Dictionary-making is an increasingly important avenue for cultural preservation and maintenance for Aboriginal people. It is also one of the main jobs performed by linguists working in Aboriginal communities. However, current tools for making dicitionaries are either not specifically designed for the purpose (Word, Nisus), with the result that dictionaries written in them are difficult to maintain, to keep consistent, and to manipulate automatically, or are too complex for many people to use (Shoebox), and are thereby wasted as potential resources. (...) Moreover, neither of these sets of tools provides a suitable user interface for people who simply want to browse or find words in a dictionary. We set out to design a dictionary 'template', written in software that was easy (and fun!) for people to use, and that maintained a consistent relationship among the information in the dictionary. ‘Rentier capitalism’ is the term increasingly used to describe economies dominated by rentiers, rents, and rent-generating assets. A growing body of scholarship considers how the ownership of such assets by individuals and households is reshaping patterns of class and inequality and accordingly requires the reconceptualisation of the latter phenomena. The significance of company-owned assets and corporate rents for class, inequality and their conceptualisation has not been considered, however. This article offers an exploratory investigation along these lines, highlighting the importance of (...) employees’ working relationship to company-owned, rent-generating assets for their class position. The article further reflects on how developments in this regard might be approached from the perspective of Marx’s writing on value, labour and class, and the challenges that those developments potentially pose to Marxian concepts. Social, political, and economic environments play an active role in nurturing professional virtue. Yet, these environments can also lead to the erosion of virtue. As such, professional virtue is fragile and vulnerable to environmental shifts. While physicians are often considered to be among the most virtuous of professional groups, concern has also always existed about the impact of commercial arrangements on physicians’ willingness and capacity to enact their professional virtues. This article examines the ways in which commercial arrangements have been (...) negotiated to secure medical virtue from real or perceived threats of erosion. In particular, we focus on the concern surrounding conflicts of interest arising from commercial arrangements that have developed as a result of neoliberal economic and social policies. The deregulation of medical markets and privatization of services have produced new commercial relationships that are often misunderstood by patients, publics, and physicians themselves. ‘Conflicts of interest’ policies have been introduced in an attempt to safeguard ethical conduct and medical practice. However, a number of virtue ethicists have critiqued these policies as inadequate for securing virtue. We examine the ways in which commercial arrangements have been seen to impact upon medical virtue, both historically and in the context of modern medicine. We then describe and critique current efforts to restore clinical virtue through both conflict of interest policies and through virtue ethics. Finally, we suggest some possible ways of addressing the corrosive effects of neoliberalism on medical virtue. (shrink)

When we hear about a transgression, we may consider whether the perpetrator’s individual circumstances make their transgression more understandable or excusable. Mitigating circumstances may reduce the severity of punishment that is deemed appropriate, both intuitively and legally. But importantly, in courts of public opinion and of law, mitigating information is typically presented only after information about a perpetrator’s transgression. We explore whether this sequence influences the force of mitigating evidence. Specifically, in two studies, we examined whether presenting evidence about a (...) perpetrator’s background before or after evidence of their violation influenced how severely U.S. participants punished perpetrators. In Study 1 (N = 132), evidence about the perpetrator’s mitigating circumstances reduced punishment only when it was presented before evidence about the perpetrator’s violation. Study 2 (N = 316) additionally revealed this moderating effect of presentation order across a variety of premeditated and impulsive violations. These findings are consistent with person-centered theories of punishment and with the Story Model of adjudication. (shrink)

We offer a sceptical examination of a thesis recently advanced in a monograph published by Princeton University Press, entitled Greek Buddha: Pyrrho’s Encounter with Early Buddhism in Central Asia. In this dense and probing work, Christopher I. Beckwith, a professor of Central Eurasian studies at Indiana University, Bloomington, argues that Pyrrho of Elis adopted a form of early Buddhism during his years in Bactria and Gandhāra, and that early Pyrrhonism must be understood as a sect of early Buddhism. In making (...) his case Beckwith claims that virtually all scholars of Greek, Indian, and Chinese philosophy have been operating under flawed assumptions and with flawed methodologies, and so have failed to notice obvious and undeniable correspondences between the philosophical views of the Buddha and of Pyrrho. In this study we take Beckwith’s proposal and challenge seriously, and we examine his textual basis and techniques of translation, his methods of examining passages, his construal of problems and his reconstruction of arguments. We find that his presuppositions are contentious and doubtful, his own methods are extremely flawed, and that he draws unreasonable conclusions. Although the result of our study is almost entirely negative, we think it illustrates some important general points about the methodology of comparative philosophy. (shrink)

