The promises and risks of Artificial Intelligence permeate current policy statements and have attracted much attention by AI governance research. However, most analyses focus exclusively on AI policy on the national and international level, overlooking existing federal governance structures. This is surprising because AI is connected to many policy areas, where the competences are already distributed between the national and subnational level, such as research or economic policy. Addressing this gap, this paper argues that more attention should be dedicated to (...) subnational efforts to shape AI and asks which themes are discussed in subnational AI policy documents with a case study of Germany’s 16 states. Our qualitative analysis of 34 AI policy documents issued on the subnational level demonstrates that subnational efforts focus on knowledge transfer between research and industry actors, the commercialization of AI, different economic identities of the German states, and the incorporation of ethical principles. Because federal states play an active role in AI policy, analysing AI as a policy issue on different levels of government is necessary and will contribute to a better understanding of the developments and implementations of AI strategies in different national contexts. In humans, the intestine is the major reservoir of microbes. Although the intestinal microbial community exists in a state of homeostasis called eubiosis, environmental and genetics factors can lead to microbial perturbation or dysbiosis, a state associated with various pathologies including inflammatory bowel diseases (IBD) and colorectal cancer (CRC). Dysbiotic microbiota is thought to contribute to the initiation and progression of CRC. At the opposite end of the spectrum, two recently published studies inSciencereveal that the microbiota is essential for chemotherapeutic (...) drug efficacy, suggesting a beneficial microbial function in cancer management. The dichotomy between the beneficial and detrimental roles of the microbiota during cancer initiation, progression, and treatment emphasize the interwoven relationship between bacteria and cancer. Moreover, these findings suggest that the microbiota could be considered as a therapeutic target, not only at the level of cancer prevention, but also during management, i.e. by enhancing the efficacy of chemotherapeutics. Le Dictionnaire d'économie politique et diplomatique paraît entre 1784 et 1788 sous la direction de J. N. Démeunier (1751-1814), homme politique français et publiciste. Sur la base d'une définition qui inscrit les questions économiques nouvelles dans le champ de la réflexion sociale et politique classique, le Dictionnaire présente une conception globalisante de l'économique relativement innovante. Dans le cadre du présent volume III (Économie politique) des Anthologies de l'encyclopédie méthodique, nous avons privilégié l'ensemble des articles consacrés aux États-Unis et à la (...) Virginie, ce nouveau Monde où « la réflexion politique moderne est mise à l'épreuve, et transformée par l'économie politique ». Le modèle américain est tendu par Démeunier à « la partie la plus saine de l'Europe » comme « le miroir de son avenir », en particulier quand il célèbre la dimension exemplaire du nouveau code civil et criminel préparé pour la Virginie, ou encore les dispositions sur la tolérance religieuse. Enfin, nous avons fait suivre le choix d'articles tirés du Dictionnaire de Démeunier d'extraits de la traduction française de l'abbé Morellet des Observations sur la Virginie, ouvrage rédigé par Jefferson et auquel Démeunier a abondamment emprunté. Le lecteur appréciera derechef la hauteur et la nouveauté de vues de ce grand homme, héritier exemplaire des Lumières, préoccupé tout entier de réformes et de changements pour cette nouvelle société en train de se constituer. Cette anthologie paraît de façon posthume. C'est en effet le dernier ouvrage que préparait Paule-Monique VERNES, professeure émérite de philosophie moderne et politique à l'Université de Provence, quand elle est décédée soudainement le 15 janvier 2013. J. Boulad-Ayoub s'est occupée de compléter, avec l'aide de Christian Jobin, la présente publication laissée inachevée par la disparition de son éditrice. (shrink)

In this book, Christian Barry and Sanjay G. Reddy propose ways in which the international trading system can support poor countries in promoting the well-being of their peoples.

