The creation of increasingly complex artificial intelligence (AI) systems raises urgent questions about their ethical and social impact on society. Since this impact ultimately depends on political decisions about normative issues, political philosophers can make valuable contributions by addressing such questions. Currently, AI development and application are to a large extent regulated through non-binding ethics guidelines penned by transnational entities. Assuming that the global governance of AI should be at least minimally democratic and fair, this paper sets out three desiderata (...) that an account should satisfy when theorizing about what this means. We argue, first, that an analysis of democratic values, political entities and decision-making should be done in a holistic way; second, that fairness is not only about how AI systems treat individuals, but also about how the benefits and burdens of transformative AI are distributed; and finally, that justice requires that governance mechanisms are not limited to AI technology, but are incorporated into a range of basic institutions. Thus, rather than offering a substantive theory of democratic and fair AI governance, our contribution is metatheoretical: we propose a theoretical framework that sets up certain normative boundary conditions for a satisfactory account. In his theory of evolution, Darwin recognized that the conditions of life play a role in the generation of hereditary variations, as well as in their selection. However, as evolutionary theory was developed further, heredity became identified with genetics, and variation was seen in terms of combinations of randomly generated gene mutations. We argue that this view is now changing, because it is clear that a notion of hereditary variation that is based solely on randomly varying genes that are unaffected (...) by developmental conditions is an inadequate basis for evolutionary theories. Such a view not only fails to provide satisfying explanations of many evolutionary phenomena, it also makes assumptions that are not consistent with the data that are emerging from disciplines ranging from molecular biology to cultural studies. These data show that the genome is far more responsive to the environment than previously thought, and that not all transmissible variation is underlain by genetic differences. In Evolution in Four Dimensions (2005) we identify four types of inheritance (genetic, epigenetic, behavioral, and symbol-based), each of which can provide variations on which natural selection will act. Some of these variations arise in response to developmental conditions, so there are Lamarckian aspects to evolution. We argue that a better insight into evolutionary processes will result from recognizing that transmitted variations that are not based on DNA differences have played a role. This is particularly true for understanding the evolution of human behavior, where all four dimensions of heredity have been important. (shrink)

Contrary to the widespread concern about over-treatment at the end of life, today, patient preferences for palliative care at the end of life are frequently respected. However, ethically challenging situations in the current healthcare climate are, instead, situations in which a competent patient requests active treatment with the goal of life-prolongation while the physician suggests best supportive care only. The argument of futility has often been used to justify unilateral decisions made by physicians to withhold or withdraw life-sustaining treatment. However, (...) we argue that neither the concept of futility nor that of patient autonomy alone is apt for resolving situations in which physicians are confronted with patients' requests for active treatment. Instead, we integrate the relevant arguments that have been put forward in the academic discussion about ‘futile’ treatment into an ethical algorithm with five guiding questions: (1) Is there a chance that medical intervention will be effective in achieving the patient's treatment goal? (2) How does the physician evaluate the expected benefit and the potential harm of the treatment? (3) Does the patient understand his or her medical situation? (4) Does the patient prefer receiving treatment after evaluating the benefit-harm ratio and the costs? (5) Does the treatment require many resources? This algorithm shall facilitate approaching patients' requests for treatments deemed futile by the physician in a systematic way, and responding to these requests in an ethically appropriate manner. It thereby adds substantive considerations to the current procedural approaches of conflict resolution in order to improve decision making among physicians, patients and families. (shrink)

The declaration of the COVID-19 pandemic by the World Health Organization on March 11, 2020, led to unprecedented events. All regions of the world participated in implementing preventive health measures such as physical distancing, travel restrictions, self-isolation, quarantines, and facility closures. The pandemic started global disruption of socio-economic systems, covering the postponement or cancellation of public events, supply shortages, schools and universities’ closure, evacuation of foreign citizens, a rise in unemployment and inflation, misinformation, the anti-vaccine movement, and incidents of discrimination (...) toward people affected by or suspected of having coronavirus disease. Attempts have been made to protect the oldest age group at risk, but in many cases, this has led to over-restriction and age discrimination. The rationale for working on the Research Topic "Socio-economic systems in the post-pandemic world: Design thinking, strategic planning, management, and public policy" was the need to start reflecting on resilience and lessons learned from this public health event that revealed the global unpreparedness in critical areas. Also, the pandemic triggered both top-down and bottom-up responses that needed more in-depth analyzes. This Research Topic covers interdisciplinary contributions addressing new thinking, challenges, and transformations required for post-pandemic global, national, regional, and local realities. The presented Research Topic combines studies focused on recognizing the actions and interventions leading to the recovery of socio-economic systems during the tail end and after the pandemic. The studies delivered recommendations regarding, among others, the care of vulnerable, planning socio-economic restart, and imagining the "new normal.". (shrink)