Democracy means rule by the people, but in practice even the most robust democracies delegate most rule making to a political class The gap between the public and its representatives might seem unbridgeable in the modern world, but Legislature by Lot examines an inspiring solution: a legislature chosen through “sortition”—the random selection of lay citizens. It’s a concept that has come to the attention of democratic reformers across the globe. Proposals for such bodies are being debated in Australia, Belgium, Iceland, (...) the United Kingdom, and many other countries. Sortition promises to reduce corruption and create a truly representative legislature in one fell swoop. In Legislature by Lot, John Gastil and Erik Olin Wright make the case for pairing a sortition body with an elected chamber within a bicameral legislature. Gastil is a leading deliberative democracy scholar, and Wright a distinguished sociologist and editor of the Real Utopias series, of which this is a part. In this volume, they bring together critics and advocates of sortition who have studied ancient Athens, deliberative polling, political theory, social movements, and civic innovation. Without obscuring its limitations, the contributors offer a wide variety of ideas for how to implement sortition and examine its potential for reshaping modern politics. Legislature by Lot includes sixteen essays that respond to Gastil and Wright’s detailed proposal. Essays comparing sortition to contemporary reforms see it as a dramatic extension of deliberative “minipublics,” which gather random samples of citizens to weigh public policy dilemmas without being empowered to enact legislation. Another set of essays explores the democratic principles underlying sortition and elections and considers, for example, how a sortition body holds itself accountable to a public that did not elect it. The third set of essays considers alternative paths to democratic reform, which limit the powers of a sortition chamber or more quickly establish a pure sortition body. On a widespread naturalist view, the meanings of mathematical terms are determined, and can only be determined, by the way we use mathematical language—in particular, by the basic mathematical principles we’re disposed to accept. But it’s mysterious how this can be so, since, as is well known, minimally strong first-order theories are non-categorical and so are compatible with countless non-isomorphic interpretations. As for second-order theories: though they typically enjoy categoricity results—for instance, Dedekind’s categoricity theorem for second-order and Zermelo’s quasi-categoricity theorem (...) for second-order —these results require full second-order logic. So appealing to these results seems only to push the problem back, since the principles of second-order logic are themselves non-categorical: those principles are compatible with restricted interpretations of the second-order quantifiers on which Dedekind’s and Zermelo’s results are no longer available. In this paper, we provide a naturalist-friendly, non-revisionary solution to an analogous but seemingly more basic problem—Carnap’s Categoricity Problem for propositional and first-order logic—and show that our solution generalizes, giving us full second-order logic and thereby securing the categoricity or quasi-categoricity of second-order mathematical theories. Briefly, the first-order quantifiers have their intended interpretation, we claim, because we’re disposed to follow the quantifier rules in an open-ended way. As we show, given this open-endedness, the interpretation of the quantifiers must be permutation-invariant and so, by a theorem recently proved by Bonnay and Westerståhl, must be the standard interpretation. Analogously for the second-order case: we prove, by generalizing Bonnay and Westerståhl’s theorem, that the permutation invariance of the interpretation of the second-order quantifiers, guaranteed once again by the open-endedness of our inferential dispositions, suffices to yield full second-order logic. Metasemantics comprises new work on the philosophical foundations of linguistic semantics, by a diverse group of established and emerging experts in the philosophy of language, metaphysics, and the theory of content. The science of semantics aspires to systematically specify the meanings of linguistic expressions in context. The paradigmatic metasemantic question is accordingly: what more basic or fundamental features of the world metaphysically determine these semantic facts? Efforts to answer this question inevitably raise others, including: where are the boundaries of semantics?; (...) what is the essence of the meaning relation?; which framework should we use for semantic theorizing?; and what are the intrinsic natures of semantic values? Metasemantic inquiry has long been recognized as a central part of the philosophy of language, but recent developments in metaphysics and semantics itself now allow us to approach these classic questions with an unprecedented degree of precision. The essays collected here provide promising new perspectives on old problems, pose questions that suggest novel research projects, and taken together, greatly sharpen our understanding of linguistic representation. This work extends theory about entrepreneurship across formal and informal institutional boundaries. While research has identified formal, informal, and renegade economies, we introduce the concept of the controversial economy, defined as the set of legal but illegitimate activities through which actors exploit opportunities. We explain the existence of the controversial economy, its prevalence, and provide examples. We explore how and why entrepreneurs may exploit opportunities in the controversial economy based on individual and opportunity-related attributes. This paper is about mechanisms and models, and how they interact. In part, it is a response to recent discussion in philosophy of biology regarding whether natural selection is a mechanism. We suggest that this debate is indicative of a more general problem that occurs when scientists produce mechanistic models of populations and their behaviour. We can make sense of claims that there are mechanisms that drive population-level phenomena such as macroeconomics, natural selection, ecology, and epidemiology. But talk of mechanisms (...) and mechanistic explanation evokes objects with well-defined and localisable parts which interact in discrete ways, while models of populations include parts and interactions that are neither local nor discrete in any actual populations. This apparent tension can be resolved by carefully distinguishing between the properties of a model and those of the system it represents. To this end, we provide an analysis that recognises the flexible relationship between a mechanistic model and its target system. In turn, this reveals a surprising feature of mechanistic representation and explanation: it can occur even when there is a mismatch between the mechanism of the model and that of its target. Our analysis reframes the debate, providing an alternative way to interpret scientists’ mechanism-talk , which initially motivated the issue. We suggest that the relevant question is not whether any population-level phenomenon such as natural selection is a mechanism, but whether it can be usefully modelled as though it were a particular type of mechanism. Western Political Thought in Dialogue with Asia is a unique collection of essays that examines the exchange of political ideas between Western Europe and Asia from the Middle Ages to the early twentieth century. The contributors to the volume call for globalizing the scope of research and teaching in the history of political thought.

