The purpose of this article is to highlight the clientelistic strategies and informal practices that the ruling political parties in Albania use during the elections to ensure an unfair advantage in their favour over the opposition challengers. One of the main characteristics of the political developments of the transition period in Albania since 1991 has been the flourishing of informal practices and clientelist networks of political parties within state structures, which has produced an extreme politicization of these institutions. These (...) strategies that in general terms we label as “clientelistic” and that have been used to a large extent by the incumbent political parties have had a direct negative impact on the conduct of free and fair elections in Albania by distorting their main goal: to reflect the will of the people. This is because such clientelist strategies, together with the informal practices/mechanisms that accompany them, have influenced the creation of an unlevelled playing field, and have produced a hyperincumbency advantage in the electoral contests between political parties in Albania. The case of the recent elections held in Albania on 25 April 2021 will be the empirical case of this study, in which are evidenced the electoral containment strategies and practices that the ruling political party used to provide an unfair advantage in its favour and to secure its grip on power. Populism describes those strategies which actors endorsing populist ideas must use in order to be considered populist. Typical populist strategies include the hijacking of state institutions; the development of clientelistic relationships with constituencies labelled the people, or employing certain rhetorical moves in which enmity between the people and a corrupt elite looms large. In this paper, I argue against tendencies to define populism according to a specific set of tactics that are supposed to flow directly from populist ideas. Instead, (...) populism should be understood in terms of a particular orientation, which grounds and justifies a range of strategies, all of which – nefarious or otherwise – should be considered populist. This orientation posits that enmity between ‘the people’ and an elite is a defining feature of political life, in part because it is responsible for serious failures in a country’s ostensibly democratic institutions. These failures create a degree of ambivalence with respect to these institutions’ claims to authority and obedience, and generate the perception that political actors thereby enjoy an expanded set of moral permissions. Finally, populists argue that elites prosecute revanchist projects aimed at resisting populist pathways to power and undermining them once in office. Populist strategies then are simply whatever range of tactics political actors use who accept the validity of that above orientation. (shrink)

This thesis explores the party system and political parties in the post-communist Albania. The overarching question of the thesis is what kind of party system has developed and what is the structure and organization of the Albanian political parties. The study analyses the period 1991-2013, that is the period between the first and the last general elections. I argue and test that the Albanian party system is stable and that the Albanian political parties are mass clientelist parties with deep territorial (...) penetration. The members of the parties have ceased to paly their traditional roles of the era of mass party and their attachment tot he party is not ideological but aims to ensure material benefits in return for the support provided to the party in elections times. As parties don't have many tools at hand they use their organizational structure to stabilize electorate, which explains the low level of electoral volatility in Albania and as consequence the stability of the party system. The thesis ahs an institutional embedded and a historically structured framework according to which party strategies are shaped by both the institutional context and the historical setting in which parties are created and operate. Following this line of reasoning, the weak societal roots of parties do not allow for party identification or voter alignment; the early access to public funding reduces the incentives of parties to create strong links with the members and society to collect financial resources and; in line with the features of the patrimonial communism which is characterized by clientelism and nepotism, the Albanian political parties develop the same relationships between the higher echelons of the party and the lower strata of the party structure. On the other hand