ABSTRACT: This article investigates the experience of individual learners who have been allocated learning support in the further education system in England. The particular focus is on interviewees’ constructions of their emotional and psychic experiences. Through the adoption of a psycho-social perspective, learners’ tendency to ‘idealise’ their learning support workers is understood as a strategy for coping with the anxiety generated by a range of previous experiences. The implications for policy-makers are discussed.

Originally published in 1913, this text was written in anticipation of the King's Speech for that year, which was due to include a Bill for the development of a National System of Education. The text puts forward the view that 'unless the Bill succeeds in making the most of the movement for reform springing from the schools themselves, it can but grant opportunities which will be incompletely utilised'. This article examines the responses of two communities to hate crimes in their cities. In particular it explores how community understandings of responsibility shape collective responses to hate crimes. I use the case of Bridesberg, Pennsylvania to explore how anti-racist work is restricted by backward-looking conceptions of moral responsibility (e.g. being responsible). Using recent writings in feminist ethics.(1) I argue for a forward-looking notion that advocates an active view: taking responsibility for attitudes and behaviors that foster climates in which hate (...) crimes are more likely to occur, even when a person's individual actions do not contribute directly to harms. Using the case of Billings, Montana, I explain how recent Not In Our Town campaigns take responsibility for hate crimes in the ways feminist literature suggests. -/- I take as my point of departure hate crimes committed against the family of Bridget Ward, an African American woman, who moved into the suburb of Bridesburg in 1996. When issues of responsibility for racism arose in the local press, most Bridesbergers insisted that their community was not racist; they blamed only the individual vandals. This narrow blame-assigning focus is in keeping with most Anglo-American definitions of responsibility as belonging essentially to individuals and not to communities. Traditionally, moral and legal theory construct responsibility from a perspective that looks downward and back. These perspectives are preoccupied with punishment and reward, praise and blame; they assume justice is done when guilty parties are found and tried. -/- This focus masks deeper community problems. As Elizabeth Spelman remarks, "tolerance is easy if those who are asked to express it need not change a whit." (2) Focus on praise and blame is, in part, a function of race privilege. Bridesberg is 98% white, and part of "the arrogance whitely behavior" is positioning one's self as a judge, expert, and problem solver. (3) The view from this particular subject position limits attention to individuals and their actions, rather than to communities and their practices; it shifts attention away from the fact that Bridesberger's collective practice of distrusting outsiders has lead to hate crimes in the past. Pointing to vandals and claiming "they are racist" does not free one's community of racism. It reinscribes a community spirit that is resistant to change. -/- The second part of this essay explores what communities like Bridesberg might have done to prevent violence. Often there is little individuals alone can do to stop racial violence, but that there is a sense in which community members are obligated to organize themselves. Strategies that focus community responsibility on retribution rather than long-term change, are short lived and ineffective. Anti-racist activism requires a forward-looking view of responsibility: one that aims at inoculating the community against increased risk of violence. This requires taking responsibility for the fact that one's town might foster climates in which hate crimes are more likely to occur. It requires that we begin inquiry in the lives of those harmed. -/- Collective citizen efforts to prevent Aryan groups from gaining a foothold in Billings, Montana offers a clear illustration of how to take responsibility for hate crimes using strategies designed consciously to prevent further hate crimes (e.g., when Black Churches were threatens, all community members attended services there; when a rock was thrown through a window with a menorah, many homes displayed menorahs). The community responses in Billings are a stark contrast to those of Bridesburg, and serve as a powerful example of how forward-looking notions of responsibility can translate into effective political strategy. Although, these strategies are not in and of themselves feminist, they are powerful illustrations of what feminists mean by forward-looking views. The success of resident's collective action and coalition building gave rise to a national Not In Our Town campaign used in about a dozen cities today. (shrink)

According to Kant, it is impermissible to treat humanity as a mere means. If we accept Kant's equation of humanity with rational agency, and are literalists about ascriptions of agency to collectives it appears to follow that we may not treat collectives as mere means. On most standard accounts of what it is to treat something as a means this conclusion seems highly implausible. I conclude that we are faced with a range of options. One would be to rethink the (...) equation of humanity with rationality. Another would be to abandon the prohibition on treating as a means. The last would be to abandon literalist construals of attribution of agency to collectives. (shrink)