We go through life, focusing our attention on many things. But how much do we focus on ourselves? We may be aware of many things, but are we self-aware? This is a question our contemporary culture asks us to consider more and more, and words like "self-awareness," "personal identity," "authenticity," and "mindfulness" are becoming not just buzz-words but virtues. The ancient dictum "know thyself" reverberates in all corners of our lives, from Disney characters on our TVs to DISC profiles at (...) our workplaces. Some of the more mindful members of our society may even be tempted to disdain those who are not as mindful as they are. But what if our self-aware culture, hailing us to pursue our true selves, is unaware of itself? What if our definitions of true and false self-understanding are myopic, slanted towards a narrow solipsism that is actually leading people away from authenticity, while all the while championing it? If so, how would we know? Who is best able to define these things and to teach us how to know ourselves truly? We provide an account of mechanistic representation and explanation that has several advantages over previous proposals. In our view, explaining mechanistically is not simply giving an explanation of a mechanism. Rather, an explanation is mechanistic because of particular relations that hold between a mechanical representation, or model, and the target of explanation. Under this interpretation, mechanistic explanation is possible even when the explanatory target is not a mechanism. We argue that taking this view is not only coherent and plausible, it (...) gives a more sophisticated view of the relationship between mechanical models and their targets. This allows us to address some ambiguities within the mechanist framework, and delivers a more intuitive way to interpret scientists' use of the term "mechanism". (shrink)

The discovery of a quaternary complexity limitation to mature cognitive operations raises important theoretical issues. We propose that cognitive limitations arise naturally in a complex dynamic information processing system, and consider problems such as the distinction between parallel and serial processes and the representativeness of the empirical data base used by Halford et al. to support their relational complexity scheme.

The proposal regarding rules and similarity is considered in terms of ability to provide insights regarding previous work on reasoning and categorization. For reasoning, the issue is the relation between this proposal and one-process as well as two-process accounts of deduction and induction. For categorization, the issue is how the proposal would simultaneously explain both similarity-to-rule and rule-to-similarity shifts.

