The current financial stress in the countryside and the future of the family farm are likely to be major issues in the formulation of the 1990 Farm Bill. Medium-sized commercial family farms may be especially targeted for support. These farms are the basis of rural economies and settlement patterns in many parts of nonmetropolitan America.Two possible changes in farm policy are debt restructuring and the decoupling of farm payments from commodity production. Many medium-sized family farms continue to face substantial debt (...) problems, but most of these farms could be viable with some debt restructuring. Ccmmodity programs have become extremely expensive and encourage overproduction and the consolidation of farming resources into ever larger units. Federal farm programs may become based on need, with a sensitivity to differences in regional farming systems. Such a policy could support medium-sized family farms, slow the growth in superfarms, reduce surpluses, and reduce the overall cost of farm programs. (shrink)

The current study examined whether pigeons could learn to use abstract concepts as the basis for conditionally switching behavior as a function of time. Using a mid-session reversal task, experienced pigeons were trained to switch from matching-to-sample (MTS) to non-matching-to-sample (NMTS) conditional discriminations within a session. One group had prior training with MTS, while the other had prior training with NMTS. Over training, stimulus set size was progressively doubled from 3 to 6 to 12 stimuli to promote abstract concept development. (...) Prior experience had an effect on the initial learning at each of the set sizes but by the end of training there were no group differences, as both groups showed similar within-session linear matching functions. After acquiring the 12-item set, abstract-concept learning was tested by placing novel stimuli at the beginning and end of a test session. Prior matching and non-matching experience affected transfer behavior. The matching experienced group transferred to novel stimuli in both the matching and non-matching portion of the sessions using a matching rule. The non-matching experienced group transferred to novel stimuli in both portions of the session using a non-matching rule. The representations used as the basis for mid-session reversal of the conditional discrimination behaviors and subsequent transfer behavior appears to have different temporal sources. The implications for the flexibility and organization of complex behaviors are considered. (shrink)

The goals and values of economic development strategies vary according to the individual communities that employ them. While economic development strategies are aimed at increasing jobs, income, and community wealth, the issue of who gains and who loses from economic change is often overlooked. The industrial development strategies of the 1960s and 1970s are giving way to local initiatives based on services. Although local efforts may mean greater local control, the globalization of the economy has exposed formerly remote areas to (...) international competition. The challenge to communities will be to achieve a moderate, steady, and manageable pace of “good” growth. Each community will ultimately need to develop a strategy for economic growth that matches community desires with community resources. (shrink)

This round table discussion takes the diversity of discourse and practice shaping modern knowledge about childhood as an opportunity to engage with recent historiographical approaches in the history of science. It draws attention to symmetries and references among scientific, material, literary and artistic cultures and their respective forms of knowledge. The five participating scholars come from various fields in the humanities and social sciences and allude to historiographical and methodological questions through a range of examples. Topics include the emergence of (...) children's rooms in US consumer magazines, research on the unborn in nineteenth-century sciences of development, the framing of autism in nascent child psychiatry, German literary discourses about the child's initiation into writing, and the sociopolitics of racial identity in the photographic depiction of African American infant corpses in the early twentieth century. Throughout the course of the paper, childhood emerges as a topic particularly amenable to interdisciplinary perspectives that take the history of science as part of a broader history of knowledge. This paper extends the discussion of guanxi beyond instrumental evaluations and advances a normative assessment of guanxi. Our discussion departs from previous analyses by not merely asking, Does guanxi work? but rather Should corporations use guanxi? The analysis begins with a review of traditional guanxi definitions and the changing economic and legal environment in China, both necessary precursors to understanding the role of guanxi in Chinese business transactions. This review leads us to suggest that there are distinct types of, and (...) uses for guanxi. We identify the potentially problematic aspects of certain forms of guanxi from a normative perspective, noting among other things, the close association of particular types of guanxi with corruption and bribery. We conclude that there are many different forms of guanxi that may have distinct impacts on economic efficiency and the well-being of ordinary Chinese citizens. Consistent with Donaldson and Dunfee (1999), we advocate a particularistic analysis of the different forms of guanxi. (shrink)

