In a widely cited 2003 article, DiMasi, Hansen, and Grabowski estimated the cost of pharmaceutical research and development to be $1.1 billion per new medicine coming onto the market in 2001. They also estimate that this cost is going up at a real rate of 7.4% annually. According to these estimates, the innovation cost per new medicine today is about $2.1 billion or $2.65 billion.

We study the wisdom of the crowd in three sequential decision‐making tasks: the Balloon Analogue Risk Task (BART), optimal stopping problems, and bandit problems. We consider a behavior‐based approach, using majority decisions to determine crowd behavior and show that this approach performs poorly in the BART and bandit tasks. The key problem is that the crowd becomes progressively more extreme as the decision sequence progresses, because the diversity of opinion that underlies the wisdom of the crowd is lost. We also (...) consider model‐based approaches to each task. This involves inferring cognitive models for each individual based on their observed behavior, and using these models to predict what each individual would do in any possible task situation. We show that this approach performs robustly well for all three tasks and has the additional advantage of being able to generalize to new problems for which there are no behavioral data. We discuss potential applications of the model‐based approach to real‐world sequential decision problems and discuss how our approach contributes to the understanding of collective intelligence. The theme of the dissertation is that we should not be too cautious about engaging in metaphysics of modality; what may appear to be a refusal to engage in metaphysical speculation may instead involve a commitment to epistemic consequences that we should not accept. In Part I, I argue that David Lewis's modal realism implies that scepticism towards induction is rationally unavoidable. I conclude that his theory must be rejected. ;While not endorsing Lewis's account of the nature of possible worlds, (...) I argue that the recombination principle is what is causing the problems, and that this principle will cause problems when combined with any theory of modality according to which there are objective matters of fact as to what is possible or necessary. ;I conclude that we must reject the recombination principle, and that any principle we accept in its place must be one which will not lead to inductive scepticism. This suggests that we cannot countenance any objective possibilities that contravene actual natural laws. ;In Part II, I argue that one sort of explanation is closely connected with objective possibility: A fundamental explanation for some state of affairs involves saying something about its nature that has implications for what is objectively possible. I defend a weak form of the principle of sufficient reason, according to which every state of affairs has a fundamental explanation ;I go on to recast and defend a version of the Cosmological Argument for the existence of God. This argument, on my view, is plausible only when taken as an inductive argument, and indeed, as an inference to the best explanation. I argue that the theistic hypothesis deserves to be taken seriously on its merits as an explanation; more generally, I claim that it is not sufficient grounds for rejecting any hypothesis simply to say that it involves commitments as to what is possible or necessary. A willingness to accept some such commitments is an unavoidable consequence of what we normally take to be rational ways of forming beliefs. (shrink)

William James’ Principles of Psychology, in which he made famous the ‘specious present’ doctrine of temporal experience, and Edmund Husserl’s Zur Phänomenologie des inneren Zeitbewusstseins, were giant strides in the philosophical investigation of the temporality of experience. However, an important set of precursors to these works has not been adequately investigated. In this article, we undertake this investigation. Beginning with Reid’s essay ‘Memory’ in Essays on the Intellectual Powers of Man, we trace out a line of development of ideas about (...) the temporality of experience that runs through Dugald Stewart, Thomas Brown, William Hamilton, and finally the work of Shadworth Hodgson and Robert Kelly, both of whom were immediate influences on James (though James pseudonymously cites the latter as ‘E.R. Clay’). Furthermore, we argue that Hodgson, especially his Metaphysic of Experience (1898), was a significant influence on Husserl. (shrink)

