The contemporary digital reality is inconceivable without artificial intelligence (AI), which has become disseminated across all cultural practices, from scientific and artistic endeavors to everyday activities. AI increasingly functions as an agent of communication and decision-making, gradually surpassing human capabilities across nearly all competencies. The information flows of this new reality can only be navigated through hybrid systems based on post-critical rationality, which inherently introduces an irreducible element of uncertainty and risk in human-machine environments. The article proposes (...) examining the techno-subject through the lens of activity theory and the multiple types of rationality it generates. This framework facilitates the analysis of sociocultural and anthropological implications arising from AI’s integration with human domains, while addressing the existential challenges inherent in constructing a harmonious hybrid society. Beyond V.S. Stepin’s types of scientific rationality, the author builds upon previously introduced forms of rationality: post-critical, object-oriented, instrumental, subjective, results-oriented, creative, and autopoietic. This theoretical framework facilitates a substantive discussion of various manifestations of AI subjectivity, including its generalized embodiment and creative specificity. The demarcation of dominance domains between natural intelligence and AI in the intellectual sphere is proposed to be resolved on the basis of their heuristic potentials. The author maintains that natural intelligence invariably possesses superior capacity in this regard. The article examines approaches to risk assessment in AI implementation strategies, focusing on criteria for preserving anthropological and sociocultural profiles in the development of hybrid society. Advancing the concept of friendly AI is substantiated as essential, with consideration given not only to technological but also to anthropological aspects of human–machine interaction. The author advocates for the development of social examination institutions as regulatory mechanisms for natural–artificial intelligence interaction and anthropological–technological subject interfaces. In a sense, I haven't stopped doing that in the last 45 years. That is why I feel (...) fully at home with the goals pursued by the organizers of this conference.I do not believe it is feasible or even desirable to operate the rapprochement between the two disciplines at a global level. The history of cognitive science is exceedingly involved, and the part played by artificial intelligence in it compared to the part played by the neurosciences has varied greatly over time.1 Only a piecemeal approach makes sense. I present here four short case studies that cover the whole period, from the beginnings in cybernetics to today's artificial intelligence (AI).In order to better situate these studies within a broader frame, I propose the diagram in Figure 1. To comment on it would require more time than available for my whole presentation. Let me just say the following. [End Page 1]It is essential to distinguish between two kinds of AI. The first to bear this name was launched by economist Herbert Simon and computer scientist Allan Newell at a Dartmouth conference in 1956. It was based on the premise that thinking is computing, with this computation bearing on sentences of a "language of thought" implementable in a digital computer. It turns out that this AI(1) was progressively substituted from the 1980s onward by an AI(2), which, to some extent, was a return to a fundamental result obtained by cybernetics in 1943. Neurophysiologist Warren McCulloch and mathematician Walter Pitts had constructed a mathematical model of a network of elementary calculators called "neurons" and explored its properties. The capacity to "think" was one of these. It was not situated at the elementary level, as was the case in AI(1), but it emerged at the collective level from the interactions between the neurons.This model was heavily criticized by the supporters of AI(1),2 and its first implementations, in the notorious "Perceptron" in particular (1957), were pitiful failures. However, the emergence of "second-order cybernetics" under the guidance of cybernetician Heinz von Foerster and the theory of complex, self-organizing systems that it helped develop, in cooperation and rivalry with similar efforts in the physical sciences, enabled the neural network model to come to a second life under different names: formal neurons, deep learning, big data, and the like. Together, they constitute AI(2).The following network of influences wouldn't have been possible without its stem, that is, the boxes containing the names of Kurt Gödel and Alan Turing. The former revolutionized logic by showing that reasoning about arithmetic and arithmetic are one and the same, insofar as it is possible to code in a 1-to-1 fashion propositions about integers (for instance, "7 is a prime number") by means of integers. The latter demonstrated that some mechanisms can self-transcend inasmuch as they generate an ensemble of outputs that cannot be defined mechanistically. Later, John von Neumann, who is credited along with Alan Turing with having invented the digital computer, would use this logical possibility to define complexity: A mechanism is complex if it is capable of generating one more complex than itself. As society is still trying to transition to a new phase to adapt to technological changes, the AI revolution continues to unfold, necessitating a reconsideration of the trajectory of societal transformation as it could exacerbate the aforementioned information security risks. [TT]In her Thinking in Time: An Introduction to Henri Bergson Suzanne Guerlac reminds her readers that the metaphysician has indeed been the subject of many hatreds, as the Bergsonist Gilles Deleuze once noted. But from this taut philosophical study one cannot easily make out any possible grounds for enmity; nor were (...) any expressed in the special Bergson issue of Modern Literary Notes edited by Guerlac. In this short review essay I shall voice some of that historic criticism, especially in regard to the social and political implications of his thought. Guerlac’s study may also win its own opponents for its sharp criticisms of Deleuze’s interpretations of Bergson and (in her reading) comically machinic view of life [TT 176–87]. This alone makes the book worth reading; it is also exhaustively researched, and I cannot remember learning as much from the footnotes of any other book.Bergson is presented here as a great metaphysician on the nature of time and space, the philosophical father of nonlinear science, and a theorist of concrete and affective individuality. Rejecting implicitly Leszek Kolakowski’s reading of two Bergsons, Guerlac presents him as neither a cosmologist who opposes life and matter nor an existentialist who retrieves consciousness by opposing time to space. Nor does he emerge as a systematic thinker in this study. In the last chapter Guerlac offers a dizzying defense of Bergson for providing the philosophical basis for cultural studies of the qualitative irreducibility of affectual states, the metaphysics of chaos theory, the critique of artificial intelligence, and the rudiments of an aesthetic theory of digital art and virtual reality.All of this follows from the epochal significance of Bergson’s metaphysical distinction between time and space as carefully grounded in the most advanced physics of his time. Guerlac does not discuss in any detail Bergson’s vitalist critiques of Darwinian biology in Creative Evolution, the work through which the metaphysical arsonist fired the modernist imagination in diverse, contradictory, and at times violent ways.1 Nor does she explore the occult and mystical themes that run throughout Bergson’s work and informed his personal and professional associations.In fact, Guerlac writes: “An explicit appeal to the social values of mystical experience in this study [The Two Sources of Morality and Religion] appeared to vindicate those who had criticized Bergson all along for being simply a mystic. And yet the title of the work, and the basis for the notion of closed and open societies, derive from scientific, not mystical discourse. They refer us to an opposition between closed and open systems in Sadi Carnot’s theories of thermodynamics” [TT 9]. Yet Bergson bases the opposition [End Page 21] between closed and open societies not in thermodynamics but in sociobiology. Having sociobiological reasons to believe in the power of the myths of closed morality on the human mind—groups that had instilled loyalty through myth and ritual had been more successful in the course of evolutionary history; that is, humans susceptible to myth have been successful in a positivist Darwinian sense—he called for the cooptation of such susceptibility by those myths and rituals that instilled loyalty to humanity as such. Humanity could dynamically extend the scope of sociability rather than follow the roles and customs that maintained