Many philosophers of the last century thought all moral judgments can be expressed using a few basic concepts — what are today called ‘thin’ moral concepts such as ‘good,’ ‘bad,’ ‘right,’ and ‘wrong.’ This was the view, fi rst, of the non-naturalists whose work dominated the early part of the century, including Henry Sidgwick, G.E. Moore, W.D. Ross, and C.D. Broad. Some of them recognized only one basic concept, usually either ‘ought’ or ‘good’; others thought there were two. We have synthesized a 582,970-base pair Mycoplasma genitalium genome. This synthetic genome, named M. genitalium JCVI-1.0, contains all the genes of wild-type M. genitalium G37 except MG408, which was disrupted by an antibiotic marker to block pathogenicity and to allow for selection. To identify the genome as synthetic, we inserted "watermarks" at intergenic sites known to tolerate transposon insertions. Overlapping "cassettes" of 5 to 7 kilobases (kb), assembled from chemically synthesized oligonucleotides, were joined by in vitro recombination to produce intermediate (...) assemblies of approximately 24 kb, 72 kb ("1/8 genome"), and 144 kb ("1/4 genome"), which were all cloned as bacterial artificial chromosomes in Escherichia coli. Most of these intermediate clones were sequenced, and clones of all four 1/4 genomes with the correct sequence were identified. The complete synthetic genome was assembled by transformation-associated recombination cloning in the yeast Saccharomyces cerevisiae, then isolated and sequenced. A clone with the correct sequence was identified. The methods described here will be generally useful for constructing large DNA molecules from chemically synthesized pieces and also from combinations of natural and synthetic DNA segments. 10.1126/science.1151721. We present two studies that examine the effects of guanxi on multiple social groups from the perspective of Chinese business people. Study 1 (N = 203) tests the difference in perceived effects of six guanxi contextualizations. Study 2 (N = 195) examines the duality of guanxi as either helpful or harmful to social groups, depending on the contextualization. Findings suggest guanxi may result in positive as well as negative outcomes for focal actors and the aggregate.

This essay accounts for Mengzi’s 孟子 failure in persuading King Xuan of Qi (Qi Xuan Wang 齊宣王) to act morally. We argue that the distinction between internal and external reasons in contemporary philosophy helps to highlight the nature of the failure. The problem of nontransmission of the compassionate impulse within a person despite moral persuasion, which Mencians need to address in order to enhance the success of moral conversion, is now explained as a result of misdirecting the advisee to the (...) lofty ideal of sagehood. HIV intervention trials being conducted in developing countries continue to raise questions of ethics in clinical research. Most recently these questions have arisen because of a prospective study reporting the rate of transmission in discordant couples that was conducted in Uganda. The study raises serious questions about the minimum ethical standards required for this kind of research and the responsibilities of the researchers. We re-examine that research particularly focusing on issues of informed consent and duty of care, and place this (...) trial in the context of the broader debate. (shrink)

We study human performance in two classical NP‐hard optimization problems: Set Cover and Maximum Coverage. We suggest that Set Cover and Max Coverage are related to means selection problems that arise in human problem‐solving and in pursuing multiple goals: The relationship between goals and means is expressed as a bipartite graph where edges between means and goals indicate which means can be used to achieve which goals. While these problems are believed to be computationally intractable in general, they become more (...) tractable when the structure of the network resembles a tree. Thus, our main prediction is that people should perform better with goal systems that are more tree‐like. We report three behavioral experiments which confirm this prediction. Our results suggest that combinatorial parameters that are instrumental to algorithm design can also be useful for understanding when and why people struggle to choose between multiple means to achieve multiple goals. Studies of learning in marine invertebrates have yielded new information, implicating protein kinase C and calmodulin‐dependent protein kinase as critical components in pathways for learning and memory that are shared with higher vertebrates. Recent advances correlating in vitro biochemical and biophysical measurements with in vivo learning have begun to elaborate the roles in memory storage for these two kinases, their substrates, and signaling proteins such as calexcitin and calmodulin. Other studies have implicated transcription factors associated with kinases such as the (...) cyclic AMP response element binding protein (CREB). These experiments have resulted in a greater understanding of the role of second messengers, principally calcium and cyclic AMP (cAMP), as vehicles for transforming memory‐specific effects occurring at the membrane into permanent DNA‐mediated cellular and structural changes. The theory of collective agency and intentionality is a flourishing field of research, and our understanding of these phenomena has arguably increased greatly in recent years. Extant theories, however, are still ill-equipped to explain certain aspects of collective intentionality. In this article we draw attention to two such underappreciated aspects: the failure of the intentional states of collectives to supervene on the intentional states of their members, and the role of non-human factors in collective agency and intentionality. We propose a (...) theory of collective intentionality which builds on the ‘interpretationist’ tradition in metasemantics and the philosophy of mind as initiated by David Lewis and recently developed further by Robbie Williams. The collective-level analogue of interpretationism turns out to look different in some ways from the individual-level theory, but is well-suited to accommodating phenomena such as hybrid collective intentionality. Complemented with Kit Fine’s theory of variable embodiment, such a theory also provides a diachronic account of intentional collectives. (shrink)