We have synthesized a 582,970-base pair Mycoplasma genitalium genome. This synthetic genome, named M. genitalium JCVI-1.0, contains all the genes of wild-type M. genitalium G37 except MG408, which was disrupted by an antibiotic marker to block pathogenicity and to allow for selection. To identify the genome as synthetic, we inserted "watermarks" at intergenic sites known to tolerate transposon insertions. Overlapping "cassettes" of 5 to 7 kilobases (kb), assembled from chemically synthesized oligonucleotides, were joined by in vitro recombination to produce intermediate (...) assemblies of approximately 24 kb, 72 kb ("1/8 genome"), and 144 kb ("1/4 genome"), which were all cloned as bacterial artificial chromosomes in Escherichia coli. Most of these intermediate clones were sequenced, and clones of all four 1/4 genomes with the correct sequence were identified. The complete synthetic genome was assembled by transformation-associated recombination cloning in the yeast Saccharomyces cerevisiae, then isolated and sequenced. A clone with the correct sequence was identified. The methods described here will be generally useful for constructing large DNA molecules from chemically synthesized pieces and also from combinations of natural and synthetic DNA segments. 10.1126/science.1151721. Although Quentin Meillassoux’s philosophy desires to be postmetaphysical and posttheological, I argue in this paper that it remains structurally theological. Specifically, I argue that Meillassoux’s speculative thesis on the contingency of nature and its laws repeats at a formal level the medieval theological distinction between God’s absolute power and God’s ordained power. The first part of this paper discusses how this distinction allowed medieval theologians such as Thomas Aquinas and Duns Scotus to understand and have faith in the stable (...) contingency of the present order of things in light of divine omnipotence. The second part of this paper discusses how Meillassoux repeats this distinction, intentionally or not, between God’s absolute power and God’s ordained power in his attempt to think the absolute contingency of the laws of nature as an effect of hyper-Chaos. Although, unlike the medieval God, Meillassoux’s hyper-Chaos remains fundamentally without reason and devoid of any moral valence, I argue in the third section of this paper that Meillassoux sneaks in an existential faith in the present and future order of things with his appeal to hope in a speculative resurrection of the dead, a move that brings him further in line with the substance of the distinction between God’s absolute power and God’s ordained power. In Hollis’ paradox, A and B each chose a positive integer and whisper their number to C. C then informs them, jointly, that they have chosen different numbers and, moreover, that neither of them are able to work out who has the greatest number. A then reasons as follows: B cannot have 1, otherwise he would know that my number is greater, and by the same reasoning B knows that I don’t have 1. But then B also cannot have 2, (...) otherwise he would know that my number is greater (since he knows I don’t have 1). This line of reasoning can be repeated indefinitely, effectively forming an inductive proof, ruling out any number – an apparent paradox. In this paper we formalise Hollis’ paradox using public announcement logic, and argue that the root cause of the paradox is the wrongful assumption that A and B assume that C’s announcement necessarily is successful. This resolves the paradox without assuming that C can be untruthful, or that A and B are not perfect reasoners, like other solutions do. There are similarities to the surprise examination paradox. In addition to a semantic analysis in the tradition of epistemic logic, we provide a syntactic one, deriving conclusions from a set of premises describing the initial situation – more in the spirit of the literature on Hollis’ paradox. The latter allows us to pinpoint which assumptions are actually necessary for the conclusions resolving the paradox. (shrink)

This chapter examines the philosophical discussion concerning the relationship between time, memory, attention, and consciousness, from Locke through the Scottish Common Sense tradition, in terms of its influence on James' development of the specious present doctrine. The specious present doctrine is the view that the present moment in experience is non punctate, but instead comprises some nonzero amount of time; it contrasts with the mathematical view of the present, in which the divide between past and future is merely a point (...) or a line with no thickness. The anonymous source for the term 'specious present' is revealed as a retired businessman-turned-amateur philosopher. The more likely source for the idea itself is a little-known philosopher, Shadworth Hollway Hodgson, who was not merely a significant influence on James but also on Husserl's development of the tripartite account of internal time consciousness. I conclude by demonstrating how James' changing views on the relationship between concepts and experience meant that by the later period of his writings, including those in which he develops his own views on pragmatism, James would have not merely noted the contrast between a mathematical conception of the present and our actual experience of it, he would have taken a further step and condoned the thick experience of the present as demonstrating the inadequacy of the intellectualized mathematical characterization. In 1773, the Scottish traveller Patrick Brydone published an account of visiting Mount Etna, in which he drew on three distinct categories of thought: the scientific, the aesthetic, and the cultural. He carried his barometer up the volcano to measure it; he was overwhelmed with awe on viewing the sunrise from its summit; and he carefully set his account in the context of different mythological and philosophical explanations of Etna, largely drawn from the writings of classical authors. In preceding centuries, (...) Thomas Burnet’s Theory of the Earth and Athanasius Kircher’s Mundus Subterraneus viewed mountains as laboratories for better understanding nature, for evoking a sense of eschatological awe, and as embedded in long traditions of cultural appreciation. Earlier still, Pietro Bembo in 1496 recounted his journey to the summit of Etna which wove together personal observation, classical insights, and aesthetic admiration. In an ancient example, the first-century anonymous Aetna poem urged readers to move beyond mythological explanations for volcanic activity and to instead enjoy true aesthetic pleasure in investigating the volcano and its causes for themselves. This article offers a close reading of these texts in order to demonstrate three key points. The first is that an intense aesthetic experience of volcanoes can be found in accounts predating the eighteenth-century articulation of the ‘natural sublime’. The second is that the compulsion to investigate and understand natural phenomena, as a key element of aesthetic appreciation, is also evident before the Enlightenment. Third, the article suggests that a sense of Etna as ‘classic ground’—as a feature which both intensified the viewer’s interest in its natural phenomena and produced an ‘interested’ aesthetic experience of its natural greatness—likewise extends back even to the ancient texts from which later travellers would draw their own cultural associations. Today the question of the moral foundations of democracy is more important then ever. In this book the author helps to explain when and why democracy is important and also gives us guidance as to how democracies ought to be shaped.