Many groups make decisions over multiple interconnected propositions. The “doctrinal paradox” or “discursive dilemma” shows that propositionwise majority voting can generate inconsistent collective sets of judgments, even when individual sets of judgments are all consistent. I develop a simple model for determining the probability of the paradox, given various assumptions about the probability distribution of individual sets of judgments, including impartial culture and impartial anonymous culture assumptions. I prove several convergence results, identifying when the probability of the paradox converges to (...) 1, and when it converges to 0, as the number of individuals increases. Drawing on the Condorcet jury theorem and work by Bovens and Rabinowicz , I use the model to assess the “truth-tracking” performance of two decision procedures, the premise- and conclusion-based procedures. I compare the present results with existing results on the probability of Condorcet’s paradox. I suggest that the doctrinal paradox is likely to occur under plausible conditions. (shrink)

Distributive egalitarians believe that distributive justice is to be explained by the idea of distributive equality (DE) and that DE is of intrinsic value. The socio-relational critique argues that distributive egalitarianism does not account for the “true” value of equality, which rather lies in the idea of “equality as a substantive social value” (ESV). This paper examines the socio-relational critique and argues that it fails because – contrary to what the critique presupposes –, first, ESV is not conceptually distinct from (...) DE, and second, the idea of ESV cannot serve as a “foundation” or “root” of distributive egalitarianism. (shrink)

Cette étude formule l'hypothèse critique d'une opération de remythologisation par une réactualisation théologico-politique de la tragédie chez Heidegger. Cette opération ne saurait simplement coïncider avec une revalorisation " irrationnelle " du mythe, car elle procède d'abord d'une mise en question, non moins problématique, de la dualité supposée entre muthos et logos pour culminer dans ce qu'une note des années 1950 appellera la " mytho-logie de l'événement ". La réélaboration de la notion de mythe s'accomplit à partir du poème de Hölderlin (...) qui doit préfigurer les dieux de l'" autre commencement " post-judéo-chrétien, selon le projet spéculatif d'une " religion " censée relier le peuple à ses dieux nouveaux via l'être comme événement. L'hypothèse d'une remythologisation théologico-politique doit ainsi permettre d'éclairer non seulement le rôle matriciel de Hölderlin pour la pensée de l'être, mais aussi le surinvestissement illusoire du national-socialisme censé donner lieu au " peuple de Hölderlin ". Pour interroger cette réactualisation théologico-politique du mythe, l'étude se concentre sur les cours que Heidegger consacra à Hölderlin, tout en sollicitant l'intégralité du corpus des années 1933-1945, c'est-à-dire les cours fribourgeois, les traités inédits rédigés dans le sillage des Contributions (Beiträge) et les Cahiers noirs (Schwarze Hefte). Does the need to find a quantum theory of gravity imply that the gravitational field must be quantized? Physicists working in quantum gravity routinely assume an affirmative answer, often without being aware of the metaphysical commitments that tend to underlie this assumption. The ambition of this article is to probe these commitments and to analyze some recently adduced arguments pertinent to the issue of quantization. While there exist good reasons to quantize gravity, as this analysis will show, alternative approaches to (...) gravity challenge the received wisdom. These renegade approaches do not regard gravity as a fundamental force, but rather as effective, i.e. as merely supervening on fundamental physics. I will urge that these alternative accounts at least prove the tenability of an opposition to quantization. (shrink)

This paper argues that recent arguments to the effect that the debate between presentism and eternalism lacks any metaphysical substance ultimately fail, although important lessons can be gleaned from them in how to formulate a non-vacuous version of presentism. It suggests that presentism can best be characterized in the context of spacetime theories. The resulting position is an ersatzist version of presentism that admits merely non-present entities as abstracta deprived of physical existence. Ersatzist presentism both escapes the charges of triviality (...) and promises to offer a route to solving the grounding problem which befalls its more traditional cousins. (shrink)