the lack of media access in the early phase of organization and the need to stabilize the electorate, encourage the Albanian political parties to seek a deep territorial penetration which results in the creation of mass clientelist parties. In order to test the hypothesis I have undertaken three steps: a) the analyses of the Effective Number of Parties and Electoral Volatility; b) the internal distribution of power, the role of the membership and the relationship of the organization with society and; c) the identification of financial resources of the political parties. While recent years have seen a substantial increase in research on clientelism, nearly all of it pertains to clientelism as an electoral strategy. This paper offers a general stocktaking of our understanding of the key issues in how clientelism arises, performs and (perhaps) diminishes, drawing on electoral studies while recognizing that findings in this realm do not always generalize to others. The specific questions addressed are: (1) What are the commonalities between electoral and non-electoral clientelism, and in what respects (...) is the former distinctive? (2) What is the salience of the “commitment problem”—uncertainty over the future performance of clientelist offers—in both electoral clientelism and clientelism in general? (3) Given that clientelism entails exchanges over status inequalities, what is its relevance for studies of prosocial and dominant/submissive behaviors, and vice versa? (4) How should we view the relationship between the extent of clientelist practices in a given society and its degree of social, political and economic development or institutionalization? (5) Does clientelism require voluntary participation, or can it accommodate aspects of coercion? (6) How should clientelism be viewed normatively according to commonly applied criteria? Did the Thai Rak Thai Party of Thailand, the first party in the country’s history to gain parliamentary dominance in 2001, represent a departure from traditional clientelistic Thai parties or was it old wine in a new bottle? This article argues that the TRT represented a new hybrid party that successfully established programmatic linkages in rural parts of the country by systematizing its use of informal social networks in local communities. By routinizing recruitment, training, and evaluation of its parliamentary (...) candidates and their vote-canvassing networks, the TRT imparted midlevel politicians with the incentives and ability to promote the party’s policy agenda to rural voters and to cultivate new policy-oriented linkages alongside traditional clientelistic ones. By identifying specific organizational mechanisms by which the TRT combined programmatic and clientelistic linkages with rural voters, this study contributes to literature that examines hybrid party strategies as well as informal party organization. The position of the extreme right within the Italian political system has been modified since 1993. A larger political space became available to the rightwing parties when some of the pillars of the "First Republic" governmental coalitions collapsed. The most representative party of this area, the MSI, is experiencing an ideological and organizational change which started by the assumption of the new label "Alleanza Nazionale". In this article we try to explain why the shape and logic of the clientelistic (...) and partitocratie Italian system can be hold responsible for the success of the MSI and to discuss some organizational, ideological and political aspects of its change into the AN. We also analyze the chances of success for the movements of the populist Radical Right, whose strategy is mainly related to the emergence of the immigration cleavage, in a country were the dissatisfaction for the working of democracy is still widespread. À partir d’une approche anthropologique des prises en charge médicales de la tuberculose et du paludisme, ainsi que des conceptions et usages de la prévention dans des milieux urbains d’Afrique de l’Ouest , ce texte interroge la nature du métier de soignant. Après nous être penchés sur les spécificités de ce type d’étude anthropologique en milieu médical, nous nous attachons à décrypter les processus d’occultations des singularités du malade qui caractérisent les messages et discours de prévention. Dans les structures de (...) santé, sont étudiées les négociations des normes de diagnostic et de traitement à l’œuvre ; les attitudes des soignants qui oscillent entre sur- et sous-estimations des risques sanitaires ; et le hiatus entre la demande et les besoins réels de formations continues. Enfin, nous nous penchons sur la rencontre