The paper leans on a movie cult from the 1960s, Blow-Up (1966) by Michelangelo Antonioni, of which a famous sequence is often mentioned, the one in which the protagonist, the photographer Thomas (considered here as a "conceptual character"), repeatedly enlarged the photographs he made in a park, in order to find an answer to the mystery surrounding the murder of a man: magnification which leads, on the one hand, to a gradual loss of definition of images, with the grain of (...) the picture becoming more and more evident, but also, on the other, in the emergence, from the very material of the print, of a fundamental detail that will help solve the mystery. What interests is the link between indicative referentiality and evidence documentary, between degrees of definition and authentication powers. The paper also analyzes the links that intertwine, in the film, between the photographs of Thomas (by Don McCullin) and paintings painted by another character of the movie, Bill (directed by Ian Stephenson), but also, outside the film, with all a series of examples from artistic production and visual culture of the time: very low definition images of the Kennedy assassination in Dallas (the famous Zapruder Film), the portrait of Lee Harvey Oswald directed by Sigmar Polke by simulating the halftone technique, the war photographs of Don McCullin and David Bailey's Fashion Photographs, Random Earths Studies by Mark Boyle and Joan Hills, Materialologies and Texturologies by Jean Dubuffet, as well as Zen for Film by Nam June Paik. Fimiani's text addresses also two contemporary installations which have tried to return to the issues from the photographic sequence of Antonioni's film: Blow-Up Blow-Up (2010) by Joan Fontcuberta and Portrait Landscape (from the Object Classifier series) (2015) by John Houck, an installation in which photograms of Blow-Up are analyzed through facial recognition software. This paper reports an experimental investigation of presuppositions and scalar implicatures in language acquisition. Recent proposals posit the same mechanisms for generating both types of inferences, in contrast to the traditional view. We used a Covered Box picture selection task to compare the interpretations assigned by two groups of children and by adults, in response to sentences with presuppositions and ones with either ‘direct’ or ‘indirect’ scalar implicatures. The main finding was that the behavior of children and adults differed across (...) inference types. This asymmetry is consistent with the traditional perspective, but poses a challenge for the more recent uniform accounts. We discuss how the latter could be amended to account for these findings, and also relate the findings to previous results on presupposition processing. Finally, we discuss an unexpected difference found between direct and indirect scalar implicatures. (shrink)

Nathan Hanna has recently argued against a position I defend in a 2013 paper in this journal and in my 2016 book on punishment, namely that we can punish someone without intending to harm them. In this discussion note I explain why two alleged counterexamples to my view put forward by Hanna are not in fact counterexamples to any view I hold, produce an example which shows that, if we accept a number of Hanna’s own assumptions, punishment does not require (...) an intention to harm, and discuss whether a definition and counter-example approach is the best way to proceed in the philosophy of punishment. I conclude with a brief exegetical discussion of H.L.A Hart’s Prolegomenon to the Principles of Punishment. (shrink)

It is sometimes thought that the normative justification for responding to large-scale violations of human rights via the judicial appararatus of trial and punishment is undermined by the desirability of reconciliation between conflicting parties as part of the process of conflict resolution. I take there to be philosophical, as well as practical and psychological issues involved here: on some conceptions of punishment and reconciliation, the attitudes that they involve conflict with one another on rational grounds. But I shall argue that (...) there is a conception of political reconciliation available which does not involve forgiveness and this forms of reconciliation may be the best we can hope for in many conflicts. Reconciliation is nevertheless likely to require the expression of what Darrell Moellendorf has called 'political regret' and the denunciatory role aspect of punishment makes it particularly well-suited to this role. ABSTRACTIs offering hazard pay ethically permissible when the pay premium is the only reason that a dangerous job is accepted? Robert C. Hughes argues that it is not. Central to his argument is the claim that in such cases, workers intend the foreseeable risks of harm as a means to the pay premium. Herein I question the plausibility of this claim and then develop a conception of the concept of means sufficient to make it plausible. George Yancy gathers white scholarship that dwells on the experience of whiteness as a problem without sidestepping the question’s implications for Black people or people of color. This unprecedented reversion of the “Black problem” narrative challenges contemporary rhetoric of a color-evasive world in a critically engaging and persuasive study.