a closed society in static equilibrium. Though Bergson would later courageously risk pneumonia to stand as an old man in the cold rain to register as a Jew in Vichy France, he claimed in this last book from 1932 that the only complete inspiration for universal openness could be found in Christian mysticism and mythology [Two Sources 227]. He explicitly criticized the insularity of the Judaic religion (and caricatured Eastern forms of mysticism). In other words, Bergson put his faith in Christian mystics alone and thus invited the charge of having laid the foundation for mystical and intolerant leadership.Bergson’s universal humanism also crashed on the limits of colonial racism. As Artificial Intelligence researchers attempt to emulate human intelligence and transhumanists work toward superintelligence, philosophers and theologians confront a dilemma: we must either, on the one horn, (1) abandon the view that the defining feature of humanity is rationality and propose an account of spirituality that dissociates it from reason; or, on the other horn, (2) find a way to invalidate the growing faith in a posthuman future shaped by the enhancements of Intelligence Amplification (IA) or the progress (...) of Artificial Intelligence (AI). I grasp both horns of the dilemma and offer three recommendations. First, it is love understood as agape, not rational intelligence, which tells us how to live a godly life. Love tells us how to be truly human. Second, the transhumanist vision of a posthuman superintelligence is not only unrealistic, it portends the kind of tragedy we expect from a false messiah. Third, if as a byproduct of AI and IA research combined with H+ zeal the wellbeing of the human species and our planet is enhanced, we should be grateful. (shrink)

The potential societal impacts of automation using intelligent control and communications technologies have emerged as topics in a number of recent writings and public policy initiatives. Many of these expressions have referenced the writings and research efforts of Herbert Simon (1961), Norbert Wiener (1948), and contemporaries from their early technological and social vantage points concerning the future of technology and society. Constructed entities labeled as “thinking machines” (such as IBM’s Watson as well as intelligent chatbot and robotic systems) have also (...) played significant roles in this discourse. This paper provides an historical sequencing then analyzes a selection of writings produced since the 1940s concerning the economic and social issues involving artificial intelligence (AI) research and applications. The paper explores how overstatements and hyperbolic themes and concepts, often stemming from AI’s early periods, are being employed in characterizations of current AI approaches in apparently opportunistic attempts to provide rhetorical support for various large-scale business and societal initiatives. It also addresses the relative neglect of the consideration of many of AI’s sociotechnical failures and discontinued approaches in recent examinations of automation and social welfare issues. The paper discusses the moral logic of AI researchers and developers providing reasonable and measured narratives in public discourse rather than hyperbole, efforts that can empower decision makers to make sounder judgments concerning the technology’s current and future applications as well as allocate the rewards of the technology more equitably. The culture of self-improvement stems from philosophical classics, perfectionist religions, and a ruthless strain of capitalism—but today, new technologies shape what it means to improve the self. The old humanist culture has given way to artificial intelligence, (...) social media, and big data: powerful tools that do not only inform us but also measure, compare, and perhaps change us forever. This book shows how self-improvement culture became so toxic—and why we need both a new concept of the self and a mission of social change in order to escape it. Mark Coeckelbergh delves into the history of the ideas that shaped this culture, critically analyzes the role of technology, and explores surprising paths out of the self-improvement trap. Digital detox is no longer a viable option and advice based on ancient wisdom sounds like yet more self-help memes: The only way out is to transform our social and technological environment. Artificial Neural Networks have reached “grandmaster” and even “super-human” performance across a variety of games, from those involving perfect information, such as Go, to those involving imperfect information, such as “Starcraft”. Such technological developments from artificial intelligence (AI) labs have ushered concomitant applications across the world of business, where an “AI” brand-tag is quickly becoming ubiquitous. A corollary of such widespread commercial deployment is that when AI gets things wrong—an autonomous vehicle crashes, a chatbot exhibits “racist” (...) behavior, automated credit-scoring processes “discriminate” on gender, etc.—there are often significant financial, legal, and brand consequences, and the incident becomes major news. As Judea Pearl sees it, the underlying reason for such mistakes is that “... all the impressive achievements of deep learning amount to just curve fitting.” The key, as Pearl suggests, is to replace “reasoning by association” with “causal reasoning” —the ability to infer causes from observed phenomena. It is a point that was echoed by Gary Marcus and Ernest Davis in a recent piece for theNew York Times: “we need to stop building computer systems that merely get better and better at detecting statistical patterns in data sets—often using an approach known as ‘Deep Learning’—and start building computer systems that from the moment of their assembly innately grasp three basic concepts: time, space, and causality.” In this paper, foregrounding what in 1949 Gilbert Ryle termed “a category mistake”, I will offer an alternative explanation for AI errors; it is not so much that AI machinery cannot “grasp” causality, but that AI machinery (qua computation) cannot understand anything at all. PurposeThis paper aims to demonstrate the relevance of worldviews of the global south to debates of artificial intelligence, enhancing the human rights debate on artificial intelligence (AI) and critically reviewing the paper of UNESCO Commission on the Ethics of Scientific Knowledge and Technology (COMEST) that preceded the drafting of the UNESCO guidelines on AI. Different value systems may lead to different choices in programming and application of AI. Programming languages may acerbate existing biases as a people’s worldview is (...) captured in its language. What are the implications for AI when seen from a collective ontology? Ubuntu (I am a person through other persons) starts from collective morals rather than individual ethics.Design/methodology/approachLiterature overview on the African philosophy of Ubuntu as applied to artificial intelligence. Application of it to the United Nations Educational, Scientific and Cultural Organisation (UNESCO) debates on establishing guidelines to the ethics of artificial intelligence.FindingsMetaphysically, Ubuntu and its conception of social personhood (attained during one’s life) largely rejects transhumanism. When confronted with economic choices, Ubuntu favors sharing above competition and thus an anticapitalist logic of equitable distribution of AI benefits, humaneness and nonexploitation. When confronted with issues of privacy, Ubuntu emphasizes transparency to group members, rather than individual privacy, yet it calls for stronger (group privacy) protection. In democratic terms, it promotes consensus decision-making over representative democracy. Certain applications of AI may be more controversial in Africa than in other parts of the world, like care for the elderly, that deserve the utmost respect and attention, and which builds moral personhood. At the same time, AI may be helpful, as care from the home and community is encouraged from an Ubuntu perspective. The report on AI and ethics of the UNESCO World COMEST formulated principles as input, which are analyzed from the African ontological point of view. COMEST departs from “universal” concepts of individual human rights, sustainability and good governance which are not necessarily fully compatible with relatedness, including future and past generations. Next to rules based approaches, which may hamper diversity, bottom-up approaches are needed with intercultural deep learning algorithms.Research limitations/implicationsThere is very few existing literature on AI and Ubuntu. Therefore, this paper is of an explorative nature.Practical implicationsThe ethics of Ubuntu offers unique vantage points in looking at the organization of society and economics today, which are also relevant for development of AI, especially in its tenet of relatedness rather than individuality (and practical use of AI for individuals), taking responsibility for society as a whole (such as analyzing the benefit of AI for all strata of society), and