effectively reduce the subjectivity of index weight. Applying our model to the social impact assessment of related international hydropower projects can not only comprehensively analyze the social impact of hydropower projects but also identify important social influencing factors and effectively analyze the social impact level of each dimension. Furthermore, SIA assessment can be conducive to project decision-making, avoiding social risks and social stability. (shrink)

Speech comprehension across languages depends on encoding the pitch variations in frequency-modulated sweeps at different timescales and frequency ranges. While timescale and spectral contour of FM sweeps play important roles in differentiating acoustic speech units, relatively little work has been done to understand the interaction between the two acoustic dimensions at early cortical processing. An auditory oddball paradigm was employed to examine the interaction of timescale and pitch contour at pre-attentive processing of FM sweeps. Event-related potentials to frequency sweeps that (...) vary in linguistically relevant pitch contour and timescale in Mandarin Chinese were recorded. Mismatch negativities were elicited by all types of sweep deviants. For local timescale, FM sweeps with F0 contours yielded larger MMN amplitudes than F1 contours. A reversed MMN amplitude pattern was obtained with respect to F0/F1 contours for global timescale stimuli. An interhemispheric asymmetry of MMN topography was observed corresponding to local and global-timescale contours. Falling but not rising frequency difference waveforms sweep contours elicited right hemispheric dominance. Results showed that timescale and pitch contour interacts with each other in pre-attentive auditory processing of FM sweeps. Findings suggest that FM sweeps, a type of non-speech signal, is processed at an early stage with reference to its linguistic function. That the dynamic interaction between timescale and spectral pattern is processed during early cortical processing of non-speech frequency sweep signal may be critical to facilitate speech encoding at a later stage. The progress of electronic health technologies and biobanks holds enormous promise for efficient research. Evidence shows that studies based on sharing and secondary use of data/samples have the potential to significantly advance medical knowledge. However, sharing of such resources for international collaboration is hampered by the lack of clarity about ethical and legal requirements for transfer of data and samples across international borders. Here, the International Clinical Trial Center Network reports the legal and ethical requirements governing data and sample exchange (...) across four continents. The most recurring requirement is ethical approval, whereas only in specific conditions approval of national health authorities is required. Informed consent is not required in all sharing situations. However, waiver of informed consent is only allowed in certain countries/regions and under certain circumstances. The current legal and ethical landscape appears to be very complex and under constant evolution. Regulations differ between countries/regions and are often incomplete, leading to uncertainty. With this work, ICN illuminates the unmet need for a single international collaborative framework to facilitate DSE. Harmonising requirements for global DSE will reduce inefficiency and waste in research. There are many challenges to realising this ambitious vision, including inconsistent terminology and definitions, and heterogeneous and dynamic legal constraints. Here, we identify areas of agreement and significant difference as a necessary first step towards facilitating international collaboration. We propose the establishment of a working group to continue the comparison across jurisdictions, create a standardised glossary and define a set of basic principles and fundamental requirements for DSE. Dann überstürzen sich die Ereignisse, als er den Ruf nach Jena erhält und dort im Sommersemester 1794 seine Vorlesungstätigkeit aufnehmen muß. Im April veröffentlicht er die Schrift Über den Begriff der Wissenschaftslehre oder der sogenannten Philosophie, als Einladungsschrift zu seinen Vorlesungen über diese Wissenschaft und gibt damit seiner