This article draws on data from a study of the transition to motherhood to contribute to feminist theorizing of embodiment. Three bodily aspects of women's gendered sense of self are identified as undergoing possible change during this period—sensuality, shape, and space. The work of Arthur Frank is drawn on to theorize shifts in women's experience of these dimensions, and the author shows how the white, middle-class women studied could use such discourses around the body as resources in renegotiating their social (...) positioning. This empirical analysis demonstrates how physical changes may facilitate challenging the dominant body norms, although the work of Robert Connell indicates that social control may also be a consequence of such bodily conceptualizations. This article therefore uses its empirical analysis to contribute to theorizing the connections between bodily practices and gendered identity. (shrink)

Brown I VIEWERS OF KEN BURNS'S third cultural epic "Jazz" probably fell into one of three categories. 2 Some found it gripping. Some found it grating. Some found it both at once.The series has unforgettable moments: spectacular jitterbug sequences; Jimmy Lunceford's horn men fanning their trumpet bells (...) with hat mutes in sync; the close-up of the whirring cross-hand drumming of Art Blakey; the bitter-sweet glance Billie Holiday and Lester Young exchange in their last filmed appearance together; the occasional marriage of visuals to music. One riveting three minutes comes when the talking heads tune out, a 78-rpm disk of Louis Armstrong's "West End Blues" is set spinning, and the thrilling notes pour out on a carousel of visual imagery—finally freeze-framing on the face of the young genius himself.On the downside, the series is massively repetitious. As a result of Burns's decision to track two major figures—Louis Armstrong and Duke Ellington—from cradle to grave, the same cuts of Armstrong appear again and again, no matter what the time frame. Some of the series' commentators are particularly annoying—the fiddler of Burns's Civil War series, Matt Glaser, for instance, with his fatuous theories [End Page 157] about Louis Armstrong and Albert Einstein. And the documentary's heavy load of social freight—by Wynton Marsalis, and his mentors Albert Murray and Stanley Crouch 3 —threatens to flatten the music.The series is designed as informative entertainment, not Jazz 101. But Burns pays a price here, as he did in his documentary about baseball, in which not even the basics of the game, let alone any of the subtleties, were explained. In "Jazz" we get no explanation of what Jelly Roll Morton did to transform ragtime into jazz. (The series could easily have pressed Morton himself into service. With no sacrifice of his considerable charm, Morton did explain it, beautifully, in his recorded Library of Congress interviews. 4) Although the swing era gets big billing, no attempt is made to explain how swing rhythm actually works, as contrasted with earlier practices. (I have watched swing drummer Panama Francis entertain a packed hall with a brief but riveting illustration of how it works.)As jazz history, the film also has problems. Some legendary figures are resurrected unconvincingly. When Marsalis tells us what the legendary trumpet player Buddy Bolden sounded like, the illustrative off-camera trumpet is Marsalis's, not Bolden's, who embedded not one note in a record groove. Further, we face the tiresomely obvious problem of omissions. We hear nothing of Albert Ayler, Keith Jarrett, Sun Ra, Mildred Bailey, Benny Carter, Lennie Tristano, Erroll Garner, Eric Dolphy, Art Pepper, or Woody Herman. All we learn about Bill Evans—whose influence on jazz piano was huge—is that Miles Davis hired him even though he was white. Omissions are inevitable, of course. But there is a muted pattern to the exclusions. It was impossible for the series to avoid Benny Goodman, given his central role in the swing era. But white figures are too often either ignored or treated as alienated outsiders. We hear New York Times columnist Margo Jefferson opine that Bix Beiderbecke drank himself to death because he wasn't allowed to play with black musicians. In fact, many of the greatest players—white and black—never played with musicians of their own caliber.Most figures covered in the film are treated either with respect or with reverence. But things get nasty when matters turn to avant-gardists. Thus, Branford Marsalis—Wynton's talented brother—singles out the volcanic pianist Cecil Taylor for a particularly hostile attack. 5 Instead of explaining what Ornette Coleman meant by "free jazz," Albert Murray tells us that jazz is, by definition, free music—and by implication, that Coleman's concept must be fatuous. I agree with a great deal in Helen Steward's paper. I am especially sympathetic to her suggestion that we gain metaphysical illumination by considering various ways in which we arrive at ideas of certain kinds of individuals by abstraction from those of more basic kinds. My aim is to pursue that suggestion by exploring the proposal that a grounding node in this form of abstraction may be characterized by Exclusivity in spatial location. Steward claims that we arrive at our ideas (...) of specific events and processes by different modes of abstraction in cases where a more basic persisting individual undergoes some kind of change. I argue that the most basic individuals in this hierarchy of abstraction are enduring substances that occupy their spatial location exclusively at all times: no two such substances are ever precisely collocated. Many Epicurean arguments for the claim that death is nothing to us depend on the ‘Experience Constraint’: the claim that something can only be good or bad for us if we experience it. However, Epicurus’ commitment to the Experience Constraint makes his attitude to will-writing puzzling. How can someone who accepts the Experience Constraint be motivated to bring about post mortem outcomes?We might think that an Epicurean will-writer could be pleased by the thought of his/her loved ones being provided for (...) after his/her death. Warren has argued that this does not dissolve the puzzle, since it involves a hope which the Epicurean should take to be empty just as the fear of death is empty. However, if it is a necessary condition of an emotion’s being empty that it involve accepting a claim which is not only false but also harmful it is not clear that this hope is indeed ‘empty’: there is a crucial disanalogy between fearing death and hoping for the prosperity of one’s children here. Kantian legalism is now the dominant scholarly interpretation of Kant and an important approach to legal and political philosophy in its own right. One notable feature is its construal of the relationship between law and politics decisively in law’s favour: Law subordinates politics. Political judgment is constrained by and only permissibly exercised through law. This paper opposes this subordination through a close analysis of an ambiguity in Kant’s conception of sovereignty. Understanding this ambiguity requires seeing that, for Kant, law cannot (...) subordinate the sovereign’s political judgment because it is a condition which makes a legal system possible. Kant was not an exacting legalist, but a practical reasoner struggling with the pressures politics imposes on finite beings. Through discussion of a leading contemporary approach, and close engagement with its historical source, the paper raises new considerations about the relevance of political judgment in the relationship of law and politics. It is natural to think of political philosophy as being concerned with reflection on some of the ways in which groups of human beings come together to confront together the problems that they face together: in other words, as the domain, par excellence, of collective action. From this point of view it might seem surprising that the notion of collective obligation rarely assumes centre-stage within the subject. If there are, or can be, collective obligations, then these must surely constrain the (...) ways in which we can act collectively. Indeed, one might even suspect that considerations about collective obligations ought to play a central role in demarcating the form that any legitimate form of political organization ought to take. -/- Elsewhere I have argued that we have good reasons for accepting the existence of global collective obligations - in other words, collective obligations which fall on the world’s population as a whole.