The popular concept and practice of science as an exclusively objective exercise ignores the study of rich and unavoidable subjective phenomena relating to mind. This article proposes that as a process of generating knowledge from perceptual experiences, science-skill is innate to man, which demands precision and effective management of bias, and relies on faith for communication. It manifests in man along two dimensions, one of precision and the other of need and interest. Two more dimensions influence its practice and communicability. (...) This dimensionality accommodates scientific study of diverse human experiences, including religion and spirituality. Evolution of scientific study of mind requires complementing the existing objective techniques with development of techniques for investigating subjective and intuitive experiences. It would also benefit by borrowing concepts and methodologies from ancient Indian philosophies and spiritual practices. Swami Vivekananda's observations are presented in this connection. (shrink)

New technology has a prominent place in the theory and practice of innovation, but the association between high tech and innovation is not inevitable. In this paper, we discuss six metaphorical heroes of agricultural innovation, starting with the dominant hero of frontier science and technology. At first sight, our six heroes can be divided in those who are pro- and those who are anti-technology. Yet in the end technology, and more specifically GM technology, does not emerge as the main issue. (...) Empowering the poor, finding solutions for urgent climate problems, and enhancing the quality of our daily relations to food and the environment – these are the issues the heroes are fighting for. The probability ‘measure’ for measurements at two consecutive mo- ments of time is non-additive. These probabilities, on the other hand, may be determined by the limit of relative frequency of measured events, which are by nature additive. We demonstrate that there are only two ways to resolve this problem. The first solution places emphasis on the precise use of the concept of conditional probability for successive mea- surements. The physically correct conditional probabilities define additive probabilities for two-time measurements. These probabilities (...) depend ex- plicitly on the resolution of the physical device and do not, therefore, correspond to a function of the associated projection operators. It follows that quantum theory distinguishes between physical events and proposi- tions about events, the latter are not represented by projection operators and that the outcomes of two-time experiments cannot be described by quantum logic. The alternative explanation is rather radical: it is conceivable that the relative frequencies for two-time measurements do not converge, unless a particular consistency condition is satisfied. If this is true, a strong revision of the quantum mechanical formalism may prove necessary. We stress that it is possible to perform experiments that will distinguish the two alternatives. (shrink)

The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. Fractal time fluctuations of the spectral “1/f” form are universal in natural self-organizing systems. Neurobiology is uniquely infused with fractal fluctuations in the form of statistically self-similar clusters or bursts on all levels of description from molecular events such as protein chain fluctuations, ion channel currents and synaptic processes to the behaviors of neural ensembles or the collective behavior of Internet users. It is the thesis of this essay that the brain self-organizes via a vertical collation of these spontaneous events (...) in order to perceive the world and generate adaptive behaviors. REM sleep, which coalesces from self-similar clusters of burst-within-burst behavior during ontogeny, is essential to cognitive-emotional function, and has recurrent fractal organization. Empirical fMRI observations further support the association of fractal fluctuations in the temporal lobes, brainstem and cerebellum during the expression of emotional memory, spontaneous fluctuations of thought and meditative practice. Cognitive-emotional integration arises as amygdaloid-brainstem-cerebellar systems harmonize the vertical “1/f” symphony of coupled isochronous cortical oscillations in the pursuit of mindfulness.