entre les soignants et les malades qui peut se trouver transformée par les spécificités de la maladie et de son traitement. On constate alors que les fondements de la professionnalisation tendent à disparaître au profit d’un mode de régulation du rapport au malade, au collègue et plus largement au savoir médical qui témoigne de l’émergence d’une culture soignante qui est, de fait, une culture organisationnelle. Elle se caractérise à la fois par la délégation des tâches à des non-professionnels, la production et la résolution des conflits mettant en évidence des réseaux clientélistes ainsi que par une routinisation des gestes.Drawing on an anthropological approach of tuberculosis and malaria care in West African cities , and on an analysis of prevention modes, this paper examines the characteristics of medical work. We first examined the conditions of an anthropological field study in health care centres. The concealment of both patients’ singularities and populations’ specificities targeted in the prevention messages were then studied. The negotiation of diagnosis and treatment standards, and the under- and over-estimations of nosocomial risks were also analysed. We also focused on the gap between demands and actual needs for training, and on the relationships between health care providers and patients, which can be modified by the specificities of the disease. We noticed a decay of professionalization, a kind of regulation of relationships between health care workers and patients, and among medical staff, which expresses an emerging medical culture, which is also an organizational culture. Its main features are the delegation of tasks to non-professionals workers, a strategy of conflict management based on clientelism, and the development of routine action. (shrink)

According to the desire-satisfaction theory of well-being, your life goes well to the extent that your desires are satisfied. This theory faces the problem of prudential neutrality: it apparently cannot avoid saying that, from the point of view of prudence or self-interest, you ought to be neutral between satisfying an existing desire of yours and replacing it with an equally strong desire and satisfying the new desire. It also faces the problem of remote desires: it regards as directly relevant to (...) your well-being even desires whose objects are intuitively too irrelevant to (or ‘remote’ from) your life to affect your welfare. In this article, I argue that desire theorists can answer both objections by appealing to hidden desires – ones that it is psychologically realistic to attribute to the agents in the cases on which the two problems are based, even though they are not mentioned in descriptions of those cases. The way in which business ethics change over time will remain theoretically unclear unless we empirically reveal the temporal coevolution and coalignment among a changing environment, transitional institutions, strategic adaptations, and performance implications. To revitalize this coevolutionary perspective in business ethics research, in this special issue, we ask the following question: how do business ethics practices coevolve with a changing society and technology advancement as a result of the strategic choices of organizations in adapting to and shaping the environment? This (...) special issue includes a collection of seven empirical studies of business ethics in China that differ in methodology and empirical context but collectively showcase the change in business ethics practices in an emerging economy and the processes underlying this change. Based upon the findings, we propose a conceptual model of the coevolution among business ethics practices, technological innovation, institutional transition and disruptive events; then, we pose questions for future research. Scholars and practitioners alike indicate a movement in corporate philanthropy toward “strategic” giving, for example, giving that improves the firm's strategic position (ultimately the “bottom line”) while it benefits the recipient of the philanthropic act. Although the existence of this trend is widely accepted, it is represented in the literature most often by anecdotal evidence. This article presents the findings of a survey of corporate giving managers of U.S. firms that have had an established giving program of at least 5 (...) years, with annual giving totaling at least $200,000 each year. The data show that corporate giving managers believe their firms are becoming increasingly strategic in their philanthropic activities. The findings also indicate that institutional-, firm-, and individual-level influences combine to precipitate strategic philanthropy. These findings lend support to the belief that the nature of corporate philanthropy is evolving to fit a more competitive marketplace. (shrink)