(Wringe 2006, 2010, forthcoming, under review) For example, the existence of such obligations provides a plausible solution to a problem which is sometimes thought to arise if we think that individuals have a right to have their basic needs satisfied. In this paper, I shall argue that in many situations, forward-looking global obligations give rise to an obligation on individuals to work towards bringing into existence and support an institutional system which will enable their obligations to be met. Call such an obligation the ‘Obligation to Promote Satisfactory Global Institutions.’ I shall also examine a significant challenge to this line of argument, which I call the ‘Pluralist Challenge’ One might suppose that the ‘Obligation to Promote Satisfactory Global Institutions’ could be met by providing strategic support to attempts to modify and extend existing international institutions. After all, creating new institutions is a difficult matter: perhaps it would be better, especially where stringent obligations are concerned, to concentrate on those institutions which we already have. On the other hand, existing international institutions are subject to a range of significant moral and ethical criticisms. It would simply be naïve to suppose that their existence of such institutions is based on an international consensus about what justice requires; and it is not clear how we could motivate individuals who have severe ethical reservations about the existence of such institutions, or why we should wish to. This suggests that those who think that there are global collective obligations, and that such obligations should play an important role in shaping how we think of international distributive justice are faced with a significant dilemma: either support a program of extending and strengthening existing institutions in a way which risks entrenching some existing forms of injustice; or commit oneself to a program of attempting to build new institutions which will have to compete with those institutions we have already and which are unlikely to be in a position to meet help us to discharge our collective obligations at any point in the near future. Neither option seems satisfactory. I shall argue that our response should be to look for plausible ethical constraints on how international institutions should be developed, and suggest that these constraints are likely to take a cosmopolitan form. In this paper I argue against Divers and Miller's 'Lightness of Being' objection to Hale and Wright's neo-Fregean Platonism. According to the 'Lightness of Being' objection, the neo-Fregean Platonist makes existence too cheap: the same principles which allow her to argue that numbers exist also allow her to claim that fictional objects exist. I claim that this is no objection at all" the neo-Fregean Platonist should think that fictional characters exist. However, the pluralist approach to truth developed by WQright in (...) 'Truth and Objectivity' allows us to salvage our intuitions about the metaphysicial lightweightness of fictional characters: truth for discourse about fictional characters fails to exert 'Cognityive Command', whereas truth about arithmetic does. This article contends that the first section of Kant's Groundwork of the Metaphysics of Morals provides a sophisticated and valid argument, and that commentators are therefore mistaken in dismissing this section as flawed. In particular, the article undertakes to show that in this section Kant argues from a conception of the goodness of a good will to two distinctive features of moral goodness, and from these features to his ?formula of universal law?. The article reveals the sophistication and validity of (...) this argument by considering it in the light of a number of criticisms that are commonly levelled at the section. In conclusion, the article proposes that this interpretation of the section also has significant implications for the understanding of Kant's method, his formulas and his basic conception of the ?moral? Recent philosophical discussions of our capacity to attribute mental states to other human beings, and to produce accurate predictions and informative explanations of their behavior which make reference to the content of those states have focused on two apparently contrasting ways in which we might hope to account for these abilities. The first is that of regarding our competence as being under-girded by our grasp of a tacit psychological theory. The second builds on the idea that in trying to get (...) a grip on the mental lives of others we might be able to draw on the fact that we are ourselves subjects of mental states in order to simulate their mental processes. Call these the theory view and the simulation view. In this paper I wish to discuss an argument—which I shall call Collapse—to the effect that if our capacities can be explained in the way that the simulationist supposes then they can also be explained along lines that the advocate of the theory view favours. I am not the first person with simulationist sympathies to have addressed this argument. However, my response is somewhat less concessive than others in the literature: while they attempt to soften its force by attempting to reformulate the simulationist view in a way that evades the conclusion of the argument, I attempt to meet it head on and to show that it does not even succeed in refuting the version of simulationism which it takes as its target. This essay concentrates on the term ‘children-at-risk’ taken on its own. However much risk and need are intertwined in practice, they are distinguishable as concepts. ‘Children-at-risk’ is not a virtual synonym of ‘children in need’. It is theologically suggestive and worth exploring because faith is always seeking understanding. All children are at risk in some way. Risks take various forms, each calling for an appropriate response. All risks are components of the ultimate risk of being human, of falling short of (...) the glory of God, of failing to be, to become and to persist in being, truly human, as measured in the fullness of Christ. Thus all risks have theological significance, unless God is denied totally, or restricted and stifled in a religious cave. God, Father, Son and Holy Spirit share the risk of being human mysteriously, really and unreservedly. This understanding of risk comes to us from our lived experience and from the revelation of God in Christ, as witnessed in the Scriptures. Action for children-at-risk and in need is obedience to the core of the Gospel in Jesus Christ. Engaged concern for children-at-risk brings us into practical difficulties, which are also theological. This is a review of Soran Reader's monograph 'Needs and Moral Necessity'. Although my response to her book is largely positive, I have reservations about her views of the scope of the ethical, and the coherence of her views with the McIntyrean concept of practice which she espouses.

