How do states build a security apparatus after violent resistance against state rule? This article argues that in early periods of state building two main factors shape the process: the macro-strategic goals of the state and administrative challenges of personnel management. These dynamics are studied in the context of the establishment of police forces in the settler colony of German Southwest Africa, present-day Namibia. The empirical analysis relies on information about the location of police stations and a near full census (...) of police forces, compiled from the German Federal Archives. A mismatch is found between the allocation of police presence and the allocation of police personnel. The first was driven by the strategic value of locations in terms of extractive potential, political importance, and the presence of critical infrastructure, whereas the allocation of individual officers was likely affected by adverse selection, which led to the assignment of low-quality recruits to strategically important locations. Adorno notoriously asserted that there is no 'right' life in our current social world. This assertion has contributed to the widespread perception that his philosophy has no practical import or coherent ethics, and he is often accused of being too negative. Fabian Freyenhagen reconstructs and defends Adorno's practical philosophy in response to these charges. He argues that Adorno's deep pessimism about the contemporary social world is coupled with a strong optimism about human potential, and that this optimism explains his (...) negative views about the social world, and his demand that we resist and change it. He shows that Adorno holds a substantive ethics, albeit one that is minimalist and based on a pluralist conception of the bad - a guide for living less wrongly. Ficin reprendra donc le texte du Banquet platonicien, afin de le (...) commenter sous l�angle d�une nouvelle «fantasmatique des images amoureuses», qui définit la nature astrologique des rapports entre les amants et peut finalement conduire à la mélancolie amoureuse. Chez Ficin, le recours aux Anciens est multiple, surtout dans le domaine de la théorie de l�amour, mais leur philosophie est reçue et réinterprétée, bien que d�une manière conflictuelle, dans le cadre de la théologie chrétienne traditionnelle. Perceptual representations are either correct or incorrect. Their correctness depends on their content and on the way the world is. Teleosemantics delivers compelling explanations of why our perceptual representations have contents, whereby it assigns the notion of "function" a central explanatory role. The author of this thesis engages in the search for a theory of function suited for this purpose. This book offers an original account of a distinctly republican theory of social and global justice. The book starts by exploring the nature and value of Hegelian recognition theory. It shows the importance of that theory for grounding a normative account of free and autonomous agency. It is this normative account of free agency which provides the groundwork for a republican conception of social and global justice, based on the core-ideas of freedom as non-domination and autonomy as non-alienation. As the (...) author argues, republicans should endorse a sufficientarian account of social justice, which focuses on the nature of social relationships and their effects on people's ability to act freely and realize their fundamental interests. On the global level, the book argues for the cosmopolitan extension of the republican principles of non-domination and non-alienation within a multi-level democratic system. In so doing, the book addresses a major gap in the existing literature, presenting an original theory of justice, which combines Hegelian recognition theory and republican ideas of freedom, and applying this hybrid theory to the global domain. Fabian Schuppert creates a grand synthesis uniting neo-republican insights on freedom with Hegelian recognition theory. The result is an account of agency that arises from the idea of non-domination whose aim it is to safeguard individual freedom. When combined with Hegelian recognition theory a social focus also emerges. This amalgam comments on many of the major disputes concerning global justice from a cosmopolitan perspective. Because of the broad scope and the many contemporary discussions engaged this book will be of keen interest to scholars as well as a welcome addition to the classroom. (shrink)

Teleosemantic theories aim to naturalize mental representation through the use of functions, typically based on past selection processes. However, the historical dependence of these theories has faced severe criticism, leading some philosophers to develop ahistorical alternatives. -/- This paper presents a new dilemma for all ahistorical teleosemantic theories, focusing in particular on the theories proposed by Timothy Schroeder and Bence Nanay. These theories require certain dispositions in the producers or consumers of mental representations. But the appeal to dispositions puts the (...) proponents in an undesirable position: mental content is either overly dependent on current circumstances or ultimately dependent on historical factors. This Chapter presents an analysis of the idea of social pathology and its role in Frankfurt School Critical Theory. I suggest that this idea can set Critical Theory apart from mainstream liberal approaches, but also note the challenges involved in doing so, urging a return to its original, interdisciplinary program.