The deceptive clues in the impossible puzzle film confirm the viewer’s internal expectations and allow retrospective attributing. In the film, a transcendental object negates an internal expectation, causing a retrospective blockage. Retrospectivity does not stop there; the transcendental object reinterpreting deceptive clues in the associative area leads to repeated attribution. This article consists of three parts. First, it discusses impossible puzzle films in the context of complex narrative classification. The following section introduces the Jungian concept of synchronicity and illustrates how (...) it works. The article concludes with a case study of Long Day’s Journey into Night (2018), which contains more complicated puzzles and explains how mind-game narrative techniques create deceptive clues and induce deceptive retrospective attribution. Lacanian psychoanalysis, embodied in contemporary thought by Slavoj Žižek’s dialectical materialist rehabilitation of universality, enables a form of political analysis based on the possibility of structural change. Many political theorists argue that because psychoanalysis stresses the negative ontological base of the social it is fundamentally conservative and nihilistic. Conversely, the very political value of psychoanalysis lies in its accent on the Real. The main political insight of Lacanian psychoanalysis is not to reveal the contingency of the social, but rather the (...) disavowed foundation on which these constructions are based; the concrete universal. As such, this paper seeks to develop a discursive strategy that practices concrete universality, taking on the fundamental insights of Žižek’s position whilst grounding them in a strategy which can be used to inform political interventions. The strategy analyses both the manner in which universal imaginaries domesticate the effect of the symptom and the possibilities for practicing concrete universality and in doing so evoking radical structural change. Recent studies :98–144, 2002; Weismann, J Bus Ethics 88:615–66, 2009) revealed that in the first 28 years of its existence, the Foreign Corrupt Practices Act was not enforced by the federal government. The Weismann study further concluded that the FCPA, designed by Congress as a self-regulatory model of corporate governance, failed to achieve the regulatory goal of deterring global bribery by U.S. companies. The current article addresses the reasons that the FCPA remains an ineffective measure to control bribery as a (...) global market entry strategy despite the highly publicized 2006 Department of Justice initiative to increase prosecutions and tighten enforcement efforts. The failure arises out of both the increased use of informal dispositions of case prosecutions,, which has made “getting caught” merely an increased “cost of doing business” and the failure to close the regulatory gaps in the statute that permit violators to slip through the enforcement net. The article updates and compiles the case prosecution data for every reported case prosecuted between 1977 and 2011. That data are then compared to the results of a 2010 integrity risk survey performed by Deloitte Financial Advisory Services and Forbes which reveal a widely held global business perception that compliance and integrity risks appear to be rising sharply and that the FCPA is ineffective in deterring bribery and corruption in foreign markets. The article aims to serve as a predictive tool for policy makers and business professionals in assessing risk in the global markets, particularly as commerce intensifies in the BRIC countries, notable for bribery and corruption. In the famous ‘Fragment on Machines’ of the ‘Grundrisse’, Marx points out how social or collective knowledge (the ‘general intellect’) has become a ‘direct force of production’ through its embodiment into technical devices. The rhetorical wording ‘artificial intelligence’, with its own misleading anthropomorphic connotations, looks, from a Marxist perspective, the apex of this process in which knowledge becomes the core of the fixed capital that ideally must be re-appropriated by the workers. In this context, AI Art appears as one of (...) the many expressions of the commodification of the collective knowledge in which, for using the expression of Guy Debord, ‘all that was once lived has moved into representation for being commodified’. However, the progressive availability of AI tools for generating art also opens the doors to a ‘detournement’ strategy by allowing a decolonization of the artistic scenario in which each of us becomes the ‘author’ without being the author. Maybe in future, rather than asking ‘who is the author?’ we will find ourselves asking ‘what is the author?’. A move of this kind achieves automatically the ‘death of the author’, with the corresponding subversion of the notions of artistic intention, authorship, and genius, while disrupting the present commodification process behind the artistic ecosystem, in a fashion beyond the best intentions of Walter Benjamin’s ‘Art in the age of mechanical reproduction’. This move is ultimately disruptive from a metaphysical point of view as well to the extent that the human centrality is dispossessed by the recognition of forms of creativity different from our own creativity. In this paper we introduce a paraconsistent reasoning strategy, Chunk and Permeate. In this, information is broken up into chunks, and a limited amount of information is allowed to flow between chunks. We start by giving an abstract characterisation of the strategy. It is then applied to model the reasoning employed in the original infinitesimal calculus. The paper next establishes some results concerning the legitimacy of reasoning of this kind - specifically concerning the preservation of the consistency of (...) each chunk and concludes with some other possible applications and technical questions. 본 글의 목적은 ‘여성 혐오’를 혐오로 맞서는 미러링의 의미를 살피고, 소위 ‘여성 혐오’ 이후 페미니즘의 주체화 전략을 설명 한다. 미러링은 혐오를 모방하여, ‘여성 혐오’를 혐오하기이다. 여성들이 혐오 발언에 대응하지 않는 이유는 실상 젠더 비대칭의 구조 때문이다. 혐오 발화는 여성을 침묵하게 한다. 하지만 미러링은 여성 혐오를 하는 대상을 혐오함으로써, 젠더의 비대칭적 구조에 문제를 제기한다. 미러링은 타자의 자리를, 여성에게 타자화를 수행하는 자에게 이동시킨다. 본 글은 이러한 혐오의 모방을 통해 근대적 주체와 다른 새로운 혼종적 주체화가 일어나며, SNS에 기반한 디지털 매체 장치에서 기인한 작용이라는 (...) 점에 주목한다. 탈식민지 이론가 호미 바바(H. Bhabha)는 모방이 양가성(ambivalence)을 지님을 설명한다. 모방은 동일한 정체성에서 미끄러지고 초과하고 차이를 생산한다. 모방은 지배자의 요구를 따르면서, 이와 동시에 그 요구를 우습게 만드는 ‘엉터리 흉내(mockery)’이다. 따라서, 모방은 전복의 전술로 이용된다. 주체화는 ‘부분적 모방’인 ‘흉내내기(mimicry)’를 통해서 일어난다. 이는 ‘혼종화’를 야기하며, 혼종적(hybrid) 주체성을 생산한다. 혼종적 주체화는 3인칭적 주체를 효과로서 발생시킨다. 이러한 주체화는 매체(media)를 통과하여 일어난다. 매체(media) 장치는 혼종적 주체화를 실행하는데, 이는 익명이자 다수인 집합적 행위자가 사이버 공간에서 더불어 발화하게 만들고 바이러스처럼 발화를 퍼트린다. 혐오를 모방하며 미러링 하는 발화 집합체들은 인터넷 하위문화의 게시판 네트워크 매체를 통해 혼종적 주체화를 실행한 효과들인 것이다. The Farm to Fork (F2F) Strategy at the heart of the European Union’s Green Deal set out to create a “just transition” towards a sustainable food system, with benefits for all actors. We conducted a critical discourse analysis (CDA) to explore discourses around power in the food system and farmers’ position in the communication and implementation of the Farm to Fork Strategy. Discourse analysis encapsulates various scientific methodologies for deciphering the meaning behind the creation and communication of different (...) forms of language and identify power dynamics, amongst other aspects. We identified two prior discourses in one of the objectives of the European Union’s new Common Agricultural Policy (2023-27). Our analysis found that the discourses, namely “rebalance power in food system” and “strengthening farmers’ position in value chains,” are marginalized in favour of an innovation-investment discourse, indicative of greater financialization and technologization based on techno-finances fixes in transforming the European Union agri-food system. We argue that entities representing agri-business interests have been influential in the policymaking process and voices representing smallholder and medium-sized farmers’ transformational discourses have been excluded. This paper concerns the connection between perceived country risk and corporate social responsibility (CSR) strategies and the communication of CSR strategychoices to consumers. This study incorporates the idea of explicit (voluntary) and implicit (regulated) CSR and presents possible CSR strategies that managers might choose based on risk. Using a convenience sample, this study finds that as managers perceive greater country risk, managers choose predominately compliance based CSR strategies. This essay aims to disentangle various types of anti-realism, and to disarm the considerations that are deployed to support them. I distinguish empiricist versions of anti-realism from constructivist versions, and, within each of these, semantic arguments from epistemological arguments. The centerpiece of my defense of a modest version of realism - real realism - is the thought that there are resources within our ordinary ways of talking about and knowing about everyday objects that enable us to extend our claims to (...) unobservable entities. Amidst concerns about unethical practice in the business world, this book focuses on moral human agency in 'strategy as practice'.