embodying true inclusiveness. Whether looking at top-down guidelines for the development and implementation of AI or the bottom-up ethical learning process of AI (deep learning), ethics of the Global South can have an important role to play to combat global individualist tendencies and inequity, likely reinforced by AI. This warrants far more research.Social implicationsApplications of AI in Africa are not contextualized, do not address the most pressing needs of the African continent, lead to cybersecurity issues and also do not incorporate African ethics. UNESCO’s work in this regard is important but expert inputs are largely centered around Western “universal” principles and Organisation for Economic Cooperation and Development and EU precedence. African ethics have, so far, a small role to play in global ethics and philosophy and therefore risk to be overlooked in the discussion on AI and ethics. This is why the consultation process of UNESCO on ethics of AI was of paramount importance. However, it does not automatically lead to consultation of African philosophers or sages, as many are educated in Western (ized) education systems. See further details under practical implications.Originality/valueThis is a new area of research in which little work has been done so far. This paper offers the opportunity to widen the debate on AI and ethics beyond the conventional discourse, involving multiple worldviews, of which Ubuntu is just one. (shrink)

Traditional notions of crime control often position the police against an individual, known or not yet known, who is responsible for the commission of a crime. However, with increasingly sophisticated technology, policing increasingly prioritizes the prevention of crime, making it necessary to ascertain who, or what class of persons, may be the next likely criminal before a crime can be committed, termed predictive policing. This causes a shift from individualized suspicion toward predictive profiling that may sway the expectations of a (...) police patrol. Classically, where a patrol officer forms reasonable suspicion prior to a stop, it is based upon his/her analysis of the situation taken as a whole in context. However, where a predictive profile is employed, information available to the officer accordingly adjusts his/her perception of context and affects the application of the reasonable suspicion standard. This article addresses the way in which new approaches to forming reasonable suspicion affect the due process protection of individuals’ fundamental rights. It argues that while an officer still operates with good faith discretion, using predictive profiling causes reasonable suspicion to be based on an augmented understanding of reality and as a result, due process guarantees are weakened. The rights to non-discrimination and the presumption of innocence are assessed and argued as illustrative of this weakening and shift in policing standards. The article ultimately argues that while predictive policing cannot be categorically labeled as inconsistent with criminal justice, changes as seemingly moderate as the manner in which discretion operates have larger effects on individuals’ rights. McMahan).3• that a Shin Buddhist approach to human knowledge—which in this chapter is brought into dialogue with Martin Heidegger's (1889-1976) notion of truth—opens up to a Kuhnian philosophy of science that emphasizes how paradigmatic shifts occur when new perspectives replace older frameworks (Dennis Hirota).4• that the questions raised by theoretical and quantum physics provide a scientific framework for discussing fundamental epistemological, ontological, and metaphysical questions that Buddhists and Christians might otherwise disagree about (Mark T. As an evangelical Christian, I am particularly intrigued by the challenges confronting a Shin Buddhist approach to the sciences, even as I am hopeful that such a consideration will precipitate creative insights both for the Buddhist-Christian encounter and for the religion-science dialogue. I am all the more motivated since I have long been convinced that the religion-science dialogue has been dominated by generically religious approaches and that it is time for more particularistic or even confessional positions to be registered in the discussion.11 I am optimistic that the specificity of the Shin tradition will provide both complementary and contrasting perspectives to the contemporary Buddhist encounter with science that has so far been dominated by the broadly Tibetan approaches of His Holiness the Fourteenth Dalai Lama (1935-) and those in his circle of dialogue partners,12 and that this will in turn open up new trajectories—even initiate new paradigms, as Hirota suggests—for the Buddhist... (...) and ed. by PETER EMBERLEY and BARRY COOPER. University Park, Penn.: The Penn· sylvania State University Press, 1993. Pp. xxvi + 368. $45.00 (Cloth). Those of us who have followed the development of Leo Strauss's and Eric Voegelin's thought with passionate interest over the years owe a debt of gratitude to Professors Peter Emberley of Carleton University, Ottawa, and Barry Cooper of the University of Calgary for presenting us with yet another opportunity to reflect upon certain well defined aspects of the thinking of these important political philosophers, and to confirm views that we have long held about the cordial relationship that existed between these two men, despite frequent reports to the contrary. Prefaced by an insightful "Introduction" by Emberley and Cooper, which almost constitutes a commentary on the correspondence, Faith and Political Philosophy is divided into three parts. In Part One, the editors present us with their English translation of the fifty-two extant letters (a few letters appear to have been lost) exchanged between Strauss and Voegelin during the years 1934 to 1964. (For the most part, Strauss and Voegelin corresponded with one another in German.) Because Strauss wrote most, if not all, of his letters longhand, the editors inform us that some passages from Strauss's letters were especially difficult to decipher, and that, on occasion, they had to have re· course to German-speaking persons familiar with the German academic idiom of the 1930s and '40s in order to make sense of what was said. Voegelin, it seems, also had trouble decoding Strauss's handwriting, and admits on one occasion to being unable to read the writing or make sense of Strauss's point. By contrast, Voegelin, we are told, was very much easier to transcribe, since his letters, although, on average, longer than Strauss's, were typewritten. Part Two contains four essays, two by each of the philosophers, on the relationship of reason to reve- BOOK REVIEWS 539 lation-a central theme of the letters, a theme that is explicitly addressed in the letters dating from the late 1940s and early 1950s, and tacitly present in much of the remaining correspondence that is of an academic nature. These commentaries are generally of a very high quality, although curiously, given the theme, most of the commentators seem to be more attuned to modern reference points rather than to the ancient ones with which both Strauss and Voegelin were often in dialogue. The effect of this is particularly noticeable with respect to observations made about Voegelin. Voegelin frequently saw himself in debate with the fathers of the early Church (as his piece " The Gospel and Culture " bears witness), and unfortunately this is not obvious from these commentaries. Still, while exploring the im· plications of the positions taken by Strauss and Voegelin in light of their formally published writing, the commentators make many interesting and, ~t times, controversial observations about one or both of the letter-writers. In this brief review, we will limit ourselves to commenting solely on parts One and Three. This said, perhaps we might open with a general observation about the nature of the correspondence as a whole. Digital sovereignty is a term increasingly used by academics and policymakers to describe efforts by states, private companies, and citizen groups to assert control over digital technologies. This descriptive conception of digital sovereignty is normatively deficient as it centres discussion on how power is being asserted rather than evaluating whether actions are legitimate. In this article, I argue that digital sovereignty should be understood as a normative concept that centres on authority (i.e., legitimate control). A normative approach to digital sovereignty (...) is beneficial as it supports critical discourse about the desirability of actors’ assertions of control. It is also more closely aligned with traditional definitions of sovereignty that are grounded in ideas of sovereign authority. To operationalise this normative approach to digital sovereignty and demonstrate the deficiencies of a descriptive approach, the role that “Big Tech” companies are playing in controlling artificial intelligence is considered from both perspectives. Through this case study, it is highlighted that Big Tech companies assert a high degree