Thomas Reid , the Scottish natural and moral philosopher, was one of the founding members of the Aberdeen Philosophical Society and a significant figure in the Scottish Enlightenment. Reid believed that common sense should form the foundation of all philosophical inquiry. He criticised the sceptical philosophy propagated by his fellow Scot David Hume and the Anglo-Irish bishop George Berkeley, who asserted that the external world did not exist outside the human mind. Reid was also critical of the theory of (...) ideas propagated by Locke and Descartes, arguing that it was incompatible with physical and experiential facts. For Reid, our senses demonstrate that the external world must exist, and this work is organised in chapters examining each of the senses in turn. The book, based on his lectures, was first published in 1764 when Reid was a regent professor at King's College, Aberdeen, and was reissued in 1818. (shrink)

This thesis consists of several independent papers in population ethics. I begin in Chapter 1 by critiquing some well-known 'impossibility theorems', which purport to show there can be no intuitively satisfactory population axiology. I identify axiological vagueness as a promising way to escape or at least mitigate the effects of these theorems. In particular, in Chapter 2, I argue that certain of the impossibility theorems have little more dialectical force than sorites arguments do. From these negative arguments I move to (...) positive ones. In Chapter 3, I justify the use of a 'veil of ignorance', starting from three more basic normative principles. This leads to positive arguments for various kinds of utilitarianism - the best such arguments I know. But in general the implications of the veil depend on how one answers what I call 'the risky existential question': what is the value to an individual of a chance of non-existence? I chart out the main options, and raise some puzzles for non-comparativism, the view that life is incomparable to non-existence. Finally, in Chapter 4, I consider the consequences for population ethics of the idea that what is normatively relevant is not personal identity, but a degreed relation of psychological connectedness. In particular, I pursue a strategy based in population ethics for understanding the controversial 'time-relative interests' account of the badness of death. (shrink)

We have a variety of different ways of dividing up, classifying, mapping, sorting and listing the objects in reality. The theory of granular partitions presented here seeks to provide a general and unified basis for understanding such phenomena in formal terms that is more realistic than existing alternatives. Our theory has two orthogonal parts: the first is a theory of classification; it provides an account of partitions as cells and subcells; the second is a theory of reference or intentionality; it (...) provides an account of how cells and subcells relate to objects in reality. We define a notion of well-formedness for partitions, and we give an account of what it means for a partition to project onto objects in reality. We continue by classifying partitions along three axes: (a) in terms of the degree of correspondence between partition cells and objects in reality; (b) in terms of the degree to which a partition represents the mereological structure of the domain it is projected onto; and (c) in terms of the degree of completeness with which a partition represents this domain. I consider cases where you increase the risk that, e.g., someone will die, without increasing the risk that you will kill them: in particular, cases in which that increasing of risk is accompanied by a decreasing of risk of the same degree such that the risk imposition has been offset. I defend the moral legitimacy of such offsetting, including carbon-offsetting.