Lehre den zunächst öffentlich rätselhaften, heute berühmten Namen. Parallel zu seiner Jenenser Vorlesung erscheint die Grundlage der gesamten Wissenschaftslehre, als Handschrift für seine Zuhörer, die bis zur Veröffentlichung des Nachlasses 1834/35 wichtigster Bezugspunkt (...) jeder Auseinandersetzung mit Fichte bleiben wird. Es findet sich jedoch keine Gelegenheit, die Druckbögen zu überarbeiten, und auch der 1795 nachgereichte Grundriss des Eigenthümlichen der Wissenschaftslehre, in Rücksicht auf das theoretische Vermögen stellt noch keine abgerundete, sinnvoll abgeschlossene Ausformulierung der Wissenschaftslehre dar. Natur, Umwelt und Nachhaltigkeit sind Themen, die viele Wissensdomänen berühren – von naturwissenschaftlichen Fragen über rechtliche Aspekte bis zu Überlegungen der Sprachkritik. Sie bedürfen einer Betrachtung aus verschiedensten Fachdisziplinen, wie es etwa auch im Rahmen der Environmental Humanities gefordert wird. Um in diesem Zuge die Relevanz sprachbezogener (...) Aus Anlass des 2400. Geburtstages von Aristoteles fand vom 7. bis 9. Januar 2016 an der Universität Heidelberg ein internationales Aristoteles-Symposium statt. L’objet de l’article est d’analyser notre conception contemporaine de la sexualité, en liaison avec la caractérisation qu’en proposait Foucault et qui fait du “Sexe” l’élément central d’un “dispositif de sexualité”. Dans la première partie de l’article, je propose d’abord une description critique de certaines des composantes principales de notre conception de la sexualité, qui sont (a) la conviction que le sexe est une affaire privée; (b) l’idée que l’érotisme pourrait être une solution philosophique providentielle à l’opposition du Sujet et de (...) l’Objet (G. Bataille); et (c) la thèse qu’une civilisation nonrépressive est possible (H. Marcuse). Dans la seconde partie je commente les positions de Foucault, qui ont été souvent mal comprises. La thèse générale de Foucault était que les mécanismes du pouvoir, dans les sociétés contemporaines, exigent un contrôle étroit de la vie privée des individus et par là même la mise en oeuvre d’un “dispositif” bien organisé susceptible de régir la pratique sexuelle, de même que sa théorisation et sa médicalisation. Foucault s’opposait à la thèse (c), qu’il appelait “l’hypothèse répressive”. Il s’opposait également à (b), en proposant à la place de l’érotisme de Bataille une “généalogie de l’homme de désir”. Enfin, il s’opposait à la conviction (a) en arguant du spectaculaire contre-exemple des conceptions gréco-latines de la sexualité dans l’Antiquité, auxquelles il avait consacré les dernières années de sa vie. La troisième partie de l’article développe à partir de là la présupposition fondamentale de Foucault selon laquelle la résistance au pouvoir n’est possible à notre époque que si nous parvenons à nous constituir nousmêmes en tant qu’individus d’une manière nouvelle. En accord avec cette présupposition, je propose de dire que l’énigme du sexe dans nos vies exhibe avant tout notre faiblesse politique, philosophique et éthique. En politique nous sommes privés de la “puissance d’agir” parce que toute confrontation effective entre l’individu et la Cité est devenue illusoire, ce qui scelle l’im- possibilité de la tragédie grecque. En philosophie nous rencontrons le défi majeur de savoir comment définir aujourd’hui le concept de Sujet. Du point de vue éthique, nous avons affaire partout à la réalité de la violence. Nos “tragédies privées” démontrent que nous ne nous réfugions dans la vie privée que parce que nous avons le sentiment d’avoir perdu le monde. (shrink)

In unserer Zeit heisst die Frage, inwieweit sprachliche Verständigung durch Konventionen bestimmt ist. Ich versuche zu zeigen, dass in den Regelbrauch, der sprachliches Verhalten teitet, zwar übereinkünfte eingehen können, ihn aber nicht wesentlich auszeichnen. St, what did the word nien itself mean? There are five retations. The first holds that it referred to a place people congregated. Ch'a K'uei's "Lun An-hui li-chih" [On ficer System in Anhwei] states,1 "They carried swords and ed into units by the tens and hundreds. … The places they gathered were known as nien-tzu; the large nien-tzu red several hundred people." In 1814, T'ao Chu, the Im- Censor wrote,2 "They gather and commit improprieties