The study of business ethics has led to the development of various principles that are the foundation of good and ethical business practices. A corresponding study of Information Technology (IT) professionals’ ethics has led to the conclusion that good ethics in the development and uses of information technology correspond to the basic business principle that good ethics is good business. Ergo, good business ethics practiced by IT professionals is good IT ethics and vice versa. IT professionals are professionals in businesses; (...) a difficulty presented to these professionals, however, is the number and diversity of codes of ethics to which they may be held. Considering the existence of several formalized codes of ethics prepared by various IT professionals’ associations, a more harmonized approach seems more reasonable. This paper attempts to present a review of the purpose of codes of ethics, the persons who should be covered by such codes and to organize codes of ethics for business in general and IT professionals in particular and to make the argument that, once again, good ethics is good business practice, regardless of the profession or occupation concerned. Practical quantum computing devices and their applications to AI in particular are presently mostly speculative. Nevertheless, questions about whether this future technology, if achieved, presents any special ethical issues are beginning to take shape. As with any novel technology, one can be reasonably confident that the challenges presented by "quantum AI" will be a mixture of something new and something old. Other commentators (Sevilla & Moreno 2019), have emphasized continuity, arguing that quantum computing does not substantially affect approaches to value (...) alignment methods for AI, although they allow that further questions arise concerning governance and verification of quantum AI applications. In this brief paper, we turn our attention to the problem of identifying as-yet-unknown discontinuities that might result from quantum AI applications. Wise development, introduction, and use of any new technology depends on successfully anticipating new modes of failure for that technology. This requires rigorous efforts to break systems in protected sandboxes, and it must be conducted at all stages of technology design, development, and deployment. Such testing must also be informed by technical expertise but cannot be left solely to experts in the technology because of the history of failures to predict how non-experts will use or adapt to new technologies. This interplay between experts and non-experts may be particularly acute for quantum AI because quantum mechanics is notoriously difficult to understand. (As Richard Feynman quipped, "Anyone who claims to understand quantum mechanics is either lying or crazy.") We will discuss the extent to which the difficulties in understanding the physics underlying quantum computing challenges attempts to anticipate new failure modes that might be introduced in AI applications intended for unsupervised operation in the public sphere. This article explores the ethical implications of recent discussions that naturalize the relationship between race, the body and sport within the frame of genetic science. Many suggestions of a racially distributed genetic basis for athletic ability and performance are strategically posited as a resounding critique of the `politically correct' meta-narratives of established sociological and anthropological forms of explanation that emphasize the social and cultural construction of race. I argue that this use of genetic science in order to describe and explain (...) common-sense impressions of racial physiology and sporting ability is founded on erroneous premises of objectivity and disinterest, and inflates the analytical efficacy of scientific truth claims. I suggest that assertions of a value-free science of racial athletic ability reify race as inherited permanent biological characteristics that produce social hierarchies and are more characteristic of a longer history of `racial science'. Edward Harold Fulcher Swain (1883?1970) developed a unique idea about the importance of forests, advocating the creation of a new society based upon forests, and he pursued policies to implement his unique vision of forestry when he served as the Director of Queensland's Forestry Board from 1918 to 1924 and the Forestry Commissioner for New South Wales from 1935 to 1948. Swain's beliefs developed out of a combination of his Australian experiences and connections with foresters in the British Empire and (...) America. When he could not convince Australian elites about the need to create a forest-based society, he asked foresters at the 1947 Empire Forestry Conference in London to assert the primacy of forestry in land management in the British Empire. Many foresters positively received parts of Swain's argument, but his ideas could never be fully implemented in the British Empire because of the dominance of agrarian doctrines of development in post-Second World War colonial planning and the rapid process of decolonization. Swain's life sheds light onto current debates among historians about the origin and legacy of forestry in Australia and the British Empire. His ideas, many that parallel the basic tenets of modern environmentalism, require historians to rethink the relationship between Empire forestry and environmentalism. (shrink)

The Coal Seam Gas extraction industry is developing rapidly within the Surat Basin in southern Queensland, Australia, with licenses already approved for tenements covering more than 24,000 km2. Much of this land is used for a broad range of agricultural purposes and the need for coexistence between the farm and gas industries has been the source of much conflict. Whilst much research has been undertaken into the environmental and economic impacts of CSG, little research has looked into the issues of (...) coexistence between farmers and the CSG industry in the shared space that is a farm business, a home and a resource extraction network. We conducted three workshops with farmers from across a broad region undergoing CSG development to explore farmers’ perceptions of some of the issues arising from large scale land use change. Workshops explored the importance of place identity and landscape aesthetics for farmers, farmers’ acceptance and coping with change, and possible benefits from off-farm income. We found that farmers believed that place identity was not well understood by CSG staff from non-rural backgrounds and that farmers struggled to explain some concerns because of the different way they interpreted their landscape. Furthermore, high staff turnover, and the extensive use of contractors also impacted on communications. These factors were the cause of much frustration and farmers felt that this has led to severe impacts on mental health and wellbeing. Farmers felt that a change in culture within the CSG companies will be required if engagement with farmers is to improve and that efforts to employ local people in these communications was helping this. The workshops also identified a range of issues perceived by farmers arising from increased traffic volumes, impacts to mental health and wellbeing, place identity and loss of water resources for farmers. Finally, it was suggested that scientists and agricultural industry groups will need to work closely with farmers to develop understanding of these emerging issues and to develop solutions that are timely and relevant. The essay tackles the intertwining of State and capital as powers that dominate modernity, locating on a global scale right from the start. This intertwining intersects inevitably the history of empire, which, rather than just being the precedent of the State, represents a composite form of layered sovereignties and multifaceted juridical spaces. The concept of the State that emerges from the essay moves away from the broadly meant Weberian conception, which is prevailing in contemporary literature. In contrast with the Weberian (...) definition, indeed, the territoriality of the State is unsettled and altered both by the swaying of its borders and by the emergence of new territorial formations inside and across the borders. The global view on the State complicates its relationship with the nation and the idea of the monopoly of the legislative production and legitimate physical strength. The result is a much more fragmented and movable image of the history of modern State. (shrink)