This article discusses mechanisms and principles for assignment of moral responsibility to intelligent robots, with special focus on military robots. We introduce the concept autonomous power as a new concept, and use it to identify the type of robots that call for moral considerations. It is furthermore argued that autonomous power, and in particular the ability to learn, is decisive for assignment of moral responsibility to robots. As technological development will lead to robots with increasing autonomous power, we should be (...) prepared for a future when people blame robots for their actions. It is important to, already today, investigate the mechanisms that control human behavior in this respect. The results may be used when designing future military robots, to control unwanted tendencies to assign responsibility to the robots. Independent of the responsibility issue, the moral quality of robots’ behavior should be seen as one of many performance measures by which we evaluate robots. How to design ethics based control systems should be carefully investigated already now. From a consequentialist view, it would indeed be highly immoral to develop robots capable of performing acts involving life and death, without including some kind of moral framework. (shrink)

The fourteenth-century thinker Thomas Bradwardine is well known in both the history of science and the history of theology. The first of the Merton Calculators (mathematical physicists) and passionate defender of the Augustinian doctrine of salvation through grace alone, he was briefly archbishop of Canterbury before succumbing to the Black Death in 1349. This new edition of his Insolubilia, made from all thirteen known manuscripts, shows that he was also a logician of the first rank. The edition is accompanied (...) by a full English translation. In the treatise, Bradwardine considers and rejects the theories of his contemporaries about the logical puzzles known as 'insolubles,' and sets out his own solution at length and in detail. In a substantial introduction, Stephen Read describes Bradwardine's analysis, compares it with other more recent theories, and places it in its historical context. The text is accompanied by three appendices, the first of which is an extra chapter found in two manuscripts (and partly in a third) that appears to contain further thoughts by Bradwardine himself. The second contains an extract from Ralph Strode's Insolubilia, composed in the 1360s, repeating and enlarging on Bradwardine's text; and the third consists of an anonymous text that applies Bradwardine's solution to a succession of different insolubles"--P. There is sometimes a sense in which one theory posits ‘less structure’ than another. Philosophers of science have recently appealed to this idea both in the debate about equivalence of theories and in discussions about structural parsimony. But there are a number of different proposals currently on the table for how to compare the ‘amount of structure’ that different theories posit. The aim of this paper is to compare these proposals against one another and evaluate them on their own merits.

This article explores the ‘no-self alternative’ in the debate on the metaphysical and phenomenological concept of the self. It suggests that the no-self alternative may not be an alternative at all and it could simply be the default assumption for all rational approaches to self-consciousness and subjectivity. It outlines several different anti-realist arguments about the self and explains why the idea that there are no selves is counter-intuitive. It shows why the intuitions of phenomenology are traceable to the contingent fact (...) about the causal structure of our brains, which induces in each of us a first-person perspective that makes it difficult to deny the existence of selves. The notion that genetics, through natural selection, determines innate traits has led to much debate and divergence of thought on the impact of innate traits on the human phenotype. The purpose of this synthesis was to examine how innate theory informs genetic research and how understanding innate theory through the lens of Martha Rogers’ theory of unitary human beings can offer a contemporary view of how innate traits can inform epigenetic and genetic research. We also propose a new conceptual model (...) for genetic and epigenetic research. The philosophical, theoretical, and research literatures were examined for this synthesis. We have merged philosophical and conceptual phenomena from innate theory with the theory of unitary beings into the University of Illinois at Chicago model for genetic and epigenetic research. Innate traits are the cornerstone of the framework but may be modified epigenetically by biological, physiological, psychological, and social determinants as they are transcribed. These modifiers serve as important links between the concept of innate traits and epigenetic modifications, and, like the theory of unitary human beings, the process is understood in the context of individual and environmental interaction that has the potential to evolve as the determinants change. In several jurisdictions, sex offenders may be offered chemical castration as an alternative to further incarceration. In some, agreement to chemical castration may be made a formal condition of parole or release. In others, refusal to undergo chemical castration can increase the likelihood of further incarceration though no formal link is made between the two. Offering chemical castration as an alternative to further incarceration is often said to be partially coercive, thus rendering the offender’s consent invalid. The dominant response to (...) this objection has been to argue that any coercion present in such cases is compatible with valid consent. In this article, we take a different tack, arguing that, even if consent would not be valid, offering chemical castration will often be supported by the very considerations that underpin concerns about consent: considerations of autonomy. This is because offering chemical castration will often increase the offender’s autonomy, both at the time the offer is made and in the future. (shrink)