ad daylight. Each group is known (...) as a nien. A small onsists of from several to several dozen persons. U ovome radu istražujem Polanyijeve glavne argumente za akademsku slobodu. Akademska i politička sloboda međusobno su blisko povezane: ako država preuzme kontrolu nad znanošću, to dovodi do kolapsa same slobode u cijelome društvu. Njegovi argumenti protiv totalitarizma oslanjaju se na njegovu anti-pozitivističku filozofiju znanosti. On definira totalitarizam kao poricanje akademske slobode koje se temelji na pragmatičkom poimanju znanosti i instrumentalističkim interpretacijama moralnih vrijednosti. Polanyijeva ideja znanosti je duhovni, idealistički opis zajednice slobodnih intelektualaca koji su strastveno posvećeni potrazi za istinom i (...) imaju autonomnu zajednicu s vlastitim pravilima i autonomnim upravljanjem. Potraga za istinom radi nje same je bitan cilj znanosti, koji se može postići jedino ako znanost ostane slobodna od političkih, ideoloških i ekonomskih utejcaja. Tvrdim da Polanyijevi uvidi mogu biti relevantni i danas, kada znanost može postati instrument profitno orijentiranih praktičnih potreba umjesto potrage za istinom samom i kada se humanistika često smatra nepotrebnom.In the present essay I investigate Polanyi’s main arguments for academic freedom. Academic and political freedom are closely related to each other: if state takes control over science, it will lead to the collapse of freedom itself in the whole society. His arguments against totalitarianism rely on his anti-positivist philosophy of science. He diagnoses totalitarianism as a denial of academic freedom which is based on a pragmatist view of science and instrumentalist interpretation of moral values. Polanyi’s idea of science is a spiritual, idealistic description of a community of free intellectuals who are passionately committed to seeking the truth and have an autonomous community with its own rules and autonomous direction. Seeking the truth for its own sake is the essential goal of science, which can be accomplished only if it remains free from political, ideological and economical influences. I will argue that Polanyi’s insights can still be relevant today, when science can become an instrument of profit-oriented practical needs instead of seeking the truth itself, and the humanities are often considered unnecessary.Dans cet essai, j’examine les principaux arguments de Polany pour la liberté académique. La liberté académique et politique sont étroitement liées : si l’Etat prend le contrôle de la science, cela conduira à l’effondrement de la liberté elle-même dans toute la société. Ses arguments contre le totalitarisme reposent sur sa philosophie anti-positiviste de la science. Il diagnostique le totalitarisme comme un refus de la liberté académique fondé sur une conception pragmatique de la science et une interprétation instrumentaliste des valeurs morales. L’idée de la science de Polany est une description spirituelle, idéaliste, d’une communauté d’intellectuels libres, passionnément dédiés à la recherche de la vérité, et qui ont une communauté avec ses propres règles et une direction autonome. La recherche de la vérité pour elle-même est l’objectif essentiel de la science, ce qui peut être accompli uniquement si elle demeure libre des influences politiques, idéologiques et économiques. J’affirme que les visions de Polany peuvent toujours être pertinentes aujourd’hui, alors que la science peut devenir un instrument des besoins pratiques orientés vers le profit au lieu de chercher la vérité elle-même, et alors que les sciences humaines sont souvent considérées comme inutiles.Im präsenten Artikel gehe ich Polanyis Hauptargumentation für akademische Freiheit auf den Grund. Die akademische und politische Freiheit sind miteinander nahe verwandt: Unterzieht der Staat die Wissenschaft seiner Kontrolle, endet dies im Kollaps der Freiheit selbst in der gesamten Gesellschaft. Polanyis Begründung gegen den Totalitarismus stützt sich auf dessen antipositivistische Philosophie der Wissenschaft. Er diagnostiziert den Totalitarismus als Versagung der akademischen Freiheit, die auf dem pragmatischen Blickpunkt der Wissenschaft als auch der instrumentalistischen Interpretation der Moralwerte basiert. Polanyis Wissenschaftsvorstellung ist eine