of control (i.e., descriptive digital sovereignty), but that they lack strong input legitimacy and have a questionable amount of output legitimacy. The use of AI in weapons systems raises numerous ethical issues. To date, work on weaponized AI has tended to be theoretical and normative in nature, consisting in critical policy analyses and ethical considerations, carried out by philosophers, legal scholars, and political scientists. However, adequately addressing the cultural and social dimensions of technology requires insights and methods from empirical moral and cultural psychology. To do so, this position piece describes the motivations for and sketches the nature of a normative, (...) cultural psychology of weaponized AI. The motivations for this project include the increasingly global, cross-cultural and international, nature of technologies, and counter-intuitive nature of normative thoughts and behaviors. The nature of this project consists in developing standardized measures of AI ethical reasoning and intuitions, coupled with questions exploring the development of norms, administered and validated across different cultural groups and disciplinary contexts. The goal of this piece is not to provide a comprehensive framework for understanding the cultural facets and psychological dimensions of weaponized AI but, rather, to outline in broad terms the contours of an emerging research agenda. The presence of intelligence and rationality in Artificial Intelligence and the Internet requires a new context of analysis in which Herbert Simon’s approach to the sciences of the artificial is surpassed in order to grasp the role of information in our contemporary setting. This new framework requires taking into account some relevant aspects. In the historical endeavor of building up AI and the Internet, minds and machines have interacted over the years and in many ways through the (...) interrelation between scientific creativity and technological innovation. Philosophically, minds and machines can have epistemological, methodological and ontological differences, which are based on the distinct configuration of human intelligence and artificial intelligence. Their comparison with rationality and its various forms is particularly relevant. Scientifically, AI and the Internet belong to the sciences of the artificial, because they work on designs that search for specific aims, following selected processes in order to achieve expected results. Technologically, AI and the Internet require the support of information and communication technologies. These have an instrumental role regarding the existence of AI and the Internet. Also ICT shape their diverse forms of configuration over the years.Within this framework, this paper offers a new context of analysis that goes beyond Simon’s and follows four main steps: the interaction between scientific creativity and technological innovation as the philosophico-methodological setting for Artificial Intelligence and the Internet; artificial intelligence and human intelligence as epistemological basis for machines and minds, where the differences between artificial intelligence and human intelligence are made explicit and the analysis of minds and machines is made from the perspective of rationality ; intention and its difference with design of machine learning are considered to distinguish human intelligence from artificial intelligence; and the internal and external aspects of artificial designs in contemporary society are considered through the perspective of rationality, which leads to the transition from intelligence to rationality in the Internet as well as to the historicity of information. Artificial intelligence is among the fastest developing areas of advanced technology in medicine. The most important qualia of AI which makes it different from other advanced technology products is its ability to improve its original program and decision-making algorithms via deep learning abilities. This difference is the reason that AI technology stands out from the ethical issues of other advanced technology artifacts. The ethical issues of AI technology vary from privacy and confidentiality of personal data to ethical status and (...) value of AI entities in a wide spectrum, depending on their capability of deep learning and scope of the domains in which they operate. Developing ethical norms and guidelines for planning, development, production, and usage of AI technology has become an important issue to overcome these problems. In this respect three outstanding documents have been produced:1. The Montréal Declaration for Responsible Development of Artificial Intelligence2. Ethics Guidelines for Trustworthy AI3. Asilomar Artificial Intelligence PrinciplesIn this study, these three documents will be analyzed with respect to the ethical principles and values they involve, their perspectives for approaching ethical issues, and their prospects for ethical reasoning when one or more of these values and principles are in conflict. Then, the sufficiency of these guidelines for addressing current or prospective ethical issues emerging from the existence of AI technology in medicine will be evaluated. As systems based on opaque Artificial Intelligence (AI) continue to flourish in diverse real-world applications, understanding these black box models has become paramount. In response, Explainable AI (XAI) has emerged as a field of research with practical and ethical benefits across various domains. This paper not only highlights the advancements in XAI and its application in real-world scenarios but also addresses the ongoing challenges within XAI, emphasizing the need for broader perspectives and collaborative efforts. We bring together experts from (...) diverse fields to identify open problems, striving to synchronize research agendas and accelerate XAI in practical applications. By fostering collaborative discussion and interdisciplinary cooperation, we aim to propel XAI forward, contributing to its continued success. Our goal is to put forward a comprehensive proposal for advancing XAI. To achieve this goal, we present a manifesto of 27 open problems categorized into nine categories. These challenges encapsulate the complexities and nuances of XAI and offer a road map for future research. This article addresses an open problem in the area of cognitive systems and architectures: namely the problem of handling (in terms of processing and reasoning capabilities) complex knowledge structures that can be at least plausibly comparable, both in terms of size and of typology of the encoded information, to the knowledge that humans process daily for executing everyday activities. Handling a huge amount of knowledge, and selectively retrieve it according to the needs emerging in different situational scenarios, is an (...) important aspect of human intelligence. For this task, in fact, humans adopt a wide range of heuristics (Gigerenzer & Todd) due to their “bounded rationality” (Simon, 1957). In this perspective, one of the requirements that should be considered for the design, the realization and the evaluation of intelligent cognitively-inspired systems should be rep- resented by their ability of heuristically identify and retrieve, from the general knowledge stored in their artificial Long Term Memory (LTM), that one which is synthetically and contextually relevant. This requirement, however, is often neglected. Currently, artificial cognitive systems and architectures are not able, de facto, to deal with complex knowledge structures that can be even slightly comparable to the knowledge heuris- tically managed by humans. In this paper I will argue that this is not only a technological problem but also an epistemological one and I will briefly sketch a proposal for a possible solution. (shrink)

