For over two decades, the debate about whether legally to recognize environmental refugees as refugees has been ongoing. Because their numbers are growing, environmental refugees should be recognized as convention refugees or a new UN convention should be drafted to address their needs. A typology of the environmental refugee should be developed to make the term more concrete and useful.

The notion that human activity can be characterised in terms of dynamic systems is a well-established alternative to motor schema approaches. Key to a dynamic systems approach is the idea that a system seeks to achieve stable states in the face of perturbation. While such an approach can apply to physical activity, it can be challenging to accept that dynamic systems also describe cognitive activity. In this paper, we argue that creativity, which could be construed as a ‘cognitive’ activity par (...) excellence, arises from the dynamic systems involved in jewellery making. Knowing whether an action has been completed to a ‘good’ standard is a significant issue in considering acts in creative disciplines. When making a piece of jewellery, there a several criteria which can define ‘good’. These are not only the aesthetics of the finished piece but also the impact of earlier actions on subsequent ones. This suggests that the manner in which an action is coordinated is influenced by the criteria by which the product is judged. We see these criteria as indicating states for the system, e.g. in terms of a space of ‘good’ outcomes and a complementary space of ‘bad’ outcomes. The skill of the craftworker is to navigate this space of available states in such a way as to minimise risk, effort and other costs and maximise benefit and quality of the outcome. In terms of postphenomonology, this paper explores Ihde’s human-technology relations and relates these to the concepts developed here. (shrink)

Much of Stephen Jay Gould’s legacy is dominated by his views on the contingency of evolutionary history expressed in his classic Wonderful Life. However, Gould also campaigned relentlessly for a “nomothetic” paleontology. How do these commitments hang together? I argue that Gould’s conception of science and natural law combined with his commitment to contingency to produce an evolutionary science centered around the formulation of higher-level evolutionary laws.

Why ever assert clarity? If It is clear that p is true, then saying so should be at best superfluous. Barker and Taranto (2003) and Taranto (2006) suggest that asserting clarity reveals information about the beliefs of the discourse participants, specifically, that they both believe that p . However, mutual belief is not sufficient to guarantee clarity ( It is clear that God exists ). I propose instead that It is clear that p means instead (roughly) 'the publicly available evidence (...) justifies concluding that p '. Then what asserting clarity reveals is information concerning the prevailing epistemic standard that determines whether a body of evidence is sufficient to justify a claim. If so, the semantics of clarity constitutes a grammatical window into the discourse dynamics of inference and skepticism. (shrink)

To whom is egalitarian justice owed? Our fellow citizens, or all of humankind? If the latter, what form might a global brand of egalitarianism take? This paper examines some recent debates about the justification, and content, of global egalitarian justice. It provides an account of some keenly argued controversies about the scope of egalitarian justice, between those who would restrict it to the level of the state and those who would extend it more widely. It also notes the cross-cutting distinction (...) between relationists (whose views on scope are derived from a belief about which relations, practices or institutions give rise to the demands of equality) and non-relationists (who place no such importance on empirical facts about the relations between individuals). Beyond this, it sets out some of the different principles that might flow from a commitment to global egalitarianism. One of the key goals is to highlight the increasing diversity within debates on global justice, so that even those with a shared commitment to global equality may espouse different views about the justifications for equality, as well as the nature of, and proper sites for, egalitarian principles. There are differences among forms of impression management that are relevant to its ethical evaluation. Sometimes, moral appraisal is to do with impression management as a tactic of influence, but not about deception. In other cases, an audience is given a true or a false impression, and ethical questions of deception arise, but they are made more complex by the need to consider the responsibility of an audience in reaching its conclusions. Cases where that is an issue blend into a (...) third category in which impression management is joint social performance. Such cases raise additional possibilities of the problematic influence of one agent by another, but also begin to move ethical concerns from the behaviour of an individual agent to the social practices that sustain their expectations. Such social practices invite ethical appraisal because they may impose constraints. But they may also provide opportunities for achievement and pursuit of excellence. (shrink)

Elementary Recursive Nonstandard Analysis, in short ERNA, is a constructive system of nonstandard analysis proposed around 1995 by Patrick Suppes and Richard Sommer, who also proved its consistency inside PRA. It is based on an earlier system developed by Rolando Chuaqui and Patrick Suppes, of which Michal Rössler and Emil Jeřábek have recently proposed a weakened version. We add a Π₁-transfer principle to ERNA and prove the consistency of the extended theory inside PRA. In this extension of ERNA a σ₁-supremum (...) principle 'up-to-infinitesimals', and some well-known calculus results for sequences are deduced. Finally, we prove that transfer is 'too strong' for finitism by reconsidering Rössler and Jeřábek's conclusions. (shrink)

