The Common Agricultural Policy (CAP) of the European Community (EC) has been criticized for causing a misallocation of resources, inequitable income transfers, and enormous budgetary costs. The purpose of this paper is to examine the political economy of agriculture and agricultural policy in the EC. The results of the analysis indicate that conflicts between national political objectives and broader, community-wide concerns are important factors in the performance of EC agriculture. The pressures for reform of the CAP will lead to modification (...) of the system, but changes in EC agricultural policy are likely to be moderate because of the inherent inertia of the policy-making process. As a result, the agricultural system in the EC will probably continue to evolve in an atmosphere of crisis with most reforms directed at symptoms rather than fundamental problems. (shrink)

Despite apparent political concern and action—often fuelled by high-profile cases and campaigns—legislative and institutional responses to image-based sexual abuse in the UK have been ad hoc, piecemeal and inconsistent. In practice, victim-survivors are being consistently failed: by the law, by the police and criminal justice system, by traditional and social media, website operators, and by their employers, universities and schools. Drawing on data from the first multi-jurisdictional study of the nature and harms of, and legal/policy responses to, image-based sexual abuse, (...) this article argues for a new joined-up approach that supports victim-survivors of image-based sexual abuse to ‘reclaim control’. It argues for a comprehensive, multi-layered, multi-institutional and multi-agency response, led by a government- and industry-funded online or e-safety organisation, which not only recognises the diversity of victim-survivor experiences and the intersection of image-based sexual abuse with other forms of sexual and gender-based violence and discrimination, but which also enables victim-survivors to reclaim control within and beyond the criminal justice system. In lieu of an abstract, here is a brief excerpt of the content:Many scholars have contended that Clare of Assisi’s original intention upon leaving her family home to take up religious life sometime around 1211 was to lead a life essentially like that of the mendicant friars.1 She and the women who soon joined her would be not only poor and penitential, but also itinerant and apostolic. Like the friars their life would be marked by both insertion into the (...) world and seclusion from it as they alternated between active service and recollected contemplation. The important proof text for this claim is a passage in a letter composed by Jacques de Vitry in 1216, just five years after Clare’s conversion. Many scholars, including Paul Sabatier, Luigi Pellegrini, Roberto Rusconi, Marco Bartoli, Ingrid Peterson, Chiara Frugoni, Giovanni Boccali, and Chiara Augusta Lainati believe the text to be the earliest witness to the manner of life led by Clare and her followers during their initial years.2 The letter has been used to argue further that the women were explicitly grouped together with the Lesser Brothers, were known by the parallel title of “Lesser Sisters,” and had the freedom to come and go as they wished during their early years in San Damiano.Since claims about the women’s early likeness to the friars’ mendicant way of life are often made as brief assertions resting on Jacques’s letter, I think it important to consider in a more detained fashion the provocative passage thought to support them. Closer scrutiny of Jacques’s text shows that while none of these claims can be entirely ruled out, importantly, none can be supported with any solid evidence. I agree essentially with scholars such as Lilly Zarncke, Ernest McDonnell, Maria Pia Alberzoni, Jacques Dalarun, and Lezlie Knox who consider the letter’s language too general to know if it refers specifically to Clare and her sisters.3 I suggest, furthermore, that there are reasons to conclude that this is certainly unlikely if the passage is interpreted to mean, specifically, that Clare and her sisters carried on an active apostolate outside of San Damiano.Jacques de Vitry is generally recognized as one of the most astute and forward-thinking observers of his time in terms of recognizing the importance of new religious groups. A Parisian master, canon regular, and bishop, Jacques had the opportunity to live in a variety of settings, including his native France, the Low Countries, Italy, and the holy land.4 In 1216, he traveled from Liège in the Low Countries to Perugia to be consecrated bishop by Honorius III, who himself had just been elevated to the papacy.5 Along with observations about other matters, Jacques shared the following comment about religious men and women in a letter that he sent almost certainly to a group of his friends back in Liège. He was writing in the early days of October 1216 as he was leaving Italy on a boat that would carry him to his new episcopal see in Acre. The letter, the first of six that survive, is prized not only for its reference to the Lesser Sisters, but also as the very first written testimony regarding the Franciscan movement in general. The great nineteenth-century historian Paul Sabatier thought it provided a more vivid and precise description of Francis’s ministry than any single passage contained in his early biographies.6 The passage, which represents less than seven percent of the entire letter, is rendered thus in a widely available English translation:I found one consolation in those parts, nevertheless: many men and women [multi enim utriusque sexus], rich and worldly, after renouncing everything for Christ, fled the world. They are called Lesser Brothers and Lesser Sisters [fratres minores et sorores minores]. They are held in great esteem by the Lord Pope and the cardinals. I ask whether figure-ground structure can be realized in touch, and, if so, how. Drawing on the taxonomy of touch sketched in Katz's 1925 The World of Touch, I argue that the form of touch that is relevant to such consideration is a species of immersed touch. I consider whether we can feel the space we are immersed in and, more specifically, the empty space against which the surfaces of objects, as I shall urge, “stand out.” Harnessing M. G. F. (...) Martin's account of bodily awareness and touch, I defend a positive thesis, pace Graham Nerlich on whose The Shape of Space I otherwise rely, both to defend the supposition that empty space can in principle be felt and to argue that touching empty space is not a mere species of absence perception. After spinal cord injury (SCI), motoneuron death occurs at and around the level of injury which induces changes in function and organization throughout the nervous system, including cortical changes. Muscle affected by SCI may consist of both innervated (accessible to voluntary drive) and denervated (inaccessible to voluntary drive) muscle fibers. Voluntary activation measured with transcranial magnetic stimulation (VATMS) can quantify voluntary cortical/subcortical drive to muscle but is limited by technical challenges including suboptimal stimulation of target muscle relative to its antagonist. (...) The motor evoked potential (MEP) in the biceps compared to the triceps (i.e., MEP ratio) may be a key parameter in the measurement of biceps VATMS after SCI. We used paired pulse TMS, which can inhibit or facilitate MEPs, to determine whether the MEP ratio affects VATMS in individuals with tetraplegia. Ten individuals with tetraplegia following cervical SCI and ten non-impaired individuals completed single pulse and paired pulse VATMS protocols. Paired pulse stimulation was delivered at 1.5, 10, and 30 ms inter-stimulus intervals (ISI). In both the SCI and non-impaired groups, the main effect of the stimulation pulse (paired pulse compared to single pulse) on VATMS was not significant in the linear mixed-effects models. In both groups for the stimulation parameters we tested, the MEP ratio was not modulated across all effort levels and did not affect VATMS. Linearity of the voluntary moment and superimposed twitch moment relation was lower in SCI participants compared to non-impaired. Poor linearity in the SCI group limits interpretation of VATMS. Future work is needed to address methodological issues that limit clinical application of VATMS. (shrink)