The role of religious plurality in philosophy is not to integrate and harmonize religions, especially religions cannot, and rather it is the business of religious pluralism to learn, think and acquire knowledge about the variety of religious beliefs, statements and injunctions. In this paper there is no issue to describe the conflict between faith and reason however reason is only to think and clear the ambiguities which we are using either to integrate one religion with another or to refute the religious dogmas of other religions. That is why authority places a significant part which teaches humans how to use their reason to bring peace, tranquility and acceptance in the plurality of religions. Mostly the scholar who practicing their religions and without having the authority and knowledge of other religions they are vehemently criticizing other religions. This paper shows that what is authority and where to use it. Who are authoritative persons? If authority in one religion is transferred to another what would happen. What would happen if authority is misrepresented? -/- The term “natural religion” is sometimes taken to refer to a pantheistic doctrine according to which nature itself is divine. “Natural theology”, by contrast, originally referred to (and still sometimes refers to)[1] the project of arguing for the existence of God on the basis of observed natural facts. -/- In contemporary philosophy, however, both “natural religion” and “natural theology” typically refer to the project of using all of the cognitive faculties that are “natural” to human beings—reason, sense-perception, (...) introspection—to investigate religious or theological matters. Natural religion or theology, on the present understanding, is not limited to empirical inquiry into nature, and it is not wedded to a pantheistic result. It does, however, avoid appeals to special non-natural faculties (ESP, telepathy, mystical experience) or supernatural sources of information (sacred texts, revealed theology, creedal authorities, direct supernatural communication). In general, natural religion or theology (hereafter “natural theology”) aims to adhere to the same standards of rational investigation as other philosophical and scientific enterprises, and is subject to the same methods of evaluation and critique. Natural theology is typically contrasted with “revealed theology”, where the latter explicitly appeals to special revelations such as miracles, scriptures, and divinely-superintended commentaries and creedal formulations. (See DeCruz and DeSmedt 2015) -/- Philosophers and religious thinkers across almost every epoch and tradition (Near Eastern, African, Asian, and European) have engaged the project of natural theology, either as proponents or critics. The past few decades have witnessed a revival of natural theological debate in the public sphere: there are now institutes promoting “Intelligent Design Theory”, popular apologetics courses, campus debates between believers and agnostics, a “New Atheist” movement, Youtube debates between apologists and atheists regarding new books in natural theology (such as the one between Nathan Lewis and Bernie Dehler on the Blackwell Companion to Natural Theology),[2] and TED talks by famous atheists on how to resist natural religion (such as the one by Richard Dawkins in February 2002).[3] -/- Among professional philosophers (who aren’t typically part of these more popular debates), arguments over our ability to justify positive or negative answers to religious questions have become fairly technical, often employing sophisticated logical techniques in an effort to advance the discussion instead of retreading the same old ground. As China and the United States strive to be the primary global leader in AI, their visions are coming into conflict. This is frequently painted as a fundamental clash of civilisations, with evidence based primarily around each country’s current political system and present geopolitical tensions. However, such a narrow view claims to extrapolate into the future from an analysis of a momentary situation, ignoring a wealth of historical factors that influence each country’s prevailing philosophy of technology and thus their overarching (...) AI strategies. In this article, we build a philosophy-of-technology-grounded framework to analyse what differences in Chinese and American AI policies exist and, on a fundamental level, why they exist. We support this with Natural Language Processing methods to provide an evidentiary basis for our analysis of policy differences. By looking at documents from three different American presidential administrations––Barack Obama, Donald Trump, and Joe Biden––as well as both national and local policy documents (many available only in Chinese) from China, we provide a thorough comparative analysis of policy differences. This article fills a gap in US–China AI policy comparison and constructs a framework for understanding the origin and trajectory of policy differences. By investigating what factors are informing each country’s philosophy of technology and thus their overall approach to AI policy, we argue that while significant obstacles to cooperation remain, there is room for dialogue and mutual growth. The notion of Simulative Reasoning in the study of propositional attitudes within Artificial Intelligence (AI) is strongly related to the Simulation Theory of mental ascription in Philosophy. Roughly speaking, when an AI system engages in Simulative Reasoning about a target agent, it reasons with that agent’s beliefs as temporary hypotheses of its own, thereby coming to conclusions about what the agent might conclude or might have concluded. The contrast is with non-simulative meta-reasoning, where the AI system reasons within a (...) detailed theory about the agent’s (conjectured) reasoning acts. The motive within AI for preferring Simulative Reasoning is that it is more convenient and efficient, because of a simplification of the representations and reasoning processes. The chapter discusses this advantage in detail. It also sketches the use of Simulative Reasoning in an AI natural language processing system, ATT-Meta, that is currently being implemented. This system is directed at the understanding of propositional attitude reports. In ATT-Meta, Simulative Reasoning is yoked to a somewhat independent set of ideas about how attitude reports should be treated. Central here are the claims that (a) speakers often employ commonsense (and largely metaphorical) models of mind in describing agents’ attitudes, (b) the listener accordingly needs often to reason within the terms of such models, rather than on the basis of any objectively justifiable characterization of the mind, and (c) the commonsense models filter the suggestions that Simulative Reasoning comes up with concerning target agents’ reasoning conclusions. There is a yet tighter connection between the commonsense models and the Simulative Reasoning. It turns out that Simulative Reasoning can be rationally reconstructed in terms of a more general type of reasoning about the possibly-counterfactual “world” that the target agent believes in, together with an assumption that that agent has a faithful representation of the world. In the ATT-Meta approach, the reasoner adopts that assumption when it views the target agent through a particular commonsense model (called IDEAS-AS-MODELS). (shrink)

It is now more than ten years since the EU FET project ALFEBIITE finished, during which its researchers made original and distinctive contributions to (inter alia) formal models of trust, model-checking, and action logics. ALFEBIITE was also a highly inter-disciplinary project, with partners from computer science, philosophy, cognitive science and law. In this paper, we reflect on the interaction between computer scientists and information and IT lawyers on the idea of the ‘open agent society’. This inspired a programme of (...) research whose investigation into conceptual challenges has carried it from the logical specification of agent societies and dynamic norm-governed systems to self-organising electronic institutions, while developing several technologies for agent-based modelling and complex event recognition. The outcomes of this inter-disciplinary collaboration have also influenced current research into using the open agent society as a platform for socio-technical systems, and other collective adaptive systems. We present a number of research challenges, including the ideas of computational justice and polycentric governance, and explore a number of ethical, legal and social implications. We contend that, in order to address these issues and challenges, the continued inter-disciplinary collaboration between computer science and IT lawyers is critical. (shrink)

The integration of artificial intelligence (AI) into healthcare and research introduces sophisticated diagnostic and treatment capabilities but also raises significant ethical challenges from development to deployment and evaluation, requiring comprehensive ethical training and interdisciplinary collaboration to ensure the responsible use of AI technologies. The “CONNECT with AI”- Collaborative Opportunity to Navigate and Negotiate Ethical Challenges and Trials with Artificial Intelligence) workshop was a three-day event, engaging multi-institutional interdisciplinary and interprofessional participants (both industry professionals and academicians) from diverse fields (...) such as Medicine, Dentistry, Nursing, Engineering, Law, and Allied Health Sciences from India. There was equal distribution of participants from diverse fields. A mixed-method approach utilizing pre- and post-workshop assessments, confidence level surveys and thematic analyses of small group discussions and open-ended questions to evaluate the impact of the workshop on participants’ ethical understanding and decision-making skills regarding AI. Post-workshop evaluations indicated a significant improvement in both theoretical knowledge and practical application of AI ethics, with assessment scores rising markedly from pre-workshop levels (p < 0.0001). Confidence in handling ethical dilemmas related to AI saw substantial increases across all domains, particularly in ensuring patient privacy and data security (p < 0.0001). Qualitative feedback highlighted diverse perceptions and sector-specific