The problem of algorithmic fairness is typically framed as the problem of finding a unique formal criterion that guarantees that a given algorithmic decision-making procedure is morally permissible. In this paper, I argue that this is conceptually misguided and that we should replace the problem with two sub-problems. If we examine how most state-of-the-art machine learning systems work, we notice that there are two distinct stages in the decision-making process. First, a prediction of a relevant property is made. Secondly, a (...) decision is taken based (at least partly) on this prediction. These two stages have different aims: the prediction is aimed at accuracy, while the decision is aimed at allocating a given good in a way that maximizes some context-relative utility measure. Correspondingly, two different fairness issues can arise. First, predictions could be biased in discriminatory ways. This means that the predictions contain systematic errors for a specific group of individuals. Secondly, the system’s decisions could result in an allocation of goods that is in tension with the principles of distributive justice. These two fairness issues are distinct problems that require different types of solutions. I here provide a formal framework to address both issues and argue that this way of conceptualizing them resolves some of the paradoxes present in the discussion of algorithmic fairness. (shrink)

La supervivencia académica de la filosofía está sometida actualmente en Argentina a una presión impuesta por criterios de productividad e impacto alentados a través del rediseño en curso del sistema científico. Si bien este proceso en desarrollo creciente atañe a las ciencias básicas en general, puede advertirse que aspectos específicos de la elaboración del conocimiento filosófico, incluyendo sus períodos de tiempo y criterios de validación tradicionales, son difícilmente compatibles con una idea de conocimiento socialmente dominante cada vez más orientada a (...) la aplicación y al retorno económico de la inversión en ciencia. En este contexto, es dudoso que la filosofía pueda apelar a justificaciones como la de la “potencial utilidad”, que tienen a su alcance otras ciencias básicas. Hay dos cuestiones candentes y conjuntas que considerar aquí: ¿qué hace de la filosofía todavía hoy una forma del saber socialmente aceptable?, y ¿por qué el estado tiene que seguir manteniendo con fondos públicos esa disciplina dentro de las instituciones académicas? En este artículo me propongo esbozar una justificación posible del papel que puede caberle a la filosofía en el contexto actual ; sugiero que esa justificación proviene de la necesidad de revisar críticamente la idea dominante del saber y apunta a reformular el proyecto del ideal humano de racionalidad. Ontology development methodologies emphasise knowledge gathering from domain experts and documentary resources, and knowledge representation using an ontology language such as OWL or FOL. However, working ontologists are often surprised by how challenging and slow it can be to develop ontologies. Here, with a particular emphasis on the sorts of ontologies that are content-heavy and intended to be shared across a community of users (reference ontologies), we propose that a significant and heretofore under-emphasised contributor of challenges during ontology development is (...) the need to create, or bring about, consensus in the face of disagreement. For this reason reference ontology development cannot be automated, at least within the limitations of existing AI approaches. Further, for the same reason ontologists are required to have specific social-negotiating skills which are currently lacking in most technical curricula. (shrink)

© Editorial matter and selection, 2008 Deborah Cook. Introduction Moral philosophy used to be full of promises. In ancient times, it aimed at providing a guide to the good life that integrated moral matters with other concerns. In modern times, it set out to present a supreme principle of morality from which a full-blown system of obligations and permissions was meant to be derived, guiding or constraining our conduct. However, if Adorno is to be believed, the promises of moral philosophy (...) have not been fulfilled: neither the good life, nor even the moral life, is currently available. In this sense, his position can be characterized as a negative moral philosophy. What makes this position interesting is why Adorno thinks that both the good life and the moral life are blocked and what implications he draws from this in terms of criticizing the dominant strands of modern moral philosophy and suggesting how we should live our distorted and deformed lives. In this chapter we shall look at each of these aspects and ask the following questions: 1. Why can no one live the right life in our current social world? 2. Why does the task of moral philosophy today consist essentially in the critique of moral philosophy? 3. Does Adorno say anything about how we should live, or is his negative moral philosophy devoid of any practical guidance? The impossibility of right living today Adorno is not alone in thinking that something is problematic about ethical practice and theory in the modern social world. For example, contemporary Aristotelians often lament the breakdown of traditional social practices which underwrote the exercise of the virtues. (shrink)

In a short passage towards the end of her book ›Intention‹ Elizabeth Anscombe briefly discusses the topic of »practical knowledge« in the sense of knowledge-how. I interpret this passage within the context of the general argument of Intention. I argue that although this passage seems to be only loosely connected to the main topic of the book and to Anscombe’s own understanding of the term »practical knowledge«, it contains a central insight: the thought that practical knowledge in Anscombe’s understanding of (...) the term and what Ryle calls »knowledge-how« are not independently conceivable. Or, to put it more generally: Anscombe thinks that, at least when it comes to intentional action, the metaphysical concepts of form and capacity are mutually dependent and neither of the two can form the basis of a satisfactory discussion of the topic of rational action on its own. In this paper, I describe and discuss two mental phenomena which are somewhat neglected in the philosophy of mind: focused daydreaming and mind-wandering. My aim is to show that their natures are rather distinct, despite the fact that we tend to classify both as instances of daydreaming. The first difference between the two, I argue, is that, while focused daydreaming is an instance of imaginative mental agency, mind-wandering is not—though this does not mean that mind-wandering cannot involve mental agency at (...) all. This personal-level difference in agency and purposiveness has, furthermore, the consequence that instances of mind-wandering do not constitute unified and self-contained segments of the stream of consciousness—in stark contrast to focused daydreams. Besides, the two kinds of mental phenomena differ in whether they possess a narrative structure, and in how we may make sense of the succession of mental episodes involved. (shrink)