In his 1844 Economic and Philosophic Manuscripts, Marx famously claims that the human being is or has a ‘Gattungswesen.’ This is often understood to mean that the human being is a ‘species-being’ and is determined by a given ‘species-essence.’ In this chapter, I argue that this reading is mistaken. What Marx calls Gattungswesen is precisely not a ‘species-being,’ but a being that, in a very specific sense, transcends the limits of its own given species. This different understanding of the genus-character (...) of the human being opens up a new perspective on the naturalism of the early Marx. He is not informed by a problematic speciesist and essentialist naturalism, as is often assumed, but by a different form of naturalism which I propose to call ‘dialectical naturalism.’ The chapter starts (I) by developing Hegel’s account of genus which provides us with a useful background for (II) understanding Marx’s original notion of a genus-being and its practical, social, developmental character. In the last section, I show that (III) the actualization of our genus-being thus depends on the production of a specific type of ‘second nature’ that is at the heart of Marx’s dialectical naturalism. Throughout his philosophical development, Wittgenstein was more concerned with language than with any other topic. No other philosopher has been as influential on our understanding of the deep problems surrounding language, and yet the true significance of his writing on the subject is difficult to assess, since most of the current debates regarding language tend to overlook his work. In this book, Thomas McNally shows that philosophers of language still have much to learn from Wittgenstein's later writings. In recent years, there has been a surge of high-profile publications on applications of artificial intelligence (AI) systems for medical diagnosis and prognosis. While AI provides various opportunities for medical practice, there is an emerging consensus that the existing studies show considerable deficits and are unable to establish the clinical benefit of AI systems. Hence, the view that the clinical benefit of AI systems needs to be studied in clinical trials—particularly randomised controlled trials (RCTs)—is gaining ground. However, an issue that (...) has been overlooked so far in the debate is that, compared with drug RCTs, AI RCTs require methodological adjustments, which entail ethical challenges. This paper sets out to develop a systematic account of the ethics of AI RCTs by focusing on the moral principles of clinical equipoise, informed consent and fairness. In this article I take on the “Transcendentalist Challenge” to naturalized phenomenology, highlighting how the ontological and methodological commitments of Merleau-Ponty’s philosophy point in the direction of an integration of the transcendental and the scientific, thus making room for a productive exchange between philosophy and psychological science when it comes to understanding consciousness and its place in nature. Discussing various conceptions of naturalized phenomenology, I argue that what I call an “Integrationist View” is required if we are to make sense (...) of the possibility of productive exchange between phenomenology and the sciences. My main argument is that if we conceive of consciousness as a structure of behavior ontologically prior to the distinctions between objectivity and subjectivity and third- and first-person perspectives, we arrive at a view of the transcendental as not essentially separate from the domain of science, but rather as contingent organizational norms of empirical nature that are best illuminated through a dialectical exchange between phenomenological and scientific approaches. I end by showing how Merleau-Ponty’s engagement with the “Schneider case” in an example of such an integration. (shrink)

Thomas Murray's graceful and humane book illuminates one of the most morally complex areas of everyday life: the relationship between parents and children. What do children mean to their parents, and how far do parental obligations go? What, from the beginning of life to its end, is the worth of a child? Ethicist Murray leaves the rarefied air of abstract moral philosophy in order to reflect on the moral perplexities of ordinary life and ordinary people. How can we weigh the competing claims of the genetic and the rearing parents to a particular child? _The Worth of a Child_ couples impressive learning with a conversational style. Only by getting down to cases, Murray insists, can we reach moral conclusions that are unsentimental, farsighted, and just. In an era of intense public and private acrimony about the place and meaning of "family values," his practical wisdom about extraordinary difficult moral issues offers compelling reading for both experienced and prospective parents, as well as for ethicists, social and behavioral scientists, and legal theorists.