concerns about AI, emphasizing the importance of customized ethical guidelines and the integration of AI into healthcare practices. The workshop effectively enhanced participants’ competence and confidence in addressing AI-related ethical issues, demonstrating the critical role of interprofessional education in fostering an ethical AI implementation framework. Continuous, interdisciplinary and interprofessional training is essential to navigate the evolving ethical landscape of AI in healthcare, ensuring safe, effective, and responsible technology use. In this chapter we explore the importance of the Pantheism Controversy for the evolution of Kant’s so-called “Moral Argument” for the Highest Good and its postulates. After an initial discussion of the Canon of the Critique of Pure Reason, we move on to the relationship between faith and reason in the Pantheism Controversy, Kant’s response to the Controversy in his 1786 “Orientation” Essay, Thomas Wizenmann’s criticisms of that essay, and finally to the Critique of Practical Reason. We argue that (...) while Kant used the Pantheism Controversy to reset his account of the Highest Good, its treatment in the Orientation Essay was susceptible to the objections raised by Thomas Wizenmann, and thus in need of the further advances found in the Critique of Practical Reason. The increasing use of Artificial Intelligence for making decisions in public affairs has sparked a lively debate on the benefits and potential harms of self-learning technologies, ranging from the hopes of fully informed and objectively taken decisions to fear for the destruction of mankind. To prevent the negative outcomes and to achieve accountable systems, many have argued that we need to open up the “black box” of AI decision-making and make it more transparent. Whereas this debate has primarily focused (...) on how transparency can secure high-quality, fair, and reliable decisions, far less attention has been devoted to the role of transparency when it comes to how the general public come to perceive AI decision-making as legitimate and worthy of acceptance. Since relying on coercion is not only normatively problematic but also costly and highly inefficient, perceived legitimacy is fundamental to the democratic system. This paper discusses how transparency in and about AI decision-making can affect the public’s perception of the legitimacy of decisions and decision-makers and produce a framework for analyzing these questions. We argue that a limited form of transparency that focuses on providing justifications for decisions has the potential to provide sufficient ground for perceived legitimacy without producing the harms full transparency would bring. Morisato's book proceeds in five parts. Part One orients the reader to the scope of the project through an overview of comparative philosophy and its methodological frameworks--namely, the metaxological methodology of William Desmond, which deals importantly with the (modern) predicament of religion as expressed in the "transcendental univocity" of the Kantian system; and the metanoetic methodology of Tanabe Hajime, which deals importantly with the issue of "rational progress" in Hegelian dialectic. Yet each intellectual framework deals with both Kant's and Hegel's systems. Part Two addresses what the problem of religion in Kantian and Hegelian philosophy is in more detail. Part Three, "Metaxology and the Problems of the Philosophy of Religion," and Part Four, "Metanoetics and the Problems of the Philosophy of Religion," offer a more detailed account concerning how Desmond's and Tanabe's philosophies tackle conceptual problems in modern philosophy of religion. Morisato's conclusion follows from these along with an endnotes section, bibliography, and index.According to Morisato, overcoming the problem of comparative philosophy--i.e., the "philosophical problem of comparing two systems of thinking rooted in different cultural and intellectual contexts" (p. 22)--means, at least in part, clarifying the extent to which philosophers of different culturalintellectual contexts and backgrounds share, as "kindred spirits" or as "intellectual companions," a consonance of thought regarding their philosophical perspectives. Desmond and Tanabe represent just such a pair, whose consonance of thought, expressed by Morisato en passant and expressed more definitively in the conclusion, is unified in a struggle against hegemonic structures in the [End Page 1] philosophy of religion, specifically those of Kant's and Hegel's philosophies of religion. William Desmond (1951–present) is a Catholic philosopher who currently holds the David R. Cook Chair in Philosophy at Villanova University. He has worked extensively on metaphysics, ontology, philosophy of religion, aesthetics, and German idealism. Tanabe Hajime (1885–1962) was a Japanese philosopher of the Kyoto school and is perhaps most well-known for his Philosophy as Metanoetics. Morisato does a commendable job elucidating issues in modern systems of religion, which have undoubtedly been influenced by Kant's and Hegel's systems. As it concerns Kant, contemporary philosophy of religion still struggles with the claims of transcendental idealism, particularly its reduction of religious belief to mere postulates of practical reason. And as it concerns Hegel, what seems to be an unending, "progressive" self-return of dialectical monism has deeply influenced the way, and manner, in which religious adherents deal with societal views of the individual and individuals' views of society. By this token, Morisato's attempt to get beyond the so-called "extirpation" of the source of religious truth as the "creative power behind our understanding of reality and our existence" is refreshing, to say the least (p. 46). In what follows, I offer a relatively brief overview of Morisato's book and conclude with a reflection on the text.Morisato's critique of the Kantian and Hegelian systems begins with the argument that Kantian transcendental univocity implies that reason's autonomy, as dictates of the moral law as absolute duties, not only precedes divine legislation, but becomes one with it or else is reduced to it. Artificial Intelligence (AI) is set to bring changes to legal systems. These technologies may have positive practical implications when it comes to access, efficiency, and accuracy in Justice. However, there are still many uncertainties and challenges associated with the implementation of AI in the legal space. In this research, we surveyed Judges on critical challenges related to the Judging Profession in the AI paradigm; Automated Adjudication; and Legal Principles. Our results suggest that (i) Judges are hesitant about changes (...) in their profession. They signal the need for adequate training that fosters legal literacy in AI, but are less open to changes in legal writing or their social and institutional role; (ii) Judges believe higher levels of automation only lead to fair outcomes if used in earlier phases of adjudication; (iii) Judges believe and are concerned about AI leading to Techno-Legal Positivism; and (iv) Judges consider that Legal AI technologies may have a positive impact in some legal principles, as long as everyone has equal access to those technologies and cybersecurity and judge on the loop safeguards are in place; and (v) Judges are strongly concerned about the de-humanization of Justice. They consider that assessing evidence, analyzing arguments, and deciding on a legal case should be inherently human. Elizabeth Hart I Literary scholars have begun incorporating the insights of cognitive science into literary studies, bringing to bear on questions of literary experience the results of explorations within a wide range of fields that define today's cognitive science. The investigation of the human mind and its reasoning processes encompasses a rich (...) variety of empirical and speculative disciplines, including cognitive psychology, neuroscience, linguistics, evolutionary psychology, developmental psychology, computer science, philosophy, and anthropology. These disciplines are all related to one another by the questions they ask about the brain and mind and the ground they cover in staking out their research agendas; but each also contributes uniquely in terms of individual scope and focus. Literary critics, eavesdropping on this maturing coalition, are now producing critical works that apply cognitive research to a similarly impressive range of literary concerns, with results so far that seem to span the gap between traditional and more contemporary literary critical approaches.All such criticism is dependent on scientific studies of the brain and mind and so accepts axiomatically some degree of epistemological efficacy in scientific empiricism. Clearly we have entered an era of heightened interest in spirituality. The proliferation of books, music, and paraphernalia espousing the way of the spirit is a striking phenomenon. Everywhere there is a new willingness to admit that the categories of rational thought, the authority of science, are no longer adequate