The debate on abortion has tended to avoid the psychological significance of an unwanted pregnancy, dominated istead by the strong emotions the subject excites. Eva Pattis Zoja examines the thoughts that surround a woman's decision to end a pregnancy, and presents the challenging thesis that voluntary abortion can often be a violent and unconscious act of self-realisation. Treating a theme which is central to our existence, the author makes no attempt to argue for or against, or to deny the painful (...) nature of the subject which she tackles, but instead looks at the way in which a decision to abort can affect a woman's inner life. The literature on sensory processing disorders in institutionalized infants highlights the impact of early deprivation on infant perception. Through a Merleau-Pontian, hyperdialectic analysis of the extraordinary development of infant perception under circumstances of severe deprivation the intimate link between environmental affordances and perceptual systems becomes apparent. This paper offers an updated reading of Merleau-Ponty’s late work as a philosophy of systems and outlines some fertile philosophical concepts and methods developed by Merleau-Ponty in The visible and the Invisible. Merleau-Ponty’s concept of (...) the chiasm, understood from a systems perspective, and his method of the hyperdialectic are applied in a child case study of an infant who suffered severe neglect in a Romanian orphanage. Philosophy according to the?universal concept? deals with questions generally asked not only by philosophers, but by all thinking people.

It is common for religiously motivated actions to be specially protected by law. Many legal theorists have asked why: what makes religion special? What makes it worthy of toleration over and above other non-religious deeply held convictions? The answer I put forward is that religions’ alleged afterlife consequences call for a principle of toleration that warrants special legal treatment. Under a Rawlsian principle of toleration, it is reasonable for those in the original position to opt for principles of justice that (...) accommodate actions with alleged afterlife consequences. And, under a utilitarian principle of toleration, a greater psychological harm is eased by such accommodations. Additionally, this alleged afterlife consequence is found in most of the religions that are thought to warrant some level of special toleration—not only do the Abrahamic religions have alleged afterlife consequences, but many eastern religions do as well, e.g. reincarnation. A comprehensive exploration of theories of citizenship and inclusiveness in an age of globalization. The authors analyze democracy and the political community in a transnational context, using new critical, conceptual and normative perspectives on the borders, territories and political agents of the state.

The intent of this chapter is to suspend the belief in the goodness of literacy -- our chirographic bias -- in order to gain a deeper understanding of how the engagement with texts structures human consciousness, and particularly the minds of children. In the following pages literacy (a term which in this chapter refers to the ability to read and produce written text) is discussed as a consciousness altering technology. A phenomenological analysis of the act of reading shows the child’s (...) engagement with texts as a perceptual as well as a symbolic event that builds upon but also alters children’s speech acts. Speaking and reading are both forms of language use, but with different configurations of perceptual and symbolic qualities. Children’s literature uses textual technology and, intentionally or not, participates in structuring children’s pre-literate minds. Some of its forms, such as picture books and early readers, are directly intended to bridge the gap between the pre-literate listener and the literate reader and ease the transition into the literate state. It is my hope that the phenomenological analysis of the experiences of speaking and reading might help us understand more clearly how children’s literature impacts the minds of children. Such an analysis can awaken a critical awareness of the power that letters wield as they shape the reader’s psychological reality, and it can sharpen our sense of wonder about the metamorphosis of language from speaking to writing. After describing the philosophical background of Kerry's work, an account is given of the way Kerry proposed to supplement Bolzano's conception of logic with a psychological account of the mental acts underlying mathematical judgements.In his writings Kerry criticized Frege's work and Kerry's views were then attacked by Frege.The following two issues were central to this controversy: (a) the relation between the content of a concept and the object of a concept; (b) the logical roles of the definite article. Not only (...) did Frege in 1892 offer an unconvincing solution to Kerry's puzzle concerning 'the concept horse' but he also overlooked the many criticisms levelled by Kerry against the notion of an (indefinite) extension on which his own definition of number was based. In this paper we compare Kierkegaard’s and Marx’s views on social reform. Then we argue that Kierkegaard’s own reasoning is consistent with the expression of neighbor-love through collective action, i.e. social reform. However, Kierkegaard’s approach to social reform would be vastly different than Marx’s. We end by reviewing several questions that Kierkegaardian social reformers would ask themselves. Our hope is that this exploration will provide helpful insights into how those who genuinely love their neighbors ought to seek the common good (...) through collective action. (shrink)