“Practice” has become a ubiquitous term in the history of science, and yet historians have not always reflected on its philosophical import and especially on its potential connections with ethics. In this essay, we draw on the work of the virtue ethicist Alasdair MacIntyre to develop a theory of “communal practices” and explore how such an approach can inform the history of science, including allegations about the corruption of science by wealth or power; consideration of scientific ethics or “moral economies”; (...) the role of values in science; the ethical distinctiveness of scientific vocations; and the relationship between history of science and the practice of science itself. Calling an argument “merely academic” impugns its seriousness, belittles its substance, dis-misses its importance, and deflates hope of resolution, while ruling out negotiation and compromise. How-ever, “purely academic” argumentation, as an idealized limit case, is a valuable analytical tool for argumen-tation theorists because while the telos of academic argumentation may be cognitive, it is cognitive in the service of a community, which, in turn, is a community in the service of the cognitive.

This volume explores the connections between John McDowell's philosophy and the hermeneutic tradition. The contributions not only explore the hermeneutical aspects of McDowell's thought, but also asks how this reading of McDowell can inform the hermeneutical tradition itself. John McDowell has made important contributions to debates in epistemology, metaethics and philosophy of language, and his readings of Aristotle, Kant, Hegel, and Wittgenstein have proved widely influential. While there are instances in which McDowell draws upon the work of hermeneutic thinkers, the (...) hermeneutic strand of McDowell's philosophy has not yet been systematically explored in-depth. The chapters in this volume open up a space in which to read McDowell himself as a hermeneutic thinker. They address several research questions including: How can McDowell's recourse to the hermeneutical tradition be understood in detail? Besides Gadamer, does McDowell's work implicitly convey and advance motives from other seminal figures of this tradition, such as Heidegger and Dilthey? Are there aspects of McDowell's position that can be enhanced through a juxtaposition with central hermeneutic concepts like World, Tradition and Understanding? Are there further, perhaps yet unexplored aspects of McDowell's influences that ought to be interpreted as expressing hermeneutic ideas? McDowell and the Hermeneutic Tradition will appeal to researchers and advanced students working in American philosophy, Continental philosophy, hermeneutics, history of philosophy, philosophy of language, and epistemology. We argue that general social psychological mechanisms can account for prosocial behavior and cooperative norms without the need for punishing Big Gods. Moreover, prosocial religions often do not prevent conflict within their religious groups. Hence, we doubt whether Big Gods and prosocial religions are more effective than alternative identities in enhancing high-level cooperation.

Sinking organic particles transfer ∼10 gigatonnes of carbon into the deep ocean each year, keeping the atmospheric CO2 concentration significantly lower than would otherwise be the case. The exact size of this effect is strongly influenced by biological activity in the ocean's twilight zone (∼50–1,000 m beneath the surface). Recent work suggests that the resident zooplankton fragment, rather than ingest, the majority of encountered organic particles, thereby stimulating bacterial proliferation and the deep‐ocean microbial food web. Here we speculate that this (...) apparently counterintuitive behaviour is an example of ‘microbial gardening’, a strategy that exploits the enzymatic and biosynthetic capabilities of microorganisms to facilitate the ‘gardener's’ access to a suite of otherwise unavailable compounds that are essential for metazoan life. We demonstrate the potential gains that zooplankton stand to make from microbial gardening using a simple steady state model, and we suggest avenues for future research. (shrink)

We have identified an emerging tool being used by the UK government across a range of public bodies in the service of public policy - the online targeted advertising infrastructure and the practices, consultancy firms, and forms of expertise which have grown up around it. This reflects an intensification and adaptation of a broader ‘behavioural turn’ in the governmentality of the UK state and the increasing sophistication of everyday government communications. Contemporary UK public policy is fusing with the powerful tools (...) for behaviour change created by the platform economy. Operational data and associated systems of classification and profiling from public bodies are being hybridised with traditional consumer marketing profiles and then ‘projected’ onto the classification systems of the targeted advertising infrastructures. This is not simply a case of algorithms being used for sorting, surveilling, and scoring; rather this suggests that targeted interventions in the cultural and behavioural life of communities are now a core part of governmental power which is being algorithmically-driven, in combination with influencer networks, traditional forms of messaging, and frontline operational practices. We map these uses and practices of what we describe as the ‘Surveillance Influence Infrastructure’, identifying key ethical issues and implications which we believe have yet to be fully investigated or considered. What we find particularly striking is the coming-together of two separate structures of power - the governmental turn to behaviourism and prevention on one hand, and the infrastructures of targeting and influence on the other. We theorise this as a move beyond ‘nudge’ or ‘behavioural science’ approaches, towards a programme which we term ‘influence government’. (shrink)