spirituelle, idealistische Schilderung einer Gemeinschaft freier Intellektueller, die sich der Suche nach Wahrheit glutvoll gewogen zeigt und über eine autonome Community mit eigenen Regeln sowie autonomer Verwaltung verfügt. Die Erkundung der Wahrheit um ihrer selbst willen repräsentiert das essenzielle Vorhaben der Wissenschaft, welches sich allein unter Bewahrung ihrer Independenz von politischen, ideologischen bzw. wirtschaftlichen Einflüssen zuwege bringen lässt. Ich halte dafür, Polanyis Einblicke hätten auch heutzutage Relevanzpotenzial, zu der Zeit, wenn sich die Wissenschaft auf ein Werkzeug des profitorientierten praktischen Begehrens reduzieren könnte, anstatt nach der Wahrheit selbst zu fahnden, und die Geisteswissenschaften gehäuft als entbehrlich abgestempelt werden. Weight- (WAZ), height- (HAZ), and BMI-for-age (BMIZ) are frequently used to assess malnutrition among children. These measures represent different categories of risk and are usually hypothesized to be affected by distinct factors, despite their inherent relatedness. Life history theory suggests weight should be sacrificed before height, indicating a demonstrable relationship among them. Here we evaluate impact of family composition and household economics on these measures of nutritional status and explore the role of WAZ as a factor in HAZ. Anthropometrics, family (...) demographics, and measures of household economy were collected from Sidama agropastoralist children in a peri-urban village in southwestern Ethiopia (n = 157; 79 girls). Just over half of the sample (50.9%) had z-scores of − 2SD or below on at least one measure, indicating an elevated risk of morbidity/mortality; 30% were at or below − 2SD on two or more measures. We used hierarchical linear regression with random intercept analysis to model WAZ and HAZ. Siblings and crop sales significantly decrease WAZ while electricity, agriculture, and polygyny improve z-scores; however, an interaction between polygyny and siblings indicates negative effects of siblings in polygynous families and positive effects in nonpolygynous ones (adj. R2 = 66.5%). For HAZ, agriculture and electricity are positively associated with z-scores whereas siblings have a negative effect; the interaction term again indicates that effects of siblings vary in polygynous and nonpolygynous families (adj. R2 = 74.2%). A mediation model exploring the role of weight in height outcomes suggests not only that WAZ has direct effects on HAZ but also that effects of electricity and agriculture on HAZ are partially mediated by WAZ. Our findings indicate that WAZ and HAZ are primarily affected by shared variables, but effects of siblings vary by polygyny status. Long-term outcomes (HAZ) among Sidama children would likely benefit from interventions focused on stabilizing WAZ across family members. (shrink)

In recent years, several scientific disciplines have been undergoing replication crises, and in response, preregistration has been offered as a solution to replicability problems. In this paper, I will draw connections between this new focus on preregistration and an older debate in the philosophy of science, namely predictivism—the thesis that predictions are epistemically superior to accommodations. Specifically, I shall argue that predictivism justifies preregistration. As it turns out, predictivists of all stripes have subtly different reasons to support preregistration. This unity (...) is significant because firstly, preregistration proponents often seem to be implicitly committed to stronger versions of predictivism, but strong predictivism has long been deemed untenable by philosophers of science. Furthermore, the efficacy of preregistration in dealing with Questionable Research Practices (QRPs) like p-hacking and HARKing is at best contentious, which blocks a straightforward empirical justification of preregistration. Although empirical validation of preregistration—which need not be based on preventing QRPs—will eventually be required, it would be nice to have a principled justification for preregistration while we await the empirical evidence. I will also argue that preregistration offers something in return to predictivism: the former bolsters the latter by serving as a counterargument to accommodationism—the antithesis of predictivism.