The concept of argumentation in AI is based almost exclusively on the use of formal, abstract representations. Despite their appealing computational properties, these abstractions become increasingly divorced from their real world counterparts, and, crucially, lose the ability to express the rich gamut of natural argument forms required for creating effective text. In this paper, the demands that socially situated argumentation places on knowledge representation are explored, and the various problems with existing formalisations are discussed. Insights from argumentation theory and social (...) psychology are then adduced as key contributions to a notion of social context which is both computationally tractable and suitably expressive for handling the complexities of argumentation found in natural language. The aim of this article is to clarify the role of self-interest in Moist thought and by doing so to refute the Self-Interest Thesis. Toward these ends, I will examine passages from the Mozi bearing on the role of self-interest in Moist ethics and psychology and show that, in each case, an alternative interpretation explains them better than the Self-Interest Thesis does. I will argue that the Moists recognize the obvious truth that self-interest figures among people’s basic motives, but they (...) believe people also have other important sources of motivation. Many of the foremost defenders of distributive egalitarianism hold that its scope should be limited to co-citizens. But this bracketing of distributive equality exclusively to citizens turns out to be very difficult to defend. Pressure is placed on it, for instance, when we recognize its vulnerability to ?extension arguments? which attempt to cast the net of egalitarian concern more widely. The paper rehearses those arguments and also examines some ? ultimately unsuccessful ? responses which ?citizenship egalitarians? might make. If it (...) does turn out that citizenship egalitarianism cannot be defended, then two options are open to its adherents: to modify that position substantially in order to embrace at least some global egalitarian components, or to argue for a reorganization of citizenship regimes in such a way that citizenship might properly track the subjects of egalitarian justice. A course focusing on ethical issues in physics has been taught to undergraduate students at Eastern Michigan University since 1988. The course covers both responsible conduct of research and ethical issues associated with how physicists interact with the rest of society. Since most undergraduate physics majors will not have a career in academia, it is important that a course such as this address issues that will be relevant to physicists in a wide range of job situations. In 2004 Csima, Hirschfeldt, Knight, and Soare [1] showed that a set A ≤T 0' is nonlow₂ if and only if A is prime bounding, i.e., for every complete atomic decidable theory T, there is a prime model M computable in A. The authors presented nine seemingly unrelated predicates of a set A, and showed that they are equivalent $\Delta _{2}^{0}$ sets. Some of these predicates, such as prime bounding, and others involving equivalence structures and abelian p-groups come from model (...) theory, while others involving meeting dense sets in trees and escaping a given function come from pure computability theory. As predicates of A, the original nine properties are equivalent for $\Delta _{2}^{0}$ sets; however, they are not equivalent in general. This articale examines the (degree-theoretic) relationship between the nine properties. We show that the nine properties fall into three classes, each of which consists of several equivalent properties. We also investigate the relationship between the three classes, by determining whether or not any of the predicates in one class implies a predicate in another class. (shrink)

In his book Liberalism Without Perfection, Jonathan Quong challenges liberal perfectionists to show whether their favoured doctrine is capable of generating distinctive distributive principles whilst retaining a valid conception of personal responsibility. In this article I develop this challenge into a dilemma and show that liberal perfectionists can escape by illustrating how arguments for the value of personal autonomy may entail a specific and distinct treatment of choice and responsibility. I develop this claim into a sufficientarian approach to the promotion (...) of autonomy as self-authorship. In doing so I show how differing conceptions of both autonomy and the person employed by liberal perfectionists and political liberals entail different distributive outcomes. (shrink)

The public/private dichotomy has long been the object of considerable attention for feminists. We argue that, by focusing their attention on a divide which has declined in importance, feminists may fail to keep up with the current means by which sexual inequalities are perpetuated. Furthermore, by concentrating on this divide feminists risk reproducing such dichotomous thinking in their own work, discursively perpetuating that which they had initially hoped to displace. We begin by surveying feminist critiques of the public/private dichotomy, consider (...) recent moves to go beyond critique, yet suggest that the dichotomy continues to be a framing concern within feminist work. We then survey the way in which space has been understood within geography, and consider the implications of adopting a relational conception of space for analysis of public and private in political theory. We offer a broader framework for examining the ways in which sexual inequalities are reproduced in contemporary society. We therefore open up the possibility that over time inequalities may be mediated to a greater or lesser degree by spatial divisions. This places a further pressure on the assumption that the public/private divide, or some variation thereof, must be at the heart of feminist theorizing. (shrink)

Drawing from my previous experiences as an Approved Social Worker and my current experiences as a social work educator, this paper will explore the issues that mental health professionals, and specifically social workers, will face when confronted with the requirement to make decisions that are contrary to the emancipatory values that may have been inculcated in them during their period of training. The controlling nature of statutory social work in particular will be investigated and an assessment of its impact will (...) be offered. The legislative system in the United Kingdom dictates that one piece of legislation can override another in certain instances. In applying this phenomenon, the argument will be made that social workers are increasingly required to override certain values to accomplish the desired outcomes of their position. Ethical issues and the concept of care versus control will be assessed in an attempt to rationalize the problems faced by many of today's mental health social workers. (shrink)

Concerns of intellectual property infringement in China slow the dissemination of clean technology (Cleantech) innovation that could help bring the pace of global warming under control. We use the U.S. post‐World War 2 policy decisions with respect to Japan and Europe (the Marshall Plan) to show how this problem can be addressed. To help Japan become a western style democracy and stem the tide of communism, the U.S. transferred much of its extant intellectual property to Japan with a promise to (...) open US markets to Japanese goods. The United States did not require Japan to open its markets to U.S. goods. As a result, Japan became a staunch U.S. political ally in Asia, but also a serious economic competitor to the United States. While the Marshall Plan deployed different resources, the political outcomes were similar to Japan: Western Europe was a bulwark against communism. As global warming has become a major strategic issue, we argue that a comparable IPR initiative is required for China. This is not just a matter of doing the right thing as members of global commons, but is also matter of national security. We propose that by facilitating and managing the flow and sharing of U.S., EU, and Japanese Cleantech intellectual property with China—through a Cleantech Marshall Plan—a positive strategic relationship may be built while helping to bring global warming under control.