Efforts to develop democratic schools have moved along particular rules and standards of ‘reasoning’ even when expressed through different ideological and paradigmatic lines. From attempts to make a democratic education to critical pedagogy, different approaches overlap in their historical construction of the reason of schooling: designing society by designing the child. These approaches to democracy make inequality into the premise of equality, assuming a consensual partition of the world and the need for specific agents to monitor partitioned boundaries, thus reinserting (...) differences as the basis of practice. Democracy, however, according to Jacques Rancière, only becomes visible when its partitioning is challenged under the opinion of equality. Yet, undoing the epistemological dogma of planning embodied in the notions of ‘critical’ and deliberative democracy might also involve confronting the comparative style of thought which provides the epistemological ‘rules’ that insert inequality as equality. Deleuze and Guattari's rhizome and Derrida's justice help extend Rancière's democracy and equality into unfamiliar terrain. What implications might this have for thinking about educational policy and curriculum? The argument, ironically, maintains Enlightenment attitudes about reason and rationality, but while ‘trying’ different epistemological rules and recognizing how the epistemological and ontological fold into one another it provides an alternative understanding of education and democracy. Naturalism is perhaps the most pervasive “-ism” in contemporary philosophy. Different variations of naturalism can be found in virtually all corners of theoretical and practical philosophy. Critics have rightfully noted that it is (a) often not clear what “naturalism” means exactly and, subsequently, (b) whether those who consider themselves naturalists in the same philosophical debate actually hold compatible, let alone the same, beliefs. -/- Among the different forms of naturalism that hold currency today, scientific naturalism seems to be the most (...) widespread and therefore articulated. It can be summarized as the ontological thesis that what exists are solely the entities posited by the natural sciences and the methodological thesis that philosophical inquiry should take the results of the natural sciences as authoritative. The paradigm of scientific naturalism has received a growing amount of critical attention from within and outside of analytic philosophy in the last few decades. The main thrust of a host of these critiques is to “soften” the claim of scientific naturalism by rejecting its reductionist or even eliminativist implications, yet retaining a commitment to naturalism under a new description. This has led to a proliferation of new forms of naturalism that seek to broaden the criteria which determine what belongs to the natural world, usually self-titled as a “liberal” or “relaxed” naturalism. Within the analytic tradition, naturalism has been thus critiqued since the 1990s by thinkers like Hornsby, Strawson, Nagel, Stroud, Putnam, McDowell or more recently Baker, De Caro, Macarthur, Beale & Kidd, Cahill & Raleigh. Such critiques are commonly motivated by Neo-Aristotelian and/or Wittgensteinian intuitions. From outside the analytic tradition, phenomenologists in the Husserlian tradition as well as thinkers in the Idealist tradition have been steadfastly critical of scientific naturalism as well, albeit for different reasons. However, these new proposals all have to contend with scientific naturalism and its more restrictive criteria for what counts as natural (although these are debated in their own right). (shrink)