When immigrant children are separated from their parents, inexorable medical and legal harms result. Family separation violates a fundamental right of parents to participate in medical decisions involving their children. This paper reviews and contributes to evolving analyses of the public health, legal, and ethical consequences of immigration policy.

The inclusion of stakeholders and knowledge systems is increasingly valued in research to address complex socio-ecological challenges around the world. Often these projects take place in cross-cultural setting where external researchers risk perpetuating historically extractive research models that not only harm local communities but damage the validity of research projects. Responsible community engagement is increasingly recognized as a practice that can improve researcher-community relationships and research quality by incorporating principles of ethics, reciprocity, and power sharing. In partnership with local community (...) leaders, researchers from a U.S. university coded 76 research articles for indicators of responsible community engagement conducted in the Samburu, Kenya community since 2000. Findings from this study suggest that most of the research in Samburu has followed extractive models. Of the 76 articles reviewed many failed to acknowledge ethical protocols, did not address relevance of the study to the local community, and did not report any indication of outreach or community change as a result of the research. While a portion of articles showed evidence of community involvement in the studies, the involvement was primarily limited to secondary roles with little to no shared decision-making power over the research process. We discuss methodological considerations for future research and steps that must be taken in order to shift the norm and practice of academic research in sites such as Samburu, Kenya. (shrink)

Several authors have argued that causes differ in the degree to which they are ‘specific’ to their effects. Woodward has used this idea to enrich his influential interventionist theory of causal explanation. Here we propose a way to measure causal specificity using tools from information theory. We show that the specificity of a causal variable is not well-defined without a probability distribution over the states of that variable. We demonstrate the tractability and interest of our proposed measure by measuring the (...) specificity of coding DNA and other factors in a simple model of the production of mRNA. (shrink)

Despite the growing body of literature on training in the responsible conduct of research, few studies have examined the effectiveness of delivery formats used in ethics courses. The present effort sought to address this gap in the literature through a meta-analytic review of 66 empirical studies, representing 106 ethics courses and 10,069 participants. The frequency and effectiveness of 67 instructional and process-based content areas were also assessed for each delivery format. Process-based contents were best delivered face-to-face, whereas contents delivered online (...) were most effective when restricted to compliance-based instructional contents. Overall, hybrid courses were found to be most effective, suggesting that ethics courses are best delivered using a blend of formats and content areas. Implications and recommendations for future development of ethics education courses in the sciences are discussed. (shrink)

Answering important public health questions often requires collection of sensitive information about individuals. For example, our understanding of how HIV is transmitted and how to prevent it only came about with people's willingness to share information about their sexual and drug-using behaviors. Given the scientific need for sensitive, personal information, researchers have a corresponding ethical and legal obligation to maintain the confidentiality of data they collect and typically promise in consent forms to restrict access to it and not to publish (...) identifying data.The interests of others, however, can threaten researchers' promises of confidentiality when legal demands are made to access research data. In some cases, the subject of the litigation is tightly connected to the research questions, and litigants' interest in the data is not surprising. Researchers conducting studies on tobacco or occupational or other chemical exposures, for example, are relatively frequent targets of subpoenas. (shrink)

This collection reports on the latest research on an increasingly pivotal issue for evolutionary biology: cooperation. The chapters are written from a variety of disciplinary perspectives and utilize research tools that range from empirical survey to conceptual modeling, reflecting the rich diversity of work in the field. They explore a wide taxonomic range, concentrating on bacteria, social insects, and, especially, humans. -/- Part I (“Agents and Environments”) investigates the connections of social cooperation in social organizations to the conditions that make (...) cooperation profitable and stable, focusing on the interactions of agent, population, and environment. Part II (“Agents and Mechanisms”) focuses on how proximate mechanisms emerge and operate in the evolutionary process and how they shape evolutionary trajectories. Throughout the book, certain themes emerge that demonstrate the ubiquity of questions regarding cooperation in evolutionary biology: the generation and division of the profits of cooperation; transitions in individuality; levels of selection, from gene to organism; and the “human cooperation explosion” that makes our own social behavior particularly puzzling from an evolutionary perspective.