to the task of making sense of our lives. A search for meaning has become pervasive. Equally striking has been the rise of experiential religion. Evangelical and fundamentalist churches are (...) the fastest growing denominations worldwide. The notion of “responsibility gap” with artificial intelligence (AI) was originally introduced in the philosophical debate to indicate the concern that “learning automata” may make more difficult or impossible to attribute moral culpability to persons for untoward events. Building on literature in moral and legal philosophy, and ethics of technology, the paper proposes a broader and more comprehensive analysis of the responsibility gap. The responsibility gap, it is argued, is not one problem but a set of at least four (...) interconnected problems – gaps in culpability, moral and public accountability, active responsibility—caused by different sources, some technical, other organisational, legal, ethical, and societal. Responsibility gaps may also happen with non-learning systems. The paper clarifies which aspect of AI may cause which gap in which form of responsibility, and why each of these gaps matter. It proposes a critical review of partial and non-satisfactory attempts to address the responsibility gap: those which present it as a new and intractable problem (“fatalism”), those which dismiss it as a false problem (“deflationism”), and those which reduce it to only one of its dimensions or sources and/or present it as a problem that can be solved by simply introducing new technical and/or legal tools (“solutionism”). The paper also outlines a more comprehensive approach to address the responsibility gaps with AI in their entirety, based on the idea of designing socio-technical systems for “meaningful human control", that is systems aligned with the relevant human reasons and capacities. This paper connects to Jon Bing’s great vision of an integrated national legal information system. The intention of this paper is to variegate Bing’s vision of an integrated information system by shifting the focus to the lay users, thus to those, who are subject to the law. The modified vision is an integrated information system that supports intelligible access to law for the citizens. This presupposes however an unambiguous and transparent legal system. Accordingly, it is also stressed (...) that intelligent legal knowledge engineering has high potential to increase precision and rationality in law, and hence safeguard the predictability of law and legal certainty. The central hypothesis is that putting the person who is subject to the law at the centre provides more rational reason to aim for the greatest possible precision of law by exploiting the means and technologies of our time than to uphold strategic vagueness. On this basis, the paper proposes the development of a basic set of controllable and justiciable basic legal drafting standards on EU and on national level, and promotes a transparency by design approach for legal knowledge engineering in order to enhance precision, integrity, comprehensibility and accessibility of law. Similarly to Jon Bing’s vision, this modified vision of an integrated legal information systems is, most probably, also likely to remain unfulfilled. The publication of the Critique of Pure Reason by Immanuel Kant marked the beginning of an intellectual revolution not only in Philosophy, but also in other spheres of intellectual activity. Every year interest to this work is only growing up, especially in the context of the development of cognitive sciences and technologies related to the development and implementation of artificial intelligence systems. However, both Kant’s contemporaries and subsequent generations of researchers had questions about the basic concepts, outlined in the (...) first Critique. Nikolay Lossky became one of such outstanding experts in Kant’s philosophy, who carried out a metacritique of transcendental idealism. His analysis is interesting because it is characterized by consistency, depth and inclusiveness, despite the fact that he was not a supporter of Kant’s philosophy. The proposed article explicates the main points of the metacritique of pure reason carried out by Lossky. The aim is to systematize the advantages and disadvantages of transcendental idealism highlighted by him in order to assess the validity of objections and identify points that paradoxically escaped Lossky’s attention. In particular, it is shown that the highest evaluation of Lossky is awarded to Kant’s efforts to create an epistemology that does not rely as presuppositions on any other branches of human knowledge; the resolution of contradictions between Empiricism and Rationalism; the creation of the doctrine of synthetic rationality and transcendental logic; the idea of the need for the immanence of knowledge to consciousness. Lossky identified as the key shortcomings of transcendental idealism a range of contradictions grouped around such concepts as the things in themselves, affection, experience, inner sense, transcendental schema, and unity of apperception. At the same time, it is shown that such a key concept for Kant’s theoretical philosophy as transcendental reflection has disappeared from the Lossky’s field of consideration. The study is preceded by a brief description of Lossky’s characteristics, including personal ones, as a meta-critic of pure reason. (shrink)

Theology and other human sciences present concerns against artificial intelligence (AI) that are often limited to ethical issues, as they appear as the most pressing problems and challenges derived from these new technologies. However, by reviewing the published literature, the article shows that theologians have ventured into broader areas, with a specific focus on the anthropological consequences of current technological advances. New developments and achievements in AI invite further exploration from a theological perspective, and they offer some opportunities and (...) useful applications for theologians. The article moves from the ethical territory toward the more neutral but highly engaging dialogue between science, technology, and religion, their interactions and mutual enrichment. Within this transdisciplinary area, new insights are gained about the role a more committed theology can play in issues like designing the best approaches between religious faith and intelligent systems to achieve a sustainable and equitable future. This paper presents work in progress on artificial intelligence in medicine (AIM) within the larger context of cognitive science. It introduces and develops the notion ofemergence both as an inevitable evolution of artificial intelligence towards machine learning programs and as the result of a synergistic co-operation between the physician and the computer. From this perspective, the emergence of knowledge takes placein fine in the expert's mind and is enhanced both by computerised strategies of induction and deduction, and by (...) software abilities to dialogue, co-operate and function as a cognitive extension of the physician's intellectual capabilities. The proposed methodology gives the expert a prominent role which consists, first, of faithfully enunciating the descriptive features of his medical knowledge, thus giving the computer a precise description of his own perception of basic medicine, and secondly, of painstakingly gathering patients into computerised case bases which simulate exhaustive long-term memory. The AI capacities for knowledge elaboration are then triggered, giving rise to mathematically optimal diagnoses, prognoses, or treatment protocols which the physician may then evaluate, accept, reject, or adapt at his convenience, and finally append to a knowledge base. The idea of emergence embraces many issues concerning the purpose and intent of artificial intelligence in medical practice. Particularly, we address the representation problem as it is raised by classical decisional knowledge-based systems, and develop the notions of classifiers and hybrid systems as possible answers to this problem. Finally, since the whole methodology touches the problem of technological investment in health care, now inherent in modern medical practice, some ethical considerations accompany the exposé. This paper explores and ultimately affirms the surprising claim that artificial intelligence (AI) can become part of the person, in a robust sense, and examines three ethical and legal implications. The argument is based on a rich, legally inspired conception of persons as free and independent rightholders and objects of heightened protection, but it is construed so broadly that it should also apply to mainstream philosophical conceptions of personhood. The claim is exemplified by a specific technology, devices that connect (...) human brains with computers and operate by AI-algorithms. Under philosophically reasonable and empirically realistic conditions, these devices and the AI running them become parts of the person, in the same way as arms, hearts, or mental capacities are. This transformation shall be called