Spatial attention and eye-movements are tightly coupled, but the precise nature of this coupling is controversial. The influential but controversial Premotor theory of attention makes four specific predictions about the relationship between motor preparation and spatial attention. Firstly, spatial attention and motor preparation use the same neural substrates. Secondly, spatial attention is functionally equivalent to planning goal directed actions such as eye-movements (i.e. planning an action is both necessary and sufficient for a shift of spatial attention). Thirdly, planning a goal (...) directed action with any effector system is sufficient to trigger a shift of spatial attention. Fourthly, the eye-movement system has a privileged role in orienting visual spatial attention. This article reviews empirical studies that have tested these predictions. Contrary to predictions one and two there is evidence of anatomical and functional dissociations between endogenous spatial attention and motor preparation. However, there is compelling evidence that exogenous attention is reliant on activation of the oculomotor system. With respect to the third prediction, there is correlational evidence that spatial attention is directed to the endpoint of goal-directed actions but no direct evidence that this attention shift is dependent on motor preparation. The few studies to have directly tested the fourth prediction have produced conflicting results, so the extent to which the oculomotor system has a privileged role in spatial attention remains unclear. Overall, the evidence is not consistent with the view that spatial attention is functionally equivalent to motor preparation so the Premotor theory should be rejected, although a limited version of the Premotor theory in which only exogenous attention is dependent on motor preparation may still be tenable. A plausible alternative account is that activity in the motor system contributes to biased competition between different sensory representations with the winner of the competition becoming the attended item. Mindfulness—the awareness of the present moment and experiences in daily life—contributes to genuine intrinsic and social-oriented values and curbs materialistic and hedonistic values. In the context of materialism, money is power. Avaricious individuals take risks and are likely to engage in dishonesty. Very little research has investigated the effects of mindfulness in reducing the avaricious monetary attitudes and enhancing ethical consumer beliefs. In this study, we theorize that mindfulness improves consumer ethics directly and indirectly by lowering avaricious monetary attitudes. To (...) test our theory, we collected data from 523 individuals with the Mindfulness-Based Stress Reduction training and 307 individuals without MBSR. The results of our whole sample support our theory. Three multiple-group confirmatory factor analyses reveal intriguing discoveries. First, with MBSR training, mindfulness excites consumer ethical beliefs directly and indirectly. Without training, trait mindfulness fails to reduce monetary attitudes—mindfulness training matters. Second, the power of MBSR training holds for participants completing the training within 1 year, but wears off after 1 year—the duration after training matters. Finally, after 1 year, the training retains its strength for those who practice mindfulness, but weakens its power for those who do not—practice matters. We shed light on mindfulness, monetary wisdom, and consumer ethics, in particular, and business ethics, in general. (shrink)

Changes in several distinct types of neuronal proteins are now known to be associated with learning. In this review, we will summarize the properties of these proteins and relate these properties to prominent theories of the biochemical basis of memory.

Increasing emphasis on patient self-management, including having patients advocate for their needs and priorities, is generally a good thing, but it is not always wanted or attainable by patients. The aim of this critical ethical review is to deepen the current discourse in patient self-advocacy by exposing various situations in which patients struggle to self-advocate. Using examples from oncology patient populations, we disambiguate different notions of self-advocacy and then present limits to the more demanding varieties (i.e., health-related, trust-based, and psychological); (...) we argue that these limits create ethical dilemmas with respect to whether it is always desirable to encourage patients to self-advocate. We conclude that self-advocacy can be both under and overrated with respect to how much it benefits the patient with cancer, with many instances being indeterminate. Ultimately, providers must understand the patient's perspective relative to the challenges they are experiencing and work with them to meet their needs. (shrink)

This study examined the relationships between key dimensions of Organizational Culture in Healthcare (OCHC)—perceived psychological safety, ethical climate, patient safety—and healthcare professionals’ perception of moral distress.Design Cross-sectional surveySetting Pediatric and adult critical care medicine, and adult hospital medicine healthcare professionals in the United States.Participants Physicians (n = 260), nurses (n = 256), and advanced practice providers (n = 110) participated in the study.Main outcome measures Three dimensions of OCHC were (...) measured using validated questionnaires: Olson’s Hospital Ethical Climate Survey, Agency for Healthcare Research and Quality’s Patient Safety Culture Survey, and Edmondson’s Team Psychological Safety Survey. The perception of moral distress was measured using the Moral Distress Amidst a Pandemic Survey. The hypothesized relationships between various dimensions were tested with structural equation modeling (SEM).Results Adequate model fit was achieved in the SEM: a root-mean-square error of approximation =0.072 (90% CI 0.069 to 0.075), standardized root mean square residual = 0.056, and comparative fit index =0.926. Perceived psychological safety (β= −0.357, p <.001) and patient safety culture (β = −0.428, p<.001) were negatively related to moral distress experience. There was no significant association between ethical climate and moral distress (β = 0.106, p = 0.319). Ethical Climate, however, was highly correlated with Patient Safety Culture (factor correlation= 0.82).Conclusions We used structural equation model to test a theoretical model of multi-dimensional organizational culture and healthcare climate (OCHC) and moral distress.Significant associations were found, supporting mitigating strategies to optimize psychological safety and patient safety culture to address moral distress among healthcare professionals. Future initiatives and studies should account for key dimensions of OCHC with multi-pronged targets to preserve the moral well-being of individuals, teams, and organizations. (shrink)
