Following an introduction to international law regarding the use of force, the author examines the impact of post-9/11 practice, focusing on the right of self-defence. After critically reviewing operation Enduring Freedom, the U.S. National Security Strategy, the ‘Yemen strike’ and the war in Iraq, including the justifications offered for these actions and the international responses to them, as well as developments in NATO and the EU, he concludes that there is a tendency towards a broader interpretation of the right of (...) self-defence, in that this right may be extended to attacks by non-state actors and such attacks may be more easily attributed to states that support such actors. However, the author submits that this interpretation has not yet been sufficiently affirmed to have changed the law, that the rules of the UN Charter still accurately reflect the law and that there is insufficient support for a right of anticipatory or pre-emptive self-defence. Finally, he recommends strengthening the effectiveness of the Security Council and regional organizations such as the EU and NATO to avoid the risk of a true deregulation of the use of force. Proponents of epistocracy claim that amplifying the political power of politically knowledgeable citizens can mitigate some of the harmful effects of widespread political ignorance, since being politically knowledgeable improves one’s ability to make sound political decisions. But many critics of epistocracy suggest that we have no reason to expect it to make better decisions than democracy, for those who are politically knowledgeable can also possess other attributes that compromise their ability to make sound political decisions. This is one version of (...) the Demographic Objection to epistocracy, and in this paper I argue that the reasoning which underlies it generalizes in such a way that it applies not only to epistocracy, but also to democracy. Thus, there are demographic objections to both epistocracy and democracy. I argue that such demographic objections to democracy have important and overlooked implications. Among other things, they imply that we should be skeptical about the arguments of epistemic democrats; they count against proposals to democratize extant epistocratic practices and institutions; and they even count against certain democratic reforms taking place within a wholly democratic framework. We discuss the case against Factorism, which is the standard assumption in quantum mechanics that the labels of the $$\otimes$$ ⊗ -factor Hilbert-spaces in direct-product Hilbert-spaces of composite physical systems of similar particles refer to particles, either directly or descriptively. We distinguish different versions of Factorism and argue for their truth or falsehood. In particular, by introducing the concepts of snapshot Hilbert-space and Schrödinger-movie, we demonstrate that there are Hilbert-spaces and $$\otimes$$ ⊗ -factorisations where the labels do refer, even descriptively, (...) to similar particles, which renders them probabilistically absolutely discernible. This article presents a framework of ethical analysis for anticipatory evaluation of advanced biopreservation technologies and employs the framework illustratively in three domains. The framework features four clusters of general ethical considerations: (1) Producing Benefits, Minimizing Harms, Balancing Benefits, Risk, and Costs; (2) Justice, Fairness, Equity; (3) Respect for Autonomy; and (4) Transparency, Trustworthiness, and Public Trust.

The reversible processes of mechanics are used to define an order among temporally separated events, which is invariant under reversals of time direction. So long as consideration is limited to a single isolated system, a time ensemble, the transfer of the reversibility of the constituent processes of such a system to the system as a whole makes it impossible to define time direction (...) by means of the entropy curve. The directionality of time, accordingly, can only be defined as the direction of the entropy increase of multiple systems, of a space ensemble. A macrostatistical definition of time direction is then based upon the causal relation. The author's view of causation is non-deterministic: the conjunction of two events is caused if they occur together more frequently than can be expected from their chance coincidence. A central issue of cognitive neuroscience is to understand how a large collection of coupled neurons combines external signals with internal memories into new coherent patterns of meaning. An external stimulus localized at some input spreads over a large assembly of coupled neurons, building up a collective state univocally corresponding to the stimulus. Thus, the synchronization of spike trains of many individual neurons is the basis of a coherent perception. Based on recent investigations of homoclinic chaotic systems and their synchronization, (...) a novel conjecture for the dynamics of single neurons and, consequently, for neuron assemblies is formulated. Homoclinic chaos is proposed as a suitable way to code information in time by trains of equal spikes occurring at apparently erratic times. In order to classify the set of different perceptions, the percept space can be given a metric structure by introducing a distance measure between distinct percepts. The distance in percept space is conjugate to the duration of the perception in the sense that an uncertainty relation in percept space is associated with time-limited perceptions. This coding of different percepts by synchronized spike trains entails fundamental quantum features which are not restricted to microscopic phenomena. It is conjectured that they are related to the details of the perceptual chain rather than depending on Planck's action. (shrink)