Burgess kritisiert Kurt Gödels Begriff der mathematischen oder rationalen Anschauung und erläutert, warum heuristische Intuition dasselbe leistet wie rationale Anschauung, aber ganz ohne ontologisch überflüssige Vorannahmen auskommt. Laut Burgess müsste Gödel einen Unterschied zwischen rationaler Anschauung und so etwas wie mathematischer Ahnung, aufzeigen können, die auf unbewusster Induktion oder Analogie beruht und eine heuristische Funktion bei der Rechtfertigung mathematischer Aussagen einnimmt. Nur, wozu benötigen wir eine solche Annahme? Reicht es nicht, wenn die mathematische Intuition als Heuristik funktioniert? Für (...) Gödel sind Mengen Extensionen von Begriffen und er beharrt beispielsweise auf dem ontologischen Objektstatus von Mengen, weil Denken für ihn einen Input benötigt, den es selbst nicht zu liefern im Stande ist. Im Falle der mathematischen Anschauung darf dieser Input allerdings nicht subjektiv kontingent sein, wenn es sich um objektiv gültige Theorien handeln soll. (Zudem vertritt Gödel eine Korrespondenztheorie der Wahrheit.) Der Begriff der heuristischen Intuition, den Burgess expliziert, stammt hingegen nicht zuletzt aus der kognitiven Psychologie, der bei der Verarbeitung impliziter, also unbewusster Informationen ansetzt und so das menschliche Vermögen erklärt, Entscheidungen und Urteile zu fällen, ohne sich der Urteilsgrundlagen bewusst zu sein. Über den ontologischen oder erkenntnistheoretischen Status dieser Urteilsgrundlagen sagen diese Theorien nichts aus. Sie könnten auch subjektiv kontingent zustande gekommen sein. Ihr normativer Anspruch ergibt sich lediglich aus „dem Funktionieren“, nicht daraus, dass es sich um Gesetze des Wahrseins handelt. (shrink)

This paper analyzes agency in Pettit’s republican conception of freedom. By understanding freedom intersubjectively in terms of agency, Pettit makes an important contribution to the contemporary debate on negative liberty. At the same time, some of the presumptions about agency are problematic. The paper defends the thesis that Pettit is not able to provide the sufficient conditions for freedom as non-domination that he sets out to do. In order to show why this is the case and how we can address (...) this shortcoming, a distinction is introduced between a thick and a thin intersubjective account of agency. It is argued that while Pettit’s freedom presupposes a thin account, he would need a thick account in order to elaborate not only the necessary but also the sufficient conditions of freedom as non-domination. Dabei spielen sowohl Theorien aus der Philosophie, der Psychologie als auch aus den Neurowissenschaften eine wichtige Rolle. Geklärt wird in weiteren Kapiteln das Verhältnis von Gefühlen und Emotionen zum Verstand, zum Bewusstsein und zu Werten.