This paper argues that the question of the compatibility between competition and solidarity needs to be clarified by distinguishing a variety of possible normative frameworks. Using a core metaphor of a race between runners hired by stadiums, I develop and discuss three ethical frameworks: the emergentist perspective, which considers that competition is in itself the locus of solidarity; the social-democratic perspective, which views solidarity as the main counterweight to the abrasive effects of competition – without, however, calling into question the (...) system that generates this competition; and the oppositional perspective, which considers solidarity as an implication of the desire to assist the victims of asymmetrical social power, unfairly distributed through competition, and therefore sees ‘genuine’ solidarity as a means to subvert competitive logic itself. In each case, I deconstruct the fundamental ‘axioms’ that underlie the approach, and I gradually demonstrate why there are compelling ethical arguments for a radical subversion of the logic of competition within a framework of ‘genuine’ solidarity. Thus, while the social-democratic perspective trumps the emergentist perspective, it is in turn trumped by the oppositional perspective. The basic idea is that competition which is statically fair, tends to become dynamically unfair, revealing a deep-lying source of structural alienation. This requires a renewed view of the nature of agents’ rationality, however, and an abandonment of some cherished beliefs and prejudices concerning the alleged fairness of competition in market economies. The standard of proof in criminal trials should require that the evidence presented by the prosecution is robust. This requirement of robustness says that it must be unlikely that additional information would change the probability that the defendant is guilty. Robustness is difficult for a judge to estimate, as it requires the judge to assess the possible effect of information that the he or she does not have. This article is concerned with expert witnesses and proposes a method for reviewing (...) the robustness of expert testimony. According to the proposed method, the robustness of expert testimony is estimated with regard to competence, motivation, external strength, internal strength and relevance. The danger of trusting non-robust expert testimony is illustrated with an analysis of the Thomas Quick Case, a Swedish legal scandal where a patient at a mental institution was wrongfully convicted for eight murders. An experiment is proposed to test Bell’s theorem in a purely macroscopic domain. If realized, it would determine whether Bell inequalities are satisfied for a manifestly local, classical system. It is stressed why the inequalities should not be presumed to hold for such a macroscopic system without actual experimental evidence. In particular, by providing a purely classical, topological explanation for the EPR-Bohm type spin correlations, it is demonstrated why Bell inequalities must be violated in the manifestly local, macroscopic domain, just (...) as strongly as they are in the microscopic domain. This paper aims at discussing the relations between religion and revolution according to Edmund Burke’s and Alexis de Tocqueville’s considerations on the unleashment of the French Revolution. There is a rare dialog between both authors made by the French thinker, mainly in his book The Old Regime and the Revolution. Nonetheless, I intend to deepen this dialog. This procedure will make it possible to review the comparisons – between the English and the French Revolutions – made by both authors and (...) the distinct role played by religion in each process. When can we say that a debt crisis has been resolved fairly? An often overlooked but very important effect of financial crises and the debts that often engender them is that they can lead the crisis countries to increased dependence on international institutions and the policy conditionality they require in return for their continued support, limiting their capabilities and those of their citizens to exercise meaningful control over their policies and institutions. These outcomes have been viewed by many not merely (...) as extremely unfortunate and regrettable, but also as deeply unfair. And indeed, increasingly potent popular movements have pressured governments, financial institutions, and the financial community to seek what they take to be fairer solutions to debt crises. The merits of these programs and proposals for dealing more fairly with sovereign debt remain hotly disputed. In this essay, we try to take a step back from the political fray and examine some more fundamental considerations that seem relevant to assessing the fairness of current arrangements governing economic exchanges related to debt contracts and alternatives that have been proposed to them.Our discussion is organized into seven sections. First, we characterize briefly the concept of fairness and its role in social evaluation. Second, we clarify what sovereign debt is, and, third, the ethical statuses that particular sovereign debts can have. Fourth, we identify and describe the main features of current practices related to sovereign debt. Fifth, we describe an "ideal picture" of creditor/debtor relations. We argue that in such a scenario a broad range of ethical considerations can plausibly be invoked in support of practices that closely resemble those presently governing sovereign debt. Sixth, we draw attention to the many ways in which in reality the relations between sovereign debtors and their creditors differ markedly from the relationships between the creditor and debtor in the ideal picture. Because of this, many of the ethical considerations that would support present practices were relations between sovereign debtors and their creditors to resemble more closely those depicted in the ideal picture fail to do so under present circumstances. We conclude, moreover, that the remaining ethical considerations that might be advanced in support of the present system are at best quite inconclusive. Finally, we describe briefly specific reform proposals to current practices. While we will not attempt to show that these proposals would necessarily make the rules governing economic exchanges relevant to sovereign debt more fair, we conclude, in light of our earlier analysis, that they must be given much more serious consideration than they have so far received in policy circles. Indeed, there are strong prima facie reasons to believe that some combination of these proposed policies might prevent or mitigate some of the most ethically regrettable outcomes of present practices and norms by changing the incentives of sovereign borrowers and those who lend to them. The question of observability of sign changes under 2pi rotations is considered. It is shown that in certain circumstances there are observable consequences of such sign changes in classical physics. A macroscopic experiment is proposed which could in principle detect the 4pi periodicity of rotations.