The uncertainty associated with paradigmatic families has been shown to correlate with their phonetic characteristics in speech, suggesting that representations of complex sublexical relations between words are part of speaker knowledge. To better understand this, recent studies have used two-layer neural network models to examine the way paradigmatic uncertainty emerges in learning. However, to date this work has largely ignored the way choices about the representation of inflectional and grammatical functions (IFS) in models strongly influence what they subsequently learn. To (...) explore the consequences of this, we investigate how representations of IFS in the input-output structures of learning models affect the capacity of uncertainty estimates derived from them to account for phonetic variability in speech. Specifically, we examine whether IFS are best represented as outputs to neural networks (as in previous studies) or as inputs by building models that embody both choices and examining their capacity to account for uncertainty effects in the formant trajectories of word final [ɐ], which in German discriminates around sixty different IFS. Overall, we find that formants are enhanced as the uncertainty associated with IFS decreases. This result dovetails with a growing number of studies of morphological and inflectional families that have shown that enhancement is associated with lower uncertainty in context. Importantly, we also find that in models where IFS serve as inputs—as our theoretical analysis suggests they ought to—its uncertainty measures provide better fits to the empirical variance observed in [ɐ] formants than models where IFS serve as outputs. This supports our suggestion that IFS serve as cognitive cues during speech production, and should be treated as such in modeling. It is also consistent with the idea that when IFS serve as inputs to a learning network. This maintains the distinction between those parts of the network that represent message and those that represent signal. We conclude by describing how maintaining a “signal-message-uncertainty distinction” can allow us to reconcile a range of apparently contradictory findings about the relationship between articulation and uncertainty in context. This book collects published and unpublished work over the last dozen years by one of today's most distinguished and provocative anthropologists. Johannes Fabian is widely known outside of his discipline because his work so often overcomes traditional scholarly boundaries to bring fresh insight to central topics in philosophy, history, and cultural studies. The first part of the book addresses questions of current critical concern. The second part extends the work of critique into the past by examining the beginning of (...) modern ethnography in the exploration of Central Africa during the late nineteenth century: the justification of a scientific attitude and the collecting of ethnographic objects. A final essay examines how the Congolese have returned the 'imperial gaze' of Belgium by the work of critical memory in popular history. Over the last two decades, Axel Honneth has written extensively on the notion of social pathology, presenting it as a distinctive critical resource of Frankfurt School Critical Theory, in which tradition he places himself, and as an alternative to the mainstream liberal approaches in political philosophy. In this paper, I review the developments of Honneth's writing on this notion and offer an immanent critique, with a particular focus on his recent major work "Freedom's Right". Tracing the use of, and problems (...) internal to, Honneth's concept of social pathology serves to demonstrate his increasing reformism. It also serves to catalogue some of the dead ends that Critical Theory should avoid in taking up the idea of social pathology. The implication is not that this idea should be dropped. Rather, the paper is undertaking the necessary step of clearing the ground for further progress to take place on the question of what role the idea of social pathology can and should play in Critical Theory. The paper is critical in nature (and relentlessly so), but ultimately serves a constructive purpose. (shrink)

In this article, I defend the view that we can acquire factual knowledge – that is, contingent propositional knowledge about certain (perceivable) aspects of reality – on the basis of imaginative experience. More specifically, I argue that, under suitable circumstances, imaginative experiences can rationally determine the propositional content of knowledge-constituting beliefs – though not their attitude of belief – in roughly the same way as perceptual experiences do in the case of perceptual knowledge. I also highlight some philosophical consequences of (...) this conclusion, especially for the issue of whether imagination can help us to learn something from fictions. (shrink)

This paper critically examines the metaphorical use of medical terms in philosophy. Three examples selected from distinct philosophical contexts demonstrate that such terms have been employed as metaphors both to describe the practice of philosophising and historically to diagnose philosophical positions. The selected examples are (i) the title of Avicenna’s main philosophical work, The Book of Healing, (ii) the criticism of medical metaphors in Enlightenment philosophy, and (iii) recent historical diagnoses in philosophy. The underlying epistemological assumptions of all three contexts (...) are reconstructed to critically analyse the medical metaphors. Through this tripartite synopsis, I arrive at a normative conclusions medical metaphors, such as the “healing of the soul” or “pathology of reason”, do not stand up to the critique of Enlightenment and are obsolete against the theoretical background of my reference texts.