We study a controversial application of algorithmic profiling in the public sector, the Austrian AMAS system. AMAS was supposed to help caseworkers at the Public Employment Service (PES) Austria to allocate support measures to job seekers based on their predicted chance of (re-)integration into the labor market. Shortly after its release, AMAS was criticized for its apparent unequal treatment of job seekers based on gender and citizenship. We systematically investigate the AMAS model using a novel real-world dataset of young job (...) seekers from Vienna, which allows us to provide the first empirical evaluation of the AMAS model with a focus on fairness measures. We further apply bias mitigation strategies to study their effectiveness in our real-world setting. Our findings indicate that the prediction performance of the AMAS model is insufficient for use in practice, as more than 30% of job seekers would be misclassified in our use case. Further, our results confirm that the original model is biased with respect to gender as it tends to (incorrectly) assign women to the group with high chances of re-employment, which is not prioritized in the PES’ allocation of support measures. However, most bias mitigation strategies were able to improve fairness without compromising performance and thus may form an important building block in revising profiling schemes in the present context. In unserem Beitrag möchten wir zunächst auf die kategoriale Einordnung des philosophischen Begriffs “Respekt” eingehen und danach zeigen, wie Kinder in der philosophischen Community of Inquiry mit Problemen umgehen, die mit dem Begriffsfeld „Respekt“ verbunden sind. Aus dem breiten Angebot der dabei entwickelten Kategorie möchten wir auf der einen Seite die Kategorie „eine epistemische und moralische Tugend“ herausgreifen und auf der anderen Seite die Kategorie „ein Gefühl“ und zeigen, dass der philosophische Begriff “Respekt” als „Respekt vor jemand oder etwas“, sich (...) in seinem Anforderungsprofil mit der Nähe zum Gegenstand wandelt. Dadurch ergeben sich folgende Fragen: Müssen Personen immer respektiert werden? Kannst du jeden respektieren? Wer verdient Respekt? Kann man sich Respekt verdienen? Welche Handlungen sollten nicht respektiert werden? Kann man Respekt verlieren? Kann man Respekt kaufen? Gibt es falschen Respekt? Hierzu analysieren wir die Kinderdialoge eines philosophischen Gesprächs mit 6 -14 jährigen Kindern sowie ihre Kinderzeichnungen. In unserem Beitrag deuten wir Kinderzeichnungen und Kinderdialoge aus dem von der DAAD geförderten Forschungsprojekt „Kinder philosophieren über das Konstrukt ‚Respekt’“. Die 8 -15 Jahre alten Probanden sind Studierende der Kinderuniversität Bretten. (shrink)

Institutional suggestions for how to rethink democracy in response to changing state responsibilities and capabilities have been numerous and often mutually incompatible. This suggests that conceptual unclarity still reigns concerning how the normative ideal of democracy as collective self-determination, i.e. ?rule by the people?, might best be brought to bear in a transnational and global context. The aim in this paper is twofold. First, it analyses some consequences of the tendency to smudge the distinction between democratic theory and moral theories (...) of legitimacy and justice. Second, it develops a conceptual framework that distinguishes between necessary conditions, aspects and aims of democracy. On this basis it specifies three objectives of democracy, some of which may also hold for multilevel governance. It is argued that there are in principle at least three reasons to value democratic institutions: they are intrinsically justified to the extent that they distribute fair shares of political influence over decision-making; they are instrumentally justified to the extent that they secure several of our other best interests, one of which is our interest in non-domination; and finally, they are also instrumentally justified insofar as they secure the just distribution of other goods. The aim of this framework is not to develop a specific theory of multilevel governance but to point at important distinctions to be made and normative criteria to be specified. The intention is to take the debate forward by noting some of the issues that any satisfactory account must address. The framework lays out the grounds for analysing the institutional challenges facing legitimate multilevel governance through what is speculatively called ?multiple citizenship?, understood in explorative terms, opening the door for the manifold roles that citizens could and ought to play in multilevel governance, not only as democratic agents, but also as agents of democracy and agents of justice. predators stalk their chosen prey, and so forth. The genius of “instinct†comes in abundant variety, and breeds true. “It must be in the genesâ€â€“that’s what we tend to conclude. But when we do, we may be jumping to conclusions, because there are other possibilities: the clever behavior we observe could be the do-it-yourself invention or discovery of the individual behaver or it could be a clever trick copied from an elder member of its species, most likely one of its (...) parents. This last possibility is an ancient doctrine, enshrined in folklore about animal parents sternly but lovingly training their young, and in countless anecdotes, but this appealing idea of animals benefitting from hand-me-down wisdom from earlier generations much the way we do has recently languished in the shadow of the genes, an oversight this book seeks to correct. The folklore is not all fanciful; some of it can be supported by good science, which moreover will open up surprising vistas on the role of individual behavior in evolution. The book is fascinating on at least three levels: first, it provides a vivid and insightful survey.. (shrink)