The failure of Bell's theorem for Clifford algebra valued local variables is further consolidated by proving that the conditions of remote parameter independence and remote outcome independence are duly respected within the recently constructed exact, local realistic model for the EPR-Bohm correlations. Since the conjunction of these two conditions is equivalent to the locality condition of Bell, this provides an independent geometric proof of the local causality of the model, at the level of microstates. In addition to local causality, the (...) model respects at least seven other conceptual and operational requirements, arising either from the predictions of quantum mechanics or the premises of Bell's theorem, including the Malus's law for sequential spin measurements. Since the agreement between the predictions of the model and those of quantum mechanics is quantitatively precise in all respects, the ensemble interpretation of the entangled singlet state becomes amenable. Critics of Rorty’s views on truth, objectivity, and value often take them to imply some form of untenable relativism.1 While it would be worthwhile to investigate whether Rorty is in fact committed to what might be called global relativism, or relativism in most if not all domains of investigation, for our purposes in this paper we must proceed more selectively. By focusing on Rorty’s view of moral objectivity, we can hopefully shed some new light on the now stale charge of (...) Rortian relativism. In the process, we can also go quite a long way towards articulating what a Rortian approach to meta-ethics might look like. (shrink)

Wie vermag ich eigentlich die Annahme zu rechtfertigen, daß der Andere eine Person ist, die zumindest für einige ihrer Handlungen moralisch verantwortlich ist? Die theoretische Option, die ich ergreife, um diese Frage zu beantworten, lautet: Simulationstheorie des Personenverstehens plus Metavolitionstheorie der moralischen Personalität. Ich skizziere zunächst Frankfurts metavolitionale Personenkonzeption. Sodann kritisiere ich seine Theorie der Verantwortung und unterbreite einen Alternativvorschlag. Anschließend wird das Verhältnis zwischen Metavolitionen und evaluativen Metaeinstellungen beleuchtet. In diesem Zusammenhang diskutiere ich Watsons Kritik an Frankfurt, die auf (...) die Unterscheidung zwischen Bewertungs- und Motivationssystem zurückgreift. Ich weise Watsons Kritik zurück und argumentiere, daß diese Unterscheidung in metarepräsentationaler Begrifflichkeit zu interpretieren ist. Daraufhin wird der systematische Ort der Bewertungen erster Stufe bestimmt. Abschließend untersuche ich das Verhältnis zwischen Rationalität, Moralität und Personenverstehen aus Sicht der Metavolitions- und Simulationstheorie. Im Mittelpunkt stehen dabei die Ideen der kritischen Selbstbewertung, der partikularen Lebensweise und der gemeinsamen Lebensform. L'auteur discute en ces pages la définition du vivant et la potion de fonction biologique, et développe notamment une conception causale et mécaniste des (...) processus biologiques dans une perspective réductionniste originale. Clair et didactique, cet ouvrage résume systématiquement l'état actuel des connaissances, présente les différents concepts et positions, propose une évaluation des résultats et montre que les questions ouvertes dépasse largement le seul cadre de la biologie.
