In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

In 1751, Grigorii Teplov published his book that he considered to be an introduction to philosophy for the uninitiated. In the first part, Teplov introduced the reader to the subject of philosophy; however, Teplov concentrated on philosophy and methodology of science, thereby presenting a rather limited view of philosophy. In the second part, he presented the history of philosophy showing how inadequate his knowledge of the subject was. In this paper, the theories of the civitas maxima (universal state) in the work of Christian Wolff (1679–1754) and Michael Christoph Hanov (1695–1773) are investigated. Topics are the layers of international law, the concept and constitution of the universal state, utopian elements, the ontological status of the universal state, conversion of other states, and migration. Psychology considered as a natural science began as Aristotelian "physics" or "natural philosophy" of the soul. C. Wolff placed psychology under metaphysics, coordinate with cosmology. Scottish thinkers placed it within moral philosophy, but distinguished its "physical" laws from properly moral laws (for guiding conduct). Several Germans sought to establish an autonomous empirical psychology as a branch of natural science. British and French visual theorists developed mathematically precise theories of size and distance perception; they created instruments to test these theories (...) and to measure visual phenomena such as the duration of visual impressions. This paper considers the implications of precautionary restrictions against technologies, in the context of the potential for creating and sustaining rumours. It focuses on the restriction against mobile phone use at petrol stations, based on the rumour that a spark might cause an explosion. Rumours have been substantiated by precautionary usage warnings from mobile phone manufacturers, petrol station usage restrictions, and a general lack of technical understanding. Petrol station employees have themselves spread the rumour about alleged incidents, filling the information (...) gap about the basis for the restriction. (shrink)

The Catholic Church’s Social Teaching dealing with mankind is interested in the person and their way of progressing in the world. As John Paul II stated, Catholic Social Teaching “belongs [...] to the field [...] of theology, particularly moral theology” (SRS 41; CA 55). Polish moralists in the area of social moral theological studies undertake the issue of economic-social life, and in particular its anthropological dimension. Moral reflections from the theological point of view allow for an integral grasping of the (...) involvement of the person in the life of society. The goal of the presented report is to show an integral concept of the person as the fundamental dimension of social-economic life. The principle source of this work is comprised of views presented on the given topic by the nation’s moralists during over a dozen lately held yearly meetings of the Section of Polish Moral Theologians. The contents of the report are divided into three parts: (1) the integrated vision of the person as the principle element of evaluating the social-economic order; (2) threats to the human person in the context of contemporary social-political life and (3) pointing to ways of overcoming these threats. This book tells the story of modern ethics, namely the story of a discourse that, after the Renaissance, went through a methodological revolution giving birth to Grotius’s and Pufendorf’s new science of natural law, leaving room for two centuries of explorations of the possible developments and implications of this new paradigm, up to the crisis of the Eighties of the eighteenth century, a crisis that carried a kind of mitosis, the act of birth of both basic paradigms of the two (...) following centuries: Kantian ethics and utilitarianism. The new science of natural law carried a fresh start for ethics, resulting from a mixture of the Old and the New. It was, as suggested by Schneewind, an attempt at rescuing the content of Scholastic and Stoic doctrines on a new methodological basis. The former was the claim of existence of objective and universal moral laws; the latter was the self-aware attempt at justifying a minimal kernel of such laws facing skeptical doubt. What Bentham and Kant did was precisely carrying this strategy further on, even if restructuring it each of them around one out of two alternative basic claims. The nineteenth- and twentieth-century critics of the Enlightenment attacked both not on their alleged failure in carrying out their own projects, but precisely on having adopted Grotius’s and Pufendorf’s project. This essay examines the contrasting conceptualizations of reason in the thought of John Henry Newman and Andrew Martin Fairbairn in their articles published in The Contemporary Review in 1885. This essay articulates both Fairbairn’s charge of philosophical scepticism against Newman as well as Newman’s defense of his position and concomitantly details Fairbairn’s and Newman’s competing notions of the efficacy of reason to provide reliable knowledge of God. Philosophical counseling helps people see issues in their lives more clearly by making them the subject of philosophical conversations. For the most part, the language used during such conversations is phenomenologically transparent to the interlocutors, which means that it exists only at the background of their attention. However, there are exceptions. Sometimes, especially when dealing with particularly deep or elusive issues, some counselors find it appropriate to bring the language itself to the forefront of the client’s attention. This way of (...) speaking may be called opaque. The present paper argues that the use of opaque language in philosophical counseling allows people to disclose truth in a special, intimate manner. Philosophical counselors should master the art of switching between transparent and opaque language, in response to the needs of a given client and the pragmatics of a particular conversation. Bertrand Russell in his essay On Denoting [1905] presented a theory of description developed in response to the one proposed by Gottlob Frege in his paper Über Sinn und Bedeutung [1892]. The aim of our work will be to show that Russell underestimated Frege three times over in presenting the latter’s work: in relation to the Gray’s Elegy argument, to the Ferdinand argument, and to puzzles discussed by Russell. First, we will discuss two claims of Russell’s which do not do (...) justice to Frege: that we speak of a sense by means of quotation marks, and that all Frege does to cope with phrases that might denote nothing is define an arbitrary object as their reference. Second, we will show that Russell omitted the fact that Frege’s theory provided some answers for the puzzles presented by Russell in his essay. (shrink)