Understanding how learners regulate their emotions and engage in metacognitive strategies is crucial for fostering self-regulated learning, particularly in technology-mediated learning. This study examines the temporal relationships between two emotion regulation (ER) strategies, reappraisal and suppression, frustration, and use of progress monitoring as metacognitive strategy, within the context of an educational game on financial literacy. The study involved 82 undergraduate students whose levels of frustration, progress monitoring behaviour, ER strategies were assessed at various points during the learning task. Findings (...) revealed that the use of both reappraisal and suppression decreased during the learning task. Additionally, both ER strategies were negatively associated with frustration, although the relationship between reappraisal and frustration diminished over time. Frustration was negatively related to progress monitoring, indicating that effective emotion regulation can help maintain engagement in metacognitive strategies by keeping cognitive resources available. Notably, suppression and progress monitoring showed a positive relation that increased over time, highlighting the potential usefulness of suppression in extended learning tasks, despite its generally lower effectiveness compared to reappraisal. The results highlight the importance of considering temporal dynamics in the application of ER strategies during extended learning. Practical implications for the design of technology-mediated learning environments and educational interventions are proposed. (shrink)

This paper is an interpretation and defense of Richard Levins’ “The Strategy of Model Building in Population Biology,” which has been extremely influential among biologists since its publication 40 years ago. In this article, Levins confronted some of the deepest philosophical issues surrounding modeling and theory construction. By way of interpretation, I discuss each of Levins’ major philosophical themes: the problem of complexity, the brute-force approach, the existence and consequence of tradeoffs, and robustness analysis. I argue that Levins’ article (...) is concerned, at its core, with justifying the use of multiple, idealized models in population biology. (shrink)

The economical/environmental scheduling problem of the ship integrated energy system has high computational complexity, which includes more than one optimization objective, various types of constraints, and frequently fluctuated load demand. Therefore, the intelligent scheduling strategies cannot be applied to the ship energy management system online, which has limited computing power and storage space. Aiming at realizing green computing on SEMS, in this paper a typical SIES-EESP optimization model is built, considering the form of decision vectors, the economical/environmental optimization objectives, and (...) various types of real-world constraints of the SIES. Based on the complexity of SIES-EESPs, a two-stage offline-to-online multiobjective optimization strategy for SIES-EESP is proposed, which transfers part of the energy dispatch online computing task to the offline high-performance computer systems. The specific constraints handling methods are designed to reduce both continuous and discrete constraints violations of SIES-EESPs. Then, an establishment method of energy scheduling scheme-base is proposed. By using the big data offline, the economical/environmental scheduling solutions of a typical year can be obtained and stored with more computing resources and operation time on land. Thereafter, a short-term multiobjective offline-to-online optimization approach by SEMS is considered, with the application of multiobjective evolutionary algorithm and typical schemes corresponding to the actual SIES-EESPs. Simulation results show that the proposed strategy can obtain enough feasible Pareto solutions in a shorter time and get well-distributed Pareto sets with better convergence performance, which can well adapt to the features of real-world SIES-EESPs and save plenty of operation time and storage space for the SEMS. The meta-problem of consciousness is the problem of explaining why we think there is a hard problem of consciousness. The meta-problem promises to help us solve the hard problem. The Phenomenal Concept Strategy promises to solve both problems at once while allowing for a metaphysics of mind that avoids dualism, which is hard to defend, and illusionism which is hard to accept. I argue that the strategy fails to fulfil this promise. Standard accounts of the PCS cannot provide (...) an adequate response to the meta-problem because the cognitive isolation of phenomenal concepts is not the basis of our problem intuitions. (shrink)

Metacognitive skills are essential to be developed by the students to help improve their academic performance. This study was conducted with the aim of determining whether the use of problem-solving strategies can increase students' metacognitive skills. Students of the Mathematics in the World course offered at a local college in the Philippines were selected to participate in this study. Using an independent sample t-test, results revealed that students who were the recipients of problem-solving strategies scored statistically higher in formal examinations (...) compared to those students who were taught using conventional strategies. The researchers concluded that students who were taught using the problem-solving strategy enhanced their metacognitive skills based on their scores in the test of metacognitive skills during the post-test. The researchers suggested that teachers should incorporate problem-solving strategies into their lessons since this research demonstrates this to be an effective strategy for enhancing students' metacognitive skills essential to their learning.