empersonification. It has normative and especially legal consequences because people have broader and stronger duties regarding other persons (and parts of them) than regarding things. Three consequences with practical implications are: (i) AI-devices cease to exist as independent legal entities and come to enjoy the special legal protection of persons; (ii) therefore, third parties such as manufacturers or authors of software lose (intellectual) property rights in device and software; (iii) persons become responsible for the outputs of the empersonified AI-devices to the same degree that they are for desires or intentions arising from the depths of their unconscious. More generally, empersonification marks a new step in the long history of human–machine interaction that deserves critical ethical reflection and calls for a stronger value-aligned development of these technologies. National Artificial Intelligence (AI) strategies articulate imaginaries of the integration of AI into society and envision the governing of AI research, development and applications accordingly. To integrate these central aspects of national AI strategies under one coherent perspective, this paper presented an analysis of Germany’s strategy ‘AI made in Germany’ through the conceptual lens of ordoliberal political rationality. The first part of the paper analyses how the guiding vision of a human-centric AI not only adheres to ethical and legal (...) principles consistent with Germany’s liberal democratic constitutional system but also addresses the risks and promises inherent to the ordoliberal problematization of freedom. Second, it is scrutinized how the strategy cultivates the fear of not achieving technological sovereignty in the AI sector. Thereby, it frames the global AI race as a race of competing (national) approaches to governing AI and articulates an ordoliberal approach to governing AI (the ‘third way’), according to which government has to operate between the twin dangers of governing too much and not governing enough. Third, the paper analyses how this ordoliberal proportionality of governing structures Germany’s Science Technology & Innovation Policy. It is shown that the corresponding risk-based approach of regulating AI constitutes a security apparatus as it produces an assessment of fears: weighting the fear of the failure to innovate with the fear of the ramifications of innovation. Finally, two lines of critical engagement based on this analysis are conducted. (shrink)

The purpose of the study is to determine the prospects for the export of Russian information technologies and cooperation in the fields of artificial intelligence and cybersecurity with the countries of the Association of Southeast Asian Nations. The article discusses the request of the ASEAN countries in the field of AI and cybersecurity, the level of development of the digital economy in this region and its impact on the prospects for Russian IT-exports; in addition, the structure and dynamics (...) of Russian IT-exports to the world market are presented. The scientific novelty lies in the reassessment of the prospects for cooperation between Russia and the ASEAN countries in the field of IT, AI and cybersecurity. As a result, the factors influencing the competitiveness of Russia in the field of IT were identified and the leading Russian IT-companies and their experience in the global market were analyzed. Based on this, a conclusion was made about the prospects for the export of Russian IT and cooperation in the field of AI and cybersecurity with the ASEAN countries. (shrink)

While artificial intelligence’s (AI’s) potential role in enhancing diagnostic accuracy and personalising treatment is well-recognised, its application in evaluating physicians raises critical ethical concerns as well. The paper examines the impact of AI on the ‘comparative abilities’ exception to informed consent, which currently exempts physicians from disclosing information about the performance of other providers. With AI’s ability to generate granular, accurate comparisons of physician metrics, this exception will be challenged, potentially empowering patients to make more informed decisions. (...) However, AI’s use in disclosing physician success rates may exacerbate healthcare disparities, as wealthier patients may have more access to higher-skilled providers. Rational agents are important objects of study in several research communities, including economics, philosophy, cognitive science, and most recently computer science and artificial intelligence. Crudely, a rational agent is an entity that is capable of acting on its environment, and which chooses to act in such a way as to further its own best interests. There has recently been much interest in the use of mathematical logic for developing formal theories of such agents. Such theories view agents as practical (...) reasoning systems, deciding moment by moment which action to perform next, given the beliefs they have about the world and their desires with respect to how they would like the world to be. In this article, we survey the state of the art in developing logical theories of rational agency. Following a discussion on the dimensions along which such theories can vary, we briefly survey the logical tools available in order to construct such theories. We then review and critically assess three of the best known theories of rational agency: Cohen and Levesque's intention logic, Rao and Georgeff's BDI logics, and the KARO framework of Meyer et al. We then discuss the various roles that such logics can play in helping us to engineer rational agents, and conclude with a discussion of open problems. (shrink)

This Open Forum contribution critically interrogates the use of space race rhetoric in current discussions about artificial intelligence (AI). According to this rhetoric, similar to the space race of the twentieth century, AI development is portrayed as a rivalry among superpowers where one country will win and reap major benefits, while others will be left behind. Using this rhetoric to frame AI development tends to prioritize narrow and short-term economic interests over broader and longer-term societal needs. Three particularly problematic (...) aspects of using space race narrative in AI discussions are highlighted: first, perceiving technology development globally as a zero-sum game; second, pressuring governments to regulate less; and third, prioritising high technologies over social issues. This contribution invites to challenge underlying political assumptions of the AI space race discourse and to open up conversations about alternative futures. (shrink)

Why then does polling show the election a tossup? A culture's moral compass is not an innate or logical determination, but an underdetermined product of historical contingency and willful choice. Belief in moral "rightness" or "truth" is always a matter of faith rather than reason. Only some professional philosophers, (...) jurists, scientists and academics believe that the principal point of political argument is, or ought to be, truth rather than persuasion, and that an argument's principal appeal should be reason rather than passion. The fundamental social constituent of economic and political culture in the United States was neither the individual nor the state, but the sectarian community. The religious community in the USA was a civic as well as moral community, a combination which infused American economic and political culture with particular dynamism. As Darwin noted, in competition between groups with similar levels of technology and population size, those groups will tend to win out that favor and transmit willingness to sacrifice some self interest for group interests. Religions with morally concerned deities arguably made the rise of civilization and large-scale cooperation between genetic strangers possible. (shrink)

Applications of artificial intelligence/machine learning in health care are dynamic and rapidly growing. One strategy for anticipating and addressing ethical challenges related to AI/ml for health care is patient and public involvement in the design of those technologies – often referred to as ‘co-design’. Co-design has a diverse intellectual and practical history, however, and has been conceptualized in many different ways. Moreover, AI/ml introduces challenges to co-design that are often underappreciated. Informed by perspectives from critical data studies and (...) critical digital health studies, we review the research literature on involvement in health care, and involvement in design, and examine the extent to which co-design as commonly conceptualized is capable of addressing the range of normative issues raised by AI/ml for health care. We suggest that AI/ml technologies have amplified and modified existing challenges related to patient and public involvement, and created entirely new challenges. We outline three pitfalls associated with co-design for ethical AI/ml for health care and conclude with suggestions for addressing these practical and conceptual challenges. (shrink)