The recognition and reconciliation of ‘opposites’ lies at the heart of our most personal and global problems. These problems are ‘wicked’ in the sense that they are difficult or impossible to solve and arise at the interface of interdependent polarities. By exploring the human tendency to divide the world into two parts, _Wicked Problems & the Reconciliation of Opposites_ argues that our relationship with such pairings and polarities is profoundly important to the way we recognise and resolve wicked problems. Some theorists argue that appropriate responses to terrorism are in part shaped by popular sentiment. In two experiments, using representative design and ecological stimuli (e.g. actual news reports), we present evidence for some of the ways popular sentiment about terrorism tracks theory and can be constructed. In Experiment 1, we document that using the word ‘terrorist’ to describe a group of people decreases willingness to understand the group's grievances, decreases willingness to negotiate with the group, increases perceived permissibility of violence (...) against the group, and decreases the perceived rationality of the group. In Experiment 2, we demonstrate that judgment about the permissibility of the use of force against terrorist groups can be biased by simple memory-priming manipulations. Results are interpreted in terms of (1) implications for philosophical theories about terrorism and (2) the role that experimental investigation can play in applied ethics. (shrink)

The Group Cohesiveness Scale measures patient-rated group cohesiveness. The English version of the scale has demonstrated good psychometric properties. This study describes the validation of the Czech version of the GCS. A total of 369 patients participated in the study. Unlike the original study, the ordinal confirmatory factor analysis supported a two-dimensional solution. The analysis demonstrated the existence of two moderately to highly associated domains of group cohesiveness—affective and behavioral. The two-dimensional model was invariant across genders, age, education, and time (...) up to factor means level. Internal consistency reached satisfactory values for both domains. In terms of convergent validity, only weak association was found between the GCS domains and the group working alliance measured by the Group Outcome Rating Scale. This is the first revision of the factor structure of the GCS in the European context. The scale showed that the Czech version of the GCS is a valid and reliable brief tool for measuring both aspects of group cohesiveness. (shrink)

“Moorean Dogmatist” responses to external world skepticism endorse courses of reasoning that many people find objectionable. This paper seeks to locate this dissatisfaction in considerations about epistemic responsibility. I sketch a theory of immediate warrant and show how it can be combined with plausible “inferential internalist” demands arising from considerations of epistemic responsibility. The resulting view endorses immediate perceptual warrant but forbids the sort of reasoning that “Moorean Dogmatism” would allow. A surprising result is that Dogmatism’s commitment to immediate epistemic (...) warrant isn’t enough to avoid certain standard arguments for skepticism about the external world. (shrink)

I take as my starting point the evident fact that people are capable of modifying their beliefs in response to reasons in the course of deliberation. This fact is sufficient to make notions such as responsibility, blameworthiness, and praiseworthiness applicable to people with regard to their beliefs. If a state is such, and one is such, that one is capable of determining it through one’s best evaluations of reasons in the course of deliberation, then even if it isn’t under one’s (...) voluntary control, it is attributable to one as something for which one is appropriately held accountable. There is thus conceptual space for the possibility of one’s conducting oneself poorly or well with regard to it, and accordingly for the application of praise or criticism. And there is room for an evaluation of whether one has conducted oneself responsibly or irresponsibly – that is, whether one has proceeded in a way that takes proper account of the considerations which one reasonably could have been expected to take account of, or not. The clinical concept of projective identification encompasses both unconscious fantasies of putting aspects of oneself into another person, as well as interpersonal processes aimed at evoking a corresponding response in another person, all for purposes of defensive evacuation, control and/or communication.1 In thinking about this complex situation, we need to consider its interpersonal dimensions as well as the intrapsychic processes that take place in each party. Book review of Conant, James and Kern, Andrea, Varieties of Skepticism: Essays after Kant, Wittgenstein, and Cavell, Berlin: de Gruyter, 2014, vi + 458 pp.

In the twentieth century, economic modernization projects were often part of a broader programme of social engineering, which did not avoid – and in many cases assumed – the use of violence. The author analyses the relationship between definitions of modernity developed by the classic authors of modernization theory during the 1950s and 1960s, tries to look for their roots in Marx’s writings on colonialism, and shows the consequences of the radical version of such projects, using the example of the (...) Chinese modernization programme implemented by Mao. In conclusion, Leszczyński assumes that a clear relationship can be traced between socio-economic modernization programmes and political violence in the twentieth century. (shrink)

Should one read Marx today? Which of his theories survive the test of time and which should be abandoned? This article reviews four of Marx’s themes: the quest for material abundance, the compatibility of capitalism and democracy, the role of the state, and the theory of the dynamics of capitalism.

We define two maps, one map from the set of conditional probability systems (CPS’s) onto the set of lexicographic probability systems (LPS’s), and another map from the set of LPS’s with full support onto the set of CPS’s. We use these maps to establish a relationship between strong belief (defined on CPS’s) and assumption (defined on LPS’s). This establishes a relationship at the abstract level between these two widely used notions of belief in an extended probability-theoretic setting.

In the sixteenth-century book Utopia, Thomas More argues that philosophers can play an effective role in the public sphere. This article builds from More’s argument to develop a theory of public philosophy centered on dialogue or rhetoric. It contrasts this public philosophy with the disciplinary form of philosophy that emerged in the twentieth century. The discipline constitutes philosophers as experts and limits them to a dialogue only with their peers.