In this paper I argue that the work of the unorthodox Stoic Posidonius - as reported to us by Galen - can be seen as making an interesting contribution to contemporary debates about the nature of emotion. Richard Sorabji has already argued that Posidonius' contribution highlights the weaknesses in some well-known contemporary forms of cognitivism. Here I argue that Posidonius might be seen as advocating a theory of the emotions which sees them as being, in at least some cases, two-level (...) intentional phenomena. One level involves judgments, just as the orthodox Stoic account does. But Posidonius thinks that emotions must also include an element sometimes translated as an "irrational tug". I suggest that we see the "irrational tug" as involving a second level of intentional, but non-conceptual representation. This view satisfies two desiderata: it is a view which would have been available to Posidonius and which is compatible with the views reported to us; and it is a view which is independently attractive. It also makes Posidonius' position less far removed from that of orthodox Stoics than it might otherwise do, while remaining genuinely innovative. (shrink)

Mainstream theories of decision making conceptualise uncertainty in terms of a well-defined probability distribution or weighting function. Following Knight, radical Keynesians consider subjective expected utility (SEU) theory and its variants as a restricted theory of decision-making applicable to situations of risk and, hence, of limited relevance to the understanding of crucial economic decisions under conditions of fundamental uncertainty in which probabilities are ill-defined, possibly non-existent. The objective of this paper is to outline a radical Keynesian theory of decision-making under uncertainty, (...) arguing that Keynes's suggestion to a two-dimensional probability-credence framework provides the basis for determining the limitations of mainstream approaches and points the way forward to the construction of a more general encompassing theory relevant to psychologists and economists outside of the Keynesian tradition. Child safety is everybody's concern, but much professional activity is misinformed or based on a misrepresentation of the facts, and preventative action is rarely adequately evaluated. Written and edited by leading researchers with an active role in social policy, this new book challenges both our understanding of the problem of child safety and points to the impotence of "educational" approaches based on "knowledge enhancement". The strong message is that improving children's knowledge has little or no effect on their behaviour.