Johansson and Rosenqvist reject our argument for the rational permissibility of pure time preferences (PTP). Johansson and Rosenqvist's main objection is that where two options, X and Y, have equal intrinsic value, there will be a reason to be indifferent between X and Y, and therefore a reason to not hold a PTP for X or Y. In this reply, we argue that if two options have equal intrinsic value, it does not follow that you have a reason to be (...) indifferent. Rather, the two equally large intrinsic values cancel each other out, like two equal weights on kitchen scales. (shrink)

This chapter addresses questions about commodification in the sphere of security and prisons. It surveys potential forms of commodification and considers arguments that aim to show that they are morally wrong or unjust. The chapter considers the relationship between commodification and privatization. It examines economic, legal and moral commodification arguments against private prisons and prison labor. The economic arguments against private prisons considered here focus on efficiency and perverse incentives. The legal arguments focus on dignity and the commodification of the (...) person. The moral arguments focus on human equality and corruption of important goods. The arguments against prison labor begin with the question of whether prison labor is market activity and then consider the possibility that prison labor may contribute to mass incarceration. This thesis offers a re-definition of Kantian a priorism by expanding the notions surrounding it from within a Piagetian genetic epistemological viewpoint. ;In particular, the notion of "noumenon" is re-examined from within this viewpoint, and extended to all structural facets of the genetic epistemological knowing "situation". ;By means of these re-examinations of classical epistemological notions, the various forms of knowledge characteristically produced from within the bounds of that knowing "situation" can then be structurally located with respect to intent and focus (...) of the knowing activity, thereby making it possible to show the phenomenological connection between all these forms of knowledge, as well as to legitimize each form under the canopy of a common set of functional principles, such as truth, objectivity, progress, etc. This in turn allows for a re-definition of the Piagetian scientifically oriented "epistemic subject" into what I call the "complete epistemic subject", which takes account of all the forms of knowing occurring within the structure of the genetic epistemological "situation". ;Particularly are art and science focused upon as test cases for the re-oriented a priorism presented. ;Following the epistemological argument, the classical Progressive educational argument will be re-examined to determine whether any altered approaches and educational ideals result from analyzing the meaning of the "natural man" and "democratic man" and how these analyses can be seen to refer to an expanded type of knowing subject, the "complete epistemic subject". Socrates and Plato are one in species, but diverse in number. What accounts for their diversity in this sense? This question lies at the center of a longstanding controversy over what has been called the principle of individuation. Though multiple questions have been investigated using the terminology of individuation, the author’s focus here is on the question of what, for Aristotle, explains the numerical diversification of cospecific organisms, along with the two mainstream answers to this question: that their diversity derives (...) from the diversity of their matter, or that it derives from the diversity of their forms. She argues that if we take Aristotle’s metaontology as our starting point for investigating this question, both of the mainstream views falter for the same reason. Aristotle’s analyses of the concepts of unity and diversity support the conclusion that the diversity of cospecific organisms is underived. (shrink)
